I am grateful to my hon. Friend for his question, because it gives me the opportunity to highlight the fact that Wales now has 37,000 more manufacturing jobs than in 2010. That demonstrates the strength and vibrancy of the Welsh economy. Clearly we want to do all we can to support our manufacturers. The value of the pound will have positive results for some businesses and perhaps present challenges for others, but those exporters who want to grow are clearly in a stronger position.

The Secretary of State referred earlier to the importance of the automotive industry in Wales. Ford announced in September that it would guarantee around a third of the jobs in its 1,800-strong workforce at Bridgend. Those jobs are vital to the local community and to the supply chain in Wales, but we are still concerned about the lack of commitment post-2020. The lack of any plan from the Government for Brexit is exacerbating the uncertainty and causing doubts about the plant’s future, so will the Secretary of State today commit his Government to giving Ford the same deal that they gave to Nissan in order to secure the future of the Bridgend plant and Ford’s presence in the UK post-Brexit?

The hon. Lady has raised an important point. My understanding of the situation is that Ford is continuing with more than £100 million-worth of new investment in the plant. That demonstrates the confidence that Ford has, not only in the Bridgend plant but in the UK economy. This builds on the strength of the automotive sector, which is extremely important to the Welsh economy and to the UK economy as a whole.

The hon. Gentleman shows a close interest in the Mersey Dee area and has shown particular interest in the north Wales growth deal, which my right hon. Friend the Chancellor mentioned in the autumn statement. We are keen to progress it and are waiting for details of the bid. I am sure that the hon. Gentleman will recognise the major success of that part of the world being chosen for the global F-35 repair centre, which will inject billions of pounds over decades into north-east Wales and MOD Sealand. We should recognise and celebrate that.

More than £2 billion of capital investment has been made over the past decade across Wales in social housing, transport, energy, water and education through the European Investment Bank. What plans has the Secretary of State put in place to mitigate the potentially disastrous consequences of leaving the EU on pre-existing EIB loans to organisations and public bodies in Wales? Crucially, what plans does he have to replace the funding that the EIB has been able to provide?

Our negotiations with the EIB will run in parallel with our negotiations with the European Commission. The hon. Lady has a responsibility to try to instil confidence in investment in Wales, not to undermine it. Only last week, the Chancellor announced a further capital injection of £436 million. I would hope that the hon. Lady would want to welcome that, not undermine investment, employment and jobs—it really does not become her.

I agree with the hon. Lady that the situation in north Wales has been one of under-investment for a very long time, so it is important to highlight the current investments: £43 million for signalling in north Wales, and a significant investment in the Chester links into Wrexham. It is important to look at the Growth Track 360 proposals carefully and coherently to see how we can improve connectivity through rail in north Wales.

I join the Secretary of State in marking the 50th anniversary of the Aberfan tragedy, and I pay tribute to the spirit and resilience of the people of Aberfan.

Rail passenger numbers into our capital city station, Cardiff Central, are forecast to increase to 22 million a year by 2025, so the expansion of the station, in conjunction with the south Wales metro project that includes EU funding, is critical. Will the Secretary of State explain why the Government have been willing to invest in Birmingham and Edinburgh stations but will not confirm funding to accelerate feasibility work on expanding Cardiff Central? Does he want our capital city to have a station that is fit for purpose, or not?

I welcome the hon. Lady to her place on the Front Bench. The situation in Cardiff is another example of the old-fashioned view that Westminster knows best. We are still waiting for the proposals from south Wales for what needs to be done in relation to Cardiff station. This Government are investing in rail in a manner that simply did not happen under 13 years of Labour government. If the proposal from south Wales meets the Government’s expectations, it will be looked at in a constructive manner.

In April’s Welsh questions, the Minister told the House:

“The European Union makes a massive contribution to the Welsh economy: it is our largest trading partner; it supports thousands of jobs; and it provides significant investments for projects all around Wales.”—[Official Report, 13 April 2016; Vol. 608, c.340-341.]

Four months on from the referendum result, what is the Secretary of State’s Brexit plan for Wales to replace that trade, those jobs and that infrastructure? Where is that plan, and when are we going to see it?

