As my hon. Friend knows, we have committed very large sums—£2.3 million—to humanitarian assistance in the crisis in Syria and its neighbouring countries. We are ready to provide additional support, if the UN wants it, for an expanded airdrop operation in the besieged areas.

As the Minister knows, the holy month of Ramadan began on Monday. There are millions of Syrian refugees in the countries immediately adjoining Syria. Will he confirm that our humanitarian efforts are continuing, so that those people are helped where they are, rather than having to make the perilous journey to the Greek or Turkish border?

I agree with the right hon. Gentleman about the importance of this. After all, people in the camps moved across the Aegean last summer because the United Nations was not getting sufficient funds to maintain either food rations or hours of schooling at previously agreed levels. We are certainly committed, and we are pressing all the countries and international organisations that, at the recent London conference on Syria, committed themselves to spending more to deliver on those pledges fully and promptly.

We welcome the opposition High Negotiations Committee’s suggestion that there be a Ramadan truce inside Syria. We hope that that might be an opportunity to stop further bloodshed.

Indeed I can. We have an annual EU-Laos human rights dialogue; the last one was held in October 2015, and the next is scheduled for the final quarter of 2016. The Laos Government agreed to establish a thorough, transparent and impartial investigation into Sombath’s disappearance following a British recommendation in Laos’s universal periodic review of human rights last year. We will not cease in pursuing this particular case and the others to which my hon. Friend alludes.

The past couple of years have been long and difficult for Yemen, so I very much welcome the cessation of hostilities that began on 10 April and the UN-led talks that began in Kuwait on 21 April.

Yesterday, a suicide bomb in Aden killed 45 people who were trying to join the Yemeni army. What steps can we take to stop that beautiful city in Yemen, where I and other Members of this House were born, being destroyed by the civil war going on between the various forces?

First, I pay tribute to the right hon. Gentleman for raising these matters regularly. He has huge expertise on Yemen, and I am pleased that he is able to hold the Government to account on what we are doing in this important area of the middle east. He is right that events are taking place because hardliners want to throw the talks and the cessation of hostilities off track. We encourage both sides to stay firm in their commitment to a political solution, not least because of the humanitarian catastrophe taking place.

Yes, and we are not the only ones who had a poor experience with seeking to train Libyans outside Libya—the Italians and Bulgarians had similar experiences. Prime Minister Sarraj referred to that yesterday and is acutely conscious of what was not a very glorious episode in Libyan history. The situation on the ground has changed, but clearly we would look for the most effective location for any training. It is probably the case that that would not be in the UK, for climatic reasons as much as for anything else; we need to train people in an environment as close as possible to the one in which they will be operating. As I have said, there has been no request and there is as yet no plan, so I am afraid I cannot impart to the House any more information.

May I welcome the progress that has been made but say that I am disappointed that more has not been offered to deal with the migration crisis? There has been an 80% increase in the number of crossings between Libya and Italy. This time last year, half a million people were waiting in Libya to get to Italy. As we know, the European Union is offering Turkey €3 billion to deal with the migration crisis and offering Libya nothing. What we need is permission to enter Libyan coastal waters in order to stop the people traffickers. Did the Foreign Secretary ask for that permission? When can we have that permission, so that we can deal robustly with people trafficking?

May I say to the right hon. Gentleman, whose question, I am sure, is well motivated, that he is approaching this in exactly the wrong way? We are not likely to get the buy-in we need if we, as a bunch of Europeans, go to Libya and say, “Here’s our priority agenda. What are you going to do about delivering it?” What we must do, and what I suggested to my European colleagues last night that we should do, is package the objectives that we want to achieve with the objectives that are priorities for the Libyans. That is the only way that Prime Minister Sarraj will be able to sell to the Libyan people a package that in any way questions Libya’s territorial sovereignty and that allows foreigners to operate in Libya’s waters. We must be acutely sensitive to the concerns in Libya about foreigners. I am in a rather strange position in that, on the one hand, I have one bunch of people in this House who are primarily concerned to ensure that we do not have any foreigners going into Libya, and, on the other, the right hon. Gentleman who is desperately keen to get some foreign naval forces into its territorial waters. The truth is that we must balance this very carefully and get a package that works for the Libyans as well as for the European agenda.

We have participated fully in bringing together what has been a very complex situation. Often people simply try to knuckle it down to one, two or three sides, but al-Qaeda is in Yemen, as is Daesh. There are not only the Houthis and other groupings, but many militias that are looking at which way the winds will blow. I have spoken on a number of occasions to President Hadi, and indeed to Ismail Ahmed, the UN envoy, to encourage the ceasefire. I hope that we will see real progress when the talks commence in Kuwait on 18 April.

I welcome the ceasefire, but since Sunday there has already been an attack on Taiz. Will the Minister confirm that he will be in Kuwait on 18 April and that he will do all he can to ensure that the ceasefire holds?

I cannot confirm at this moment whether I will be attending, but the right hon. Gentleman is right to outline the breaches, which are taking place not only in Taiz, but elsewhere, including east of Aden, where 15 Yemeni soldiers were killed, and not by the Houthis or any other militia, but by al-Qaeda. It is important that we ensure that the talks work and that the international community supports them fully.

We certainly hope that the Turkish Government will resume as soon as possible the peace process with the Turkish Kurds, which appeared to be making quite some progress up to perhaps six months ago. On my right hon. Friend’s other point, as I have said, there has been no agreement yet as to whether any particular chapter or any number of chapters of the accession negotiations should be opened. The Heads of Government will return to that next week at the European Council. There would have to be unanimous agreement by every EU member state to each and every decision to open a new chapter, or to agree that progress had been made on any element of a new stage in Turkish accession negotiations. This is not a swift process.

Under the deal, Turkey has received €3 billion, and it has asked for a further €3 billion by the end of 2018. When will those negotiations start? Given that 90% of those entering the EU illegally do so with the assistance of criminal gangs, why have the Minister and the EU not ensured that Turkey will be paid on a performance-related basis for the number of people traffickers it brings to justice?

I am pleased to hear the figures from my hon. Friend’s constituency, and they can be echoed around the country as a result of the Government’s economic policies. We are an open, free-trading state, and we trade around the world. Trade within the Commonwealth is extremely important, and we need to do more to promote it. Trading between two Commonwealth countries is, on the whole, 19% or 20% cheaper than trading outside the Commonwealth. That is something we need to do, and we need to involve Commonwealth Trade Ministers more formally in working out how we can increase intra-Commonwealth trade.

