Commons ChamberWith permission, Mr Speaker, I would like to make a statement to the House regarding measures that His Majesty’s Government will take in response to the reckless and dangerous activities of the Russian Government across Europe and now suspected here in the UK.
As was reported on Friday 26 April, five individuals have been charged in connection with an investigation into alleged offences under the National Security Act 2023, as part of a counter-terrorism policing investigation. The offences relate to what was widely reported by the media as a suspected arson attack on a Ukraine-linked business in the UK. The Crown Prosecution Service has confirmed that the charges relate to alleged
“hostile activity in the UK in order to benefit a foreign state—namely Russia.”
I pay tribute to our law enforcement agencies for their quick and professional work to ensure these charges were brought. They are the first charges to be brought under the new National Security Act. Measures that this Government brought forward and this House passed are already being used to keep our country safe.
I thank the emergency services who responded to the fire at a commercial property in London where the suspected activity took place. The charges are serious and it is only through good fortune that nobody was hurt. I reassure the House that public safety is of the utmost importance, which is why the law enforcement response has been quick and decisive.
As Members will appreciate, I must not say anything further on this specific case, or any related case, to avoid prejudicing the outcome of ongoing criminal proceedings. I ask the House to respect that and to avoid using the debate to add to speculation about the incident. It is vital that justice runs its course.
However, I wish to highlight to the House a pattern of suspected Russian activity that we are seeing across Europe. This is not the first time that we have uncovered malign activity in the UK that is seemingly linked to Russia in the past year. In September, five Bulgarian nationals were charged with conspiring to commit espionage activities in the UK on behalf of Russia. A sixth individual was later charged and legal proceedings against all six are ongoing.
There is a much broader pattern of Russian malign activities across Europe. These include: plans for sabotage activities against military aid for Ukraine in Germany and in Poland; espionage in Bulgaria and in Italy; cyber-attacks and disinformation activities; air space violations; and GPS jamming with impact on civil aviation.
Over a number of years, we have witnessed Russia and its intelligence services engage in yet more open and brazen attempts to undermine our security, harm our people and interfere in our democracies. Such attempts involve Litvinenko, Georgia, Crimea, Salisbury, Ukraine and activities across Europe. Since the illegal invasion of Ukraine, the rhetoric, threats and accusations from Russia have only increased, as Putin seeks to justify the death and destruction that he has brought to the Ukrainian people. These activities bear all the hallmarks of a deliberate campaign by Russia designed to “to bring the war home” across Europe, and to undermine our collective resolve to support Ukraine in its fight. It will not work.
As the Prime Minister said in Poland last month, we are at a turning point for European security. With our allies, we will stand firm in the face of Russian threats to the UK and to our way of life. It is why, after Salisbury, we took measures with our partners to make Europe a harder operating environment for Russian intelligence services, including the expulsion of 23 undeclared Russian intelligence officers from the UK. It is also why the UK has announced the biggest strengthening of the UK’s national defence in a generation, with a fully funded plan to grow the defence budget to 2.5% of GDP by 2030.
The UK and our allies will not falter in our support for Ukraine, because it is existential to the security of Europe. This is why the Prime Minister has also announced an uplift in UK military aid to Ukraine, bringing it to £3 billion this year, and has committed to that level of support every year until the end of the decade, or longer if it is sadly still required. We have sanctioned more than 1,700 individuals, over 90% of the Russian banking sector, and more than 130 oligarchs and family members, with a combined net worth of £147 billion at the time of the invasion.
As of October, over £22 billion-worth of Russian assets were reported frozen as a result of UK sanctions. These assets can no longer be taken back to Russia to fund Putin’s war machine. We consider Russia’s campaign to undermine our support for Ukraine as unacceptable and it is destined to fail. We must wait for the ongoing criminal cases across Europe, including here in the UK, to conclude, but given these allegations, the Government will not wait to take further action to send a strong deterrence message to Russia and to further reduce the ability of the Russian intelligence services to threaten the UK. That is why today, in conjunction with my right hon. Friend the Foreign Secretary, I am announcing a package of measures to make it clear to Russia that we will not tolerate such apparent escalations.
I can tell the House that we will: expel the Russian defence attaché, an undeclared military intelligence officer; remove diplomatic premises status from several Russian-owned properties in the UK, including Seacox House, a Russia-owned property in Sussex, and the trade and defence section in Highgate, which we believe have been used for intelligence purposes; and impose new restrictions on Russian diplomatic visas, including capping the length of time that Russian diplomats can spend in the UK.
The measures that we and our international partners have taken in recent years have already made the UK an extremely challenging operating environment for the Russian intelligence services. These further measures will serve only to strengthen our resilience to the Russian threat.
Our NATO allies share our view of Russia’s alleged behaviour, as seen in the North Atlantic Council statement of last week. Russia has failed to provide any explanation of these events. In the coming days, we should expect accusations of Russophobia, conspiracy theories, and hysteria from the Russian Government. That is not new and the British people and the British Government will not fall for it and will not be taken for fools by Putin’s bots, trolls and lackeys.
Russia’s explanation was totally inadequate; our response will be resolute and firm.
Our message to Russia is clear: stop this illegal war; withdraw your troops from Ukraine; and cease your malign activities. I commend this statement to the House.
As the Secretary of State himself noted at the beginning of his statement, he has referred to a live case. This case is sub judice and I ask other Members not to refer to it in their questions. I call the shadow Home Secretary.
The hon. Gentleman speaks with great knowledge and passion about these important issues. He will of course understand that I will not go into detail about intelligence and security matters, but I can reassure him and the House that our intelligence services, the external-facing services and our security services, are incredibly effective. They are without doubt amongst the best in the world, and I would—perhaps rather arrogantly—suggest that they are the best in the world. In my experience both as Home Secretary and in my former role as Foreign Secretary, I have seen the positive diplomatic influence that our agencies exert on our behalf; they are regarded very highly by our allies and international partners. Without going into detail, I hope that he and the House can feel reassured that we are in good hands.
However, we must recognise that, as the hon. Gentleman has said, Russia takes pride in its long history of disinformation, propaganda and kompromat. It wears that history as a badge of honour and it is constantly evolving its threats towards us, so we have to constantly evolve our defences. I can reassure him that we are doing that; the National Security Act 2023 is part of that, but that we reserve the right to take further action, were Russia to be foolish enough to escalate or to attempt once again the actions that we believe it has taken in our country.

Commons ChamberI recognise that, in rural communities, recruitment and retention of staff is difficult and in the hon. Member’s constituency—a wonderful, beautiful, but very rural constituency—there are particular pressures. I can assure him that the global supply of potential care workers is very significant. Actually, the issues about where in the country those people work are more about the internal dynamic within the UK economy than the quantum of people around the world who would seek to work in the UK. There are plenty of people who would wish to work here, recognising that they are not allowed to bring their dependants with them, but the issue of where in the country those people work is actually a broader issue.
I pay tribute to my hon. Friend, who has campaigned vigorously on this issue and met me on a number of occasions to go through the specifics of the proposals, working closely with the Secretary of State for Justice, my right hon. and learned Friend the Member for Cheltenham (Alex Chalk), to ensure that both the policing response and the criminal response send a very clear deterrent to those who may be tempted to assault retail workers. It is not acceptable and we will take action.
My right hon. Friend is right to highlight the fantastic work of Roger Hirst and the stolen vehicle intelligence unit. A number of large-scale seizures have been made against attempted vehicle exports. The Government have reduced vehicle-related crime by 39% since 2010, and we seek to go further through the Criminal Justice Bill. We want to see more innovative approaches like the one taken by Roger Hirst, which is why I am very proud to campaign alongside him. He has done fantastic work to protect the people of Essex.

Commons ChamberThe improved processes and the increased number of Home Office officials working on this issue mean that not only the legacy cases but the current ones will be dealt with more quickly, which will reduce the need for asylum accommodation of all types. I cannot comment on individual cases because the circumstances are different in each one, but the hon. Lady should rest assured that the lessons we have learned about the increased speed of processing will benefit those who are already in the system. Of course, we are also determined to drive down the number of people who come here in the first place, reducing the pressure on our asylum processing system in doing so.
No, it is not “thank you”. I have to get a lot of people in and this is totally unfair. The question was very, very long, and I was coughing to get the hon. Gentleman to stop, not to continue. That is the signal we need to understand. If the hon. Gentleman does not want a particular Back Bencher to get in, I ask him please to point them out, because this is giving me that problem.
The mask has slipped. The Labour party has said that even if the Rwanda scheme were to be successful, it would not keep it. That shows what Labour Members really think about this. They have no plan, they have no commitment, and they have even said that if something was working they would scrap it. [Interruption.]
As I said, decisions on how a police force balances its important back-office roles and frontline policing roles are rightly decisions for the chief constable. We have given additional resource, and we have delivered on our commitment to have more police officers. Of course we are looking at police funding formulas to ensure that they remain well resourced, but there are more than 20,000—in fact, 20,947—additional police officers in England and Wales. That will ensure that there are more police on the frontline.
I am very pleased that my hon. Friend’s local community is feeling the positive impact of the decisions we have made. Since coming into Government, we have seen serious violence reduced by 26%, and neighbourhood crime down by 27% since the start of this Parliament. We have seen a 36% reduction in domestic burglary, an 18% reduction in vehicle-related theft and a 61% decrease in robbery. We have reduced homicide by 15%, have taken action on drugs and are committed to—
Order. Secretary of State—I said the same to the Minister—please, you were very slow at the beginning; you will not be slow at the end, I am sure.

