Commons ChamberAt the weekend I was contacted by a constituent who chairs one of the maintained nursery schools in north-east Lincolnshire. She expressed views similar to those expressed by the hon. Member for Wolverhampton North East (Emma Reynolds) about funding. Will my right hon. Friend confirm his continuing support for maintained nurseries, and will he ensure that funds are in place to provide the certainty that they require?
The Under-Secretary of State for Education, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), talked about the maintained nursery sector earlier. I can confirm that we greatly value the role played by maintained nurseries, and will continue to work with them to ensure that they play that role as effectively as possible in our diverse early-years sector.

It is a pleasure to serve under your chairmanship, Ms Dorries. I congratulate the hon. Member for Warrington North (Helen Jones) on securing this important debate. During her comments, she drew an important distinction between childcare and nursery education.
I fully support the words of my right hon. Friend the Member for Chelmsford (Sir Simon Burns), who summed up very well the value of these schools. He also pointed out, rightly, that our hon. Friend the Minister is a supporter of nursery education. I am not here to seek to criticise her, because I know that she is supportive, but I want to refer to one particular school that serves my constituency and is in the constituency of the hon. Member for Great Grimsby (Melanie Onn)—Scartho Nursery School. I will speak specifically about that school, but my comments also relate to many schools across the country. I am here to support the hon. Lady, who will no doubt also highlight other issues.
Scartho Nursery School was actually under attack when I was a councillor for Scartho ward. The hon. Lady’s predecessor, Austin Mitchell, and I fought a campaign to ensure that it stayed open. We had the help of my now noble Friend Lord Willetts, who visited the school—were the Minister to speak to him, I am sure that he would remember, although it was 17 or 18 years ago. He was very impressed by the school at the time.
The headteacher, Liz Jeffrey, who is a constituent of mine, in a letter that the hon. Member for Great Grimsby will also have received, opens by saying: “We need your help!” She rightly points out that Scartho Nursery School
“has been a beacon for Early Years Education”.
Indeed, the Grimsby Telegraph, on 26 April 2013, had the headline “It’s another cracking Ofsted for Scartho Nursery School”. That was the fourth inspection in a row from which it had received the “excellent” accolade.
The question is how we ensure that funding continues, and not just for Scartho nursery, but for similar schools up and down the country. We need a clear statement. From my earlier remarks, the Minister knows that I recognise her support for this sort of school. However, it would be helpful if, in summing up of the debate, she made it clear that the Government do indeed to support maintained nursery schools. If that is the case, a funding formula to allow them to continue is clearly essential.
May I refer again to the comments from the headteacher of Scartho Nursery School? Liz Jeffrey says that, like many similar schools, it
“prides itself on the fact that it caters only for nursery aged children, providing them with the best possible start to their education.”
It is that “best possible start” that we would want for our children and the children in our constituencies. As Mrs Jeffrey points out,
“It is a specialist setting”.
I have visited the school on many occasions and I recognise its importance to people. I recognise how the community values it and, most particularly, how the parents value it. Generations of families continue to go to that school, which is a recommendation in itself.
Liz Jeffrey asks whether the Government are
“willing to risk losing the four hundred nursery schools that have been referred to as ‘the jewel in the education crown’.”
She says:
“We should be celebrating because at least 90% of nursery schools have been judged by OFSTED to be outstanding or good”.
As I said, Scartho itself has received the “excellent” accolade on a number of occasions.
I want to tease out from the Minister an absolute commitment to the continuation of maintained nursery schools. Will she also meet the hon. Member for Great Grimsby and me, so that we can speak specifically about Scartho? The hon. Lady will also speak about Great Coates Village Nursery School, which also serves a number of my constituents. If the Minister would do that, it would be very helpful. With that, I will conclude and look forward to hearing a positive reply from the Minister.

