Commons ChamberI totally reject the right hon. Gentleman’s assumption and comments. The issue with food banks is partly that the early roll-out of universal credit had some difficulties. We now know that 85% of applications for universal credit are paid on time and, as I said in answer to an earlier question, 60% of people get advances. I hope that that combination will enable people to access the cash that they need straight away.
Despite the recent funding, the levels of work allowances have still not recovered from the cruel cuts made to them back in 2015. Does the Secretary of State recognise that although the principle of simplicity behind universal credit is a good one, if universal credit is to have credibility, it needs to be funded properly?
It is because universal credit needs to be funded properly that my right hon. Friend the Chancellor has, since 2016, put another £10 billion into different areas of it, to ensure that it does what it sets out to do, which is support the most vulnerable and help others into work.

I hope that the delay to the full roll-out of universal credit is a sign that the Secretary of State for Work and Pensions is open to making the many changes to universal credit that are needed. I urge Minister to look in particular at the harsh repayment timescales for loans, which led my constituent to say:
“I should never have taken that 3 month job. It made me worse off”.
Surely that is the very opposite of what the Government are trying to achieve with universal credit.
I, too, welcome the hon. Lady back.
This issue is a real priority for the Secretary of State. We have already made changes: initially, the repayment period was six months, then 12 months, and it is now 16 months, and we have moved the maximum deduction rate down from 40% to 30%. We will continue to review the situation.

Commons ChamberApprenticeships are a great opportunity for people of all ages. I am particularly keen to support the new measures the Government have brought in to make it much easier for people with disabilities to get an apprenticeship and make progress in work.
The abolition of support for mortgage interest has been characterised by the poor provision of information to vulnerable claimants with learning disabilities and a very low take-up of the new loan scheme. Will the Secretary of State cancel the abolition of SMIs, or at the very least delay it while these issues can be resolved?
We will not be cancelling or delaying, but we are of course sensitive to vulnerable claimants, in particular those who lack mental capacity and may need assistance or representation when dealing with their financial affairs. There is a separate process for enabling their transfer across and they will not be subject to the deadline. Indeed, our contractor, who is making contact with recipients thus far, has people who are specifically trained to identify those who may have become incapacitated or vulnerable during their receipt of the benefit to make sure they too are not subject to the current deadline.

Commons ChamberI thank my hon. Friend for what she has done on the campaign and also Rolls-Royce and her local authority for signing up. I also thank her for bringing Jacci Woodcock to the Department for Work and Pensions to meet me. I think that all Members owe Jacci Woodcock a great debt of gratitude for the campaign that she has run in very trying and difficult circumstances. I have listened to her with great care, and we will take on board her recommendations as part of the health and work road map, which we will publish later this autumn.
The stress and exhaustion caused to my constituent by the removal of her Motability car led to her losing her professional post and being redeployed to a role on half the salary. Will the Minister look again at the ridiculous situation whereby the Government are prepared to spend more on Access to Work payments for taxis—in this case nearly £4,500—than on PIP mobility support, which would offer real independence to disabled workers?
The hon. Lady makes a very good point; indeed, we are looking at precisely that. There are lots of pots of money out there—PIP and Access to Work, which she mentioned, are just two—but very little reference between them. We have been working on that and we hope to make some announcements shortly.

It is a pleasure to serve under your chairmanship, Sir Edward. I had a very long speech—but that will now become a very short speech.
I want to make one particular point. I was a personal finance journalist, writing about pensions, for about 15 years; also, my mother is one of those affected by the changes. She was informed about them, but she found out relatively late, and I have many constituents in the same position.
I accept and genuinely believe that over the past 13 years—remember, the Labour Government saw through the majority of this—Governments have fallen down on the job of informing people directly, as they should have done. There was some discussion in the personal finance press—I know that because I used to write about it—but now Labour are coming along and saying, “Everything is terrible under the Conservatives”, or whatever. They were in charge for 13 years during the period in question.
I will not give way, I am afraid, as I am short of time.
My other point is that the current state pension arrangements will have to rise as well. When we meet those issues in the future, we have to get them right because this country is heading for an enormous black hole. The figures are frightening—absolutely frightening. People talk about £30 billion here, £30 billion there, but the reality is that if the Opposition parties want to form a Government in the future, they will have to accept that the pension system in this country needs continued radical reform. If they do not do so, and continue grandstanding, taking on policies and ignoring their own past errors, that is not going to do any good whatever.

