I regret the Secretary of State’s tone in response to the shadow Secretary of State, and I hope that, over time, she learns not to adopt that tone on issues such as this. The shadow Secretary of State noted that there is a capacity crisis, and the Secretary of State has said that we need greater early intervention now. Is the Secretary of State confident that she has the resources to support local authorities and others in tackling this twin challenge? Both parts need to be tackled at the same time, which is a truly serious undertaking.

Commons ChamberI am grateful to the Prime Minister for giving way. He talks about priorities. Of course, people in rural communities around the country see the vast majority that the right hon. and learned Gentleman has assembled, and they are afraid. They see a manifesto in which just 87 words are about farming. They see a King’s Speech with no mention of rural communities or priorities. Will the Prime Minister please take this opportunity to reassure people in rural and farming communities that his Labour Government will take notice of them?
Order. Interventions are one thing, but this is not the best time to actually make a speech.

Commons ChamberI would chide my right hon. Friend with the science and evidence that are emerging all the time. There is a climate challenge and emergency, which is why we are looking to reduce our emissions. He is quite right to challenge that by saying, “We are less than 1% of global emissions, so how does this make sense?” That is why we hosted COP26 and got the rest of the world to commit to following us. We are bringing in the carbon border adjustment mechanism from 2027 precisely to ensure that we create an economically rational system that supports jobs in this country, while meeting the climate challenge that needs to be met.
I do agree with my hon. Friend. The point is to have a wide range of back-up capacity, but not to use it very much with fossil fuels, and, as I think has long been the case, to ensure that any new gas generation should be carbon capture-ready. We look forward to it being hydrogen-ready, too. We are in a very similar position to Germany and other countries that are looking at exactly that. For instance, I think both Germany and Ireland, as part of their growth in renewables, recognise the need for gas, albeit used less and less, to ensure that the lights stay on and there is appropriate insurance in place.
I thank my hon. Friend. He and my right hon. Friend the Member for North East Somerset (Sir Jacob Rees-Mogg) are absolutely right to focus on the economics. We have to get the economics right. We have used an auction-type mechanism in the capacity market to ensure flexible capacity. We are incentivising more and more of that to be low carbon, with batteries coming in at scale, as well as pumps and potentially hydrostorage. We also need hydrogen and carbon capture. We are ensuring a balanced system with discipline built into it to drive costs down. When CBAMs and so on come on stream, I firmly expect that in the 2030s we will have lower-cost energy than our neighbours and we will, as my right hon. Friend the Member for North East Somerset referred to, be more economically competitive.

Commons ChamberThe Government are moving on from our appalling inheritance in 2010 of less than 7% of our electricity coming from renewables, with that figure today up to well over 40%. Every day we add to that, we displace gas and other fossil fuels and lower bills for people, and we plan to keep that going. We already have solar, onshore wind and other developers providing benefits to consumers, and we will come forward with plans for those hosting—

Commons ChamberI thank the hon. Lady for her question and for championing vital research, not least in Scotland. I am looking forward to meeting scientists when I am in Scotland over the next couple of days. We have all heard her request, and it will be noted.
My right hon. Friend mentioned that he will go to COP28 next week. Could he remind Members of the House, particularly those on the Opposition Benches, of the measures taken in last week’s autumn statement to help to promote the green energy agenda in this country?
My hon. Friend is quite right. We must never forget the parlous state of this country in 2010. Less than 7% of our electricity came from renewables—that was the legacy of the right hon. Member for Doncaster North (Edward Miliband). In the first quarter of this year, that was nearly 48%. Opposition Members raised the issue of people being cold and unable to pay their bills, but just 14% of homes were insulated properly; now, it is 50%. In last week’s autumn statement we heard announcements about the grid and—
Order. The Minister talks about emissions, and we are getting a lot of them from him today.
My hon. Friend has championed, does champion and, I am sure, will continue for many years to champion the good people of Kettering, and the fact that they are providing such leadership on net zero and the delivery of renewables after our parlous inheritance from the Labour party. Let us make sure that we never go back to a system in which renewables are not brought on to our grid in the way they are today.
The hypocrisy and the ignorance coming from the Labour party is extraordinary. We have decarbonised more than any major economy on this earth and we will decarbonise more to 2030, and we are doing it by unlocking a level of investment into renewable energy double that we have seen in the United States. So, Labour can take its selective facts and put them where the sun don’t shine.
I think that we have had a few problems with language already. I am sure the Minister will think carefully before he answers again.