Commons ChamberI am nearly done; let me conclude.
This is how we will overcome the intolerable pressure on taxpayers, public services and local communities that illegal immigration creates. That is how we will ensure that the system is fair: fair to those who play by the rules and fair to the British people, who are rightly sick of people arriving here from France in small boats—from France, a safe and wonderful country. Rwanda stands ready to welcome those new arrivals. It stands ready to work with us to find a solution on this global issue, rather than being part of a problem, and for that, I believe, it should have our thanks and admiration. This is an innovative and humane solution to a growing global problem. Other countries are looking at what we are doing and making similar plans of their own. A new treaty and this Bill make it clear in law that Rwanda is a safe country to which to relocate illegal migrants.
I want to extend an offer to the whole House. Colleagues across this House must know how much this matters to our constituents. Our voters, no matter which party they vote for, are warm and welcoming people to those in genuine need. We have seen that in the way in which people across this country have opened their homes to many of the half a million people who have come here via safe and legal routes in the past decade. But the British people rightly expect everyone to play by the rules, and they expect us in this House to do what it takes to stop the boats. That is what voting for this legislation means. Our voters are horrified when they see images of people drowning in the channel. They are horrified when they see people smugglers taking advantage of people. They want an end to illegal migration. This Government have a plan that will provide an alternative home for illegal arrivals to the UK and deter others from coming here illegally. I commend the Bill to the House.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on the Government’s plan for ending illegal immigration.
The Supreme Court has today upheld the judgment of the Court of Appeal, meaning that we cannot yet lawfully remove people to Rwanda. The important thing to note is that today’s judgment was made on the basis of facts from 15 months ago. The Government, of course, fully respect the Supreme Court, but its judgment does not weaken our resolve to deter people from making these illegal, dangerous and unnecessary journeys.
This is a lengthy judgment that we now need to digest and reflect upon. We take our obligations to the courts very seriously, which is why we have already taken action to address a number of points raised by the lower courts. It is only through breaking the business model of illegal people traffickers that we can fully take control of our borders and save lives at sea. This is why the Prime Minister backed our deal with Rwanda, passed legislation to deliver it and said, last December, that other countries would follow our lead. We have now seen that other countries are, indeed, also exploring third-country models to address illegal immigration, including Austria, Germany and Denmark. Italy’s deal with Albania is a new and innovative model for processing asylum claims.
Nothing in today’s Supreme Court judgment dims our commitment. The Supreme Court said there are issues with Rwanda’s asylum system that could create the possibility of someone being returned to a country where they could face persecution. I am struck by the Court’s remarks about the risk of refoulement:
“The structural changes and capacity-building needed to eliminate that risk may be delivered in the future, but they were not shown to be in place at the time when the lawfulness of the policy had to be considered in these proceedings.”
The judgment was making reference to the earlier proceedings.
We have a plan to provide exactly that certainty. We anticipated this judgment as a possible result and, for the last few months, have been working on a plan to provide the certainty that the Court demands. We have been working with Rwanda to build capacity and to amend our agreement to make it clear that those sent there cannot be sent to any country other than the UK. Our intention is to upgrade our agreement to a treaty as soon as possible, which will make it absolutely clear to our courts and to Strasbourg that the risks laid out by the Court today have been responded to, will be consistent with international law and will ensure that Parliament is able to scrutinise it.
The Prime Minister has said that, if our domestic legal framework frustrates our plans, he is prepared to change our laws, but we are not going to put forward proposals simply to manufacture an unnecessary row for political gain. We have a plan to deliver the Rwanda deal—[Interruption.] Opposition Members are not listening, but they might want to listen to this. We have a plan to deliver the Rwanda deal and we will do whatever it takes to stop the boats.
Illegal immigration is a huge global challenge, and that challenge is growing. It was a topic that I regularly raised with countries across Europe and around the wider world in my former role as Foreign Secretary. Across Europe, monthly illegal migrant numbers are trending upwards, with an exception: our numbers are falling. Illegal immigration is dangerous, it undermines the laws of our country, and it is unfair on those who come here legally and on the British people who play by the rules. It must and it will stop.
This a wonderful country. I recognise that because I have just had the chance to see it as others see it from overseas. Inevitably, people aspire to come here. But more people coming here illegally is not fair on those struggling to get GP appointments, housing or access to schools, or on those people living near to asylum hotels. The impacts are felt by some of the poorest in our society and we have a duty to address their concerns. While the Conservative Government have taken action to protect our country, the Labour party has voted time and again—more than 80 times—not to protect our borders.
Rwanda is ready and willing to help. The United Nations High Commissioner for Refugees operates its own refugee scheme in Rwanda. Rwanda is ready to receive thousands of people, process their claims, give them excellent care and then support them to integrate in Rwanda; this is an African country full of potential and promise. We have a future-focused, mutually beneficial partnership with it, and we have a plan to deliver it.
The Rwanda plan has only ever been one tool in our toolbox. We have a plan to drive down numbers and our plan is working. Before the Prime Minister launched his 10-point plan last December, the number of people entering the UK illegally in small boats had more than quadrupled, but while illegal migration in the rest of Europe continues to rise, crossings to the UK are now down by a third.
We are tackling illegal immigration at every stage of the journey of a would-be illegal migrant, and our plan is working. Last year, the Prime Minister signed the largest ever small boats deal with France. We have expanded our joint intelligence cell to deepen intelligence sharing and dismantle the criminal gangs. Cutting-edge surveillance technology is in play, and we have beefed up security infrastructure, such as more CCTV, at key border crossing points along the channel. We have ensured that more French officials and officers patrol French beaches, and they are working closely with UK staff. So far in 2023, nearly 22,000 crossing attempts have been prevented because of the close co-ordination between British and French officials. That means less money that the British taxpayers have to spend on hotels, less profit for the criminal gangs and fewer people to process. It sends a clear message to the gangs and to those who want to cross that we will stop them.
As Foreign Secretary, I worked closely with my right hon. Friend the Immigration Minister to agree a new deal with Albania, with better data sharing, closer operational working and financial support. In response to the work that he and I did, the number of Albanian small boat arrivals has fallen by 90%—I repeat that figure of 90%—so far during 2023, and we have returned more than 4,600 people in just 10 months. We want to ensure that it is harder to get into one of those boats in the first place, including by reducing the supply of boats.
We are targeting the movement of those goods, such as dinghies and engines that are used to facilitate the crossings, in order to undermine a key component of the smugglers’ business model.
Those who do make it through will not be able to stay. We have expedited returns arrangements with countries including France, Albania, Turkey and Italy. We have increased the number of illegal working raids by almost 70%. We have cut the asylum legacy backlog by more than 59,000 cases. We have freed up hundreds of hotel beds with the use of alternative sites. We have announced the closure of the first 50 asylum hotels and we have passed the Illegal Migration Act 2023, the most ambitious immigration legislation in decades, which makes clear that the only route to asylum in the UK is via one of the safe and legal routes we have put in place. Anyone who comes to the UK illegally will not be able to stay. They will be removed either to their home country, if it is safe, or to a safe third country, if it is not.
Mr Speaker, I can assure you that our commitment to ending illegal immigration is unwavering. We are a positive outlier in Europe. Our efforts are working. Small boat crossings are down. Our decision making is faster. We are removing those with no right to be here, and taking action against those who are working illegally.
We have done deals with multiple countries and will continue to do so. Arrivals down, decisions faster, returns up—we are getting on with the job and will do whatever it takes to deliver on our commitment to stop the boats. I commend this statement to the House.
One of the dangers of writing a critique of Government policy before reading the facts laid out in a statement is that the statement makes the critique obsolete. The right hon. Lady talks about hotel usage, which I remind the House is coming down. She talks about small boat arrivals in the UK, which I remind the House are coming down. She talks about forming closer working relationships with our European partners, which I remind the House we are already doing.
In response to the right hon. Lady’s various questions, I have written here, “Does Labour have a plan?” [Interruption.] If those on the Labour Benches could curb their enthusiasm and listen to what I was about to say next, they would hear that I was going to concede that it is clear that they do have a plan. Their plan—their great idea—is to do what the Government are already doing, which is bucking the European trend. When other countries are seeing 30%, 40%, 50%, 60%, 70% or 100% increases in their illegal arrivals, we are seeing a reduction of one third in ours, bucking the trend.
We have always said that Rwanda, and the deterrent effect of the Rwanda plan, is an important tool in our toolbox; we have never claimed that it was the only one. We have always pursued a range of options—when I say “we”, I mean my right hon. Friend the Immigration Minister, with me watching him from King Charles Street, although the collective “we” is appropriate here—and, as I set out in my statement, those activities are having an effect.
My final point is that the mask has slipped. The glee that I detect from those on the Opposition Benches for this temporary setback on the delivery of our plan displays what we on the Government Benches know to be true: they do not want migration control to work. They do not want to take control of our borders; they would rather delegate it to anybody else—[Interruption.]
Order. I want to hear the Home Secretary. I do not need those on the Front Bench—[Interruption.] You may pull faces, but the bottom line is that I want some quiet to hear what is being said. Our constituents at home want to hear that as well, but when you are chuntering so loudly, they cannot do so.
I pay tribute to my right hon. Friend and predecessor. She was a fantastic and long-serving Home Secretary, and I intend to compete with her on both of those metrics. She makes an incredibly important point. We looked closely at the judgment and found that it draws our attention to work that we can do, working with our partners in Rwanda, to address the Supreme Court’s concerns about people being returned to unsafe countries. That is where we will address our focus, because that will be the pathway to ensuring that Rwanda remains a key element of our basket of responses to illegal migration.

