It is a pleasure to serve under your chairmanship, Sir Alan. As we have heard, the Child Maintenance and Other Payments Act 2008 made provision for lump sum compensation payments to be made to people suffering from diffuse mesothelioma, or their dependants. This instrument provides for a 1% uprating of the lump sum payments made to sufferers or their dependants. We recognise that under the 2008 Act there is no obligation on the Government to increase the rates of payment to keep up with inflation, so we welcome these moves.

Mesothelioma is a cancer of the lining of the lungs or abdomen, and is associated almost exclusively with asbestos. The 2008 scheme makes a one-off lump sum payment to mesothelioma sufferers where there is no occupational link to the disease. For example, it could be that the person affected lived near a workplace where asbestos was regularly being used. Alternatively, they may have been exposed to asbestos while self-employed.

The one-time payment depends on the age of the claimant when their disease was diagnosed. It can range from £13,295 for those aged 77 or over at the time of diagnosis to £85,580 for those aged 37 and under. Meanwhile, payments for surviving dependants range from £7,374 to £44,537, depending on the age at which the disabled person died. Claims must be made within 12 months of diagnosis. Sufferers are eligible only if they have not received compensation from an employer or a Ministry of Defence scheme. In a report of November last year, the Institute for Fiscal Studies estimated that expenditure on these payments in 2015-16 was more than £8 million, with 400 claimants that year.

I would like to ask about the disparity between payments made to sufferers and dependants. In every debate on this issue since 2010 when the Minister, now the noble Lord McKenzie, committed to closing the difference in awards offered, Members of both Houses have called on the Government to honour that commitment. Do the Government still intend to reduce the differential between dependant and sufferer lump sum payments? What percentage of payments are made to dependants rather than sufferers? What would be the additional cost of achieving parity of payments between the two?

There is also the matter of prevention of future injury relating to asbestos. In debates in the other place on this issue, the Government suggested that they expect claims for mesothelioma to peak in 2018. Can the Government confirm that that is still the expectation? Whether or not there is a peak in those tragically affected by the illness, it is vital that all those who are able continue to raise awareness of the risks of working with asbestos.

What plans do the Government have in place to continue raising awareness of this dangerous substance? Responsibility for asbestos has largely fallen to the Health and Safety Executive. Will the Minister outline the range of activities and campaigns that the HSE is currently undertaking to raise awareness and encourage prevention? Will she also confirm whether additional funding has been provided to the HSE specifically for the purpose of preventing the harm caused by asbestos?

We also welcome the moves to increase the level of payment to those suffering from pneumoconiosis. We recognise that the Government are not under any statutory obligation to increase these payments and are pleased to see that they have done so in line with inflation.

The pneumoconiosis regulations relate to the Pneumoconiosis etc. (Workers’ Compensation) Act 1979, which provides lump sum compensation payments to sufferers of certain dust-related diseases. As with the regulations relating to mesothelioma, provision is made for payments to dependants, as defined by the 1979 Act, where the sufferer did not receive a compensation payment under the 1979 Act before their death.

We, of course, support the increase in payment levels to sufferers of this illness and their dependants. I again raise the question: with regard to pneumoconiosis, are the Government still committed to ensuring that sufferers and dependants achieve parity of award? The Minister set out the Government’s timetable for that outcome to be achieved. In this instance, will she set out exactly how the awards are split between each group?

That issue aside, I am also intrigued as to the logic behind the lack of impact analysis. The Government assert that it was not necessary to produce an impact assessment for either of these instruments. Given the cross-party interest in ensuring that both sufferers and dependants are properly provided for, I ask the Minister to consider again whether an impact assessment might be appropriate. After all, it is absolutely necessary to continue to monitor cases closely, to ensure that both sufferers and dependants have sufficient support available and that we properly invest in information and prevention.

Despite the issues I have raised, we welcome these measures to improve the levels of payment available in the tragic instances of these illnesses.

We are currently still outlining the criteria for the scheme to be introduced, but in the meantime, as she will know, we do not wish to call people for reassessment who would be in that category, so if she has cases where that is happening, she must let me know.

At present, 65% of all claimants have their PIP appeal upheld by tribunal—an all-time high. It should be a source of huge embarrassment to the Government that, even after the introduction of mandatory reconsideration before appeal, the majority of claimants who go to tribunal win their case. How does the Minister justify forcing vulnerable claimants to navigate the complex and gruelling process that the appeal system demands, often with little or no support? Will she now get a grip and reform this clearly broken system?

I welcome the hon. Lady to her post. She is not correct: 6% of the caseload is overturned, but there are many things that we wish to do to ensure that that is improved. Some opportunities will come after the consultation in the Green Paper with the reforms that we want to make to this part of the system to improve it and reduce the administrative burden on those also claiming PIP.

The Government’s proposals to cap housing benefit at the level of local housing allowance will severely damage supported housing across the country, including in my constituency. We have 605 units of supported housing for vulnerable people who are suffering from mental ill health and learning disabilities and who are victims of abuse and addiction. There are also 2,070 units of housing for older people. Those high numbers were set to become even higher, but the plan to build a further 500 units was stopped. The day after a debate in January in which I raised the issue in this Chamber, and a DCLG official made contact to see what help could be given to prevent the plan from being stopped.