Last year, Prime Minister Modi and our Prime Minister designated next year as the year of culture between India and the United Kingdom. Will the Minister join me in welcoming the British curry festival, which is taking place in New Delhi in March? British chefs from Leicester, London and Reading will be going to Delhi to make curry. Does he not agree that that is a real example of good relations between Commonwealth countries?

It is a great pleasure to follow the hon. Member for Charnwood (Edward Argar). We share a border in Leicestershire and now we share a cause, and it is good to see someone who was elected only last year become passionate about an overseas country and become such an expert on it. I know that his interest in Yemen preceded his election, and I am glad to see him as a strong and effective vice-chair of the all-party group on Yemen. I speak not just as a Yemeni by birth, but as the chair of the all-party group for the past 27 years. I must rival President Saleh with the years that I have spent in office—that is not a good comparison, I know. It has been a huge honour to serve in that capacity and to be joined recently by my hon. Friend the Member for Walsall South (Valerie Vaz) and the hon. Member for Portsmouth South (Mrs Drummond), both of whom are Yemenis by birth.

We now have three Yemenis sitting in the House of Commons. That should help everyone to understand that for us this is not just business; it is very personal. The situation matters greatly. My fondest memories of my childhood were watching the boats coming in. They went past Steamer Point as they were about to enter the Suez canal. Indeed, only Leicester beating Liverpool last Tuesday could match that kind of warm feeling that I had as a child. Sadly, those wonderful memories of our childhood have gone, and we face in Yemen a roll call of catastrophe, which was set out so eloquently by the hon. Members for East Renfrewshire (Kirsten Oswald) and for Charnwood.

I know that the Chairman of the International Development Committee, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), will have more horrifying statistics that we will struggle to understand—some 21 million in need of aid, millions of children without food and people starving to death. We hear such figures as if this is a piece of fiction, but it is fact.

I thank the hon. Member for East Worthing and Shoreham (Tim Loughton) who came on one of the all-party group’s last visits to Yemen. He caused us a lot of worry. He had been told to stay in the Sheba hotel, but, as everybody knows—especially the Prime Ministers and Secretaries of State who worked with him in Government—he cannot be told what to do. When we got up one morning and found that he was missing, we thought that he had been kidnapped. In fact, he was out in Sana’a, a world heritage centre, taking photographs. Like all visitors to Yemen, he had fallen in love with the country.

What is this country now? It is a country in poverty; a country facing the possibility of civil war; and a country that is being fought over by other foreign powers. It is not the people of Yemen who want this conflict. The conflict arises because those from outside want to topple the democratically elected Government of President Hadi, and because of that there is outside intervention.

I was touched by the care that the right hon. Gentleman showed for my welfare. It was indeed an extraordinary trip. Talking about children, at the time, the British Council was matching 1,000 schools in the middle east with schools over here. On our journey, I was able to twin a school in Worthing with a school in Aden. Does he agree that, as well as the killings and the injuries, one of the biggest tragedies is the fact that about half of all children in Yemen are not in education? So much is being done to ensure that Syrian children have some continuity in their education, but the situation in Yemen is so much worse. If we do not have the future in mind for those children, the future of the whole country will be in peril.

The hon. Gentleman is absolutely right. He is the House’s expert on education. When he talks about the need for education, he is absolutely right, because it offers a life chance. Some 1,500 people have died, and 9.9 million people are in poverty. The fact that the children cannot go to school will affect the rest of their lives, and childhood passes so quickly. They will not have the advantages of education, and we need to concentrate on that.

I join the hon. Member for Charnwood in praising the Minister—Members on the Opposition Benches do not tend to do that very often—because he deeply cares about the situation in Yemen. Whenever the all-party group has asked him to address us, whenever we have made suggestions, and whenever the right hon. Member for Rutland and Melton (Sir Alan Duncan) has made suggestions, which I am sure that he does on a daily basis, the Minister responds. If he had half a chance, he would be on a plane via Dubai to Sana’a international airport to try to stitch together the patchwork of international diplomacy that now exists.

Much mention was rightly made by the hon. Member for East Renfrewshire of the involvement of Saudi Arabia. Saudi Arabia’s involvement has been important; had that not happened, I believe that the country would have been overrun and that President Hadi would not have returned to Aden. We now need to pause. The all-party group, individual Members and the Minister have been clear that there has to be a ceasefire. The airstrikes have to stop, and we have to find other methods of trying to secure the country without the scenes that have taken place. Civilians may not have been targeted, but they have died. We need to make sure that we work with the Saudis, who are the regional power—we cannot do this without them—to make sure that we get peace in Yemen. They have a big responsibility to ensure that that happens. If Yemen falls, that will affect every other country in the middle east.

As the Prime Minister has said on numerous occasions, the frontline in Sana’a is the frontline in London. Many of the terrorist plots that I have come across as Chair of the Home Affairs Committee have come from people plotting in places such as Yemen. Indeed, many of the Paris bombers were involved in some way with what was happening in Yemen; I think one of them was trained there. We are not talking about a country far away that we do not need to care about; it really matters to our future, not just because of the humanitarian crisis but, more importantly, because of how it will affect Britain and the rest of Europe.

I thank this Minister and the Minister of State, Department for International Development, the right hon. Member for New Forest West (Mr Swayne), who has also listened carefully to what we have said. One of the great things about how the Government have approached Yemen is that they have continued what was started by the previous Government. There is no party politics in this; the whole House is united, as were the previous Prime Ministers, Gordon Brown and Tony Blair, in ensuring a focus on Yemen. The current Prime Minister is also very focused on it. I have written to him on numerous occasions and his responses are detailed and relevant. He wants to make sure that peace is restored. We are all on the same side.

As I conclude, I have a few asks. First, as he also supports the ceasefire, will the Minister give a commitment to intensify the support of the UN to try to bring peace to Yemen and to ensure that we continue the dialogue with all sides, especially with Saudi Arabia? There has been a lot of criticism about the use of British weapons by the Saudis in this conflict. That will go on, of course; we live in a parliamentary democracy and we have to raise these issues. The Government have to respond, and they have.

However, we need to work with the Saudis and the Omanis. Oman has not been mentioned enough in these debates, but the Sultan in particular has a big role to play. Here is a border in the Arab world: to the north, Oman is as peaceful as a country can be but to the south is the turmoil in Yemen. The Gulf Co-operation Council also needs to be involved. It cannot be absent from the table.

