I know that my hon. Friend is speaking up for the industry on this issue. I met him at the end of last year. BIS policy officials have had two meetings with the industry. Lawyers have also had meetings, and a further meeting is due next week to try to resolve the issue he raises. Yesterday I received a letter from him and the hon. Members for Bracknell (Dr Lee), for Sherwood (Mr Spencer) and for Huntingdon (Mr Djanogly). I will be happy to meet them next week as a matter of urgency to discuss this.

There are concerns that the UK is lagging behind its competitors in the registration of graphene patents. The USA has more than 1,100; we have just 46. Does the Minister agree that this is an example of why the Government need to provide more strategic direction and to support important technology sectors for the future?

We have, of course, invested more than £60 million in graphene research, notably, but not only, in Manchester. I have seen that evidence from patents. It is a reminder of the importance of ensuring that we are absolutely out there supporting the commercialisation of graphene, and that is what we are committed to doing.

I beg to move,

That this House has considered the matter of industrial policy and UK manufacturing industries.

I thank the Backbench Business Committee for allocating time for today’s debate.

A debate on industrial policy, particularly with regard to manufacturing, is overdue. It is also extremely timely, given the recent publication of Lord Heseltine’s review, “No stone unturned in pursuit of growth” and a number of recent developments, including Ford’s announcement of the closure of its plants in Southampton and Dagenham, and what we saw earlier in the year with the Coryton oil refinery. It is also an opportunity to highlight some of the excellent work being undertaken by the all-party associate manufacturing group, of which I am an officer, along with the hon. Members for Warwick and Leamington (Chris White) and for Burnley (Gordon Birtwistle), my hon. Friend the Member for Huddersfield (Mr Sheerman) and several others. I know they will all make contributions today.

I believe that the UK has an incredibly important manufacturing sector—one that has huge potential, but one that needs a successful industrial strategy that would contain a number of elements and could carry widespread support across this House. One factor common to countries that have successful industrial polices is that the fundamentals of the strategies are widely shared. Businesses can invest for the long term, knowing that the rug will not be pulled from under them. Lord Heseltine makes that point on page 8 of his report, when he asks for the “maximum political consensus possible”. I would like the work of the all-party group, as well debates such as this, to become the basis of precisely that.

Let me say at the outset what a debate about industrial policy is not. It is not misty-eyed romanticism for a return to the 1970s. This is forward looking, not backward looking. I believe there is a case for a modern industrial strategy that allows for our manufacturing sector to be a driver of prosperity for many years ahead. When people from across the political spectrum, such as Lord Mandelson and Lord Heseltine, seem to be coming to a consensus behind this, too, there definitely appears to be some momentum building for it.

One part of Lord Heseltine’s report jumped out at me—not the lovely picture of Manchester town hall on the back cover, welcome though that is in any Government report, but paragraph 10 on page 5, where Lord Heseltine says:

“Whether we look at the well established mature economies such as the United States or the new thrusters of the BRICs, there is one clear message we overlook at our peril: the public and private sectors are interdependent. Only by working together and learning to understand each others’ strengths and capabilities will we succeed.”

I firmly agree, and I want to mention a number of areas where our industrial strategy should reflect that—in skills, investment, procurement and the image of manufacturing as well employer-employee relations.

The battle to attract and retain a skilled work force is a constant issue for industry. All major economies face it, and there is no magic bullet. However, the age profile of our skilled work force in the UK, which creeps ever upwards, should be of huge concern to us all. Every company I visit tells me that the skills pipeline does not work as it should. I believe we should be looking at two things here. First, we should be looking at ways to devolve skills funding more directly to business itself, and in exchange business should guarantee that they will provide the high-quality apprenticeships we all want to see.

Does the hon. Gentleman agree that one of the biggest problems is the careers advice offered to young people in schools from the age of 12 onwards? The careers advice is normally given by teachers who have only ever been teachers and have no concept of industry outside school. Would it not be better if we had dedicated and qualified careers advisers in every secondary school in the country?

The hon. Gentleman makes some good points. Careers advice is variable. As I understand it, we are moving away from face-to-face interactions and more towards website-based and telephone-based careers advice services. Whether that will have the effect we would want is probably a matter of concern to us all.