Behind every one of those high numbers is a person or family with their own individual story. I recently had the pleasure of visiting the residents of two supported housing schemes in St Helens. Salisbury House is run by the Salvation Army and provides accommodation for 48 single, homeless men, including veterans. Some have served time in prison, some suffer from addiction and some have experienced family breakdown and ended up on the streets. As well as being given a place to stay, residents are offered support and advice in a range of areas to help them to break the cycle of homelessness. That includes advice on housing, benefits, education, life skills, work experience, money management and accessing other agencies, including rehabilitation services, and help to make and build a home for themselves. In other words, these men receive help to get their lives back on track and to resume their place as full and functioning members of society.

That sort of holistic approach is the proven route to defeating homelessness, as it gives people the power to take control of their own lives and to make the necessary changes for them to get back on track, keeping them off the streets and away from crime. The project will cease to exist if housing benefit is capped at the level of local housing allowance. The cost will transfer to the national health service, the criminal justice system and social services, because people need support.

Parr Mount Court is a residential home for 97 elderly people, 33 of whom are supported by Making Space, which is registered with the Care Quality Commission. Most of the residents that I met were elderly people. St Helens is different, in that its elderly population is set to rise by a massive 14.5% by 2020. Some years ago, we did a survey of elderly people, asking them what they wanted. They said that they did not want to go into residential accommodation and that they wanted to stay at home, but they could not do so because they did not have the support. We set out to build villages of extra care housing, both sheltered and supported, but every one of them will cease if the Government’s proposals go ahead.

The St Helens benefits team tells me that £4.96 million a year will be scrapped and will not come to St Helens if the proposals go ahead. That money provides the care we need to keep people in their own independent homes, rather than them having to go into residential homes or even ending up in the NHS.

I want to talk about a young man with mental health issues. His family could not support him and he was being supported at one of the 19 units of supported housing that we have for such situations. He needed national healthcare, but the only place that could be offered was in Germany. I raised the issue with a former Minister—since last week, he is no longer in post. He did his best, but could not come up with any other place. If the proposals go ahead, the young man will not even have sheltered support. We know that we do not have NHS mental health provision, and we are taking away the only provision available. The situation really needs to be looked at carefully.

There are many care leavers in St Helens and we provide them with a home and support because they do not have mums and dads or a family network to support them and help them to build a home.

I ask the Government to speed up the process, but to also consider carefully the damage that is going to be done to society and where the cost is going to be picked up. There are no beds available in our hospitals in the north-west, and there is no money available for social services. I ask the Government to be speedy, to do it carefully and to consider the people affected.

I place on record my thanks to my constituency neighbour, my hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams), for the work that is being done to shine a light on the Government and expose them for what is a cruel attack on the people who can least afford it.

It is clear that the Minister believes poverty is an inconvenience. On the Labour Benches, we believe strongly that poverty is an evil. What is the Government’s response? To see no evil, to hear no evil and to speak no evil. Why would the Government seek to hide the true scale of poverty, if not because they realise that, through their targeted attacks on the poor, including the working poor, poverty will increase? The Government do not want to see poverty, because to see it would be to expose it and would be a cause of guilt—if guilt is possible with this Government. That is why, through the benefits cap, communities will be displaced as towns and cities are socially cleansed.

The Government do not want to hear the truth about poverty, either, because to hear it would create a noise so loud that the country would not sit back and take it. That is exactly why they want to silence charities such as Barnardo’s and the Children’s Society with the gagging Act that is the Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Act 2014.

The Government do not want to speak the truth about poverty, because to speak it would be hypocritical. They know that their actions are pushing more and more people into poverty and on to the breadline. That is precisely why they are blocking their own officials from publishing data on the number of people living in true poverty. We can talk about life chances, and we know how important education, health and housing are, but let us be honest: if you have to put the electricity or gas on, or put a uniform on the backs of your children, or make a decision about whether you or your children eat, then money is very, very important.

That evil affects too many families in Oldham West and Royton. Take the Coldhurst ward in my constituency, where more than 51% of children are growing up in families in poverty. Take Oldham as a town, where 40% of children are growing up in families living in poverty. It is getting worse, not better, under this Government. That is not surprising. Could any Member in this Chamber really live on £13 a day to cover food, heating, electricity, clothes, transport and toys for the children? There are too many mothers who go hungry just to feed their children. By 2021, it is estimated that 1 million more children will have been pushed into poverty. No wonder the Government do not want to report on how many people are living in poverty. It is a national scandal.

Research by the Children’s Society—a charity still able, at the moment, to give a voice to those who need one—highlights that 14,400 children in my constituency alone live in working households that will be affected by the freeze on benefits. As corporations such as Google laugh all the way to the bank, it is for my constituents to queue at the food bank. Not measuring how many people are in poverty is like driving a car with the instrument dashboard disconnected: you do not know how fast you are going; you do not know how long you have been going, or the distance you have travelled; you do not know whether you have enough fuel to last the distance; and you do not know if the car is overheating until it is too late. This is the real crux of the issue: the Government’s view is clearly that the welfare system is not a well maintained machine to be looked after and to last but a banger to drive into the ground and send to the scrapheap.