Commons ChamberChina has even greater offshore wind capacity than ourselves—it has the largest wind and largest solar capacity in the world—and it has a significant level of production. We recognise that we will need technology from all over the world, including China, if we are to meet our net zero aspirations.
On 5 September, the Government announced changes to national planning policy for onshore wind in England, giving greater flexibility to allocate suitable areas and to address the planning impact of onshore wind. I agree with the hon. Lady; I am an enthusiast for more onshore wind where it goes with the grain of communities, and we will continue to pursue that to make sure that we can realise the benefits that come from it.
The Government have created an online advice service to help consumers in replacing fossil fuel heating systems, including oil boilers, with a heat pump. We are also providing funding through the boiler upgrade scheme.
Further to that point of order, Mr Speaker. The hon. Lady is quite right to raise this in that way, and I am happy both to withdraw that and to apologise to her for getting my facts wrong on that occasion.

Commons ChamberI thank my hon. Friend, who is an absolute champion of floating wind and the economic opportunities it offers for her area and the rest of the UK. I was delighted to speak to her last week and meet her yesterday, and I pay tribute to her efforts. We have the largest floating wind pipeline in the world, based on confirmed seabed exclusivity arrangements. We have around 25 GW already identified, including through the ScotWind leasing round and innovation and targeted oil and gas—INTOG—processes. As she, as a great champion, knows, the Crown Estate is moving forward with its leasing round 5 for up to 4 GW of capacity in the Celtic sea this year. We have been the world leader on floating energy and we are going to stay the world leader. Thanks to the efforts of my hon. Friend, I know that we will have support across the House.
Until wind capacity is constructed, it is not normally connected to the grid. That which has not been connected to the grid will need to be connected to the grid.
We typically set out the key auction parameters in November, and those include the ceiling of what we will pay for particular technologies. We do that based on our analysis of supply chain costs, and we also commission external analysis. The most important data of all comes from individual auction rounds, and it is on that basis that we set the price parameters. The industry warned us, as it does every year, that it wants us to pay more. We always have to make a judgment call between making sure that we minimise—[Interruption.] It would be so much easier to give my answer, Mr Speaker, if the right hon. Member for Doncaster North (Edward Miliband) would stop—
Order. I think that, as a man who was always happy to heckle from the Back Benches, the Minister deserves a little bit himself.
We set the prices, and we immediately learn from each auction. One of the reasons for having an annual auction is that we can quickly adjust and, as I said, projects can then come into the next round with minimal delay.
I suggest that it is the hon. Gentleman and his colleagues who need to commit to facilitating that in Northern Ireland. Energy is devolved and it is up to them to get the devolved Assembly up and running. If they get devolved government going in Northern Ireland, they will unleash these opportunities. It is not for this Department, which is not responsible for energy in Northern Ireland.

Commons ChamberI thank my right hon. Friend for his question. There is enormous enthusiasm on the Government side of the House for the potential of nuclear, including small modular reactors. We are determined to see that go forward as quickly as possible, which is why the new organisation, Great British Nuclear, is doing a rapid down selection of technologies this year, precisely in order to unlock the benefits that my right hon. Friend so correctly highlights.
The hon. Gentleman is right to be frustrated about progress. But as the Secretary of State said, when the right hon. Member for Doncaster North (Edward Miliband), who is chuntering on the Front Bench, was in power, just 14% of homes were decently insulated; by the end of the year, it will be more than 50%. We have set up the energy efficiency taskforce because we want to go further and faster. We are determined to do more. We are spending £12.6 billion over this Parliament and the next, and—

I thank the hon. Gentleman for his question. He and the RAC are right to highlight the particular issue in rural communities such as those that he and, indeed, I represent, and the particular pressures on consumers there. He will understand that rural fuel duty relief is a matter for the Chancellor and that what we need is a properly functioning market. That is why we are implementing the findings of the CMA in full and putting in place an interim regime, starting next month.
Towards the end of last year, the local radio station in Milton Keynes, MKFM, published research showing that, although there was considerable competition in Milton Keynes, petrol and diesel prices were substantially higher across the board than those in equivalent urban areas. I very much welcome the proposal for a real-time fuel price comparator, but will my right hon. Friend assure me that the Government will keep an eye on price differentials between different urban areas and intervene if necessary?
As ever, my hon. Friend champions his constituency in this House. I completely agree. That is why the monitoring function is so important in tandem with transparency. We have to make sure that people can see the prices. We know that consumers are prepared to travel but, if they do not know that there is a cheaper price available 2 or 3 miles down the road, they will not access it. That is something that we aim to put right.
I would like to say I was shocked or surprised, but I am not because—as everyone in the House knows, except the tiny number who sit on the Liberal Democrat Bench—hypocrisy is their main method of behaviour. The initial Government cut in fuel duty of 5p per litre represented savings for consumers worth about £2.4 billion. We on the Conservative Benches are on the side of the motorist. We are going to make sure that the market works and motorists are properly served by it.