It is not the Minister’s job to chase up debts, but I remind him of the great donor conference in London before the last but one general election. Billions were pledged but very few countries have paid up. We should go back to the countries that pledged and make sure that something is done.

Let me end by saying this. We still have a lot of friends in Yemen. My two children were very friendly with the son of one of the Yemeni ambassadors who came here. His name was Salman, and we have lost touch with him. The last time we saw him, he had come up to Leicester to see a football match with my young son. I think of that bright young boy and his sisters, who came to this country for a short time as the children of diplomats, and the bond of friendship that we formed with them. To think of them in a house in Sana’a without electricity, schooling or food is terrible. I hope that, if Salman is listening to this debate or hears about it in some way, he will contact us so that we know that he and his family are safe.

My real worry is that Yemen is bleeding to death. Unless we are prepared to stop the bleeding, the consequences will be horrendous.

From the bottom of my heart I beg the Minister to continue doing what he is doing, to make sure that this issue is centre stage. I thank parliamentary colleagues from all over the country, who have so much on their agendas, for coming here in such numbers to think and talk about Yemen. I also thank my hon. Friend the Member for Leeds North East (Fabian Hamilton), who has just joined the Front-Bench team, for coming. He will be a wonderful shadow Minister. I hope he makes this issue a priority. I know we talk about the big countries, but Yemen matters to us. Please let us not allow Yemen to bleed to death.

Some of what the hon. Member for Glasgow North (Patrick Grady) said slightly cut across some of the things that I was going to say, but I shall say them none the less.

Let me begin by thanking the hon. Member for East Renfrewshire (Kirsten Oswald) for securing the debate. We have heard some passionate arguments and some important facts and statistics, but, above all, we have heard that this conflict will continue to have profound effects, not just on the region but on the rest of the world, unless peace can be secured. That is not to ignore the terrible desperation and the terrible death and destruction of the people of that country, including so many children.

As for the Labour party’s position on the conflict, we recognise the legitimacy of President Hadi and the coalition. In particular, we note that the coalition’s action is backed by a United Nations resolution, and that Saudi Arabia has been attacked by Houthi rebels from northern Yemen. However, it is clear to us that both sides should be doing considerably more to reduce the humanitarian cost. Ultimately, as many Members have said this afternoon, peace talks are the only way to bring about an end to the conflict, and a negotiated settlement must be the priority for everyone.

In her opening remarks, the hon. Member for East Renfrewshire said that Yemen was being bombed back into the dark ages. She also quoted the Red Cross as saying that this was a forgotten conflict, a phrase that many other Members repeated. My right hon. Friend—my good friend—the Member for Leicester East (Keith Vaz) observed that the conflict was having an effect in the United Kingdom. He should know, because, as Chair of the Home Affairs Committee, he will have seen much evidence that that is the case.

I warmly congratulate my hon. Friend on his promotion to the Front Bench. I was very moved by the case that was raised by the hon. Member for Glasgow Central (Alison Thewliss). Bearing in mind what she said, does my hon. Friend agree that we should think very carefully about sending people back to Yemen when they have committed no criminal offences, but are here legitimately, and would be returning to a country in great conflict? Does he agree that the Home Office should look at that policy again?

If I had had a little more time, I would have responded to the main point that was made by the hon. Member for Glasgow Central (Alison Thewliss), who wondered how we could even consider sending vulnerable people who have been here—in the case of her constituent for more than six years—back to a conflict zone that we will not allow our own citizens to go anywhere near. That seems to me to be totally inhumane. I know that it is not strictly the Minister’s responsibility, but I hope that he will at least shed some light on whether the Government will reconsider the position of those vulnerable refugees and asylum seekers from Yemen, as well as that of the Syrians whom we are already taking in. I thank my right hon. Friend for making that important point.

Many Members have referred to the humanitarian crisis, and that is the issue that really upsets and depresses so many of us when we hear statistic after statistic about the effect of conflict and war on our fellow human beings. As would be expected, the Opposition are deeply concerned about it. A number of Members cited statistics showing that 14 million people currently rely on food aid, and that more than 2.3 million—four times the number of people who were displaced at the beginning of 2015—have fled their homes in Yemen in search of safety. Peter Maurer, the president of the International Committee of the Red Cross—whom I was privileged to meet, along with Members who are present today, when I was a member of the International Development Committee, as I was until last month—has said that the situation in Yemen is

“nothing short of catastrophic.”

That sentiment was echoed by my right hon. Friend the Member for Leicester East when he spoke about the humanitarian effects of the conflict.

The hon. Member for Charnwood (Edward Argar) praised DFID’s efforts in Yemen but said that we needed a coalition of aid givers to ensure that sufficient aid was received. However, as the hon. Member for Congleton (Fiona Bruce) pointed out, aid cannot resolve the problem. The economy has to be rebuilt and that can happen only if there is peace. That peace agreement has to be negotiated.

My right hon. Friend the Member for Leicester East said in his passionate contribution that Yemen was a catastrophe, with 21 million people in need of aid. The hon. Member for East Worthing and Shoreham (Tim Loughton), who is no longer in his place, emphasised the effect that the conflict is having on children, as did many other hon. Members. The children in Yemen are in a worse position than the children in Syria at the moment. To echo something that my right hon. Friend said, Yemen is bleeding to death.

The Chair of the International Development Committee, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), pointed out that terrible atrocities were being committed by both sides. He said that evidence had been given to the Committee that DFID’s humanitarian effort was being undermined. He also told the House that hugely respected non-governmental organisations such as Human Rights Watch and Amnesty International had provided overwhelming evidence of human rights abuses.

Let me turn now to the role of Saudi Arabia. I want to mention cluster munitions, because widespread reports from NGOs state that such munitions have been used in this terrible conflict. The response to a written parliamentary question from the shadow Foreign Secretary, my right hon. Friend the Member for Leeds Central (Hilary Benn), suggests that the Government might be conceding that that is true. The reply from the Foreign Secretary stated:

“We are aware of reports of the alleged abuse of cluster munitions by the coalition in Yemen and we have raised this with the Saudi Arabian authorities. The UK does not supply cluster munitions to any members of the coalition in Yemen. In line with our obligations under the Convention on Cluster Munitions we will continue to encourage Saudi Arabia, as a non-party to the Convention, to accede to it.”

I hope that the Minister will give us further information on that terrible situation.

