My hon. Friend is absolutely right. This is a critical stage to get this right for the future. Given the inflexibility of the 1992 legislation, it is important that we scrutinise the plans now and future-proof them so that we will not need to unpick things in years to come, for example because we had not thought about vehicle categories. That is a very important point. We must be able to shape the new regime for the benefit of our constituents and businesses. I agree that we will want to get that right.

I congratulate the hon. Lady on securing this debate again; she has had many debates on the topic and I have made the same observation, but I want to say it again. Does she agree that the need to get this right for the business community extends way beyond south Wales to the west of Wales, mid-Wales and the north as well? It is critical that we get this right for businesses right across the country.

The hon. Gentleman is absolutely right; this issue has ramifications for the whole economy of Wales, in south Wales and beyond, including his constituency. I thank him for being here today and for making that point.

Getting more clarity about the direction of travel is important for my constituents who commute, the businesses that do business across the bridges and those who work on the bridges. In recent years those people have had to suffer the highest toll in the UK, and commuters have just had to absorb the annual increases, however unfair they are. Constituents have had to turn down job offers because the toll is equivalent to nearly an hour on the minimum wage. Just this morning I received an email from a constituent, who said:

“The tolls add a considerable amount to the cost of travel to Bristol, where a lot of attractive jobs for young graduates like myself exist. Many of my friends who have graduated from university recently and are looking for a job fail to look at Bristol because in my opinion, the toll gives…the impression that Bristol is out of reach, even though in actual fact, travel time is not much more than to Cardiff.”

I thank my hon. Friend. He anticipates a point that I was going to make later in my speech about cross-border travel and the capacity of our rail services for those who commute to Bristol and beyond, which is clearly inadequate. When we are looking at tolls, we need to consider the wider picture and take a more holistic view of our transport networks.

Businesses, especially those in logistics and the provision of services, are trying to compete with firms in the south-west that do not have to factor in the toll, and they are losing out. Some businesses in my constituency are hit by up to half a million pounds a year, which just has to come off the bottom line. At present there are no effective discounts or incentives for off-peak travel. The arguments have been well rehearsed over many years, but it is worth reiterating just how hard people have been hit and therefore how strongly they feel about the issue.

The Severn crossings are a key link in our transport and economic infrastructure as part of the M4 corridor—the gateway to Wales—which allows access to markets in the UK, but also as part of the E30 route. As has been said many times before, the Severn tolls have been a tax on Welsh business and commuters. I recognise that the Government have gone some way towards acknowledging that. They announced in January that tolls could be reduced to £3 for cars and vans and £10 for lorries when the concession ends, but the message from many of my constituents and businesses is that the Government are not going far enough.

I want to thank the many constituents, businesses and groups, such as the Freight Transport Association, that have worked with me, other hon. Members and the Welsh Affairs Committee over the years on this campaign. I also thank the Under-Secretary of State for Transport, the hon. Member for Harrogate and Knaresborough (Andrew Jones), who attended the Severn bridges summit that I organised with the FTA here last year, so that the people affected could put their views to him directly.

As my hon. Friend the Member for Torfaen (Nick Thomas-Symonds) mentioned, we should also pay tribute to the maintenance and toll staff, who are incredibly hard-working and knowledgeable about the Severn bridges. I hope that the Minister will ensure that they have a key voice in future decisions, because they have the expertise that we need and that we must keep. I urge him to ensure that there are regular meetings with management and staff so that they are fully informed of announcements and discussions. We should acknowledge that it is a sensitive time.

On tolling, the Government have announced that they will seek to reduce the tolls and that they will use the toll revenue for operations, maintenance and debt repayment. The Minister will be aware that there is a strong consensus in the Welsh Assembly, the Welsh Government and among many users of the bridges that the tolls should be scrapped altogether, not least because removing them would boost productivity in Wales by up to £100 million, as a recent Welsh Government study has shown. Tolls represent an unfair tax. In an ideal world the UK Government would pay for the maintenance, not the people and businesses of Wales, particularly after such a lengthy period with such eye-watering tolls.

Scrapping the tolls would be a symbolic move, especially with the uncertainty around Brexit. It would be helpful to hear from the Government why they have not included that option in the consultation. I am sure that many people would like to back it. I hope that the consultation is a true one, not just a paper exercise, and that the Government have an open mind on it.

The hon. Lady touches on a point of principle there. The people of Wales pay taxes the same as everyone else. That money goes towards road repairs right across the country, so why should the people of Wales in effect pay twice?

The hon. Gentleman makes an important point, which I will come to later when I talk about the debt that the Government say they have to recoup. That is interesting, given the money they have recouped in the past from other sources.

The Minister will say that halving the tolls will allow an assessment of the impact on traffic. The traffic using the bridges has increased and, as recent media coverage shows, many people are choosing to relocate from Bristol and the south-west to Newport and Monmouthshire as a lifestyle choice—a very good choice, as it is an absolutely wonderful place to live. In response, the UK and Welsh Governments need to work on a holistic transport plan that includes the metro, and the Government must help to make up the shortfall from the loss of EU funds. While I am being parochial, the Government should support a new station bid for Magor and provide greater rail capacity, especially on the commuter services from Newport and the Severn tunnel junction, which have been dubbed the “sardine express”—I have had debates on that in the past—and the Welsh Government should look at the matters that are devolved.

I agree with my hon. Friend wholeheartedly. As I remember, it took a joke on “Gavin & Stacey” and the approach of the Ryder cup for things to get to where they are now. It was like pulling teeth trying to get the decision taken to accept card payments. I will come back to that point, but I agree that we need to consider free-flow technology, which would help the congestion in the run-up to the plazas.