Only for Labour Members—and perhaps some other people on the Opposition side of the House—is it possible to have a 75% tax on the sector, with the levy alone bringing in £25.9 billion between 2022-23 and 2027-28, and then talk about subsidy. Tens of billions of pounds come from the oil and gas sector in this country, and it provides energy security, keeps the lights on and keeps people warm. If the hon. Gentleman’s party were in power, it would cut off domestic supply, weaken energy security and slow down our transition. In every way, they get it wrong.

Commons ChamberThe right hon. Gentleman is absolutely right that the decarbonisation of heat remains a major challenge and we need to do more. With the launch of “Powering up Britain”, on which I made a statement to the House just before the recess, we are using £30 million of Government money to leverage £300 million in private investment, but I agree that we need to do more to change the trajectory if we are to meet the target of 600,000 heat pumps a year by 2028.

He is right to say that we need co-ordination across Government, including local government, and that is why it was particularly disappointing—and I hope the hon. Gentleman would condemn them—that Labour councillors voted against plans to bring £18 million of investment to Teesside. [Interruption.] They voted against the establishment of a new body that would bring £18 million of investment to Middlesbrough.
They put ideology and party difference over the interests of their constituents.

I thank my right hon. Friend, whose economic insights I always value and appreciate. However, we are committed to electric and zero-emission vehicles and we will not stimulate investment in those sectors by removing the mandates that drive consumer choice and have led to such a significant change in our road transport emissions. We are going to have even more ambitious steps.
I thank my right hon. Friend, before whom I appeared this morning on the subject of delivering nuclear power, for which I noticed there were no Scottish nationalists present. He is absolutely right about the need to have those batteries in place and, as I have said, that is what the automotive transformation fund, among others, is designed to do. The automotive sector generated £58.7 billion in turnover and £14 billion in GVA in 2021 and we are committed to ensuring that it goes forward successfully. I look forward to working with the former Secretary of State to make sure that we do have those factories in this country, which is absolutely vital to make sure that, on British roads, there are zero-emission vehicles that are produced here and that jobs are created here as a result of that.

I thank the hon. Lady for her question. The Northern Ireland energy bills support scheme will provide £400 to households in Northern Ireland this winter. In addition, it has been decided that the alternative fuel payment of £200 will, unlike in Great Britain, be paid to every household in Northern Ireland because of the high preponderance of the use of heating oil in particular. On top of that, support is already being provided to households in Northern Ireland through the energy price guarantee, which brings an automatic reduction in bills.
Energy is devolved, so this scheme should have been administered by the Executive in Northern Ireland. In Great Britain, my Department has been working since February to deal with this very complex and challenging task. We do not live in a society with a centralised database, so standing up the support has proved extremely challenging. It was not until August that the Executive asked the Government and therefore my Department to take on responsibility for it, which is one reason why we have been behind.
There is also a different system and a different regulator. As energy is a devolved matter, the Department was not used to working with the system on a day-to-day basis. Since then, we have identified that we needed powers that we lacked in the Northern Ireland context and we were able to seek those powers through emergency legislation—the Energy Prices Act 2022. We then sought to find the right route to get through to consumers in Northern Ireland.
We found that working through suppliers, because of their established relationships, is the best way—if not the only way—realistically and in a reasonable timeframe to reach consumers in Northern Ireland. By using those systems, we hope to expedite delivery, but there is a different set of suppliers from Great Britain and they have their own processes that need to be adapted to deliver the support. Detailed work is under way to establish how suppliers can use their systems to pass funds to consumers in a way that will meet consumer needs and ensure that public money is properly protected. That is where the biggest issue has come about.
I would like to see the AFP and the EBSS added together so that a £600 payment can go to households in Northern Ireland, and I would like it to be available for them to use this winter to meet their heating oil bills and the cost of living crisis. I do not want them to have stranded electricity credit that they may not use up until the following winter. That has been the crux of the challenge when dealing with suppliers and that is what we are working on to make sure—
As I said, energy is devolved. I understand why the hon. Lady’s party is not part of the Executive, but that has consequences. It meant that we did not start until August. We should not be doing this; the Executive in Northern Ireland should be doing it—that is the truth.
I met chief executive officers of the energy suppliers last week. Whatever the hon. Lady may have heard, they are not ready. Their systems do not allow for the dispensing and cashing out. I hope that she agrees about not wanting to see people unable to access stranded credit in their electricity account. I have insisted that we find a way to make sure that people can cash that out and use it to meet their heating oil bills this winter.
We had a roundtable on Monday with my officials and those suppliers, and another yesterday. I am receiving daily updates and I am determined to find a way to ensure that we can allow cashing out this winter. In answer to the hon. Lady’s question, however, given the late handing over from the Executive to us and the situation with suppliers, I do not see that we will be able to stand that up before Christmas. We are aiming to stand it up in January, if we possibly can. That is my aspiration and my aim, and that is what I am seeking to achieve.