The SNP spokesperson, the hon. Member for Glasgow North quoted Philippe Sands, and I should like to quote something equally relevant from his important opinion given on 11 December 2015. Philippe Sands is not only a professor of law but a Queen’s Counsel. In his concluding paragraph he said this of the UK’s trade in weapons with Saudi Arabia:

“In the current circumstances we can be clear in concluding what the UK is required to do to bring itself into full compliance with its legal obligations: it should halt with immediate effect all authorisations and transfers of relevant weapons and items to Saudi Arabia”—

I think we are having a meeting about this next week. The fact that we now have a dialogue with Iran makes it easier for us to deal with these consular matters, and I look forward to doing my best to assist my hon. Friend and his constituent.

Sadly, although there are reasons to be positive, many countries in the region remain afflicted by violence and instability. Yemen was labelled as the forgotten war by the hon. Member for Hammersmith (Andy Slaughter). In that country, the Houthi advance against President Hadi’s legitimate Government has had catastrophic humanitarian consequences. Some 80% of the population are in urgent need of humanitarian assistance, and so far the UK has pledged £75 million of support. We welcome the crucial role that the Saudi Arabian-led coalition is playing, but these military gains must be translated into progress on a political track and a ceasefire agreement.

I am grateful to the Minister for mentioning Yemen, which should not be forgotten when discussing the middle east. What success has he had in persuading the Saudis to ease the bombing campaign, which is causing so many problems for local Yemenis?

First, may I acknowledge the right hon. Gentleman’s commitment to the country as chair of the all-party parliamentary group on Yemen? We are aware of reports of breaches of international humanitarian law. We have raised them with the Saudi Government and received repeated assurances of compliance, but we will continue to engage on this issue.

In Libya, delays on both sides in confirming a government of national accord are allowing extremist groups to take advantage of the vacuum and to gain traction, as has been mentioned by hon. Members, but progress has been made. I recently met Prime Minister-designate Sarraj in Tunis, and we very much support UN envoy Martin Kobler as he calls on Libyan delegations to confirm their commitment to the implementation of the political agreement.

I know that the focus of the House has mainly been on Syria today, but now that we know we will be debating that subject on Wednesday, I hope that Members will forgive me for talking about another country in the middle east—namely, Yemen. It has already been mentioned by the Minister and one or two others.

The situation in Yemen has reached crisis point. Aid organisations believe that more than 21 million Yemenis—that is 80% of the population—are in urgent need of food, water and medical aid. This is the largest humanitarian crisis in the world. The Danish Refugee Council estimates that more than 4,628 people have died and that 28,598 people have been injured as a result of the fighting and bombing campaigns, and that 573 of those killed were children. On average, 30 people have been killed and 185 injured every day in Yemen since the end of March.

The damage to the country’s already limited infrastructure makes aid delivery very challenging. This will also make post-conflict reconstruction extremely difficult. As a direct result of this damage, at least 160 healthcare facilities have been closed down completely across the country. To add to the problems, a lack of fuel has restricted the use of water pumps, which has left 13 million Yemenis—50% of the population—struggling to find an adequate amount of clean water to drink or to use to grow crops.

A report on the crisis published by the all-party parliamentary group on Yemen, which I have the privilege of chairing, has not yet received a response from the Under- Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), but I know that, as Minister with responsibility for the middle east, he has many pieces of paper to read and many visits to make. I hope, however, that he will respond to that report as soon as he can. I want to commend the efforts of the Prime Minister’s envoy to Yemen, the right hon. Member for Rutland and Melton (Sir Alan Duncan), who works very hard on this matter and is always in dialogue with members of the local community.

The crisis is affecting people not only in or near Yemen but in Greece. There is evidence that a number of Yemenis seeking to come to the EU are making their way to Greece, because there are no visa restrictions between Yemen and Turkey. Over 1.4 million people in Yemen have also been internally displaced, raising the prospect of an unprecedented refugee crisis.

The situation in Yemen does not seem to have captured the imagination of the House or of the British people, despite the efforts of the vice-chair of the all-party group, the hon. Member for Charnwood (Edward Argar), and others. This could be because we are always talking about the situation between Palestinian and Israel, as the right hon. Member for Clwyd West (Mr Jones) suggested, or because we are now talking about Syria and we were previously talking about Iraq and Afghanistan. However, the Yemeni people are suffering terribly.

I pay tribute to the work that the right hon. Gentleman has done on this subject. I spoke to President Hadi last week and underlined Britain’s commitment to seeking a solution in Yemen. Both sides are meeting in Switzerland in the near future, and we certainly wish the United Nations envoy, Ismail Ahmed, every success. I agree with the right hon. Gentleman that the situation is dire, and to make matters worse the port city of al-Mukalla on the south coast, with which he will be familiar, is now run by al-Qaeda. That illustrates the seriousness of the situation and we should not allow other concerns about what is happening in the middle east to overshadow what is happening in Yemen.

The Minister is right to say that we should not allow ourselves to be diverted from this. I welcome the news he has given the House today, but it would be helpful if President Hadi was able to come to the United Kingdom to address Members of this House and tell us about the situation in Yemen. We are grateful for the support of the Saudis, without which President Hadi would not have had safe haven, but I gently say to colleagues and allies, which is what the Saudis are, that it is time to stop the bombing, as the all-party group said, to allow humanitarian aid to come in and to help this country be reconstructed. There were reports that President Hadi had returned to Aden, and clearly he is there. That is good news and it will help us to re-establish him as the legitimate President of Yemen in Sana’a, whatever is left of that great world heritage site. I cannot bear to think of what has happened. When I left Yemen I was only nine and my sister was a different age—I cannot disclose her age, because she gets very upset—and I cannot bear to think of what has happened to it.

Finally, I wish to mention Tunisia, another country of interest. It is not quite the middle east, but we would include it as being part of the Arab world. I know that the Minister has been there recently and is very focused on its situation. We needed to take urgent action and the travel ban was necessary at that time, but it is now playing into the hands of those who wish to destabilise the Tunisian Government. When I went to Sousse recently —I do not know whether the Minister went there on his visit—I found that 90% of the hotels had closed down since the travel ban was brought into effect. That has meant thousands of Tunisians are now unemployed, as we Brits made up the largest number of tourists to Tunisia. With that unemployment goes poverty and the possibility of people being susceptible to the appeals of those who wish to destabilise the Tunisian Government, who are democratically elected. We have given huge support to Tunisia, doubling the number of people working at the Tunis embassy, but we need to do more.