Over the years, various Ministers have argued in their responses to debates like this that the impact of the tolls on the Welsh economy is not clear, but we know from the Welsh Government’s 2011 report that the total cost to businesses and consumers, once VAT is taken into account, is in excess of £80 million a year. Furthermore, they came to the tentative conclusion that removing the tolls could boost the Welsh economy to the tune of around £107 million.

I congratulate the hon. Lady on securing this debate, and on talking about the Welsh economy as a whole. When the Federation of Small Businesses undertook a significant inquiry, “The Severn Bridge: Taking its toll on the Economy?”, it did not restrict its work to the economy in south Wales, but looked further west to Swansea, Carmarthenshire, Pembrokeshire and parts of my constituency, Ceredigion. Will the hon. Lady emphasise the effect of the tolls on the whole economy?

The hon. Gentleman is quite right. Although the effects are probably felt most keenly in my constituency and that of the hon. Member for Monmouth, the knock-on effect along the M4 corridor and beyond, and up towards places such as Ceredigion, is immense, particularly for businesses using that route.

It is a pleasure to serve under your chairmanship, Mr Gray. I congratulate my hon. Friend the Member for Newport East (Jessica Morden) on securing the debate. In the hours she has spent on this issue I am sure she could have walked to the Severn bridge and back. I had to check for a flying pig when the hon. Member for Monmouth (David T. C. Davies) was speaking; I did not think I would ever hear him advocate nationalisation with a straight face and without coming out in a rash and a cold sweat. I also congratulate the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) on a speech that, once again, raised the ghost of Rebecca—he will know what I mean.

When the Severn bridge was debated in Parliament back in November 1990, it was spoken of as a link between Wales and the south-west of England, laying the foundations for greater growth for both, helping develop both economies to the benefit of all and providing the infrastructure Wales needed for internal and international trade. Today, sadly, the Severn bridge stands as a barrier to business. The tolls on tourists, on trucks transporting goods and on people travelling for work and for leisure are holding Wales back in an ever-increasingly competitive economy.

The Severn bridge is costing Wales a fortune. Tolls do not make sense for the people who have to pay to see relatives and friends or for the companies who lose hundreds of thousands of pounds each year. Put simply, they do not make sense for Wales. One study put the potential growth of the Welsh economy if tolls were abolished at £107 million a year. To put that in context, the bridge costs £15 million a year to run and raises £87 million a year in revenue.

The tolls are not just holding back potential growth; they are actively encouraging companies to base themselves in the Bristol area and the rest of the south-west rather than coming to Wales, where they are needed. That costs us in employment, taxes and, above all, prosperity. Per mile, the Severn bridge remains the most expensive toll road in the world to travel on, a record no one should be proud of. It is significantly more expensive than the Humber bridge and the M6 toll; it is even significantly more expensive than the next closest international example, the Akashi Kaikyo bridge in Japan—I should get a badge for pronouncing that.

The argument against the tolls is clear. I am pleased to note that, thanks to the work of my hon. Friend the Member for Newport East and others, the Chancellor has to some extent bowed to the pressure, as the category 2 tolls were ended in the March Budget. That was the beginning of the process, but it has been a slow one, and so more must now happen. The Government must once again accept what is needed to boost growth across Wales. Will the Minister say today that VAT will be removed from all tolls on the Severn bridge once it enters public ownership? That call comes not just from me, but from both sides of the House—the hon. Member for Monmouth called for it in his speech. It is eminently sensible, and I hope the Government listen to the Chair of the Welsh Affairs Committee. Conservative Members of the Welsh Assembly have also joined their voices to calls for a cut in the toll.

Beyond the political world, business leaders are also crying out for the change. In my constituency and in those of other hon. Members right across Wales, it is what business wants. I struggle to see why the Government will not commit to the change once the bridge enters public ownership. It is what businesses in Wales need.

Will the hon. Gentleman take the opportunity to reiterate the importance of the tourism sector? There has traditionally been a flow of people between the south-west of England and all of Wales—not just the south, but mid and north Wales. A speedy removal of VAT or, better still, scrapping the tolls would give a direct and immediate boost to the tourist sector in Wales.

I agree entirely with the hon. Gentleman. He does great work as chair of the all-party group on the tourism and hospitality industry in Wales. The hon. Member for Strangford (Jim Shannon) mentioned that in Northern Ireland there are no tolls. The Irish have been very good at selling their culture, and telling people to come to Ireland to see the fantastic beaches. How can we do that in Wales if we have a tax on friends and relatives coming to see how great Wales is? When we think of business, we tend to think of heavy industry and rarely think of tourism. I represent a valleys constituency and have always believed that we do not talk up enough the beautiful valleys in Wales. The hon. Member for Carmarthen East and Dinefwr also represents a beautiful part of the country. How can we ask people to come to our constituencies if they are faced with what is clearly a tax when they get to the Severn bridge?

It is time to end the tax on entering Wales that the Severn bridge toll has become. The Conservative party often talks about its desire to rebalance the economy away from London and the south of England, to spread prosperity to all regions. There is merit in that idea, and I agree with it. The Minister today has a chance to put those words into action.

There are not many issues in our politics that unite the Labour party, Plaid Cymru, business, tourists and the Conservative party—the hon. Member for Monmouth sometimes stands alone in the Conservative party—and even rarer are issues that unite north and south Wales, but this is one. The bridge stands as a barrier to trade and growth. I do not often quote or paraphrase Ronald Reagan. He said:

“Mr Gorbachev, tear down this wall.”

I say, Minister, tear down this toll.

