Commons ChamberNobody is talking about taking away the right to strike. All that we are seeking to do is balance that right, which we absolutely recognise and protect, with the right of a child to have an education.
I am pleased to inform the House that two new special schools opened in Essex last year, with another in the pipeline. We have also provided £26 million of capital funding to Essex over the last two years to create more places for children with special educational needs or who require alternative provision.
Last July, standing here, I launched the campaign for a new special needs school in south Essex. In February this year, working closely with Essex County Council, which I commend for its efforts, we were able to announce a consultation to build a brand-new special needs school in Rayleigh for 100-plus pupils—a through-school for years 3 to 18—to open in the 2025-26 academic year. It has gone down very well locally, but the one concern is that at the moment it is 100-plus pupils and, given the great demand for places, a lot of people would prefer something nearer 200. Is there any way, perhaps with a little help from the Department, that we might be able to achieve that too?
My right hon. Friend is running an excellent campaign and we are impressed with the speed with which Essex has moved to consultation. I cannot pre-empt the Department’s decision, but what we have heard so far suggests that a very strong case will be put to the Department. We are also about to allocate the remaining £900 million of capital funding for special educational needs schools, from which Essex will of course benefit.
Order. I appreciate that two hon. Members are rising to ask questions, but perhaps they have forgotten that they have already had that opportunity; each asked a question earlier this afternoon. I know the hon. Member for Huddersfield (Mr Sheerman) got away with two questions, but I often make an exception for him due to his longevity in this place.
It is being suggested to me that I should use the word “seniority”, and that does have a better ring to it—I mean the hon. Member for Huddersfield’s seniority in this place.

I wondered what was happening there, Mr Speaker.
As part of our £2.6 billion investment to reform the SEND and AP system, we have announced 41 new special free schools, with a further 37 in the pipeline. We have also set out plans for new national standards to make clear the support that should be available in mainstream settings for children with special educational needs.
Can I take this opportunity quickly to thank the Secretary of State, her junior Ministers and officials for all the help for the schools affected by RAAC—reinforced autoclaved aerated concrete—in my constituency?
Turning to SEN, demand in Essex far outstrips supply. The Secretary of State will know that just prior to the summer recess, I launched a campaign for a new SEN school in south Essex. I am delighted to tell her that we have a trust that is seriously interested, we may have a site and we may even have some money. On that basis, could I meet her or one of her junior Ministers—early in the new year, please—to update her on where we have got to and to ask for help to make this dream a reality?
I congratulate my right hon. Friend on his campaign, with which we are very familiar in the Department; we would be delighted to meet him. Where local authorities do feel there is a need, they can open a new special school through the free school presumption route, which I would be happy to discuss with him further.

Commons ChamberAs I said in answer to an earlier question, we are investing significantly in our schools. The overall capital budget of the 2021 spending review was £19 billion, of which £7 billion was allocated to the year 2023-24.
I commend the work of Baroness Barran and county councillor Tony Ball and all his team at Essex County Council, who have worked their socks off ultimately to keep children safe, but I regret to tell the Secretary of State that, having now managed to speak to all the heads of affected schools in my constituency, there are a number of differences between what I have been told by her Department and the ground truth that I have been told by the headteachers. For instance, back in July Hockley Primary was promised eight relocatable classrooms ready to go by today; they now will not be available until mid-November. When the list is published later this week, can the Secretary of State please ensure that the information in it is absolutely accurate and up to date, because that is the best way to reassure parents, staff and pupils, not least those parents who will be very upset if they hear with virtually no notice that they have to take weeks off work because their children cannot go to school?
My right hon. Friend raises one of the challenges that we face. In the case of Hockley, soft ground has meant that we have to put footings in place before we can put in the temporary accommodation. Each site is different to some degree. That was one reason we were taking time to ensure mitigations could be put in by school. It is difficult because each school could have specific circumstances. I am afraid that the list and the information will evolve over time as we get more and more details, and the caseworkers will keep us up to date on that.

Commons ChamberWe are going even further than the basics, because we will be funding education higher than we have ever funded it in our history. It will be £60 billion next year. But I do take workload seriously. As part of our discussions with the unions, we have agreed to set up a workload taskforce, which has a target to remove five hours from the school working week in addition to the five hours we have already reduced. Last year, more teachers entered the profession than left it: 47,954 entered the profession and 43,997 left it. If we look at the averages, the leavers rate has been stable since 2010, but we are investing more in our education system than ever before.
One particularly challenging area of work for teachers is special needs education. There are many who want to work in that field, but in Essex our special needs schools are unfortunately already full to bursting. That is why, today, I am launching a campaign for a new special needs school in south Essex. I met the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb) in advance and he was very helpful. Will the Secretary of State and the Schools Minister work with me and Essex County Council to try to get us the additional special needs places in Essex that parents and special needs children so desperately need?

