I am grateful to the hon. Member for welcoming this funding. I am sure his letter to the Secretary of State had a key decision-making role in that. We are making capacity funding available within the Department to help local authorities where they come up against further challenges in the delivery of these projects. As he has rightly identified, these projects were submitted some time ago, so adjustments will need to be made. I cannot give refunds, unfortunately, but our funding simplification programme is all about ensuring that we step forward to a simpler version of funding that meets councils’ needs, rather than asking councils to meet the needs of various funding streams.

I am delighted to see Billingham awarded £20 million of levelling-up money, which comes on the back of £16.5 million for Stockton, £20 million for Yarm and Eaglescliffe and £23.9 million for Thornaby. For years, Stockton’s Labour council said that it did not have the money to sort out the eyesore that is the Golden Eagle Hotel in Thornaby, but for three years it has had the Government money to sort it out and it has made no progress whatsoever. Does the Minister agree that it needs to pull its finger out, and will he meet me to see if there is any way we can make that happen?

What an amazing champion for the people of Stockton my hon. Friend is. In Stockton, we are delivering towns funding in Thornaby, future high streets funding in Stockton High Street and levelling-up funding in Yarm and Eaglescliffe, and today we have confirmed levelling-up funding in Billingham. There is no place in this country that is receiving such love and attention from this Government, and it is thanks to the hard work of my hon. Friend, as well as people such as the Tees Valley Mayor, Ben Houchen, and local councillors in Stockton such as Councillor Niall Innes, who I know was particularly keen on seeing this bid delivered. I shall be happy to work with my hon. Friend to ensure that the Golden Eagle Hotel is sorted out as soon as possible and to deliver on his priorities through the town deal.

I beg to move,

That this House has considered e-petition 626737, relating to the use of swift bricks in new housing.

It is an honour to serve under your chairmanship, Sir Edward. This debate supports e-petition 626737, titled:

“Make swift bricks compulsory in new housing to help red-listed birds”.

This is an incredibly important issue, with a huge number of people having signed the petition. The momentum behind the campaign is the result of an incredible effort by campaigner and author Hannah Bourne-Taylor, whose energy, determination, expertise and creative approach to campaigning have helped raise awareness of the plight of this iconic and much endangered species. In preparation for the debate, I spoke with Hannah and representatives of the Royal Society for the Protection of Birds, Wild Justice and the Home Builders Federation.

It is a fairly simple ask in terms of putting measures in place to provide for endangered species in new build housing, but this is an incredibly urgent debate, as these birds are, quite frankly, running out of time. Swifts, house martins, starlings and house sparrows recently joined the international red list of species experiencing sharp population declines, and it is essential that we take action to prevent their extinction. In the UK, the swift population has declined by 57%. Swift bricks are one measure that could help turn the corner for those four species.

The current Government approach means that policy on swift bricks remains under the jurisdiction of local planning authorities, few of which have adopted a requirement to put swift bricks into new developments; where they have, it is because local campaigners have pushed for the measure. There are questions around whether local authorities have the expertise and, indeed, the capacity to properly consider this as a policy. As the swift population continues to decline, it is evident that we need a new approach—a move to a national policy, which could drive much-needed change.

Swifts are incredible birds, flying from our roofs all the way to Africa and back every year and crossing the Sahara twice. Their top speed has been recorded as 69 mph—they are the ultimate urban boy racer.

On the point about local councils, I have always been fascinated by swifts in North Norfolk. The east of the country is actually one of the better breeding grounds, thanks to our warmer climate. I am concerned that only eight local authorities have put any real effort into implementing swift bricks. Surely one area where we could improve, if there is not national legislation, is adjusting local plans. Why cannot local authorities ensure in their local plans that swift bricks are used in all new buildings to help solve this problem?

My hon. Friend makes a good point. It is disappointing how few local authorities have adopted this approach. I am currently harassing my local authority about this, and I am sure many of our parliamentary colleagues will be doing the same. Today we are calling for a central approach from central Government to drive that.

Many of us watch out for swifts, believing they herald the beginning of British summer. Their status as an established British icon is clear from the support the petition rallied, capturing the imaginations and support of 109,894 members of the public from a wide cross-section of society and from across the entire United Kingdom. The number of signatures alone clearly demonstrates the public’s concern about losing these iconic birds completely, which would be a huge loss to our country’s biodiversity and culture. A loss of nesting sites has been cited as one of the biggest factors in the decline of bird populations. Embarrassingly, the UK has been rated as the worst in the G7 for the amount of wildlife and wild spaces lost to human activity, as measured in the biodiversity intactness index.

