That neatly brings me to the next point, which is perhaps the most important. We have mentioned that the funding cut to the ENO would have been a woeful and destructive action. It still might happen: had Dr Harry Brünjes and Stuart Murphy, the chair and chief executive, all their team at the ENO and all the great artists—people such as Bryn Terfel and others, who started the petitions—rolled over to Arts Council England’s decisions, there would be redundancy notices at the London Coliseum this week, and 600 professional people would have been out of a job thanks to Arts Council England’s incompetence. That is no way to run an organisation, and Arts Council England should be ashamed of the way it went about it all.

It is significant that the former Secretary of State, my right hon. Friend the Member for Mid Bedfordshire (Ms Dorries), went public on social media, saying that the way Arts Council England has carried out her intended policy of levelling up arts funding was not as she intended, and has the effect of undermining it. That is the view of the former Secretary of State, who ought to know because it was her policy. The ineptitude of Arts Council England has undermined and discredited the Government’s policy intention, which the Minister and I could probably quite happily sign up to in principle. That is another reason why the Minister ought not to simply say, “I can stand back from this,” because the Government’s own policy is being failed by an arm’s length body. That is really important, which is why we need a proper strategy.

We need a proper strategy for opera. Opera is a major part of the British music scene. Some people think it is a bit of a foreign thing, rather like John Gay’s “The Beggar’s Opera” in the 18th century and Handel. It is not. It is fundamental.

On the point about having a strategy and some sort of strategic thinking, one of Arts Council England’s decisions was to cut funding to the touring side of the Welsh National Opera, which tours extensively in England, including to places such as Liverpool, Birmingham, Southampton, Oxford and so on. On the Digital, Culture, Media and Sport Committee, we found out that Arts Council England had not even talked to the Arts Council of Wales about that decision before making the cut, which obviously puts that opera company under threat. The net result, along with the Glyndebourne cut, is that there is no opera in Liverpool at all. What has that got to do with levelling up?

The hon. Gentleman’s point encapsulates why I think the former Secretary of State was right to say what she said: the decision absolutely negates the Government’s own policy. As the hon. Gentleman said, the result of the way Arts Council England has handled this issue is that there is now no opera in Liverpool, because the WNO cancelled its tour. Glyndebourne has cancelled its touring as well—that was touring in the regions of the UK. The WNO toured across the north-west, parts of the west of England, Bristol, Southampton and so on. All those places will now have no opera—not thanks to the policy decisions, but thanks to the way they have been handled and implemented by Arts Council England.

Ministers should not allow the situation to stand, and the same applies to other elements of the arts sector. There is no strategy that informs the approach to prose theatre, to concerts or to museums and galleries. Nowhere is there a fully-fledged strategy, and we certainly ought to have one for opera. In that case, we are talking about £50 million of public money simply going to the opera companies. Think how much more is going to other sectors as well—but no strategy!

When one tries to find the audit trail for this decision, the board minutes that are published are perfunctory in the extreme. None of the board papers is published, and there are considerable redactions to what is published. That is not a level of accountability or transparency that would be accepted in any local authority in this country, and it should not be accepted in a public body such as Arts Council England. It is letting the public down, and it is letting the Government, as the overseeing body, down as well. That is why there is another cause for intervention.

Finally, because I know others want to speak, we need to look at the lack of an economic analysis.

I thank the noble Gentleman, or whatever he is, for securing the debate. I also thank the former arts Minister, the hon. Member for Gosport (Dame Caroline Dinenage). She appeared many times before the Digital, Culture, Media and Sport Committee, and she was a very refreshing Minister to have in front of us. I thank her for the candid and supportive way in which she carried out her duties as a Minister and for the work she did during covid to keep many cultural institutions going. I also thank my hon. Friends, including my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), who has campaigned assiduously on this issue.

I mentioned the Welsh National Opera earlier, because when this debate about Arts Council England started, it focused—understandably, perhaps—on the decisions around the English National Opera, but in some ways, what was done around the Welsh National Opera was even more invidious, or at least as invidious, because it signalled that this was not a rational, strategic decision-making process by Arts Council England. Like the hon. Member for Gosport, I would normally express support and admiration for the way that Arts Council England goes about things. However, rather than being a strategic, well-thought-through plan for the arts, it resembled more an emotional spasm of some sort, as a result of wanting to do something very quickly to meet the perceived needs of the Secretary of State at the time, the right hon. Member for Mid Bedfordshire (Ms Dorries). We are now told by the former Secretary of State, Ministers and Government Members that that was not what the Secretary of State wanted all along, which makes the whole affair all the more strange.