We need to make apprenticeships work for the long term. I know Government Members are always well armed with statistics on new apprenticeships, but I would say to the Minister that there is a quantity versus quality debate to be addressed here, and an issue to do with how many apprenticeships are effectively developing the skills of our next generation. This is an area where more needs to happen.

When I visit manufacturing businesses in my constituency, I am always struck by just how many skilled people started off at British Aerospace. Whether we meant it or not, it seems to me that in the past British Aerospace acted to all intents and purposes as an active industrial intervention, but with that role diminishing we do not have anything that really fills the gap.

As for investment, I am sure that nearly every Member in the Chamber could report the same conversation with local businesses about the banks’ lack of interest in what they do. Businesses say that funding halved overnight during the financial crisis, but that it was never that good beforehand. It seems that, as banks nationalised their business operations and their heads were turned by sectors of the economy that may have been more lucrative in the short term, they were no longer interested in the steady success of their manufacturing clients.

We must find a way of securing for our manufacturing businesses the investment that they need. It seems to me that there is a growing consensus on the need for a British investment bank, whether it is modelled on Germany’s KfW or on France’s Financial Stability Institute, and I am attracted by the idea of a regional or sectoral structure. The proposed green investment bank could form part of a wider strategic investment bank, with a remit to generate long-term returns based on investment in infrastructure and businesses across strategic sectors.

When it comes to procurement, I could simply use the word Bombardier, but there is plainly a view throughout industry that the United Kingdom’s current attitude to procurement represents a wasted opportunity for British business. Let me make it clear that I do not endorse protectionism. Some of the local firms in my constituency have been extremely successful in the export markets, particularly the aerospace businesses, and I think that talk of protectionism at home fails to recognise their achievements. A company delivering a contract here in the UK does not have to be British, but it should be possible to consider how we might be able to make procurement policy work for the UK economy in an intelligent way while still honouring our commitments to the single European market.

I was recently made aware of the problems of Manganese Bronze in Coventry, which could lead to the disappearance of iconic British cabs from the streets of London. The Mayor’s clean air strategy means that as many as 2,000 cabs may have to be replaced in December this year. With Manganese Bronze in administration, the market is now wide open for Mercedes vehicles manufactured in Germany. Surely there could have been a better way.

Another problem is the image of manufacturing. Modern manufacturing is clean and safe, but that does not seem to be widely understood. In fact, at a recent event held by the all-party group in Rochdale, some businesses reported struggling to convey the message that it was also well paid. I did not consider the problem to be particularly significant until I listened to the evidence that industry leaders gave to the group. If we are to try to increase the share of the economy that manufacturing represents, we will need to tackle that. I am not thinking of short-term rebranding or anything that smacks of a gimmick; I am thinking of a long-term campaign—similar to that requested by the hon. Member for Burnley—to get the message across to schools and make them understand what modern British industry is really like.

Finally, I want to say something about employer-employee relations and employment law in the UK. I have deliberately left that subject until the end of my speech, because I suspect that it is the one on which there will be the least consensus. Let me explain my view by giving an example from my constituency.

Kerry Foods, in Hyde, is the largest private sector employer in Tameside. It makes, among other things, Richmond and Walls sausages. Food manufacturing, incidentally, is a much undervalued part of British industry. A few years ago, Kerry needed to adopt the principles of lean manufacturing. It needed to be able to scale its production up and down much more quickly in order to remain competitive, and it therefore needed to consider moving from a five-days-a-week to a seven-days-a-week working pattern. That had big implications for the work force, who were strongly unionised, so Kerry decided to work with them and with Unite, the recognised trade union, to deliver it. In effect, Kerry told the union what it needed, and the union asked the work force to design a shift system that worked for them.

The staff knew that the company’s bottom line was staying profitable, and the company knew that there had to be something in it for the staff. They agreed on the new shift system and a 3.5% wage rise for two successive years, dropping to 2.5% in the third year. That is more than most of our constituents are getting at the moment. My constituents who work for the company have told me that they felt that the consultation process had been extremely sincere, inclusive and open to recommendations, and that input from the union had made it into the final proposals. Unite also sent its reps at Kerry Foods to “change at work” courses which would help them to understand the company’s objectives and deliver the agreement of the work force to the new system. I should add that the company pays for a full-time convenor at the site through facility time, in line with a great deal of best practice.