Commons ChamberI have said regularly how much I value the Abraham accords. The improving of relationships between Israel and the Arab nations in its near neighbourhood is an extremely positive step. There is a realistic belief that part of the aim of the attack of 7 October was to derail future normalisation and negotiations. Again, I think that highlights the fact that Hamas are not a friend to the Palestinian people. They are not trying to improve relationships between Israel and the Arab world. They brought down the Oslo agreements, and they have consistently blocked all attempts to normalise relationships between Israel and the wider Arab world. We must not let them win in that endeavour, and we must work to bring peace between the Palestinian people and the Israelis.
The Prime Minister, my right hon. Friend the Development Minister and I have had extensive and regular talks on ensuring that humanitarian supplies get to the Palestinian people in Gaza. Indeed, the Development Minister has virtually daily conversations with Martin Griffiths, the head of the Office for the Co-ordination of Humanitarian Affairs, and the Prime Minister has recently announced an additional £30 million of humanitarian support on top of our pre-existing £27 million, making us one of the most generous contributing nations to humanitarian support for Palestinians in Gaza.
I can assure the right hon. Gentleman that that is exactly the tone of the conversations we are having. The preservation of civilian life remains a priority, and we discuss this regularly and at every level with the Israeli Government. Of course we reflect on the point that Israel itself—as well as the countries in the near neighbourhood—is trying to prevent this from becoming a regional conflict. As I say, professionalism and restraint by the Israeli Defence Forces are an important part of preventing this from becoming a regional conflict.
Order. Being first on the Order Paper is not permission to take all the time. Topicals should be short and sweet. The right hon. Gentleman has been here long enough to know that.
I can assure the right hon. Gentleman that we are trying to find every avenue to alleviate humanitarian suffering. We will be represented at senior ministerial level at the Security Council later today. We want to take action that will actually deliver aid and support to the Palestinian people who are suffering in Gaza.

Commons ChamberThe right hon. Gentleman makes a number of important points, which I commend to the House—a number of which I will respond to and, indeed, amplify. He is absolutely right that this is an incredibly sensitive situation, and not just for the region itself. Our desire to prevent this tragedy from expanding into a regional conflict remains an absolute priority, and of course we have a duty as a Government—I am sure it is a passion shared by the whole House—to ensure that Jewish and Muslim communities in the UK are safe and feel safe, and do not experience ramifications from circumstances that are far beyond these shores and beyond their control.
For that reason, everybody—particularly those who have a voice in the public sphere, whether formal or informal—should be particularly careful about what information they disseminate. They should be particularly vigilant against disinformation, and speculation is never useful. I appreciate that the House, and indeed the country, will want to understand what is going on in real time, and sometimes the pause that we impose on ourselves to ensure that the information the Government provide is accurate can be frustrating, but I would prefer, of course, to be accurate rather than just to work at pace.
The right hon. Gentleman is right that there are malign influences seeking to take advantage of this terrible situation, and we do guard against that. We take note of what President Biden has said, but we will come to our own judgment. We will work on that quickly and ensure that our assessment is put in the public domain as soon as we are confident of the details.
As the Foreign Secretary said, we should soon know the direct cause of this explosion. I will send him and the Prime Minister a letter that I have received from the Worthing Islamic society—I think that Jewish people and others in my constituency will agree with every sentence. It ends by asking the Government to use their “influence and support” to
“encourage a peaceful and sustainable resolution that prioritises the rights and well-being of innocent civilians”
caught up in the onslaught.
The Father of the House makes an incredibly important point. As a former Minister for the middle east, I am acutely conscious of the implications for Islamic communities both in the region and here in the UK, and the protection of those people is as close to our hearts as the protection of Jewish people here in the UK. We will relentlessly pursue what is the enduring UK Government position, which is a viable two-state solution, with Israelis and Palestinians living in peace side by side. Of course these circumstances are a setback, but nevertheless we will not be fatalistic. We will continue to work with Israel, the Palestinian people and the wider region to bring about that positive aim.
I note what the hon. Member has said about the incident at the Al-Ahli Hospital. As I say, we will be making a statement only when we are comfortable about the facts. We have to be realistic that the opportunity for any kind of independent investigation going into Gaza is severely limited, which is why we are taking the time to ensure that we get this right.
In all our conversations with the Israelis, we have reinforced the need for the protection of civilians; they understand that and they agree. President Herzog has made a commitment about adherence to international law. We must, however, be completely clear that Hamas accept no such limitations on their actions. They have specifically targeted civilians and children—they went out of their way to identify and murder the most vulnerable—and it is completely appropriate for Israel to take action to protect its civilians and prevent Hamas from perpetrating further atrocities in that country.

Commons ChamberWith permission, Mr Speaker, I will update the House on the situation in Russia.
The long-running feud, played out in public, between Yevgeny Prigozhin, with his Wagner Group, and the leaders of the Russian armed forces reached a peak over the weekend. On 10 June, Russia’s deputy Defence Minister said that “volunteers” fighting for Russia must sign contracts with the Russian Ministry of Defence by 1 July. Prigozhin announced immediately that his personnel would refuse to do so.
We—along with many Members of this House, no doubt—had been following closely the open escalation of rhetoric from Prigozhin. Last Friday, he denounced Russia’s military leadership, accusing them of bringing “evil” on the country and of invading Ukraine for their own personal benefit. He drove a coach and horses through President Putin’s case for war, saying:
“The war was needed for Shoigu to receive a hero star… The oligarchic clan that rules Russia needed the war.”
Prigozhin added, and I stress that I quote him directly:
“The mentally ill scumbags decided: ‘It’s OK, we’ll throw in a few thousand more Russian men as cannon fodder. They’ll die under artillery fire, but we’ll get what we want.’”
In the early hours of Saturday, Wagner forces entered the city of Rostov-on-Don in southern Russia and Prigozhin announced that he would march on Moscow. This finally drew a response from Putin, who accused Prigozhin of an “armed rebellion” and promised “tough” action and punishment. Wagner troops promptly advanced more than 500 miles northwards towards Moscow, before Prigozhin abruptly called off his operation and announced that Wagner would return to its bases. Having condemned him as a traitor in the morning, Putin pardoned Prigozhin in the afternoon, when a Kremlin spokesman announced that no charges would be brought.
The Government, of course, consider that this is an internal Russian affair and that the leadership of Russia is a matter exclusively for the Russian people, but everybody should note that one of Putin’s protégés has publicly destroyed his case for the war in Ukraine. Prigozhin said on Friday that
“there was nothing out of the ordinary before 24 February 2022, the situation was frozen with exchanges of military action and vicious looting”
by the Russian side. He also said that Russia’s Defence Ministry is
“trying to deceive both the President and the nation…that there was incredible aggression from the Ukrainian side with NATO support ready to attack Russia”.
The Russian Government’s lies have been exposed by one of President Putin’s own henchmen.
The full story of this weekend’s events and their long-term effects will take some time to become clear, and it is not helpful to speculate. However, Prigozhin’s rebellion is an unprecedented challenge to President Putin’s authority and it is clear that cracks are emerging in Russian support for the war. I, of course, hold no candle for Prigozhin or his forces; they have committed atrocities in Ukraine and elsewhere. But he has said out loud what we have believed since the start of Russia’s full-scale invasion: that this invasion was both unjustified and unprovoked. The events of this weekend are an unprecedented challenge to Putin’s authority, with an armoured column approaching his own capital city.
As the situation unfolded, the Government monitored and responded to developments carefully. I was briefed on Friday evening and again regularly throughout the weekend by my officials. On Saturday, I chaired a Cobra meeting on the situation. We have also been in close touch with our allies. On Saturday, I spoke to Secretary Blinken and my G7 colleagues, and I have been in touch with other regional partners. My right hon. Friend the Prime Minister spoke to President Biden, President Macron and Chancellor Scholz on Saturday afternoon.
Despite these internal developments in Russia, Putin’s bloody war in Ukraine continues. The Ukrainians fight for their survival, and our Ukrainian friends are mounting a determined counter-offensive and steadily clawing back their territory. We will not be distracted from our work to support Ukraine’s self-defence and subsequent recovery. This weekend’s events show that it is Ukraine and its partners, not Russia, that have the strategic patience and resolve to prevail. At last week’s Ukraine recovery conference, we sent a clear message that we will stand with our Ukrainian friends not only as they resist Putin’s onslaught, but in the subsequent peace. Now that Russia’s leadership cannot justify this war even to each other, the only rightful course is for Putin to withdraw his troops and end this bloodshed now. Mr Speaker, I commend this statement to the House.

Commons ChamberMy last conversation with Türkiye on this was at the NATO Foreign Ministers meeting in Oslo on 1 June. My most recent engagement with Hungary on this was at the OECD meeting in Paris at the tail end of last week.
As the NATO Secretary-General said last month, Ukraine’s “rightful place” is in NATO. Over time, our support will help to make that possible. Does the Foreign Secretary agree that once, with our support, Ukraine has prevailed in its war against Russia’s invasion, there can be no Minsk 3.0, and that Britain should play a leading role in securing Ukraine’s path to join NATO?
I am very glad that the right hon. Gentleman agrees with the Government’s position on this, which is that Ukraine’s rightful place is within NATO. We have worked towards that aim. Our support—the training, equipment and advice that we have provided—will have helped to speed up the pathway from now to the point when Ukraine becomes a full member of NATO.
Pakistan remains a close and important partner. We have a strong bilateral relationship. When we see political instability and sporadic escalations of violence, it is concerning. We continue to work both directly at political level and through our high commission in the country to seek to de-escalate the tension to ensure that future elections are not marred by the violence that, unfortunately, we have seen recently.
I have spoken regularly about the process by which proscriptions are made. We do not routinely speculate on future proscriptions. Our relationship with Israel is key. I met the Israeli Foreign Minister and signed a UK-Israeli bilateral road map on 21 March. We continue to hold their safety and security as a priority in our bilateral relationship.
I am disappointed. I am sure that next time, the hon. Member for Kilmarnock and Loudoun (Alan Brown) will put on a tie.