I remind the hon. Lady that the people of Wales voted to leave the European Union. I stand by the comments that I made four months ago, but it is important to point out that the Wales Office has been going around Wales and talking to stakeholders, identifying the opportunities as a result of Brexit and trying to provide reassurance. I hope that the hon. Lady will at least welcome the commitment made by the Chancellor to support European funding projects in Wales and agricultural funding in Wales. Those are underwritten proposals from the Treasury that Opposition Front Benchers should welcome.

I am grateful for that intervention, and what the hon. Gentleman says will be part of the debate as we go forward. I recently took part in a radio programme with the hon. Member for Cardiff Central (Jo Stevens), and we had a vibrant debate on this issue. My one concern about compulsory voting is that it moves voting from being a civic right to a civic responsibility, which is a very big change in attitude. I am not saying that I have closed my mind to it, and I acknowledge that the hon. Member for Cardiff Central made some persuasive arguments, but I shall reserve my judgment until the time comes.

Does not the hon. Gentleman agree that civic responsibility is a good thing per se? Rather like jury service, it is a means by which people can give something back to society. Compulsory voting, whereby someone votes for a party or just turns up and registers the fact that they have come to the polling station, is a responsibility that we should all have.

I appreciate that intervention, and the National Assembly has, of course, legislated on that basis through the organ donation Bill, whereby donating has become a civic responsibility for people in Wales as opposed to a voluntary responsibility in which people had a choice. All these things will be part of the mix when these powers are devolved. I believe our politics will be far healthier for that. Luckily, these issues will be determined by people further up the chain of command in my party than myself—by those who sit in our own sovereign Parliament in Cardiff.

I look forward to a consensus developing around the need for a proportional electoral system. If we are talking about compulsory voting, it has to go hand in hand with a change to a more proportional electoral system. We cannot allow one party to gain 50% of the seats on the basis of 30% of the votes, as we saw last May. That is bad for democracy and it is a hugely corrupting influence on our politics. There is a chance here for Labour Members to show that they are genuinely interested in the national interest as opposed to the interests of the Labour party. I shall hold my breath on that one, as Labour colleagues seem to be more interested in compulsory voting than having a proportional electoral system.

My hon. Friend is absolutely right that there are several examples of the strange priorities shown by the Welsh Government. Investment in railways is a priority of the UK Government, as shown by the electrification of the line from Swansea through to Paddington. That in itself will provide greater opportunities for rail travel, such as the upgrade of the valleys lines, which, in turn, provides a knock-on, positive effect on more rural communities.

Air passenger duty has already been devolved to the Northern Ireland Assembly and is shortly to be devolved to the Scottish Parliament, but despite this, the Budget did not propose that it be devolved to the Welsh Assembly. Will the Secretary of State support the devolution of air passenger duty, and if not, why not?

Rates of taxation, including air passenger duties, are a matter for my right hon. Friend the Chancellor, who always keeps levels of taxes under review. The hon. Lady will be well aware that the Treasury is looking at this matter and will report in due course.

I will of course join my hon. Friend in paying tribute to the leader of the Welsh Conservatives. It is important to highlight the importance of tourism to the Welsh economy, and bringing the regalia back to Wales is the right thing to do. I am certain that the castle of Conwy in my constituency would be delighted to host them.

Does the Minister think that his colleagues’ plan to sack hundreds of civil servants in the Department for Business, Innovation and Skills in Cardiff will help or hinder employment trends in Wales?

I thank the hon. Lady for her question, but she will be aware that it would be inappropriate for me to comment on a leaked report. The key thing that we need to be aware of is that wherever in Wales we look—north, south, west or east—we are seeing employment growth.

Q9. There are currently more than 7,000 people in the UK who need an organ transplant, including 139 children, and many will die because of the shortage of available organs. The Welsh Labour Government have already introduced groundbreaking legislation for opt-out organ donation in Wales. Will the Prime Minister join me in supporting the “change the law for life” campaign for opt-out organ donation throughout the UK?

I am always happy to look at this again. I have looked at it before and have not come out in favour of opting out. We debated the matter in the last Parliament and made quite a lot of moves towards making opt in much easier. We found that different hospitals and different areas of the country had very different records for how well they do. My personal position is that we should support and continue to drive opt in, but the House of Commons can vote on this issue from time to time, and on whether it wants to go down the Welsh track rather than the track we are on. Personally, I think let us make opt in work better.

