Commons ChamberI thank my hon. Friend the Member for Hyndburn (Sara Britcliffe) for securing this debate. I could not agree with her more that kennels and catteries contribute an awful lot to our economy and society, but also to our lives. We were in this place only last Friday discussing some of the benefits. I apologise, because she spoke in that debate and I think she has rescue cats herself—does she not?
Yes. Some incredible names were mentioned that day, and I cannot bring to mind whether she had a Noodle, a Doodle, a Frazzle or whoever. The one that sticks in my mind is Andrew the pig—but I digress.
As I say, kennels and catteries contribute in many ways, on both national and local scale. My right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes) mentioned the importance of looking to treat them as a group. Some 26% of UK adults own a dog and some 24% a cat. Their companion dogs or cats will be among the 9.6 million dogs and 10.7 million cats that reside in this country and, hopefully, are lavished with an enormous amount of love. Indeed, I will declare that I am a dog owner, and I probably over-indulge him.
Kennels and catteries provide important services to our cat and dog populations and their owners, and I know that my hon. Friend’s constituency is the base for several such establishments. That situation is replicated in just about every constituency across the House.
I turn to the benefits of kennels and catteries. Locally, kennels and catteries have a positive economic benefit, stimulating the local economy through the purchase of pet food and equipment and the employing of local vets for the health of their residents, as well as tradesmen to maintain their establishments. The ripples of that economic benefit will be felt discretely regionally and nationally through medium and large-scale suppliers and manufacturers. In that way, kennels and catteries contribute to continued economic success and increasing consumer spending across the sector.
There is, of course, a further significant economic benefit to kennels and catteries, one which my right hon. Friend has taken great care to raise with us this evening: the indirect economic benefit felt by others, such as the travel and tourism sector. In this case, the services provided by kennels and catteries allow us to travel or visit locations which would not otherwise be possible. I heard her comments about re-categorisation and so on. The challenge is that several Departments are involved in what she is asking me to consider.
The security of pets is a major concern these days. I strongly compliment my hon. Friend the Member for Hyndburn (Sara Britcliffe) for raising the issue. It is an issue that worries people and I have had meetings on it in my constituency. A strong and vibrant cattery and kennel sector is a very important part of keeping our pets secure.
I could not agree more with my hon. Friend. Indeed, the Department is looking to do something about pet theft in future legislation.
The Government are aware of the sector’s concerns relating to the covid-19 restrictions that were in place and understand the considerable difficulties faced not only by kennels and catteries, but by many businesses adversely affected by the fall in travel and tourism due to the pandemic. I place on record my thanks to my hon. Friend the Member for Hyndburn for her acknowledgement that the Government acted swiftly and put a great deal of effort into ensuring that businesses were supported.
The Government’s swift action to provide a range of covid-19 support measures to both businesses and charities was done at pace. We published information on how to access that support and worked with sector bodies at the time—that is the important thing I would like to stress—such as the Canine and Feline Sector Group. We worked with the group to enable grooming to start up. In the difficult days of the pandemic, it worked on regulations around safety handovers and so on, so that the industry could get up and running. That work led to the publication of advice to owners and pet businesses throughout the period that restrictions were in place.
We continue to engage with the sector to try to understand and address any residual issues. Government support included, but was not limited to, loans, small business grants available through local authorities, mortgage holidays and VAT deferral. Those, and other provisions, were maintained and extended as the situation developed. The Government also acted to protect the income of the self-employed through the self-employed income support scheme grant, and supported employees through the furlough scheme. Businesses in my hon. Friend’s constituency, including catteries, will have felt the benefit of that support.
I understand that the owner of Rhoden Manor has gone on to establish the UK Alliance of Catteries and Kennels with the aim of strengthening their collective voice. I recognise that there has been a great deal of concern in the sector and we take that very seriously. We will keep a close watch on intake levels and trends. DEFRA remains committed to continued engagement with the sector and to understanding the long-term impacts of the pandemic, monitoring the animal welfare implications and offering subsequent and appropriate advice.
Local authorities were allocated £500 million in discretionary funding through the additional restrictions grant to support businesses that were significantly impacted, even though they were not required to close. That was in addition to the £1.1 billion allocated in November 2020. Local authorities had the discretion to support businesses in the way that they saw fit.
