It is a pleasure to serve under your chairmanship this afternoon, Mr Stringer. I congratulate the hon. Member for Oxford West and Abingdon (Layla Moran) on securing this vital debate. The speed at which Members are speaking this afternoon and the interest shows that we could have spoken for at least three hours and still had more time and more interest. If it was not for what was going on in the other Chamber, even more colleagues would be here with us this afternoon.
There is much that I could reflect upon, but I particularly want to reflect on the Government’s Green Paper—their strategy, and their actual plan for young people’s mental health between now and 2030. The Green Paper was called “Transforming children and young people’s mental health provision”. That is the key intervention in which the Government set out their plans. It is important that we consider it in the context of this afternoon’s debate.
I agree with the hon. Member for Oxford West and Abingdon when she says that—let us not mince our words—we see a mental health crisis in our young people. I do not use those words lightly. We have only to reflect on the prevalence study that came out the other week, a repetition of the study that tells us how many young people are affected by one or more mental health conditions. We saw in that repeat of the study—last done in 2004—that there has been a 28% increase in the number of children affected. We used to use the statistic one in 10, or three in every classroom. It is now one in eight children, which for me is a very serious consideration. The Government need to urgently reflect upon and revisit their Green Paper, which was predicated on data that is now 14 years old. We now have the results that give us a reason to see the Government come forward with revised plans. Unfortunately, I do not believe that it is good enough.
I am a member of the Health and Social Care Committee; together with the Education Committee we produced a report on the Green Paper. We heard from expert witnesses, students in schools, and teachers. Many points reflected on the Government’s plans and set out what was missing, and what needs to be addressed to make a real difference. There are many points that I could reflect on, but I want to focus my remarks on the most salient points. I urge Members, but particularly the Minister, to reflect on the joint Select Committee report, because it contains many recommendations. It is fair to say that we were disappointed by the Government’s response, which did not adequately respond to serious concerns raised by many people throughout the country.
When I reflect on the experience of young people in my constituency, I am aware that a previously exemplary service in which young people were seen within three weeks—from referral to assessment and then treatment—now has hundreds waiting 24 weeks just for an assessment. That is not good enough. A special educational needs teacher, who wrote to me previously, came to my constituency surgery on Friday and said that the threshold to get access to services is now even further out of reach, even for children under 11. There are children aged four who cannot get access to any services. That is not peculiar to Liverpool; it is replicated across the country. We had a 43% cut to our service, and not in just one year—it was repeated in the second year; that was the main service for young people. Thresholds for access to care are rising, and I reiterate the point that children have had to self-harm or attempt suicide to get in. That is not good enough.
Colleagues have touched on the issue of resources. It is not just about money, but let us be honest: some resources are needed to ensure that children are properly supported. Schools are an important place. I want to reiterate what I said when I asked the Minister a question in the Select Committee. It is an important point, and gets to the crux of the matter. My greatest concern about the Green Paper and the Government’s plans for now until 2030 is that they will only replace what has already been lost, because the Government have no idea—no assessment has been done—how many peer mentors, counsellors, educational psychologists, pastoral care workers and school nurses have been lost from the country’s schools. Those are just some of the roles—vital services—that schools that are passionate about students’ mental health no longer have the funds to invest in. Schools in my constituency had access to a service called Seedlings. It was pulled from all those schools. The only ones that could afford it were those that met a threshold of a certain number of children on free school meals, in relation to pupil premium. Those just below the threshold could no longer afford it.
Those cuts have combined with other cuts, not just in schools but in local authorities. They affect children’s centres, the educational psychologists previously funded by local authorities, Sure Start centres and youth centres—because it is not only what happens in school that is relevant, but what happens afterwards. Many young people would turn to youth workers as a trusted adult if their mental health was suffering. The combination of all those things is the toxic situation we are in. Young people are now seen only when they are in a crisis; the system is geared only to what we do then. We need proper early intervention and prevention, to keep young people well. Schools cannot be expected to do it all.
From the teachers’ representations that we heard in evidence, it was clear that they want to do everything possible to support students in the classroom, but many demands are made on them and the current academic system adds many pressures, not only for students but for teachers. A staggering 81% of teachers say that they have considered leaving teaching in the past year because of the pressures of their workload. The combination of those factors means that there is every reason to think it is not good enough to expect every school to have just one designated mental health lead—one teacher who is trained for two days—when the Government accept, in their own evaluation, that that arrangement has an opportunity cost, in taking those teachers away from other activities that they are expected to do in school.
The social media issue is something that the Government definitely need to address, but even if we removed all the challenges of social media we would not solve the problem because, judging by the evidence that we heard, there are so many other challenges, but particularly issues to do with the social determinants of health and poverty.
I shall draw my remarks to a close because other Members want to speak. We cannot expect our schools to do it all. Young people are really suffering; this is a crisis, with a 28% increase in the figures, even going by those that came out the other week. I urgently request that the Government look again at the Green Paper strategy, because it is simply not good enough.
My hon. Friend makes a crucial point, which I will come to when I talk about the mental health Green Paper. It is absolutely crucial that we are able to devote resources and expertise to intervening early, before a child’s mental health problem escalates into something requiring medical intervention.
What percentage of that £2 billion extra for mental health services will go to young people’s mental health services? To what extent will it replace—I asked this question before—services that have already been lost, not just from the NHS but from right across education in schools throughout the country?
I have already mentioned that £1.4 billion will be put into young people’s mental health services. I do not have the precise figure that the hon. Lady asks for, but I am happy to write to her with it. I suspect that it will not have been determined precisely at this point, but our plan is to increase that spending, and we can only get to that through careful marshalling of our economy, because our economy of course produces the wealth that enables us to provide such a level of funding.
In the debate, there was a reference to eating disorders. The Government are on track to meet, or are exceeding, waiting-time standards for eating disorder services and early intervention in psychosis.