The issue stems from a lack of swift nesting sites, which are commonly found in the eaves of our houses or in gaps in brickwork. Swifts nest inside draughty spaces, which we target with mortar and expanding foam when we go about remodelling, renovating and insulating. Since 2013, the Government’s energy company obligation scheme has insulated 2.4 million homes, including by providing external wall insulation. Millions of birds have lost their homes due to us improving our homes’ energy efficiency and the issue’s rising status in the Government’s agenda. As we demolish 50,000 buildings each year, so that figure grows. The loss of nesting sites is particularly hard for swifts and house martins, which are site-loyal birds: they and their life mates return to the exact same site every year to nest.

The hon. Gentleman is making a wonderful speech. One of my constituents, Helen Lucy, came to see me and presented me with a very informative booklet about this campaign. Does he agree that there is no reason why action cannot be taken? I have written to the Secretary of State for Levelling Up, Housing and Communities to ask for swift bricks to be made a national planning requirement. They are a win-win: they do not cost house builders much, and they would help to save the swift. As the hon. Gentleman said, the swift population in this country has declined by 57%. Swift bricks are an example of a simple action that the Government and those in power can take to make a real difference to wildlife in our country.

The hon. Gentleman makes a valid point: swift bricks cost little and have a huge impact. That is our ask to the Government, but regardless of whether we manage to pull it off today, I hope we will all go back to our constituencies and local authorities and drive for a bit more change.

When swifts return from their perilous nine-month flight and find that their nesting site has been blocked off or destroyed, they try to break entry. They are, unsurprisingly, not strong enough to break through several layers of insulation, and many injure themselves in their attempt to get back into their old nesting spots. If they are unable to fly, they will likely die. If they do not succeed but survive, they face a tough task of finding a new spot to nest in time to breed. That leads to many missing the mark, with the consequence that the population fails to grow again.

Old nesting spots are being lost, and new developments do not provide an alternative. Modern developments have no purpose-built nesting habitat for these birds and lack natural alcoves for birds to shelter. The swift brick is an answer to that problem. It is an intended nesting spot, providing permanence. It is a bespoke option that can host a wide range of nature. It has been designed to fit the dimensions of a standard UK brick, and is highly suitable for developments, since the overwhelming majority of modern houses are built from bricks or blocks. The bricks sit inside the wall and do not compromise its strength or insulation. They are fully enclosed, with a small, outward-facing hole for the swifts to enter. They are not offensive to look at and can be adapted to comply with the strict aesthetic requirements that developers need to meet.

As the planning Minister at the time, I had a hand in the changes to the national planning policy framework that encouraged the uptake of swift bricks, so I am pleased that this debate is taking place. Does my hon. Friend agree that there are two further advantages to the brick over the box? First, although the brick is primarily aimed at swifts, it can also offer a home to another species that is in decline, and which was the music of my childhood—the house sparrow. We do not see them as much as we used to in urban areas.

Secondly, particularly in the south-east of England, the brick protects swifts from being evicted by the parakeet. The six swift boxes on my house have been overtaken by parakeets, which are able to widen the opening because it is wooden, rather than brick. Using bricks would give other species opportunities and would protect swifts from being evicted by more aggressive species.

I bow to the experience and knowledge of my right hon. Friend, who is the proud owner of six swift boxes—hopefully he will use bricks. He makes a very good point. I used to listen to the house martins when I was younger; I have not heard much from them recently, and I would like to hear more from them in the near future. I thank my right hon. Friend for everything he did to get things to this juncture, and I agree that we need to go a bit further to ensure that these bricks reach houses across the UK.

In addition to permanence, the swift brick offers weather resistance and climate control. That is the most convincing argument for choosing swift bricks over an external bird box—other than the parakeets.

The first concern that some raise is the fear of noise or mess. People are concerned about what the bricks mean for their sleep, their patios and their clean washing, but those concerns are misplaced. Swifts are incredibly clean birds, which go about their business far from their homes, and they make minimal noise inside their nests. Surprisingly even to me, 85% of respondents to a recent survey said they would not be dissuaded from buying a house because of a swift brick, and the remaining 15% believed it would increase their likelihood of buying the house. What is not to like? Swift bricks are clean and noise-free, the public like them, and they could help to protect four endangered species.