As I said, we are very much looking to work with local authorities, which we think are in the best position to help to go through the verification and assessment process and look after public money, and most importantly, to get the funding to heating oil users and others who need support to meet these unprecedented bills this winter.

Our use of oil and gas in this country is falling as part of our pathway to net zero. It is usage that drives the burning of oil and gas, and it is on the downward pathway. Producing our own oil and gas when we will be burning it on our net zero pathway domestically is sensible. It is good for Scottish jobs—although sadly opposed by the Scottish nationalists—it is good for the British economy and it is entirely net zero compliant. That is why we will continue to manage the mature and declining basin that is the North sea.

Commons ChamberI thank the hon. Gentleman for his question and his close interest in these issues. The net zero strategy is Government policy and it has certainly not been quashed. The judge in fact made no criticism about the substance of our plans, which are well on track, but he is right that it was about the information provided, and we will respond in due course. In fact, it is notable that the claimants themselves described our net zero plans as “laudable” during the proceedings.
The Treasury has warned of a £50 billion financial black hole. This has been caused by crisis after crisis—the war in Ukraine, inflation, Brexit and the cost of living crisis—yet oil giants are still making record profits. BP intends to pay around £700 million in windfall taxes on its North sea operations, but more than three times that in the share buyback programme, which puts surplus cash into the hands of their shareholders, rather than renewable investment. Does the Minister think this is ethical, and does he agree that the UK Government should expand the windfall tax for fossil fuel extraction?
Of course, taxation is a matter for His Majesty’s Treasury. The point I would make to the hon. Lady is that a system that encourages those companies to reinvest in the North sea, and produce gas with much lower emissions attached than the liquid natural gas that we import from abroad, is good for Scottish jobs, is good for our energy security and, because of those lower emissions, is good for the environment.
I have said repeatedly that it is absurd to suggest that bringing in gas from abroad, for instance, with higher emissions attached to that and paying billions of pounds for it, is sensible when we can produce it at home. That is why we incentivise investment in the North sea. It is declining, it is a managed decline, and it is compatible with net zero. It is about time that the hon. Lady backed the British economy and British jobs, and did not play politics with this issue.

Commons ChamberIt was this Government who passed the net zero legislation. It was this party that was the first major party to call for the climate Act, which has driven this behaviour, and it was this party that took us from 6.8% electricity from renewables to more than 40% today. It is this party that brought in the contracts for difference, which have been copied all over the world, and which see tens of millions of pounds paid to reduce bills at the moment, with the last round driving 11 GW of additional clean energy into the system. It is this party that delivers on net zero and the environment and it is that party—the Labour party—that talks about it.
Well, there was there an attempted linkage to the question, but I do not think that made it any less pompous or, indeed, irrelevant.