Commons ChamberYesterday, a survey of teachers by the charity stem4 revealed that students are facing a mental health epidemic and are not receiving the support they need. What assessment has the Secretary of State made of the number of counsellors, educational psychologists, peer mentors and pastoral care staff that have been lost from our schools in recent years? What assurances will he give that the proposals in the “Transforming Children and Young People’s Mental Health Provision” Green Paper will bring about a genuine addition to the mental health workforce in our schools and not just replace what has already been lost?
This Government take mental health very seriously. Some 84% of secondary schools have a counsellor to help children deal with mental health issues and stress, and we have unveiled our Green Paper, whereby we intend to improve mental health support for young people in our schools, including by having a designated senior mental health lead in every school in the country.

We were all suitably impressed when Emmanuel Macron spoke flawless English in his candid interview with Andrew Marr the other week. That is no surprise given that 80% of children in EU member states start learning a second language in primary school. What is the Secretary of State going to do to ensure that children in the UK do not fall behind their European counterparts?
It starts with an international outlook and learning about other countries. Of course, it is also about encouraging more teachers to go into teaching modern foreign languages, and we are working hard on that.

Yes, absolutely. I must make it clear that Alan Milburn was told that there would be an open process—in other words, that we were opening up the selection—and he said in his letter that he would not be applying. That is to put on record exactly what happened in that case. I hope that we will get a wide range of applicants, so that we can choose some of the very best and most able to help us in moulding our future policies to improve social mobility.
Why have the Government not adopted any of the Social Mobility Commission’s recommendations since 2016? How does the Minister expect to attract new commissioners when he ignores the very important work that they do?
We have certainly not ignored the commissioners’ work, and the social mobility index has been a useful tool to help the Government to prioritise how they address the problem. The opportunity areas, some of which were announced in September and more of which will be announced in the new year, are precisely targeted at the areas identified by the Social Mobility Commission in its “cold spot” programme.