The hon. Gentleman is making a powerful speech. There was a particularly strange claim by the Government that there might be instances in which the provision of swift bricks are “inappropriate”. The RSPB has given that pretty short shrift, so does the hon. Member agree with the RSPB—and with me—that there are no reasons why swift bricks should not be appropriate in high-density schemes?

I would very much agree; in fact, I will come on to that. When we look at the costs—actually, we will come back to the costs too; we will come back to it all. I think the RSPB makes a very valid point. It is a no-brainer in many ways, and there is little to be lost by putting swift bricks into homes.

There is another reason to commend swifts, which is that they are not actually here for very long. As my hon. Friend may know, they broadly arrive in the first week of May and certainly leave, like clockwork, in the first week or so of August. They are not here for terribly long, which is why we should give them a nice home to live in.

I very much agree.

So what is not to like? Swift bricks are clean and noise-free, the public like them and they could help to protect four endangered species. But what about the cost, and what do the developers say? Swift bricks are incredibly low-cost. They are already produced by multiple manufacturers, and home builders have the opportunity to shop around. Prices online start from as little as £25—although I do not know how much my right hon. Friend paid for his—which is pennies to large housing developers. Swift bricks represent one of the most cost-effective conservation measures and help developers to comply with their responsibilities in the Environment Act 2021, creating biodiversity gain.

After speaking to developers, and representatives from the Home Builders Federation, it is clear that they take their responsibilities for the environment seriously. They welcome the proposals and see them as giving clarity and direction and as a meaningful way of complying with the Environment Act. In fact, there are many examples of house builders being proactive and putting swift bricks in place without being compelled to do so.

In their response to the petition, the Government said they would not be legislating for a nationwide approach, because in

“some high density schemes the provision of ‘swift bricks’, for instance, might be inappropriate”.

I just wanted to ask a specific question about that. If it might not be appropriate—if a brick might not be inhabited by a swift—what is the harm? Does it matter? Of course it does not; the brick just lies there empty and uninhabited. I fail to see that that is doing any damage at all.

That is a very good point, and it is one that Guy Anderson, from the RSPB’s migrant recovery programme, has made in response to the Government. He has said that he cannot see any reason why swift bricks would be inappropriate in any development in the UK. He says:

“there may be some buildings where the design...makes it...less likely...to ever be used by swifts...however, even if...not used by swifts...red-listed house sparrows, red-listed starlings or red-listed house martins may use them”.

I would therefore urge the Government to look again at the policy and at what can be done to either enforce or encourage the delivery of more swift bricks in homes across the country.

To end on a brighter note, there are now many examples of swift bricks being used. One of the largest installations of swift bricks has taken place across the Duchy of Cornwall estate. The “Big Duchy Bird Box Survey” showed that, across all of the newly installed swift bricks from 2015 onwards, almost half had been used.

I want to give credit to the RSPB for this campaign, but also to the Stroud Valleys Project, which has been a really strong campaigner on this. It does things such as a “Swift Walk” around Minchinhampton common, which is absolutely fantastic. I wholly endorse the proposals for changes in terms of local authorities and planning, but what I want to hear from my hon. Friend is a real gee-up for everybody who is promoting the protection of these species, because there is actually a lot going on in many of our communities. I am not down on the swift boxes, by the way; while homeowners do not necessarily have the bricks, they can look to have the boxes. I think that this is a wonderful opportunity to celebrate these birds.

One thing to say about this petition is that, while there are lots of petitions that people sign because it is in their own interests, for the 109,000 people who signed this petition, this was not necessarily in their personal interests but was something that they saw as being in our natural interest and as a huge game changer for the country.

We can combine that result from the “Big Duchy Bird Box Survey” with other large-scale installations that have taken place. Barratt Homes is leading the way and doing its bit, going above and beyond. It has installed boxes on a huge number of sites, and it reckons that as many as 96% are being used, with that percentage increasing over time.

There is plenty of climate anxiety to go round at the moment. Unlike Hannah, I am not going to take my clothes off, and nor am I going to go round chucking orange powder and confetti everywhere, but I will leave Members with this thought. In a survey carried out by Lancet Planetary Health into climate anxiety among children and young people, around 60% of those young people said they feel extremely worried about climate change and our natural environment. This proposal is an opportunity to help to save four species at minimal cost and inconvenience. It is welcomed by the public and by developers, and it is time to get on with it before it is too late.