I recognise the importance of kennels and catteries and the varied roles that they play in our lives, from enabling our ability to travel to supporting key workers, allowing them to undertake their roles. The Government are also convinced that the kennels and catteries of this country provide many economic benefits. I hope that my hon. Friend the Member for Hyndburn can be reassured by the fact that we are working with the Local Government Animal Welfare Group to improve the data that several hon. Members said was perhaps not as seamless as they would like it to be.
I hope that my hon. Friend is reassured that the Government have taken the appropriate steps throughout the covid restrictions to ensure that we supported kennels and catteries, so that they could, and can, continue to operate. I thank her for securing tonight’s debate. She spoke recently about the support that the Government have given to high streets, recognising the effort and investment that we have made.
To conclude, I would be happy to meet my hon. Friend to tease out, as she said, the quite complex set of asks that she laid out this evening and to see exactly where the challenges are, because I would like my officials to check some of the details about the database, and so on. As my right hon. Friend the Member for Romsey and Southampton North said, making it a simpler system to navigate is probably one of the key asks. On that note, I thank my hon. Friend the Member for Hyndburn again for securing the debate and thank our cattery and kennel owners for not only all they did in the pandemic, but all they do all the time.
I was honoured to chair both Friday’s debate on animals and tonight’s as well. If it proves anything, we are a Parliament of animal lovers, that is for certain.

Indeed I will, Sir Gary, and thank you very much for calling me to speak. It is a pleasure to serve under your chairmanship.
I thank the hon. Member for Huddersfield (Mr Sheerman) for raising this issue; as he said, this debate is timely and the issue is important to each and every one of us. Securing it while world leaders are coming together for the planet in Glasgow shows just what a consummate professional he is, dovetailing the debate such a timely way. I wish him well with his own health.
We are all concerned about the impact of air pollution on public health and we are hosting the COP26 summit at a turning point for both the planet and health. We have been making progress. However, over the course of the UK presidency of COP26, we need to see further progress on commitments to secure global net zero carbon emissions by the mid-century. It will be a challenge; we need to see countries coming forward with ambition. Success at the summit and beyond will rely on all countries rallying behind the common goal of rapidly reducing carbon emissions and protecting the planet. Although COP26 is arguably focusing on greenhouse gases and not air pollutants, we should seize the opportunity to reduce the emissions of other pollutants from the same sources, because, as everybody has said, there is a lot of crossover here.
Air pollution in the UK has reduced significantly over the last decade, but there is definitely more to do. For example, emissions of fine particulate matter, or PM2.5, have fallen by 11% and nitrogen oxide emissions are at their lowest level since records began. None the less, air quality is still the top environmental risk to human health in the UK and there is absolutely no room for complacency.
We heard from many Members about the challenges to health that air pollution brings. There is lots to do and I agree that the use of new technology—whether that is the use of fats in lorries, or hydrogen technology, which the Government have been investing in even in the last week, through the hydrogen transport programme—means that we need to harness the best of British, to ensure we make the right progress.
That is why the UK is continuing to take urgent action to curb the impact of air pollution on citizens and communities through the Environment Bill and the clean air strategy. The action that we set out in the clean air strategy will reduce the cost of air pollution to society by £1.7 billion every year from 2020, rising to £5.3 billion every year from 2030.
My Department cannot achieve the transformation alone; there is no single, one-size-fits-all silver bullet that will solve the problem of air pollution. That is why the clean air strategy outlines a comprehensive programme of action across all parts of Government. We have heard about the health challenges, the transport challenges, challenges about where people live—local authority challenges—and the idling of cars, which local authorities obviously have a power over. Indeed, we have heard about the beneficial work being done in both Basingstoke and Stafford on these issues, to help to empower communities to have better air quality. However, this process is about us all working together, because transformational change can only be achieved through close collaboration with other parts of Government.
Furthermore, there is a vital role for broader leadership from the health and environmental sectors because much of what has been spoken about today also relates to how we recycle, how we use our waste and how we might reuse things. The hon. Member for Edmonton (Kate Osamor) and my hon. Friend the Member for Loughborough (Jane Hunt) both mentioned that point, referring to the use of incinerators; if I have time, I hope to come on to incinerators.
