Earlier, the Secretary of State mentioned projects that are under construction. In the past, I have raised the question of the Tollbar junction just outside Coventry and the Whitley roundabout. We know that the work has to be done, but there have been delays that have prompted questions about business investment in the Coventry area. There are also delays related to transport problems in the area. This is a serious problem and I have asked the Secretary of State to look into it before. Will he look into it again and see what can be done?

I know that in and around the hon. Gentleman’s constituency there have been a number of pinch point improvements. These sometimes lead to delays and to considerable frustration while the work is being done, but if he has a specific case that he wants me to consider I will of course do so.

I want to make some progress; the hon. Gentleman has made his point. We want more people to use buses, because when they do they are able to participate fully in economic, cultural, and social life.

It is worth remembering that the previous Conservative Government cut the subsidies and imposed privatisation on local authorities. I support the motion, but we must ensure that local authorities are given the tools to do the job. That means money coming from central Government, not passing the issue on to local authorities so that they have to provide the subsidy.

My hon. Friend makes a good point, and only this morning I met Councillor John McNicholas from Coventry to discuss some of the issues with Centro and the west midlands.

I want to talk about three big issues. The first is why buses are so important to our economy, and the second is what has happened to buses under this Government. Finally, I will set out how a Labour Government will empower local authorities to take control of local transport.

Let me begin with why buses are important. Buses give people the freedom to work, learn, explore new places and connect with new people. Nearly 5 billion bus trips are made in Britain each year, and three times more trips are made by bus than by train. Buses take the unemployed to job interviews and to work, and they take young people to their exams, colleges and into their futures.

I congratulate Councillor Liam Robinson, chair of Merseytravel, who spotted that young people from larger families were not turning up to school on Thursdays and Fridays. Why? Their families had run out of money for bus fares. He negotiated a young person’s ticket where the fare is capped at £2 a day instead of £1.30 a journey. The number of bus users has grown as a result, and young people in Liverpool and Merseyside no longer miss out on their education.

I do indeed welcome that. I welcome any innovation from bus companies. It is important that we get large employers working with bus companies to talk about their shift patterns and, in particular, with NHS hospitals, which often tend to be built by the NHS outside city centres, without any consequential thinking about how people will access those health services or designing a bus service for people to use.

Despite the cuts to local authorities, which are horrendous in the West Midlands to say the least, we hope to maintain free bus passes for pensioners, although I am not sure that the same goes for Warwickshire.

My hon. Friend makes an interesting point. Of course, the Prime Minister famously said that he would protect bus passes for pensioners; what he did not say is that there would be any bus services left for people to get on.

I do not think that there is inconsistency at all. What we have seen in Greater Manchester is a coming together that goes much wider than just the Manchester authorities, with a much more imaginative scheme that includes the powers of the police and crime commissioner and many services in the area. I think that it is bold and imaginative, and I am sorry that Opposition Members seem to be a bit upset about it—I can see Manchester Members nodding in vigorous agreement with what we are doing.

We must also recognise what great things have been done by the private sector. I want devolution to be a success, based on the best that the public and private sectors can do. The private sector brings ingenuity, creativity and innovation to transport, and that must continue. We have manufacturers in the UK at the cutting edge of technological innovation, and we have operators setting the benchmark for new customer services and investing massively in new vehicles. That includes over 800 new low-carbon buses, supported by Government funding. Through the Office for Low Emission Vehicles, we will be supporting the purchase of hundreds more. I was at the bus expo in Birmingham this morning, seeing for myself what the bus and coach industry has to offer. No one could fail to be impressed by the dynamism of hundreds of the exhibitors.

Of course, there are challenges ahead. We need to go back to good transport in rural areas, for instance. As a resident of rural Derbyshire, I know how important buses are to people in the countryside. For many isolated communities, buses can be a lifeline. The old model of services is changing, and we need to ensure that as it changes people retain access to good transport. We all need to work together to get it right. I want to pay tribute to the brilliant work done by community transport operators and their many volunteers. There are three such operators in my constituency: Bakewell and Eyam Community Transport, Ashbourne Community Transport and Amber Valley Community Transport. They do a fantastic job, as do other community transport operators across the rest of the country. I want to do more to help them, and very soon I will say more on how we can do that.