I thank the Minister for her comments. She has heard the call, and I hope she will reflect the arguments and the passion to the Government. It has been great to see such passion for swifts; in fact, hon. Members have put their words into action and installed many swift bricks in their own homes.

As MPs, we debate measures to do with protecting our natural environment, which all too often come down to arguments around costs and consequences. These tiny bricks come with tiny costs but can have a huge impact on a treasured species. It seems like a no-brainer. I am confident that, given the passion of Hannah, the campaigners and so many MPs, the campaign will not end here.

The debate has raised awareness and driven huge press coverage. Like many others, I have lost count of how many times I have had to explain to people what a swift brick is. Congratulations to everybody involved, and congratulations to Hannah on a fantastic petition campaign—keep going! I am in touch with my local council about what we can do in our area with these fantastic bricks, and I am sure that, as a result of the debate today, many others will be in touch with theirs too.

Having lived my entire life in Teesside, I know the challenges that it has faced, and I know the difference that being home to the UK’s first and biggest freeport will make in bringing investment and jobs to my area. It will create incredible opportunities for people to take up the jobs of the future in green technology and energy for generations to come. I understand that it will also provide a huge cash boost for local councils, with unprecedented revenue generated from business rates with the potential to turbocharge local services. Redcar & Cleveland Borough Council alone is set to receive as much as £30 million a year from 2026, and there is a hell of a lot more to come.

This is probably the largest levelling-up and remediation project in the country. Eight years ago the Redcar steelworks on the site closed, which caused devastation across Teesside, with 1,700 job losses. The huge site remained redundant, a scar on our community, and that redundant site was costing the taxpayer £13 million a year: yes, that is £1 for every second. The former Member of Parliament for Redcar suggested that it would cost up to £1 billion to clear the site. That has been done, and £246 million of public money has gone into the project, which has so far secured £2 billion pounds in private sector investment. On a site that caused so much heartache and pain, this project has already created 2,725 long-term jobs, and in the longer term it looks likely to create a total of 20,000 with the potential for a further 4,000 at the new airport business park. That is 24,000 great jobs that could make a huge difference to the lives of youngsters growing up in Stockton, Thornaby, Ingleby Barwick, Yarm, Eaglescliffe, Billingham and Middlesbrough, and not only are there jobs; the training is coming too, with the new Teesworks Skills Academy, as well as further opportunities being opened up in local colleges. These jobs and investments are a huge part of a bigger picture that has put Teesside back on the map, from the Darlington economic campus bringing senior civil service jobs and decision making to Teesside to saving Teesside airport, hooking up my area with the world and all the investors it has to offer. Teesside is on the up.

As well as benefiting from this and the potentially huge revenues that will come to my local council from the freeports business park at the airport, Stockton South is seeing unprecedented investment, including in a renewed railway station for Eaglescliffe; investment in high streets in town centres in Stockton, Thornaby and Yarm to bring back pride of place and support local businesses; a new purpose-built vocational training facility to open doors, opportunities, chances and choices for young people; and much, much more.

But there are always those who will talk down our area, deterring and jeopardising investments. They are more concerned about party politics than the interests of local people, and they lack the ambition to believe that we can do more on Teesside. When it came to the Mayor saving our airport after the complete and utter disgrace of the way it was cared for by Labour authorities, my Labour predecessor said that it was “fantasy politics” and that we should draw a line under the idea that anyone would buy back the airport. The hon. Member for Stockton North (Alex Cunningham) said that there was “no credibility” to the plan and that we would never see the money that was required. Well, with ambition and drive, Ben went on to save our airport and as the months go by, it continues to see more destinations and passengers added to its offering, much to the disappointment of the hon. Member. Now, thanks to its freeport status, the new airport business park is expected to create a further 4,000 jobs. Opponents are desperate to talk down our area, using parliamentary privilege to make comments that they are unwilling to repeat outside this place.