We are from different sides of the political fence, but the hon. Member for Easington (Grahame Morris) and I are united by one key thing: we have both beaten cancer. I would like to start by saying how pleased I am to see my fellow tumour survivor back in his place. I wish him well with his future treatment. He can imagine my joy when, on day three of my new job as Minister for Pensions and Financial Inclusion, I was told that he had secured a debate on women’s state pensions—the first debate I would have to answer here in this House.
Not yet, no—I am not going to. All of us here, as constituency MPs, have met women who have been affected by the state pension age rises. I have met them ever since my election as Member of Parliament for Hexham in 2010, and during the passage of the 2011 Act. Whether they are affiliated to the WASPI campaign or not, I have seen them in and out of my surgeries, like all colleagues have done. Like many, I have answered correspondence on the issue. I make it clear that I will be delighted to meet the all-party parliamentary group when it is re-formed, as I am sure it will be, and will be in a position to sit down with them to discuss their ongoing situations.
The hon. Member for Paisley and Renfrewshire South (Mhairi Black) said that she expected me to speak only about the 1995 Act, the 2011 Act, all the transitional arrangements and so on. I accept, and she will understand, that I have to make the case on those matters, not least because of what has been said, but I want this debate to be done in a different way. I want to say two things at the outset.
If individual Members of Parliament have specific cases where they feel their individual constituents are affected by state pension age changes and find themselves in financial hardship, whether they are people who have to reduce their hours because of sickness, disability or caring responsibility, I and the London DWP team will look into those individual cases. As Members pass them on to us, we will do what we can to provide assistance, whether that is understanding of the availability of carer’s allowance, housing benefit, tax credits, income support, employment and support allowance or other benefits. However, the essence of what I want to address the House on is this.

Commons ChamberIn the current economic circumstances, we need more than ever to maximise the full potential of the diverse talents in our work force. My right hon. Friend the Deputy Prime Minister confirmed last week that we will legislate to extend the right to request flexible working to all employees, ensuring that the benefits of flexibility are available as widely as possible. In addition, more than 50 leading employers are signed up to our “Think, Act, Report” initiative, covering more than 1 million employees.
The Government state that the new employment tribunal fees for claims relating to the national minimum wage will attract the lowest level of fee—£390—yet the average payout to workers who make a claim enforcing the minimum wage is just £165, which is less than half the cost of pursuing a claim under the new fee structure. Does the Minister agree that the new system of employment tribunal fees will unfairly punish women, disabled people, and black and ethnic minority workers, who are disproportionately represented among the low paid?
The hon. Lady raises the issue of access to justice, which I agree is important. That is why, in addition to the fee regime, there will be a remissions regime, which will mean that the people on the lowest incomes will not have to pay. The key point to remember about employment tribunals, highlighted by the figure she gave on the average payout in those minimum wage cases, is that they are often not the best route to resolving disputes. That is why the Government are legislating to make sure that there is more early conciliation, so that for employers and employees alike the stress, time and money involved in employment tribunals can be avoided in all but the most necessary circumstances.
Will my hon. Friend look at the cohort of older women who are being asked to work longer before they can claim their state pension? They are particularly difficult to place in the workplace. What measures will the Government consider to assist them?
This group of women is very talented and we need to be using their talents in the economy. The additional plans for flexibility are helpful not just for those with caring responsibilities for young children, but for people as they get closer to retirement age. Rather than falling off the cliff of working full time and immediately going into full retirement, being able to reduce hours and work flexibly can be helpful in that transition.
The Synod rejection of women bishops will have deeply disappointed the talented women who work in the Church of England, the vast majority of Church members who had expressed their support, and those in Parliament and across the country who supported women bishops. Does the Minister agree that we should urge the Church to look again at this swiftly, and that it cannot be left to lie for another five years? The Church is the established Church, so the issue affects bishops in Parliament and Parliament has to agree to the changes. She and the Secretary of State will know that many in Parliament will feel uncomfortable if new proposals come forward that further water down plans for women bishops, when the majority of those in the Church have already shown their strong support for these plans. Will she ask the Secretary of State to convey to the Church the willingness and readiness of Parliament to work with it and to support the views of the majority of Church members in support of women bishops?
The right hon. Lady will know that there is due to be an urgent question shortly, when this issue will be discussed in more detail. Personally, as a strong supporter of women’s equality, I share her disappointment and that of many others. As a Scottish humanist, I recognise that I may not be the best person to tell the Church of England what it should be doing. All our religious institutions are important. She raised the issue of the role of Parliament. She may be aware that I have not been a supporter of all-women shortlists for Parliament. There is an irony in that there is a continuing all-male shortlist as a result of this decision. She is right to highlight that a significant majority in the General Synod supported the move to women bishops. The fact that 95% of dioceses supported it gives some reassurance to those who would like to see this change happen.
Women are routinely paid less than men—15% less on average nationally; 23% less in London. However, the Davies report found that organisations with more women on their boards outperformed their rivals by 42% in sales, and significantly on return on capital and on equity. Does my hon. Friend agree that to promote greater equality in the workplace, companies must be far more open about their employment practices so that they have better outcomes?
Of course, the pay gap figures have just been updated and published this morning and they have come down slightly, but my hon. Friend is right to highlight that they are still too high. My hon. Friend highlights the fact that having more women on boards can help companies’ performance. I encourage employers to sign up to our “Think, Act, Report” initiative, so that they properly use the talents of women within their businesses at all levels.