In principle, I do not have a problem with devolving transport to local authorities, but the resources must go with it. The bill must not become a burden on local authorities so that the Government can get rid of the subsidies.

As I have set out, I am very committed and will help support the bus industry in this country.

As I was just talking about community transport, I will also say that I want to see faster movement on smart ticketing. That is happening. Only this week, five of the main operators announced a welcome roll-out of joint smart ticketing in cities across England. In west Yorkshire the MCard, launched in July last year, can already be used on 98% of buses in the area and on local rail services. There are now over 500,000 live smart cards and over 1 million smart card transactions per week—I am sure that the hon. Member for Wakefield, as a west Yorkshire MP, already has one in her pocket. Liverpool is launching a multi-operator smart ticket this month. Centro in the west midlands is making great progress too. In August the Solent Go smart ticket was launched, covering Southampton, Hampshire, Portsmouth and the Isle of Wight. That is an excellent model of collaboration. We need to see smaller operators in the towns and the countryside do that too. Great operators, such as Trentbarton in the east midlands, are already there.

That is our record: a Government who have backed business; an industry that is growing; better services attracting more passengers; and real devolution, not just talking about it. This Government are making the difference, unlike the Labour party, which did nothing for bus services when it was in government.

I am grateful for the opportunity to raise the issue of compensation for those adversely affected by High Speed 2. I thank colleagues for being here alongside me, as well as those who were unable to attend but have contacted my office. Since its announcement, and in common with others such as my right hon. Friends the Members for Aylesbury (Mr Lidington) and for Buckingham (John Bercow), I have received numerous representations from people affected by HS2. The theme, I am afraid, is a common one: despair at the current compensation arrangements and a feeling of powerlessness from people who think they cannot influence the process.

Since HS2’s announcement, I have consistently pushed for a fair and generous compensation package. Sadly, despite six public consultations and four years of anxiety for my constituents in Chesham and Amersham and for other colleagues’ constituents, the current proposals for compensation remain as inadequate as ever. However, before the Government’s announcement of their response to the latest consultation, I wanted to give the Minister one more chance finally to listen to people and to put things right.

There have been promises from Ministers. The overriding principle of this project ought to be that no one should have to suffer a financial penalty or be trapped in their home because of HS2. That view is shared by many of us, including my hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd), who is currently on paternity leave but who would otherwise have been present. Unfortunately, the reality shows that that is not the case. Some properties have been on the market for years, and people are trapped and unable to move on with their lives.

Notwithstanding those ministerial promises, the compensation schemes to date have been woefully derisory, and people are facing substantial financial loss. The Transport Secretary promised that compensation would be “full and fair” for “those most directly affected”, and the Prime Minister told me personally that compensation schemes would be “generous and fair”. Given that other major infrastructure projects are in the pipeline, it is time for a rethink on compensation. I hope that the Minister will respond positively, with the aim of introducing fairer arrangements.

I appreciated the fact that when members of the HS2 Committee visited Coventry and Kenilworth, they allowed me to accompany them and explain the situation to some of my constituents. As for the question of negative equity—I know that the right hon. Lady will agree with me about this—some people in the Coventry area who have invested their life savings will not qualify for any form of compensation.

The hon. Gentleman has made a very valid point, and I shall say more about it shortly.

There are problems with the current compensation proposals. They will compensate only about 2% of those who live within 1 km of HS2, or within 250 metres from a tunnel. As the hon. Gentleman has just pointed out, despite widespread evidence of blight, the vast majority of people affected by HS2 will not be compensated fairly, because the Government have consistently linked the scheme to distance from the line and have ignored the wider effects. HS2 Action Alliance has calculated that only about 172,000 people will receive any kind of compensation, although more than a million live within 1 km of HS2 and many are being adversely affected.