It is a pleasure to serve under your chairmanship, Mr Bone, especially in view of your south Wales connections. I am grateful for the opportunity to debate the Severn bridge tolls. The subject has been debated regularly in this place in recent times and has been given keen cross-party scrutiny by the Select Committee on Welsh Affairs, of which I am a member. The level of tolls on the Severn bridges is a thorny issue. It is an ongoing frustration for constituents and businesses. That concerns me, because I have a toll booth on the edge of my constituency, and it concerns other hon. Members who have constituencies in south Wales and England. I am grateful for the turnout today.

I congratulate the hon. Lady on securing the debate. I emphasise that there are ramifications for a much broader range of people than those who represent the M4 corridor. Those of us in west Wales, haulage industry contractors and the tourist sector have a deep interest as well.

The hon. Gentleman makes a valid point. As the Welsh Affairs Committee discovered during our inquiry, the tolls have major ramifications for the rest of south Wales. For that reason, I am glad that other hon. Members are here, and I hope that they get a chance to talk about how they have been affected.

As we approach the end of the concession with Severn River Crossing plc in 2018, we need an openness from the Department for Transport and the Treasury about the plans that are being made for when the bridges return to public ownership. The Welsh Affairs Committee published its report on the Severn crossings in 2010, which urged the Government urgently to set up a future strategy for the crossings and called for tolls to be reduced significantly. Four years later, however, we are no further on. The only progress has been to allow people to pay by debit or credit card on the bridges in time for the Ryder cup, and what a long-drawn-out, tortuous process that was.

The tolls continue to go up every year, regardless of the economic climate and people’s ability to pay, and my constituents need some kind of light at the end of the tunnel. It is generally accepted that tolling was necessary to fund the crossings on the Severn, but what was so unfair about the Severn Bridges Act 1992 was that it introduced a concession so rigid and inflexible that the toll cannot be varied to help in difficult economic times without the taxpayer incurring liability. Any request to modernise the bridges receives the stock response that the Government cannot make any changes without extending the concessionary period even further or charging the taxpayer. The situation is unfair, because Severn River Crossing plc is fully compensated for any change that comes along, and it can whack the tolls up year after year in line with the 1992 Act. The Treasury is happy because it keeps the VAT and other tax income, and it quietly does well out of the bridges, but bridge users are stung time after time, and they have to pay more for longer.

I called the debate because I want to articulate the real frustration that bridge users feel, and to ask the Minister explain openly where we are and what the Government are planning. We have learned over the years that information on the finances of the bridges is hard to come by. Mysterious debts spring up, and dates and figures regularly change. I hope that today offers us a chance to get some clarity. If anybody is in any doubt about the effect that the tolls continue to have on the economy, they need only hear what a business man said to me this week:

“the majority of business visitors comment within the first few minutes of a meeting about the toll, never positively, and people feel that it develops a negative impression of Wales—both from a business perspective, but also for those who may return as a potential tourist.”

If every meeting in the offices and factories of south Wales starts like that, something has to be done. It is time that the Government listened.

I am delighted to serve under your chairmanship, Mr Owen, and I am pleased, on behalf of many of my constituents and many people throughout Northern Ireland, that the Minister is here to provide a response on this vexatious issue.

I have been made aware of the serious problem of dubious and irregular charges being levelled by private parking companies on customers who use private car parks, for example, near shopping centres. There is often little oversight or regulation of the marketplace and many companies seem to operate in a dubious manner. My constituents have made me aware of the problem, which I know exists across Northern Ireland. I am therefore delighted to have secured the debate, and again, I thank the Minister for coming to address the Chamber on the issue.

I am aware that the matter partly falls under devolved competencies, but given that the Department for Transport, or more specifically, the Driver and Vehicle Licensing Agency, provide such companies with driver and vehicle information, it is important that the UK Government address these concerns.

I am grateful to the hon. Lady for giving way so early on in her speech, and I congratulate her on securing the debate. I reassure her that the concerns are not restricted to Northern Ireland; they are UK-wide. Is not the critical point the role of the DVLA, which she just mentioned, and how, in a largely unfettered way—sometimes inappropriately, it seems—vehicle licence details from the DVLA are released to these companies?

That is absolutely correct, and the Minister needs to look into the unfettered handing-out of that information to private parking companies, because it is placing a lot of people, particularly the elderly and those who are disabled, in great distress.

I thank my hon. Friend for his intervention. I agree that an area of the Equality Act needs to be investigated, but perhaps because these are private car parks, they sometimes fall through various loopholes. None the less, the issue requires investigation.

I concur with the comments of the hon. Member for Hyndburn (Graham Jones). Mr and Mrs Sheldon, a disabled couple from Aberystwyth who visited me in my constituency surgery last week, had exactly the same experience. With regard to taking these complaints further, may I ask the hon. Member for South Down (Ms Ritchie) what her experience has been of the British Parking Association, the body that is supposed to regulate the conduct of its member companies?

I thank the hon. Gentleman for his intervention. I think that part of the problem lies with the British Parking Association—he is right—because it is not doing the job that it is supposed to do. It is letting things fall through the net.

Let me explain some more of the background. People may well be asked for proof of purchase from the car park’s associated store. I do not know about the Minister’s shopping habits, but it would be very rare for me still to have a receipt, months later, for every small item of shopping that I had bought. None of this seems to constitute a fair claim or burden of evidence, and I would like to know whether the Minister agrees.

Given the very uncertain regulations that cover this area, consumers caught in such cases have very little access to recourse, and companies seem to obfuscate where possible. If the operator is approved and controlled by the British Parking Association, there is a more formal appeal mechanism, but it must be recognised that the BPA is not an independent body; it represents the parking industry. Moreover, many of these companies operate outside the BPA.