This issue is about the business sector, service providers and local authorities helping to build acceptance for the bolder actions that must be taken to tackle the health impacts of air pollution as a major public health imperative. The hon. Member for Bootle (Peter Dowd) spoke about not having a particular road. However, during the covid crisis we actually had low-traffic neighbourhoods, but we found that traffic diverted to other parts of the town or area. There is not an ideal off-the-peg solution.
We also looked at the fact that, although nitrogen oxide levels diminished, as has been said, the reduction in PM 2.5 particulate matter did not change. It is actually much more complex than it is often presented to be.
The landmark Environment Bill will improve air quality by establishing a duty to set two new legally binding targets to reduce that fine particulate matter. We are developing two targets: a concentration target and a population exposure reduction target. That is what the clear air zones are about. Arguably, Huddersfield does not face the same air quality challenges that we might have in London, Manchester or Bath, or any city that is looking at putting in place a CAZ. That unique dual approach is strongly supported by our expert committees—the air quality expert group and the committee on the medical effects of air pollutants—and it will be an important part of our commitment to drive forward tangible and long-lasting improvements to the air breathe. We will consult on how to bring forward those groundbreaking targets next year.
As part of the information we take from experts, waste incineration companies must comply with strict emission limits under the environmental permitting regulations. They cannot operate without a permit. Emissions from energy from waste are monitored. We consult with Public Health England on every application, and its position on incineration is that a modern, well-run and regulated incinerator is not a significant risk to public health. We have to get rid of the challenge of rubbish.
The Environment Bill will completely revise the local air quality management framework to create a more strategic structure that will enable local authorities to take more effective action. It will also deliver significant improvements to public health by ensuring that local authorities have more effective powers to tackle emissions from domestic burning, which is a key source of harmful fine particulate pollution, as well as the idling that was mentioned.
No. I am really sorry, but I have only one minute left. The Bill introduces new powers to compel vehicle manufacturers to recall vehicles and non-road mobile machinery if they are found not to meet the environmental standards that they were approved to meet—I think that answers a question that was raised earlier. It will enable the Government to compel manufacturers to recall vehicles and non-road mobile machinery for failures in their emission control.
New legislation came into force across England earlier this year to reduce PM 2.5 pollution by phasing out the burning of small volumes of wet wood and the sale of all house coal. However, some residents still rely on coal fires, so we have to work our way through those challenges.
The Government allocated £880 million to tackle nitrogen dioxide exceedances under the 2017 air quality plan for nitrogen dioxide. This year, the first clean air zones were introduced in Bath and Birmingham, which deliver targeted action to improve air quality and health and to support economic growth.
We are working hard to provide citizens with the information they need to protect themselves. I also have a Breathe Easy group. Those groups do great work, but we have to make sure that we work with experts so that we can get really timely information to people such as, “If air pollution is low, carry on as usual. If it is high, and you have asthma, avoid vigorous activity”. To do that, we need to do the monitoring that we are now scaling up, so that we have a good alert system to help protect people. That system was revamped in 2019.
There is just about a minute left. There is plenty more that we are doing and that we will carry on doing. We have different biomass anaerobic digestion issues and, as my neighbour and hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter) said, we have to make sure that policies do not fall against each other.
In conclusion, taken together, this is a comprehensive package. However, we have to do more by seizing opportunities and addressing risks. We need to take action to tackle climate change and air pollution. We are committed to cleaning up our air and carrying on our work.

Commons ChamberAs was the case for everybody, my first and pleasurable task is to thank my hon. Friend the Member for Romford (Andrew Rosindell) for introducing this important Bill and for the passion and commitment he has shown on this issue, not only today, but for decades—many Members have referred to that. He has been concerned with caring for and looking after, and I, too, think that there is no more fitting tribute than that picture we saw this morning of him with Vivienne in his arms, which was just beautiful. I hope that our friend Sir David Amess is looking down and smiling on two individuals of whom he could not have been fonder.
Penalty notices will be an important tool in encouraging animal keepers to follow the rules and discourage them from committing more serious offences. The Bill is meant to be there in the middle for the redirection of behaviour, as has been so ably explained. It has the Government’s full support and we will do all we can to make sure that its passage through the Commons and Lords is as collaborative as possible, because I agree with my hon. Friend that getting legislation right is what we are all here to do.
