Commons ChamberI thank the hon. Lady for her maiden question. It is a little ill-informed. If the schools in Somerton and Frome are identified, she will have a “Dear colleague” letter; I will just check that has happened, because I know she is new to the House. If the schools are suspected, as long as her local authorities or multi-academy trusts have responded, we will be coming to do the surveys as soon as possible and then we will have mitigation actions in place to make sure that there is minimum disruption to children in Somerton and Frome.
To reassure Erewash residents, will my right hon. Friend reconfirm her commitment to the school rebuilding programme, specifically the two recently approved projects at Kirk Hallam Community Academy and Saint John Houghton Catholic Voluntary Academy in my constituency, and can she reassure me that the timetable for those rebuilds will be unaffected by the need to carry out repairs to school buildings found to contain RAAC?
I think I had probably better get the names of the schools and check the details, but I believe that they will still be going ahead if they have already been approved. If my hon. Friend can give me the details, I will make sure I get an answer to her quickly.

Commons ChamberAs the hon. Lady will know, we already have breakfast clubs in a number of schools across the country, which are targeted at where they are most needed. Our approach to such issues is to do exactly that: to look for vulnerabilities and the areas that require assistance and then to target funding accordingly. At the start of our hopefully long relationship across the Dispatch Box, I hope that as well as doing her job of challenging the Government to do ever better, she will recognise some of the significant achievements in education over the last decade, not least the fact that 87% of our schools are now good or outstanding and that we stand at our highest ever level in the international league tables for literacy.
I do sympathise with Brackenfield School’s predicament. Supporting children and young people with SEND to live fulfilling lives is of paramount importance. The local authority is responsible for deciding on the age range at a maintained school, but I share my hon. Friend’s concerns, and I will investigate what is going on.

Commons ChamberI have spoken to quite a number of colleagues about the really valuable work the opportunity areas are doing and the impact—the very positive impact—they are having on the communities in which they are operating. We are looking at how we can develop that in the future.
Will my right hon. Friend reassure the House that as well as ensuring our great universities—such as Derby and Nottingham near my constituency—can continue to educate overseas students from the EU, he is working towards reciprocal agreements so that young people in my constituency of Erewash can continue to study in EU countries?
We are having such discussions with European member states, and we are making very good progress on this. It is very important that we ensure the United Kingdom remains a destination that EU students want to come to study in, and we have big ambitions to ensure we continue to deliver on that, but also that our students from our constituencies have the opportunity to study abroad.