Surely the Minister agrees that there should be a requirement on companies operating in this market to be BPA registered, at least, and that there should be a clear set of independent guidelines that require companies to provide information on the right of recourse for those being charged. I put it to the Minister that any such guidelines or regulations should also put clear limits on the nature of letters that can be sent to consumers and put a robust burden of evidence on the company demanding the charge.

What exists currently is not fit for purpose and damages not only consumers, but those companies that seek to operate in a reputable manner. We have a private parking regime that is highly inadequate. The Government claim to want people to return to their city and town centres to support small business and the local economy. We have had the Mary Portas report, and we have had an emphasis on regeneration of our town and city centres, but what message does it send when people return from shopping trips and a month later are served with parking notices such as these? I will tell the Minister exactly what they think: “I’ll stay at home and do my shopping online.” That is only those who are fortunate enough to have that option. People will simply stay at home or go elsewhere, where there are not these impediments or hindrances, but they will not go back to the town or city that placed that burden on them through a parking operation.

I have come here today hoping at the very least to gain assurances that the Department for Transport is aware of the problems and, more specifically, will take remedial action to prevent companies that are operating in a disreputable manner from accessing the DVLA’s database. I know that in the Northern Ireland context, my party colleague who is the Minister of Environment there, Alex Attwood, has been talking to the Under-Secretary of State for Transport, the hon. Member for Wimbledon (Stephen Hammond), about this issue, but also about the very important need to devolve the DVLA to Northern Ireland, so that we have our own base there. Perhaps the Minister wants to take that issue away and talk to his colleague about it, but surely there should be a degree of concern that the DVLA information system—

It is a privilege to serve under your chairmanship this morning, Mr Betts, and to raise cross-border travel, which is critical for Wales. It was the subject of two inquiries by the Select Committee on Welsh Affairs in the previous Parliament, and, as is so often the case with such inquiries, the issue is now being revisited by the present Committee. The Government will of course have the opportunity to respond when we have agreed our report.

I shall not pre-empt that, but would mention one way in which the reports are characterised: there has been a lot of discussion of north Wales and south Wales connectivity, quite rightly, but some colleagues may empathise with me when I say that mid-Wales is often lost in the debate. However, a few Select Committee veterans are here among my hon. Friends and colleagues, and others with border constituencies will no doubt want to talk about the important issues of Severn bridge tolls, First Great Western franchise arrangements and the quest for electrification in north Wales. Should I stray intermittently into devolved matters, I apologise from the outset, but responsibility for transport is fragmented, as our report of 2009 stated, and that requires robust co-ordination between the Governments at Cardiff Bay and Westminster.

The 2009 Select Committee report said that rail

“improvement schemes are too often only evaluated on their local benefits”,

that we require greater co-ordination of rail franchises and that we have seen

“a general failure to predict increases in passenger demand and...insufficient rolling stock is available on certain routes particularly at busy times.”

Those, certainly, are characteristics of the debate about the rail line that ends in my constituency in Aberystwyth and passes through that of the hon. Member for Montgomeryshire (Glyn Davies).

Arriva Trains Wales operates the Cambrian coast line service between Birmingham International and Aberystwyth. The absence of an hourly service across mid-Wales is not merely a parochial matter, nor is the loss of a direct service between Aberystwyth and London some 20 years ago. The economic benefits of connectivity, for the movement of people and of goods and services, should not be understated. The town of Aberystwyth has strategic significance. We do not hear much about the mid-Wales corridor. We hear a lot about the A55 and the M4 corridor, but there is a mid-Wales corridor, and the Select Committee made that point in another of our many inquiries—we are a very busy Committee—into inward investment:

“We are concerned by evidence that the quality of transport links in Mid and North Wales and the connectivity between the rest of Wales and England deters overseas investment in parts of Wales.”

Part of that debate is about roads, and colleagues may want to talk about that, but I want to discuss rail and my belief that mid-Wales is being held back, which is why arrangements across the border are so critical. The local perception is that we have a second-rate service. That is not always a failure of the franchisee. Sometimes, it is a failure of political will and opportunity.

My enthusiasm on the matter led me to suggest to the Select Committee Chair that not only should we take evidence on transport matters in Aberystwyth, but we should travel there by train. Not all members of the Committee were brave enough to experience that, although some were. I salute the hon. Members for Carmarthen East and Dinefwr (Jonathan Edwards) and for Swansea East (Mrs James), for their support in travelling by train. I could have written a soap opera script. We left Euston on time, to embark on our journey of four hours and 40 minutes. It was regrettable that that was compounded by a two-hour wait at Birmingham International station, as we missed the connection. There are limits on what one can do for two hours at Birmingham International station.

Sadly, in my constituency, people then have to contend with the roads—I live in the north of Ceredigion. I enjoy the friendship and camaraderie of the hon. Members for Swansea East and for Carmarthen East and Dinefwr, but two hours sitting there waiting is a trial in many ways.

In evidence to the Select Committee, Passenger Focus

“identified inter-franchise connections as one of the main sources of dissatisfaction with cross-border services amongst passengers.”

The report was produced in 2009, under the previous Government, so perhaps the Minister can give some good news now, but we concluded:

“At present, there is no incentive for different train operating companies to provide connecting services or to ensure that connections are maintained when there are delays.”

When we finally got on our train, the journey continued to Machynlleth, in Powys. There we had the spectacle of the four carriages being reduced to two, and passengers scurrying from the back of the train to the front, to get into carriages to Aberystwyth; otherwise they would risk a prolonged although scenic journey—but it was getting late—up to Pwllheli. Those are the realities of the service that my constituents must use.

