Commons ChamberI congratulate my hon. Friend the Member for Congleton (Fiona Bruce) on all her work on the Bill and in this area. I was privileged to be involved in Committee, and I fully support the work that she has undertaken and wishes to be taken forward under the Bill.
The Prime Minister’s special envoy for freedom of religion or belief plays a role that is so important to many people internationally, as we have heard, and the post firmly places the UK in a leadership role in this area. I was privileged to see what happened in my constituency of East Kilbride, Strathaven and Lesmahagow when my hon. Friend visited St Bride’s parish church in East Kilbride, on the Scottish leg of her United Kingdom tour. So many members of my local community, from different faiths, came to hear her speak about the importance of the role, and about how she was reaching out internationally and making a difference for the most vulnerable people in the world. All of those who attended were united in seeing the value of the role and her work, and how vital it is that it should continue.
It is testament to my hon. Friend’s selflessness that she does not wish at all to champion the work that she is doing; rather, she wants to champion the plight of the most vulnerable, and wishes from the bottom of her heart to make sure that this work continues for decades and Parliaments to come, under the auspices of this important role. I have seen that at first hand, and I know that my constituency is reflective of those across the UK. My constituents who value the role—so many came to the meeting; the church was packed—are no different from those across the UK. They too very much value the role and the UK’s leadership, and see the good work that is being done and its tangible outcomes, which help the most persecuted across the world. I thank my hon. Friend once again for that work, for her selflessness and for making sure that it continues for posterity.

Commons ChamberI can give the hon. Gentleman those assurances. He will understand why it is unhelpful across the Floor of the House to discuss the details of the negotiations in respect of the hostages, but he may rest assured that we are acting in precisely the way he has set out.
There are horrific accounts of sexual violence being perpetrated against hostages in this conflict, including the gang rape of women and genital mutilation. Will the Government stand firmly with the survivors of sexual violence, which should never be used as a tool of conflict, and do all possible to strengthen their access to justice?
My hon. Friend will know that this Government have made a particular and important intervention to try to stop gender-based violence, and in particular the use of sexual crimes in warfare. I can tell her that her view is well heard and well respected, and we will continue to do just that.

The hon. Lady must be looking ahead in my speech or else she is psychic, because I intended to touch on the subject of Ukraine. That conflict—the illegal and brutal invasion of Ukraine by the Russians—is a reminder that the use of landmines is prevalent today; it still happens. I will come on to that as I do a brief tour around some of the countries where we still have challenges to handle.
According to the International Committee of the Red Cross, more people face danger today than two years ago, as a result of more recent conflicts. MAG estimates that on average 15 people every day are killed or injured by landmines or unexploded ordnance, and—shockingly—half of the civilian casualties are children. I did a bit of calculating when preparing my speech, and I reckon that that is about 5,500 people being killed or injured every single year. That is a huge number.
I called this debate as close as was possible—because Parliament has just had its Easter recess—to 4 April, recognising that that is the UN’s International Day for Mine Awareness and Assistance in Mine Action. I wanted to use the opportunity of this debate to draw attention once again to this deadly legacy of conflict, to recognise the global role that the UK takes on this issue and to —gently—press my right hon. Friend the Minister and the UK Government to do more to support this incredibly important work.
Of course, the UK was one of the first signatories to the anti-personnel mine ban convention, or mine ban treaty, and the convention on cluster munitions. The UK is one of the world’s leading forces in ridding the world of landmines. With 164 parties to it, the mine ban treaty is one of the most widely ratified disarmament treaties, but there are notable exceptions, including Russia, the US, China, India, Pakistan, Myanmar and Syria. When the Minister sums up, will she say what more our Government can do to press these other parties to ratify the convention?
The UK provides aid for landmine clearance through GMAP—the global mine action programme—and UK funding has supported organisations such as MAG and the HALO Trust to remove more than 70,000 landmines and explosive remnants of war. I appreciate that the Minister faces budgetary pressures—as we did during my days in the Department for International Development and the Foreign and Commonwealth Office—but I am a little surprised that funding for such a crucial programme has decreased by about £53 million in the last year, at a time when civilians are facing a greater risk, with the war in Ukraine being a really good example for us to consider.