Yes, Mr Speaker. You will know that the issue of the Windsor framework falls within the remit of the Foreign, Commonwealth and Development Office. It is a joke to be told by an FCDO Minister that he will take this matter up with the Department for Environment, Food and Rural Affairs, because DEFRA has no role in negotiating veterinary medicines. How can I obtain an answer to the question that I posed today, Mr Speaker?
As I think the hon. Gentleman knows, we will inevitably liaise closely with those in DEFRA on the practicalities of this, because they are the experts on the subject matter. However, ownership of the policy does lie with the Foreign, Commonwealth and Development Office. We will continue to negotiate with the European Union on all files where there are still outstanding issues, and I assure the hon. Gentleman that this will be one of the matters I will raise during my imminent conversations with Maroš Šefčovič.

Commons ChamberOn my visit to Israel, I saw people of all religions living their lives freely there, and that is to be commended. Through this rare period when the three great religions celebrate these significant events at the same time of the year—I think these festivals converge once every 33 years—I had extensive conversations with the Israeli leadership, the Palestinian leadership and leadership in the region. I am pleased that opportunities were taken to de-escalate and to support religious freedom. That will always be something that we champion in our relationships.
The military practicalities of providing what would, to all intents and purposes, be an armed escort from multiple points around Khartoum and the surrounding areas to a single point of exit, proved insurmountable. That was true for our international partners as well as ourselves—no country in the world was able to provide that level of security arrangement. We kept under review the safety of the various routes from within Khartoum to Wadi Saeedna, and we advised on that accordingly. I have a huge amount of admiration for the military personnel who sustained the longest airhead of any western nation at Wadi Saeedna and are currently supporting British nationals and others in their evacuation through Port Sudan.
My hon. Friend makes an important point about the state of the runway. I do not pretend to be a military logistics expert, but my understanding is that the British military were doing repairs while they were using the runway to keep it serviceable. He is right that what is basically a military runway has taken an exceptionally high level of air traffic. My understanding—and I am willing to be corrected on this once we have an update later today—is that we have been able to hand back that airfield to the Sudanese armed forces in a usable state, having done repairs as the airfield has been used.
We have sanctioned the IRGC in its entirety. We have also put in specific sanctions on the supply of those military drones to Russia, which have been utilised to attack civilian infrastructure in Ukraine. We will continue to keep our deterrent posture towards Iran under review. As my hon. Friend will know, it is not common practice to speculate on what further action we might take in response, but I take the point he is making very much on board.
I commend the hon. Gentleman for his action in this area, particularly in his new role, which I had the opportunity to congratulate him on at the time. He is right: the future of this planet is very much in the forefront of the minds of young people particularly. They seek to inherit it and their voices are incredibly important. I took the opportunity at COP26 and COP27 to meet young climate activists, and it is incredibly important that we find some way of both formally and informally having—

As we have already heard, on 26 February, following the appalling murder of two Israelis, a violent mob of 400 settlers attacked the Palestinian town of Huwara, killing one, injuring hundreds, and burning buildings and cars. As my hon. Friend the Member for Middlesbrough (Andy McDonald) said, a far-right Minister in the Israeli Government called for Huwara to be wiped out. That shocking incident is part of the deteriorating situation in the occupied west bank and the wider problem of settler violence, for which too often no one is held to account. Again, will the Government press the Israeli authorities to condemn and crack down on these shocking incidents of settler violence?
There has been condemnation of those actions within the Israeli system. We are always clear that where there is lawbreaking, authorities should take action. Within the Israeli system there has been recognition of the action being illegal and provocative, and therefore we will continue to work with the Israeli Government and the Palestinian Authority to find ways of de-escalating the situation and striving for peace, and for what ultimately is in the best interests of Palestinians, Israelis and the region: a peaceful and sustainable two-state solution.
I pay tribute to my hon. Friend for the work he has done in this area for many years. I am proud of the fact that the UK has been at the forefront of the campaigns for preventing sexual violence in conflict. My noble Friend Lord Ahmad organised a conference on this very issue last year. We must ensure that the perpetrators, the facilitators and those ordering this brutality are all held to account, and we will work with our international partners to ensure that that happens.
Yesterday I set out how the Government will ensure that the country remains safe, prosperous and influential. In San Diego yesterday afternoon the Prime Minister, alongside President Biden and Prime Minister Albanese, announced that we will deliver a multi-billion-pound conventionally armed but nuclear-powered submarine capability to the Royal Australian Navy.
Last month we negotiated the Windsor framework for Northern Ireland with our European Union colleagues, and last week at the UK-French summit we struck a deal that will help to stop the boats bringing illegal migrants to the UK.
On Ukraine, the UK stands ready to provide a further $500 million of World Bank loan guarantees to cover the cost of vital Government services. We are accelerating delivery of our £2.3 billion-worth of military aid and Challenger tanks and will keep—
On behalf of the people of Stockton South, I offer our deepest condolences to the families of victims of last month’s devastating Turkish-Syrian earthquake. I was glad to see the Government’s fast response in sending humanitarian aid, but can my right hon. Friend ensure that the UK will assist both Syria and Turkey in elaborating strategies to prevent any future natural disaster from having such a devastatingly high fatality rate?
I pay tribute to my right hon. Friend the Development Minister, who travelled to the region shortly after the earthquakes, keeping a close eye on the swift financial and technical response we deployed. I can assure both my hon. Friend and the House that we will continue to pay close attention to the humanitarian need as a direct result of the series of earthquakes in Turkey and Syria.
We continue to work with the International Criminal Court on ensuring that it is able to bring people to justice. We are working closely with our friends internationally to look at what other legal vehicles we may need to ensure that everybody—from perpetrators and facilitators right up to the decision makers in Moscow—is held to account for the brutality and perverse actions taken by Russian troops in Ukraine.

Commons ChamberThe Chair of the Foreign Affairs Committee highlighted a number of important areas, and I commend her and the Committee for the work they have done in putting forward ideas. We always take those ideas seriously and, as she recognises, it is no accident that some of the conversations and thinking that her Committee has put forward are woven into this report. We always listen to constructive feedback from colleagues, whatever side of the House they come from.
We are conscious that the threat from Chinese activity is not just in the economic sphere, and I assure my hon. Friend that on our security—not just economic security —we are thinking across a full range of threats and risks. We must also recognise that there is the need and opportunity to engage with China in areas where we can work more successfully. I assure her that protecting ourselves against risks in that economic sphere will not be limited just to the private sector—we will of course look to give advice to the private sector, and more broadly, and I assure her that we will continue to think across the whole range of threats and risks.
Mr Speaker, while the Deputy Speaker is still in the Chamber, may I too welcome her back to her place? It is nice to see you here, Madam Deputy Speaker.
I thank the Foreign Secretary for advance sight of his statement. There are clear things to welcome in the review, and I think everyone can say that funding for the BBC World Service is a good move. Measures to tackle and counter hostile information and manipulation are things we should be doing, and it is good to see them in the report. It is sensible to develop more expertise on China, although there are gaps in the strategy. It is painfully obvious that we need a reassessed Russia strategy, and it is important to come forward with that in detail. Support for Ukraine must be ongoing, and I repeat the call for frozen assets to be used in the rebuilding process.
The Secretary of State also needs to reflect on where his golden thread has frayed. The Government were flatfooted in the crisis over Afghanistan, and there is still the issue of British Council workers. What lessons have been learned for the future from that debacle? What are his ambitions in rebuilding with the European Union, and where is the detail on dealing with the global climate crisis? It is barely mentioned in the documents. International aid should not be used as a trade lever, yet that is still part of the UK Government’s plans. Increased military spending needs more detail. When will that come to the House? Security expert Edward Lucas has warned:
“Britain’s military cannot sustain a global role”,
describing UK armed forces as a
“clapped-out army, serious problems with…our naval vessels, and an air force short of planes and pilots.”
The presence of nuclear weapons in NATO countries did not deter Putin from invading Ukraine. Why would spending more on new nuclear be a good idea now? Does the Foreign Secretary agree that spending in conventional areas would be better than wasting on new nuclear, or has the £5.5 billion shambles of the Ajax tanks procurement left the Government afraid of that kind of investment?
On who will ultimately pay for the terrible damage across Ukraine, it is absolutely right that the aggressor pays. We will work closely with our international partners to make sure that those who cause the damage repair the damage. The exact vehicle for doing so will be discussed and decided internationally, because it demands an international response.
On the nuclear deterrent, the hon. Gentleman has very much drawn the wrong lessons. He says that NATO having nuclear weapons did not prevent Russia attacking Ukraine. Ukraine is not a member of NATO and Ukraine gave up its nuclear weapons arsenal. It was Russia’s failure to abide by the commitments made in the Minsk agreement—[Interruption.] He says it did not stop it invading Ukraine. Ukraine is not a member of NATO. I can draw him a map if it helps. Ukraine is not a member of NATO. Our nuclear deterrent is absolutely the foundation stone of the Euro-Atlantic defence, and the UK will always abide by its commitments to its friends and neighbours in the region. We will ensure the standing we currently enjoy as one of the most significant contributors to the Euro-Atlantic defence relationship is maintained and enhanced, in terms of both our nuclear deterrent and conventional means.