There has, overall, in the generality of Wales, been progress since the report was produced, not least because of the coalition Government’s commitment to rail electrification in south Wales. That is commendable and necessary, and progress is being made, for which I commend the Government. A debate is emerging on rail electrification in north Wales—the arrival in the Chamber of the hon. Member for Aberconwy (Guto Bebb) is timely, as is this important debate. The Assembly Minister announced in January that he will draw up a business case for that, and I look forward to hearing from the Minister about the liaison and discussion between the Government and Assembly Ministers. However, the lack of an hourly service in mid-Wales and the two- hour wait between trains across mid-Wales is not simply a matter of mild inconvenience. It is an impediment to the area’s growth.

During its inquiry on inward investment, the Welsh Affairs Committee heard from Professor Stuart Cole, of the university of Glamorgan, that

“if Wales was to compete successfully with countries in Eastern Europe, its transport facilities had to be able to help overcome the cost differentials and distances from these markets by becoming ultra-efficient and influence competitiveness for inward investment”.

If that is a message for Wales as a whole, it is a very poignant one for mid-Wales. We heard from UK Trade and Investment officials, who said that the current transport infrastructure in Wales could act as a potential deterrent to investors. We need to make sure that existing businesses and manufacturers are not hamstrung by any impediment such as lack of development of the transport network. The pressures that that could put on the tourism sector and the all-important higher education sector in my constituency are something that I reflect on. The Wales Tourism Alliance has said:

“If we are to succeed, we must get visitors, the lifeblood of the economies of Wales, into each and every corner of our country. At present internally and cross border we simply do not have the transport infrastructure to deliver the economic potential of many of our leading destinations.”

I contend—surprise, surprise—that many of those destinations are on the west Wales coast.

The hon. Gentleman is talking about the historic under-investment in transport in Wales. If High Speed 2 —essentially an England-only railway—goes ahead and given that, despite the fact that transport is not actually devolved, Crossrail resulted in a 100% Barnett consequential, does the hon. Gentleman agree that a Barnett consequential for HS2 investment is essential, so that the Welsh transport infrastructure can keep pace with developments in England?

I welcome that intervention. If the hon. Gentleman will allow me, I shall come on to that point because HS2 is of great interest to many of our constituents.

This is a historic debate. Seven years ago the National Assembly’s development committee heard evidence from the mid-Wales manufacturing group in Newtown. At the top of its list of key requirements for businesses to flourish were improved roads, rail and broadband. I would give five out of 10 for broadband but fewer marks out of 10 on rail.

What we need—there is a role for both Governments in this—is a stimulus that supports growth and creates a dynamic transport network in Wales. Much of the debate is internal and the exclusive responsibility of our National Assembly Government, but while that is appropriate, the fact that 16.4 million people live within 50 miles of the border makes cross-border services vital. Over the years of the rail franchise, we have seen strong development in that area, with Arriva Trains Wales reporting growth in its cross-border services of typically between 8% and 13%. On the Cambrian main line, which is a primary cross-border route connecting Aberystwyth to Shrewsbury and beyond, 900,000 journeys are made every year, and the average loading—I hesitate to use the word load to describe passengers, but it feels a bit like that sometimes—is about 125 passengers, which is slightly higher than the UK average. Although I appreciate that, in the current economic climate, there are great constraints on the Governments in Cardiff and Westminster, small, limited enhancements could bring genuine benefits to the community.

I will start with the modest aspirations. SARPA, the Shrewsbury-Aberystwyth Rail Passengers Association, has called for the improved utilisation of rolling stock resources, which could bring improvements to the service at minimal increased cost. Dealing with commuter trains in and out of Shrewsbury and Aberystwyth would be a good start. For example, at Shrewsbury, there is an early arrival from Aberystwyth at 7.11 am, but the next train arrives at 9.25 am, which does not make sense for the many people who need to get to work or college by 9 am. There is a lot of demand for travel to and from Shrewsbury for job opportunities, further education and medical services that are not readily available in mid-Wales, but the current timetable does not serve that demand effectively. Since privatisation, franchise holders have been instructed by the passenger service requirement to run trains with a two-hour frequency. Operators have happily taken the subsidy offered, but little thought seems to have been given by the franchisee to providing a service that reflects the demand for travel across the border.

I acknowledged at the start of my speech that transport policy is fragmented between the Assembly Government and the UK Department for Transport, but I know that there is a healthy dialogue between the Welsh and UK Departments because the Minister convinced me of that when I questioned him in the Welsh Affairs Committee. We also took evidence in Aberystwyth from the Welsh Minister Carl Sargeant, who spoke of an emerging much more positive relationship, so I know that to be the case.

Network Rail is, however, the responsibility of the Department for Transport. I salute the work of its Welsh division—the very fact that we have a Welsh division is an important message for those of us who believe in devolution. Network Rail has undertaken extensive infrastructure work, including the building of passing loops on our line, and we acted as guinea pigs for the development of the European rail traffic management system—the new signalling system that will be rolled out across Great Britain.

I am interested, however, in the Minister’s view on why we still do not have the hourly service. I do not want to damage his relationship with Mr Carl Sargeant, but does he regret, as I do, the apparent lack of will at Cardiff? There has been promise after promise after promise. Since 1999, we have been told that we will have our hourly service, and we have now been told that, as we do not figure sufficiently high in the priorities, we will have to wait until 2015. The service would plug an important gap in the timetable and make genuine commuting opportunities possible across mid-Wales.