GMAP3 was launched in March 2022 and runs until March 2025, with, I believe, a budget of £89 million— I see the Minister nodding. Will she update us on that budget and where it stands, how much has been spent and how much has been allocated? Does she think that that will be enough until 2025, given the number of challenges that we face around the world? I will touch on some of those, and in particular Ukraine. In too many places, the situation remains extremely challenging. I want to take this opportunity, as we recognise landmine awareness day, to share a few of the many examples, because they act as a salient reminder of why this work matters.
I will start with Afghanistan, where the HALO Trust began clearing mines back in 1988, following decades of conflict. The country was left absolutely littered with ordnance, and today Afghanistan remains one of the deadliest places for civilians. The work done there to educate children and adults about the risks they face is a vital part of HALO’s work programme. I am sure that is something you know, Mr Mundell, from visiting HALO and perhaps the programmes or projects it has done. If we do not do that educative part of the work and build capacity in countries to deal with the existing landmines, we are almost failing those countries, because of the amount of time it takes to clear them.
I thank the right hon. Lady for making an excellent speech and bringing this vital issue to the Chamber.
I had the opportunity a few years ago to visit the War Childhood Museum in Sarajevo. The Bosnia and Herzegovina Mine Action Centre understands there are around 180,000 unexploded mines left following the war, which I remember seeing on screens when I was a child. One of the most poignant things was the aftermath of the conflict and its effect on the lives of children; that was very evident from the museum. Does the right hon. Lady agree that that is one of the things we must take into consideration? This work is for future generations as well. When landmines remain, communities continue to feel scared, young people continue to feel frightened and they still see the carnage of war in their daily experiences. That is why it is so important that we fund these services adequately.
The hon. Lady makes a really important point. We both served on the International Development Committee a number of years ago, so I know that she has a great interest in international development, and in mental health and wellbeing too. That point about education and support for the next generation is really important. In doing my research for my speech today, I was reminded that there are instances where people have kept a landmine as a remnant of war. It could be sitting in their home, yet it contains live explosives. Education really matters, and there is a need for that ongoing work.
The other important issue worth noting is land contamination. We often think that landmine clearance is about going in, removing the mine and that is it. The importance of that has increased due to greater awareness of the environmental agenda, but there is a need to ensure that that land is decontaminated; without doing that, agricultural land cannot be used. The hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) makes a really important point, and I thank her for that.
HALO reports that in Kosovo in the western Balkans, 4,722 landmines and 5,727 cluster munitions were destroyed during its 1999-2022 programme alone, and 21 million square metres of land were released. That starts to give us a sense of the scale of the land that is contaminated with landmines. The Kosovo mine action strategy will be realised in 2024. Back in 1999, there were 18 mine clearance agencies working in Kosovo—18—and now there are only two. That shows that progress has been made, but the work continues, and the commitment remains to creating a safe future for the people in Kosovo.
Nagorno-Karabakh is a really interesting part of the world, and one where there has been recent conflict. The region remains one of the most contaminated with landmines and unexploded ordnance in the world. The UK was the first country to announce humanitarian support following the 2020 conflict—I remember that because I was the Minister at the Foreign, Commonwealth and Development Office at the time—and £1 million was donated to the ICRC for their work. The Government then announced a second contribution of £500,000 to support landmine clearance. In this region, more people have suffered from landmine explosions after the conflict than during the conflict. I appreciate the challenges and difficulties around the world, and earlier in my speech I touched on landmines having an impact on getting support, in particular humanitarian support, to communities. This part of the world is incredibly tricky, sensitive and complex. Will the Minister provide an update on the Lachin corridor, which is critical to that part of the region?

My right hon. Friend makes some extremely important points and I wholeheartedly agree with him. It goes back to comments I made earlier. I touched on what Nelson Mandela said—that sport can change the world—but I also highlighted, as my right hon. Friend underlined, the importance of bringing together cultures to better understand, influence and progress all stakeholders, so that that greater understanding and clarity move the agenda forward so that each nation respects, sees and supports human rights.
I pay tribute to my right hon. Friend the Member for Dumfriesshire, Clydesdale and Tweeddale (David Mundell) and I recognise the part he is playing. He rightly makes an important point about UK sport and UK football in particular. It is alarming that so few players have come out, which leading football commentators have commented on recently. It would be helpful to create momentum in the UK that would lead to the recognition and understanding of the fantastic diversity that people who actively participate in sport share and enjoy.