The Government are taking strong action to support more women into sustainable work. We are delivering the biggest apprenticeships programme our country has ever seen, with more than half going to women. More than 200,000 women started an apprenticeship last year. Our tax cuts for 20 million people on the lowest incomes ensure that work always pays, and our radical reforms to parental leave announced last week will allow more women—and men—to balance their work and caring responsibilities.
Is it not particularly important that we help partnered mothers with children into the workplace, particularly considering that in 1985 less than 30% of women with children under three were in the workplace but today it is nearly 60%?
I agree with my hon. Friend that it is important that we help working mothers who wish to work to play a full role in the labour market. That is also about ensuring that fathers who want to play a full role in parenting can do so. The ability to share parental leave between mums and dads in the way they choose, rather than how the Government dictate, is an important step towards achieving that goal.
The Minister will be alarmed, as we all are, by the big rise in long-term unemployment among women over 50—up from 50,000 to 62,000 since the election. The Work programme, which is designed to address that, does not seem to be delivering. What more can the Government do?
We are looking into this issue in detail, because we want to ensure that this group of women, as with all unemployed people, are supported. The Work programme provides tailored and targeted support to the individual, which is what is needed, and we will report back to the House about what more can be done.

Commons ChamberIt might be appropriate at this point to pay tribute to Professor Harrington for the work that he has carried out. Of all the things that I have heard over the past 18 months about the work capability assessment, one thing I have not heard is anyone criticise Professor Harrington, who has done his job excellently and independently.

We will shortly bring forward a White Paper on the single-tier pension, as my right hon. Friend the Chancellor of the Exchequer announced.
I thank my hon. Friend for that reply. He and I have long campaigned for a citizen’s pension, to be paid at a decent level to all pensioners, without the need for bureaucratic means-testing and, of course, the problems that that creates, with many pensioners losing out. I welcome the plans for a single-tier pension from 2016. Will my hon. Friend confirm that, although the current proposals apply only to new pensions, there is nothing to stop a future extension to all pensioners if the money can be found?
Obviously, we will not write the law in a way that prevents all pensioners from being brought within its scope, and I am sure my hon. Friend will press for that. We are aware that, under our proposals, getting on for more than 80%, and eventually 90%, of pensioners will qualify for the pension, so it will have many of the features of a citizen’s pension but be based on 30 years of contributions or credits.

As my right hon. Friend the Secretary of State said earlier, the Government’s welfare reform programme will help to make our benefits system more understandable, less complex and better focused on those who really need help to live an independent life, so restoring trust in benefit provision, which has been so badly eroded in recent years. The Government also provide support for better understanding through Jobcentre Plus and work to support user-led organisations.
I thank my hon. Friend for that question on an issue of which many hon. Members are aware. We are very conscious of the language we use when we talk about these issues, because we are clear that it is the system that has trapped people in a spiral of welfare dependency and that there has been a failure to reform benefits such as disability living allowance and to build any sense of reassessment into them. Those are the sorts of things that can create such problems and the Government are tackling them.
Despite the public’s overestimation of benefit fraud, in our constituency surgeries we see cases of the exact opposite—people who have a severe disability that affects their ability to work but who are found by the initial Atos assessment to be fit for work. Appeals can be stressful and costly, so will the Department implement Professor Harrington’s recommendation and publish data on the quality of Atos assessments and the percentage of successful appeals, so that we can judge for ourselves whether improvements are being made?
We have accepted all of Professor Harrington’s proposals. Let me draw to my hon. Friend’s attention the fact that the number of successful appeals against the work capability assessment are substantially lower than for its predecessor, the personal capability assessment.

Commons ChamberI welcome my neighbour to his first appearance at the Dispatch Box. Given what he has just said about his party believing that this is not too high a price to pay, and given that the changes are not coming in and affecting those women until 2019-20, is he making a commitment today that were Labour to win the next election, the changes would be reversed?
We are clear that we cannot have constant changes in pensions legislation. One of the problems that we face is precisely that— constant chopping and changing of the timetable, so we will vote for our amendments tonight in the hope that in their wisdom the Government will accept them. In that case we will all be happy, or at least those of us on the Opposition Benches.

Commons ChamberThe only answer is that, so far, it is seven years away for women. I recognise the concerns, but I have had letters from the public stirred up by a number of people, and the facts have been simply incorrect. I am trying to set out the facts as we see them. The hon. Gentleman may disagree with us, but often people fear that something is going to happen overnight. There is some warning.
I think there is general acceptance that with increased longevity the pension age needs to be considered, including the current unfair distinction between men and women. However, there is a particular group of women who will be badly affected. I welcome the Secretary of State’s saying that he will consider transitional arrangements. Is he willing to consider with an open mind amendments in Committee and on Report, or other solutions that might be brought forward, to help that particular group of women?
My hon. Friend tempts me enormously, but she will forgive me if I do not give in to that temptation. Let me simply repeat what I said earlier—it is a bit like a recording, but I shall do it none the less: we have no plans to change equalisation in 2018, or the age of 66 for both men and women in 2020, but we will consider transitional arrangements.