Commons ChamberThe hon. Lady is right to point out the performance of sixth-form colleges and the pressure on their funding. Of course the funding situation for 16 to 18 education is not just affecting sixth-form colleges—it is affecting school sixth forms and academy sixth forms, too. It is affecting all 16 to 18 experience.
Since 2010, the programmes of study followed by students have altered in those typical ways I outlined. Back then, most level 3 students followed a curriculum of four advanced courses in year 1, plus general studies, enrichment and tutorial. They progressed on to three or four courses in year 2, plus enrichment and tutorial. In most cases, as the hon. Member for Taunton Deane (Rebecca Pow) pointed out, the enrichment has gone, the tutorial has shrunk significantly, general studies has largely disappeared and the number of advanced level courses taken is now normally three in both years. That leads to significantly lower student contact time. I know from experience that there is a direct correlation between contact time and achievement, particularly for students who have struggled to achieve at 16.
I thank my north Lincolnshire neighbour for giving way and congratulate him on securing this debate. On the point he just made, he will know that his neighbouring constituencies in north and north-east Lincolnshire are coastal communities, so have particular problems with social mobility. Does he share my hope that when he responds the Minister will indicate the Government’s continuing support for sixth-form colleges such as Franklin College in Grimsby?
I thank my constituency neighbour for his contribution. Franklin College is, of course, a high-performing, well-regarded sixth-form college, as are all four Humber sixth-form colleges—Wyke College, Wilberforce College and, of course, John Leggott College in Scunthorpe. I am sure the Minister is listening carefully. He is a very good Minister and I am sure he is going to give us all hope for a rosy future when he speaks later in the debate.
The impact of the changes on students has been significant. The Sixth Form Colleges Association’s 2016 funding impact survey shows that sixth-form college education is an increasingly narrow and part-time experience. Two thirds of sixth-form colleges have already dropped courses as a result of funding cuts and cost increases. Some 39% have dropped courses in modern foreign languages, and the vast majority have reduced or removed the extracurricular activities available to students, including music, drama, sport and languages. Worryingly, 64% do not believe that the funding they will receive next year will be sufficient to support students who are educationally or economically disadvantaged—the very point made by my neighbour, the hon. Member for Cleethorpes (Martin Vickers).

Commons ChamberI thank the Minister for meeting me a few weeks ago to discuss the contents of my ten-minute rule Bill on special needs and, in particular, on the admission of autistic children to schools. He mentioned at that time that the arrangements were not ideal and needed some adjustment. He mentioned a consultation. Can he please give us any more information on that?
I welcome my hon. Friend’s private Member’s Bill and have a lot of sympathy for the cause it enshrines. I can commit to a consultation early in the new year, and I know that he and others who are interested in this issue will want to contribute.

Commons ChamberMinisters may have noted that earlier this month I introduced my ten-minute rule Bill highlighting the issue of school admissions for children suffering from autism. Will the Minister confirm that he will work with me to deal with the situation and improve the present lot of many families?
My hon. Friend will know that in the code of practice, which all schools must adhere to, the rules on school admissions for children with special educational needs and disabilities are very clear. I was present for his ten-minute rule Bill and heard what he had to say, and am very happy to discuss it with him further to see what more we can do to make sure that these children do not miss out on the places they require.

