It is a pleasure to serve under your chairmanship, Sir Christopher. I thank my hon. Friend the Member for Chatham and Aylesford (Tristan Osborne) for tabling this debate, the second on fly-tipping in just three months. How extraordinary it is that not a single Opposition Member has turned up to listen and contribute; that tells us something about the party of the countryside, and the party that is on the side of people who want to do the right thing and keep their areas clean and tidy.
I thank all colleagues for their thoughtful contributions—fly-tipping is a serious crime, and we know it blights local communities. I have been reading about the horrendous case of the front garden on Peach Avenue in the constituency of my hon. Friend the Member for Stafford (Leigh Ingham), and we appreciate the difficulty it poses to all landowners. Local councils reported over a million fly-tipping incidents in 2022-23—that is a significant burden on the UK economy, and was an increase of 10% on the three previous years. During that time, we had covid, where we were not allowed out for several months at a time, so I think we can say it is increasing year on year. What we are here to say is enough is enough. Things have to change. As my hon. Friend the Member for Chatham and Aylesford has said, there have been years of Conservative failure on this, and we have a plague of rubbish on parks, streets, front gardens, farms, rural estates, and industrial estates. I was in the constituency of my hon. Friend the Member for Ilford South (Jas Athwal) yesterday and was sending him texts on the way home because I could see some illegal burning going on as I drove back from the beautiful Hainault forest.
We want to end our throwaway society: stop this avalanche, increase recycling rates, reduce waste, and crack down on waste crime. To the point about the circular economy made by my hon. Friend the Member for Ealing Southall (Deirdre Costigan), yesterday we laid the deposit return scheme regulations in Parliament, and we have a statutory instrument on extended producer responsibility tomorrow. There are colleagues in the room who will participate in that debate to show the three legs of the stool—simpler recycling, EPR, and DRS, all of which are going to drive up our recycling rates, with the intention of getting to 65% by 2035.
I looked back at some news items from 2002, when the last Labour Government was trying to get the recycling rate up to 50% by 2015. That tells you something about the progress that has stalled over the last 14 years, that we are still hovering around a 43% to 44% recycling rate, and actually going backwards in some areas.
We have committed to forcing fly-tippers and vandals to clean up the mess that they have created as part of a crackdown on antisocial behaviour, and I look forward to providing further details on that commitment in due course. I met the Prisons Minister, Lord Timpson, to discuss how we can equip prisoners for their release and rehabilitation through some of the environmental work in this area.
One of the initiatives in Hull is “bring out your rubbish” days, which clearly reduce fly-tipping. It is an initiative from Labour councillors, using the ward budgets. Is that something the Minister might consider encouraging other councils to take up across the board?
I think there is a really interesting philosophical reflection there, because one person’s rubbish is another person’s treasure. I remember leaving a beautiful Italian leather bag outside my house—it had a hole in it, and had come to the end of its life with me—and I thought I would put it on the doorstep and see what happens. Someone knocked on my door and asked if that bag was to go, and I said yes, and she was so pleased. Maybe she was going to take it away and sew it. There was also a tradition when I lived in Belgium of the braderie, where people put their stuff out—got rid of things from their granny’s attic, got rid of different things, like a massive car boot sale, because people like to get a bargain—and I do think there is a role for people to do that. We do not want to stop people putting things out for other people that might be useful, but I encourage people to ask, “Is it going to rain? Is the item going to be destroyed?” It needs to be done in a sensible way. On the council clearing things up, one often finds that other people come along and clear it up before the council even gets there.
Councils have enforcement powers to punish those who harm our communities and to deter other would-be offenders, and I encourage them to make good use of those powers, including their power to prosecute. I pay tribute to the council in the constituency of my hon. Friend the Member for Chatham and Aylesford for their actions. Fly-tipping can lead to a fine, community service or even imprisonment.
Sentencing is a matter for the courts, but the national fly-tipping prevention group, which is chaired by officials from the Department for Environment, Food and Rural Affairs, has produced guidance to support councils to present robust cases to court. I urge colleagues to encourage their councils to join that group, because there is no monopoly on wisdom in this area and it is good to share initiatives such as the wall of shame.
Instead of prosecuting, local authorities can issue fixed penalty notices of up to £1,000 to those who fly-tip or of up to £600 to those who pass their household waste to someone who does not have the proper licence. They also have powers to stop, seize and search the vehicles of those suspected of fly-tipping. They have the powers; whether they have the finances and resources after losing almost two thirds of their budgets after years of cuts to local authorities is a different question. Ahead of the previous fly-tipping debate, I wrote to those councils that reported no enforcement actions in 2022-23, and I will consider what further action is needed to encourage more councils to increase their efforts to bring them all up to the level of the good.
We are under no illusions about the scale of the funding pressures that local authorities face, and I know that many colleagues have served on local councils. We are committed to resetting the relationship between local and central Government, and we will get councils back on their feet by providing multi-year funding settlements, ending the competitive bidding for pots of money and reforming the local audit system.
My hon. Friend the Member for Chatham and Aylesford raised the issue of rural fly-tipping, as did my hon. Friend the Member for Halesowen (Alex Ballinger). Some 80% of farmers have been affected by fly-tipping on their land. We will continue to work with the National Farmers Union and others to promote and disseminate good practice on how to prevent fly-tipping on rural land.
The public have a vital role to play in tackling this, because 60% of fly-tips involve household waste. Householders must check the register of waste carriers to avoid giving their waste to rogue operators who promise quick, cheap waste collection.