I gave that example in order to demonstrate that trade unions are not in themselves anti-competitive, and do not constitute a blockage to our economic prosperity. Given the right approach, they can make a very significant contribution to British industry. They should not be demonised. The Ford work forces in Dagenham and Southampton were given very little notification of the recent announcement, let alone a chance to serve as part of a solution to the problem. That was a missed opportunity.

It is the trade union involvement with Jaguar Land Rover that has done so much to secure investment in the west midlands in new models and the new i54 development and, to an extent, the new Vauxhall Motors development at Ellesmere Port. Perhaps they could serve as a model for industrial communication for the purpose of promoting investment.

Those are powerful and timely examples, which illustrate the positive role that trade unions can play in an industrial strategy.

There are many other issues with which I could deal if I had time, including our relationship with Europe and the devolution of power and spending from Whitehall in the UK. I hope that other Members will refer to those. Let me end by saying how pleased I am that we are having this debate. I hope that it constitutes the beginning rather than the end of a conversation in the House about the future successful operation of the country’s industrial policy.

I thank the hon. Member for South Swindon (Mr Buckland) for securing the debate and for his fine speech. I should also like to say how much I value working with him on the all-party group on autism. For many people watching this debate on television, their usual view of Parliament will be the robust exchanges that they see on a Wednesday at Prime Minister’s questions, and I confess that I play a part in that, as Parliamentary Private Secretary to the Leader of the Opposition. For me, however, Parliament is more about debates such as this, when we come together across geographical and party lines to try to progress an issue of great importance to our constituents. Such debates reveal what this Parliament should be all about.

Like the hon. Gentleman, I have to declare an interest in that I have a son with autism. That explains much of my involvement in the issue and in the work of the all-party group. I would like to pay tribute to the work of the National Autistic Society for its campaigning and for the services that it provides, as well as for providing parents with hope and with help when they need it most. When a parent first becomes aware, perhaps through a teacher or through their own intuition, that their child might have autism, the resources of the National Autistic Society will invariably be the first that they access to learn more about it. The role that the society plays is vital.

I welcome the intentions of the Government, as revealed in their Green Paper. We all want a more joined-up system that is easier for parents to access and that makes it easier for young people with autism to get the support they need. I know that a lot of parents have concerns; I hear them from my own constituents as well as from people who contact me as an officer of the all-party group, and I would like to go into those in some detail. As I understand it, however, the Government’s intentions are good.

At present, it is too much of a fight to get what our children need. Parents always tell me that local authorities are reluctant to give a statement, telling them that they do not need it, that they can have the same support without it, and that it is unnecessary because their child is doing fine. That is wrong. Too often, only those people who are really prepared or equipped to take on the system will get what they need, as the hon. Member for Winchester (Steve Brine) pointed out.

My hon. Friend is making a very well informed speech. With regard to local authorities, does he agree that there are major gaps? For example, only 9% of people with autism are entered into the system for speech therapy, perhaps because their GP has recommended it. Local authorities ought to be defining these matters much more clearly, and we should encourage them in the debate today to take a proper role in these important issues.

I absolutely agree with my right hon. Friend. I also agreed with the hon. Member for South Swindon when he said that the current system was not working as it should. I understand why local authorities are reluctant to award legally binding entitlements. They are concerned about how they will pay for them. The underfunding of local authorities at the moment is a scandal, but that is another debate.

When a parent needs support for their child, nothing other than the support that they require will do, as I think we can all recognise. There is some wonderful specialist provision in this country—when it can be accessed. Last September, my son transferred from mainstream education to a special school that is outstanding. To know, as a parent, that one’s child is finally getting the support that they need is an indescribable feeling, but our mission must be to ensure that more parents know that feeling.