Commons ChamberWith permission, Mr Speaker, I will make a statement to the House on the situation in Turkey and Syria.
On Monday morning at 1.17 am UK time, a major earthquake struck south-eastern Turkey and north-western Syria. Measuring 7.8 on the Richter scale, the quake’s impact was felt hundreds of miles away in Lebanon, Cyprus, Greece and Israel. Just nine hours later at 10.24 am London time, a second major earthquake struck the same region, with a magnitude of 7.5 on the Richter scale. The first tremor centred on the Turkish city of Gaziantep, some 150 miles north of the Turkish-Syrian border. The epicentre of the second quake was approximately 80 miles further north.
Earthquakes of this severity have not been seen in that region for 80 years. The effects of the two earthquakes have been devastating. At least 2,291 deaths have already been confirmed by the Turkish authorities, and at least 15,834 people have been reported injured. Those numbers are, I regret to inform the House, highly likely to rise significantly. I know that the House will join me in offering our sincere condolences to the people of Turkey and Syria.
Across the region, which is inhabited by more than 12 million people, more than 6,000 buildings have collapsed. Electricity and gas infrastructure has been severely damaged. Many of the 3.5 million Syrian refugees hosted by Turkey reside in the affected provinces. Turkey’s outstanding disaster relief response capability has been severely tested by the sheer scale of the catastrophe. The Turkish Government have declared a state of emergency, and they are requesting international assistance on a scale that matches the enormity of the situation that they are facing. Turkey will lead the disaster relief response in the areas of Syria where it has a presence.
As of this morning, we know that three British nationals are missing. The Foreign Office’s crisis response hub is working to support the at least 35 British nationals who have been directly affected by the earthquakes. We assess that the likelihood of large-scale British casualties remains low. The Turkish Government have contacted His Majesty’s Government to request support, and we are working closely with our Turkish allies to provide them with the help that they need as swiftly and as effectively as possible.
I have been in direct contact with my Turkish counterpart, and I plan to speak to the UN’s Under-Secretary-General for humanitarian affairs and emergency relief co-ordination this afternoon to discuss future steps. Our 77-strong urban search and rescue team, with four dogs and state-of-the-art equipment, is due to arrive at Gaziantep later today. I have also authorised the deployment of a UK emergency medical assessment team.
In Syria, the UK is in contact with our partners on the ground to establish their need and decide how best to help them. The conflict stability and security fund will provide an uplift to the opposition Syrian civil defence, commonly known as the White Helmets, to support their emergency response operations across north-west Syria. We are also providing support to Syria through the International Medical Corps, Save the Children and, of course, the United Nations agencies.
We will continue to stand by the people of Turkey and Syria. We will deliver aid to those in need, wherever they are, and as we do so, we will work with our allies and partners around the world to ensure the most effective humanitarian response. I undertake to keep the House updated on the situation in Turkey and Syria as it evolves. I commend this statement to the House.
I thank the right hon. Gentleman for his tone and the points he has made. He is absolutely right, and reflects the mood of the whole House, in saying that we pass on our thoughts not just to those in the affected region but to people here in the UK and further afield whose friends, families and loved ones may have been affected by this terrible situation.
With regard to financial support, as I have said, we have already given an uplift to the Syrian civil defence, the White Helmets. We will assess what other assistance will be needed, in close co-ordination with the United Nations and other non-Government delivery partners on the ground.
The right hon. Gentleman mentions sanctions on Syria. The response will predominantly be led by the Turkish Government in the areas that they control, and through Syrian non-Government agencies and international agencies. I will check that this is the case, but my estimation at the moment is that our ability to support will not be hampered by our sanctions regime.
On the future allocation of funds for Syria and further allocations of official development assistance, we are working through that process, as we do each year. I am not able to give the right hon. Gentleman a complete answer at the moment, but of course we will look at all allocations in response to what we are sadly seeing unfold on the ground. I will, of course, endeavour to keep the House updated.
My heart goes out to all those who have lost loved ones, those who are still searching for loved ones, and the British nationals affected. The people of Syria have lived through 12 years of bombardment, chemical weapons, barrel bombs and rape. But how does Assad, who has already decimated healthcare services by double tapping and bombing, respond? Yesterday afternoon he bombed Marea, an area affected by the earthquake, in a truly callous and heinous attack and an opportunistic continuation of his attempts to destroy the moderate opposition. This is truly heinous, and it was something I warned about yesterday afternoon.
First, can the Foreign Secretary confirm what we are doing and what repercussions there will be for Assad for these appalling acts? Secondly, how will we shame Russia and China into reopening the humanitarian corridor that has now been closed for two years? Finally, when we look at the integrated review refresh, where Syria has been notably absent as we tilt towards the Indo-Pacific, will he look at the fact that Syria has turned into a narco state because we have not kept our eyes on it? Those drugs are making their way to Europe, whether we like it or not.
My hon. Friend is absolutely right to highlight the completely unacceptable bombing of areas in the immediate aftermath of this natural disaster. Sadly, it speaks to a long-standing pattern of behaviour by the Assad regime, which we condemn and have sanctioned. We will continue to bring about sanctions, working with our international friends and partners, to try to prevent such behaviour occurring again. Sadly, she and the House will know that the behaviour of Assad and the Syrian Government, in this as in so many other areas, is completely unacceptable. I assure my hon. Friend that we have not lost interest in this. The situation in Syria and the response of the Assad regime is a topic of conversation that regularly comes up when I speak to interlocutors in the region and beyond.

Commons ChamberMy Department works closely with the Home Office to ensure that people who live here in the UK, irrespective of their heritage or birthplace, feel the umbrella of protection that they deserve. We will continue to work closely on threats against Iranians here in the UK.
I can assure the hon. Gentleman that if he is suggesting our exit from the European Union has been tricky, I think that is probably a fair assessment. I would just mildly make the point that if he thinks that is tough, imagine what extricating Scotland from one of the longest and most successful Unions in human history would be like. I have absolutely no doubt that our good, professional and strong working relationship with Maroš Šefčovič and his officials and other members of the European Commission will ultimately be successfully. However, I would strongly urge him to learn lessons when it comes to the ease with which one can extricate oneself from Unions, whether they be European or—
I have expressed condolences directly to the Azerbaijani Foreign Ministry for the loss of one of its employees in the attack in Tehran. I spoke recently with His Majesty’s ambassador to Iran when I temporarily recalled him a couple of weeks ago. We discussed the security of the embassy and the people working on that platform. However, I believe it is incredibly important that we maintain our embassy in Tehran. The House should understand that diplomatic relations are not some bonus, prize or award to the host nation; they are to protect our people and our interests. But we always keep a very close eye on the security of the embassy and those members of staff working within it.
It is noteworthy that 92% of Ukrainians believe that the UK has had a positive influence on world affairs, second only to Canada, that 86% of Americans have a favourable opinion of the UK and that 34% of Americans have a very favourable opinion of the UK, which is up 4% since Labour left power. My hon. Friend is right to say that 69% of the 33 countries surveyed in the poll he mentioned said that they had an improved opinion of the UK. I suspect that the criticisms the right hon. Member for Tottenham (Mr Lammy) deploys indicate that he spends a little too long on Twitter and radio phone-ins and not quite long enough going around the world listening to people what actually think about our fantastic country.
Order. Can I just say, we are going to be here a while because although these are topical questions, they are not being treated as topical questions in the answers. If the Foreign Secretary does not want to be here a long time, he needs to look at the length of his answers.

