I can certainly give my hon. Friend a promise about the commitment that she seeks; the hon. Member for Somerton and Frome (Mr Heath) also asked the question. I know how important the main line to Dawlish and my hon. Friend’s constituency is. The other thing that we need to consider is whether we can build in better resilience than went into the wall when it was first built more than 100 years ago.

Has there been any major damage to the west coast main line and will the Secretary of State invest any new money into it? Will he also find out why there are regular hold-ups on that line between Birmingham and Euston?

One of the reasons why there might be regular hold-ups was pointed out by my right hon. Friend the Member for Chelmsford (Mr Burns) a moment ago: the question of capacity on that line. The hon. Gentleman will remember that the west coast main line saw investment of more than £9 billion, all north of Rugby. That went some way towards improving certain bits of the line’s capacity, but it did not improve the capacity into London.

There is no complacency at all on the part of the Government—and the hon. Gentleman’s question sounded like a Christmas cracker joke. He will know that since the announcement of the deal, which has been welcomed by the Public and Commercial Services Union, there have been a number of expressions of interest about coastguard vacancies. The retention rate is likely to go up in January. We have recruited 58 new coastguards. Specific arrangements are in place at all co-ordination centres to ensure safety and doubling of shifts. There is nothing to suggest that the timetable has been delayed, and the plan is going ahead as announced in this House in November 2011.

The Government have always made it clear that airports such as Birmingham, which are international airports in their own right, make a vital contribution to regional and local economic growth and connectivity. Forecasts indicate capacity for significant further growth at the airport, including more point-to-point destinations.

I thank the Minister for that answer, because I agree with him. Could he see his way clear to supporting any expansion at Birmingham airport, particularly as a hub is, as he said, vital to the west midlands economy? Perhaps he could meet a small delegation to discuss how he can help.

Birmingham airport is forecast to carry 9 million passengers this year, and that could further increase given the proposal to extend the runway. It is set to become a hub in its own right, not fed by feeder flights but by our wonderful new north-south railway, which will provide connections by high-speed rail to the major cities of our country.

We must certainly continue to improve the safety of cyclists, which, despite recent negative publicity in London, has improved markedly over the past decade. As I made clear in my recent evidence to the Transport Committee, we need to co-ordinate how lorries on the streets of London are designed and used, but there is no single magic bullet. The fact that we have doubled spending on cycling in this Parliament compared with the last one shows that we are committed not only to increasing the number of people who cycle, but to improving the safety of cyclists.

The right hon. Lady has drawn attention to the importance of connectivity and the importance of using the opportunities offered by high-speed rail to bring benefit to areas that are not on the line. That is an essential component. In the regions, a great deal of work has been done to assess what the benefit might be. Centro estimates that there will be an additional 22,000 jobs in the west midlands, while the Core Cities Group expects an additional 400,000.

My hon. Friend speaks of the economic benefits for the midlands. Cities such as Coventry will certainly not benefit from this investment; indeed, the opposite will be the case.

I thank my hon. Friend for that. He is right to say that we cannot afford the new high-speed rail line to become a “rich man’s toy”, as a former Secretary of State put it. Clearly the new network must be available to everyone, and I am sure the Minister will confirm the view that the fares will be no greater than they are on the current network.

Has my hon. Friend taken into consideration the frequency of the trains on the west coast main line and what effects this new project will have on that?

The whole point of the project is to provide extra capacity, including on the west coast main line. Obviously, the detail of what timetables will be in place needs to be worked out, but we would hope that they will be able to provide additional services to many cities, including my hon. Friend’s city, and we will call for that.

I have tried to say that the case for HS2 is not just about speed and that capacity is one of the main reasons for it. Although the reduction in journey time between London and Birmingham is not huge—it will be in the region of 30 minutes—for great cities in the north such as Manchester and Leeds the reduction will be very beneficial. There is not just one reason; there are many reasons for doing this project. Even if we took the line down to a lower speed limit, it would not reduce the cost by much—we would be talking about 90% of the present cost, rather than 100%.

14. I agree with the right hon. Member for Chesham and Amersham (Mrs Gillan). Has the Secretary of State looked at an alternative integrated rail system, as opposed to high-speed rail? Is there a Treasury limit on spending for that project?