My hon. Friend makes a valid point. If we can reach a fair compensation package for phase 1, we will certainly need to bear that in mind as we look at phase 2. I suspect that those affected by phase 2 would expect no less.

There are people in Coventry who are not covered by any compensation scheme, and yet they have invested their life savings in their properties. They cannot sell their properties now. What will the Government do about that?

That is precisely why we are putting these compensation schemes in place. We also have an exceptional hardship scheme in place for phase 2. To the end of September 2014, we have purchased 32 properties at a cost of £15.1 million.

Following the property compensation consultation in 2013 for the London to west midlands HS2 route, the Government decided to use five criteria to select the most appropriate long-term discretionary property compensation packages for phase 1 of HS2. Those criteria are: fairness; value for money; community cohesion; feasibility, efficiency and comprehensibility; and the functioning of the housing market. Accordingly, the Government announced on 9 April the long-term compensation schemes that would be introduced for phase 1. They included express purchase, which I have already mentioned.

Precisely. Fairness is at the heart of our approach—fairness to those who have to move because their properties are being demolished or are so close to the line; and fairness to those who want to stay in their communities and maintain community cohesion.

We announced a voluntary purchase offer that would be available to people up to 120 metres from the railway in rural areas. Eligible owner-occupiers between the safeguarded area and 120 metres will be able to ask the Government to buy their homes at the unblighted market value. The scheme will be opened to applicants by the end of 2014 following further consultation on supplementary cash payment schemes.

As I said, we have people in Coventry outside the 120-metre area who have invested their life savings in a property, but cannot sell it. How will they be compensated?

I will move on to the measures for those further away, but we understand that many people’s biggest asset is their home. In fact, many people see their home as part of their retirement package.

We announced a “need to sell” scheme to help property owners who have a compelling need to sell their home, but are unable to do so because of our plans to build HS2. There will be no outer boundary to that scheme, which will also be opened to applicants by the end of 2014. It will succeed the current exceptional hardship scheme for phase 1, which will then be closed. When we implement the voluntary purchase and “need to sell” schemes later this year, we will publish detailed guidance about how they will work.

We have also announced rent back, a rule that means that if a property that the Government have purchased under any of our schemes is suitable for letting, the previous owner may, if they wish, be considered for a Crown tenancy. That scheme was introduced on 9 April.

We have consulted separately over the summer on two supplementary cash payment schemes. The first would provide that, for owner-occupiers in the voluntary purchase area, an alternative cash offer of 10% of the unblighted market value of their property, with a cap of £100,000 and a minimum payment of £30,000, would apply.

I absolutely agree with my hon. Friend. Cycling is a great way to see our beautiful countryside and to keep fit, so perhaps it provides a bit of alternative training for those rugby players.

Holmfirth cycling club offers weekly mountain bike rides and midweek rides, and once a month there is a long weekend ride. There are also training sessions for young riders and adult cyclo-cross training.

Streetbikes in Lockwood, led by the inspirational Gill Greaves, works with schools and community groups, teaching adults and children how to cycle. It also fixes unwanted bikes and donates them back into the community. Its projects are growing week on week. Some 50 people regularly turn up to “rock up and ride” events, and 80 people attended a mixed ability session last Thursday.

I appreciate what is happening inside and outside the hon. Gentleman’s constituency to encourage cycling. Are the clubs free or do they charge a levy?

Holmfirth cycling club is affiliated to British Cycling, so someone who joins British Cycling will be covered by all the insurances it provides. It is very good value—I think it costs about £20 for a year, which is not a huge amount for a whole year of cycling activities. Streetbikes is a local charity that refurbishes bikes donated by local companies and people and then gives them for free to people on low incomes in our community. It is a great scheme. At the Streetbikes cycling festival in August, 40 free recycled and refurbished bikes were given away and Streetbikes offered repairs and advice to riders.

There are 11 cycling organisations across Kirklees, including Streetbikes and other community groups. They offer various disciplines, such as BMX and mountain biking, track cycling, cyclo-cross, time trials and many more.