The decisions around the site, its ownership and its liabilities have gone through the combined authority cabinet, on which my Labour council leader—who I understand was previously employed by the hon. Member for Stockton North—sits. I understand that he raised no concerns about the proposal and that he in fact voted for the joint venture. Yes, the hon. Member for Stockton North’s former employee, the Labour leader of our local council, voted for the joint venture. Similarly—there is a bit of a theme here—the Labour group leader in Middlesbrough, who I understand might also by employed by the hon. Member for Middlesbrough (Andy McDonald), chairs the authority’s audit committee and never raised a single concern about the venture.

Teesworks is, as we have heard, heavily audited by two firms with a double audit. Moreover, the use of £246 million of public money has already been investigated and reviewed by the National Audit Office, which found it to be properly used in line with the business case. I think it is fair for people to make legitimate criticisms over the direction of the site, but what we have seen is politically motivated baseless smears, insinuation, tinfoil hats and mud throwing, with allegations of impropriety that people are unwilling to state outside of parliamentary privilege. It is wrong to play politics with something so important to the prospects of our area when unprecedented investment and jobs are on the line.

I have found that the door to the combined authority is always open and that it is willing to answer questions from me and my constituents. The independent review commissioned by the Department for Levelling Up, Housing and Communities in line with established practice—I think Labour established that practice—will provide yet another opportunity for questions to be asked and answered. It will also allow Members of this House to put forward any evidence, if indeed they have any. The tinfoil hats and politically motivated smears from the Opposition have real consequences for the people that I represent. They deter and jeopardise investment, jobs, opportunities and the huge rates revenue that my council will benefit from. This is a huge opportunity for Teesside and it is time for my Labour neighbours to get behind it and work with our phenomenal Tees Valley Mayor so that he can continue to deliver incredible change, investment and jobs for Teesside.

It is a real pleasure to respond to the debate on behalf of the Department and the Government. I thank the hon. Member for Middlesbrough (Andy McDonald) for securing this important debate, which I know will be of great interest to residents of Middlesbrough who are watching and thinking about how to vote in the local elections.

I thank my right hon. Friend the Member for Middlesbrough South and East Cleveland (Mr Clarke) for setting out so superlatively Labour’s anti-growth and anti-opportunity position. He was ably supported by my hon. Friends the Members for Hartlepool (Jill Mortimer), and for Darlington (Peter Gibson). I am grateful for the opportunity to set out the Government’s position and to respond directly to the points made by, and the allegations, misinformation and innuendo from, the hon. Member for Middlesbrough.

The hon. Gentleman will know that between 23 June and 4 August last year, the Mayor of the Tees Valley Combined Authority carried out a public consultation on a proposal to designate a mayoral development area for Middlesbrough town centre. As part of that, a development corporation would be established, to be known as the Middlesbrough development corporation. Middlesbrough Council responded positively to the consultation, so there is no way that any kind of democratic deficit can be claimed.

Our Labour-led council lobbied against even any discussion of a mayoral development corporation for Stockton, despite the millions that it could bring in investment; it put petty party politics ahead of the interests of local people. Will my hon. Friend confirm that if the election changes the leadership of the local council, the Department will be willing to get round the table with me, the Mayor and the new council leadership to look at what opportunities we can bring to Stockton?

It is a pleasure to serve under your chairmanship, Ms Nokes. I thank the hon. Member for Lewisham East (Janet Daby) for securing this important debate.

As chair of the all-party parliamentary group on the future of retail, and as a former “Woolies” worker, this is an issue about which I care passionately. During the pandemic, while many retreated to the safety of their own homes, our retail workers rolled up their sleeves and got on with the job. For that, we owe them a huge debt of gratitude.

The challenges faced by our high streets are not new; we have been debating them for decades. The events of the past year have amplified and accelerated those difficulties. I know that the Treasury threw the kitchen sink at supporting businesses during the pandemic, whether through the furlough scheme, the rates holiday or the grants scheme. Those measures have been a life- line for many businesses in my patch.

The role of our high streets is changing, and to help our town centres adapt and change, the Government have rightly been flooding them with funding, including the future high streets fund, the town deals, the levelling-up fund and any other such schemes. In my part of the world and that of the hon. Member for Stockton North (Alex Cunningham), Stockton has received £16.5 million of funding to build a high street that is fit for the future; Thornaby has received a £23.9 million town deal that will, among other things, help tear down a defunct hotel that has been an eyesore in the town centre for years; and our levelling-up bid for up to £20 million would help to improve Yarm’s high street. I remain incredibly grateful for that, but there is more to high streets than slick buildings and shiny objects, and that is the businesses that give our high streets a soul.