Commons ChamberWith permission, Mr Speaker, I will make a statement on the execution of a British national in Iran.
On Saturday morning, Iran’s regime announced that it had executed Alireza Akbari, a British-Iranian dual national. I know that the thoughts of the whole House will be with his wife and two daughters at the time of their loss. They have shared his ordeal—an ordeal that began just over three years ago when he was lured back to Iran. He was detained and then subjected to the notorious and arbitrary legal process of the regime. Before his death, Mr Akbari described what was done to him and how torture had been used. Let there be no doubt: he fell victim to the political vendettas of a vicious regime. His execution was the cowardly and shameful act of a leadership that thinks nothing of using the death penalty as a political tool to silence dissent and settle internal scores.
In February last year, Mr Akbari’s family asked the Foreign, Commonwealth and Development Office for our support, and we have worked closely with them ever since. I want to pay tribute to them for their courage and fortitude throughout this terrible period. In line with their wishes, the Minister of State, my noble Friend Lord Ahmad, lobbied Iran’s most senior diplomat in the UK as soon as we learned that Mr Akbari’s execution was imminent. We maintained the pressure right up until the point of his execution, but, sadly, to no avail.
When we heard the tragic news on Saturday morning, we acted immediately to demonstrate our revulsion. I ordered the summoning of Iran’s chargé d’affaires to the Foreign, Commonwealth and Development Office to make clear our strength of feeling. Our ambassador in Tehran delivered the same message to a senior Foreign Ministry official. Ten other countries have publicly condemned the execution, including France, Germany and the United States, and the European Union has done the same. I am grateful for their support at this time.
We then imposed sanctions on Iran’s Prosecutor General, Mohammad Jafar Montazeri, who bears heavy responsibility for the use of the death penalty for political ends. His designation is the latest of more than 40 sanctions imposed by the UK on the Iranian regime since October, including on six individuals linked to the revolutionary courts, which have passed egregious sentences against protesters, including the death penalty. In addition, I have temporarily recalled from Tehran His Majesty’s ambassador, Simon Shercliff, for consultations, and we met and discussed this earlier today. Now we shall consider what further steps we take alongside our allies to counter the escalating threat from Iran. We do not limit ourselves to the steps that I have already announced.
Mr Akbari’s execution follows decades of pitiless repression by a ruthless regime. Britain stands with the brave and dignified people of Iran as they demand their rights and freedoms. Just how much courage that takes is shown by the appalling fact that more than 500 people have been killed and 18,000 arrested during the recent wave of protests. Instead of listening to the calls for change from within Iran, the regime has resorted to its usual tactic of blaming outsiders and lashing out against its supposed enemies, including by detaining a growing number of foreign nationals for political gain. Today, many European nationals are being held in Iranian prisons on spurious charges, including British dual nationals, and I pay tribute to our staff—both in Tehran and here in the UK—who continue to work tirelessly on their behalf.
Beyond its borders, the regime has supplied Russia with hundreds of armed drones used to kill civilians in Ukraine. Across the middle east, Iran continues to inflict bloodshed and destruction by supporting extremist militias. And all the while, the steady expansion of the Iranian nuclear programme is threatening international peace and security and the entire system of global non-proliferation. In the last three months alone, Britain has imposed five separate packages of sanctions on Iran, and today we enforce designations against more than 300 Iranian individuals and entities. We have condemned the regime in every possible international forum, securing Iran’s removal from the United Nations Commission on the Status of Women and, alongside our partners, creating a new UN mechanism to investigate the regime’s human rights violations during the recent protests.
The House should be in no doubt that we are witnessing the vengeful actions of a weakened and isolated regime obsessed with suppressing its own people, debilitated by its fear of losing power, and wrecking its international reputation. Our message to that regime is clear: the world is watching you and you will be held to account, particularly by the brave Iranian people, so many of whom you are oppressing and killing. I commend this statement to the House.
I thank the hon. Gentleman for his comments on the solidarity that the whole House sends to the family of Mr Akbari. He will know that the future proscription or sanctions designation of individuals or entities is not something that we speculate about or discuss at the Dispatch Box. However, he should know that we share the revulsion that he expressed.
As I said, we do not limit ourselves to the actions that we have already announced. I have spoken with His Majesty’s ambassador to Tehran and I will of course be speaking with other parts of Government about what further action we can take in response to the vile behaviour of the regime. I can assure the hon. Gentleman that we speak regularly with our international friends on our collective response to Iran, both in the region and beyond, and we will continue to do so.
My hon. Friend the Chair of the Select Committee raises incredibly important points. She knows the long-standing convention about speculating about sanctions and proscriptions, but I absolutely take the points that she has made about ensuring that the response we take here in the UK and, indeed, in conjunction with our international partners sends an incredibly clear message to the regime that these actions are unacceptable and will be responded to each and every time they take place. With regard to the actions that we take domestically here in the UK, I can assure her that we work closely with our Home Office colleagues on our collective response, and I agree with her that the safety of our team in Tehran is incredibly important. I pay tribute to them for the work that they do in incredibly challenging circumstances, and I also pay tribute to the demonstrations of international solidarity that we regularly receive from other platforms in Tehran.

Commons ChamberMy hon. Friend makes an incredibly important point. There are many, many Russians who are deeply opposed to the invasion that Putin initiated against Ukraine. Their bravery is legion. We have sanctioned more than 1,200 Russians and more than 120 entities as a direct result of Putin’s invasion. I will make note of the name he raised. He and I have discussed this previously, and he will understand that we do not comment on specific designations that might have been brought about.
The United Kingdom’s position has been consistent. We recognise that the way the protocol is working is undermining community cohesion in Northern Ireland and disrupting business flows, particularly east-west between Northern Ireland and the rest of the UK. These issues have to be addressed. That is, I think, something that the EU negotiating team understand, and we will continue negotiating in good faith. However, as I say, the Northern Ireland Protocol Bill exists for a reason, and we want to ensure that we get a good working resolution that is sustainable for all the communities in Northern Ireland.
We already sanction the IRGC in its entirety. We will continue to work closely with our friends in the international community to prevent the point that the right hon. Gentleman raises: the exporting of attack drones and other munitions to Russia, which are then being used by Vladimir Putin’s troops to attack civilians and civilian infrastructure in Ukraine. We will continue to sanction individuals, and as I say, the IRGC is already sanctioned in its entirety.
I can inform the hon. Lady that I had a meeting with my Yemeni counterpart at COP27 in Egypt. I know that the plight of the Yemeni people is close to the hearts of many Members of the House. It remains a focus of the UK Government. We call on all sides involved in the conflict, especially the Houthis, to abide by the ceasefire agreement, but of course Saudi Arabia has, as all countries have, a legitimate right to self-defence.

Commons ChamberWith permission, Mr Speaker, I will update the House on the situation in Ukraine.
This morning, Russian missiles again struck Kyiv and other cities, destroying critical national infrastructure and depriving Ukrainians of water and electricity. Earlier today I spoke to our ambassador in Kyiv, and I heard again of the extraordinary resilience of Ukraine’s people in the face of Russian aggression.
At the weekend, Russia suspended its participation in the Black sea grain initiative, which has allowed the exportation of 100,000 tonnes of food every day, including to some of the least developed countries in the world. Putin is exacting vengeance for his military failures on the civilians of Ukraine by cutting off their power and water supply, and on the poorest people in the world by threatening their food supplies. Over 60% of the wheat exported under the Black sea grain initiative has gone to low and middle-income countries, including Ethiopia, Yemen and Afghanistan. It would be unconscionable for those lands to be made to suffer because of Putin’s setbacks on the battlefield in Ukraine. I urge Russia to stop impeding this vital initiative, which is helping to feed the hungry across the world, and to agree to its extension.
Meanwhile, Russia’s suicide drones and cruise missiles are killing Ukrainian civilians, obliterating their homes and even destroying a children’s playground. A third of the country’s power stations were put out of operation in a single week. None of this achieves any military purpose. Putin’s only aim is to spread terror and to deprive Ukrainian families of shelter, light and heat as harsh winter approaches. I am sure the House will join me in condemning his breaches of international humanitarian law.
I am also sure that every right hon. and hon. Member will share my conviction that Putin will never break the spirit of the Ukrainian people, and my incredulity at the glaring contradictions in his thinking. He claims that Ukraine is part of Russia and that Ukrainians are Russians, but at the same time he calls them Nazis who must be bombed without mercy.
When Putin launched his invasion, he convinced himself that Russian forces would be welcomed into Kyiv and that Ukrainians would support him or be too craven to stand in his way. He could not have been more wrong. The last eight months have shown the scale of his miscalculation and the barbarity of his onslaught, including the mass rape committed by Russian soldiers in Ukraine. The UK’s campaign to prevent sexual violence in conflict is more urgent now than ever and I will host a conference on that vital subject next month. The Kremlin is now resorting to peddling false claims and churning out invented stories that say more about the fractures within the Russian Government than they do about us.
It is reprehensible that Iran should have supplied Russia with the Shahed drones that are bringing destruction to Ukraine, in violation of UN resolution 2231. On 20 October, the Government imposed sanctions on three Iranian commanders involved in supplying weaponry to Russia, along with the company that manufactures Shahed drones.
Earlier, on 30 September, Putin announced that Russia had annexed four regions of Ukraine spanning 40,000 square miles—the biggest land grab in Europe since the second world war. Once again, this exposes his self-delusion. He has declared the annexation of territory that he has not captured, and what he had managed to seize he is in the process of losing.
On 12 October, 143 countries—three quarters of the entire membership of the United Nations—voted in the General Assembly to condemn the annexations. Russia had just four supporters: Syria, Belarus, Nicaragua and North Korea. When those regimes are a country’s only friends, they really know that they are isolated. When 141 countries denounced Putin’s invasion in March, some speculated that that was the ceiling of international support for Ukraine. The latest vote showed that even more nations are now ready to condemn Russia, but Putin still thinks that by forcing up food and energy prices, we will lose our resolve. Our task is to prove him wrong.
We will not waver in our support for Ukraine’s right to self-defence. I delivered that emphatic message when I spoke to my Ukrainian counterpart on Tuesday, and my right hon. Friend the Prime Minister said the same to President Zelensky when they spoke on the phone—the first foreign leader who he called on his appointment as Prime Minister. On Thursday I will attend a meeting of G7 Foreign Ministers in Germany, where I will send a unified signal of our shared determination. This year, Britain gave Ukraine £2.3 billion of military support—more than any country in the world apart from the United States of America. We will provide Ukraine with more support to repair its energy infrastructure and we have committed £220 million of humanitarian aid.
The House will have noted Putin’s irresponsible talk about nuclear weapons and an absurd claim that Ukraine plans to detonate a radiological dirty bomb on its own territory. No other country is talking about nuclear use; no country is threatening Russia or President Putin. He should be clear that, for the UK and our allies, any use at all of nuclear weapons would fundamentally change the nature of this conflict. There would be severe consequences for Russia. How counterproductive would it be for Russia to break a norm against nuclear use that has held since 1945 and has underpinned global security?
Nothing will alter our conviction that the Ukrainians have a right to live in peace and freedom in their own lands. If Putin were to succeed, every expansionist tyrant would be emboldened to do their worst and no country would be safe. That is why we stand, and will continue to stand, alongside our Ukrainian friends until the day comes—as it inevitably will—that they prevail. I commend this statement to the House.
I thank the right hon. Gentleman, my opposite number, for the points that he has made, and for echoing from the Opposition Front Bench the support for the Ukrainian people in their work to eject Russia from their homeland. It is noticed that although we sometimes disagree on the detail, our collective response is to support the Ukrainian people; that will be noted, and they will be incredibly grateful for it. He raised a number of points, which I will attempt to cover in my response.
On the energy needs of the Ukrainian people going into the winter, the UK has pledged £100 million to support Ukraine’s energy security and to reform, and £74 million in fiscal grants to support Ukraine through the World Bank. I will seek to get more details on the right hon. Gentleman’s specific question about the number of generators and share them with him at an appropriate point in the future.
On Iran, the right hon. Gentleman noted that we have already sanctioned a number of people—a point I made in my statement. He will know that we do not discuss future sanctions designations, but I can assure him that we will be keeping a close eye on the actions of Iran, and indeed any other countries, in providing arms for Russia, and we will take appropriate actions to dissuade them from doing so and to react if they do.
The right hon. Gentleman is absolutely right to highlight the situation with regard to disinformation. Increasingly desperate statements have been coming out of the Russian Ministry of Defence and the Kremlin. Those claims are designed to distract the Russian people, and indeed the wider international community, from the truth, and the truth is that the Ukrainians are pushing Russian forces back on the battlefield. We must not be distracted from that truth, and the right hon. Gentleman is absolutely right that we must work with our international allies to make sure Russia’s disinformation campaign does not influence global support for the Ukrainian people.
The right hon. Gentleman also mentioned grain exports, and I have spoken with my Turkish counterparts in the past expressing our gratitude for the work they have done in securing that grain export deal. We have also reinforced the need for that to be extended and for Russia to lift the pause on its engagement on that. This is about ensuring that the global poor—those who are already suffering from hunger—are not drawn into a conflict not of their choosing. We must not let Vladimir Putin use global hunger as leverage to undermine support for the Ukrainians in the defence of their homelands.
The right hon. Gentleman asked about the supply of anti-tank missile systems. We are committed to matching our support next year, as we have done for this year. We will ensure the Ukrainians are supplied with the arms most relevant to their needs at the time. In the initial phases of the conflict, NLAWs and other anti-tank missile systems were incredibly important to them. The battlefield has now evolved, and ground-to-air and air- to-air missile systems have increased in importance. We will make sure our support for Ukraine matches its needs, but we will also ensure that we do not denude our own armed forces of requirements, and action has been taken to stimulate the supply chain for critical and military equipment. We will always ensure that we adapt to the circumstances on the ground and on the battlefield and that we do not denude ourselves of our ability to defend this country as well as our friends and allies.
Over the next month, war on the ground will be most difficult for Putin to wage, so he is weaponising famine, information, sexual violence and even Ukraine’s children. What conversations is my right hon. Friend having with abstentionist countries who are most likely to suffer from famine in order that they encourage Russia to return to the Black sea grain deal?
On the kidnapping of Ukrainian children, which is a form of genocide, no meaningful international action appears to be taking place. Will my right hon. Friend reassure us on that front? Finally, Bellingcat has identified 33 individuals whose sole job is to target civilian infrastructure in Ukraine. Will he reassure us that sanctions are being considered against those individuals whose sole job is to terrorise the Ukrainian public?
I thank my hon. Friend for those points. She is absolutely right that it is important that we engage with those countries who have thus far abstained in votes at the United Nations, to remind them that Russia’s attack on Ukraine—the invasion of Ukraine—is not just a European issue. It is about the UN charter, territorial integrity and the rule of law, and any and all countries who value those things should show solidarity in their condemnation of Russia’s involvement.
My hon. Friend asked about individuals who may be involved in the targeting of civilian infrastructure. She will understand that, of course, we do not discuss intelligence matters and we do not go into detail about future sanctions designations. However, I assure her that we think and act carefully in terms of our response to deter as well as to respond to the issues that she raised. We will of course keep a very close eye on the actions of Russia where it is targeting civilians and civilian infrastructure as well as critical national infrastructure. That will always be an important part of the work that we do.