One thing that is perhaps good about this whole incident is that it gives us an opportunity to highlight the fact that the Welsh National Opera is an opera company for Wales and England, despite its name. It is value for money because we have a proper national opera company with an international reputation that can serve both England and Wales, including, when it goes on tour, the parts of England that are not often well served by other cultural institutions. That is an integrated system for opera across England and Wales.

Arts Council England decided to cut a third of the funding that it provides to the Welsh National Opera for its touring work in England. That includes many different parts of England, such as Liverpool; the west midlands, which is the part of Arts Council England that looks after the Welsh National Opera in terms of its administration; the west of England, in places such as Bristol; and Southampton, Oxford and elsewhere. It is right that these touring opera companies form an essential part of our regional theatres right across the country.

When Arts Council England appeared before the Digital, Culture, Media and Sport Committee, I was interested to know what its decision-making process was, so I asked Darren Henley whether he had consulted the Arts Council of Wales prior to the decision being taken to cut the funding to the Welsh National Opera. He waffled for a bit, and I had to interrupt him to get him to answer the question, at which point he said:

“They were aware just before the announcement was made, but we didn’t consult them in the announcement”.

I put it to him and to Members here today that it is a dereliction of duty for a decision that has profound implications—as we know, it has resulted in Liverpool being denied any opera whatsoever—to be taken in that haphazard way.

There are no SNP Members here, so I think we are all Unionists in this room. The hon. Member for Blackpool South (Scott Benton) was born in Newport, and he understands the importance of the Union. Arts Council England did not consult the Arts Council of Wales on a decision that has a profound implication for the future of that opera company and the whole system of opera around the country, and that undermines the whole so-called levelling-up agenda that we were told this decision making was about.

I profoundly believe that creativity is a good thing in and of itself. I profoundly believe that this country’s greatest strength, or certainly one of its greatest, is its creative industries, and that we are one of the few countries in the world that is a net exporter. Our creative industries are a huge earner for our country and culturally enrich us all. Quite frankly, as a white, heterosexual male from a working-class background, I am sick of people speaking on my behalf, and talking about wokeism and all the rest of it. The arts and culture are profoundly important to enriching our lives, and we should all stand up for them, whatever our backgrounds.

Let us hope that this was just an emotional spasm. I say to Arts Council England: please, get your act together and start thinking about these things. The arm’s length principle is important, but it does not mean being so arm’s length as to not even consult the Arts Council of Wales. That is not what the arm’s length principle is about, so Arts Council England should get its act back together, and let us return to some sense around this issue.

Thank you, Mr Hollobone. I was not expecting that and I am not sure that it is true, either, but I am a member of the Musicians’ Union, as you know. I declare that as an interest, as well as my membership of PRS for Music, Phonographic Performance Ltd and various other bodies. I occasionally receive some payment for that work.

I thank the hon. Member for Gosport (Dame Caroline Dinenage) for securing the debate. The Minister should listen to what she said, because she knows what she is talking about. She was a distinguished Minister until she was cast aside brutally, as happens in this place as soon as somebody shows some gumption and knowledge of a subject. Her expertise should therefore be of great value to the Minister, who should listen to everything she said. I agree with pretty much everything she said—I hope she is not too worried by that.

Obviously, I am the Member of Parliament for Cardiff West, and the creative industries and arts are extremely important to the city of Cardiff’s culture, but also to its economy. I want to briefly mention five things in the four minutes that I have. First, the “Let the Music Move” report was issued earlier this year by the all-party parliamentary group on music. I sent a copy to the Secretary of State and asked for her response, and I also asked my office to contact her private office. I have still not received a response, but I hope that she has read the report and that the Minister will read it—I am happy to give him a copy. It sets out how we can try to solve the issue of musicians touring in Europe, accepting that we have gone through Brexit, which is not the issue here. This is not about immigration, but about ensuring that our great creative industries can flourish. I hope that the Minister will read the report, and that the Secretary of State has read it and will write back to me soon with her response to my letter. If it has not been received, her office can let my office know and I will send another copy.