Absolutely. The global plastics treaty, which I will talk about in more detail, is crucial, and it is really encouraging to see how everybody is getting behind it.
The Minister talked about being lobbied by children, and we all know how effective kids are when they lobby their MPs. I also want to mention the education work that The Deep in Hull does with children on plastic pollution, which is impressive, to put it mildly. On the topic of education, the University of Hull has recently carried out research showing that 8 million tonnes of plastic ends up in the sea, making up 80% of the debris in our oceans.
I thank my hon. Friend. I am not meant to show bias, but The Deep is fantastic; we should all go and visit it. My hon. Friend is absolutely right—it does incredible work in educating children about ocean conservation, nature and plastic use. It is an amazing asset for the constituency I represent, and its work is highly regarded internationally.
I move on to talk about the treaty in more detail. After two years of negotiations, we are approaching the fifth and final scheduled meeting of the intergovernmental negotiating committee, which starts on 25 November. The executive director of the United Nations Environment Programme, Inger Andersen, has referred to this treaty as
“the most significant environmental multilateral deal since the Paris accord.”
We have a once-in-a-lifetime opportunity to agree an ambitious treaty to end plastic pollution, and that is why an agreement at Busan this year is critical. If we are to stop plastic entering the environment at an increasing rate, we need a treaty that provides actions at all stages of the plastics life cycle. We are proud, as a country, to be a founding member of the High Ambition Coalition to End Plastic Pollution. That coalition includes more than 60 countries, and calls for an ambitious and effective treaty that will end plastic pollution by 2040. In September, the High Ambition Coalition published a ministerial statement calling for an ambitious treaty that covers the full life cycle of plastics, including design, production, consumption and end of life. Then, on 24 September, the UK signed the Bridge to Busan declaration, which makes the case for an ambitious treaty that includes upstream measures to ensure the sustainable consumption and production of primary plastic polymers.
It is critical that the new treaty on plastic pollution takes action across the entire life cycle, including production and consumption. The evidence is clear that we cannot solve the problem of plastic pollution unless we take action at every stage. Global plastic production is projected to double by 2050, reaching 800 million metric tonnes annually. Evidence shows that on current trends, waste management infrastructure will not be able to keep up with the pace of plastic production and consumption, and the level of mismanaged plastic waste will continue to rise. That is why the UK supports binding provisions in the treaty to reduce the production and consumption of primary plastic polymers to sustainable levels, and to enable the transition to a circular economy.
To end plastic pollution, we need all actors in the plastics value chain to act. That includes national and local governments, and the private and financial sectors. We need to bring everyone along with us. That includes the marginalised, undervalued and unrecognised waste pickers, most of whom are women. They handle more than half the world’s plastic waste for recycling, so it is important that their voices are heard.
We have partnered with the Ocean Plastics Leadership Network to run the UK treaty dialogues ahead of each round of negotiations. The dialogues include actors at all stages of the plastic value chains, as well as from academia and environmental non-governmental organisations. Those dialogues have helped us understand the views on the treaty to inform our approach to negotiations.
On 6 November, my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs and I, in conjunction with the Ellen MacArthur Foundation, hosted a plastic pollution treaty roundtable for business leaders, retailers and financial institutions. We discussed the importance of agreeing an ambitious, legally binding treaty to end plastic pollution. Participants also signed a statement setting out the key elements that the treaty must include in order to end plastic pollution by 2040.
Many businesses and organisations are leading the way already. An example of this is the Business Coalition for a Global Plastics Treaty, which has been joined by more than 85 organisations, including major global businesses, financial institutions and NGOs. The UK scientific community is also world-leading and playing an active role in ensuring that the treaty negotiations are grounded in science, as well as developing the solutions and innovations that will help us take action on this issue.
However, we also recognise the importance of mobilising support for countries most in need, in order to implement the treaty, and this is an essential element of its effectiveness. We can end plastic pollution only through globally co-ordinated action and by mobilising and aligning financial flows from all sources, including all actors and stakeholders across the full plastics value chain at both the global and the local stage. The UK supports the use of the Global Environmental Facility to support the implementation of the treaty. It has established a track record of supporting environmental agreements on climate and biodiversity.

