The UK is committed, with other NATO allies, to delivering reassurance to the Baltic countries. I visited Estonia and Lithuania on 2 May and met my defence ministerial counterparts to discuss developments in Ukraine. I travelled out to Estonia with elements of 1st Battalion the Duke of Lancaster’s Regiment, who are participating in Exercise Spring Storm in Estonia. I then visited the UK Typhoon deployment to the NATO Baltic air policing mission in Lithuania. In addition, my hon. Friend the Minister responsible for international security strategy will visit Poland and Latvia this week for further such discussions.
The so-called referendum that took place over the weekend was illegal. It did not meet any standards of objectivity, transparency or fairness and it was not properly conducted as a public referendum or election. Indeed, its organisers did not even pretend to meet any of those standards. In short, it was a sham and a farce. We do not recognise any outcome that might follow from it. The important decision-making point will come at the elections on 25 May, and we will watch very carefully to see which countries support progress towards those elections and which countries seek to impede it.
The latest news in the east of Ukraine marks a continuation of the salami-slicing tactics of Russia. In the course of my right hon. Friend’s discussions, has a red line been identified or can we expect to see Poland with a Russian border at some point? In light of these recent threats, are there any plans to review the national security strategy, given that the doveish Lib Dem view of the world has evaporated since the document’s publication in October 2010?
We are sending clear signals through the reassurance mechanisms that we are delivering to our Baltic partners in particular, that NATO members take very seriously their mutual obligations to defend each other. An attack on any NATO state would be considered an attack on all NATO states and nobody, including in the Kremlin, should ever forget that important fact. As for the national security strategy, the proper point for that to be reviewed will be in 2015, along with the 2015 SDSR. I am certain that the changing context will inform that review.

Commons Chamber14. What assessment he has made of the credibility and effectiveness of a part-time nuclear deterrent.
As stated in the 2010 strategic defence and security review:
“The Government will maintain a continuous submarine-based deterrent and begin the work of replacing its existing submarines.”
A deterrent works only if it is credible and available. All the evidence points to a continuous at-sea deterrent, based on Trident, as the best way to deliver the UK’s deterrent effect. A part-time deterrent—for example, where we do not have a submarine permanently on patrol—would make us vulnerable to a pre-emptive strike, and the act of deploying the deterrent in a period of tension would risk escalation at a potentially critical moment.
One of the key elements of our nuclear deterrent has been its uninterrupted nature. Does the Minister agree that it is vital that we not only maintain that continuous deterrent, but refrain from conducting defence policy with an idealistic, flip-floppy, Lib Dem view of the world?
My hon. Friend draws me to make some disparaging comments before the by-election. I shall refrain from doing so, but I most certainly agree with him.

Commons ChamberI hope that I have already mentioned the point about legislation in an earlier answer. With regard to numbers, we continue to manage the growth in the Army reserve and the reduction in regular numbers closely. Beyond the end of operations in Afghanistan, these trajectories will be kept under close review to ensure that we can take early action to maintain an appropriate force level to meet our planning assumptions.
7. What recent discussions he has had with his international security assistance force partners on the draw-down of combat troops from Afghanistan.
The timing and number of troop draw-down is a matter for individual countries, in discussion with the international security assistance force. However, we have regular and routine discussions with a number of our NATO and ISAF allies on a range of issues, including force levels in Afghanistan. With our allies, we remain committed to the strategy and time scales agreed at the NATO Lisbon summit in 2010. We also stand firmly by our commitments made at the Chicago summit in May, and we will continue to support the Afghan national security forces long after 2014 when our combat mission ends. As the ANSF continue to grow in capability and capacity, and increasingly take the security lead throughout Afghanistan, it is right that ISAF nations gradually draw down their force levels.
Can the Minister elaborate on the Department’s definition of combat troops? Perhaps more importantly, could he elucidate for the House the definition of non-combat troops—and will this change after 2014?
My hon. Friend asks a very good question. I was in Afghanistan last week. We envisage the primary role of British forces after 2014 to be assisting, mentoring and teaching at the Afghan national officer academy in Qargha outside Kabul. Beyond that, after 2014, we do not envisage any combat troops being involved in what one might describe as face-to-face operations with the enemy; we see them—if at all—in a mentoring capacity only.

Commons ChamberI understood that that was a question about a visit for a Minister from Scotland. I am afraid we do not arrange visits for Ministers from Scotland unless we are asked specifically in writing.
Will my right hon. Friend assure the House that our support to the Afghan Government will continue long after 2014 so that Afghanistan does not once again become an ungoverned space that can be exploited by terrorists?
I can reassure my hon. Friend that that is precisely our intention. At the Chicago NATO summit in May we expect to put together a package of ongoing financial support to the Afghan national security forces to allow them to take control of their own security in Afghanistan and maintain it as properly governed space.