My part of the world is now looking forward to the Tour of Yorkshire on 1 to 3 May 2015. The routes will be announced in early 2015, but we hope they will grace my patch once again. The event is being organised by Welcome to Yorkshire and the Amaury Sport Organisation, the organisers of the Tour de France, and it will be backed by British Cycling. There will be three full stages over the three days, a women’s race and a mass participation event. That has inspired cyclists of all ages and abilities to get out on their bikes. The legacy continues. I congratulate Huddersfield New College student Gabz Cullaigh on being selected to represent GB in the junior road race squad at the recent world championships.

It is because of that enthusiasm for cycling that I back the recommendations of the “Get Britain Cycling” report and urge further action, not only by the Government, but by local councils and communities. On the specific recommendations, we need to redesign our roads and streets. Anyone who has, like me, tackled the chipping-laden road from Lockwood to Honley, where I live, will know of the urgent need for a proper cycle lane. I love cycling on the Meltham greenway, which is on a disused railway line, and we need more of such shared space. The needs of cyclists and pedestrians must be considered during planning applications.

Cycling needs to be safe; it can be dangerous and speed is often the culprit. We need to extend 20 mph speed limits in towns and villages, and consider limits on rural lanes. Good HGV cab design, giving drivers better sightlines, is an absolute must.

I have already mentioned Streetbikes. Let us give it funding for training and education at all primary and secondary schools in my area, and for other free training. Cycling is a healthy activity and it is good for our environment. Good progress is already being made. As of last autumn, 94% of primary schools and a fifth of secondary schools in Yorkshire had Bikeablity training sessions. Let us make more progress.

Gary Verity has become an inspirational figure in Yorkshire after his superb leadership in bidding for and running the successful Tour de France in Yorkshire. Let us have a national cycling champion and ask local councils to appoint a lead figure so that we know who to go to. They do not necessarily have to be a politician, but they should be someone who is responsible locally for all local cycling.

Let us spend at least £10 per head of the population on funding for cycling. On that note, I acknowledge that the Department for Transport has made significant investments in cycling, spending almost double the amount spent in the last five years of the previous Administration. Nearly all the projects being funded by the Department’s £600 million local sustainable transport fund now contain a cycling element. The Bikeability cycle training grant provides further funding of up to £40 per child training place, with training for a minimum of 600,000 children. I particularly welcome the Prime Minister’s announcement that funding will be extended into 2015-16. During the lifetime of this Parliament, £374 million of Government funds have already been committed directly towards cycling, but I want there to be more.

We saw at yesterday’s Prime Minister’s Question Time a number of bids, not least from my hon. Friend the Member for Milton Keynes South (Iain Stewart), who is not allowed to ask me a question today on this issue. So the bids are coming from far and wide, and I am very pleased about that.

12. May we make a bid for the new skills academy to be located in the west midlands, preferably in the Coventry area? The Government promised to publish a jobs and skills strategy for high-speed rail last July. It is almost a year and nothing has been produced. Can the Secretary of State give us a date when it will be published?

Let me deal with whether the academy should be in Coventry in the west midlands. Of course, the west midlands is a very large area. From Coventry to Wolverhampton to Birmingham, all those areas are making bids for the college and I am very pleased about that. [Interruption.] The hon. Member for Stoke-on-Trent South (Robert Flello) is saying that Stoke-on-Trent is in the west midlands. It is in the west midlands government area, but I am talking about the old west midlands metropolitan areas, which he may sort of remember.

HS2 itself has spent considerable taxpayer funds on trying to mitigate many of the environmental implications of the line, which might well head off petitioners. Indeed, I was speaking with representatives of the Ramblers Association only the other week, when we went on a 10-mile ramble in my constituency. They told me that they were hopeful that, because of the engagement with HS2, they might not have to petition, as their concerns had been answered. HS2 has been engaging with a number of potential petitioners, including local authorities, to try to allay some of their concerns and fears without the need to petition. That money has been well spent in addressing those issues.