Commons ChamberThere were 36 failed personal protective equipment contracts during the pandemic, costing over £1 billion, but only one company, PPE Medpro, has been named. If the Government are serious about tackling fraud, why are they refusing to disclose the details of the other companies? How exactly were those contracts awarded, and can the Solicitor General update the House on how many prosecutions are pending?
The hon. Member quite rightly raises a matter of particular concern to him, and indeed to the whole House. His Majesty’s Revenue and Customs remains committed to covid-19 scheme compliance, and will continue to prioritise the most serious cases of abuse. Specifically on prevention and recoveries, up to 30 September 2023, HMRC had prevented the payment, or recovered the overpayment, of over £1.6 billion-worth of grants, made up of £430 million that was prevented from being paid out and over £1.2 billion that was recovered from overpayments. By 30 September 2023, HMRC had opened 51 criminal investigations into suspected fraud within the schemes, and made a total of 80 arrests.

Commons ChamberEven in freezing conditions at the start of the year, thousands more men, women and children crossed the channel in small boats. For all the talk that the threat of deportation to Rwanda will act as a deterrent, there is no evidence whatsoever of that deterrent working. Perhaps that is why the Government have changed tack and plan a £3,000 incentive for refugees to get on planes to Rwanda. Does the Solicitor General now accept that the only way to stop the boats is to crush the trafficking gangs and prosecute the criminals?
The hon. Gentleman is quite right that the country faces a major challenge from the cruel people-smuggling gangs who are exploiting people financially and emotionally. We have to put an end to that. The Safety of Rwanda (Asylum and Immigration) Bill has passed through this House, but there will be further opportunities for debate on its return here. What he has underlined is how important it is that we take action: I agree, and that is what we are doing.

Commons ChamberIt is two years since the former anti-fraud Minister, Lord Agnew, resigned in embarrassment over the Government’s oversight of covid business loan schemes, describing it as “nothing less than woeful”. Can the Solicitor General tell us, in the past two years, how much of the missing billions, seemingly written off by the Prime Minister as Chancellor, has been recovered and what the Government are doing now to chase down the covid crooks?
The hon. Gentleman is right to draw attention to this. The public quite rightly expect the money that the Government advanced in good faith to help those who were challenged during the pandemic not to be the victim of fraudulent activity. Intelligence sharing goes on between the Serious Fraud Office, which, as he knows, prosecutes the most serious cases, and the Crown Prosecution Service, which has already charged a number of individuals. We will continue to do that both from our perspective and with the law enforcement agencies to make sure that the crooks to whom he refers are pursued.