I have set out carefully the spending limit, and we have a put in place a reasonable contingency, based on internationally recognised figures. It is a big contingency and I hope, as the chief executive of Network Rail said a few weeks ago, that the project could come in under the budget that the Government have allowed.

No. I want to make progress; otherwise I am afraid others will not have the chance to speak.

We have to make sure that other local and national bodies, such as local authorities and the Highways Agency, allocate proportionate funds to cycling, so that major road schemes such as the A14 in my constituency include appropriate cycle facilities along or across them. Other Departments should also get involved: there are benefits to health, education, sport and business. They should step out of their silos and get involved.

We need to make our roads and cities fit for cyclists. Planners need to give consideration to cyclists and pedestrians right at the start of all developments, whatever they are. We also need new design guidance to provide a modern standard, not merely paint on a pavement, which annoys cyclists and pedestrians alike. Local authorities can get on with the small schemes, as can the Highways Agency, which has agreed to our call for a programme to reduce the barriers its roads can cause to cycling.

No. I am not going to give way for a bit longer.

Road travel is never perfectly safe and there is a lot we can do to make it safer. Infrastructure is key, but we can do other things, too. For example, 20 mph zones, which this Government support, are clearly beneficial, not only for the safety of pedestrians and cyclists, but for the perceptions of safety for people who want to cycle or take their children cycling. Some rural lanes could be appropriate for a 40 mph speed limit.

Hon. Members have talked about the number of tragic deaths. Sadly, too many of them have involved cyclists and HGVs. Steps have been taken by the Mineral Products Association, Cemex and others, but we need to push further for better vehicle design and better controls, and encourage HGVs not to use busy roads at peak times. Crossrail has led the way on much of that.

I agree with my hon. Friend. Our report recommended 20 mph speed limits in urban areas—for which The Times has been campaigning. I pay tribute to the contribution that she made to the inquiry. It would not have been such a success and the report would not have been written in the way that it was if she had not done so much work.

Does my hon. Friend agree that a lot more can be done in schools to promote cycling proficiency, because safety is a very big element of this matter? Equally, should local authorities not do more through traffic management schemes?

My hon. Friend is completely right. He did a lot of work on this matter when he was the leader of Coventry city council, before he became a Member of Parliament.

I do not want to criticise the Minister for cycling. He is a good man, he fights hard for cycling and he is a keen cyclist himself. However, the Government’s response to our inquiry was disappointing to say the least. The Government have promised that

“cycling will be at the heart of future road development”

and their response stated:

“The Government is committed to turning Britain into a cycling nation to rival our European neighbours.”

If the Minister answers one question in this debate, I want him to tell us how those two promises can be taken seriously when the Netherlands spends £25 per head on cycling while the UK spends just £2 per head, and when the highways budget in the UK is £15 billion, but the funds announced for cycling are just £159 million, with no dedicated funding stream that allows local authorities to plan for more than two years.

Our report makes a series of recommendations to boost cycling from less than 2% of journeys in 2011 to 25% by 2050. I ask the Minister why his Department’s response did not commit the Government to that target. We also want a national cycling champion to lead a drive for 10% of all journeys in Britain to be made by bike by 2025. As I said, the Minister fights hard for cycling and has done a good job of putting it on the agenda to the extent that it is. Although I do not want to criticise him personally, I point to the fact that he is a junior Minister from the junior party in the coalition, so it will always be difficult for him. We need someone with Cabinet-level clout to get different Departments working together.

I apologise to the Secretary of State for coming in late and I appreciate the fact that he has given way to me. Can he tell me what Coventry will get out of high-speed rail and, more importantly, what about a decent compensation package?

I will come on to say something about compensation later in my speech. I think Coventry will get many benefits. The whole west midlands area will get a huge number of benefits from HS2. I want to see councils such as Coventry start working to make sure that they can get the best out of High Speed 2, both from the connections and the way we serve those areas. I know the hon. Gentleman is incredibly concerned about the way we serve Coventry. As somebody who knows Coventry relatively well, I am also concerned to see that take place.