Commons ChamberWe are facing a cost of living crisis in which bills are sky-rocketing and people across the country will face the choice between eating or heating. Instead of proposing a solution, the Conservatives have spent the summer ramping up the rhetoric on the protocol, to risk new trade barriers with Europe. This Minister has had a recent elevation. Will he take this opportunity to commit to scrapping the reckless Northern Ireland Protocol Bill so that the Government can begin serious negotiations with the EU to fix the protocol and avoid hitting the British public in their pockets?
I thank the right hon. Gentleman for yet again making it so crystal clear, both to the House and to the British public, that in any dispute he and his party will always side with the EU and not with the interests of the British people. [Interruption.] As he says, I am horribly new to this brief. The first thing I did on the first weekend after my appointment was to read the protocol. It does not matter how we look at it, the protocol is not functioning and it is not working. For him and his party to suggest that it is us and not the EU that needs to change tack shows that, yet again, he betrays the British people and shows why Labour now, in the past and in the future is unfit for office.
I find myself in unexpected agreement with the right hon. Member for East Antrim (Sammy Wilson): I do believe that the protocol is being cynically abused. However, I do not think that it is being cynically abused by the EU; it is being cynically abused by the future Prime Minister. The Northern Ireland Protocol Bill is wrong in international law; wrong in politics, in that most MLAs support the protocol; and wrong as a negotiating tactic, because it has put backs up across the EU. There are ways of reforming the protocol within the protocol, but that has been ignored. The only way that the Bill makes sense to me is as a vehicle for the future Prime Minister to prove how tough she is on Europe. Now is the time to get rid of it. As we have heard, it is stymieing lots of constructive relations. Will the Minister please pass that on to the future Prime Minister?
As I have said, I am new to this, but I have looked at the protocol and it is not working. There are three main priorities. One is the protection of the single market—perhaps there is a tick. On the Good Friday agreement, peace in Northern Ireland and community consent, that is required by the protocol but it is not working, and neither is the prevention of unnecessary blockage for east-west trade. I would have thought that the hon. Gentleman, and even the shadow Foreign Secretary, might have put their constituents and the businesses that they represent first, and for once been prepared to recognise that it is the British Government who are correct. We are ready to negotiate. As the hon. Gentleman said, the protocol set out the objectives and said that it might need amendment, it might need replacement, but in any event it needs consent. That is what the protocol says. I suggest that he reads it, rather than insisting on the imposition—

