I thank my hon. Friend for his intervention. I lived in New York City myself for a couple of years and I can tell him that I used to cycle there as well as in London. I am not sure whether it has changed much, but it was a lot less safe then there than it is now in London. We as a Department very much wish to learn from all best practice in this area, and we also encourage local authorities and cities to do so. Part of the function of the money that we have given as a Government to supporting city transformation, which, as he will know, reaches not merely the largest five cities, but now 10 and potentially 12 equally substantial cities across the country is very much designed to enable them to think about the kinds of innovative and imaginative interventions in cycling and walking that might include that approach.

I am very grateful to the Minister for giving way. An area of particular concern in my constituency is road safety in the immediate vicinity of schools and the way in which parents and carers bring their children to school by car, stop pretty well immediately outside the school gate with little regard for the fact that other children are crossing and going in and out of the school premises and then drive off without any concern for the road safety of the children around. What can the Minister say about how we can incentivise and encourage best practice across local authorities to ensure that the highest standards of road safety are in place outside all of our schools?

I am grateful to the hon. Lady for that intervention. Of course it is a matter not just of specific behaviour around schools, but of speed and the effects not merely of congestion, but on air quality. I will be touching on some of that later in the speech.

The roads we use are only one part of the overall picture of road safety. Earlier this year, we granted £100 million to improve 50 of the most dangerous stretches of A road in England through the Safer Roads fund. We have already seen all of the 50 road schemes receive funding, and we expect the work to be completed by 2020. I was very pleased to note that, in the Road Safety Foundation’s latest publication, “Getting Back on Track”, the most improved road is the A161 in the East Riding of Yorkshire. The improvements to this road were joint funded between the Safer Roads fund and the East Riding of Yorkshire Council.

The Budget last week highlighted the importance of our local road network. The local highway network is one of the most valuable national assets and an essential component of our economy. A good, well-maintained and safe local highway network has never been more important. The House will know that I think we need a substantial approach, and I will outline what that approach is.

Local authorities have an existing legal duty to maintain the highway under section 41 of the Highways Act 1980, as amended. [Interruption.] If the hon. Member for Middlesbrough (Andy McDonald) wishes to make an intervention, he is very welcome to do so. If he does not, perhaps he would care to stop chuntering from a sedentary position. Good transport and roads are essential to this country’s economic growth.

It is quite possible that it would lead to such an increase. This is an exciting, industry-led trial of the 26-to-30 railcard that the Chancellor announced in his Budget last year. We are waiting the full assessment of that trial, and further steps will be announced in due course.

Every week I am contacted by constituents who are giving up travelling to work by train because of the appalling service that they have received from Northern rail. When are Ministers going to get a grip of—or preferably scrap—this failing franchise?

At the request of Transport for the North in one of its recent board meetings, we have jointly appointed Richard George, who previously played an important role in the delivery of the London Olympic games, to co-ordinate better the performance of the train operators in the north of England—Northern and TransPennine Express—alongside Network Rail. We are looking forward to seeing the results of his work. I met him yesterday, and he has a hard-driving agenda.

These are not recent problems. They predate the introduction of the new timetable. They predate the delay in the infrastructure improvements, and I have been talking to the Secretary of State, in this Chamber and in private meetings, for month after month about the problems my constituents are experiencing. He says that he took advice from industry experts, and of course he should, but why did he not also take advice and ask questions based on the information coming from Members of this House and on the information from the travelling public that has been all over social media for months? What questions did he ask these industry experts?

The whole point about the new timetable—it has clearly not worked and it must work—is actually to deliver a more reliable service through reshaping timetables in a way that means there is less congestion and more services can be run for passengers. This has clearly not worked at all. This timetable was put in place for the best possible reasons and it has so far delivered the worst possible outcomes. That must change.

As my hon. Friend will know, we discussed this in a Westminster Hall debate in February and I have seen him and colleagues recently. It is a very important matter; we are aware of the strategic importance of the A5. We already have work in prospect between Dodwells and the Longshoot junction and we will continue to look closely at the matter.

Substantial congestion exists on the M60, M62 and M56 around Greater Manchester, but Highways England’s investment plans start north-east of this area. Given the very significant economic regeneration plans for south-west Manchester including at the airport, the new HS2 station and New Carrington in my constituency, which the Minister has visited, does he agree that Highways England must now attend to the investment that that will require in the south-west quarter of this motorway network?

I take on board the hon. Lady’s point, but the point I would make in response is that, over the next three years, Highways England will be investing and, by the end of that period, at a rate roughly three times more than the rate the Government inherited in 2010. Therefore, unprecedented levels of investment are going in. The hon. Lady is welcome to write to me or meet me if she wants to discuss this issue further.

The Secretary of State knows, because I have raised it repeatedly, about the appalling service that my constituents are receiving from Northern Rail, with delays, cancellations, overcrowding, and trains running through stations without stopping when they should. Now the new timetable removes station stops all together. Will he finally take action to ensure that a compensation scheme that recognises the disruption that my constituents have suffered for months can actually be put in place to give them some measure of recompense for the disruption that they have suffered?

We continue to keep the matter under review. We are moving to Delay Repay 15 and looking at other ways of tightening performance on the railways, but the big difference to travellers in and around the Manchester area will come from the arrival of new trains and the completion of the works on the Bolton line, which have caused more disruption than I would wish. I am less than happy about the delays that have taken place and I am putting as much pressure on Network Rail as possible to get it sorted.

I am glad my hon. Friend welcomes the new trains. Passengers can look forward to a complete fleet replacement, with over 1,000 new carriages by the end of 2020. This will mean passengers will be travelling on longer and, crucially, more regular trains.