I thank my hon. Friend for his question. I discussed the Cardiff city deal proposal on Monday with the First Minister, and I am pleased and reassured that all parties are now strongly committed to it. I think that there are still some questions to be asked about the nature of the financial commitment coming from the Welsh Government, but there is now momentum behind the deal and we look forward to getting it secured as soon as possible.

On financial commitment, last month, I asked the Secretary of State whether his Government would match the £580 million that the Welsh Government are putting towards the Cardiff city deal. Has he got a cheque from the Chancellor yet?

I am slightly surprised by the hon. Lady’s tone. We have already put £125 million on the table to help with rail electrification. The Welsh Government may want to put that into the pot. We have already put £50 million towards the compound semiconductor catapult centre in Cardiff. There is no question mark over our commitment to securing an ambitious city deal for Cardiff. As I have said, there are some questions about the nature of the Welsh Government’s financial support for such a deal, but I am sure that, with the correct attitude, we can work through those issues and land a deal.

It is pleasure to serve under your chairmanship, Mr Hanson. It is also a pleasure to participate in my first Welsh Grand Committee.

I want to engage in a spirit of pragmatism and problem solving, which is needed particularly when we are dealing with what are often relatively technical issues. To an extent, there is an opportunity to take some of the politics out of this and to adopt a positive, problem-solving approach, and it is in that spirit that I make my speech. I also defer to colleagues who have been involved for far longer than I in some of these areas, so I am not going to dive down into the weeds of some of the issues.

The benefit of being a relative newcomer is that one is perhaps more able to apply a common-sense test, and that is where the red lights start to flash for me. I see a real risk of what I would call constitutional red tape. I know that the Conservative party is a great enemy of red tape and is passionately committed to removing it whenever it possibly can, so let us examine some of the red tape of the Bill, which contains a 34-page list of 267 powers. I feel convinced that if someone in the Department for Business, Innovation and Skills came forward with a new proposal for regulating business in this country and it consisted of 34 pages of 267 new sets of regulations, the Secretary of State for Wales would be jumping up and down and ringing alarm bells. The Bill really does not pass the test for which we are looking: streamlined, well co-ordinated, smooth and effective government.

I agree absolutely with my hon. Friend. It an issue of clarity, common sense and making progress. The message that the Secretary of State for Wales has received from both sides of the Committee, and from our very own favourite AM, Mr David Melding, will be heard loud and clear. The critical point is to ensure that the Bill is not made in London, but is developed in collaboration with Wales. I welcome all the feedback that has been given today.

The lack of clarity also means that we run the risk of the Bill being questioned from the point of view of politicising the approach. For example, clauses 13 to 16 state that Westminster will retain control of ports with a turnover of £14.3 million. Lo and behold, that means that Milford Haven would remain under UK Government control. To my knowledge, the Secretary of the State has not made it entirely clear—it is not clear from the Bill —why it is necessary for Milford Haven to remain under Westminster’s jurisdiction. I am sure that the right hon. Gentleman would want to make that clear in the Bill and to dismiss any damaging speculation that it might be because the Government are preparing to privatise the port.

My hon. Friend is right, and I put on record my thanks for his work in championing the city deal for Cardiff. The Chancellor’s announcement last week was a massive statement of this Government’s confidence in Welsh business and our ambition for Wales. The £50 million is a down payment on the Cardiff city deal, and it is now time for local partners, Welsh businesses and the Welsh Government to crack on and conclude this transformational project.

We do not want just warm words from the Chancellor about the Cardiff city deal; we want to know whether the UK Government will match the £580 million that has been pledged by the Welsh Government for the Cardiff city deal. Can the Minister answer that?

I am not sure whether the hon. Lady noticed, but during our visit to Cardiff last Thursday we were not just using warm words; we were investing £50 million of UK Government money in a new high-tech centre of innovation at Cardiff University. The Chancellor made it clear in his speech in Cardiff last Thursday that we will support in principle the infrastructure fund that will be at the heart of the Cardiff city deal project.

The hon. Gentleman makes an excellent point. It is almost like he has read my speech, because I was coming on to the media and culture. Culturally, Cardiff attracts major films and studios through that investment. This is what the debate is all about: the UK Government, with their many arms and Departments, working with the Welsh Government and local authorities to build on the investment being made by both Governments. We need only to look at “Doctor Who”, “Casualty” and, of course, the Welsh soap opera, “Pobol y Cwm”, being filmed in and around Cardiff, to see the great potential we have.