The APPG has taken these issues very seriously, as you would rightly expect, Mr Hollobone, and as my right hon. Friend, who is deputy chairman of the all-party parliamentary group, will recognise. We have organised and participated in a series of meetings and engagements with relevant and interested parties. I pay tribute to His Excellency Fahad bin Mohammed Al-Attiyah, Qatar’s ambassador to the United Kingdom, and his team for their open approach in seeking to answer the questions and concerns that we have raised. Whenever reports appear, the matters are raised with the ambassador and his political team—in a positive spirit, I underline. Our dialogue always continues so that we can better understand and influence each other’s thinking and background understanding, and develop a way forward.
In March, the all-party parliamentary group hosted a meeting in Parliament with His Excellency Hassan Al Thawadi—the secretary general of the supreme committee for delivery and legacy, which is responsible for bringing the World cup together—and the ambassador to the United Kingdom. Some 53 people attended. Members from all parties and both Houses, asked the most searching questions about some of the subjects that have been mentioned so far.
In May, the all-party parliamentary group on football, chaired by the hon. Member for Sheffield South East (Mr Betts), hosted a meeting with the independent body FIFA Ethics and Regulations Watch. The group’s report on human rights, including LGBTQ+ and workers’ rights, was interrogated similarly by colleagues. In June, the all-party parliamentary group on Qatar and the all-party parliamentary group for sport, modern slavery and human rights held a joint session with the UN- sponsored International Labour Organisation. Its evidence, gathered from 2017 up to the present, was scrutinised in detail, and changes and progress since 2017 on those subjects that I have underlined was recognised.
Each of those sessions offered different perspectives and evidence, and reassured colleagues on many of the issues that have been raised. The International Labour Organisation in particular, with its wider remit, commented that Qatar is a major reforming nation within the region. That should be recognised as we have a constructive dialogue about other changes that we would like to see in the region, and about how the region would seek to influence the UK in terms of its understanding. I am aware of further speculation in the press and media, and look to the Minister and the Qatar authorities to offer further information and clarity on some of the issues that have been raised. Hosting an event such as the World cup is a fantastic privilege and it brings with it global attention. With that come further demands from the public and commentators alike.
On specific operational matters, it is good to see that the authorities have given reassurances that anyone with a ticket will have the right to accommodation. That is welcome, but fans seek further information on costs and available options. Many will travel with organised tour groups, and some from neighbouring countries, which will ensure that this is a World cup for the region. Fans will travel on shuttle flights between those nations. That will provide an additional complexity, but is a great way of bringing the region together to celebrate the hosting of the games. Cultural diversity in the region is also a relevant factor on which we must advise visiting fans.
Any movement into Qatar will require a negative covid test. Because of movement within the region during the group stages in particular, that could be a significant challenge for the host nation, wherever fans are staying. Further clarity on that would be helpful, because the host nation will face additional pressures in ensuring that fans can travel easily and freely within the restrictions that covid demands.
Alcohol is an interesting dimension of any tournament, and the World cup is no different. It will be even more complicated in a nation where the consumption of alcohol is more restricted than in many other countries. We are advised that supporters will be encouraged to visit the fan zones if they wish to consume alcohol. The policing and management of that will require a delicate balance. This is a challenge for whichever nation hosts such a major tournament, but police authorities in the western world are obviously more experienced in managing this type of situation. Any information from the Minister on how that will be managed would be helpful. I will, with the rest of the all-party parliamentary group, continue my dialogue with the Qatari authorities to bring better understanding, but the Government will of course have a distinct role in communicating and sharing the UK’s experience of managing the challenges that come naturally with the organisation of any such large event.
I refer the House to my entry in the Register of Members’ Financial Interests. I am also vice-chair of the all-party parliamentary group on Qatar. Does the right hon. Gentleman agree that it is important that, as well as alcohol, mental health issues are taken into consideration? When large groups of people travel anywhere, some of those individuals will have mental health issues, so the ability to understand and provide adequate support, should it be needed, is important. Sport is fantastic for both physical and mental well- being, but some individuals who have mental health difficulties will need support. There has for a long time been stigma around mental health issues in the UK, but I think understanding of them is progressing right across the world, including in Qatar, and we would like to know a bit more about the types of support that may be provided.