The main point I want to raise concerns parents’ rights, and I shall also talk about the length of time during which we support young people with autism. The Minister will be aware of the concerns raised by some parents that the draft Bill, rather than extending parents’ rights, gives the impression of wanting to cut them. Parents need the continued right to request statutory assessments and to have statutory time scales for receiving them. I understand that the Government have given evidence saying that they do not want to diminish these rights, but feelings are running high on this issue. Rumours abound that, in some areas, local authorities are receiving training that might allow them to refuse assessments to children of average cognitive ability. This would completely exclude from the system children with Asperger’s syndrome and those with dyslexia or visual or hearing impairments. I would be grateful if the Minister could provide some assurance on this matter and, ideally, tell us that the draft provisions will be amended to include these rights.

I would also be reassured to know that the new education and health care plans, which will replace statements of special educational needs, will carry the same legal force. This means making it a mandatory duty for a local authority to deliver what a child needs, and not simply to use “best endeavours” to secure appropriate provision. In the current funding climate, my worry would be that that will not be sufficient to get children what they need.

In addition, I would like it to be a requirement that parents will be informed of their right to appeal the results of a statutory assessment and will have some clarification of what the process will be. Is it correct, for instance, that the education part of the EHC plans will be appealed to the special educational needs and disability tribunal, but that the plan’s health and social services provision can be appealed only by judicial review? It would seem odd to separate these two vital areas of provision when the plans are partly designed to integrate them. Again, this would mean added complexity for parents.

Finally, any new legal regime inevitably means that important points have to be fought over again, as new case law is required. For instance, are speech and language therapies educational or health provision? Where does something like physiotherapy count? All these issues could be made much simpler through Government guidance, reducing the amount of things parents have to fight over. I am sure that many charities and this House, through such groups as the all-party group, could play a role in helping to deliver some of that.

There is often not much advocacy when it comes to the issue of funding for speech and language therapy. I know from my professional life as a solicitor that a disproportionate number of young people in the criminal justice system have autism. They are often not even able to communicate owing to the lack of speech and language therapy and indeed to the lack of proper assessment and identification of the problem, particularly when they are in custody. Does the hon. Gentleman think that this is another issue in respect of which we need at the very least continuity of care when young people go into custody and also better identification of autism and better provision of speech and language therapy?

I thank the hon. Gentleman for making that point, and I absolutely agree with him. It reminds me of the previous point about how, because the system does not work adequately, so many young people—and older people too—have ended up in inappropriate areas, whether it be in the justice system or in behavioural therapies, when what they need is the right support: it may be available, but they have been unable to access it.

As I have highlighted a number of concerns about parents’ rights, I would like to say how incredibly heartened I am—the hon. Member for South Swindon mentioned this, too—by the Government’s proposal to increase the age at which we support young people with autism up to 25. Let us not stop that support for a young person when they leave school or further education; let us keep it there so a young person can still get support if they return to education after taking on an apprenticeship or employment.

I commend my hon. Friend and, indeed, the hon. Member for South Swindon (Mr Buckland) for conveying their personal experience. I spent 14 years of my life as a teacher in special education and, as we have heard, many children have difficulties because they are on the spectrum. Is my hon. Friend aware that when people leave education formally—whether it be at 16 or 18—they immediately lose their disability living allowance and have to reapply for it as adults? Many people then become slightly alienated from parental help and other services. One service that my hon. Friend has not mentioned is social services. There should be not just health and education services, but social services and a statutory duty on the employment services to take on these people, with a duty of care, which does not exist at the moment in any department or any jurisdiction in the UK.

Again, that is an excellent point. Outcomes and employment transitions are hard for all young people, but they are particularly hard for young people with autism. Any extra support or assistance we can give to make that easier is definitely worth looking at.

On teacher training, I am always conscious that we ask that teachers be given training on so many issues, particularly those that interest us as parliamentarians. Ideally, we would get them to cover a huge amount of things, but that is not possible. However, there are a significant number of children with autism in the education system, and any additional training or guidance that could be given to teachers to increase their awareness not just of the condition itself but of its complexity, and the fact that it is different for every child on the spectrum, would be extremely advantageous. The work of the Autism Education Trust has already had a very successful impact, and I think we all hope that it will be possible for that work to continue.