I pay tribute to all those who contributed today: my hon. Friends the Members for Broxtowe (Darren Henry), for Rushcliffe (Ruth Edwards), for Hyndburn (Sara Britcliffe), for Newcastle-under-Lyme (Aaron Bell), for Milton Keynes North (Ben Everitt), for Runnymede and Weybridge (Dr Spencer), for North Norfolk (Duncan Baker), for Darlington (Peter Gibson), for Bishop Auckland (Dehenna Davison), for North West Durham (Mr Holden) and for Gedling (Tom Randall). I think that in only two contributions were we not shown that we are a complete nation of pet lovers, in not only the way we articulate it, but in the fact that we spend our lives rescuing and loving those four-legged friends, who, in the main, behave, Andrew notwithstanding. I have thoroughly enjoyed hearing about Poppy, Godfrey, Andrew, Geoffrey, Magic, Ninja, Frazzle, Clapton, Clemmie, Peppy, Ebony, Carter, Cookie and any I may have missed. I think the guinea pig has a hard time and it did not actually get named. I would love to add to that list my special Wellington, who is at home with a bit of a lampshade on at the moment.
Some 44% of us in this country keep a pet, and in the Department for Environment, Food and Rural Affairs we understand the importance of that. We also understand that farming is more than just a job, as my hon. Friend the Member for Milton Keynes North pointed out, and the majority of our farmers could be no better examples of people who love our animals. I am proud that this Government will continue to elevate our reputation for animal health and welfare in this country. We have a long tradition of protecting animals, as has been said. The UK was the first country in the world to pass legislation on this, with the Cruel Treatment of Cattle Act 1822. Recently, this House paid tribute to Sir David, but I just wish to reference the fact that he campaigned so diligently for animal welfare, as it was so important to him. He was responsible for introducing the Protection against Cruel Tethering Act 1988 and if this Bill goes forward to Committee, we could discuss how it might help take things forward in that area—my right hon. Friend the Member for Harlow (Robert Halfon) mentioned the issue only yesterday. It is precisely the sort of area we may wish to introduce this penalty notice in.
Sir David also campaigned to stop the testing of domestic products on animals, tackled the illegal wildlife trade and fought to end puppy farming. If he were here today, he would be joining this debate, with his humour. It is such a sad loss that we do not have him here.
We are continuing in the vein of innovating with legislation on this matter. Earlier this year, we published the action plan for animal welfare, setting out our aims and ambitions across the piece. In spring 2022, we will launch the animal health and welfare pathway, starting with a fully funded vet visit eligible to all farmers. The Animal Welfare (Sentencing) Act 2021 gained Royal Assent this year, as has been mentioned during the debate. We are planning further improvements to the lives of animals in a number of other areas, including setting up a pet theft taskforce. However, it strikes me that many areas are beating us to it. Through the Animal Welfare (Kept Animals) Bill that was debated in this place on Monday, we have begun steps to ban primates as pets. My hon. Friend the Member for Romford also spoke on that Bill. We will certainly also make good on the manifesto commitments to introduce compulsory microchipping for cats, and to address the issue of excessively long journeys for slaughter and fattening.
Robust enforcement for animal health and welfare touches the hearts and minds not only of individuals in this place, but of each and every constituent we have, no matter where we sit in this House. The Bill will fundamentally reform the way in which we enforce animal health and welfare across all farmed animals and kept animals in England. It will strengthen and safeguard animal health and welfare, building on the skeleton of the existing domestic enforcement framework. As my hon. Friend the Member for Romford said, there are currently few options beyond prosecution or that guidance, so we are widening the suite of available enforcement tools.
This will be one of the first opportunities to reform how we enforce our high animal health and welfare standards for farm animals now that we are outside the EU and as we move away from cross compliance, hopefully supporting our continued position as a world leader in animal health and welfare. The new system will use a mix of sanctions, advice and guidance to deliver high domestic animal health and welfare standards, thereby enhancing productivity, stopping the spread of disease and so on, and giving confidence to consumers and international trading partners.
Let me turn to a couple of comments made by the hon. Member for Cambridge (Daniel Zeichner). He asked whether there will be proper safeguards. We can look at the numbers through the reporting mechanism. I agree with him that more discussion needs to take place, and it will. We are committed to working with non-governmental organisations, relevant industries and enforcers pre-consultation to identify appropriate priority offences.
Does the Minister have any views on to what extent this is an issue on which we can lead the world? We are proud of our high animal welfare standards in the UK and we have a new global outlook. Are there opportunities to influence the rest of the world for the better on this issue?