Will the Government be looking to address the fact that cryptocurrency may be utilised to try to mitigate the impact of some of the sanctions imposed? The all-party parliamentary group on crypto and digital assets, which I chair, is very keen to play a responsible role and support the Government in moving forward in that realm.
We have worked very closely with the Treasury on this package of sanctions, and we are certainly looking at tackling every possible route that could be used to undermine the sanctions, one of which is cryptocurrency.

Could the Inter-Parliamentary Union and the Commonwealth Parliamentary Association work with UK parliamentarians in the near future to reach out to other parliamentarians on freedom of religious belief internationally?
I thank the hon. Lady for her engagement on this issue. She makes an excellent point; indeed, the reception that I hosted just yesterday, on Red Wednesday, was held in the rooms of the Inter-Parliamentary Union. I am sure there will be other ways in which we can work collaboratively together.
Let me turn to the third aspect of my mandate on the FCDO website, which is the importance of my working
“with the members of the International Religious Freedom or Belief Alliance to raise awareness of cases of particular concern”
and to advocate
“for the rights of people worldwide who are discriminated against or persecuted for their faith or belief”.
I cannot overestimate the importance and the strengthening of the 33-country International Religious Freedom or Belief Alliance over the past year. It was founded only in February 2020, with a handful of countries—one of the founders being the UK—but has now grown to 33 countries. As a founding member, the UK is a member of the steering group, at which I seek opportunities to raise instances of the suppression or threatening of FORB. I have been able to take information from my deep dives there.
Within the past year it has been my privilege to initiate an alliance statement on standing in solidarity with people of all faiths and beliefs in Myanmar who played prominent roles in the anti-coup movement. It has been of great encouragement to people suffering in Myanmar to know that they are not forgotten by the world in their fight for freedom. Following that statement, I was particularly moved by a letter I received from Cardinal Bo, the leader of the Catholic Church in Myanmar, in which he said that the statement
“was a very important message of support for religious leaders in Myanmar”.
It was also my privilege to help to draft the alliance statement on the importance of protection of religious minorities in Afghanistan and, more recently, one to highlight the ongoing plight of Yazidi women, more than 2,700 of whom are still missing.
We need to make sure that such statements lead to action. Encouragingly, that was the case with the alliance statement on Afghanistan. Not only was it well received by the White House, which commended it for “plugging a gap”—at that point, no other international statement had highlighted the risks to religious minorities in Afghanistan—but work on the statement led to action. It helped to trigger the alliance country representatives from Brazil and the US to talk to one another and recognise that one could provide the visas and the other an aircraft to provide refuge to 193 members of religious minority groups fleeing Afghanistan.
I take an active role on the alliance’s advisory council of experts, and on its education working group, along with Robert Rehak, the Czech envoy representative. The working group aims to promote an understanding of FORB among young people, including through school textbooks, university programmes and more informal settings, so that they in turn can inspire the next generation to respect other people’s beliefs in communities around the world. The alliance wants to help to reverse the increase in the abuses of FORB around the world, so the education working group is helping to share ways, tools and best practice, not least from the UK, through the excellent work of the British Council—yet another way in which the UK is showing FORB leadership—on how to teach the next generation on FORB.
Going forward, it will be my continued privilege to work with an increasingly effective and growing alliance. I recently met with our Commonwealth envoy Jo Lomas to discuss how we can work together to encourage more Commonwealth countries to join. To coincide with this week’s anniversary of the statement, we held our virtual 2021 ministerial forum.
Speaking of the ministerial, I am delighted to have played perhaps some small part in helping to secure the UK’s hosting of the next in-person ministerial conference in July. The Prime Minister announced the principal of the conference in the integrated review earlier this year and will draw on all the UK’s FORB work to build stronger global partnerships and agree common goals on FORB for all. It will be a major international gathering and an opportunity for us as a nation to support FORB as a right for all and to agree concrete action with partners internationally. The conference will be supplemented in June and July by an active FORB fringe of no less than 100 events in and around Parliament and beyond, both in-person and virtual, to be organised by my parliamentary office and the FORB APPG, with the already enthusiastic support of many from civil society. Members should contact my office or the APPG to get involved.