This afternoon, I met the British Retail Consortium and the CEOs of a huge number of retailers. The biggest single issue raised, which is life or death for many stores in our high streets, was business rates: 83% of retailers feel that they are likely to close stores in the near future if the burden of business rates is not reduced. The business rates regime is simply not fit for purpose. Business rates are outdated: they strangle growth and smother investment. They disproportionately whack the retail and hospitality sectors. Retailers account for 5% of the economy but are subject to 25% of all business rates.

We must do more to tackle crime in our high streets and town centres. Last year, there were 455 assaults on shop workers not every month or every week but every single day. That is the young student in their first job or the semi-retired person topping up their income. I am delighted that the Government have recognised the issue and are looking at it, but we need action and we need it now. We must do more. Many in the retail and hospitality sector are innovative and optimistic. They are ready to meet the challenges of the 21st century, to grow, to provide jobs and to breathe life into our town centres. They can only do that if the Government reduce the burden of business rates, ensure that retail crime is tackled and support innovation in the sector.

It is a pleasure to serve under your chairmanship, Ms Nokes. I, too, congratulate my hon. Friend the Member for Lewisham East (Janet Daby) on securing the debate.

Our high streets, the beating hearts of our neighbourhoods, are in danger, threatened by low footfall, an outdated model for business rates, the impact out out-of-town and online shopping and a Government who have failed to tackle the growing crisis. Against that challenging backdrop, I have a small kernel of hope to share, thanks to the visionary work of our Labour-led Stockton council and the odd handout from the Government as well.

To quote my good friend, Councillor Nigel Cooke:

“This is an existential threat we are facing. If people are not coming into town to shop at Debenhams because there is no Debenhams, there is no Marks & Spencer and so on, what are they going to come in to do?...You have to be proactive and have some ambition.”

Fortunately, Stockton council has ambition in bucketloads. It has bought the old Castlegate shopping centre so that it can be torn down, opening up space in the town centre to build a vast urban park, a library and a leisure centre, linking Stockton town centre with the beautiful waterfront of the River Tees.

I agree and I am sure the hon. Gentleman is about to tell us that it is a great thing that the Globe is reopening and coming back to the old high street, but would it not have been better if it had opened in 2012 and cost £4 million rather than opening this year and costing the best part of £30 million? Public money needs to be well spent.

Public money does need to be well spent, and it was not exactly all public money that went to it, but that is another matter. I will not have anyone talking down my town and the ambition of our local council. The Globe is one of the finest art deco theatres in the country, and it has hosted everyone from the Beatles to Stevie Wonder—I know that appeals to my generation, rather than to some of the younger Members here. It has been refurbished and reopened, and it is the biggest venue between Newcastle and Leeds, so all the big acts are now following us into town.

Just a couple of weeks ago I visited Drake the bookshop to support Bookshop Day. Thanks to Stockton’s ambition, the bookshop has been able to expand. The council’s vision puts the wellbeing of our constituents at its heart, with the focus on supporting events, green space and independent shops more than paying off. Other local authorities are now knocking on Stockton’s door for the blueprints. Even Tory Ministers come to Stockton to see how it is done.

However, councils cannot be left to do it on their own. They should not have to spend so much time bidding to centralised funding pots. The administration of the £3.6 billion towns fund, for instance, still causes me serious concern. I can understand why Billingham in my constituency was deemed to be in greater need than Tory MPs’ towns, but I cannot understand why it has missed out.

No, I will not give way.

Many of the people who actually make our high streets great are crying out for urgent business reform, which is something the hon. Member for Stockton South (Matt Vickers) and I very much agree on. Again, here Labour has the necessary vision that the Government lack. Labour would scrap business rates altogether, and in the meantime we would freeze them and extend the threshold for small business rates relief next year. Labour would pay for these measures by increasing the UK digital services tax to 12%, making a more level playing field between online and bricks-and-mortar shops. There are solutions out there to make radical change, and I would be very pleased to show the Minister around my home town of Stockton so that he can see how it is done.

Last week, we saw friends and families reunited, our favourite shops, pubs and cafés reopened and an injection of sunny optimism into hospitality and our high streets as we move to the next stage on our road map out of the lockdown. To help these measures, my Department has introduced crucial planning easements, including fast-track pavement licences, which are helping to make al fresco dining a reality, enabling communities to hold popular outdoor events such as markets and allowing pubs to set up marquees in their gardens for the whole of the summer—all without the need for costly planning permissions.