Secondly, I wish to address the recent announcement made by Arts Council England, which was also mentioned by the hon. Member for Gosport. It is perfectly legitimate to seek to spread our cultural wealth around the country; in fact, it is an essential part of any effective arts policy. However, to announce, as Arts Council England did, savage and sudden cuts to some of our great cultural organisations is no way to do business. I hope that the Digital, Culture, Media and Sport Committee, of which I am a member, will talk to Arts Council England about that in the very near future. I also remind Members that Welsh National Opera will be affected by these cuts because it receives Arts Council England funding for touring around England, meaning that it is not necessary to have another opera company in places such as Liverpool, Birmingham, Oxford and Southampton, which is closer to the hon. Lady’s constituency.

Thirdly, I want to address the Government’s recent decision on artificial intelligence. It was taken against all advice and, as far as I know, nobody asked them to do it. It is partly the Minister’s responsibility, but it also sits with the Department for Business, Energy and Industrial Strategy. Tech companies already pay artists a pittance, but the Government are proposing that they should now be given unrestricted access to the work of musicians, artists and others to use AI to produce facsimiles of their work and not pay them a single penny. It is a shocking decision, coming out of a report by the Intellectual Property Office, and I hope that the Minister will tell us that the Government will look at it again, because it has caused absolute outrage among those who are already trying to scrape a living out of intellectual property from their artistic and creative endeavours.

I have two quick last points. We also need to fix streaming and get artists paid better. Finally, UK Music is issuing its diversity report this evening. I hope that the Minister will also take note of that and read it.

I thank the right hon. Member for her very salient point. Given the funding, or lack of it, from Arts Council England, the future of the ENO is dependent on two factors. The key driver is to move out from its current location at the London Coliseum. The debate on cuts to funding could be a standalone issue, so I will not stray into its complexities right now. I will take that up when I discuss ENO funding with Arts Council England this week.

Right now, what I hear is that one of the major issues the ENO faces is not necessarily a prospective move, but the tightening of timescales and a lack of due consultation. My hon. Friend the Member for Bromley and Chislehurst (Sir Robert Neill) mentioned the lack of consultation with the ENO. In fact, Arts Council England expects 20 weeks, between now and April, to be enough for the ENO to start making decisions about its future.

Although I appreciate that a funding decision must be made, moving the ENO in its entirety is a big misstep. As we have heard, it will take five years at least. Is Manchester the right place? I personally want consideration to be given to the model used by the Royal Shakespeare Company, which has a base in the Barbican centre and in Stratford-upon-Avon. That works well: it keeps the London offer, but goes out into the provinces. I cannot see why Arts Council England should not work with the ENO to discuss that type of move, which would keep the London Coliseum alive while perhaps not moving the ENO up north. We have a brilliant Opera North organisation. What about the west country? What about Bristol, Exeter or Plymouth? Those areas need levelling up. Why cannot Arts Council England work with Stuart Murphy and his team to give proper consideration to that?

I thank the hon. Gentleman for pointing that out—maybe Exeter and Plymouth, then.

Let me move on to another very important point: the economic drivers that culture brings to areas such as central London. Central London is the powerhouse of the economy and that is because of the hospitality, leisure and culture sectors working together. For every £1 spent in theatres, £5 is spent in the wider local economy. That is tens of thousands—if not hundreds of thousands—of jobs. That is not just in London, but across every major city that has theatres. We have the pantomime season coming up now—oh yes we have! I used to go to the pantomime in Cardiff with my grandparents every year; the local economy really does depend on families going to the theatre and having a meal before or afterwards.

In the very short time I have left, I pay tribute to my hon. Friend the Member for Gosport for securing this debate but also for her outstanding work as a Minister. During covid, the arts and culture sector was on its knees; there were worries. I had calls every day during lockdown from really major players in the culture sector who were worried about whether they would ever open their doors again. I pay tribute to my hon. Friend for working with me to secure the £1.5 billion culture recovery fund. I know that she played a huge part in that; it made a difference not just to my arts and culture sector in central London, but across the country.