“We’re going to do everything we can to get that money back and go after those who took advantage of the pandemic.”
What proportion of that money has been recovered so far? How many of those who took advantage have been sent to jail?
First, I warmly welcome the hon. Gentleman to his place or, rather, back to his place, as I understand that this is his third outing in the shadow ministerial team. It is pleasing to see his predecessor, the hon. Member for Hammersmith (Andy Slaughter), whose name is on the Order Paper. We look forward to his question.
The shadow Minister will be interested to know that I recently visited the Insolvency Service, which is conducting investigations into the bounce back loan scheme and the like. We must remember that the covid lending schemes delivered just under £80 billion of finance in almost record time. It was called for from across the House and should be supported, but he is right that those who have committed fraud should be investigated.

Commons ChamberI do not intend to detain the House for very long. I am grateful to my hon. Friend the Member for Kingston upon Hull West and Hessle (Emma Hardy) for securing this incredibly important debate, and to the Minister for indicating to me that she is content for me to take a little of her time.
We have a proud history in Hull and a proud heritage of fishing, but historically it was dangerous work. It would be wrong of me not to briefly mention Big Lil Bilocca, because if she were here, she would have something to say to the Minister. It is true that, following the triple trawler disaster and tragedy, Big Lil campaigned with men and women in Hull to improve the safety standards of fishermen at sea, and also the terms and conditions of those hard-working men. She campaigned with my predecessor, Lord Prescott. The people of Hull are very proud of Big Lil.
It is true that the industry has been in decline for decades, but the Kirkella provided a safe fishing future so that lads and lasses in schools in my constituency and that of my hon. Friend could plan a fishing career where they would earn a good living and have proud employment. They have been let down by this Government.
This is not about leave versus remain or left versus right; it is about what is right and what is wrong. We are not arguing about fishing rights that we got as members of the European Union. The fishing rights we are talking about are those that we had long before we joined the European Union in 1974, so it is simply not good enough, Minister, to say to me and my hon. Friend, “Listen, don’t worry, we are doing the preparation now for the negotiations to start next year.” We need to get a grip now. We need to take back control. That is what we need to do, and if we cannot get the answer we need for those men and women—those 100 crew members —we need to be speaking to the Treasury about compensation. Get a grip.
I do agree, and indeed am trying to explain how very imbalanced the relationship has been in recent years.
It is, of course, challenging for our neighbours as we seek to make those adjustments and to strike the right balance in our relationships with our fellow coastal states. We started annual negotiations with Norway in January. We met with the Norwegians extensively and put several offers on the table. As I have set out, the priority for us was to rebalance the relationship. We are not willing to give valuable access to our waters for free.
During our fisheries negotiations, it is important—I see in the Chamber Members from Scotland and from Northern Ireland, and from other parts of the UK—that we represent the whole UK. We must also focus on long-term strategic outcomes, not just those for this year. A deal acceptable to Norway that retained some of the imbalance would not be in our national interest, and a similar dynamic developed in our negotiations with the Faroese.
The hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) mentioned that we do not have an agreement in place with Greenland. The EU pays money, not quota, for access to Greenland’s waters. It pays about €16.5 million a year, in money. There might well be opportunities to agree for UK vessels quota and access sharing agreements with Greenland, but the House must understand that there is difficulty in replicating the arrangements the EU has with Greenland. That would doubtless involve a direct payment of taxpayers’ money, which would benefit private companies that catch the quota. I do not see us wanting to go down that route.
It is important to make it clear to the House that the Kirkella still has access to significant fishing quota in Norwegian waters around Svalbard.
No, I will make progress if I may.
In a separate arrangement with the Norwegian authorities, the UK received access to fish 5,500 tonnes of cod in the Svalbard area, as the hon. Lady said. That is not to be sniffed at. It is worth approximately £12.6 million to UK fisheries, which will fish that quota. I understand that the Kirkella has apparently used half that quota to date and has about half left to fish, as well as the majority of its quota in UK waters. I appreciate that that is less than it has had in previous years—I do appreciate that, and I am not in any way seeking to downplay it—but those are substantial fishing opportunities none the less.
Is the Minister suggesting that those fishermen and women should transfer to doing factory work onshore? Is that the alternative the Minister is offering?
I do not recognise the picture of the jobs situation that has been painted by the two representatives from Hull. I do not recognise the hon. Lady’s figures. I have been briefed that all the crew are self-employed share fishermen. We think that about 30 to 34 crew are being employed on the Kirkella. As I said earlier, there are still significant fishing opportunities for the Kirkella this year in Svalbard, and we will continue to work hard to make a deal for fishing opportunities next year.
Moving to another point that the hon. Lady raised, the majority of raw materials used in processing in Humberside are sourced from imports, as they long have been. We are seeing significant investment in the seafood sector in the region. Young’s, for example, is currently running a recruitment campaign for 400 people, which is a great indicator of how the hub in the region is doing. I am not suggesting that every crew person transfers into processing jobs; I am merely trying to explain that there are good jobs in the seafood sector in the region, and that we are really pleased to support those where we can.
On a good news note, we have noticed a significant uplift in retail sales of seafood recently. The Government are working closely with bodies such as Seafish to ensure that the British public continue to develop their appetite for British fish. I want to see continued growth in this industry and more fantastic UK seafood being enjoyed by the British public.
This has been a period of considerable change for the fishing world and the wider sector, including for processes and hospitality. In its response to the covid pandemic, the sector has demonstrated again and again how resilient and adaptable it can be. Adjusting to our position as an independent coastal state is also challenging, but I am confident that, as we continue to work with other neighbouring coastal states, there is a bright and environmentally sustainable future for British fishing.