I am delighted to hear that my right hon. Friend’s constituents, like millions of others across the country, are making use of these easements to enjoy the summer sunshine and to support local pubs, cafés and restaurants. When the first lockdown began, we inherited a planning rule called the 28-day rule, which enabled a business to set up a marquee or another temporary structure for just one month without seeking planning permission. We doubled that, and now we are bringing forward the legislation to ensure that that will remain in place for at least the whole of the summer, and I hope perhaps significantly longer. That will enable small businesses the length and breadth of the land, like those in my right hon. Friend’s constituency, to put up those marquees and gazebos, and get the full benefit of them.

Our town centres lie at the heart of our communities. They should be a source of pride and be attractive to visitors, but vacant buildings have become a blight in many of them. Can my right hon. Friend confirm that he is taking steps to make it easier for vacant buildings to be repurposed or demolished, so that we can make sure our town centres are attractive places that people want to visit?

My hon. Friend is absolutely right. Our high streets have been hit hard by the pandemic, but the market forces have been amplified and magnified. These are very long-standing issues and ones that we have been focused on for some time. We need to make some fundamental changes to ensure that we have a flexible planning regime so that businesses can adapt and evolve, for instance by turning a café into a hairdressers or a yoga studio into an office, all without the need for costly planning permissions, and where businesses and buildings are sat empty and derelict, then to be able do the logical thing and turn them into something else, particularly homes. That is exactly why a few weeks ago we brought forward the planning changes to do that, and I hope that will see hundreds, if not thousands, of homes being created in our town centres and on our high streets over the course of this year.

I am slightly embarrassed, because the information that I have suggests that North Ayrshire in the hon. Lady’s constituency was in category 1 for the levelling-up fund, which seems counterintuitive given the speech she just made about the Conservative party prioritising Conservative areas. I imagine that that council, which I believe is Labour-run, will embrace with alacrity the idea of being provided with £125,000 of funding by the UK Government to help it to develop its bid. It is important that we are taking this opportunity to reach out to all corners of the United Kingdom; I hope that in future the hon. Lady is simply pleased about that.

Thornaby has just landed a whopping £23.9 million through its town deal, but that is not going to stop me asking for more. May I welcome the more than £4 billion set aside for this levelling-up fund and invite the Minister to come to join me to look at some projects across Stockton, Ingleby Barwick and Yarm that would be perfect for this game-changing Government investment?

I thank my hon. Friend for his question. I am very much a fan of the “can I have some more?” approach, so I think it is completely appropriate that he should ask for more funding, even though, as he says, he has already secured nearly £24 million. I will convey his invite to the Secretary of State and the Minister for Regional Growth and Local Government, and I have no doubt that both or either of them will soon be up to visit.

I pay tribute to Newcastle City Council, which has made great progress over the course of the year. Its snapshot shows that the numbers have almost halved compared with the prior year. The hon. Lady is right that we need a long-term strategy. That is why we have the rough sleeping initiative, which is now in its third year, and we are really starting to see the fruits of that work. I want to see that continue for many years. That is also why we have created the multi-year Move On accommodation programme, backed by £400 million, and of course I hope that there is a multi-year settlement across Government later this year and that my right hon. Friend the Chancellor will be able to continue that level of investment well into the future.

Brian and Stella Jones are two of the most incredible, compassionate, inspiring people you will ever meet. They set up the Moses Project in Stockton, which helps people who find themselves homeless as a result of addiction. Every day they are saving lives and giving people another chance. Does my right hon. Friend agree that the charity sector has a massive role to play in helping us to tackle rough sleeping once and for all?

Charities across the country, including in Stockton, should be proud of the work they have done in that respect. This could have been one of the most challenging and difficult issues facing this country. In fact, as a result of their work and that of local councils—I would like to think that the Government played a significant part as well—we have a very different story to tell today. We have protected some of the most vulnerable people in society and we have something that is now looked upon across the world as a great achievement.