The right hon. Gentleman makes a very important point. Teachers are not mental health professionals: they are teachers by profession. It is therefore vital that we improve not only our educational input but the training and support for teachers so they can deliver this support at an appropriate level and are able to signpost and refer issues if professional input is required. I will return to that key issue later.
Following the point made by the right hon. Member for Mid Sussex (Sir Nicholas Soames), does my hon. Friend, like me, welcome the fact that one teacher in every secondary school is now going forward for mental health first-aid training? In itself, that will not deal with our young people’s mental health needs, so we need a full-scale plan to train teachers and equip every young person with the skills and expertise they need to deal with their mental health and that of others.
I absolutely agree with my hon. Friend, who is a passionate and successful campaigner on this issue.
I agree with my hon. Friend. I will talk about that because it is one of the issues that young people raise with me time and time again: the amount of stress and pressure that they feel under from a worryingly young age.
The figure my hon. Friend gave of three children in every classroom being affected comes from a study done more than 10 years ago. Does she, like me, look forward to the Government’s review of young people’s mental health in this country because, anecdotally and from what figures we have, more children are coming forward? The acuity of the conditions that they are affected by and of their feelings and whatnot are, in essence, elevated from previous levels.
I absolutely agree, and that is something I have seen even since I was elected in 2010. When I meet groups of young people, they used to be worried about their local parks—their availability or local vandalism—but now the No. 1 issue that young people raise is stress and anxiety. I will go on to talk about the range of factors involved, such as social media and its impact on young people, which is obviously positive but also has some clear negatives, with warning factors. The level of academic pressure that young people are under from a very young age is a big concern and one that I would like the Government to listen to seriously and address.
I absolutely agree, and my hon. Friend makes the case clearly, as I intend to in this debate. It is not about talking the talk but about walking the walk, to ensure that we have the resources necessary, not only for the training that our teachers need to feel confident about providing educational input where appropriate, but for trained professionals to be in place where required.
Schools are under inordinate pressure. I had a very difficult meeting with a local headteacher who struggled to hold back tears as she explained that she would have to lay off the school councillor for this financial school year—the choice was that or cancelling all the school excursions for the entire year. That is a very difficult decision for any headteacher to make, but there are school leaders up and down the country making those difficult decisions that ultimately will ensure that our children do not have the support that they need, and that children and their families are not looked after when they are in trouble, which will have long-term impacts on the education outcomes not only of that child but all the other children in that school.
I thank my hon. Friend for kindly giving way—I will not make any further interventions although I am very passionate and want to do so, but unfortunately I cannot stay for the entire debate. To add to the point about the passion that exists across the country, I had the opportunity to join the Liverpool Association of Secondary Head Teachers on a termly basis. Those headteachers are all passionate about their students’ mental health, but in Liverpool we have just seen a cut to our young person’s advisory service, which is the key mental health service for our young people, of 74%. That is a staggering amount—three quarters of a million pounds. Our main service for primary school children, the seedlings service, has also been taken away. There is a big disconnect between what schools want to do for their students and what they are able to do, which is why this debate is so important.
I am delighted that hon. Members on all sides of this debate are making my case for me. I just hope that the Minister is genuinely listening and taking that on board, so that change and something positive can come from putting on record the cross-party agreement on the need to do something for our young people on this issue.

Commons ChamberThe early intelligence that we are gathering about the autumn term is very encouraging. More than 216,000 parents have received eligibility codes for this term and more than 90% have found places. Independent evaluation of the early delivery areas found that a quarter of mothers and one in 10 fathers had increased their working hours. Providers are willing and able to deliver the offer to working parents.
I welcome the Minister’s reply, but has he seen the online campaign entitled “Champagne Nurseries on Lemonade Funding”? The truth is that providers are really struggling to provide the 30 hours of childcare that the Government say they should. A woman in my constituency, Claire Gallagher, is rated outstanding as a childminder, but she has faced a 32% cut in her hourly rate from £6.05 an hour to £4.10, despite the Government’s claim that no provider would be more than 10% worse off. What discussions has the Minister had with his colleagues in the Treasury to ensure that this policy is adequately funded in the upcoming Budget? If there have not been any such discussions, when will there be?
I was going to advise the hon. Lady to pursue an Adjournment debate on this matter, until I realised that in fact she had just had one.