I am also working closely with our US counterparts, who intend to bring international grassroots FORB champions for a follow-up conference on 7 July. It is critical that the alliance membership is fully engaged in and integrated into the official thinking as we plan the UK-hosted 2022 ministerial conference, because the International Religious Freedom or Belief Alliance and the international FORB conferences, which now go back some four years—next year’s will be the fifth—have the same inspirational roots.
In my role, I am aware that no single individual can possibly address the problem of the scale that FORB entails. We have to work together: faith leaders, academics, grassroots organisations, parliamentarians, officials and, of course, Ministers and the Prime Ministers all have a role to play. Next year, 2022, looks to be an exciting year for the UK to play our part and demonstrate our global leadership on FORB.
It is quite right that I have been overwhelmingly positive about the UK’s work on FORB this year, but before I finish, may I leave the deputy Foreign Secretary—the Minister for the Middle East and North Africa, my right hon. Friend the Member for Braintree (James Cleverly)—whom I thank for kindly attending this debate, along with the Leader of the House, with the following thoughts? Further work is needed to achieve the ambition of embedding FORB in the FCDO. One way that will be illustrated is through clearer advocacy and protection for religious minorities facing persecution in places such as Nigeria and Pakistan.
As the Bishop of Truro’s review says, we still need to see FORB as more
“central to FCO operation and culture”—
of course, it was still the FCO when the review was published in 2019. The review also said that a commitment to it should be enshrined
“in strategic and operational guidelines.”
We also need to demonstrate that with sanctions tailored specifically to target FORB violators. We need to more effectively construct and impact FCDO work upstream to prevent mass atrocities with effective early-warning mechanisms. We need to see the vulnerabilities of religious minorities more clearly applied as a criterion for the distribution of humanitarian aid and relief.
We need to see quicker responses to individual cases of injustice and inhumane treatment raised by MPs and NGOs. In too many cases of individual abuses across the world, including many that I have raised, there has been only a general response, such as that for freedom of religion and belief, which is
“a key human rights priority for our Government”.
Where we provide more tailored responses, we can see real results. I was so encouraged by what happened after I highlighted concerns about four Christians in Somaliland, one of whom was a young woman imprisoned with her tiny baby. I heard that our diplomatic officials attended the court hearing, after which they were released. One will never know for sure what impact our engagement had, but we should not underestimate the UK’s soft power in influencing freedom of religion or belief.
Where we cannot take action on individual cases or in particular countries, it would be helpful to have clearer reasoning as to why. Going forward to 2022, I would welcome a meeting with each FCDO Minister on their individual country responsibilities to help to promote mutual understanding and joint working on FORB. I thank Lord Ahmad, our Minister for Human Rights, for his strong commitment to collaborative working with me and I look forward to that being increasingly effective going forward.
More effective working will see my role as envoy given the support required to fulfil my mandate, which, until recent changes, was limited and in some cases lacking. Too much energy was wasted on internal issues rather than addressing the needs of the vulnerable. Indeed, there needs to be a fundamental discussion about the role of special envoys—indeed, all envoys. We need to examine how this relatively recently enhanced role, certainly in terms of numbers, fits into the mechanisms of Government, and how we can work most effectively alongside Minsters. That would help officials to work more effectively too.
There is a substantial piece of work to be done here, and I would welcome meetings with the Minister to develop thinking on this further. I end as I started—indeed, as I have highlighted throughout almost all of this speech—by thanking my parliamentary colleagues and indeed all I have worked with. So much progress has been made on FORB this year, and there is so much more we can look forward to in 2022, as we continue to exhibit global leadership, championing FORB for the UK, helping to promote countries to become more stable, less prone to insecurity threats and more able to trade freely and to facilitate and release the potential of all their citizens. I close with some words from the Bishop of Truro:
“We cannot just see FoRB as a side-bar or special interest issue. It bears upon some deeply serious issues in today’s world: issues with which governments…should be hugely concerned, issues such as trade, poverty, security, racism, women’s rights and the very right to life itself.”