Commons ChamberI would like to take the Chamber on a tour around some of the schools in my constituency. It will be a very positive tour, as I have some great schools in my constituency with some great education being delivered in them. I apologise in advance to those schools that I do not mention tonight, but that does not mean to say that they are any different from the ones I am going to talk about.
I shall start in Long Eaton, at Wilsthorpe School, where last September the students were able to walk through the doors of a newly rebuilt school, which was absolutely fantastic. I was delighted to take the Secretary of State there to do the official opening. The students now seem to walk around the school with a spring in their step and really enjoy their new environment.
Still in Long Eaton, last week I was delighted to host eight students from Long Eaton School. They attend the enhanced resource centre there, which supports students with a diagnosis of autistic spectrum disorder. All eight students were a true credit to the school and a delight to be with. They came to London because they are learning about transport, so they walked from their school to the train station in Long Eaton and got a train to London. They then got on the tube and had that experience. They came to Parliament and then did some walking sightseeing, going to Buckingham Palace and Trafalgar Square before getting a bus back to the station to go back home. I know, just from the first part of their day, that the rest of the day will have been fantastic for them.
I was also delighted to host the Minister for School Standards at Cotmanhay Junior School in Ilkeston, in one of my most deprived wards. We went to the school on the same day as an unannounced Ofsted visit, which was probably not the best time, but I am delighted to report that the school has been rated as good, so the visit from the Minister and me did not affect that. The Minister described the school as a happy school, and I went back a few weeks later to the infant school at Cotmanhay to find that it is just as happy.
Not far from Cotmanhay Junior School is Chaucer Junior School, where the pupils share my passion for gardening. I pay credit to Kerry Wheatley, who has run the school’s gardening club for 17 years, and I am sure that the pupils will be busy harvesting their vegetables and fruits as we speak. The school has entered the Keep Britain Tidy competition and was a regional winner last year, and the pupils just love litter picking. They understand the importance of not dropping litter and the cost to the taxpayer of picking it up.
Going back to Long Eaton, Dovedale Primary School took part in Long Eaton’s carnival just a couple of Saturdays ago. The fancy dress was inspired by “101 Dalmatians”, but there were so many of them that it seemed more like 1,001 Dalmatians, with students, teachers and parents taking part. Everyone really enjoyed the day, and the school won the walking parade competition.
Moving on to Sandiacre, I had the pleasure of going along to the opening of an astroturf pitch a couple of weeks ago at Friesland School. The pitch is not just for the school but for the whole community, and it is now a community asset. A tremendous amount of fundraising was done by the school, by the Football Association and by the community as a whole, and I was pleased to learn that funding was also secured from the sugary drinks levy. While on the subject of school sports, I have a question for the Minister about the school sports premium. It has been a real positive for many primary schools across Erewash, but several schools have shared their concerns about the provision of the funding and their fear that it is about to cease, so will the Minister clarify the situation when he responds?
Schools do a lot to improve not just their facilities but the whole teaching environment, and they often think outside the box. Historically, Derbyshire is recognised as an area of below average funding, but the situation is improving. I hope that the schools I have highlighted on my whistle-stop tour demonstrate that this is not just about the amount of funding that a school receives, but about how that money is spent. This is about the dedication of our teachers and teaching assistants and the involvement of parents and volunteers. This is about everyone working together to ensure that our children, who are the future of our country, get a great start in life and a great education.

Commons ChamberI acknowledge what the hon. Gentleman says about the increased strains on high needs budgets. As the Minister for School Standards, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), said earlier, high needs spending has gone up, from £5 billion to £6.3 billion, and at the end of last year we put in place a package to ease the immediate strains on local authority high needs budgets. I recognise, however, that more needs to be done. For example, we need to look at how the reforms are working and at the role of educational psychologists and to make sure that where it is right for children they can be educated in a mainstream school.

Commons ChamberI congratulate the hon. Member for Bolton West (Chris Green); I was not aware of that, but I am now, and I thank him for what he has done.
Although I welcome the focus on phonics, recent research suggests that that method of teaching is less effective for children who have a specific learning disability, such as dyslexia. Will my right hon. Friend reassure me that resources will be allocated to provide teachers with the specialist training needed to support those pupils who find it hard to learn using phonics? Will he ensure that this research is taken into account when assessing the literacy levels of dyslexic children?
My hon. Friend is right; quality teaching with a differentiated approach ensures that pupils with special educational needs and disabilities, including dyslexia, develop key skills, such as spelling. We are funding the Whole School SEND Consortium, in order to bring together practitioners and networks, so that they can build a community of practice, identify school SEND improvements, and exchange knowledge and expertise.

Commons ChamberAlthough I often agree with my right hon. Friend, I disagree entirely with his description of the apprenticeship levy as a clunking fist. It is what has driven all the improvements and is part of the reason we have the £2.5 billion available. I am very aware of the issues in the film industry. I have had several meetings with people from the industry and we are working with it to make sure that where people are working on a contract, or are not on a permanent contract, apprenticeships may be available.
Social mobility is a top priority right across the Department, from the early years at school to supporting disadvantaged students into university and improving technical education.
I thank the Secretary of State for that answer. However, as the party of aspiration, what more are our Government doing to help our young people achieve their dreams? Specifically, what are we doing through the secondary school system, which is formative in developing their future roles?
I thank my hon. Friend for that. Of course, the attainment gap has narrowed by 10% at secondary school, but she is right to say that we need constantly to be thinking about aspiration, which is why our careers strategy and the work of the Careers & Enterprise Company are so important.