I understand that a number of people have dropped out of this debate because there is apparently to be a debate on Wednesday, which gives more time for me to intervene, which I will do cautiously. I can confirm that during my visit to Tunisia we went through a detailed plan of what is required to get Britons back there. Britons want to go back to holidaying in that country, but the first responsibility of any Prime Minister of any Government is the safety of those citizens. We are working very closely, progress is being made and I hope that we will be able to lift that travel ban very soon.

That is very good news. Every time the Minister gets to that Dispatch Box, he gives the House some good news—I hope he will jump up constantly to make these interventions. That move will help the Tunisian Government enormously. Of course the safety of British people is the paramount consideration, but when I went there the security had increased. We have a role to play; British policing is regarded abroad as the best in the world. Sometimes we do not say that here, because they are our police and we do not tend to praise them as much as we should. When we go abroad, people talk about the skills of the police and the security services, and we need to provide the Tunisians with that help. If that is the news he brings to the House about Tunisia, I am very pleased to hear it. The Tunisian Government should work with us to provide the greater security that is necessary.

In conclusion, I know that the Minister is focused on Yemen and that if he could get there, he would be there —I know he cannot go there because it is so dangerous. I ask him please to make sure that Yemen is in his thoughts and those of the British Government, because this is a crucial country and we should not let it fail.

I beg to move,

That this House has considered the conflict in Yemen.

I am grateful to the Backbench Business Committee for granting this debate and I am also very grateful to you, Mr Turner, for presiding over our proceedings today.

When I spoke last spoke on Yemen in Westminster Hall, in February, I said that I had never personally feared for Yemen’s future as I did then. Unfortunately, the crisis in the country is now even worse than could have been imagined a few months ago. I know that Members here today share my concern for this beautiful country, which is one step away from famine and a humanitarian crisis on an unprecedented scale. Today, the all-party group on Yemen released its first ever report on the crisis, and I am extremely grateful to all those organisations that have been involved in preparing that report. I will lay out nine recommendations made in the report, which I believe are necessary and realistic measures that the UK Government can take in an effort to stop the crisis worsening. First, though, I will express what Yemen means to me.

I was born in Aden in Yemen, and left with my mother and sisters in 1965. I look back incredibly fondly on my time there. Yemen is an easy country to fall in love with—the people were so kind to my family when we lived there. I am not alone among MPs in having been born in Yemen. The hon. Member for Portsmouth South (Mrs Drummond) was also born in Aden, and I am very pleased to see her here today. As an officer of the all-party group, she takes a strong interest in the future of the country, as does my sister, the hon. Member for Walsall South (Valerie Vaz).

I have returned repeatedly to Yemen, including as chair of the all-party group. When I was last in the country, we were required to sleep under guard in a fortified pod in the embassy grounds; it was the first time that I have slept in the camp-bed of an ambassador. Of course, our embassy in Yemen is now closed and it does not look as though it will open again.

On 20 January this year, Houthi rebels abandoned an agreed political process. They launched an attack on Sana’a, stormed the presidential palace and forced out President Hadi. A coalition of Gulf states and other countries in the region, led by Saudi Arabia, responded to President Hadi’s request for intervention. The coalition began a campaign of air strikes against the Houthi rebels, to

“restore stability to Yemen by crippling the Houthis”

and to facilitate

“returning President…Hadi…back to power”.

The United States, the Arab League, Turkey, Canada, France and the United Kingdom approved of the campaign, following the Houthi rebels’ disregard for the legitimate political process. More than six months on, however, I believe that it is in the interests of all parties to agree to an immediate ceasefire and to end the bombing campaign.

Put simply, Yemen is now in ruins. The damage to the cities of Sana’a and Aden and to civilian infrastructure across Yemen is so significant that in August the head of the International Committee of the Red Cross, Peter Maurer, said that after five months of war in Yemen, the destruction appeared similar to that in Syria after five years of conflict.

The figures on the current crisis are shocking. Aid organisations believe that more than 21 million Yemenis—80% of the population—are in need of food, water and medical aid. That makes Yemen the largest humanitarian crisis in the entire world. The Danish Refugee Council estimates that, as a direct result of the fighting, more than 4,628 people have died and 28,598 people have been injured. Of those killed, 573 were children. On average, 210 people have been killed every week since the end of March. By the end of today, another 30 people will have died. In addition, more than 1.4 million people in Yemen have been internally displaced, raising the risk of a refugee crisis. Before the conflict, there were already more than 600,000 refugees in the country from neighbouring Somalia and Ethiopia. The damage to Yemen’s already limited infrastructure makes aid delivery difficult, and it will make post-conflict reconstruction an unimaginable struggle. As a result of the damage, at least 160 healthcare facilities have been closed down across Yemen. A lack of fuel has restricted the use of water pumps, which has left nearly 13 million Yemenis—50% of the population—struggling to find enough clean water to drink or to grow crops.

Despite this situation, Yemen has not received the same level of international, media or public attention as Syria has. The UK Government should ensure that the Yemen crisis is given a higher priority on the global agenda for the provision of emergency aid and the Department for International Development should continue to lead global efforts to provide emergency assistance to the population.

A critical factor in the crisis is the de facto blockade on imports. Saudi and Egyptian forces established a blockade to enforce an arms embargo on the Houthi rebels, as set out in UN Security Council resolution 2216, but the blanket inspection of all ships has brought deliveries of aid and commercial shipping to a grinding halt. Yemen relies on imports for 70% of its fuel requirements, 90% of its food and 100% of its medicine. The UK is in a position to work with the coalition to streamline this process, using a more targeted approach to get shipping flowing much more quickly.

It is a pleasure to have you in the Chair today, Mr Turner. May I ask the right hon. Gentleman a question? If aid reaches somewhere such as Aden, are there not distribution streams to get that aid to where it is required outside the city—up-country, as it used to be called?

The hon. Gentleman is absolutely right. It is not just about getting aid in, but making sure it gets to the people who need it, and we should work to ensure that the distribution network is effective. There is a number of aid organisations already in Yemen, and we should take their advice on how that should be done. Facilitating the flow of emergency aid would be in the interests of the coalition, because it would help to avoid a famine and economic disaster that the states neighbouring Yemen do not want on their doorstep. The United Kingdom should support the newly announced United Nations verification and identification mission established to ensure that deliveries by sea do not include shipments of arms, but which also speeds up the inspection process. That and a move to targeted inspections would allow vital relief to reach Yemen’s population.