Over the last few days, the hon. Lady and I seem to have followed each other in each debate. I thank her for coming along and for her intervention. The APPG that I am very privileged to chair speaks up for those with Christian faith, those with other faiths and those with no faith. That is what we try to promote. It is about tolerance and understanding people of other faiths, but it is also about accepting other faiths and people of different religious viewpoints. That is something that we all need to take on board.
The hon. Lady referred to Sudan. There have certainly been some stories in the press recently about an attempted coup that was thwarted. I welcome the steps that Sudan took, but what they have done needs to be replicated elsewhere in the region.
Violence is increasingly bleeding—and I use the word intentionally—over the borders into an already destabilised central Africa. This region, in the shadow of its more powerful neighbours, has all too often been overlooked, both by—I say it respectfully—the UK Parliament and by the wider international community. We must not let the displacement and killing of hundreds of thousands of Christians go almost unchallenged by parliamentarians. That is why we are having this debate, and I am very grateful to the Backbench Business Committee for granting time for it.
The hon. Gentleman mentioned Nigeria, and I wanted to raise the plight of people there, which is extreme. This week, speaking to some of the agencies that work there, I heard that it is now commonplace for gunmen to go into schools, abduct young children—particularly those who have Christian beliefs—and hold them captive. Given that the Bring Back Our Girls campaign had such cross-party support, does he think that we should be doing more in this House? We could ask the Minister to think about what more we could do to bring back those children.
I absolutely agree. I know that the Government intend to address the issue of violence against women and children, and if domestic abuse has risen in this country throughout the coronavirus pandemic, that is even more the case in countries such as the Central African Republic, Nigeria, Niger, Mali and Sudan.
Christian converts in the Central African Republic are ostracised by their local community and even face persecution from their immediate family members, who often force them to renounce their Christian faith through violence. They are not just asked to renounce their Christian faith: they are physically abused to make it happen. Christian leaders who have publicly denounced the violence have been threatened, and churches have been repeatedly attacked, ransacked and burned down.
Across Nigeria, there has been a significant number of attacks on church buildings and others. Aid to the Church in Need has said that displaced people are sheltering in monasteries and mission stations, where priests and religious leaders risk their own lives to try to protect others from persecution. I commend all the aid charities that are helping out, including Open Doors—to which the shadow spokesperson for the Scottish National party, the hon. Member for East Renfrewshire, referred—and many others such as Release International, the Barnabas Fund, and Aid to the Church in Need.
It is important to stress that Muslims and other faith groups also suffer greatly as a result of this violence, and in some regions are even the primary victims. A significant percentage of the Central African Republic’s minority Muslim population has also fled across the borders: more than a quarter of a million refugees have fled to neighbouring Cameroon, for example. The problem starts in the Central African Republic, but it rapidly spreads, and Cameroon now becomes part of it. Cameroon itself faces an increased threat from Boko Haram, which is active in the north of the country, killing and kidnapping Christians for their faith with remarkable ease.
Security injunctions in the region have set heavy restrictions on churches that have already seen much of their congregations flee. Female converts from Islam are often forced into marriage with non-Christians there, and Christian women are threatened with abduction by Boko Haram. Religious leaders in the anglophone regions, some of whom are accused of supporting separatists, repeatedly accuse security forces of burning churches and desecrating religious spaces.
I believe there are actions to be taken; there are questions to be asked, and answers to be given by some of those security forces, who seem to be using their positions to enforce those illegal and criminal activities against Christians—all this despite Cameroon’s constitution, which prohibits religious harassment and guarantees freedom of religion and worship. That is a question for Cameroon to answer.
The international community must work to end the culture of impunity surrounding such attacks. People in the region have grown weary of the near-continuous conflict and the lack of law and order. They often have no trust in the institutions that claim to govern them. Those failing states then become the breeding grounds for further radicalisation.
I implore my Minister and my Government to provide support to the region’s Governments to fully investigate reports of kidnapping, violence and killings, and to bring those responsible to justice. The hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) referred to the groups already there. The non-governmental organisations, Christian churches and charities, those who stand up for persecuted Christians and those involved in human rights issues are all there, and they would be able to provide an evidential base that would fully justify actions taken against those responsible.
Those administering UK aid in the region face stark choices. In central Africa, we see the intersection of great need, staggering volumes of people displaced by violence and severe cuts to official development assistance. My position on aid—like that of many others in this Chamber, I suspect—is clear: we did not want to see the aid being cut, because we felt it would have a detrimental effect on those who need it most, but none the less we need to make that point very clearly.