We know that for too many of the families of people with autism the process of obtaining support is too hard, that we need to make it better, and that there are many organisations and bodies that could help us to do that. I welcome the Government’s initial steps in that regard, but I hope that they will also take on board some of the points that I have raised, which I am sure will also be raised by other Members. If we can make access to support for young people with autism just a little bit easier, we will have done the right thing by those young people and done a great service to their families. We will also have done the right thing by the education system, and gone some way towards ensuring that every child has a chance to fulfil his or her potential.

This has indeed been a truly excellent debate. I join all those in the Chamber today in congratulating my hon. Friend the Member for South Swindon (Mr Buckland) on securing so much time in the main Chamber for what we all agree is a very important subject. As the parent of a child with autism, whom I was privileged to meet last week, my hon. Friend has championed the cause of all children and young people who are on the autistic spectrum with such diligence, passion and vocation. It is a testament to him that in his constituency the Swindon SEN Network is proving to be a real help to many children. I am pleased to be able to pay such a heavy tribute to him.

I should also pay tribute to my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan) for her work. She was instrumental—indeed, she played a pivotal role—in getting the landmark Autism Act 2009 on to the statute book. The impact of that Act continues to resonate to this day. I also pay tribute to you, Mr Speaker, for your work to make many more people aware of the plight of young people with autism. I am pleased to learn that, in Baroness Browning, the hon. Member for Hayes and Harlington (John McDonnell) and I have a mutual friend—not something I ever expected—and that we are both benefiting from her vast experience. Finally, I join others in praising the work of the all-party group on autism, its Chair, my hon. Friend the Member for South Swindon, and all the officers here today.

I thank all hon. Members who have contributed so constructively to the debate. It is heartening to hear that there is strong cross-party support for the general thrust and direction of our reforms. I shall endeavour to cover as many of the points made in the debate as I can, but if fail to do so in the short time available to me, I shall of course answer in writing to the hon. Members who made them.

My hon. Friend the Member for South Swindon spoke about his personal experience. He explained how he and his family had been through the mill because the system had not worked and how, like many parents, he felt that there was an obsession with process and categorisation, rather than with outcomes for children with autism. I shall try to answer that and many of the other points he made in the body of my speech.

The hon. Member for Stalybridge and Hyde (Jonathan Reynolds) also spoke from personal experience of bringing up a child with autism. His was a powerful and thoughtful speech, and I shall pick up one or two of the points he made now, because they are important. He talked about parents’ rights, and I intervened on the hon. Member for Hayes and Harlington to clarify the point, which I also discussed with the Select Committee. The new system of education, health and care plans will carry through all the rights that parents have under the current statementing system—in fact, they will be extended in some circumstances. Young people will also have additional rights, such as to choose the type of further education establishment they attend, and we will also run pilots in which children have the right to take cases to tribunal. In no sense are we attempting to diminish the rights available to parents; instead, we are trying to enhance them. The legal force of an education, health and care plan will be the same as that of a statement. I hope that that gives the hon. Gentleman some reassurance.

Parents across the country will be reassured by the Minister’s statement. What form does he believe that provision will take? Will it be made by amending the Bill, or through secondary legislation and regulations? If that is the case, perhaps members of the all-party group could be part of the process, to help make the legislation as effective as possible.

The legislation we have is in draft form and is undergoing pre-legislative scrutiny. We are listening carefully to all the concerns raised by parents and others to make sure that, as all speakers have said this afternoon, we get it right. Where it is not clear, we are happy to look and to make sure that it is absolutely clear. Of course, with the code of practice and regulation to come, we have the opportunity to set out in more detail how everything will hang together and play out on the ground for parents. I was pleased to hear the hon. Member for Washington and Sunderland West (Mrs Hodgson) say that the Opposition want to play a role in developing that.

I think that a focus on grammar, punctuation and spelling is important. The evidence from around the world shows that the education jurisdictions that perform best have three things in common: autonomy for teachers, trusting the professionals and regular external assessment in their schools.

The Government have established a national careers service, placed a new duty on schools to secure independent advice, established a new National Council for Careers, created a new destination measure to hold schools to account and we have asked Ofsted to conduct a thematic review of careers guidance next year. In short, we have done more in two years than the last Government did in 13 years.