At the same time, the Welsh Government have tried to kick-start a market between north and south Wales, with 10 services between Cardiff and north Wales and lower passenger numbers, and many argue that the route could effectively be served by three or four trains, rather than the 10 that it enjoys. An hourly service is a modest aspiration. We have been promised it before, and I hope we can push further for it following this debate.

There is a more ambitious proposal for train services in and out of mid-Wales and to London, which is the re-establishment of a direct service between Aberystwyth and London. Three years ago, we faced more disappointment when the Office of Rail Regulation threw out Arriva Trains Wales’s bid to develop the direct service. I declare an interest: I spend up to 10 hours a week on the train, somewhere between London and Aberystwyth. I have rarely driven here. My wife used to be an employee of Arriva Trains Wales—and a very good job she did, too. Arriva Trains Wales’s bid was an attempt to right a wrong that had emanated from privatisation legislation, which had meant the withdrawal by the successors to British Rail of a direct link to the capital.

In 2010, Arriva Trains Wales’s bid for a twice-daily service to London Marylebone was rejected. The company stated that the bid would unlock the potential of the mid-Wales rail market and bring it in line—that was music to my ears—with that of south and north Wales. It proposed to route a line for the direct service via Shrewsbury and Birmingham International, and the latter is important because many of my constituents and those who live in other parts of mid-Wales use the airport there; it is the airport for mid-Wales. The proposed service would have continued through Banbury, West Ruislip and Wembley to London Marylebone, and plans were drawn up for timetabling and rolling stock. The Office of Rail Regulation gave as its reason for rejecting the bid a concern about the “financial viability” of the new service. There were concerns about the abstraction of revenue from the sadly now former Wrexham, Shropshire and Marylebone Railway Company, and there were concerns from Chiltern Railways.

I well remember nearly 30 years ago InterCity 125s leaving Aberystwyth at 7 am. It was not exactly robust commuter traffic on a daily basis, but it sent an important signal of connectivity from a peripheral area to the rest of the country. I also remember freight being delivered on that service to Aberystwyth. I am flying the kite to the Minister, resurrecting the ghost of that service, in the expectation that he can help us, and that the Minister at Cardiff Bay is listening, too. We should at least explore the possibility of a direct service once again, and I hope that the Department for Transport and the Assembly Government will look favourably on that. The consequences of the rejection of the Arriva Trains Wales bid has been that, since 1991, Aberystwyth is one of the few towns in Britain left without a direct link to the capital.

I want just to touch on two other things; I know that colleagues want to talk about issues that affect their localities. In 2018, the Arriva Wales franchise will be up for renewal, so can the Minister clarify who has ultimate responsibility for arrival at the new franchise? Can he confirm that there are two signatures on the documentation for it? Or, is it the sole responsibility of our Assembly Government? Either way, the matters will, I am sure, be part of the Silk commission’s work when we look at the devolution of responsibility. Clarity about rail franchises will be considered as Paul Silk embarks on part 2 of his inquiry into further powers.

I also want to talk about the historical matter of the initial subsidy agreement, which was not signed under the Minister’s watch, between the then Strategic Rail Authority and Arriva Trains Wales. There was an agreement for a one-year subsidy of £120 million, which would reduce over the 15 years of the franchise to less than £100 million. The Welsh Assembly Government, rightly within their remit, have decided to pursue a positive policy, including increasing train lengths, acquiring new trains and extending platforms, but I just wish we could see a bit more of the money in mid-Wales.

The policy resulted in the subsidy increasing, in 2012, to £140 million, and it has been suggested by some, including our Select Committee, that some of the problems with congestion and overcrowding are the result of inadequate modelling of predictions for growth in the industry. The Select Committee concluded in its 2009 report that

“overcrowding is the result of poorly designed franchises which paid no heed to industry forecasts for passenger growth.”

Consequently, the Government in Wales are paying for investment. Some have suggested that Wales is being short-changed.

Many people I talk to have a wrong perception that HS2 will directly affect train travel in and out of Wales. HS2 will have an effect. Perhaps if we get the electrification that we all want in north Wales, it will have a positive effect on travel. I am dispelling a perception in my constituency that, somehow, we might step off a slow Arriva Trains Wales train somewhere in Birmingham and hop on to a fast train and head off down to London with 40 minutes taken off our journey. Of course, that is not the reality, which leads me to question the benefits that will accrue to large parts of Wales. The hon. Member for Carmarthen East and Dinefwr made a point about the scheme’s possible Barnett consequences.

I could go on at great length. The debate is as broad as the border is long. I could talk about so many issues, but I am keen to flag up one persistent problem: the more we talk about north Wales and south Wales, the more our constituents in mid-Wales say that we are somehow being short-changed. We are not getting the service that we need, not just for those daily trips in and out of Shrewsbury to do some shopping at Marks and Spencer, but to access the services that we require to develop our area economically.

I appreciate the hon. Gentleman’s comments on north Wales, south Wales and the exclusion of mid-Wales, but does he recognise, for example, the Conwy Valley railway line in my constituency? The line links to Meirionnydd, which I define as being in mid-Wales. One of the key issues for the Conwy Valley railway line is that timetabling means someone leaving Blaenau Ffestiniog on the 7 o’clock train to Llandudno junction will miss the trains to Chester and London by four minutes. Is timetabling not part of better servicing mid-Wales?

I commend the hon. Gentleman on his arrival. I am not sure whether he was here when I talked about timetabling. Franchise arrangements are slightly different in that instance, but there is a need for franchise agreements to ensure synergy between timetables, because one of my constituents’ persistent complaints is that we do not have the integrated approach that he and I both want.

I have used this at the end of many debates on Wales, and I say “chwarae teg” for trains in mid-Wales.