It is always better to lead in areas of good behaviour than to follow. Perhaps if we work together, we can find ourselves in that sweet spot where we have the right suite of tools to ensure that where there is inappropriate behaviour, we are firm; where there is inappropriate behaviour at a low level because of a lack of knowledge, we can guide; and where there is something in between, we can use my hon. Friend the Member for Romford’s penalty notice to ensure that we can redirect that behaviour. We will be identifying priority offences to establish clear and effective guidance, and to ensure that serious offences continue to go through the court, which I think was the point that my hon. Friend the Member for Romford made to me yesterday and on the Floor of the House today.
Let me reiterate the Government’s unwavering support for this legislation. I give my commitment that I will do all that I can as the Bill proceeds through the House.
Before handing over to the Member in charge, may I say that the spirit of Sir David Amess has filled the Chamber today throughout this debate? I have no doubt whatsoever that had the tragedy not befallen Sir David, he would have been here today: he would have spoken and it would have been both caring and comical in equal measure. We miss him.

Commons ChamberWe know that air pollution is a particular threat to vulnerable groups. We continue to drive forward the ambitious actions in the clean air strategy, such as phasing out the sale of house coal for domestic burning. The Environment Bill also makes a clear commitment to set targets for fine particulate matter, which is the pollutant of most concern for human health. We are working across Government, including with the Department of Health and Social Care, which has overall responsibility for respiratory diseases, to address actions on air pollution.
Research in 2014 and 2016 by King’s College London and Imperial College London recorded 1,000 hospital admissions a year among those with pre-existing respiratory conditions. In 2018, King’s College London found that as many as 36,000 people a year die early due to air pollution. When will the Government stop tinkering around the edges and finally introduce legally binding limits to abide by the World Health Organisation’s stricter clean air standards?
We need to get those targets right. In the Environment Bill, which should be back in this place shortly, we have committed to setting a target, but it is important that we get the evidence right to set the right targets. Those targets will be based on evidence. We are currently reviewing the air quality strategy. We will be looking at a revised strategy in 2023. The PM2 target is on a population basis. We also need the population exposure targets so that in areas such as hers, where we know that there are hotter spots, we can work directly with local authorities—we all own this challenge—to get the right targeted measure in the right areas. The overall target is important, but so are those targeted, individual approaches.
As you know, Mr Speaker, in Newcastle-under-Lyme we suffer with poor air quality from the odorous emissions of Walleys Quarry, which have had a serious impact on respiratory disease. That includes the case of the five-year-old boy, Mathew Richards, who won his judicial review against the Environment Agency. Does the Minister share my concern that the Environment Agency has frustrated attempts by investigators to access the public register? Does she agree that it must be open to having the register inspected by those trying to get to the bottom of how this scandalous situation has been allowed to develop?
My hon. Friend and I have already had several discussions on this matter. I hope to have a further meeting with him next week and to visit the site shortly. As part of permitting the regular inspection process, the Environment Agency considers the existing concentration of relevant pollutants in the area surrounding such challenges and, if air quality levels are exceeded because of those impacts, a lower limit can be set by a local authority. We should try to be transparent, but, in these complex matters, we must try to take on board the needs of constituents while driving the right conclusions to sort out this difficult problem.
City of York’s Lib Dem/Green council—Oh, the irony of it—is instituting six new car parks in our city centre. As a result, there will be a further threat to people’s lives, particularly with regard to respiratory conditions, given the already challenged air quality. What discussions is the Minister having with the Secretary of State for Levelling Up, Housing and Communities to ensure that councils do not put new car parks in their planning?
There are many local initiatives going on. The nitrogen dioxide plan, which I spoke about earlier, is the key to driving down emissions, and we are working with the Department for Transport on that. People using their cars less in the city centre and the promotion of cycling and walking in a beautiful city such as York would obviously enhance the city for all its tourists. I am sure that the city of York, the tourist board and indeed everybody would be pleased to see that.

Commons ChamberIn the 18 months leading up to the referendum food prices fell by 7%, and in the 18 months since they have risen by 4%. Changes in food prices of plus or minus 5% are fairly typical. The fact is that whether a country is inside or outside the EU, the key drivers of food prices—weather events, exchange rates and oil prices—remain the same.