Quality face-to-face careers advice is essential not just to ensure that young people have access to opportunities and services, but to inspire them so that social mobility actually happens. Is it not therefore a mistake for the Government to be moving away from face-to-face advice? Surely, no one has ever been inspired by a telephone hotline.

We have invested in the biggest and best website we have ever had for careers guidance. We will have more than 3,000 places available across the country where people can access the national careers service. Yes, face-to-face guidance matters, but each school will make its own judgment in line with its own needs to do the best by its own pupils. We trust schools; the last Government simply did not.

Religious Education is an important part of the school curriculum, which is why it is compulsory up to age 16 and why it will remain so under this Government. The E-bac is small enough, with six or seven GCSEs, to allow time for the study of subjects such as RE, music, art or a vocational subject while also studying the E-bac combination of GCSEs that are regarded as the facilitating subjects. That will keep options open for longer and will widen opportunities.

Does the Minister recognise that the E-bac will be inappropriate for some of the pupils represented in the figures he has just read out, but that schools will have to push their pupils towards taking that approach because of the retrospective and quite sloppy way in which all this has been introduced? What message does he have for teachers who want to motivate pupils using a wider curriculum if the E-bac is not appropriate for them?

No student should be entered for a subject that is not in their best interests. The E-bac is small enough to allow schools to offer a range of options, including a vocational or other subject that is motivational for that student while still taking the E-bac subjects if they are suitable for that pupil.

My hon. Friend makes an important point. Only two weeks ago, we introduced a new review of teaching standards to achieve a sharper focus on the quality of teaching in all our classrooms, and to ensure that teachers who fall below those standards are moved on. They should be helped to improve or, if necessary, helped to leave the profession.

T6. Sixth form colleges currently receive entitlement funding through the Young People’s Learning Agency. Colleges in my area face a 74% reduction in such funding, which they use to fund pastoral support, careers advice, sport, music, trips and visits—all the things that can fire aspiration and the imagination of young people. Will the Minister look at that again and meet me and someone from my local college, as I do not think Ministers quite realise the impact of their decision in this area?

The Government have ensured that there is enough money in the system to maintain the network of Sure Start children’s centres and have provided new investment for health visitors. Local authorities, in consultation with local communities, can determine the most effective way of delivering future services to meet local need. They have a duty to consult before opening, closing or significantly changing children’s centres and to make sufficient provision.

I thank the Minister for that answer, but in my local authority area, Tameside, the early intervention grant that funds Sure Start faces a cut of 12%. Does she agree that such a cut could be a false economy, because one of Sure Start’s great benefits is that it saves the state further expenditure down the line by improving outcomes for young people through early intervention? What studies are her Department carrying out to estimate the likely future costs of cutting early intervention now?

We have provided a flexible grant because that is what local authorities said they wanted. Obviously, that includes money for Sure Start, but it also includes money for other things. Local authorities are the best people to make these decisions on the ground. Localism is the right way forward regardless of the circumstances, but when finances are tight there is a particular requirement on us to ensure that decisions are taken closest to where the impact is felt, because we are much more likely to get high-quality decisions in that way.

The hon. Lady makes a fair point. Many of those initiatives, such as Sure Start, are being supported by this Government. The hon. Member for Nottingham North (Mr Allen) has been an ardent champion of early intervention and has helped Members in all parts of the House to recognise the need to intervene early in order to make sure that children arrive ready for school, and that they have a decent vocabulary so that they can engage with learning. There is merit in what the hon. Lady says, but even the most ardent supporter of the Labour Government would hardly suggest that the improvements that were wished for have genuinely been delivered.

I am pleased to follow my predecessor, the highly distinguished former Chairman of the Select Committee, the hon. Member for Huddersfield (Mr Sheerman), who said that he could not see an ideological base. I hope it is a practical evidence-based approach by the Government. It is clear that they believe that giving greater trust, responsibility and control to front-line professionals is more likely to lead to an improvement in standards than central prescription, however well-meaning. It is as obvious to me as the River Jordan that that is the key insight of this Government.

We must ensure that that process is well thought through, that we support front-line professionals, that capability is developed where it does not currently exist, and that it is put in place in time to match any withdrawal of support from local authorities or others who may previously have delivered it.