As the hon. Member for Beckenham (Bob Stewart) suggested, the delivery of aid within Yemen has also been plagued with problems, as aid workers have faced incredible danger. Since the crisis began, six Yemeni Red Crescent volunteers have been killed while carrying out humanitarian work. Aid offices have been looted and attacked, due to the absence of the rule of law. Organisations such as Médecins Sans Frontières struggle to deliver aid across front lines, requiring consent from multiple groups on the ground to do so and facing significant delays and administrative burdens. The United Kingdom should work with both parties to ensure that processes are put into practice that will allow aid to be safely given to those who need it, and so that the distribution of aid throughout Yemen is predictable and unimpeded.

Emergency aid and a better flow of imports will be vital in the short term, but bringing both parties to the negotiating table should be the No. 1 priority of the international community. The UN’s special envoy, Ismail Ahmed, has previously brought the two sides together to agree on temporary ceasefires, but those have been short-lived. Two such ceasefires agreed between 12 and 17 March and 10 and 17 July were broken within hours, with each side blaming the other.

Four factors are blocking a political solution. Neither side has achieved a decisive military victory. There is only limited international pressure on the parties to resolve the conflict. There is a lack of trust between the parties. UN Security Council resolution 2216 has been a stumbling block to negotiations, as it is used by both parties to justify non-participation in peace talks. If resolution 2216 continues to be an impediment to a diplomatic solution, the Security Council should consider a new resolution demanding an immediate ceasefire and the free flow of humanitarian supplies into and within Yemen.

We should not forget that in 2011 the then Foreign Secretary, William Hague, now Lord Hague, and Minister of State for International Development, the right hon. Member for Rutland and Melton (Sir Alan Duncan), led the international community in resolving Yemen’s last political crisis. The former ambassador of Yemen, Abdullah al-Radhi, and the current ambassador, Dr Yassin Saeed Noman Ahmed, feel a strong bond with the UK, and the Yemeni Government value our friendship greatly. I agree with the vice chair of the all-party group, the hon. Member for Charnwood (Edward Argar), who unfortunately could not join us today, about the long-term settlement needing to be agreed by the Yemenis themselves. We can bring them to the negotiating table, but both sides need to agree to long-term dialogue and restore the terms agreed in the national dialogue conference in January 2014 and the peace and national partnership agreement signed in September 2014.

My right hon. Friend is painting a bleak and depressing picture about Yemen and proposing some measures that he believes may lead to a better situation. Does he share the view of many commentators that this is in fact a proxy war between Saudi Arabia and Iran and that the solution lies with talking to those two countries as much as to the warring factions in Yemen?

My hon. Friend is absolutely right. The regional problems are playing out in Yemen. There is a view that it is a proxy war and that the only way to deal with the situation is to get people to the negotiating table. That is particularly important as we have started a new relationship with Iran. The Iranians should come to the table and help us, if they can.

More than six months into the coalition’s intervention, the conflict is at a critical moment. The Yemeni Foreign Minister, Riad Yassin, who earlier this year met the all-party group and the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), who I see in his place, initially described the intervention as a “short, sharp campaign”. However, the aerial campaign has been unable to remove the Houthis and the coalition has now escalated its efforts to a ground offensive. The diplomatic and military capital required to continue the conflict has likely gone far beyond what either the Houthis or the coalition would have deemed acceptable when the civil war began. We now stand on the precipice of a dramatic escalation to a messy ground war, which will cause even more harm to the population. The international community therefore has a small window to show that a diplomatic solution would be preferable for all parties. If the conflict is allowed to escalate, there will not be a country left to save.

We are nearing the end. As an arms supplier to Saudi Arabia, the United Kingdom has a particular responsibility to take a visible role in bringing hostilities to an end. We need to act now. The UK has an opportunity to be an honest broker and to propose a scaling down of the conflict for humanitarian reasons, offering the coalition and Houthis a way out of further escalation and bloodshed. Amid the current fighting, 30 British citizens and 300 dependents of British citizens are still stranded in the country. The Yemeni diaspora, who are watching this debate and developments, will want to see that we are doing our best. I know that my hon. Friends the Members for Sheffield, Brightside and Hillsborough (Harry Harpham), for Liverpool, Wavertree (Luciana Berger) and for Liverpool, Riverside (Mrs Ellman) have also raised the matter.

There is also the issue of the escalation of Daesh. As it sees the conflict continue, Daesh will try its best to try to get into Yemen and destabilise it further. There is ample evidence that it is already involved there.

Yemen has faced challenges before, but this crisis is the worst in living memory. We often talk of pulling Yemen back from the brink, but I fear the country is far past that stage now. We need a ceasefire now. This is not something we could do, but something we must do. Six months ago, UN Secretary-General Ban Ki-moon stated:

“Yemen is collapsing before our eyes. We can’t stand by and watch.”

I fear that that is what we have done.

Here are my final questions to the Minister. Are we prepared to push all parties to the negotiating table and elevate the situation in Yemen to the highest diplomatic level? Are we prepared to put pressure on all parties to agree and commit to an immediate ceasefire? Are we prepared to work with international partners to go further in addressing the catastrophic humanitarian crisis and ensure millions of lives are not lost? Without a peaceful solution, and fast, the only future Yemen faces is economic collapse, anarchy, famine and mass refugee flows. We acted decisively before to save Yemen. Today I beg the House that we should do so once again.

I congratulate my friend, the right hon. Member for Leicester East (Keith Vaz), on securing this debate, and on his chairmanship of the all-party group on Yemen, which has produced an outstanding report, although I have not had the chance to read it properly as I have only just received a copy.

I hope Members do not mind, but, since I am, I think, the oldest Member present—looking around, I can see I am probably the oldest person in the room—I would like to give the historical perspective on Aden, because it is very important to British people. The south-eastern end of the Arabian peninsula was once crucial to the functioning of the British empire. A small settlement at Aden was occupied by Royal Marines in 1839 and became a bunkering port for passing ships. After the opening of the Suez canal in 1869, it became a vital staging post for ships going to and from India and the far east. When coal turned to oil as the main fuel for ships, the importance of Aden was reinforced, particularly as it was so close to the middle eastern oilfields. Unsurprisingly, BP built a large facility there.

As time passed, Aden and its hinterland became a formal part of the empire called the Aden Protectorate, but government of the interior in particular needed the consent and involvement of local tribes, which was no easy matter. By the 1950s, some tribes were in open rebellion against British authority, which led to a protracted insurrection. By 1967, the United Kingdom had had enough: Aden was given independence and our armed forces withdrew. It was renamed the People’s Republic of South Yemen—I am looking to the right hon. Member for Leicester East to confirm that that is correct.