I was going to come to that point. Early discussions with the Welsh Government are essential, and there should be acceptance of the underlying principle that they should play a central role in determining future arrangements, and in accessing and utilising any future revenue streams for the people of Wales.

My right hon. Friend the Member for Delyn (Mr Hanson) and the hon. Member for Brecon and Radnorshire spoke about buses, which are a lifeline for many people, particularly pensioners, but the two national concessionary bus passes are not valid for pensioners who wish to cross the border from either side. They are left to rely on voluntary schemes provided by local authorities. There is also a lack of awareness about the convenience of bus routes into Wales from Bristol, despite the fact that they have a competitive price, due to exemption from tolls. Will the Minister say what is being done to address both those issues and how he will promote cross-border bus services?

I turn to rail, where there are significant challenges, as we have heard, around capacity and infrastructure. I am pleased that the Labour Administration in Wales is exploring not-for-profit models, including the co-operative mutual model, when the Wales and Border franchise, currently operated by Arriva Trains Wales, expires in 2018. I hope that that will prove a pathfinder for England. A major electrification project for the Great Western railway line to Swansea was introduced by the previous Labour Government, but put on hold by the coalition. Despite that delay on the Government line—perhaps it was caused by the weather, perhaps by leaves—that has now been reconfirmed, and the journey time from Paddington to Swansea could be reduced by 20 minutes. However, will the Minister say why the work is to start in London and not in Wales?

As we have heard many times, closer co-operation between train companies is vital if they are to be financially viable. What is the Minister doing to promote that? Inter-franchise connectivity is a key component, as has been mentioned, and it is certainly not helpful to have companies such as Wrexham and Shropshire, which ran the cross-border services between 2008 and 2011, withdraw, as they were not allowed to stop at Virgin-run stations. It is important that franchises co-operate with each other to ensure that journeys are made with the minimum disruption and that they do not have to go through convenient stations, simply because they are operated by another franchise holder.

The hon. Member for Ceredigion will be interested in the fact that the Welsh Government have committed to a long-awaited hourly service between Aberystwyth and Shrewsbury—I am sure that 2015 is too far away for him—but more emphasis needs to be put on improving services to north Wales, as we heard from my right hon. Friend the Member for Delyn, and electrification is a key component. Will the Minister update us on the progress of the business plan for that?

Does the hon. Lady accept that the 16 years that we have been waiting for this really is too long? We were promised in the previous Assembly Administration that the money was there, that the remedial engineering work had been done and that there was no impediment to getting that service. Here we are, years on, still waiting, only to be told by a Welsh Assembly Minister that we now have to wait another two and a half or three years to have that service. That wait really is unacceptable, is it not?

It certainly is an extremely long time, and the Administration have said that it will happen by 2015, so let us hope that they will advance it further and that they have listened to the pleas of hon. Members from all around.

On the HS2 connection at Crewe station and connectivity, the Government need to give proper consideration to ensuring that the benefits extend into Wales. I am pleased that the Minister intervened to give support and provide information about the electrification of the south Wales line, which needs to be progressed urgently.

I am in total agreement with my hon. Friend’s point, both for south Wales and for north Wales.

In the case of Lille, the French Government decided that following the slightly less direct route was worth the extra €500 million that it cost because of the massive potential for regeneration and employment that the project would bring to Lille. Professor Stuart Cole of the Wales transport research centre at the university of Glamorgan, whom my hon. Friend the Member for Newport East (Jessica Morden) mentioned earlier, submitted evidence to the inquiry of the Welsh Affairs Committee on inward investment to tell us what happened next. Twenty years later, Lille is ranked as the fourth most accessible European city and has been described as a boom town. As the French Government showed that they were serious about investing in the area, private sector investment followed. A major commercial centre, a retail centre, hotels and offices all sprung up around the terminal. An elite university opened a campus in the town and tourism flourished. The expansion is continuing. A major conference centre is scheduled to be built, along with significant new office accommodation and housing. Public investment in connectivity, accessibility and profile led to private investment, jobs and growth.

We have heard from the south and north of Wales, but in regard to economic development, the hon. Lady must not overlook mid-Wales. In the absence of a direct line from Aberystwyth to London, we would welcome reduced journey times from London to Birmingham, which is part of our journey.

It is no secret that the slow pace of rail journeys to parts of mid-Wales is scarcely believable. I agree totally that the London-Birmingham high-speed link would make a tremendous difference to that, or at least part of a difference. This is our opportunity. I want to see benefits of the kind that the TGV delivered in northern France brought to Wales, as well as to the midlands, northern England and Scotland, through HS2.

Although the planned route for HS2 does not go directly into Wales, that does not matter. Getting the journey time from London to key hubs such as Manchester or Liverpool down to an hour and 10 minutes would be a massive improvement for us. Some tube journeys take longer than that, as I am sure many hon. Members realise. Suddenly, getting business representatives from London to north Wales and back in a day would look easy.

The right hon. and learned Gentleman makes an important point about the importance of carrying out real tests on the robustness of the new system. There is no answer to that, because it is just not possible without running the two systems alongside each other, and I do not see that being proposed, even if it were desirable.

Another concern that staff and unions have is the lack of a risk assessment at the start of the consultation. I know that a risk assessment has been added, but the concern is that it was added late, as an afterthought, and that it is inadequate. I am sure that the Minister will address that. Another point made at length at the Liverpool meeting was the importance not just of local knowledge, but of the relationship between staff and the volunteers who carry out the search and rescue activity, and of knowing which search and rescue team is best placed to carry out any given rescue. They know them all personally, which is something else that will, I suspect, disappear as a result of remote stations.