Of course, BBC Wales is establishing a new huge 1,200-employee headquarters in the middle of Cardiff. That is a welcome development with an anchor tenant for the redevelopment of the centre. As the hon. Member for Cardiff South and Penarth has already said, Pinewood Studio Wales in Wentloog has a major appeal. US TV and cable shows, “The Crow” and “The Bastard Executioner”, are being filmed there and they are welcome. Cardiff is of course still home to S4C, and that is welcome.

For foodies, it is claimed that Cardiff has more restaurants per head than any other part of the UK, a very welcome development. A burgeoning street food and craft beer scene has developed through the efforts of local entrepreneurs. Cardiff is also home to Brains, which I was lucky enough to visit with the Prime Minister recently, one of the greatest British regional breweries, established in 1882 and a strong family business.

I, too, congratulate the hon. Gentleman on securing the debate. He mentions food and I wonder whether he welcomes the launch of the slow food movement in south-east Wales, which encourages local providers and sources to generate a new initiative?

I certainly do. The other day I asked my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs about securing food labelling and honouring and protecting our established brands, such as Welsh lamb, which is as important in south-east Wales as in the rest of Wales. We should look after our brands, our identities and our intellectual property in the food industry as well as in every other industry.

Let me move on very neatly to sport before I move on to the great potential I see for the city deal.

I thank my hon. Friend for that kind intervention. I am unashamed of the fact that Cardiff is the engine room of the Welsh economy. Securing those high-quality good jobs and dragging them from London will deliver on our long-term economic plan, as I am sure my hon. Friend will appreciate, to build it up to be that true engine room.

The most recent achievements for the city involve our sporting prowess. Cardiff City had a recent spell in the premiership, albeit that it was a little too short, while Cardiff North residents Sam Warburton and Gareth Bale have pushed the Welsh rugby and football teams to recent success. We have massive ability and a proud record of catering for large-scale sporting activity in Cardiff. The FA cup finals between 2001 and 2005 gave us confidence as a city. This week, once again, we will welcome the Ashes back to Cardiff for the first of the series. Although I welcome the England and Wales Cricket Board to the SWALEC stadium and hope that we triumph over the Australians, I must highlight the fact that there is no finer city in which to celebrate when Wales triumphs over England at the Millennium stadium—a great city and a great stadium. Cardiff is an Olympic city, and a venue for the rugby world cup and the champions league final.

Higher education is a subject that must not be missed. Cardiff Metropolitan University and the University of South Wales have invested tens of millions of pounds in new buildings in our city, including the new school of art and design at Llandaff and the iconic Royal Welsh College of Music and Drama building on North Road, which houses one of the UK’s top conservatoires.

Following its rating as the fifth best research university in the UK, Cardiff University has revealed ambitious plans to boost economic growth through the creation of a £300 million innovation-led campus. The first part of that project involves a £17.3 million award from the UK Government to the Compound Semiconductor Research Foundation, the first of its kind in the UK. It has the potential to become one of the leading clusters in Europe, and it will continue the university’s strong partnership with a great company in Cardiff, IQE plc, which is the leading global compound semiconductor wafer supplier. Any Member with a smartphone in their pocket who wants to look up what that means will probably find that that company is part of the supply chain involved in its manufacture.

Despite all that success, Cardiff still has a long way to go. In my previous role as chairman of the council’s economic scrutiny committee, I saw many reports, including the 2014 Welsh index of multiple deprivation, which showed that the southern arc of Cardiff was among the most deprived communities in Wales. I also saw that the Welsh capital was ranked only 24th in the 2013 competitiveness index report, having fallen seven places since 2010. It has been outranked by Norwich, Derby, Leeds and Bristol. I pay tribute to those cities, but I want my city to be far above them, and 24th is not good enough. That same report concluded that

“whilst government agencies and devolved political institutions have given the British economy the chance to diversify its competitiveness away from its dependence on the financial sector, this opportunity has not been embraced”.

The need for a strong city deal could not be clearer.

The city deal could also transform our transport infrastructure. The ball is now in the court of the local authorities, businesses and higher education institutions, and skills and infrastructure are the key to transforming our city and the south Wales economy. Fair play to the Minister for Transport in the Welsh Government: at least the Metro is starting to emerge in skeleton form, and it is also good to be talking about completing infrastructure projects such as the Eastern Bay link. Drivers going through the Butetown tunnels have been frustrated for far too long by the fact that neither the link nor the city circle—a ring road around Cardiff—has been completed.