Commons ChamberThe hon. Gentleman should know that since 2010, we have created 825,000 school places and are on track to have 1 million new school places. As my right hon. Friend the Secretary of State said, that is the biggest school expansion programme for at least two generations. That is in sharp contrast with what happened between 2004 and 2010 under the last Labour Government, which cut 100,000 school places from our system.
Students and teachers at Wilsthorpe Community School in Long Eaton have begun the new academic year in a new £16 million school building, funded by the Department. Does my right hon. Friend agree that that demonstrates the Government’s commitment to improving school facilities for all, and will he join me on a visit to the school in the near future?
My hon. Friend is right to identify what is going on. My right hon. Friend the Minister for School Standards has just talked about the £23 billion of expansion and improvement capital that we have over the five-year period. We are committed to ensuring that we have the right number of places but also the right quality of places. She is right to highlight that point.

Commons ChamberIt is a pleasure to follow the hon. Member for Birmingham, Edgbaston (Preet Kaur Gill), although it will come as no surprise that I really do not agree with her analysis of the situation. There is perhaps no more important issue that we consider on the Floor of the House than the future of our children. I therefore commend the Government’s efforts to reform the schools funding formula to ensure that we have an education system that is funded fairly across the board.
When I contributed to the Opposition day debate on schools funding in April, I, like other colleagues, took the opportunity to challenge the accuracy of the funding figures published by the School Cuts coalition and warned that Labour was using those figures to mislead the public, including parents in Erewash. Since that debate, the union-backed group has been forced into an embarrassing retreat, admitting that it had failed to factor the £450 million central school services block funding into its calculations for 2018-19. That funding means that school funding per pupil will be protected in real terms, and that it will be 50% higher by 2020 than it was in the year 2000.
Specifically in Erewash, the new funding formula will mean that schools will receive an average increase of 5%—an increase in spending of £2.6 million. This rights the historic injustices of the postcode lottery and will enable schools to plan their spending more effectively and efficiently. However, this is just one side of the coin. As I have previously said in the Chamber, we must look beyond the balance sheet to what our schools and their inspirational teams of teaching professionals and volunteers are achieving with their resources in order to give our children the very best start in life.
One of the privileges that we share as Members of Parliament is visiting schools across our constituencies and seeing for ourselves the variety of activities taking place and the opportunities they offer to our young people. Just yesterday I was at St John Houghton Catholic Voluntary Academy, where I spoke to members of the Erewash Youth Forum. The forum is made up of students from Friesland School—which has recently become an academy—Ilkeston Academy, Long Eaton School, Wilsthorpe Community School, Kirk Hallam Academy and the host school. The students asked some tough questions, and I dare say that a few of them may be challenging for my job in the not too distant future. It was great to see their enthusiasm and their understanding of the complex issues that affect society, both at their age group and as a whole.
Chaucer Junior School, which visited Parliament again last month, is another outstanding school. It is really community-minded, adopting the flower containers at our new Ilkeston station and carrying out numerous litter picks inspired by the “Clean for the Queen” campaign. Just a few weeks ago, students took part in the “Keep Britain Tidy” campaign organised by the Daily Mail, and I am so pleased for them because they won and will now be visiting the National Sea Life Centre in Birmingham in September.
In summary, I am proud to be part of a governing party that is delivering the economic stability needed to provide a good level of funding for our schools and of a Government who have rightly recognised, through the introduction of initiatives such as T-levels and the renewed investment in apprenticeships, that someone does not have to be academic to achieve in life. The task of educating our next generation is vital. While we may disagree in this place about the strategy to best achieve that, what unites us is our admiration for the people who do this work on behalf of society. Not everyone can teach, but for those who do, it is not just a job, but a vocation.