As always, it is a pleasure to serve under your chairmanship, Mr Bailey. I congratulate the hon. Member for Great Grimsby (Melanie Onn)—my Member of Parliament—on securing the debate and on outlining the importance of such a college to the Humber region and, even more important, to the Grimsby-Cleethorpes area, which is very much dependent on the development of the offshore renewables sector for the local economy to succeed and develop. In order to do that, as she pointed out, the correct training facilities are essential. We want to get local people, particularly younger people, trained up so that they can take advantage of the new industries.
At the moment, too many highly-skilled workers are being imported from Denmark, Germany and the like. We must get to a situation in which our younger people develop skills so that they can move into those jobs in the near future. As has been pointed out, the companies have a duty. I think that the hon. Lady was a bit too critical of the Government. I have never been shy of criticising the Government when necessary, as my Whip would happily confirm, but on this occasion we have seen a commitment, certainly from the coalition Government when the original announcement was made, and subsequently.
The hon. Gentleman said that my hon. Friend the Member for Great Grimsby (Melanie Onn) was critical of the Government. Does he not agree that it is a bit damaging, to say the least, that the Prime Minister—within a few minutes, apparently, of taking office—scrapped the Department that everybody, including all those investors, were looking to in order to make things happen?
I thank the hon. Gentleman for his intervention, but I do not agree. There is an obvious synergy between the various Departments that were merged into the new Department for Business, Energy and Industrial Strategy—BEIS, as I think we are supposed to call it. What matters is that there are spokesmen such as my right hon. Friend the Minister who are determined to develop skills and the energy aspects of the Department, so I will sweep aside the hon. Gentleman’s intervention.
As the hon. Member for Great Grimsby knows, there are facilities in our region. She, like me, will have visited the Grimsby Institute. I know that she has visited HCF CATCH, the training facility at Stallingborough in my constituency. We also have the newly established Humber University Technical College in Scunthorpe. There has been a clear and positive contribution from the Government and some parts of the private sector.
The hon. Lady is right that we urgently need to develop the college in the Humber region, preferably on the south bank and, even more preferably, in the Grimsby-Cleethorpes area. I am even prepared to support her bid to have the college in Grimsby, because it is in danger, in some respects, of being one of the left-behind towns to which the Prime Minister has referred. Grimsby is in urgent need of regeneration, which, in part, has to come from the public sector. The private sector will get on board, but the Government need to show willing. The hon. Lady and I have been supporting each other in trying to develop and bring forward a number of other projects in north-east Lincolnshire, hopefully in the not-too-distant future.
I think, to be very local, that the east marsh area and perhaps the Freeman Street area, with such proximity to the docks, would be ideal locations if there were a new build. From my conversations with the LEP, I know that there are discussions about whether the college should be a new build or whether we concentrate too much on new builds. However, locating the college on such sites would be particularly helpful with regeneration.
Will the hon. Gentleman join me in supporting a call for a new build precisely to evidence the support of the Government for assisting a grand regeneration project for Great Grimsby?
I am very happy to support the hon. Lady. As I mentioned a moment ago, the Grimsby-Cleethorpes area, particularly the rundown areas of Grimsby, are definitely in need of regeneration, which has to come from a public sector-led development.
In conclusion, I urge the Minister to give a positive lead. From previous discussions with him, I know how committed he is to training, apprenticeships and giving every support to our young people. It would be a real bit of encouragement to those in our area if he could give a positive lead and answer the questions raised by the hon. Member for Great Grimsby and me.
I will take the Minister up on his offer to work together, because the only way that this project can be achieved is through significant political championing. I look forward to many an exchange of correspondence with him; hopefully, he will visit my area, which may assist him in gathering ever-increasing enthusiasm for my vision—not only for the college, but for my constituency.
I thank the hon. Members for Cleethorpes (Martin Vickers) and for Aberdeen South (Callum McCaig) for their very considered contributions to the debate. Obviously, the local knowledge that the hon. Member for Cleethorpes brings to the discussion highlights how keen local MPs are to see our constituencies benefit from all of the projects available in the local area. I also recognise the contributions from my hon. Friends the Members for Kingston upon Hull East (Karl Turner) and for Scunthorpe (Nic Dakin), who are no longer in their places.
Some of the skills that need to be developed go beyond those of a wind turbine technician. Only a finite number of wind turbine technician vacancies will ever be available in this industry, but the skills required in the industry go beyond those of such a technician. There are maritime skills, operational skills, mechanical skills, digital skills and technical skills, as well as the engineering side of things. A vast range of skills is required, all of which need to be taught up to a very significant level.
I recognise the commitment of companies that have based themselves in the Humber area to try to secure as many local people as possible—they are trying to employ the local workforce—and to assist with local training facilities by having a direct input into the development of training, so that they do not have to send their staff to Denmark or Germany to access training when it can be accessed locally. Nevertheless, it would be an enormous boost to our area to have a centre of excellence that everybody in the whole country could be proud of, with high-level provision of skills for a really exciting and fast-moving industry. We are already behind on skills training.
Will the hon. Lady acknowledge that, although we have spoken a lot about getting our young people trained up for these industries, there are many people who have past experience in the offshore oil and gas industry and require only modest retraining? If the retraining courses were available, that would open up new opportunities for them.
The hon. Gentleman is absolutely right; in fact, I briefly referred to that issue in my speech and obviously my hon. Friend the Member for Blackpool South (Gordon Marsden), the shadow Minister, has been very keen to focus on adult skills.
However, such training should have been provided when the investment was being made, because we are already playing catch-up. This is advancing technology, so we should be looking at the research and development side of things as well as providing the basic skills, because 15 years ago turbine blades were 16 metres long and now they are over 80 metres long. This industry has developed rapidly in the last 15 years and in my view every delay leaves those of us in the Humber area even further behind in getting the very best out of the offshore wind industry. So I urge the Minister to take a particularly keen interest in this issue.