It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate my hon. Friend the Member for Garston and Halewood (Maria Eagle) on securing this important debate and setting out all the issues that our constituents face. I do not believe there is any issue more vital to the future of children in south Liverpool and constituencies such as mine than the quality of their education.
I hope we all understand that a good education, delivered by professional teachers and support staff in a safe, nurturing environment, is the key to future success and fulfilment. Education builds the ladder out of poverty and disadvantage. It provides the doorway to job opportunities, further education and training, and it is the window to a world of opportunities. The Prime Minister talks about a British dream in which each generation does better than the last; surely a decent education is vital to that, so why in our constituencies in south Liverpool is the ladder being pulled up?
In preparing for the debate, I spoke to all my primary and secondary schools about their experiences, and it is fair to say that I was deluged by responses. I visit all my schools weekly, but I was keen to get a snapshot of their current experience. The picture painted for me was alarming and distressing. I want to reflect on the responses I received from the leaders, the headteachers in my constituency. One primary school head wrote:
“My overriding concern talking to colleagues is that the education system is at breaking point. On an increasing number of occasions, it feels like we are the ‘last man standing’ when it comes to dealing with ever more complex social issues. I worry greatly that the whole system is in danger of collapse in the near future.”
Another primary head said:
“We are continually having additional services placed as the responsibility of the school with no extra funding or staff to oversee this…The teaching profession is at an all-time low.”
A third headteacher—this time of a secondary school—said:
“My school has been through two restructurings in recent years as a direct result of real-term budget cuts: in 2015 when 12 posts were cut and in 2017 when three posts were cut. We have had to cut both teaching posts and pastoral posts. We have one part-time counsellor in school whereas previously we had two. It is fair to say that we have no further capacity for reducing the number of teachers or the number of support staff without significantly compromising the education of the young people.”
Reflecting on all those contributions—I have many more—I find them to be incredibly stark representations, particularly on World Mental Health Day.
Our schools are contending with increased numbers of children who are suffering from mental health conditions. We heard from the Children’s Commissioner only yesterday about the experience of our young people. Our schools are really struggling. Many of us here attended a meeting of the Liverpool Association of Secondary Headteachers to hear at first hand their collective experience of trying to do the best by their students, but struggling to ensure that they are cared for and looked after. That is surely the point: the cuts are harming our children’s education in real and significant ways.
I will reflect briefly on points raised by two of my schools, one primary and one secondary, about the impact of the cuts so far—I am not touching on the cuts to come—on both the breadth of curriculum and the experience of our young people. One of my primary schools has had to cut support staff hours to basic levels, which has impacted on the availability of after-school clubs and is having a significant impact on the variety of opportunities and the curriculum for our young people. Music lessons have been cut for years 5 and 6. We often talk in the House about the value of creative education and music, but in my primary schools, that provision is being cut altogether. A native French speaker who supported children in years 3 to 6 with weekly lessons has also been cut. It is all very well teaching French, but we all benefit from hearing from someone who speaks it as their native language.
One of my secondary schools has cut four A-levels, one of which is computing. As a woman who is a keen advocate for improving access to science, technology, engineering and maths, I find that disheartening. I do not have the other subjects in front of me; I am sure they are equally important, but I am particularly concerned about computing. Equally, there has been a cut in posts at that school, which is one of the best secondary schools in the country. I will not name it—I gave my schools the opportunity to speak openly, but they were concerned that their representations might affect them in the future if they were named—but it has had to cut 4.5 teachers since 2015, impacting on young people’s education.
We have heard many representations about the impact of the Government’s plans and the proposed cuts to education, which in Liverpool will equate to £28 million. That is £488 per student. I will not run through the cuts to each of my schools, but they are significant and very, very worrying. As my hon. Friend the Member for Garston and Halewood outlined, those figures do not include the cuts to our local authority, which have been significant and had a massive impact on the additional services that we know make a difference, particularly in supporting schools in our area. In total, just under 4,000 primary schoolchildren in Liverpool are being taught in large classes of over 30, which is a rise of 60% since 2011. I could refer to many other elements.
That is the real picture of education in Britain today. We are seeing growing class sizes, fewer teachers, and fewer subjects on offer at A-level. Also, we are not seeing the right equipment in schools. Unbelievably, one school essentially had to sell all its sensory room equipment because it needed to raise funds. We are seeing more children taught by unqualified teachers, often—I pointed to the figures—in packed classrooms. That is what has happened to date; going forward, the national funding formula will take even more money away from the schools that need it the most—our schools are in constituencies with some of the highest levels of deprivation in the country. That is the essence of the debate.
We have seen the human cost of other Government policies in our constituencies. The bedroom tax comes to mind, and we are discussing universal credit at the moment. The national funding formula has the potential to be the latest addition to that list. We have only one chance to educate our children. My message to the Minister is: it is not too late to listen to the teachers, parents and children in our constituencies, and think again to ensure that all children in our area—and across the country—have the opportunities that will serve them well into the future.