I end by saying that we face a very difficult economic time, but we cannot lose sight of the contribution that artists, the arts and culture play in our country—from not just an economic, but a health and wellbeing point of view. I hope we can keep securing all that and that we can save the ENO.

I want to take this opportunity to remind colleagues of the human consequences that the arms trade and conflict in Yemen can have on people. Four years ago, in April 2017, my constituent Luke Symons was stopped at a Houthi checkpoint in Sana’a and detained. He has been held in prison ever since for no reason other than that he holds a British passport.

Luke’s is a very typical Cardiff story in many ways. The rapid growth of Cardiff as a coal exporting port in the late 19th and early 20th centuries brought many Yemeni and Somali sailors to the city. Luke comes from one of those Cardiff Yemeni families who still have relations in the country. On a visit to Yemen in 2014, he met his future wife and settled there before the conflict broke out. They desperately tried to leave, but were unsuccessful before Luke was detained.

I appeal to the UK Government to redouble the efforts they have already made to secure Luke’s release and secure safe passage for him and his wife and child to the UK. I thank the Foreign Secretary and the Minister for the Middle East and North Africa, the right hon. Member for Braintree (James Cleverly), for their efforts so far.

I also appeal to Luke’s Houthi captors, during this holy month of Ramadan, to release him. His grandfather, Bob Cummings, who has a deep and abiding love for the people of Yemen and the middle east from his time as a merchant seaman, has campaigned tirelessly for Luke’s release. Luke’s grandmother, Sheila, who played a big part in his upbringing, is very ill and deeply worried about his welfare. It would be an act of mercy and compassion and would show the Houthi leadership in a good light if, after four years of this sad affair, that young man of 29 years, who is simply caught up in events and has committed no crime, could be reunited with his wife and child and wider family. That is the plea from the family to his Houthi captors, and I sincerely hope it will reach them and their hearts.

The agreement that we have struck with the EU is great for the UK. It delivers on our promise to the British people and takes back control of our laws, our borders and our money. It proves that we can succeed as an independent trading nation, and builds on the deal that we have struck covering 63 countries around the world.

I was genuinely interested in what the Secretary of State would say, because so far none of the 30-plus free trade deals that she has rolled over with non-EU countries since 2019 is actually set to deliver any increase in exports compared with what was previously forecast. According to her own economic impact assessments, even the Japan trade deal, which she has lauded, will result in only a £2.6 billion increase in UK exports, not the £4.3 billion forecast inside the EU. Can she explain—preferably without reverting to wishful thinking, personal attacks or party political rants—exactly how Britain is going to be better off?

I am interested to hear the hon. Gentleman’s political advice there. I note that he did not vote for a deal with the EU, even though he previously said that no deal was unacceptable. The figures that he is quoting on Japan from the EU are crude figures that are completely out of date and were created from data before the financial crisis in 2008. The fact is that the Japan deal that we have struck goes further and faster in areas such as data and digital, the creative industries, and food and drink—all areas where the UK has a comparative advantage. There are huge opportunities ahead, and I ask the hon. Gentleman to embrace them.

Of course, Jaguar Land Rover remains an extraordinarily important company to the UK. It has faced some challenges recently, but the announcement of the new electrification programme in the west midlands is extremely welcome. As the hon. Gentleman might expect, the DIT has been very heavily involved in that process.

But what has the DIT been doing through its export strategy about the automotive sector in Wales and in particular in Bridgend, with the announcement that Ford will close the engine plant? What can the Department do to try to persuade Ford to change its mind about this and to ensure that we have a thriving export sector?

The hon. Gentleman will know that the Department for Business, Energy and Industrial Strategy has been very heavily involved with Ford at Bridgend; in the end this is a matter for the company itself, but I have no doubt that BEIS has had productive conversations with it. The DIT is, along with BEIS, investing very large amounts of money across Government in electrification and the automotive market of the future. That involves huge amounts put into research and development at universities, and we believe that will put the UK car industry in a very good position for the future.

The referendum in 2016 was an event that I assumed would be followed by the new Prime Minister reaching out to the losing side across party boundaries to obtain its acceptance of and consent to the result. But that did not happen, and it became clear to me that the Prime Minister had no intention of pursuing that approach. It is deeply ironic that, just today, she tried to invoke the close 1997 devolution referendum in Wales in her Stoke speech, claiming that all parties accepted and backed the result at the time, when the Prime Minister is one of many on the Government Benches, including the Secretary of State for International Trade, who now say that a second referendum would be an abomination but who voted against implementing that referendum decision back in 1997.