Commons ChamberThe reality is that we are providing an additional £55 million for maintained nursery schools for at least two years while we consult the sector. We are looking at children’s centres at the same time.
Thanks to the casting vote of the Liberal Democrat mayor, North East Lincolnshire Council has approved a motion in support of grammar schools. Given that the coastal communities have poor educational standards, may I invite the Secretary of State to allocate some of her Department’s time to looking at the situation in North East Lincolnshire?
My hon. Friend rightly raises his concerns about ensuring that the young people and children in his area get the best possible start in life. We have published our Green Paper and are consulting on how we can achieve this. There are still too many parts of our country where good school places are not available to children, and that is unacceptable. We should look at all the measures that we can take to change that.

Commons ChamberAgain, I do not accept that this is somehow an either/or approach on education. It is about driving more choice for parents, having more schools that can be tailored to particular children’s needs, and, in the end, raising educational standards.
I welcome my right hon. Friend’s statement. In the week or so since this debate began, it has received a very favourable response from my constituents. If we are to maximise the opportunities for our young people, we need not just more grammar schools but more young people reaching the standard at the age of 11 to qualify for them. Can she give an absolute assurance that adequate resources will be provided at all schools? She spoke of opening excellent feeder schools, but we want to make the existing schools excellent feeder schools.
One of the suggestions is that expanding grammars could sponsor a primary feeder, particularly in an area of lower-income families, if that was a possibility. As my hon. Friend says, we have to look at all the work we have done in primary schools in terms of phonics and improving maths, driving up attainment to make sure that children are not only ready but at the right level to be able to move into a secondary system and then finish their education from there.

Commons ChamberDare I say it, that was yet another Labour MP telling us what is wrong with the current system, in his view, while also arguing that we should not look at that. The legacy that we are interested in challenging is the one left by the previous Labour Government: grade inflation; declining standards; and children leaving our education system without even the basics in maths and literacy. While I was sat on a train last weekend, I listened to a young man talking about how the fact that he did not know how to spell was holding him back at work. We managed to take power from the Labour party, but that man has to live with the consequences of an education system that fundamentally failed him every single day of his life.
We inherited a university system that had a cap on the number of children who could enter it. Record numbers of young people were not in employment, education or training. Youth employment had gone up by 50% by the time Labour left office. We are interested in not only catching up that lost ground for our young people, but making sure beyond that that we leave no stone unturned. We want to look across our entire education system to turbocharge the prospects and opportunities for all children in our country, but especially the most disadvantaged and especially those who do not currently have the opportunities that they need, deserve and should have.
I welcome the Government’s decision at least to open this debate. A statutory ban on the establishment of grammar schools should be no part of a Conservative Government’s policy. Evidence from my area, where grammar schools are available just down the road in the neighbouring council area, indicates that there is widespread support for the establishment of a grammar school. Coastal communities are particularly vulnerable to poor educational standards, so I hope that the Secretary of State will give due consideration to that if the policy goes forward. May I also urge her to consider the extension of bilateral schools?
I am sure that my hon. Friend will be interested to see our policies when they are published shortly. He talks about some of the elements of our secondary system. I know that he wants to make sure that his local community has access to better schools for more local children, and that is precisely what we are aiming to achieve overall.

Lady will know that if, sadly, defined benefit pension funds have trouble, we have the Pension Protection Fund in place, but of course we should always examine why a pension fund may need recourse to the PPF. That job should be done by independent regulators, not politicians.
The HCF CATCH training facility in my constituency was established 10 years ago as a partnership between the local authority and the private sector, since when 800 apprentices have passed through its doors. May I invite my right hon. Friend the Secretary of State or the Skills Minister to visit it? Does he agree that such a partnership is the way forward?
I feel sure that my hon. Friend is slightly disappointed to have just a Lincolnshire neighbour coming to visit him, but if he can put up with me, I would be delighted to do so.