It has been a regular occurrence in my nine months in Parliament that we face another lamentable situation in which this Government, and specifically the Secretary of State for Work and Pensions, are called upon to think again. Opposition Members in the other place have once again provided us with an opportunity to pause for reflection.

I wish to focus my remarks on the cruel and utterly devastating cuts to employment and support allowance for those in the work-related activity group. Let me set that out in context. A cut of £30 a week would have a huge impact on nearly all affected families and individuals in this country. We have heard in previous debates about tax credits and universal credit about the kind of impacts such a drop in income would have. The amount of £30 a week is equivalent to raising council tax for a household in a band D property in St Helens by 7.5% every year for the next decade. This cut does it in one go.

Child benefit is £20.70 a week for the first child and £13.70 for an additional child. When the Government proposed to withdraw those amounts from individuals earning enough to pay the 40% tax rate, putting them among the top 15% of earners in this country, they produced huge outrage among Government Back-Bench Members. I agree with my hon. Friend.

There will be an impact assessment and an evidence-based review of the whole assisted and supported housing regime. We do not know what the final decision will be, but it is for local housing associations to stop complaining and to work with planners, developers and other key partners, such as those in the national health service—

Housing associations must work with those partners to deliver the projects that they want to deliver.

I am not wholly supportive of the Government on this issue and I will tell the House why. There has to be a comprehensive and holistic approach to meeting the crisis that the demographic time bomb of older people will bring to acute social care and acute hospital care. We have to reduce those numbers. We have to use the tax system—

I will not, I am afraid. The hon. Lady is not taking the hint, but I cannot give way because I do not have time.

We must use the tax system and the expertise that we have to deliver good adult social care and to care for women who have been subject to domestic abuse. That is a massive issue. Of course, we have put £40 million into it. Mention was made earlier of discretionary housing payments, which will assist those tenants directly. Incidentally, we have talked about the spare room subsidy, but those payments were not always drawn down fully by local authorities, often Labour ones, because of inefficiency.

I say to Ministers that the Opposition spokesman made the fair point that we need further clarity. It cannot be the will of the Government to make it more difficult to develop more extra care facilities. We do not want non-viable projects to go forward. It is therefore important that the Treasury, the Department for Work and Pensions and the Department for Communities and Local Government get round the table and work out together how we can deal with this.

We have a duty and a responsibility to deal with the fiscal inheritance, including the out-of-control welfare spending, but we must balance that with practical, pragmatic solutions that deliver adult social care and that are fair to the most vulnerable people in our society, whom we all care about—memo to the hon. Member for Bermondsey and Old Southwark (Neil Coyle). Fairness and equity are important, but if we demand tax revenue from our constituents, we must deliver value for money. That is why I will not support the Labour party tonight, but will support the Government.

Indeed, and my hon. Friend makes an important point. I was perhaps being a little kind to the discretionary housing fund, in that so many things are being poured into it that the chances of it having a material impact in this field, even on a limited basis, look to be fairly low.

The other question is what happens with new schemes that develop in future. The Society of St James has recently received substantial capital donations to develop new properties to extend its services, but there is no chance that those sorts of schemes can now go ahead, because there is no prospect of them being funded properly once they have been built. Indeed, it would be deeply irresponsible.

I have one experience already from St Helens. Helena housing has stopped four extra care schemes totalling 500 units. The impact of the change on those schemes alone is a £2.3 million deficit.

My hon. Friend underlines powerfully the importance of understanding just how early organisations such as the Society of St James and the ones her constituency have to take decisions about what they do in future. In that context, a one-year moratorium will not make any difference to those decisions, because those schemes are concerned about the long-term security of revenue. It is very likely—it is certainly not scaremongering—that those schemes will disappear immediately, not in the future. The whole system will be greatly the poorer as a result.

Whether the Minister thinks in retrospect that the problem was not of his own making because he did not notice it arriving from the Treasury, or whether he was told too late for him to do anything about it, or whether he did something and the Treasury ignored him, there is an issue for him to address right now. The central question for the Minister in my mind boils down to this: if we assess the impact on the organisations at the heart of the process of caring—in addition, they save the state large amounts of future public expenditure because they keep the people they care for and assist out of prisons, psychiatric institutions and emergency services by securing their accommodation in the community—what will he do immediately that specifically puts the problem right for the Society of St James in Southampton?

If the Minister does not have an answer to that question, he has a great deal of thinking to do about the wider issue. Up and down the country, those organisations—they are voluntary organisations rather than local authority organisations—find themselves holed below the water line. Unless the Minister can come up urgently with either a patch or a new boat, that will be the reality of the situation over the next period. I urge him to take action at the earliest possible opportunity to ensure that important organisations such as the Society of St James can continue their good work in future.

No, I will not give way because I am conscious of the time and that other Members want to speak.

Let us look at the reasons why we are having to cap housing benefit. It is not just because of the economy, but because of the impact of the local housing allowance in constituencies such as mine. I have the town of Newhaven in my constituency. It is on the same LHA rate as Brighton and Hove, which is a much higher rate than the rest of East Sussex. The shadow Minister does not want to listen to this, but the LHA rate has artificially pushed up private rented rates for the ordinary person who is not on housing benefit. They can no longer afford to stay in Newhaven—the only people who can are those on general needs housing benefit. That has artificially increased the rental market and has not helped young families in my constituency.