We, Your Majesty’s most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland, in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which was addressed to both Houses of Parliament.
It is a great honour for me and my constituents in Beverley and Holderness that I propose the Humble Address, and all the more so in this platinum jubilee year—I think we can all take it as read that this packed Chamber is intimidating and creates a certain amount of nerves. We wish Her Majesty the best of health and thank her for her seven decades of service to the country. Her Majesty has demonstrated a selflessness that puts the rest of us, perhaps not least in here, to shame.
The legislative agenda we are debating today must be seen within the most alarming of international contexts. Russia’s unprovoked and unjustifiable attack on Ukraine has united the whole House in condemnation. We stand together with our friends in Ukraine, and I congratulate the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), the Leader of the Opposition, on his party’s wholehearted backing for the measures to support the Ukrainians. We are providing rocket launchers, complete with rockets—so different from the Trident submarines that the right hon. and learned Gentleman’s party previously proposed, which were to have been built but, hon. Members will remember, never armed.
No one in politics minds being senior but, equally, no one wishes to be seen as past it, yet today I fulfil the role of the old duffer whose best days are behind him, while my hon. Friend the Member for Brecon and Radnorshire (Fay Jones) plays the part of the up-and-coming talent. The Chief Whip certainly made the right decision with the latter, as we shall soon hear. But given my part today, I thought I would dispense some advice, both to those seeking to enter Parliament and to young thrusters already here, many of whom were elected as long as two years ago—you know who you are. I cannot believe that you are still not in the Cabinet. Some of us are here for a long time, some for a short time—and some, according to our media friends, for a good time. [Laughter.]
For candidates, my advice is to keep going and realise how much simply comes down to luck. When I applied to Beverley and Holderness Conservative association, the senior officers had already decided who they were going to have as their candidate: none other than their then Member of the European Parliament, who would not be able to continue in that role, now my right hon. Friend the Member for Scarborough and Whitby (Sir Robert Goodwill). After I won that selection, by two votes, two elderly lady members congratulated me and told me they had voted for me. The first one said to me, “You spoke very well, Mr Stuart.” “Thank you”, I said. The other one came in with, “Yes, but Robert Goodwill—he was brilliant”, to which the other replied, “He’s got a job already.”
Robert, of course, won selection in Scarborough. He then went on to overturn Lawrie Quinn’s 3,500 majority, and was, I think, along with my hon. Friend the Member for Shipley (Philip Davies), the only Conservative candidate in the whole of the north of England to take a seat from the Labour party at that election. The Leader of the Opposition must wish it was so today. Instead the only thing opening up for him in the north is a police investigation. [Laughter.] Some months after the election, I met a member of my association’s executive committee, who actually congratulated me and said that he was glad that I had been selected as a candidate after all. I thought at last my hard work was being recognised, and then he added, “Because you’d have never won Scarborough.”
My constituency of Beverley and Holderness comprises four towns—Beverley, Hornsea, Withernsea and Hedon—and many other hamlets and villages that are dotted across east Yorkshire. It is a beautiful part of the world and has history as well as charm. Beverley has contributed more than most places to the improvement of our democratic system over the years—admittedly chiefly by running elections in such a corrupt manner that the law had to be changed afterwards. After the unseating of the victorious candidate in 1727 by a petition, his agents were imprisoned and Parliament passed a whole new bribery Act. But Beverley’s notorious freemen were not to be put off so easily. Beverley continued to be a byword for electoral malpractice. The novelist Anthony Trollope stood in the Liberal interest, unsuccessfully, in 1868, and such was the level of wrongdoing that a royal commission was established especially and a new law passed disenfranchising the town and barring it from ever returning a Member of Parliament again. Obviously the law did change. Free beer and cash inducements were the electoral controversies then, rather than, say, beer and curry today. Never in the history of human conflict has so much karma come from a korma.
I said I would provide some advice for our up and coming parliamentarians. When I arrived here, I was just about wise enough to back the winner of the leadership contest that summer, David Cameron. What I was not wise enough to do was stop telling him every way in which I thought he was going wrong, and I do mean every way. Funnily enough, that resulted in an 11-year wait to be asked to go on to the Front Bench—a wait that ended only when he stepped down. It may be that my right hon. Friend the Member for Maidenhead (Mrs May) saw merit where her predecessor did not, but it is more likely that she had just seen a lot less of me. Lesson one for the up and coming: do not make an enemy of your party leader.
There is of course more to this place than the Front Bench. In my first term, community hospitals were being closed in swathes right across the country, and all three in my constituency were lined up for the chop. Having led marches and demonstrations in all the towns across my constituency, it became obvious to me that the problem would not be solved locally, so I set up a campaign group, CHANT, or Community Hospitals Acting Nationally Together. Along with my deputy chairman, the then Member for Henley, I recruited colleagues from right across the House. We waged guerrilla warfare on Labour’s Department of Health, breaking the record for the number of petitions presented in one day in this House.
We held a rally outside this place. There were hundreds of people, and banners and placards galore. David Cameron spoke; so did Labour MPs; and I remember my deputy giving a rousing speech. So carried away with the righteousness of our cause was he that he called on everyone to join us on a march to Parliament Square. So it was that our now Prime Minister found himself being intercepted by a police inspector, who told him that no permission existed for such a march, and that we must go back. There are two lessons here: never stop campaigning for what you believe in; and, having marched your troops to the top of the hill, never be afraid to march them down again, if circumstances necessitate it.
When the call did come, I was lucky enough to go into the Whips Office, the only communal playpen in Westminster aside from the crèche. Being there made me realise how little I knew after 11 years here, because as a Whip, you learn a lot. That is another lesson: join the Whips Office if asked.
Given my position, I would like to tell the House that being in government is not all it is cracked up to be, but actually it is. I served both my right hon. Friend the Member for North Somerset (Dr Fox) and my right hon. Friend the Member for South West Norfolk (Elizabeth Truss) when they were Secretary of State for International Trade. Both were exceptional. They were tireless and demanding, but delivered, from a new Department, outcomes that no one thought possible. So, young thrusters, enjoy any Department that you are in, and value it for itself, and not just as a stepping stone to something else. After all, as I discovered last September, you never know when you will be prematurely on the Back Benches.
Today’s Queen’s Speech unveils a substantial legislative programme under four main headings: boosting economic growth and helping with the cost of living; making our streets safer; funding the NHS and tackling the backlog; and, providing leadership in troubled times. To pick out one item, if I may, the energy Bill is of particular importance to my constituents. It will make possible the development of hydrogen, and of carbon capture and storage, on which I expect the Humber to be not only a national but a global leader. It will take us to net zero and give us energy security and huge export potential.
The Conservative party, under the leadership of my right hon. Friend the Prime Minister, has work to do. We were elected to deliver our manifesto and level up the United Kingdom, and that is what we will do. Despite the human weakness that is all too present in this place, I believe that nearly everyone here is in politics for the right reasons, and that elected public service continues to be a noble calling. I hope that potential candidates from all sides will continue to come forward; that young thrusters will show ambition for their country, as well as for themselves; and that before we fire legislative bullets at the challenges that face us, we will, in this platinum jubilee year, take aim and, like our Ukrainian friends, say with total conviction, “God save the Queen.” I commend the Gracious Speech to this House.

