I thank my hon. Friend, who raises an important point. If there is nowhere for a victim of domestic violence to go, post coming out of a refuge, we are not solving any of the problems. I am happy to do as she suggests.

Safe, secure accommodation is essential, as the Minister knows, for women fleeing domestic violence, and she must be aware of the concerns of providers of refuge accommodation such as Women’s Aid, which has talked of chaos in commissioning and its anxiety about the removal of the ring fence on the Supporting People grant, which means that refuges face cuts in funding of as much as 50%. Does she share my concern that the Government’s proposal to remove the support element from housing benefit payments and transfer the money to local authorities without protecting it for housing support is another nail in the coffin of a nationally funded network of refuges for women?

I would point out to the hon. Lady that the ring fence around the Supporting People budget was removed under the Labour Government, and that that £6.5 million budget has been cut by only 1%. If local authorities are not using it appropriately, I suggests she takes the matter up with them.

My hon. Friend is right, in that the Government are actively using their procurement power to encourage small businesses and make it easier for them to apply for Government contracts. She makes an interesting point about positive action in relation to women-owned business. This is something that has been done elsewhere—for example, the United States—and we will look at the experience in those places.

Support to start businesses is all very well, but the regional growth fund is substantially smaller than the funding available from the regional development agencies, while Labour’s Aspire fund, which supported women-led businesses in obtaining finance, has been put on hold by Ministers. With cuts to help with child care costs, Sure Start services closing and family budgets under pressure, does the Minister not think that the Government need to do far more to support business and working women?

We have announced 5,000 mentors to help women to start up their own businesses, and we will also be establishing a women’s business council. We are doing things to help women in the workplace that go far beyond what the last Labour Government did. The right to request flexible working for all and the introduction of flexible parental leave will make a real difference to women’s lives.

Of course, I am well aware of the Mayor’s ambitions to get a no-strike agreement, which I think would be very positive if he could negotiate it with the unions. With regard to changing strike law, the Government are not rushing to any kind of confrontation with the unions, but Mr Crow and his colleagues at the RMT must recognise that the more irresponsibly they behave, holding London to ransom, the more they strengthen the argument of those who want a change in strike law.

Since I last answered departmental questions, Sir Roy McNulty has published his report on improving value for money on our railways, which I have committed to responding to by publishing detailed proposals for the future of the railways before the end of the year. I have published a new strategic framework for road safety and announced the outcome of the competition to build carriages for the Thameslink programme. Today my right hon. Friend the Minister of State has launched a consultation on proposals to reform the air travel organiser’s licence holiday protection scheme. I have also dealt with the consequences of the Grimsvotn volcano eruption, which is a good deal easier to say than Eyjafjallajokull and, I am pleased to say, caused a good deal less disruption.

Trafford Park in my constituency is home to many international businesses and makes a crucial contribution to UK manufacturing and exports. Excellent rail links are essential to its success. In planning for High Speed 2, what is being done to ensure that it and the wider regional rail network are fully integrated?

I would make two points to the hon. Lady. First, High Speed 2 will release significant amounts of capacity on the west coast main line, which will be available for different types of service, including freight. Secondly, we are clear that high-speed rail is not an alternative to investment in our conventional railways. Once people arrive at the high-speed destinations they will still need to get to their local destinations across the region, so we have to reinforce the regional rail networks as part and parcel of the programme of rail investment.