If Opposition Members do not want to cap general needs housing benefit, how will they tackle the welfare bill, which they are proud of saying they will be able to manage so much better than the Government? Will they reduce money on the NHS, schools, the police service or the armed forces? They have to make a decision—[Interruption.] As an hon. Friend says, they could put up taxes. They need to be honest with the British public on how they would manage that.

To conclude—I know time is tight—I am a passionate supporter of supported housing. In the review that is taking place, will the Minister come to my constituency and visit Newhaven Foyer? We heard just yesterday that money is secure for that housing placement, where young people who have had a really rough start in life can have a secure tenancy for a period of time. They are able to gain skills and get into the workforce. Will he come and meet those young people and see the difference that supported housing is making for them? They are not under threat from the housing benefit cap because it is not currently relevant to supported housing. I will not support Opposition Members—they are misleading the most vulnerable in our society and scaremongering—and I will not support their motion.

The confusion and lack of clarity on supported accommodation will have a devastating effect on my constituency. It is curtailing homelessness prevention strategies and jeopardising new extra care housing developments. For example, in Wigan, a need of 500 extra units of extra care housing was identified to meet housing needs, and to reduce the reliance on very expensive residential care facilities and future demands on the health service. That housing would allow people to live independently in the community for much longer—all hon. Members would agree that that would be a great outcome for the individual, the family, the local authority and the NHS.

Two years ago, work started on implementing that strategy, and a scheme comprising 130 flats and bungalows with community facilities at a site in Orrell was identified. A partner, Torus, was selected, the scheme was designed and consulted upon, and planning permission was obtained. Funding was obtained from the Homes and Communities Agency, and the valuable site was transferred at nominal cost. With the support of all, the start date was imminent. I say “was”, because with the change to the LHA rate, the scheme—a £13 million project that we desperately need—has stalled.

That is not the only future project under threat. Eighty units in partnership with Arena in Wigan, and 121 in partnership with Torus in Leigh, are also on hold. What about those projects that are in the process of being built? Wigan & Leigh Homes is building 25 units for older people in Hindley and a 39-unit sheltered plus scheme in Goose Green in my constituency. The financial projections for both those schemes do not now add up unless the Government exempt this type of accommodation from the cap.

I have given some examples of how future schemes are threatened, with the result that there will not be the houses for people to move into the community, but what about existing provision? Adactus Housing and Wigan & Leigh Homes have contacted me about this. Across the borough, approximately 400 properties provide homes for people with long-term care and support needs, ranging from learning disabilities to autism. These are people who are unable to live in, and become a valued part of, the community. Their security, and the ability of others to move from a care setting into this type of accommodation, is under threat due to the high rent and support charges required for such specialist accommodation. In fact, one mother has already contacted Wigan & Leigh Homes about her severely autistic 17-year-old son, saying, “Will I now have to have him in the home permanently?” She had scratches all down her arms where he had attacked her.

Does my hon. Friend recognise the case of a 19-year-old with serious mental health problems and autism, who was talked down from a bridge in St Helens, where he was threatening to commit suicide? He was awaiting a mental health bed. The only bed offered to him was in France or Germany. I have written to the Minister about this case and am waiting for a response. What comfort can be given to that young man and his parents?

I agree with my hon. Friend: there is cold comfort in many constituencies for parents caring for young people with severe autism and mental health disabilities. They are finding their choices on the best place for their sons and daughters becoming limited.

I return to the price that will be paid by people who are homeless or fleeing domestic violence. There will be an immediate impact on some 35 units of dispersed accommodation, which, by their nature, are short-term and for single people, saving them from going into hostels, which are not always the appropriate environment. For example, a young man came to see me whose parents had thrown him out when they found out he was gay. They had also emptied his bank account. All I could find for him was the local Salvation Army hostel, which was not a safe place for him at that time.

A further 100 units of homelessness accommodation, ranging from hostels to young mum and baby units, are threatened. Perhaps I can mention just one of the units I visited. It is a self-contained flat in a block where young mums aged between 16 and 25 and their babies are supported, for a maximum of two years, to live independent lives. They learn from staff and from each other in a safe environment. They then leave with the confidence and skills to live in the community, and be excellent role models, providers and parents for their children. How can we threaten that type of service? What will be the cost, both human and financial?

Women’s refuges provide a safe haven for those who have suffered emotional and physical abuse. They also provide activities to improve their life and family skills. The Government’s solution to this is discretionary housing payments! That is not a solution. It is an excuse to continue with an ill-thought-out policy. No housing provider can build a business model and forecast finances with any degree of accuracy when their client base has to rely on cash-limited payments that are not guaranteed, but payable after all aspects are considered—that is, at discretion. How will we assist vulnerable people to apply for these payments? What will that cost? How many people will be deterred from living independently?

The policy has not been thought through. I welcome the announcement that there will be a review. As it stands, it will affect the most vulnerable and their families, those charged with making sure the best quality of life is available for all, the old, the ill and those at risk—in fact, anyone who is vulnerable at any stage of their life. It will end with increased costs and burdens on other services, for example the NHS. I urge the Minister to listen and to provide the clarity that is needed soon, and not to rely on discretionary payments, so that my constituents and others across the country can have a home that best suits their needs.