I agree with the hon. Gentleman that the aid budget should not have been cut at this critical time, but, given that it has, does he agree that it is important that it is channelled towards those most in need, and that much of the aid money could be focused not only on ensuring equality of access to education for young girls and those with disabilities as well as boys, but on community safety, particularly supporting Governments to ensure community safety and equality for minority groups?
The hon. Lady is right. If the money is going to be cut, and it is, the question is how we perhaps use it more wisely. She is correct to say that we must face the reality of where we are, so how do we use that money better and ensure that that happens? Again, when the Minister has a chance to reply, perhaps she can tell us what can be done to ensure that that happens.
It is also important to understand the great diversity of experiences in the region. According to Christian Solidarity Worldwide, the Central African Republic had almost no previous history at all of sectarian violence prior to 2012, when fighting broke out between the Bozizé Government and the Séléka rebel alliance. It was during the ensuing violence that human rights began to be violated on such a vast scale, and the Christian population then became targets.
It is important to remember that these conflicts are neither perpetual nor inevitable. Despite having been a target of many attacks, for example, Chad’s diverse religious communities are said to remain relatively free of significant conflict, both between groups and from extremist movements. As the Lake Chad region is under significant threat from Islamic terrorist groups, we should look to further our support for countries’ efforts to maintain peace. Where a country is trying hard and hopefully succeeding in containing the violence, what are we doing to ensure that that violence does not boil over into adjoining countries and have an impact on them?
The Lake Chad regional stabilisation facility, which the UK—our Government and our Minister—currently helps to fund is a great example of how the UK can help to strengthen community security, provide basic services and support livelihoods in the region. Perhaps that example of proactivity ties in with what the hon. Member for East Kilbride, Strathaven and Lesmahagow referred to. If we can do it there, we can do it elsewhere. Do Her Majesty’s Government support similar programmes elsewhere in the region? We should embrace this depth of experience and champion much of Chad’s cross-border efforts.
The scale of religious-based violence in central Africa is truly overwhelming, but I am greatly encouraged by the commitment of Her Majesty’s Government to making international freedom of religion or belief a priority for the Foreign, Commonwealth and Development Office and the Government as a whole. We are thankful for that and want to welcome it. In accepting all 22 of the Bishop of Truro’s thorough recommendations from his independent review of the persecution of Christians across the globe, the UK Government—our Government—have demonstrated commitment to becoming a world leader in defending our values on the global stage.
The hon. Member for Congleton will refer to next year’s conference and how we MPs will check that the bishop’s recommendations are all delivered. We have set a target and I look forward to hearing the hon. Lady refer to that. Ahead of that independent review next year, I urge the UK Government to encourage our allies to carry out their own evaluations of their practices in defending freedom of religion or belief, both at home and abroad. The staggering scale of the displacement caused by religious-based violence in the region speaks to the urgency of the intervention needed now to halt the rapidly rising persecution of Christians—and, indeed, people of all faith groups—in central Africa.
Other global powers may have closer ties to parts of the region than the United Kingdom. What are other countries doing to help? We need to develop a partnership or team effort. We cannot afford to take a back seat on this issue. As aid groups have warned, extremism thrives on such conflict. As we watch the horror of the violence in central Africa, we recognise that the longer the international community continues to turn a blind eye to the suffering in the region, the greater the risk that the millions of refugees will never be able to return safely home. Many wish to, but they need the security, knowledge and confidence to do so.
In conclusion, I am thankful for the steps that the Government take to work in partnership with the NGOs and the Churches to provide support. I understand that there is not an unlimited supply of funding, but we are surely able to do more and do better. That is what I seek today. We recognise that the Government have a project and strategy for Chad, which they are helping to fund; perhaps we can emulate that in all the other countries concerned as well.
We talk a lot about what needs to be done, but we must also follow that with action. As the hon. Member for Congleton knows, I always have a scriptural quotation for these debates because it is important that people recognise that we as Christians are speaking up for Christians in other parts of the world—we are speaking up for our brothers and sisters who, unlike us, do not have the liberty to go to church and cannot socialise spiritually. They have not the right to prayer, their churches are burned and they are attacked. They do not have the job opportunities, education or healthcare because they happen to be Christians. Then they are directly targeted by Islamic terrorists and other groups, and sometimes by Government.