The Yemen Arab Republic was to its north. In 1990, north and south joined to become Yemen.

My interest in Yemen comes from the fact that as a child I lived in Aden between 1954 and 1957. My father was a company commander with the 1st battalion the Aden Protectorate Levies, a branch of the RAF Regiment—I am wearing the RAF Regiment tie today as I am a member of the RAF Regiment officers’ dinner club. I am not the only Member who has close ties to Aden. The right hon. Member for Leicester East and his sister, the hon. Member for Walsall South (Valerie Vaz), and, of course, my hon. Friend the Member for Portsmouth South (Mrs Drummond) were all born there. But I am too old to have been born in Aden; I was born in 1949, before we went there.

We would all like to revisit the place of our childhood, but that currently seems impossible. Since 1990, Yemen has gone from bad to worse. It is now such a dangerous place that it would be utterly foolhardy for British subjects to go there without protection. The situation is so bad that Sana’a, Yemen’s inland capital, has had to be abandoned and the country’s Administration, such as it is, must take place, when it can, from Aden. Yemen is now the poorest country in the middle east and an incredibly fragile state.

I do not propose to dwell long over Yemen’s recent history before 2011, because it is incredibly complicated, difficult and perhaps less prescient than what has happened since. Suffice it to say that in November 2011, after some 30 years in charge of what was essentially a military republic, President Ali Abdullah Saleh was forced to hand over to his deputy, Vice President Mansur Hadi, which was apparently meant to avert immediate civil war. There was some international hope that Yemen might be on the road to some form of recovery, but that hope has come to nought. Too many of those with power in Yemen are plundering what oil revenues it has left, sending untaxed income abroad and deliberately resisting reforms that might restrict their ability to loot their country. We will argue about this, but the World Food Programme estimates that some 46% of the 10 million people living in Yemen do not have enough to eat. You don’t see fat people like me in Aden.

It is difficult to simplify what has become a truly impossible situation, but Yemen has essentially become a cockpit in which the branches of Islam are fighting tooth and nail. The Government of Yemen, under Sunni President Hadi, is now backed by Saudi Arabia, Jordan, Egypt, Morocco, Sudan and the Gulf states, which are all quite strong allies of both the United States and the United Kingdom. The rebels, mainly from the northern Shi’a Houthi grouping and ex-Premier Ali Abdullah Saleh loyalists, are backed by Iran. It was the rebel Houthi group that forced the Government to flee from Sana’a to Aden in February. Yemen’s security forces have split loyalties, with some units backing President Hadi and others backing the Houthis and President Hadi’s predecessor Ali Abdullah Saleh, who has remained politically influential. President Hadi, who, as we discussed in a pre-meeting is actually living in Saudi Arabia, is also supported in the predominantly Sunni south of the country by militia known as Popular Resistance Committees and local tribesmen.

To complicate the situation further, so-called al-Qaeda in the Arabian Peninsula or AQAP, perhaps the most dangerous of all al-Qaeda factions, now has a firm foothold in Yemen. As a result, the United States has carried out several drone assaults against it. Both the Yemeni Government and the rebels are equally opposed by al-Qaeda in the Arabian Peninsula. AQAP has been pretty active, carrying out a series of indiscriminate attacks against both the Government and the Houthis—goodness me, what a situation. It is Kafkaesque in scale.

Just to make the situation even more enigmatic, the so-called Islamic State, which the right hon. Member for Leicester East, myself and others prefer to call Daesh because it is such a rude word in Arabic, has appeared on the scene, jostling to be more influential in the country. Daesh claims to have carried out a number of suicide attacks in Sana’a this year. After Houthi rebel forces attacked the Government’s southern de facto capital Aden in late March, a coalition led by Saudi Arabia responded to a request by President Hadi to intervene and launched air strikes on Houthi targets. As I mentioned, Saudi Arabia is collaborating with the five Gulf Arab states, Jordan, Egypt, Morocco and Sudan, with Somalia providing airspace. Some of these air strikes have clearly gone badly wrong and have killed innocent people, which is utterly tragic.

The world’s foremost international authority, the United Nations, is the obvious catalyst for action. In April 2015, the Security Council passed resolution 2216, as mentioned by the right hon. Gentleman, calling for an immediate stoppage of fighting and for the Houthi rebels to withdraw from territory that they had taken. The resolution was passed unanimously. Four permanent members of the Security Council sanctioned it. Russia did not, abstaining and allowing it to go through. But what has actually happened since that decision by the world forum where everyone is supposed to go for top authority? Damn all. There has been no effect whatsoever on what is happening on the ground. Other agencies of the United Nations have tried to send experts into Yemen to report on human rights violations, but a draft Dutch resolution supporting just that has recently been withdrawn as it would have failed, and, astonishingly, Saudi Arabia, has been elected as the chair of the United Nations Human Rights Council.

It would be marvellous if our debate could result in agreement on a way to gain some form of peace and security for the poor, wretched people of Yemen. However, the United Nations has been effectively ignored, the great powers do not want to get involved and the situation on the ground is getting increasingly complex and worse. Innocents are dying all the time. As matters stand in Yemen, I cannot think of an effective and decent way ahead with any chance of success. I hate the idea that we are impotent and apparently unable to do anything with all our power. In the end, I suppose that history will have to take care of it. One way or other, one of the factions will prevail, but who knows who that will be at the moment?

To date, Yemen has been an utter failure of international politics. We should do all that we can to try to correct that. In that respect, I am delighted that the all-party parliamentary group on Yemen has produced a report highlighting the crisis. If nothing else, this debate highlights the fact that Yemen is still a matter of real concern. We must not forget that.

May I say what a pleasure it is to be here for my first debate with you in the Chair, Mr Turner? I thank my right hon. Friend the Member for Leicester East (Keith Vaz) for securing the debate and bringing the situation in Yemen to our attention. Many of us across the House have spoken on this issue in the past, including the hon. Member for Portsmouth South (Mrs Drummond) and my hon. Friends the Members for Walsall South (Valerie Vaz) and for Liverpool, Wavertree (Luciana Berger). It is an important issue.

My own research has brought to light what Mr Adam Baron of the European Council on Foreign Relations said—that in the end, all Yemenis will be the victims of such a protracted war and that

“The truth…is that no one is winning this war. And while all parties involved in Yemen seem far from reaching their goals, there is one clear loser: the Yemeni people.”