I am grateful to the hon. Lady for making the kernel of the argument for why a cap on housing benefit is important. The absence of a cap—of any control on housing benefit—has been the fuel to the fire of those who have sought to ramp up rents. A bottomless purse—a pit that always delivers the funding—provides the dynamic for higher rents. We believe that a cap will act as a brake on this runaway train.

Whenever a welfare reform is proposed, the default position of many Opposition Members is to say no. It is their eternal cry, the golden thread running through their political approach. As we have heard from my hon. Friends, Labour has not supported a single welfare reform. It has learned no lessons from last May’s general election.

These schemes have demonstrated clear success in providing a better quality of life for residents and delivering better social care and health outcomes. Failure to provide these schemes in the future will put greater pressures on health and social care services, as housing providers will not be able to deliver good quality independent living places. I beg to move,

That this House has considered the effect of the roll-out of universal credit in the North West.

It is a pleasure to serve under your chairmanship, Mr Nuttall. This is the first Westminster Hall debate that I have secured, and I will endeavour to observe the correct procedure. I am pleased to have secured this debate on such a critical subject for my constituents in St Helens South and Whiston and for people across north-west England.

I am sure that no hon. Member would disagree that the recent debate on changes to tax credits has been one of the most important in this Session. Following pressure from Members on both sides of the Commons, the Lords and the public at large asked the Government to think again. The Chancellor announced in the autumn statement that planned changes to tax credits had been scrapped, saying:

“I have listened to the concerns. I hear and understand them. Because I have been able to announce today an improvement in the public finances, the simplest thing to do is not to phase these changes in, but to avoid them altogether. Tax credits are being phased out anyway as we introduce universal credit.”—[Official Report, 25 November 2015; Vol. 602, c. 1360.]

However, for many people in the north-west of England the change to universal credit is a reality. The huge changes to our social security system have been trialled with people in the north-west.

Simply because of where they happen to live, many people in my constituency and neighbouring constituencies face dramatic drops in income from April 2016. For 77,378 people in the north-west, or 53% of the 155,000 currently in receipt of universal credit, this is a deeply worrying time. Some 51,000 of those people are in employment, and any of them experiencing changes that warrant a fresh application are seriously concerned. That issue of reduced work allowance is at the forefront of the minds of my constituents and the constituents of many other Members. I urge the Minister to take that away and think again.

The Office for Budget Responsibility expects the universal credit case load to be 330,000 in 2016-17, and many of those claimants will be in the north-west as those who get into work go on to universal credit. If families move from tax credits as part of their managed migration, they will be eligible for transitional protection until such time as their universal credit award catches up or the family experiences significant change to their circumstances. Transitional protection will apply only to families moved over through managed migration. Details on transitional protection have not yet been announced, and I ask for transitional protection to be put on a legal footing.

We know from the House of Commons Library that there will be no transitional protection for lone parents aged 25 or over with two children and no housing costs who are working full time—35 hours a week—on the minimum wage in 2015-16 or on the Government’s national living wage in 2016-17. Such a family will lose £2,384 in 2016-17. The same family with the housing element of universal credit will lose £309, and a disabled family with no housing costs will lose £3,000. Many families will face drops in income of between £2,000 and £3,000. That is the effect of these cuts on those whose circumstances have changed and warrant a fresh application.

Does my hon. Friend agree that, with cuts to universal credit already being planned, there will be greater demand for transitional funding when current tax credit claimants are migrated on to universal credit?

Yes, there will. How can it be right that anyone should be subject to a great injustice based on a postcode lottery determined by arbitrary decisions and the serial failings of the Department for Work and Pensions in delivering the programmes thus far? We have all heard the arguments on tax credits, and Members on both sides of the House were in agreement. Surely the change of terminology to universal credit from tax credit does not justify or warrant these cuts. It is simply indefensible that some people should be cast aside in this incompetent administrative experiment.

We have experienced other issues during the roll-out of universal credit. It would be unreasonable to assume that such a large scheme could be implemented without hiccups and a certain level of teething problems. The Government were forced to slow down the roll-out of the programme dramatically compared with their original aim. The OBR forecast in March 2013 that there would be 6.1 million claimants, but it is now expected that 330,000 people will receive universal credit during 2016-17. However, the problems that we have experienced in the north-west go well beyond what could be put down to normal problems that can be ironed out as the system beds in.

A range of administrative issues have had a terrible impact on people in receipt of universal credit. Many of the issues were highlighted in a report by Citizens Advice published in the summer of 2015. That report, “Waiting for Credit,” was drawn from 16 citizens advice bureaux, the majority of them in the north-west, including St Helens CAB. It detailed a range of issues faced by people claiming universal credit and by those trying to access it. For instance, universal credit is paid monthly in arrears. Following a new claim, the aim is for the claimant to be paid within five weeks—that is a total of nine weeks. The time lag causes claimants huge short-term financial difficulties, even when that aim is adhered to. However, the report found that 30% of claimants had to wait even longer.

I am grateful to the hon. Lady for securing this important debate. She mentioned that people are paid monthly in arrears. Does that not apply to everybody who works for a living and pays taxes, which is what ultimately pays for the welfare?