My right hon. Friend speaks with huge authority on this issue, and he knows that when he speaks on any issue but particularly this one, I personally take notice and Her Majesty’s Government always take notice. He will, I know, be frustrated by the sentence I am about to utter, but I think he will understand that, while we work closely with our international partners on sanctions of individuals, as our response to Russia’s invasion of Ukraine demonstrates, we never discuss publicly any future sanctions designations that might be brought. Nevertheless, Her Majesty’s Government and I will take very seriously the points that he has made, and the list of individuals that he has read out. He was right to highlight the importance of not just words but actions in opposition to actions such as those taken by the Chinese Government. We consider Beijing to be in a state of ongoing non-compliance with the Sino-British joint declaration, and I think that that will be borne in mind when we speak, or think, about any other agreements that might be entered into with that Government.
I thank my hon. Friend for the work she does on this issue. She is famously passionate about it, and rightly so. She makes an incredibly valid point about this being a topic for the summer; it is inconceivable that it will not be a topic of discussion, although the agenda is not down to me. The Sino-British joint declaration is a legally binding treaty under which China committed to uphold Hong Kong’s high degree of autonomy and to protect the freedoms and rights of its people. This explicitly includes freedom of expression and freedom of religion or belief, so my hon. Friend is absolutely right to say that this goes to the core of the agreement. We will call out China when it curtails those freedoms and, as I say, it is right that this should be brought up in international fora—both those centred on freedom of religion or belief and others.

I thank my hon. Friend for his kind remarks about the professionalism of the Foreign Office’s consular team. They deal with incredibly difficult and sensitive issues regularly. I can assure him that we will continue to work tirelessly to bring this case to the attention of our opposite numbers in the Iraqi Government. As I have said, it would be wrong for us to attempt to distort their legal process but we will of course help Mr Fitton’s family to secure legal representation, including English-speaking legal representation, to give him the proper ability to defend himself in this instance.
I previously held the brief for the middle east and north Africa, as did my right hon. Friend, and he will know that the UK enjoys a very close and strong relationship with the Iraqi Government at both ministerial and official levels. I completely understand his point about Iraq’s judicial system being dissimilar to our own, but we must respect the judicial systems operated by other countries. We completely understand the concern of Mr Fitton and his family, and we will continue to engage as intensively as we already have to ensure that he receives a fair trial and has good legal representation. We do these things not because of questions in the House but because we believe they are the right thing for the UK Government to do to support British nationals overseas.

Commons ChamberThe phrase that comes to mind is, “When people are free to choose, they choose freedom.” In this instance, a number of countries are seriously considering joining NATO—as the hon. Gentleman says, predominantly Finland and Sweden. I have no doubt that their application will be considered seriously by NATO member states. They are both serious defence players in their own right. Our view is that they would be an asset to NATO. Ultimately, the choice is for the people of those countries, but as my right hon. Friend the Foreign Secretary has said, we would look favourably on that application.

Friend the Foreign Secretary said, the Home Office has established a forward presence, including just over the Ukrainian border into Poland, in order to facilitate cases like the one that the hon. Lady has raised. We continue working closely with the Home Office to ensure that its work on receiving Ukrainian refugees is as quick, effective and efficient as possible.
NATO has a strong partnership with Sweden and Finland. I assure my hon. Friend that our close co-ordination will continue. Our relationship with Sweden and Finland extends to our valued partnership in security and defence bilaterally and through regional groups, such as the joint expeditionary force and the northern group. I note closely what she said about future applications to join NATO from those states.
Following the outbreak of violence in Kazakhstan, my noble Friend Lord Ahmad met senior representatives of the Kazakh Government, including President Tokayev’s special representative. In those contacts, he underlined the need to ensure that law enforcement responses are proportionate and in accordance with Kazakhstan’s international obligations. He also stressed the importance of conducting the investigation into the unrest urgently, transparently and effectively.

We have regularly called on Russia to abide by the commitments to which it has previously voluntarily subscribed, and there is no justification for the aggressive posture that it is now displaying on the borders of Ukraine. We and France, as well as other members of NATO, speak regularly; indeed, just yesterday I was on a multilateral call with French representatives. We are co-ordinating our approach and our language and ensuring that we understand and calibrate our actions in concert, and I assure my hon. Friend and the whole House that that will continue to be our approach on this very serious issue.

Commons ChamberI can absolutely confirm that our support for Ukraine is discharged not only bilaterally, with training teams and defensive military equipment support, but with work at a multinational level through the Quad, which I attended recently, through NATO and through other international institutions such as the G7, to ensure that all countries support the principles of self-determination, territorial integrity, peace and freedom.