I love this verse, from 1 John 3:18, which reminds us:
“let us not love in word or talk but in deed and in truth.”
The issue is quite simple. It is time to make sure that we are walking the walk—taking action and not just speaking words. That is my final word. I look forward to what the Minister and other Members have to say. We are looking for positive action.

Commons ChamberI thank my right hon. Friend. I know how much first-hand experience he has of these matters from his time in active service. Of course the relationship with the new Government of Iran remains one that will have to be tested, but I can tell him that both through the joint comprehensive plan of action and more broadly, I had a consistent and constructive dialogue with the previous Foreign Minister, and I will certainly remain open to continuing that with his successor. That would allow us to address these wider issues, which I think will be in Iran’s interests as well as obviously those of the UK and other countries.
As chair of the all-party parliamentary group for disability, I have been receiving concerns from people across the United Kingdom regarding the vulnerability of people with disabilities who are at risk. They cannot get to safety in Afghanistan and cannot get to the airport. This is particularly those who are part of ethnic minority groups or religious groups, such as Christians. Will the Foreign Secretary link with the all-party group to make sure that the resettlement programme is inclusive for the most vulnerable and that those with disabilities are never left behind?
I thank the hon. Lady for the work that she and the APPG are doing. She raises a really important point. It is a practical point, but one that will only exacerbate people’s fear and anxiety, particularly if they are disabled or from an ethnic minority, as she described. I urge her to send me and the Home Secretary any papers or recommendations that the APPG has.

It is a pleasure to serve under your chairmanship today, Mr Hollobone, and to speak in this extremely important debate. I thank the hon. Member for Gillingham and Rainham (Rehman Chishti) for the work that he has completed already. I am sure that he will continue to be an assiduous advocate in Parliament of freedom of religious belief. He has spoken of detailed and extensive work, and it is heartening to be shown how much work has been happening. It has been heartening, I am sure, for people in my constituency, to hear of the progress being made; but what the hon. Gentleman said also provided an outline for the Government of the important recommendations that need to be taken forward.
I want to thank the organisations that work in this space: Open Doors, Aid to the Church in Need, and Christian Solidarity Worldwide, to name just a few. I also thank other hon. Members here today, who are familiar faces from the all-party parliamentary group on international freedom of religion or belief—particularly, of course, the hon. Member for Strangford (Jim Shannon), who works tirelessly on the issue.
In much of the world, freedom of religion is, indeed, the linchpin on which other freedoms rest—such as the freedom to congregate, freedom of speech, and freedom of expression. Those rights are interdependent and absolutely inseparable. That is one of the reasons why the issue should be seen as such a priority for Government. It is not just because of the faith groups that depend so heavily on Government to champion those freedoms, across the United Kingdom; it is also for the whole of society, because the other rights that non-religious groups and other organisations depend on rest solidly on the foundation that has been set.
In the couple of minutes I have, I want to focus particularly on Nigeria. I understand that Fulani militants have carried out multiple raids on villages in Kaduna and Plateau States. Thirty-two Christians who were obeying directives to stay at home during the humanitarian disaster of covid, to prevent the spread of the virus, were targeted in attempts to uproot the Christian community from the area. Open Doors recorded one local Christian who said:
“If people are going to stay in their homes during the COVID-19 pandemic, they need to feel safe from attacks like this.”
I think we can echo that sentiment.
Open Doors notes that there is an urgent need to engage with representatives of organisations that work to secure freedom of religious belief in places such as Nigeria, where persecuted Christians are incredibly vulnerable—that was highlighted in the recent APPG report, “Nigeria: Unfolding Genocide?”—and where the Foreign, Commonwealth and Development Office still refuses fully to recognise the religious dimension of the conflict. I urge the Minister to focus on those issues and work with excellent organisations such as Open Doors to take these matters forward.
I wanted to speak about Pakistan; I dare say that I will not have enough time to do so, but I can perhaps send the Minister a letter about that. I pay tribute to the work of all across our constituencies in the United Kingdom who champion these issues in their work, and who provide such support for those who are in need internationally.