It can take five weeks for people on universal credit to be paid—that is the Government’s aim. If the hon. Gentleman listened to my point, he would know that the report found that 30% of claimants had to wait even longer than the nine-week total. Those people suffer from income deprivation, which is why they are eligible for universal credit and why they are different from those in normal, well-paid work.

The report found that many claimants faced continuing difficulties in getting the right amount, even when their claim had been processed. Basic administrative problems, such as being asked repeatedly for the same documentary evidence, were cited.

The hon. Lady talks about administrative problems, but was not the key problem when we had a Labour Government that many people were left languishing on welfare and given no help at all to find work, some for as long as 10 years? Is that not the key difference from what we now have under this Government? Hundreds of thousands of people are now being supported into work. Is that not better for them, their families and their communities, and for the income that their households earn?

No, I do not agree. People knew what was coming and knew that the funds were available. There are 155,000 people on universal credit now, and I am talking about the problems that they are experiencing now. For most people, not getting paid on time will cause at least some level of difficulty. For people on universal credit, not getting paid can be a catastrophe that makes it impossible to manage everyday living and responsibilities such as heating their home, eating, or clothing their children. Increased numbers of people are in rent arrears.

In my experience, there have been other cases of people facing great hardship through the incompetence of the programme so far. Basic work with different agencies has not taken place. For example, one of my constituents was previously in receipt of jobseeker’s allowance and was subsequently moved on to universal credit. Upon going to the dentist he required treatment, which was free under the NHS. When he was filling in the usual form, he was advised to tick the box marked “income-based jobseeker’s allowance”, as there was no box for universal credit. Subsequently, he was billed and pursued by the NHS Business Services Authority and threatened with county court action for a false declaration. If that is the level of co-operation between different agencies at this stage, what hope is there for the future?

I must highlight the DWP’s use of sanctions in the case of universal credit. It has thus far been largely concentrated on those who are on jobseeker’s allowance or employment and support allowance. We have all heard of the cases of people who have had their benefits stopped, often for absurdly spurious reasons such as selling poppies or not searching hard enough for jobs on Christmas day—that is true. We have come across many tragic cases of constituents who are literally starving and unable to turn on their heating because they have no money. Sanctions are sometimes imposed for the crime of arriving only a few minutes late for a jobcentre appointment following a hospital appointment.

There is no confidence in the current sanctions regime. It is both incompetent and brutal. There needs to be a full and independent review to restore some kind of confidence in the whole system. It is therefore completely irresponsible to expand the use of sanctions under universal credit to claimants in work.

Conditionality of benefits is being trialled for some of the in-work elements of universal credit. The New Policy Institute published a report into sanctions last year, which said:

“The expansion of conditionality under Universal Credit could see a substantial increase in sanctions: if sanctioning occurred at the same rate as for JSA claimants, then the number could almost double, with an additional 600,000 sanctions.”

It is surely inconceivable that people in work could be left in such a situation because of a Government policy that is supposed to support them for doing the right thing, but that is what will happen unless the Government think again.

To say the least, there has not been a smooth transition to universal credit for people in the north-west region. I do not have enough time to outline the range of problems that we have faced as a result of being the guinea-pig region for the Secretary of State for Work and Pensions.

Does the hon. Lady not agree that behind the roll-out of universal credit is the desire to help working families, to get people back into work and to fulfil the aspirations that people have for their lives and their families, and that it would be much better for us to support that aspiration, support universal credit and iron out all the operational difficulties that she has highlighted?

Universal credit was supposed to simplify the benefits system and increase incentives to work. It has not simplified the benefits system. People have to wait longer, and very often the assessments that they receive are wrong. How does it incentivise people to work if they are subjected to cuts that they would not have been subjected to previously? We have experienced neither benefits being simplified nor incentives to work being increased.

The cuts to the work allowance will destroy the basis of the new system and any incentive or encouragement to work. The Minister said that no one would lose a penny, but now the Government are saying that people should work for three to four hours more a week—200 hours more a year—to be no better off. How does anyone find three to four hours more a week for an adviser to help them when they are in full-time employment anyway?

This change will hit the people who most need help. I urge the Government to stop, think and implement something that will work. They should think again before pursuing these devastating cuts, and, importantly, they should put transitional protection on a legal footing. Until someone’s earnings reach the universal credit work allowance scheme limit, their transitional protection should be put on a legal basis. That is what I ask for.

I am deeply disappointed that the Employment Minister has not taken the debate seriously. Does she not accept that the language used by the Chancellor and indeed the Prime Minister is unacceptable? The trouble is, their words are at odds with the outcomes of the Government’s policies experienced by people in this country. She has not accepted that significant changes will remove people from the transitional protection arrangements. She should look at the Library briefing.

I ask the Minister to stop and think again. I ask her not to implement the cuts to work allowances. She should examine and address the real problems experienced out there in the pilot areas, as outlined so eloquently today.

The cuts in the work allowances remove the incentive to work. Transitional protection is not secure, because it is removed if one person leaves the household. There is more inequality and the dividing line is widening. The experience of people in our communities is worsening. There are examples of that in the report commissioned by the Minister’s Government, produced just a couple of weeks ago. She should read that report.