Does the hon. Gentleman not think that it would antagonise the public more if, when their house was threatened with demolition, they were charged £20? Does he not see that that could have an adverse effect?

We do not believe that the £20 fee is prohibitive. Of course, if some of the amendments were agreed to today, we could have a situation in which e-petitioning was allowed, and at the same time no fee was payable, and we could find the work of that Committee being frustrated by large amounts of electronic petitioning, perhaps done in a vexatious way designed to hinder the progress of the Bill, rather than to improve it, as the petitioning process is designed to do.

I thank my hon. Friend for making that point. However, having analysed this carefully and brought in Sir David Higgins, who did the work for us and has a wealth of experience in major projects of this sort, we concur with him that the link does not represent value for money and we have therefore scrapped it; the House voted last night to do so. Although there may be an opportunity for the hybrid Bill Committee to consider passive provision so as not to obviate any potential future link, it is certainly not in our plans at the moment—nor, having heard the comments of Opposition Front Benchers, would Labour wish to press for it, should there be, God forbid, a change of Government at the next election.

About 20 years ago, I chaired the Committee on the hybrid Croydon Tramlink Bill. At that time, we accepted that there could be changes to the Government’s proposals and recommendations could be made. Is the Minister saying that no changes are going to be allowed if people want to introduce a spur or different forms of link?

I am saying that if the hybrid Bill Committee proposed changes that the Government agreed to, there would be a further opportunity for people who are directly affected by those changes to petition. The Bill cannot be changed in a way that affects people without their getting a second bite of the cherry, because they may not have considered petitioning in the first place.

There is a reason, which I will address in more detail. On the immediate question, there is ample evidence, particularly in the City of London, of a problem with unlicensed taxis and rogue minicab operators. If people drove around in private hire vehicles, it would be much easier for them to pick people up and engage in illegal activity. I have seen figures showing that in London last year there were 260 assaults and 54 rapes, so we should be cognisant of that.

If we look at the Bill in a broader sense, the Government are trying to deregulate health and safety, and the new clauses affect health and safety in a number of ways. Women are being attacked in unlicensed taxis, for example. Eighteen months ago, if I went outside not far from here, an unlicensed person would be touting to take my fare at an extortionate price. Finally, in answer to the hon. Member for Hexham (Guy Opperman), the taxi is primarily a working vehicle. That is a fundamental difference. To police that, a family vehicle and a working vehicle have to be distinguished.

I agree with my hon. Friend’s point. The fundamental point that I was trying to make before that series of interventions is that the Public Bill Committee did not have the opportunity to consider properly representations from the trade in the time scale allowed. My understanding is that these new clauses had not been tabled when the evidence sessions were held. It is important that those representations are properly considered.

A number of important stakeholders—including the Local Government Association, which has contacted me—have said that the informal consultation on the measures has been completely inadequate. What is the point of the Law Commission going to the expense of compiling a detailed report if we are not going to wait for its outcome? Undoubtedly, a considerable amount of time, money and effort have been spent on it, and Members should have an answer.

I beg to move, That the Bill be now read a Second time.

It is 120 years since we last built a main line railway north of London. It is even longer since, in 1833, this House voted to start what is known as the west coast main line. The line was not meant to be a national route; it became one almost by accident. It was a railway built with twists and turns to placate landowners, for slow steam trains pulling open-top carriages. It is worth recalling that in 1832 Parliament rejected the initial Bill because some people objected, arguing that canals were all we would ever need for long-distance travel. Today, we ask far too much of the line. If we were talking about roads, it would be as if traffic still had to go up Watling street, as if the M1 and M6 had never been built, and we tried to solve our transport needs by just patching up old roads—a roundabout here, a bridge there—as if incremental change could make all the difference. Well, we tried that: we spent £9 billion upgrading the west coast main line a decade ago, and most of that work did not even get south of Rugby. Cities and towns in the north deserve better. Scotland deserves better. Britain deserves better.