Commons ChamberI am grateful for the opportunity to speak in this debate, because Conservative Members have a duty to put the record right on some of the statements that Opposition Members are making. They continue to peddle myths day after day in the Chamber. Today, I feel as if I am in a parallel universe to the one those Opposition Members are in. I ask myself: why would the Opposition promote these many myths in the way they do? What is their reason for doing this? I do hope they are not doing it knowingly, misleading the public to spread fear and distract from the reality of the situation. Unlike in the glory days of “Education, education, education”, the Labour party now has no plan. It is unable to present an alternative vision for education in this country and unable effectively to cost the pledges it does make without burdening our children and our children’s children with huge amounts of debt.
Let us examine the facts. The proposed new funding formula, which will right the historical wrong of the schools funding postcode lottery, will mean that schools in Erewash will receive an increase of 5%—that means £2.6 million more to spend on education in my constituency. That is not a cut. As we speak, the new multimillion-pound Wilsthorpe Community School is nearing the end of its construction phase, in preparation for opening its doors to students from Long Eaton and the surrounding area in September. This is a great example of real investment by this Government, through the Education and Skills Funding Agency, to update a school that had previously been neglected by Labour.
I am still getting used to this place, Madam Deputy Speaker. I apologise. The hon. Lady made the point that there is more funding going into the system, and I recognise that—it is true—but does she also accept that there are more children in schools, so that money is being spread more thinly?
I thank the hon. Lady for that intervention, but once again, I think that the myths have been spread and spread. If we look at it historically, in Erewash during all the 13 years of Labour government, schools were underfunded completely. Thankfully, this Government are correcting the wrong that was in place for so many years.
Like many other public services, schools are much more than the building or the money we spend on them. As others have mentioned, those who go into education often talk about a vocation—a calling in life—and in Erewash we have some extraordinary examples of teachers and teaching assistants who go above and beyond to give our children the very best start in life.
One example is Chaucer Junior School, whose pupils can often be found gardening or litter picking. I joined them to pick litter, and it taught them a lesson about how important it is not to drop litter, so it is an educational activity as well. They also visit places such as Parliament, which adds real value to their education. That is down not to the funding the school receives but the hard work and dedication of the staff who are willing to organise and facilitate those activities. I can cite example after example from my constituency, including English Martyrs in Long Eaton, which was visited a couple of years ago by the Minister for School Standards, who is on the Front Bench and who tested their maths when he visited. That school regularly gets to the final of the green school awards, which means they can come down to London, go to London Zoo and be part of the bigger picture that schools and education provide.
Sadly, the story in Erewash is not all a bed of roses and students are suffering, not because of funding cuts but because of teaching time lost by politically motivated strike action. Like its colleagues in Labour and Momentum, the NASUWT has been prepared to weaponise teachers in opposition to academisation, despite it being in the best interests of students and, I remind the House, a policy that began under Labour.
Last month, the Opposition were forced to retreat over the issue of free school meals, not just by the Government but by the team at Channel 4. Indeed, even the Labour candidate in Erewash embarrassed herself in our local press by jumping the gun, blindly following the party line rather than checking local facts, and was rightly exposed for it. In a similar vein, the Opposition are pursuing today’s debate with the same misguided intent, rather than using it as a constructive way of proposing policy.
Having spoken before this debate to those in my office about their own time in school, with their experience spanning time from Wilson to Cameron, I found that they can all recall the charitable element historically embraced by our education system to support the formal budget set by Government. The parent teacher association raffle, the summer fair, the Christmas pantomime and the sponsored walk while dressed as a hippo—I have yet to find out who wore the hippo outfit—helped to pay for things as wide-ranging as a minibus and basic extra equipment. There is nothing new about people contributing to school budgets rather than relying on what the Government provide.
We must ask ourselves what makes a school. I would argue this is about more than just the funding that the Government provide. I agree with the hon. Member for Ashton-under-Lyne (Angela Rayner) on one point: she said that it is not just about money. Yes, we would all like more money, but it is clear that in Erewash there are no cuts, despite what the Opposition would like the public to believe. Instead, we have both an increase in funding and significant investment in new school buildings.

In Erewash, at the core, we have an inspirational team of teaching professionals who manage their schools creatively within budget and, more importantly, look beyond the balance sheet, choosing instead to focus on the vital job of educating our next generation.