The problem is that today’s faux pas is so typical of the approach that the Prime Minister has taken. Right from the start, she failed to seek to embrace the 48% who were on the remain side and instead sought to pander to the most extreme Brexiteers in her party. In doing so, she characterised the negotiations with Brussels as a sort of poker game. I am afraid that that was always a false analogy. I voted against triggering article 50 because it was clear to me that this was not going to be like a card game at all. A better analogy would be a football match, where the other side is leading and all they need to do is to take the ball to the corner flag and hold it there until the final whistle blows.

We wasted the time available on internal Tory squabbling when the Prime Minister should have been seeking and securing consent. The definitive proof of that was a snap election, called for party political advantage in the middle of the process, that backfired spectacularly. The new Commons arithmetical reality meant that the Prime Minister would have to reach across the Chamber for an agreed way forward, but she did not—well, except to the DUP, but on purely transactional terms—and so she continued on. No effort of real substance was made, until desperation set in, to appeal to voters who supported remain. All those who questioned the wisdom of taking this road were to be labelled as traitors, saboteurs, remoaners or elitists, and today the Prime Minister talked of a subversion of democracy.

When there was a narrow victory in the Welsh referendum, a real effort was made to reach across to those who voted the other way to ask them their ideas, to build safeguards for the new institutions, and to assuage concerns—to the extent that a decade later a second referendum was held in which people voted overwhelmingly to increase the Assembly’s powers. The Prime Minister, in contrast, regarded a narrow referendum result as permission to interpret Brexit however she wanted. As a result, we have a leadership that has led us into a constitutional crisis.

Over the weekend, I read reports of a 64 metre-long fatberg in Sidmouth in the county of Devon. I apologise to hon. Members for this analogy, but what we are facing here is a sort of political fatberg that has to be dealt with. It will be unpleasant and smelly to do so, but it has to be cleared up. It is increasingly clear to me that clearing the blockage may require putting the options, including the option to remain, back to the people for a final say—if we are not to have a general election. Nothing has changed in the Prime Minister’s approach in all this time. That is why we need a new Prime Minister and a Labour Government to clear up this mess.

I can give them that assurance. Protections will still exist in our law, and we will have a dividend from leaving the EU, so we can choose what to spend that money on. It is wrong to scare people with the suggestion that equalities will somehow be watered down.

The hon. Gentleman has raised this issue with me in the House before with his usual tenacity and clarity. Family leave and pay entitlements focus on supporting employed parents, because they do not generally have as much flexibility or autonomy in taking time off. However, we are not ruling out further support for self-employed parents, but that must be considered carefully in the wider context of tax, benefits and rights over the long term.

I want the Minister not just to rule it out; I want him to become a champion inside the Government along with his Women and Equalities colleagues. Shared parental leave for freelance workers would be one of the best ways to help women in the workforce to continue pursuing their careers. I ask the Minister to go away and think about that and to become a champion, rather than just someone who does not rule it out.

The important point is that we make sure that Channel 4 has a long-term, sustainable future. That is why we are looking at all options so that we can ensure that a station that relies very predominantly on advertising revenue is able to continue, and to provide the excellent broadcasting for which Channel 4 is renowned.

When the Secretary of State spoke to the Culture, Media and Sport Committee last year, she said that she would come to a decision in the “nearish future.” Now she says that she will come to a decision “in due course.” I do not know whether the nearish future is sooner than in due course, but this faffing around on Channel 4 has to stop. She has to show some leadership because the uncertainty is damaging its business and our broadcasting industry. Rather than taking a decision in the nearish future, will she now commit to doing so immediately?

I do not agree that this is affecting the quality of broadcasting that Channel 4 is able to produce. The fact that Channel 4 has committed, for example, to broadcasting the para-athletics, which is being held in London next summer, is a very positive move that we all welcome. I want to get this right, and I am working with Channel 4 and all stakeholders. I want to make sure that Channel 4 has a long-term, sustainable future, and I will report back to the hon. Gentleman as soon as possible.
