Commons ChamberI would be delighted to meet the hon. Member. He is right that the Government have committed half a billion pounds to deliver more railways under the restoring your railway projects. The strategic outline business case on the project that he has worked so hard for is with the Department, and I am happy to meet him to discuss it.
The hon. Gentleman will be aware of our ORCS—on-street residential chargepoint scheme—fund to support on-street charging. We also have the new LEVI—local electric vehicle infrastructure—fund, and have given money to local authorities to support capability building in the area. If there is a specific concern that animates him in relation to his constituency, he is welcome to write to me.

Commons ChamberI will give a pithy answer. I am grateful to my hon. Friend for all her campaigning work. Dover is a strategic port for the United Kingdom. This project will ensure that we can meet our requirements and keep that flow of trade and traffic going. I am pleased that we have been able to get that money to help the port of Dover.
My understanding is that around 98% of services will be covered by the Bill, including the short straits services around which there have been concerns about P&O.

Commons ChamberAs I have explained to the House, a pay rise was already on the cards, and it is false to have called a strike on the basis that there would be a pay freeze. The pay freeze had ended. It is also untrue to say that there needed to be wide-scale compulsory redundancies. Indeed, we had a voluntary redundancy programme, where 5,500 members of staff came forward, and we only accepted 2,500 of them. This strike has been called on the false pretences that I have described. It is time to end the strike and ensure that people get back to work, and it is time for those on the Opposition Benches to condemn the strikes.
I know the whole House will share our concerns about the potential for aviation disruption this summer. Millions of families are looking forward to getting away on holiday, which is perhaps the first one they have had since the pandemic. We appreciate that the airports are busy as they recover, but the last thing we want is a repeat of the scenes that we saw at Easter and half term. Let me stress that there is absolutely no excuse for further widespread disruption. It is more than 100 days since we announced the easing of travel restrictions; further to support the industry as it prepares for the summer, I am today announcing, with a written ministerial statement to the House, a 22-point plan to help recruit and retain staff, and improve resilience, so that disruption to passengers this summer is minimised, and if delays do unfortunately occur, so that travellers get properly compensated. Those measures are what we are doing, and we look to the aviation sector to do its part.
My constituents who work at the Alexander Dennis Limited factory in Camelon, along with many others throughout the industry, suspect that the Prime Minister’s green bus pledge will not be met. In the same timeframe, the Scottish Government have, per capita, ordered the equivalent of more than three times as many buses as the UK Government’s figure. Will the 4,000 buses be on the roads by the end of this parliamentary term?

Commons ChamberI understand the concerns of colleagues across the House when it comes to trains and passengers. I assure the hon. Gentleman, as I have assured other colleagues this morning, that we continue to work closely with rail operators as they mitigate the impact of staff absences on rail services. It is important that we work together to get people back to work.
Ministers have been in frequent contact with transport operators and industry regarding supply chain disruptions.
The Road Haulage Association estimates a shortfall of some 85,000 drivers, affecting supply chains, retailers and the wider economy, while the Government’s short-length temporary visa scheme has been unfit for purpose, with only 200 visas having been issued. Given the scale of the problem, the industry is asking for a 12-month visa for heavy goods vehicle drivers. Will the Minister confirm whether that is being considered?
The Government have taken decisive action on the HGV driver shortage, with 32 short, medium and long-term interventions. We have more than doubled the number of tests available for HGV drivers in a normal week from 1,500 weekly appointments pre-covid to 3,200 in a normal week now. I am pleased to hear from industry bodies that their current assessment is that the shortfall in drivers is lessening.

Commons ChamberI pay tribute to my hon. Friend for his campaigning on this subject. He has done a great deal in talking about safety standards and campaigning to get to a situation where we can help to reopen things. He is right to talk about reciprocity. He will be interested to hear that I chaired a meeting of the G7 Transport Secretaries with my equivalents earlier in the year and will do so again later in the year. Our drive is to introduce those international standards, because clearly coronavirus is not going away any time soon and we want to make sure that an internationally recognised system is in place. We are doing our part, since we have been chairing the G7, to make sure that those standards are recognised globally.
We find ourselves in a position where previous failures of the UK Government have left us as a centre for a new variant. How does the Secretary of State’s plan for ending quarantine take account of keeping future new variants out and the consequent impact that this may have on the ability of UK citizens to travel?
First, I do not accept the premise of the hon. Gentleman’s point. We have had one of the most rigorous border check systems in place. When I was in the House only last week, I think that every single speaker in all parts of the House urged an opening up, so I am interested to hear his views. Secondly, the steps in place still require a pre-departure test and a PCR test on or before day two in order that it can be sequenced, and there is all the other guidance that exists as well.

Commons ChamberAbsolutely. I can assure my right hon. Friend that we are very concerned to see those stations closing and the lack of activity. As with our discussions about airlines, this is entirely driven by the progress, unfortunately, of the virus. We will continue to keep it under review and work very closely with HS1 and that line to get them reopened as soon as possible.
The Prime Minister has ruled out testing at airports, claiming that it gives a “false sense of security”. Does the Secretary of State agree with the Prime Minister about airport testing, or is this likely to be revisited when he updates the House on quarantine testing?
I mentioned a few moments ago the example from an airport boss relayed to me this morning where a day zero test failed to pick somebody up whereas a day seven or eight test was able to do that. That shows why a single test on arrival is not the solution, much as it is not the solution to temperature-test somebody on arrival to see whether they have got coronavirus. We need to be more sophisticated than that, and we absolutely will be. I remind the hon. Gentleman that different parts of the devolved Administrations will need to come to their own decisions on it as well.