Ofwat estimates that, from 2015, pressure on bills could be reduced by £120 million to £750 million annually. I have written to water companies to call on them to consider the pressure on household incomes when making future bill decisions and, in particular, to consider whether they need to apply the full price increases next year allowed for in the 2009 price review. The Government encourage water companies to introduce social tariffs for vulnerable consumers and to reduce bad debt.
Water bills have increased by almost 50% since privatisation, and yet last year, regional water companies made £1.9 billion in profits and paid £1.8 billion to their shareholders. What are the Government doing to ensure that water bills come down for the consumer?
I am grateful to the hon. Gentleman for his question. Unfortunately, he did not listen to my preceding answer, which was that under the watch of his Government—because Ofwat did not do its job and because, as with the banks, the last Government did not regulate properly—bills went up. We are fully conscious of the impact of bills on our hard-working constituents. We have a robust regulator in Mr Jonson Cox. It is clear from his statements and negotiations that he expects water companies to hold or reduce prices, while continuing with the enormous investment that privatisation has brought. Do not underestimate the £116 billion that has been brought into the industry, which will make it efficient and keep bills down.

Commons ChamberI entirely agree with my hon. Friend, and I am coming down to his constituency to hear the concerns of his constituents. I can assure him that we want to achieve something better than the statement of principles, which does not cover all properties and has no element that affects affordability. We recognise that there are real concerns about this, including in my constituency, where insurance premiums are being hiked dramatically. We want to protect those on low incomes who are at flood risk.
The statement of principles runs out in June 2013. The Association of British Insurers considers the negotiations with the Government to be at crisis point and estimates that 200,000 people will be without insurance. What do I say to my constituents who are coming to my surgery asking me what they should do about insurance? This is in absolute disarray.
I entirely reject the idea that our talks with the ABI are at crisis point—nothing could be more different; they are progressing at a very high tempo. We are negotiating with the ABI, with meetings happening on a seemingly daily basis and at the highest level in government. We want to achieve something that is better than the previous Government negotiated with the industry. We are dealing with large international financial institutions. We want to get this right for the taxpayer and those at flood risk, and we are working hard to achieve that.

Commons ChamberYes. The successor to the statement of principles must address both universality and affordability of insurance in a way that the statement of principles did not. As I said, we are very close to reaching agreement on that. It is of great importance to the Government that we do so, and I will shortly inform the House of more details.
16. I am grateful to my hon. Friend the shadow Secretary of State for attending a flood summit in Hull last Friday. It was clear from that meeting that people are very concerned about flooding and flood insurance. Is it not time that the Government reached an agreement with the insurance industry that will guarantee that our constituents’ homes are protected in future?
Mr Speaker, you can understand that the Ministers who inherited from the previous Government the ticking time bomb of having no way forward on the statement of principles are frustrated by the suggestion that we get a grip on this. We have, and we are close to an agreement that will provide both universality and affordability of insurance. That underlines the significance of the dereliction of duty by the hon. Gentleman’s party when in office.