I ask the Minister to take seriously what is being experienced out there in the community and not to make the mess even worse. We are trying to help to improve roll-out across the country. She must examine and address the inequality and outcomes in the pilot areas before that. She should stop and address the problems, and not cut work allowances. Otherwise, there will surely be an outcry right across the country.

I wish you and everyone in the House a very happy new year, Madam Deputy Speaker. Unfortunately, it will not be a very happy new year for many people out there on universal credit.

I am very proud of where I come from in the north-west—the St Helens and Knowsley constituencies. We were at the very centre of the powerhouse during the industrial revolution, but sadly we have lived through deindustrialisation. We have struggled to provide new jobs for our constituents, who received good pay in manufacturing. Unfortunately, most jobs are now in services. Many are insecure, involving zero-hours contracts and agency and part-time work, and those that are secure provide very low pay.

The people in my constituency want to work. They are hard workers. They want to be respected, and they want the dignity of providing a home for their families, clothing them and putting food on the table; but they struggle. Many of them go to food banks, and that is not right; it is unfair.

If the Department for Work and Pensions were part of local government, someone’s feet would not touch the ground. For the Department not to carry out an assessment of the impact of taking billions of pounds in benefit away from the poorest people is totally unacceptable. No one would get away with it in local government, but this is central Government, and there has been no impact assessment. Did the Secretary of State not want one? He repeatedly insisted that people would not be worse off under universal credit because of the “into work” benefit changes that were announced in the summer Budget, but now the Government have admitted that that is not the case.

At the beginning, universal credit was sold on the basis that it would encourage people into work. Some went along with that, thinking that perhaps it was right, but they were warned by all the IT experts that it simply was not practical to expect the roll-out to take place in the existing timeframe, and it has repeatedly been delayed. Unfortunately, however, my constituency has had its roll-out. We are on universal credit at the moment—not all of us, but the latest assessment is that there are 1,586 families on universal credit. [Interruption.] That was the estimate in November 2015 and it came from the House of Commons Library. I am sorry but I would rather take the Library’s word than the Government’s. If you have a problem, go and sort it. Of those 1,586 claimants in November 2015, 510 were in work; 510 will be affected. The facts are from the House of Commons Library. They have not been proven wrong to me as yet. Lone parents—adults who are not disabled—will lose £2,400 in net income in April next year. A single person or a couple, where one or more are disabled, will lose £2,000 in April this year. A single mother of two working full time on the minimum wage will lose £2,400.

Too many of the jobs in my constituency are low-paid and insecure. We have many agency workers and the Government have done nothing about agency working. Agency workers turn up for work, they are sent home from work. They could have a week’s work now, a week’s work in a fortnight or work for three months. One agency even offered two week’s work for free for the employer, after which they would guarantee that person an interview for a permanent job—for 12 months. Not many of them got a permanent job. We had people who were told they if they worked at Tata and Jaguar through the agency for 12 months they would get full-time jobs. But it did not happen; they finished just a few weeks before. Seven weeks later, some of them were called back for three weeks. That is what is going on in the real world out there where I live.

The reason benefits have gone up is that the Government of the day’s economic strategy has failed miserably. Do not talk to me about debt in this country, because that has a lot to do with it. We paid off more debt than any Government on record. What is more, we got up to 1% of GDP and we paid £38 billion of the debt. We had to borrow money to save the banks and working-class people’s savings. So do not talk to me about that. We are only up to 0.4% of GDP now. Benefits have soared because you have not produced the jobs that you said would be produced—

Will the Minister tell us whether the Government are appealing against the decision on publishing the data, what costs have been incurred and why the Secretary of State did not make the House of Commons aware of the appeal in the first instance, instead of stating that the figures were not being collated?

I extend my congratulations to the hon. Member for North Warwickshire (Craig Tracey) and my hon. Friend the Member for Bradford South (Judith Cummins) on their excellent maiden speeches today.

I am grateful to the people of St Helens South and Whiston for the faith they have placed in me to represent them here in this great Chamber. St Helens South and Whiston has a proud economic heritage and is at the heart of British industry and innovation. It is therefore only right that we continue to build on innovation and provide more and better jobs for our residents. This is a key element of my maiden speech.

First, I pay tribute to my immediate predecessor, Shaun Woodward, who had a distinguished ministerial and parliamentary career. I pay tribute in particular to his work in Northern Ireland and his support in securing the construction of the new St Helens South and Whiston hospital and the demise of the workhouse that was our hospital. I wish Shaun every happiness and success.

I would like to express my sincere appreciation for the genuine support given to new Members by the Commons staff. They are simply wonderful people and a credit to Westminster.

My constituency gave the world household names such as Pilkington and Beechams, as well as being home to the first railway trials, at Rainhill, when Stephenson’s Rocket became famous the world over. It is a constituency that quite literally enabled Britain to become the industrial powerhouse of the world. Britain would not be what it is today if it was not for the coalmines of Bold, Clock Face, Cronton and Sutton Manor. Over 30,000 people were once employed in my constituency in the great British industries of coal, manufacturing and pharmaceuticals, all of which revolutionised the world. Sadly, these jobs are gone, replaced too often by low-paid, short-term, part-time and insecure agency employment. I have seen nothing that the Government have done to help to eradicate that. We have 8,600 children in working families that are receiving either child tax credits or child and working tax credits. I am deeply concerned about the impact of yesterday’s Budget on those families.