Commons ChamberIn terms of where we are at the moment, the last information I saw was that the central estimate is about 130,000 covid-19 active cases in the country. That is coming down all the time, as people have seen from the graphs that are shown every day. We hope to get to a position where the prevalence is relatively small. It would be crazy to then ask the British people to continue to make quite significant sacrifices through social distancing, staying at home and the rest of it, while allowing people to come here for holidays and move around who are not British citizens returning here, as was the case with people coming into the country until now. That would not be practical. There will be a number of measures in place, and there will be some exemptions. There will be much more detail on this before it comes in, which is why it is not coming in instantly. It is more likely to be towards the end of the month, but that depends on the progress we make on defeating this virus.
With regulations on travel currently differing in Scotland and England, what discussions is the Minister having with his counterpart in the Scottish Government to ensure that those regulations can be effectively enforced on all cross-border rail services?

It is a pleasure to serve under your chairmanship, Sir Graham. I am delighted to take part in this interesting debate, introduced by the hon. Member for Warwick and Leamington (Matt Western). I pay tribute to his work on this issue, and I wish him every success with his private Member’s Bill.
I thank the hon. Gentleman for his account of the tragedy that took place in Coventry. The hours worked in that case were truly shocking. Perhaps even more shocking is that those hours are perfectly legal. I also thank him for raising the splitting of routes to avoid the 50 km long-distance requirements. That is unacceptable, and I am grateful to him for mentioning that today. The hon. Member for Poplar and Limehouse (Jim Fitzpatrick) highlighted how fatigue causes crashes, and I could not agree more. I am grateful to him for the statistics he used to illustrate that point.
The Scottish National party has been a powerful advocate for fair working hours and working practices, so it will come as absolutely no surprise that I fully support the change being sought. A limit of 56 hours in a week or 90 hours over two weeks seems perfectly reasonable. In fact, I would not want to be driving for that many hours. I certainly would not want to see someone driving the hours they are driving now on local routes. I fail to see why any difference between the working hours of local bus drivers, long-distance bus drivers and HGV drivers should exist, other than it being an accidental mismatch from historical pieces of legislation. The average driver’s hours are 42 a week, which suggests that there would not be insurmountable problems for bus companies in facilitating a more respectable number of hours. It certainly would not put people out of work.
In saying that, I should point out that the SNP supports the full devolution of employment law to the Scottish Parliament. We do not have control over that, so the debate is particularly relevant for me, as it allows me to make these points. In Scotland, we have control over transport policy, and we have tried to prioritise the provision of quality bus services. In general, we believe that the current model for providing bus services, where public authorities have the power to intervene, including through subsidies, is generally the right one. However, we need to do more. That is why we are trying to strengthen the powers through our Transport (Scotland) Bill to allow transport authorities to run their own services in some cases, or to take over whole networks or parts of areas. In that melting pot, it would make great sense for Scotland to have control over the hours drivers may work. That would assist us in boosting public confidence in the safety of the service, which is a point I am happy to make here, as this Parliament has that power just now.
Another area of concern is that many of the protections and rights secured for our workers have flowed directly from our membership of the European Union. It is imperative that those are not put at risk by any Brexit race to the bottom. It is worth pointing out that the UK rules on drivers’ hours are slightly different from the EU’s. Under UK rules, after 5.5 hours of driving, a break of 30 minutes must be taken. Under the equivalent EU rules, a driving period of no more than 4.5 hours gives drivers a break of 45 minutes. I am not a professional driver or a professional transport person, but on the few occasions when I have had the misfortune of having to drive from my constituency to London—a journey that took me longer than 5.5 hours—I needed a considerably longer break. I say that as someone who is not regularly driving every day. While I may not be a professional driver, starting from a more relaxed position and coming out severely fatigued would worry me from my personal experience.
I just want to make the point that we would not go five and a half hours in this place without having a break, a cup of tea and a chat, and we are not driving vehicles the size of a bus.
Absolutely. I thank the hon. Gentleman for making that excellent point. I could not agree more.
In conclusion, I hope the Minister will look favourably at addressing drivers’ hours and breaks. The hon. Member for Warwick and Leamington has highlighted a good issue. I support him and wish him every success. Can the Minister tell me what the rationale is for continuing to have different working hours for local and long-distance drivers? It certainly is not safety, and I fail to see any logic for it.

General CommitteesIt is a pleasure to serve under your chairmanship, Mr Evans. I am grateful for the summaries from the Front-Bench spokespersons. I have one question, which the Minister partially answered by indicating that there would be 2,500 post offices geared up by Friday. In July last year the Department suggested that up to 4,500 post offices could be issuing the permits, so could the Minister update me on whether that will be rolled out to the others, and on the timescale for doing so?

Commons ChamberWhat is disappointing is that I would have hoped that the hon. Gentleman, as a Scottish Member, would welcome the additional opportunities for Scottish business as a result of expanded services from east coast ports to northern Europe provided by DFDS, which is a very substantial part of the contracts that we have let.
Seaborne Freight has negative equity of just over £374,000, with one director being investigated by the Government for a trail of debt related to previous companies, yet due diligence did not flag this up. Can the Secretary of State confirm whether that is because due diligence guidance was to look not at individuals’ trading history, but only at Seaborne’s proposals? Why was such guidance provided?
As I said in the House earlier this week, we will not be paying Seaborne until ferries operate. From the point of view of business in Scotland, we have made sure that there are additional routes available from the east coast ports to northern Europe. In the event of a no-deal Brexit, which I hope will not happen, that should be a really valuable alternative for Scottish business, and the hon. Gentleman should welcome that.