The hon. Gentleman is speaking about the Government’s wish to push more resources towards the front line, but in his opening remarks the Secretary of State talked about some of the most intractable areas of poverty and deprivation in the UK. Does the hon. Gentleman believe that directing resources to the front line and reconfiguring budgets alone will solve those problems, or that bigger, bolder schemes such as education maintenance allowances are required to tackle the deep-rooted poverty that causes that deprivation?

That, too, is a fair intervention. This is not the Government’s sole policy area. They are also considering doubling the size of Teach First over the next three years, and have been in negotiation with Teach First about that. The essence of improving education standards is higher-calibre, better supported, better motivated, better led teachers in the classroom. That is what it is all about. That is the prism through which we should look at every decision that we make—which is why I welcome the Teach First approach.

It is not necessarily contradictory, though I can see that it may look hypocritical, to talk about reducing central prescription on what teachers may have, on the one hand, and on the other, raising the bar to those whom the state supports to go into teacher training so that the people coming in are better qualified.

The hon. Member for Stalybridge and Hyde (Jonathan Reynolds) is right to ask those questions. Tools alone will not deliver. What is needed, and what we have heard from head teachers and from the profession over the years, is that too much prescription, too much teaching to the test, too much narrowing of the curriculum—in other words, too much of what want on under the previous Government—took away the joie de vivre and the empowerment of front-line professionals. If we can bring that back, plus Teach First, put the tools in place, encourage ever better school leadership and school governance, which I hope the Select Committee will examine over time, we can move our education system on to a higher plane, and deliver what Members in all parts of the House want.

Knockabout—trying to suggest that Tories eat babies, or whatever those on the Opposition Front Bench seem to suggest—is not helpful. I believe that everyone in this House, regardless of party, came into politics because they would like to create a more just and fair society. This is not only about social justice. The forces of globalisation, which we cannot stop, and the suggestion in the Leitch report that there will be fewer and fewer jobs for people who do not have skills, make it an absolute economic necessity that we improve the skills of our young people. In response to the hon. Member for Darlington (Mrs Chapman), the truth is that we failed to make the progress that we should have done, and this Government feel that autonomy, plus their other measures, represent a better way to achieve that.

I want to make some brief remarks about Building Schools for the Future. My predecessor, the hon. Member for Huddersfield, who is chatting at the moment, knows full well that there is not the evidence to show that capital investment in schools leads to educational transformation. There is a link, but it is pretty small. Obviously, we all regret the fact that we cannot have brand-new schools where schools are not in an ideal state, but under BSF the allocation of money was out of proportion to the benefit given. Under this Government, more money will be spent on capital in schools in this Parliament than in the first two Parliaments of the Labour Government. Let us keep this in perspective. We need to recognise that nobody wants children to be in a school that is not in a good condition, but equally there is no evidence to show that the building itself, however inspiring the children may initially say it is when it opens, leads to the educational transformation that is at the real heart of improving outcomes, particularly for the poorest.

I should like to touch on the education maintenance allowance, which many other Members have mentioned. In the case of the EMA, unlike BSF, there is material evidence to show that it has helped young people from certain backgrounds to stay in education. I hope that Ministers will take that evidence very seriously and ensure that whatever they put in place does not artificially stifle that opportunity for people.

On the move from the current position to autonomy, we need to consider issues such as school sports trusts. I hope that Ministers, while generally believing in giving autonomy to schools and passing it down, will be careful to ensure that transitional arrangements, and sometimes funding, are in place so that things of value are not unnecessarily lost before they grow again from the grass roots.

Most of all, what we must have for this country is aspiration—aspiration to raise standards overall, and aspiration in believing that we can do so much better. So far, the shadow Secretary of State has been far more of an expert on health than on education, but I hope that he can start to express that Blairite aspiration of looking upwards, improving and challenging all the time, rather than simply defending the status quo, which is indefensible as it stands.

I apologise, Mr Betts. The Deputy Prime Minister stated:

“If fees rise to £7,000 a year, as many rumours suggest they would, within five years some students will be leaving university up to £44,000 in debt. That would be a disaster.”

I have to say this, Mr Betts: this is one of the few occasions on which I agree with Nick.