That sentiment has been strongly reflected in our debate this afternoon, focusing on the humanitarian aspects of the situation and joining with the UN special envoy to Yemen, Ismail Ould Cheikh Ahmed, who said in March this year that Yemen was being brought to the edge of civil war. I believe that even since March, the situation has deteriorated.

We know from various groups that are active in Yemen—where they can get into Yemen, if the ports are not blocked—that there are big problems of food poverty and a real risk of massive malnutrition. There are problems with access to clean water and the availability of crucial medicines, but that is not all; we are also aware of the lack of the rule of law, which of course leads to risks in particular of violence against women, as well as of other crimes going undetected. I wish to mention in particular the assault on Taiz, where the number of people in critical need of safe drinking water surpassed 3.3 million in September to October, according to World Health Organisation reports. UNICEF has said:

“If there isn’t the humanitarian support to the country, in six months or a year’s time, you will get a major humanitarian crisis”.

That point has been covered very well during the debate, so I will now press the Minister for his response on some important matters.

First, will the Minister comment on the point raised by my hon. Friend the Member for Edmonton (Kate Osamor) about the need for an independent assessment of the situation, in particular in relation to the coalition and the bombing campaign? Will he assure hon. Members that we are doing everything possible both to call for a ceasefire and to support everyone involved to get round the table and seek that ceasefire? Secondly—I know this is a concern for all citizens—will he give an assurance that armaments produced in the UK are not being used in the conflict to bring harm to civilians, women and children in Yemen?

Through treaties, UN declarations and work across the globe, we have come miles in the past 20 years on the issue of child soldiers. We know that once children are involved in conflict, it leads to conflict for generations. Will the Minister give us an assurance that he and his Department are doing all they can, with others, to stop the use of child soldiers in Yemen?

Will the Minister update us on other conversations that may be happening and that he is able to make public today? What pressure is he bringing to bear on the various parties involved in the conflict? We know that, because of our history with regard to Yemen—that has been eloquently described in today’s debate—Britain has a lot of influence. How is that influence being used for a positive solution, which many people are pushing us for? The Prime Minister said that he lent his “firm political support” to airstrikes earlier this year. Does that remain the case? Do the Government feel that this action is still effective or that it is worsening the situation? There are no real winners in this situation, so will the Minister tell us what support we are providing, as a nation, in relation to this conflict?

I congratulate my hon. Friend on making her maiden Front-Bench speech. It would be good to have her support on British citizens who are still in Yemen and cannot come out, for whatever reason. Other Governments—the Indian Government, for example—have sent in aircraft to take their citizens out, but at the moment British citizens have to go to Somalia and on occasion through Djibouti to get back to the UK. Does she agree that if British citizens want to return, it is important that they are helped to do so as quickly as possible?

I do indeed. I also support the point made by other Members about resolving asylum cases in the UK; it seems perverse that we could be returning people to the Yemen in the current climate. Will the Minister cover those issues in his remarks?

To sum up, we are asking that the Government work much more energetically towards immediate negotiations without preconditions, following our support on paper for UN Security Council resolution 2216. Secondly, we ask for clarification on how much support the Government are able to give the UN special envoy—their support seems a little cool at the moment. Thirdly, will the Minister give us evidence of his activity and achievements, as well as those of his Department, in behind-the-scenes discussions? We need much more of a push on that. There needs to be an end to the recruitment and fielding of child soldiers, given the long-term implications of using children as soldiers in conflicts. I conclude by reminding Members that at this point we must not think too much about our strategic situation—although that does sometimes get lost—but about those people to whom we have a duty as human beings. We know that no one is winning this war, so we must reach out, unlock the humanitarian aid waiting at the ports, and do as much as we can to end this terrible conflict.

No, it is not. I will make it very clear: the coalition that has been formed is legitimate. The legal basis for military intervention follows President Hadi’s request to the United Nations Security Council and, indeed, the Gulf Co-operation Council, in support of UN Security Council resolution 2216, for

“all means and measures to protect Yemen and deter Houthi aggression”.

Therefore, the concept and principle of using warfare in such a manner is legitimate; the real issue, widely put by everyone, is about making sure that any arms are used according to the Geneva conventions. That is what we need to ensure and to find out. If there is evidence to suggest otherwise, we will look at things. As we have discussed in the main Chamber in the case of Israel, we review export licences if evidence is given to us to suggest that equipment has not been used as agreed.

I thank the Minister for the way in which he has engaged with the all-party group. He has been very willing to meet us and to discuss these matters.

May I take him back to something he said earlier? The crucial point of the APG report is the need for a ceasefire. The Minister has said that the Government are working on that at the UN, but when can it come before the Security Council? I know that Ministers have been urging a ceasefire in private, but we need a public statement and a resolution before the UN. When can that happen?

I am happy to call for that publicly, but all our efforts are being conducted through the UN envoy. The same applies in Libya, where we are working with Bernardino Leon, the UN envoy there. We have staff working with Ismail Cheikh; I speak to him to offer our support; and individuals have been seconded to his office to assist him. He has conducted a number of meetings, bringing the Houthis together with representatives of President Hadi, to map out the details. Those meetings will reconvene in the very near future—that is where the ceasefire will be mapped out.

Absolutely. We do want a ceasefire now. I am sorry if there was any confusion about that. I made that clear in the discussions in New York as well. Until we have the ceasefire, we will not be able to get the humanitarian logistics into the country without the people involved being harmed or under threat. I am happy to underline that, but that is all being led by the UN envoy. The only way that a ceasefire will come about is not through a UN Security Council resolution, as has been said, although that would be an indication of where we want to go, but through the parties themselves signing up to it.

While of course accepting the need for British companies to be paid and for Indian companies to be paid by British companies with which they are doing business, may I join the Minister in welcoming the visit of Narendra Modi, which has caused huge excitement among the British Indian community in places such as London and Leicester? Will it enable the Government to send out a message that it is not just learning Chinese that is important but that a bit of Hindi will go down well in our bilateral relations?

I very much hope the right hon. Gentleman is not going to test me on my Hindi now. Of course we are all looking forward to the visit of Prime Minister Modi. Quite apart from the Government-arranged events, there is going to be a huge diaspora event, in which the Prime Minister will be able to speak—I am sure the right hon. Gentleman is closely involved in organising it. Clearly, we want more British students to study in India, but the opportunities for the provision of English language teaching in India are the ones on which we should concentrate.