The Select Committee on Transport held an inquiry, but its findings have yet to be analysed by Government. One of the results of a previous reorganisation was the high-quality new facility at Crosby, which I have visited a couple of times recently, but there has not been an assessment of the results of that reorganisation. Those two gaps have not been addressed by the proposals.

One of the strong themes of the Liverpool meeting was the impact on leisure users, such as people with leisure craft or fishing boats, as well as tourists and other visitors to the coast. Those people do not necessarily have access to the kind of technology that fits well with what is being proposed. Although commercial users would undoubtedly be able to use the new system, the issue of the leisure industry causes great concern not only to the people affected, but to the staff.

On the point about leisure activities in tourist areas, I represent a large tract of the west Wales coastline in Ceredigion. There is a rowing organisation in my constituency that enjoys a close relationship with one of the existing coastguard stations at Milford Haven. When those involved with the rowing organisation go out for their training, the knowledge they are able to give to the coastguards is reciprocated by the local knowledge in the coastguard centre. That organisation is fearful that such local knowledge will be lost. In addition, dialogue between the tourism sector and the coastguards could be lost.

The hon. Gentleman makes a good point that builds on what others have said. There is also an issue regarding the daytime stations that are being kept. I shall talk briefly about the option of either Belfast or Liverpool in the proposal. The same thing is happening in Scotland, where two stations are being pitted against each other.

I pay tribute to the hon. Gentleman for securing the debate; I suspect that the issue is as passionate in Ceredigion as in Crawley. As he mentioned, the problem is not just the scale of the fines, but the threatening tone of the letters that demand payment. A constituent of mine, Mrs Yvonne Partington, was issued with a £110 fine and received a letter with the familiar black and white checkerboard pattern of the Dyfed-Powys constabulary, even though it came from the company she had the misfortune of dealing with. She had left the car park in good time but became stuck in a traffic jam. The photographic machine recorded her as staying in the car park, but she had attempted to leave long before her ticket was up. Those are the kind of injustices that the hon. Gentleman’s constituents, and those of many other Members, are experiencing.

The hon. Gentleman is absolutely right. The strange practice of making the demand for payment look like an official ticket and the threatening nature of the letters mean that many elderly constituents become concerned and are essentially intimidated into paying the fines. Other people are worried that their credit rating will be damaged if they do not pay the fine, as that is often used as a threat.

I am grateful for the opportunity early in the new Parliament to raise the long-standing issue of the tolls on the Severn bridges and their impact on my constituents and businesses generally in south Wales. I welcome the Minister to his new role. I had a very constructive relationship in the last Parliament with my right hon. Friend the Member for Tooting (Sadiq Khan), who was then the Minister of State in the Department for Transport. I look forward to continuing such a relationship with this Minister. I am very grateful for the cross-party interest in the issue, which is shown by the turnout at this debate, despite the football. I apologise for the fact that the debate is taking place during the match. It was looking encouraging before I came into the Chamber, but I apologise to those hon. Members who are missing it.

The Severn bridge tolls are expensive, inconvenient and inflexible; we know we are in trouble when we are the butt of jokes on “Gavin and Stacey”. In one famous episode, Smithy nearly missed the birth of his child because he was 10p short when crossing the Severn bridges. People cannot pay by credit card, debit card or online. They cannot travel off peak and there are no concessions for those who live locally. However, the tolls continue to rise year on year, even though the service is outdated.

I congratulate the hon. Lady on securing the debate. She mentioned the cross-party nature of the issue. I am sure that I can agree with what I anticipate she is going to say. She will agree that the issue does not affect just her constituents and the M4 corridor; some geographic spread from west Wales is involved as well, reinforcing the point that this is an all-Wales issue, affecting, particularly at this time of year, the tourism sector and, more generally, the business sector. It does not affect just south Wales, but the whole of Wales. It is a totemic issue affecting the whole Welsh economy.

I thank the hon. Gentleman for his intervention and agree that this is an issue for the whole of Wales. In particular, first-time visitors to Wales are an example of that. The issue does have that impact. I receive a bulging postbag on the issue from constituents and businesses and I want to highlight some of the points that they raise with me.

First, will the Minister examine the cost of the tolls? Every year on 1 January, the tolls go up in accordance with the Severn Bridges Act 1992. Under the agreement with Severn River Crossing plc, the company is permitted to collect tolls from both bridges for a concessions period until the project’s target real revenue level is reached or the time limit is up. I understand that at that point, the bridges revert to the Secretary of State’s control.

We are going through tough economic times. Commuters’ hours are being cut and there are pay freezes and high petrol prices, yet the tolls still go up. Severn bridge tolls are among the most expensive in the UK for cars, costing £5.50. My first request to the Minister is that he should examine the issue of toll rises, step in and recommend a freeze in this year’s tolls, particularly in the light of yesterday’s VAT rise. While he is at it, will he also examine whether we could implement a reduction in tolls for those who live locally? That could be worked out by postcode area, for example. Such a scheme has been introduced on the Dartford crossing. It is easier to do on the Humber and the Dartford crossing as there is no concessionaire, but why can we not have a look at doing it in Wales?

The second issue is the payment method for tolls. Currently, people can pay to go over the bridges only by cash, including euros, or by cheque. Those who are unfortunate enough to approach the bridge thinking that they can pay by such new-fangled methods as credit and debit cards are frustrated. Many constituents have regaled me with stories of getting to the tolls, not having the right money, being escorted over the bridge and then being told to go back over the bridge and to go to Gordano services, which is a round trip of about 20 miles. That is hardly a welcome to Wales for first-time visitors and it is not much fun for the long-suffering staff collecting the tolls, who have to put up with frustrated motorists.