However, today I want to talk about how my constituency can once again make Britain great and how it can be at the leading edge of innovation and creativity. Just last year, NGF Europe, based in my constituency, won the Queen’s award for innovation. Although I worked in the glass industry for 37 years, I will not pretend to know exactly what a small filament diameter glass cord actually does. But what I can say is how proud I am that they are made by skilled workers employed by NGF Europe, continuing our great glass-making tradition.

My constituency sits at the heart of the much talked about northern powerhouse—it was previously the northern way—as a generator of wealth and jobs. We aim to be a centre for logistics in St Helens and Whiston—a centre with connectivity and a place where industry and manufacturing can grow once again. The development of advanced manufacturing is our goal, leading to good, well paid jobs, high-level skills development, work experience and qualifications.

As hon. Members can tell, my constituency has always been at the heart of industrial change, and its heart has suffered from that change. Losing so many jobs from our economy crippled many families and tore not only the heart but the soul from their lives. My constituents literally lived through industrialisation and de-industrialisation. My hope is that they will live through further advanced manufacturing and industrialisation.

In 2008, the global financial crisis, caused by Lehman Brothers, had a devastating impact on my constituency. Quite simply, our plans were put off track. The Government of the day had to borrow to save our banks and, perhaps even more importantly, the savings of ordinary working-class people. But that was by the same Chancellor who paid off more debt than any previous Government on record. I am proud of that Chancellor.

The result of change has been the creation of a resilient people, often innovative in their own way and willing to try something new—proud people, with values underpinned by trade unionism; people who are warm and caring, with a great sense of humour. We have over 13,000 unpaid carers and over 400 recorded young carers—that is, children caring for their parents. It is estimated that there are 2,000 unrecorded young carers. As hon. Members will see, we are a strong community, compassionate and caring. We help each other. Above all else, my community has a strong heart—a resilient heart. That is why I want to see economic development that repairs the wounds of the past and gives each and every person an opportunity to shine—an opportunity to embrace new industries so that they can thrive.

In trying to grow our economy, we have great support. Our businesses are supported by a remarkable chamber of commerce—one of the largest in the country and twice awarded British chamber of the year. It is nationally recognised for its passionate approach to tackling the skills agenda for both employed and unemployed young people and for supporting business start-ups. We are also supported by a local enterprise partnership that is focused on business growth and ensuring fairness and equity in the jobs market. We connect industry, colleges and universities to nurture innovation and advanced manufacturing. My constituency shares its values with the rest of Liverpool city region, in that it is outward looking and strongly committed to helping our young people and graduates into work.

A strong economy goes hand in hand with a strong society, and we have an excellent voluntary sector. I pay tribute to the 93 voluntary organisations and the army of volunteers. We are proud of the many volunteers who support our Willowbrook hospice, awarded the Queen’s award for volunteering. We are proud of and thankful for all the support and volunteering given to our food banks to ensure that our families do not go hungry. We are very proud of St Helens and Whiston’s new state-of-the-art hospitals, a major NHS employer that provides the highest standards of medical care and just last month was recognised for providing the best patient experience in the UK.

We have St Helens—Saints—the internationally recognised rugby league team, twice former World Club champions and current Super League holders, now at Langtree Park, our world-class new stadium, and also providing good employment opportunities. Indeed, Russell Crowe, the star of “Gladiator” and “Les Misérables”, chose to come to Langtree Park rather than appearing at the Oscars this year.

We will continue to look forward to the economic challenges, building on the strength of our excellent manufacturing base. We will continue to champion skills, transport and business growth at every opportunity. We will continue to afford all the people of my constituency the dignity of work that is respected and rewarded with fair and just conditions and pay. My constituency already plays a leading role in manufacturing and in exporting goods to Europe and the rest of the world. We are willing and able to play an even bigger role in championing the growth of advanced manufacturing and exports of the future.

My constituents and I believe that Government should encourage and support such economic growth by investing in infrastructure and incentivising the private sector to invest to do what Britain is best at—innovating, producing, and exporting—thereby reducing the trade deficit and increasing revenues so that all people may benefit. This is my focus and my firm intent during this Parliament. I will not let my constituents be let down. I will ensure that my voice is heard and that my constituents get a fair, just hearing in this great Chamber.

I thank my hon. Friend for highlighting such excellent local initiatives. In my earlier answers I stressed how important that is. Last year we saw an increase of 238,000 disabled people in work. The employment rate is now 46.3%—up 2.1% from last year—and our Disability Confident campaign will continue to share best practice and signpost further help for local businesses.

Following the shameful failure of the Front-Bench team once again to answer a question today, may I ask again why the Government are refusing to publish—even though the Information Commissioner has instructed them to do so—the up-to-date statistics relating to the number of people who have died, having been found fit for work at their face-to-face assessment?

I find it absurd that Opposition Members deliberately try to misrepresent what happens under such schemes. I remind the hon. Lady that it was her Government who introduced the employment support allowance and the work capability assessment, and at no stage did they say that that led to people committing suicide. People in that situation are often in a very delicate and difficult position, and I find it disgraceful that she is going round making such allegations.