What discussions has the Minister held with the Department for International Trade about assessing the current EU non-tariff barriers on the pig products that are so important not only to my constituency, but to the broader constituency area of Suffolk?
I am aware that the pig industry is very important to my hon. Friend’s constituency. The UK has a close relationship with Denmark. Danish Crown, including its subsidiary Tulip, is a major investor in the UK, and since the decision to leave the European Union it has increased its investment, with the recent acquisition of new businesses. We are having discussions, but we have a strong and vibrant pig sector.

Commons ChamberMy hon. Friend makes a sound point. I am sad to hear that this is happening not just in my constituency, but I am not surprised. He is right to say that shutting the tip has placed a much greater burden of cost on the local authority than simply keeping it open.
The overall responsibility for these matters lies with the Environment Agency. The question of who has to take action to clear up the mess and sort out the licensing is split between the Environment Agency, the local authority and, in regard to removing rubbish, private landowners.
My beautiful constituency in Suffolk illustrates the fact that this problem exists across the country. We have had 658 incidents in my constituency in the past year, and the nub of the problem is that we need to catch those who dump. I have been talking to a constituent, Richard Vass of Burland Boxes, about how we can use innovation to target fly-tippers and capture their number plates in order to allow prosecutions to be brought. That would create an income stream, without which somebody else has to pay.
My hon. Friend is absolutely right. The challenge is not just to collect the data. A constituent of mine with a large estate regularly finds that people have been fly-tipping on it. Once, while sorting through the rubbish, he found a receipt from a fast food drive-through that included a date and time stamp. He and the local police managed to find the vehicle registration number, but when they went to the Driver and Vehicle Licensing Agency they were told that it could not release the name because of data protection. There has to be a way of using the evidence that we can get, because we cannot rely solely on catching the villains in the act, which is extraordinarily difficult, particularly in rural areas. Installing cameras everywhere would be prohibitively expensive, impractical and completely unrealistic. There has to be a better way of dealing with the evidence trail. My hon. Friend makes a sound point.

Commons ChamberWhat I can tell the hon. Gentleman is that we are working with all the devolved Administrations and territorial offices to design a future policy. We want to ensure that all the devolved Administrations retain the ability to put in place the types of policies that are right for them.
What is the future for glyphosate use, given the decision from Europe yesterday?
We support the research work by the European Food Safety Authority. Its conclusion is very much that glyphosate is safe and that is why we have supported its re-authorisation. On pesticides, we will always take an evidence-based approach.

The hon. Lady makes an excellent point, although—this is anecdotal, not scientific—I think that the public are ahead of some of us in the House in their knowledge of the matter. Certainly my constituents have helped to educate me about it. However, it is right to say that the campaigns in the ’80s on animal testing were effective. Of course, the most important voice is that of the consumer; that is where spending power lies—the power of the pound.
Does the hon. Lady also agree that that campaign on animal testing came at a time when we knew that such things as adzuki beans, rice, salt and bromelain from pineapples were just as good as exfoliators as any microbeads? Even a hard flannel will do a reasonable job, so there is not much need for microbeads.
Again, the hon. Lady makes an excellent point. I think the most important point is that we live in a society in which consumers prefer natural ingredients anyway. That is a selling point for manufacturers to take on board. It is about not just getting rid of the plastics, although that is of course important, but fulfilling customers’ demand for the more natural ingredients they prefer.
The companies that are leading the way should be commended. It is a unique selling point for them from the point of view of the better-informed consumer, but of course there is still a job to do in making sure that all consumers have the information. I wish companies luck in getting the message out there. However, there is no legal requirement to move away from using microbeads, and that must still be an important part of the change we seek. I wish the companies that have voluntarily made the change all the best.
The wider problem of microplastics is vast. The United Nations joint group of experts on the scientific aspects of marine environmental protection has listed the potential effects of microplastics on marine organisms. As we have already heard—that is one of the disadvantages of being so far down the speaking order—they include physical effects such as obstruction, chemical effects due to the transportation of toxic chemicals, impaired health, and impacts on populations and ecosystems, including many with important roles in food chains and the functioning of marine ecosystems. Microplastic pollution could be more damaging to the environment than larger pieces of plastic, because the size of the particles makes it more likely that they will be eaten by wildlife, and then there is potential for them to enter the food chain. I believe that the hon. Member for Taunton Deane said—and certainly marine scientists have said—that a plate of six oysters can contain up to 50 particles of plastic. That should make us pause for thought. More than 280 marine species have been found to have ingested microplastics, and the Environmental Audit Committee has said that much more research is needed on plastic pollution, because there is huge uncertainty about the ecological risk.