I can assure my hon. Friend that I want HS2 to be not dissimilar in this respect to Crossrail, which saw 97% of the business going to British companies. However, I am cautious about awarding contracts and making promises from the Dispatch Box. I am certainly a little more cautious than my hon. Friend was in asking me to do so.

I hope the hon. Gentleman does not mind my pointing out that I met a delegation before Christmas. I have met one delegation and I am happy to have another meeting with the hon. Gentleman on the same issue. I recognise that the council has changed its position and I look forward to his changing his position as well.

Today marks an important milestone in the progress of HS2. We must keep it to time and budget, and minimise the impact on residents, the environment and the landscape. We can do that and we need to do that because HS2 is an engine for growth: growth in jobs, growth in opportunities for business and growth in the global race. HS2 is a project for our generation. Now is the time to make it happen. I commend the Bill to the House.

I agree completely with my hon. Friend. Those announcements show the Government’s commitment to the rail industry and to the railway services that we all want in our constituencies.

Will the Secretary of State say how major cities such as Coventry will benefit from this project, bearing in mind the representations that I made to him some weeks ago on that matter? Secondly, and more importantly, there will inevitably be people who fall outside the compensation formula. What does he intend to do about that, because I know of cases in Coventry and Warwickshire?

I am willing to listen to any representations, but a line has to be drawn somewhere on such developments. I think that Coventry will be served by the large station at the Birmingham International exchange before the line goes into Birmingham Curzon Street. It is up to Coventry to work with the Department to work out the best possible routes to link in with the line so that people in Coventry have the advantage of HS2.

I thank my hon. Friend. As I have pointed out, there will be a two-year franchise that will be negotiated some time next year, and I hope that some of the benefits that were initially to come from a longer-term franchise agreement can be replicated in it.

In an age of high food prices, high oil prices and high fares, will the Secretary of State, when he negotiates the west coast main line franchise both in the interim and in the longer term, put a special emphasis on fares, because they are far too high?

I am glad that we have been able to reduce the proposed increases from RPI plus 3 to RPI plus 1. I hear what the hon. Gentleman says about fares. Of course, some pre-booked fares can cost a reasonable amount, but others are very high, and that is something I think we should all look at.

The hon. Gentleman has highlighted a number of problems. We need to have better quality roads. As a cyclist, I find that what may be a relatively small hole for a car becomes very large for a cyclist, particularly if we have to swerve round it.

Can I just make my next point? I will try to take as many interventions as possible, but it means that other people will not be able to speak.

The much lamented Cycling England was excellent at providing accurate information and advice, so that councils could find out ahead of time what would work and what would not. They could advise on junction design and the disadvantages, for example, of having mixed shared-use pavements. Cycling England was excellent value for money and a great resource for the country. To quote Jed Bartlet, “Can we have it back, please?”

Improving road layout does not have to be expensive. The changes to the rules that the Government have made for 20 mph zones, which are much safer, have reduced the costs of implementation. Good planning can ensure that cycle facilities are integral to new developments, rather than retrofitted later.

Earlier in his speech, the hon. Gentleman referred to transport costs. Given that fuel prices, bus fares and so forth are rising, it is cheaper to cycle. Has he had any discussions with the transport companies themselves?

As part of my role as co-chair of the Liberal Democrat committee on transport, I have had several conversations with transport committees. I will happily talk to the hon. Gentleman about the details later.

The issue is not simply about infrastructure. We have to look at training and education for cyclists and drivers alike. I am pleased about the Bikeability scheme, which will train 400,000 nine to 11-year-olds a year. It is vital that our children are introduced to the benefits of cycling at a young age, that they are encouraged to cycle to school and that they are given the training to do so safely. I would like to see all cyclists cycling safely and legally, as all road users should.

I am looking at all the ways in which I can progress this project as fast as possible. At the moment, it looks as though the 2032-33 time frame is the fastest by which we can bring it to fruition. I hope that the House has seen today my desire to get on with this project and I will continually look at ways in which we can deliver it faster.

I think we will see a huge improvement. Not only will more capacity be released on the conventional lines, but the high-speed line will serve those stations.