In response to the specific questions that the hon. Lady raised, we estimate—we can only estimate—that 3,000 UK-based organisations were put at risk by this attack. It was an untargeted action. It was not targeted at specific sectors. We do not believe that Government organisations were a victim of it, and because it was an untargeted action it is not possible for me to give a credible assessment of the economic damage of this particular attack. The National Cyber Security Centre and Microsoft gave advice at the time and, as I say, by the end of March it was estimated that 92% of organisations had installed the patch to protect themselves. Advice is available to any organisation that still thinks it may be at risk in some way, both from the National Cyber Security Centre and from Microsoft.
With regard to our attendance at the winter Olympics, my right hon. Friend the Foreign Secretary answered that point in departmental questions. There is nothing more that I can add to that.
The hon. Lady asked about naming and shaming. The fact that 39 countries collectively put their name to the statement is unprecedented, and it sends a significant signal that countries are working together to steer China’s actions. China is a significant economic and political player. We cannot pretend that China does not exist. We want China to change its behaviour, and we will work with international partners to urge it to do so. As I say, we reserve the right to take further actions if necessary.
I call the Chair of the Intelligence and Security Committee, Dr Julian Lewis.
As the ISC’s inquiry into China is still current, I shall limit myself to asking why the Government generally describe the communist Chinese system as authoritarian rather than totalitarian, what the Minister’s understanding is of the difference between the two, and whether the Chinese regime took any steps to close down the hacking group APT10, which was denounced in a similarly forceful statement by the then Foreign Secretary, my right hon. Friend the Member for South West Surrey (Jeremy Hunt), and our allies in December 2018.
I understand the point that my right hon. Friend makes about the use of language. I am not in a position to have a debate on that specific point, but I make the broader point that the UK Government’s actions, and indeed the actions of our friends and allies around the world, are based on actions whether they be from Russia, China or wherever else, rather than on the narrow definition that may be found in international documents.
The reason that we put out this joint statement and attributed responsibility to state-backed Chinese actors is to let the Chinese Government know, to an extent, that we can tell what they are up to and we will not accept it. That is why taking actions in concert with our international partners is so important and will always be the foundation stone of whatever else we choose to do in response to the behaviour, if it does not change.
I was not privy to the discussion about the statement, urgent question or otherwise. Yesterday’s statement was made by and in conjunction with international partners. I can assure my hon. Friend that I do not need to be dragged to the Dispatch Box to be questioned by colleagues and Opposition Members on this incredibly important issue.
Just to say—when statements are not forthcoming, I will continue to give UQs.
The right hon. Lady is absolutely right that a comprehensive approach to cyber-security is incredibly important. As I say, the UK is proud of the fact that we are a global leader in cyber-security. The publication of the document she mentions, and others, will come in due course. I am not able to give her a precise date at the Dispatch Box at the moment.
Let me just say to all Members who have participated that my call list says that some were to be virtual and some physical, but nobody seems to be what I am being told on this list. A lot of effort goes into creating it—a lot of staff time—and staff need to know where Members are. Commons ChamberSince I was last at the Dispatch Box on 13 May, we have sadly seen further violence and more civilian deaths. I am sure the House will join me in offering condolences to all the families of those civilians who have been killed or injured across Israel and the Occupied Palestinian Territories.
Mr Speaker, with your permission I will set out to the House the work that the Government are doing, along with others, to bring about a peaceful resolution. We are urging the parties to work with mediators towards an immediate ceasefire to prevent further loss of life and a worsening humanitarian situation. We are supporting United Nations, Egyptian and Qatari efforts to that end, and we work closely with the United States.
We are also prioritising our own diplomatic efforts through both bilateral and multilateral channels. The Foreign Secretary and I, with the support of our diplomats on the ground, have been working to progress the conditions needed for an immediate ceasefire. The Foreign Secretary has spoken in recent days with the Israeli Foreign Minister and the Palestinian Prime Minister; he reinforced our clear message of de-escalation and our desire to work together to end the violence. I delivered similar messages to the Israeli ambassador and the Palestinian head of mission in London.
We have also engaged regional partners at ministerial level. The Foreign Secretary spoke with the Foreign Minister of Jordan on 17 May and just this morning I spoke with a number of ambassadors from Arab states to reiterate the need for an immediate ceasefire, and I underlined our shared goal of a peaceful two-state solution. We are playing a leadership role in the United Nations Security Council, where we are calling for measures by all sides to reduce further violence. We will participate in the emergency UN General Assembly session later this week.
The UK unequivocally condemns the firing of rockets at Jerusalem and other locations within Israel. We strongly condemn these acts of terrorism by Hamas and other terrorist groups, who must permanently end their incitement and rocket fire against Israel. There is no justification for the targeting of civilians.
Israel has a legitimate right to self-defence and to defend its citizens from attack. In doing so, it is vital that all actions are proportionate, in line with international humanitarian law and make every effort to avoid civilian casualties. We are aware of medical institutions, a number of schools and many homes in Gaza that have been destroyed or seriously damaged, and we are concerned that buildings housing media and humanitarian organisations such as Qatar Red Crescent have been destroyed. We call on Israel to adhere to the principles of necessity and proportionality when defending its legitimate security interests.
We are also concerned by reports that Hamas is once again using civilian infrastructure and populations as a cover for its military operations. Humanitarian access is essential, and we urge all parties to allow the unimpeded entry of vital humanitarian supplies. Hamas and other terrorist groups must cease their mortar attacks on these crossings. We urge all parties to work together to reduce tensions in the west bank, including East Jerusalem. The UK is clear that the historic status quo in Jerusalem must be respected. Violence against peaceful worshippers of any faith is unacceptable.
The UK position on evictions, demolitions and settlements is clear and long-standing: we oppose these activities. We urge the Government of Israel to cease their policies related to settlement expansion immediately and instead work towards a two-state solution. The UK will continue our intensive diplomatic efforts in the region focused on securing a ceasefire and creating the conditions for a sustainable peace.
I recognise the passion with which the right hon. Gentleman speaks, but there can be no legitimisation of indiscriminate rocket attacks against civilian targets from within civilian infrastructure by an internationally recognised terrorist organisation.

Commons ChamberAntisemitic acts and violence against the Jewish community, wherever they may be, are unacceptable. I pay tribute to the CST and others who seek to keep communities safe. In the UK we enjoy, for the most part, very good community relations. We should be proud of that and seek to reinforce it. It is important for us to demonstrate that we are good friends with Israel and with the Palestinian people, and that we are seeking a peaceful two-state solution that can see people of all faiths enjoying the peace and security they deserve.

The UK Government take the rights of women very seriously, and, indeed, one of the priorities as set out for our official development assistance expenditure is girls’ education. The election of countries to various roles in the United Nations is ultimately a decision for that multilateral forum, but I understand the concerns that my hon. Friend has raised about Iran’s treatment of women. We call upon Iran to do the right thing, and we will continue to lobby for the release and return of British dual nationals and also on a whole range of other issues where we believe that Iran’s behaviour is unacceptable.
I thank the hon. Lady for the point that she has raised and the work that I know she has done in support of her constituent. We are aware—we have been in contact, and we are aware—of the concerns about the medical situation in the prison, and we have pushed the Iranian regime to allow access of medical professionals for, as I say, Mr Ashoori. We will continue to push for the better treatment of our British joint nationals while they are incarcerated, but ultimately for their release and ability to return home.

My hon. Friend the Chairman of the Foreign Affairs Committee makes a very good point about the convening power that the UK can exercise and the strong bilateral relations we have with countries in the region. I am pleased to see that a number of countries in the Gulf were very generous, even though they, like us, are suffering from economic difficulties. We will continue to lobby the international community for support. I have not had and, unfortunately, I do not think we currently enjoy, the bilateral relations with Iran to make credible requests, or to make requests that will be forthcoming, but we will continue to encourage and push Iran to be a better regional neighbour and a better regional partner. In the immediate term, we strongly encourage Iran to stop supporting the Houthis, and we encourage the Houthis to end their campaign of violence against Yemenis and Saudis alike.
Different countries at yesterday’s pledging events put forward their pledges. Some increased their pledges; some reduced their pledges. Each country is facing its own economic challenges. The UK remains, despite the unprecedented economic circumstances we face, one of the largest donors both in general terms and in terms of humanitarian support for Yemen. I would also make the point that while the money is of course incredibly important—that is why we have committed to at least £87 million this financial year—there are other resources we bring to bear to bring about an improvement in this situation, including our voice on the international stage, our lobbying power and our political power. We will continue to work to bring about an end to the conflict in Yemen.
The hon. Lady raises this issue on the day after Houthi missiles were sent into civilian areas of Saudi. The Kingdom of Saudi Arabia seeks to defend itself against such aggression, as every country in the world has the right to do. Our arms export regime is robust, and the best thing that we can do, as I say, to help the people of Yemen is to encourage all the parties, both those in Yemen and regional partners, to bring this conflict to an end.

Friend is absolutely right; Saudi Arabia is one of the larger contributors to humanitarian support for the people of Yemen, and maintaining good bilateral relations is an important part of that. More broadly, it is also the case that Saudi Arabia is a strong bilateral partner on a whole range of issues, including security issues, which keep British people and British interests, as well as Saudis, safe. We will continue to work with it, with the Government of Yemen and with other countries in the region to try to bring about a sustainable political solution and peace for the people of Yemen.

Commons ChamberThe hon. Lady makes an incredibly important and accurate point. The fact that my noble Friend Lord Goldsmith is a Minister across the Department for Environment, Food and Rural Affairs, the Department for International Development and the Foreign and Commonwealth Office shows the integrated approach that this Government take. Our work on development, our diplomatic work and our work to protect biodiversity and the environment all work together to ensure that women and other people who are vulnerable are not hit harder by changes to our climate.

Commons ChamberA number of right hon. and hon. Members have raised these oversight bodies. It is important that there is oversight of the process, so oversight bodies need to exist. It is important that those oversight bodies improve, and we are seeking to improve them. The Government of Bahrain desire to improve those oversight bodies and we are helping them to do so. Where a country with which we have had relations for more than two centuries explicitly seeks to improve the transparency, effectiveness and resilience of its institutions, we will seek to help it provide that improvement.

Commons ChamberMy right hon. Friend the Foreign Secretary has spoken with his opposite number and other members of the Israeli Government, as have I and indeed our Prime Minister. We are working to dissuade Israel from taking this course of action. There will always be voices in British politics that would jump at any opportunity to bring in sanctions and disinvestment. We do not agree with those voices, and we will continue to work towards a negotiated two-state solution, using the diplomatic means we have at our disposal.

Commons ChamberI thank the hon. Gentleman for the points he makes. We have indeed commented positively to the Israeli Government on how they have worked with the Palestinian Authority. I made the same point to Palestinian Authority representatives on the way they have worked with the Israeli Government. It shows a pattern of co-operation that should be replicated. I hope it is a step towards building trust that will enable a sustainable peaceful solution to the situation in Israel and the Palestinian Authority.