The Government can and should play a role on stopping the preventable use of microplastics in cosmetics. Last year the Scottish Government confirmed that they would legislate to regulate such use, following the announcement by DEFRA of the UK Government’s plans to work with the devolved Parliaments on a ban.
Will the ban that the hon. Lady is setting out largely apply only to cosmetic and personal care manufacturers in the United Kingdom, in a similar way to what is set out in the consultation for England? What worries me is how to monitor manufacturers outside the UK and the broader problem, because obviously we import quite a lot of the items in question.
Yes, and that situation will be further complicated by Brexit, when we are not working in a common area. There is a lot of work to do on where we are now, where we can move forward to and where we want to be, and, as the hon. Lady says, on how our trading relationships with other nations will change and how we monitor what comes into our country. Even though we know that plans are in motion and we know about the warm words and expectations, there is a lot of work for Members, consumers and environmentalists to do.
Work has been undertaken in Scotland to research this issue, raise awareness among consumers and encourage the use of alternatives. The point that the hon. Member for Taunton Deane made about natural alternatives is important, and I pay tribute to my hon. Friend the Member for Falkirk (John Mc Nally), who has done a lot of work on this matter—much more than I have—but who unfortunately cannot attend the debate. He has been a great advocate of raising awareness of the problem and has been calling for action in this sphere.
Eight million tonnes of plastic will be dumped in the ocean this year and will take hundreds of years to degrade. An area of plastic rubbish three times the size of the entire United Kingdom has been floating in the north Pacific for decades. Every year thousands of turtles and other ocean creatures are killed by eating or becoming entangled in plastic debris. As the hon. Member for North Cornwall (Scott Mann) pointed out, when people go on litter-picks on beaches—as I and many others have—the problem of discarded plastic polluting our beaches, shorelines and seas is all too clear.
It makes sense to deal with this issue. Marine litter costs Scotland £16.8 million every year and has an impact on our environment, wildlife, industry and tourism. That understanding lies behind the Scottish Government’s marine litter strategy, which includes almost 40 new actions to minimise coastal and marine litter. Key to that has been, and must be, encouraging alternatives to plastic microbeads in personal care products. We know that the UK Government are committed to banning microbeads, and it is time to get on with that without further delay. This issue is like the ban on smoking in public places or the wearing of seatbelts: its time has come, there is great consensus on it, and once we have done it we will ask, “Why did it take us so long?”

Commons ChamberI thank the Secretary of State for listening to the concerns of farmers in my constituency about basic payments. In order to move forward, can she reassure us of three things: first, that these problems have been heard across the piece; secondly, that solutions such as a dedicated phone line are being considered and sought; and, thirdly, that as we move into the 2016 registration period, the system really will be fit for purpose?
I thank my hon. Friend for her question, and I would be happy to assist any constituents who have outstanding issues. We have paid more than 90% of farmers, and the payment window ends at the end of June, so all full payments will have been made by then. The data are now on the system, so next year will be much more straightforward. I add that both Wales and Scotland have made fewer full payments than England, and that we are on track to do what needs to be done by the end of June.

Commons ChamberWe had a comprehensive debate on this issue following that petition last week. The Centre for Ecology and Hydrology is doing a comprehensive piece of research fieldwork on the impact of neonicotinoids on bees. We will ensure that that evidence is put to EFSA before it reaches its conclusions on the interim review next summer.
To carry on the Christmas spirit, since the Prime Minister was pictured enjoying a pint of Greene King with President Xi, the export of that fine beer from my constituency of Bury St Edmunds has gone up from 3,000 to 50,000 cases. It and other rural exporting businesses in the constituency are keen to learn what work the Department is doing, with the help of UK Trade & Investment, to help fund and organise trade shows and development visits in order to secure such important trade.
I was in China a few weeks ago, and one of the things we promoted was Greene King in Chongqing. We were accompanied on our visit by the biggest ever delegation of food companies—there were more than 80 companies with us. With the launch of the Great British food unit, which brings together UKTI and DEFRA expertise, I expect us to have even more in the future.