I am sure that the hon. Gentleman, who is, unusually for a Labour Member, a former businessman himself—[Interruption.] I am being endlessly heckled by the shadow Secretary of State, who probably knows where I am going with this, because she appears more interested in exports to Venezuela and Russia and only last month was chiding the Secretary of State for talking to the US—

I must congratulate the hon. Lady on the speed of her uptake, because yes indeed, as I have said in my previous answers, this is for a different Department of Government. I think she suggested that the EU was a growing share of the global market, but it is not. Twenty years ago it was the majority of our exports; now it is a minority. Its share of global GDP has been falling. We are, at the direction of the Secretary of State, pitching our business to the fastest-growing parts of the world, not the more sclerotic.
I can assure the hon. Gentleman that we are certainly not avoiding scrutiny; we are just directing it to where it rightly should go. He knows all about those who are seeking genuinely to avoid scrutiny. As I have been double-Drewed today, I pay tribute to the efforts he makes. All I will say as a final point—before I am cut short yet again by Mr Speaker, quite rightly, and even as I lose my attention because I am barracked so often by the right hon. Member for Islington South and Finsbury (Emily Thornberry)—is that he voted no deal, so it is odd for him to be complaining so much.
Northern Ireland opposed Brexit, but it has happened. The protocol is its outworking, and it has to be made to work. The SDLP is determined to maximise the opportunities available to this region from being the crossroads between the UK and EU markets. We have written to the Minister seeking support in promoting Northern Ireland and this unique access. Will he commit his Department to promoting Northern Ireland to investors who are seeking access to both the EU and UK markets?
I commend the hon. Lady’s positive attitude. She is absolutely right: whatever our views on Brexit, we have to get on, make the most of it and support our businesses, as she is doing, and I can give her that commitment. We will absolutely work with her and Invest Northern Ireland, which does a fantastic job in conjunction with DIT to promote both investment into Northern Ireland and exports from it.
In a belated attempt to score some points with Mr Speaker, I will simply say that I would be delighted to do so.

This is precisely what the levelling-up agenda and the freeport programme are about, and we are determined that the benefits of our free trade agenda should be shared right across the country, including in Ipswich. Freeports will attract new investors and drive trade and exports, all of which will help to regenerate communities across the UK, through high-skilled jobs and new infrastructure. It is so important that we work together as a House to champion business and jobs. Forget there being a division in the Labour party, its Front-Bench International Trade team could not—
Order, Mr Stuart. This questions session has not been good, because I am beginning to worry that we have very good answers to those on one side of the Chamber but the answers to those on the other mean that they are not getting the respect they deserve. In fact, on one occasion we had, “No, it is not our responsibility”, but then suddenly when another Member asked, we had, “It is our responsibility”. I want us to be concise in our treatment and the way we deal with all Members of this House. They are representing constituencies, and I expect them to get full and thorough answers, and not the political games, on all sides, that seem to be being played.

Commons ChamberI thank the hon. Gentleman for his question. As he knows, the vast majority of the trade covered by those deals has already been secured in existing deals. Work continues and I am delighted to say that we continue to talk to those countries, as well as, as the original question suggested, supporting exporters, not least Edwin Jagger Limited, for instance, in his own constituency. That company is of particular note and could be of use to him, because it specialises in wet shaving and grooming. If it is good enough for the Chinese and the Americans, I suggest he that gets around to his local supplier.

Friend, I look forward to him appearing, perhaps even with a speaking role, in future productions. It is notable that, in the past two years alone, we have seen the BBC, Netflix and Sky all using Bolton as locations for major productions, including “Peaky Blinders”, which I can certainly see him in; the “Last Tango in Halifax”, where he may be a younger love interest; “The Stranger”, although I know he never tries to be; and “Cobra”, which perhaps suggests his action credentials.