Commons ChamberI certainly agree with my hon. Friend. He will be as acutely aware as I am of what a big role the university plays in the civic life of Colchester and the surrounding area.
The University of Essex’s research is pioneering and world class. Its department of government, at which you studied, Mr Speaker, is ranked the best in the country in every assessment of research quality that has been undertaken. The university is also in the top four for social science research, fifth for economics and 10th for art history. Last year, the university secured £42 million of externally funded research income, including half a million pounds secured by a biological sciences research team to investigate marine bacteria, which will improve our understanding of the impact of global warming on this vital part of Earth’s life-support system.
The Public Administration and Constitutional Affairs Committee, of which I am Chair, scrutinises the UK Statistics Authority, which has done work on what is known as big data. As Chair of that Committee, I am delighted that the University of Essex won £27 million from the Economic and Social Research Council to support its work on understanding society up to 2021. It is the largest longitudinal statistical study of its kind, and it provides crucial information for researchers and policy makers about changes in attitudes and behaviours over time and on the causes and consequences of deep-rooted social problems and change in people’s lives. The university’s status as a leading centre of expertise in analysing and handling big data, such as that generated through the Understanding Society programme, received further validation in 2016, with UNESCO’s establishment of its only chair in analytics and data science at the university.
I would be grateful if the Minister set out how the Government will remain fully committed to recognising and rewarding research excellence wherever it is found, whether at Essex or elsewhere. I would also like to pay tribute to the late Anthony King, who, in 1968, became reader in government at the University of Essex, which gave him the opportunity to shape the department, which now enjoys such a renowned reputation.
University of Essex research has impact through partnerships with businesses of all sizes. That work was recognised when the university was ranked in the top 10 in the UK for engagement with business through what the Government recognised as knowledge transfer partnerships, and supported through the programme run by Innovate UK, to help businesses improve their competitiveness through better use of UK knowledge, technology and skills.
The knowledge transfer partnerships are one of the main ways in which the university ensures its research feeds into business activity, and the range and scope of those partnerships is extensive. For example, Essex works with the digital agency, Orbital Media, to use artificial intelligence to create automated online GP services. Essex also works with the organisation Above Surveying, which will use the latest technology to improve the way its drones monitor and inspect solar farms.
Essex is continuing to expand its business engagement and the University of Essex Innovation Centre is now being built on the Colchester campus. This is a joint initiative with Essex County Council and the south-east local enterprise partnership, which, when completed, will provide space and support for up to 50 start-ups and smaller high-tech businesses in the Knowledge Gateway research and technology park.
The university’s research impact also supports public institutions in tackling challenging social and economic issues. In conjunction with Essex County Council, the university has appointed the UK’s first local authority chief scientific adviser, Slava Mikhaylov, professor of public policy and data science, who supports Essex County Council to develop policy rooted in scientific analysis and evidence.
Essex was one of the very first universities to start offering degree apprenticeships in higher education, which provide students with the skills that industry needs and allow them to combine studying for a full degree with gaining practical skills in work. Such apprentices get the financial security of a regular pay packet, while providing businesses with a cost-effective way to bring in new talent and skills or develop their workforce. Tech giant ARM, alongside local small and medium-sized enterprises, is already offering degree apprenticeships in partnership with Essex. The university’s work in this area is hugely beneficial, with both students and businesses standing to benefit a great deal from these opportunities.
This determination to use research to drive growth has led to Essex being asked to lead a £4.7 million Government project in the eastern region and to grow the economy through improved productivity by encouraging collaboration between universities and businesses. The “Enabling Innovation: Research to Application” network will build collaborations to support business innovation across Essex, Kent, Norfolk and Suffolk.
I am enormously proud of the University of Essex’s work. However, I am also proud of its global outlook and international spirit.
I declare an interest: I went to Bristol—I am sorry about that. As an MP from the south of the county, may I confirm to my hon. Friend that the reach of the university goes across the entire county and indeed beyond? In the south of Essex, we greatly value the economic contribution that the university makes to the life of our county.
I very much welcome my hon. Friend’s intervention. At the point where I am celebrating the University of Essex’s global reach, it is entirely appropriate that Southend and Rayleigh should be included in the equation.
Staff and students come from all around the world and the university collaborates internationally on a high proportion of its work. The Times Higher Education rankings for 2018 placed the University of Essex second in the UK for “international outlook” and I am delighted that applications to the university from international students continue to increase. I am also delighted that, on their arrival in Essex, international staff and students are met with such an open and inclusive welcome.
As the UK regains control of its borders following Brexit, I urge the Government to ensure that barriers are not put in the way of universities such as Essex, one of the UK’s great export success stories, continuing to attract talented students and staff from around the globe.