Even if most universities charge the minimum of £6,000, it will still be a disaster, and if most of the more prestigious ones charge £9,000, it will be an even bigger disaster. If I were a 16 or 17-year-old working-class girl from Gateshead—not too much of a stretch of the imagination, as I once was—looking at my options for the future, a potential debt of £44,000 would make me think seriously about whether I should go to university, especially if I were the first in my family to do so. It was not a journey that I was ever able to make personally because of cost constraints, and having to go out to work to help support my mam, who was on benefits, and two younger brothers.

If I were desperate to go to university, I would probably have to go to one of my local universities to avoid the extra living expenses, rather than the best university that would accept me based on my ability and grades. That seems to be what the Secretary of State for Business, Innovation and Skills intends people from my constituency to do. I would also most likely have to take a significant amount of paid part-time work, reducing the amount of time that I could dedicate to my studies, and consequently my attainment.

Even then, when I had struggled through three years and racked up a debt of £15,000 to £20,000 for the privilege—assuming that I had received some of the grants that the Minister of State outlined—my debt would continue to grow at a rate far above that at which my earnings would be likely to grow. An interest rate of 2.2% plus RPI, which would currently be 6.8%, does not compare favourably with a typical increase in median income of 3% to 4%. By that logic, somebody finishing university this year with £20,000 of debt would see that debt grow by more than £1,300 in a year and would need to find a job paying more than £30,000 just to keep up with paying that off. Today, though, we have heard that someone earning £30,000 could be liable to pay even more interest. That will mean millions of young people never paying off their loans and quite a number of those loans—not just the odd one—probably being written off after the end of the 30-year period. The thought of being 16 or 17 and realising that I would still be paying for my education in my 50s would definitely put me off higher education.

Unfortunately, I am one of those Members of Parliament who are still paying back their student loans, even though I left higher education more than a decade ago. Does my hon. Friend share my concern that no one in government seems to consider the aggregate effect of people having these levels of debt for so long, when house prices are rising, mortgages are hard to obtain and contributions to the pension system will have to be higher? No one seems to look at the fact that the sheer amount that people pay out on their loans every month diminishes their capacity to spend their money on other things, which is detrimental to family life and their prospects.

I certainly agree. We should also remember that some of the young people being burdened with huge debts will be from families that have no other mechanism to support them in making further life choices, such as getting into the housing market, or in paying unexpected bills. Having large elements of their earned income tied up for the next 30 years will be more of an ask for those young people than it will be for young people from a more middle-class background, but that has not been taken into account. For people from some of the backgrounds that we are talking about who might want to strike out and go to university, such factors will have a big detrimental impact on the decision that they take.

I am grateful to my hon. Friend. As always, he hits the nail bang on the head. I interpreted those words as providing the opportunity to have a conversation with oneself, which would certainly fit the Bill. We are talking about inadequate legislation and my hon. Friend has identified one of the best examples of that lack of adequacy.

It is a pity that the hon. Member for Southport (Dr Pugh) has left the Chamber, because the head teacher of Churchtown primary school in Southport said that the consultation was a shambles. He, like head teachers from Sefton, recently attended some of the consultation meetings held by the Government. The feedback was that there was no information, no one was able to answer their questions and there was no opportunity to find out what the whole academy and free school programme was about. It does not inspire confidence when head teachers make such observations.

Parents’ groups and private companies will be able to open new schools with funding from the taxpayer, even where there are already sufficient places. They will take pupils from existing schools, where funding will be cut and education will suffer for the majority left behind. New buildings will be created for many free schools by using the money saved by cancelling new buildings for existing schools. In Sefton Central that means Chesterfield high school and Crosby high school, which is a special school due to be co-located with Chesterfield high school. It was an opportunity to integrate the pupils of a special school with pupils at a mainstream school and was welcomed and supported by parents, teachers and pupils. That opportunity has been taken away.

My hon. Friend mentioned that two schools were to be co-located to produce a better educational facility for the pupils of both schools. There is a similar situation in several areas in my constituency. Local authorities may have been relying on a capital receipt from the sale of one site but that site could now be made available for a free school, so does my hon. Friend share my concern that that would throw into doubt the entire reorganisation of education in my constituency, and perhaps in his?