Many councils have done a great job adapting to the ever-changing situation and supporting local residents. It is right, therefore, that the Government have given local authorities an unrivalled and unprecedented £10 billion package of support. In Stockton, this has meant an extra £110 million in funding—much of it unring-fenced, allowing councils to spend on local priorities. Money has also been given to councils to meet the cost of lost revenues, to support enforcement and infection control, to support and help the vulnerable, to cover business rates relief and to provide a huge package of support to local businesses—yes, huge challenges and costs for local councils, met with a huge package of support from the Government, so much so that my local council is still deliberating over how to spend some of it.

At this time, one would hope that many councils would look at how to shield residents from any unnecessary increases in council tax, but Stockton Council is a Labour-led council, which means that it will continue to tax like there is no tomorrow and spend like no one is watching. It is a fact: people are better off with the Conservatives. The average resident living under a Conservative council pays significantly less in council tax, while enjoying great local services. Under the last Labour Government, council tax bills across the country doubled. In Wales, where Labour is still in power, they have trebled.

In Stockton over the last five years, council tax has gone up by more than 20%, and that hurts those on fixed and limited incomes most. Not only are residents asked to pay more; the council is getting its priorities wrong, slashing spending on youth services while we have seen increased spending on press and communications, more on events and more on fireworks. When the private sector looked to reopen Stockton’s Globe theatre, it was warmly welcomed. It is a great opportunity to breathe life into our town centre. The original plan, under the private sector, was for it to open in 2012 at a cost of £4 million, but unfortunately the council got control of the project and it has now cost more than £26 million and counting, and it still has not opened.

It is said that if we look after the pennies, the pounds will look after themselves; my local Labour council looks after neither. Public money is there to benefit local people, including the most vulnerable, and therefore every penny counts. We have seen my council spend £1,900 on a rusty metal door, £62,000 on a pair of bollards, around £10,000 a year on VIP soirées where councillors can eat and drink for free. An allowance scheme has seen the chair and vice-chair of committees receive as much as £1,500 per meeting between them even if they do not bother to turn up, and we have seen council officers fly out at taxpayers’ expense to watch street theatre performed in Montpellier, Copenhagen and Amsterdam.

Councils have a moral responsibility to those on limited and fixed incomes to justify every penny they spend. It is right that locally elected councillors can make decisions about local taxation and spending, but with such rights come responsibilities.

I would like to thank retail workers across the country who, while the rest of us retreated to the safety of our own homes, rolled up their sleeves, went out there, applied the restrictions and got on with it.

I earned my spurs at Woolworths, and I am only too well aware of the fall of our high street giants. I have the honour of co-chairing the all-party parliamentary group on the future of retail, and, having met some of the retailers, I have seen at first hand the challenges they face, but also the incredible passion they have to find solutions to these problems. Our high streets and town centres are changing, but continue to have an important role at the heart of our communities. They are a focal point that brings people together and gives our settlements identity, and are the place where many youngsters get their first job.

There is no denying that our high streets need to adapt, change and be repurposed, and I am glad that the future high streets fund and the town deals are allowing this to happen. Retailers across the country have welcomed the incredible package of support available during the crisis. I am glad that the Government have committed to a fundamental review of the age-old, all-consuming issue of business rates. The business rates holiday has been a lifeline for many retailers, and we must not whack them with the full pelt of business rates in April. We need to act now to assure retailers about what will happen next year, but also look at how we fundamentally reduce the long-term burden on our high streets. We need to be ambitious in the review, we need a significant reduction and we perhaps need to differentiate between sectors and geographies.

A lot has changed in the past five years, but the valuations that we use to determine business rates have not. We cannot go on taxing people based on historical rental values; at the very least we must ensure that any levy is based on current and regularly assessed values. Business rates deter investment, and businesses are forced to consider them alongside the viability of any extension or improvement to their premises. Let us reduce the burden, encourage investment and go for growth.

Our high streets are changing, not dying: there are great examples of innovation that must be celebrated and encouraged. I recently met the Booksellers Association and heard about its growing membership as more independent bookstores, such as the amazing Drake in Stockton, open throughout the country. I have seen at first hand the emergence of a micropub scene in Stockton, going against the grain, filling empty shops and bringing life to the town centre, and the emergence of enterprise arcades such as the Pop Up shop in Yarm or the Fountain shopping centre in Stockton—emporiums of amazing independents, offering up their goods and having a go to see where their retailing dreams lead.

Shopping cannot be replaced by clicking—you cannot feel it, touch it, see it or smell it—and there is no replacement for customer service, expertise or banter. Let us support our nation of shopkeepers, back our high streets and shop local.