During these questions, we seem to be dealing with some “alternative facts”. According to the details I have in front of me, Liverpool schools are set to lose £3.6 million. I visited a primary school in Picton in my constituency—Picton is one of the most deprived wards in the country—that is going to lose more than 10% of its budget; we are talking about more than £100,000 for some of the most deprived children in this country. Can the Government please explain to Labour Members, and to the whole House, exactly what is going on and why they seem to be presenting something very different from what our schools are having to contend with in reality?
I think it is because we are using accurate data. We end up in a straightforward place. First, do we believe that our children should be funded fairly during their time in school, wherever in the country they are growing up? Secondly, do we believe that deprivation funding should be based on up-to-date data? If the Labour party wants an approach that is unfair and based on out-of-date data, I will be happy to see its submissions to the consultation.

Commons ChamberYes, the Government are looking at it as we speak. We will set out our next plans for inclusion in the Children and Social Work Bill, but we have to get this absolutely right. It needs to be done sensitively, carefully and with cross-party support. This has not been updated for the last 16 years, and my personal opinion is that respect for oneself, respect for others, healthy relationships, consent and all the other things that we really value as part of SRE and PSHE are things that we must also ensure we embody in a whole-school ethos, not just something we teach for half an hour on a Tuesday.
In a moment. The existing legislation also means that Ofsted publishes case studies on its website that highlight effective practice in schools, including examples of SRE as taught within PSHE.
I will not make the hon. Lady keep standing up and sitting down.
I am incredibly grateful to the Minister. I echo the point that the time really is now. We have been discussing the issue in this House since the measure was not included in the Children, Schools and Families Act 2010. Will she confirm on the record this evening that, on Report of the Children and Social Work Bill at the start of February, the Government will either move their own amendment or support new clause 1 to ensure that we have statutory SRE in every single school in our country?
As I have already said, we are currently considering all the options and are committed to updating the House during the passage of the Children and Social Work Bill. The Minister for Vulnerable Children and Families will definitely be bringing the measure forward as part of the Bill, but the key is getting it right, not rushing it through just to satisfy loud voices on either side of the House.

Commons ChamberThe Minister is too modest in declining to take the opportunity to say that he has, over many years, led by example through his repeated and impressive marathon running, with which the whole House should by now be well familiar.
Physical activity is really important to equip the next generation with the skills to contend with both their physical and mental health. Alone, however, it will not contend with our nation’s obesity crisis; we know from the child measurement figures how challenging that issue is for our country. Will the Government be bringing forward compulsory personal, social, health and economic education so that we can equip the next generation with the knowledge and skills to know what they should be eating as well as what physical activity they should be doing?
I have already told the House that PE is compulsory at all four key stages. The Secretary of State has set out the need to improve the access to, and the quality of, PSHE, and we are continuing to look at that very carefully. Just to stop the press, I will be taking part in the London marathon again next year to continue my efforts to lead by example.