The problems the hon. Member for Chelmsford (Vicky Ford) describes as facing her constituents are exactly the same as those my constituents have been experiencing in recent months on Northern Rail. Pleas for a compensation system that recognises that delays might be short but repeated and that trains are often overcrowded so that they cannot even get on them are falling on deaf ears. Will the Minister undertake to take this up directly with Northern Rail since my own meetings with it have produced absolutely no progress on this matter?

That is why it is so important that trains are being extended and replaced. The crucial thing is that, where there are delays, passengers are more aware of, and have easier access to, compensation schemes, and overall across the system over £73 million was paid in compensation in 2016-17, an increase of over 64% over the previous year.

I could not agree more. It is fascinating that we still await the revelation of appendix 9 of the Chris Gibb report, which detailed the future of that franchise. We have not seen it. That report was commissioned by Southern, which set the terms and conditions. [Interruption.] The Secretary of State is muttering from a sedentary position, but that is the reality. Southern set out what that report should be about and it has not published the very kernel of that report, which was on the future of that service.

I congratulate my hon. Friend on the case he is making. He mentions the cost of season tickets. My constituents are also served by appalling services from Northern. It is hardly worth their investing in a season ticket, given that trains are often either cancelled or so crowded that they cannot get on to them. Does he agree?

I do agree. The great concern about all that is that it is not achieving the modal shift we all want. It brings people to the point where they say, “The railway is not for me. I may as well get back in my car.” That is the opposite of what we should be doing.

Our aim is always to minimise the impact of improvement works as they are happening, and also their consequences. I assure my hon. Friend that we will work with her and her constituents to ensure that this is a beneficial investment for her part of the world, and that where it has any impacts, we will minimise them as far as is possible.

I noted what the Secretary of State said about compensation for passengers when things go wrong. He is aware, I know, of the appalling service that Northern Rail is currently providing in my constituency. Could a more flexible compensation system be introduced? Delay Repay does not capture the full experience that my constituents are having.

My hon. Friend the Rail Minister and I are working to create a passenger ombudsman, because we recognise that there are circumstances in which a conventional repayment system does not reflect the problems that someone has experienced, and that will happen shortly.

I am grateful for that comment. Ticket vending machines, which are meant to be among the most straightforward of equipment on our railways, seem to cause more problems than any other type of equipment. I understand that Govia Thameslink Railway is due to visit every ticket machine over the coming fortnight to make sure that the software is updated and that the machine functions properly, although I share my hon. Friend’s concern and will be meeting the supply chain in due course to emphasise the importance of getting this right.

I welcome progress on smart ticketing, and also plans for new ticket machines on the station platforms in my constituency, but the Northern Rail service through my constituency has been absolutely abysmal in recent weeks. May I echo the question that my hon. Friend the Member for Dewsbury (Paula Sherriff) asked? What is being done to hold train operating companies to account when trains are overcrowded and short of carriages, and when there are cancellations and delays and people cannot even get to work on time?

I share the concern. We have continuous contact with the train operating companies at an official and a ministerial level—I frequently meet them. Where there are sustained examples of poor performance, they are escalated to what is called the national taskforce, where the train operating company must present to the wider industry what measures it is taking to reverse poor performance, and I will then meet that train operating company. I recognise the concerns around Northern. My primary concern at this stage is to ensure that new infrastructure is opened around the Greater Manchester area so that Northern can operate new rolling stock to replace the appalling Pacers, and introduce the new services that the Ordsall Chord, in particular, will enable.

I wholeheartedly agree. Rickshaws are not just a nuisance on the streets of central London that add to congestion, but given some of the exorbitant prices that their riders propose to charge, they increasingly also rip off tourists. I saw a rickshaw outside Parliament the other day whose rider was proposing to charge £10 for a cycle up the road from Parliament Square to Trafalgar Square. That is terrible value for money and reflects badly on our city. If tourists want an expert guide to take them around London, they should hail a black taxi.

Turning to the need for effective regulation, there has been an explosion in the number of private hire vehicles on the streets of London, and new entrants to the taxi and private hire market have emerged. I am in no way opposed to competition, and I strongly encourage innovation, but the Minister and licensing authorities need to address the issue of fair competition. There have been calls for improvement. The APPG took evidence about the impact of the considerable growth in private hire on congestion on the streets of London. Similarly, many passenger groups and drivers complain about the erratic driving of people who are not properly qualified to drive cabs. I commend to the Minister the recommendation in our report that licensing regulations for private hire vehicles should be updated to include mandatory enhanced topographical tests for PHV drivers, so that they have some awareness of the local community in which they operate.

I commend my hon. Friend and the all-party group for the report, and I apologise for the fact that I cannot stay for the whole debate.

This is also an issue in my constituency and in the borough of Trafford. Does he agree that, although it is obviously an issue of safety, it is also an issue of customer confidence and trust? When unregulated or poorly regulated drivers, or drivers who are subject to poorly enforced regulation, come into an area that they do not know, and where they do not know the customer needs, that has an impact on the reputation of the whole of the legitimate industry.

I wholeheartedly agree. In fact, many passengers have experienced the frustration of being in a car where the driver has their nose in the sat-nav, rather than concentrating on the road in the way they ought to. Often drivers choose to take routes that the passenger, who lives in the area, knows full well will be heavily congested, but because the driver lacks basic awareness of the roads around them they end up taking routes that are inefficient and add to congestion, which delays passengers. That is why we recommend in our report that the licensing authorities should produce a code of conduct for the use of apps by taxi and private hire vehicle drivers, and that the Government should consider introducing a national code of conduct with basic minimum standards for drivers in all parts of the country to adhere to.