The Secretary of State for Transport made a commitment in this House two weeks ago, saying that the electrification of the Great Western line was his top priority. That is not only welcome but essential for the development of the south Wales city region. That key fast link between the two capital cities will help to drive the south Wales economy. It is worth noting that Cardiff is the closest European capital city to London, and we must unashamedly mark that fact, as the Cardiff Business Council has done. The link will also offer the potential for a direct link to Heathrow, opening up the possibility of investment from across the Atlantic bridge as well as much further afield. In business, time is money, so Cardiff coming closer to London will attract investment. With Crossrail, the journey from Cardiff Central to Canary Wharf will take just two hours. The Government could deliver nothing more terrific for the people of Cardiff. This, more than any other factor, illustrates why the city deal—the first in Wales—is so badly needed. Without decent transport and infrastructure, we will go nowhere fast.

My predecessors in Cardiff North have raised many of these issues in this Chamber before, but it is only now, thanks to this Government, that a city deal is being offered. At a time when England and Scotland are forging ahead and developing core cities, city deals and city alliances, Wales has lacklustre spatial plans. The Labour Welsh Government have dragged their feet, up to a point. Far too often, I see an attitude in the Senedd of “anywhere but Cardiff” in relation to investment, and the probable local government reorganisation risks being a bit of a mess. The Welsh Government have to drive the city region agenda in conjunction with local authorities in south Wales, and that has to get going now, rather than waiting until after the local government reorganisation. I see the Welsh Government as having arrived in the room for the city deal but not yet having pulled up the chair to the table.

After winning the opportunity to hold this debate in the Chamber, I contacted the leaders of all 10 local authorities in the south Wales area to work on a cross-party basis and ask them for their thoughts and opinions on the city deal and how they see it affecting their authority. I want to focus on two of the responses, those from Blaenau Gwent and Monmouth. I thank those leaders for taking the time to respond positively and frankly and for their statesman-like approach to the issue.

The first was Councillor Peter Fox, leader of Monmouthshire County Council. I shall read out his view because it is important to get it right. He stated:

“The opportunity to lever in investment money has to be grasped or the City Region will never be competitive on the wider stage . . . Business are fundamental to a successful deal, it is crucial for me that business are given some serious reins here. The business community know what they need, they know how to create opportunity and growth . . . The key partner which I hope will really grab this is the Welsh Government itself and currently I am unclear of their commitment . . . If they don’t keep up and actively get on board there is a threat to the deal before it starts”.

Those are stark words from Councillor Peter Fox, and I share his view that business organisations such as the Cardiff Business Council which bring businesses together have a key role, alongside the officers in all our various councils, who have the skills and expertise to move the project forward, and the Welsh Government. The four pillars—higher education, the private sector, our local authorities and the Welsh Government—must all work together in close collaboration.

I was delighted that the hon. Gentleman made so many references to iconic buildings in my constituency, but I notice that all the companies mentioned at the beginning of his speech have located in Cardiff with the help of the Welsh Labour Government. The hon. Gentleman should give credit to the Welsh Labour Government for that.

The hon. Lady is very unkind to me. I name-checked the Welsh Government more than once and gave them due credit for a lot of investment in the city. If the Welsh Government were as kind as UK Trade & Investment and the UK Government, as in the case of the broadband investment that was made in the city, we would see a lot more Welsh Government logos on that UK Government investment. I have been very kind to the Welsh Government. I do not accept the broader point.

Secondly, the leader of Blaenau Gwent council rightly identified the main challenge as the need to identify sufficient schemes and projects that will raise the gross value added across the region, not just for Cardiff. That is the key. Such leaders get it, as one would expect from the leader of Blaenau Gwent: the city deal would deliver for the region and develop sufficient quality employment and skills to meet the regional needs. Clearly, the city deal has a time scale, but it needs to feed into projects such as the Circuit of Wales in order for growth to be linked into the region. That is how such projects and the city deal can all work together—a strong vision and one that I support.

In conclusion, I hope this Adjournment debate has demonstrated both why Cardiff needs a city deal and how this would enable huge regeneration across south Wales. We must to ensure that the engine room of the Welsh economy, Cardiff, has the power and capital funding to become the fastest-growing capital city in Europe.