That is why I stand at the Dispatch Box today to support High Speed 2, a new north-south railway line. I do so with much humility and not a little trepidation, but also with confidence, because although I wholly understand the concerns of hon. Members whose constituents are affected by the route, I also know that this is a decision we cannot duck. We have waited long enough. The west coast main line can take no more; it is increasingly full. More than that, London and the south-east are also increasingly full, caught in a cycle of rising house prices, some of the most expensive commercial rents in the world and transport congestion, while cities in the north want to grow. It is time to help to break that cycle—time to connect great cities such as Birmingham, Manchester, Sheffield, Leeds and Liverpool.

The right hon. Gentleman has said in the past that Coventry would benefit, but can he tell me how? If we are not careful, there could be economic problems with investment in Coventry.

If I may, I will come in a little while to how I think places such as Coventry, Northampton, Rugby and elsewhere will benefit from the building of HS2. It is not just a matter of time; it is also a matter of the capacity available to the United Kingdom in its railway network. However, I will come to that.

Scrutiny is one thing that the Bill has not been short of since it was published. The Select Committee will be given certain instructions, which will be debated tomorrow, and I am sure that my hon. Friend will have the opportunity to raise his point in that debate.

It is essential that we get this investment right. That is why I welcome Sir David Higgins’s recent report “HS2 Plus”, which took a hard look at the plans. He proposes better developments at Euston, getting services to the north sooner, integrating HS2 more effectively with the existing rail network, and working with local authorities and businesses across the midlands and the north to ensure that they get the right railway for their needs. The Government support him in all that.

It is also right that the project should be built to budget and that is an essential part of the task we have set. In his report, Sir David says that the current £21.4 billion budget for phase 1 is right, but he goes on to warn that time is money. He cannot reduce the contingency budget of around £6 billion at this stage while the legislation has not yet been passed. In short, he throws a responsibility to all of us in the House; yes, a responsibility to consider the Bill properly, but not to delay it needlessly.

Sometimes people ask why we are rushing HS2. Some people ask why on earth it is taking so long. The answer is that we are doing it properly and to the timetable set out by the last Government in 2010, so that the first services run in 2026. But the final choice lies with Parliament. Last year, we passed the paving Act, which prepared for a new high-speed route to the midlands and the north. With support from the Government and Opposition, the House voted for the Act by 350 to 34. The Bill before us today will provide the detailed authorisation. As Parliament considers the Bill for phase 1, we will prepare our proposals for phase 2, responding to the Higgins challenge to accelerate and improve it so that the most can be made of this investment—a commitment to get high-speed services to more towns and cities in the midlands and the north, and, crucially, to make sure that we get the most out of the economic opportunities it will bring.

I did not realise that my hon. Friend originally came from Crewe, which given its connections is a very important railway town, always has been and always will be. I will want to consider his point about the later connections on to the west coast main line in the light of Sir David Higgins’s recommendations.

Given that Coventry will not benefit from high-speed rail, what will the Secretary of State do about the potential investment vacuum in Coventry and similar cities, and what will he do about negative equity?

I very much believe and hope that HS2 will be beneficial to Coventry. The entire west midlands benefits from HS2 and Coventry is certainly part of that wider west midlands conurbation. I want to see greater interconnection between the cities, and we have the time to plan and get that right. In this control period and the next one for Network Rail, we will be able to build on certain proposals that I know Coventry wants. Representatives of Coventry have been to see me and made recommendations about certain line improvements that they want to see.

What is the Secretary of State doing about the congestion at Tollbar End, which is affecting businesses, particularly those in the export market, and people getting to work? I contacted his Department last week but I still have not had an answer.

I am very sorry that the hon. Gentleman has not had an answer. I could compare the time delays in reply to correspondence under this and the previous Government, but instead I will try to get the hon. Gentleman an answer as quickly as possible. We are investing significant amounts in road infrastructure, more than that invested by the previous Government. That shows this Government’s overall commitment to infrastructure investment in the United Kingdom.