I would like to say a few words on how my constituency has been affected. It was devastated in the 2007 floods. The impact on homes and businesses was far greater than it has been in the current floods, but, as others have said, flooding is devastating for every home and business. About 1,100 homes and businesses were flooded by the tidal surge in December that affected people around the Humber estuary. Whatever the cause, flooding has a tremendously strong effect.
I would like to praise the work of internal drainage boards in my area. The south Holderness internal drainage board undertook work to dredge Hedon Haven. Dredging needs to be done in the appropriate way and in the appropriate place—I can imagine dredging having a detrimental effect in the valleys mentioned by the hon. Member for Rhondda (Chris Bryant). The incredibly flat area of Holderness is effectively a man-made ecosystem. It is hard to see improved dredging, which would allow very slow-moving water to get out, leading to anything other than an improvement. It will not stop one-in-200-year flooding events having a negative effect, but it will make them last slightly less long with a less wide impact. Dredging also appeals to local people, who like to feel that those bits of the system that drain water away are kept in a state of usefulness.
One point I would like to make to the Minister is that when the Keyingham internal drainage board in my constituency was looking to carry out dredging at Stone Creek and Hedon Haven, the new Marine Management Organisation decided to charge it for a licence. We spent years pulling all the pools and the political will together to get the sign off to allow us to dredge and let the water out, but what happened? This glorified new quango came along and sent in a suggested bill for thousands of pounds to grant a licence, even though the Environment Agency, when it had done similar work elsewhere, had not charged anything. The MMO decided that it had to do so much more work it ended up charging £10,000 for that one bit of dredging. Will the Minister please ensure that quangos do not inflict charges that stop local people doing what is necessary to make sure that things are more sensibly managed?
After 2007, there was a good response from people who had, up until that point, not performed as well as they should; whether that was Yorkshire Water, the Environment Agency or the council. In our area, people did not know who owned the pumps, let alone whether they were responsible for keeping them going, but since 2007 they have worked together. In front of Willow Grove in Beverley, Yorkshire Water has done a great deal of work, and the local council then came in and worked closely with local residents. In 2007, a very beautiful row of houses was famously pictured all flooded. The picture went out around the world. A flood wall has now been erected in front of those homes, trees have been planted and the Westwood area has been restored. Local ownership really can work and we need to ensure we keep it that way.
We need to ensure that we have as broad an understanding as possible of catchments and their impact. That is why all the agencies involved—the hon. Member for Kingston upon Hull East (Karl Turner) who is in his place, Members of the European Parliament, Hull city council, East Riding council—supported setting up the River Hull Advisory Board, which I chair. The Environment Agency and others have supported finding the funding to try to have better modelling of the River Hull catchment, so that we can ensure the effective protection of agricultural land—which deserves consideration—rural areas and the urban areas in Hull. The truth is that we are all in it together and we need to ensure that we have a coherent and cohesive approach that works. I pay tribute to all the agencies that have worked together on the River Hull Advisory Board. We really are taking forward a better understanding and a better policy for the future.

Thank you, Mr Deputy Speaker, for that correction, which I required. Obviously, it is an inadvertent tendency towards disingenuousness on the subject. I would like to apologise for pointing out, on behalf of patients right across the country, that for the Opposition to have a debate on health funding, when they were proposing to cut it—when they are actually cutting it in Wales—and when productivity fell, is the height of hypocrisy.
Order. I do not think we can have “hypocrisy” either, so we will have the Secretary of State instead.

Commons ChamberEach year, 475,000 cubic metres of timber are felled to supply local wood as fuel and to provide timber-intensive local businesses, such as Egger, which is the largest employer in Hexham. It has more than 400 employees. Kielder is a working forest, unashamed of its clearings and felled areas which, while not always postcard pretty, are replanted to provide a continuous cycle on which much of the employment and way of life and the whole ethos of the area are dependent. It is also the biggest employer in the north Tyne area.
I have worked closely with Northumbria Water, which is responsible for Kielder Water, the largest artificial lake in the UK. It sits at the heart of the forest. The development of these vast resources is already subject to a 25-year investment plan which has outdoor activities and all manner of other aspects of the environment at its heart. I find it hard to believe that that will be undeveloped and not taken forward, with a FTSE 100 company at the heart of the development.
Fundamental to this issue is ongoing access to walkers, cyclists, horse riders and a host of others. I hope that these plans will see an additional £31 million boost to the local economy, and several hundred new jobs in the next 10 years in an area where employment is far from guaranteed. I have genuine concerns that all that will be put at risk. I strongly urge the Minister to look closely at the proposals and to consider the many representations that I have received from my constituents who share my scepticism, and to reflect on the possible effect on this special place at the heart of my constituency.
Like my hon. Friend, I have had many constituents expressing concerns about the Government’s plans and the consultation. Does he agree that access and the maintenance of biodiversity are the crucial components, and we should not have dishonest misrepresentation about the proposals? People deserve to be dealt with honestly. I do not mind opportunism, but I cannot stand dishonesty—
Order. We have heard quite enough. We need very short interventions. This debate will otherwise be very disappointing for constituents who are affected by the issue that we are discussing. Hon. Members should know better.
