I am grateful to the hon. Gentleman for his comments about those who have suffered so much in the recent floods.

The recent national planning policy framework is absolutely clear. It seeks to ensure that development is located away from flood risk wherever possible; that the development that is needed in flood-risk areas is safe and resilient; that flood risk is assessed so it can be avoided and managed; and that opportunities offered by new development are used to reduce the causes and impacts of flooding.

The Secretary of State’s hon. Friend, the Under-Secretary of State, will have seen the heart-wrenching devastation caused by terrible flooding last weekend in the town of Malmesbury in my constituency. They were not new houses on flood plains; 500-year-old cottages on the verge of the river were particularly badly affected. The people there are badly affected by the fact that they cannot get contents insurance. What steps is the Secretary of State taking to enter into negotiations with the Association of British Insurers to reach a solution that will allow everyone, whether in flood-affected areas or not, to insure the contents of their houses?

I wholeheartedly concur with my hon. Friend’s comments about the real difficulties faced in Malmesbury, which was visited by my hon. Friend the Under-Secretary of State.

The first meeting I had outside the office was with the ABI in September, and we have been working closely in recent weeks. We are involved in detailed negotiations, as the statement of principles was always going to come to an end in 2013. We want to achieve a better system of insurance that is as comprehensive as possible, provides affordability, and is not a huge burden on the taxpayer. Those detailed negotiations are continuing. The ball is in the ABI’s court and we look forward to hearing from it shortly.

Even coming from Brighton Pavilion does not stop someone reading the science. I would like the debate to be based on the science, not on emotional calls from the Government Benches. Professor Lord Krebs, who devised the randomised badger cull and is firmly opposed to the cull, has said:

“I have not found any scientists who are experts in population biology in the distribution of infectious diseases in wildlife who think that culling is a good idea… People have cherry-picked certain results to try to get the argument that they want.”

The hon. Lady is being extremely generous with her time, for which I am most grateful. The arguments about which scientists said what should surely be answered by a paper that was produced by DEFRA following a meeting, held by the Department on 4 April 2011, of the key scientific experts, including Lord Krebs and many other eminent scientists. Its No. 1 conclusion was:

“The science base generated from the RBCT shows that proactive badger culling as conducted in the trial resulted in an overall beneficial effect compared with ‘survey only’ (no cull) areas”.

Scientists at DEFRA were in agreement and came to that conclusion. That is a Government paper. Surely we should move on from going backwards and forwards on which scientists said what. There is some benefit to be had from a cull. It is not the only answer.

I do not want to give way again in the time I have left.

I was concerned that the new Secretary of State seems not to have got to grips with cattle-to-cattle transmission, but I accept that tighter controls will be introduced from next year, which I welcome. When his predecessor as Secretary of State, the right hon. Member for Meriden (Mrs Spelman), made a statement on the cull just before the Christmas recess, she failed to mention cattle-to-cattle transmission, as I pointed out to her at the time, although she did mention it in her statement in July. There is a degree of complacency in the Department for Environment, Food and Rural Affairs on cattle-to-cattle transmission, which needs to be addressed.

On the history of bovine TB, it is clear is that, in the 1960s, when strict quarantine rules and the rigorous testing of cattle were in place, bovine TB was almost eliminated from the UK. However, farmers were not happy with the regime and complained, and, to quote George Monbiot:

“TB returned with a vengeance”.

Professor Graham Medley of the university of Warwick has said that the only way to eradicate TB in cattle would be a return to the stricter and more effective controls that were in place 40 years ago. Professor John Bourne, who led the randomised badger culling trial—which, as we know, concluded that badger culling could make “no meaningful contribution” to controlling bovine TB—agrees with Professor Medley. Professor Bourne has said that only stricter biosecurity can control bovine TB. The RBCT report states:

“Weaknesses in cattle testing regimes mean that cattle themselves contribute significantly to the persistence and spread of disease in all areas where TB occurs, and in some parts of Britain are likely to be the main source of infection. Scientific findings indicate that the rising incidence of disease can be reversed, and geographical spread contained, by the rigid application of cattle-based control measures alone”.

A European Commission report of September 2011 revealed significant evidence of bad practice in English farms. It found that failure to abide by cattle TB prevention measures was widespread. The Commission gave the UK €23 million in 2011 for bovine TB control measures. Its inspectors found that the removal of cattle with TB was below the target of 90% in 10 days, and that, in the first half of 2011, more than 1,000 cattle had not been removed after 30 days. It found that there were 3,300 overdue TB tests as of May 2011 and that many calf passports, which are used to track movements, were incomplete. It also found that only 56% of disease report forms had been completed on time. Funding cuts were cited as the reason for the failure of local authorities to update their databases.

The Commission report concluded that local authority surveys provided evidence that

“some cattle farmers may have been illegally swapping cattle ear tags, ie retaining TB-positive animals in their herds and sending less productive animals to slaughter in their place.”

A couple of Government Members are shaking their heads, but farmers have been prosecuted for that in the west country.

I am not going to give way.

The Commission found that there were missed targets on rapidly removing cattle with TB, and on the follow-up of missed tests. It found numerous shortcomings and

“weaknesses in cleaning and disinfection at farm, vehicle, market and slaughterhouse levels, exacerbated by lack of adequate supervision”.

All those problems increase the risk of TB spreading between cattle.

David Fisher, who was a DEFRA-funded TB inspector in Wales until 2011, has said:

“It is an open secret that isolation of [TB] reactors and inconclusive reactors is rare.”

He has said that DEFRA’s database showed that, in 2009, there was 20.8% non-compliance on bovine TB issues. There was only one instance that year of a dairy farm being checked for compliance with an isolation notice.

I welcome the fact that DEFRA has indicated that new rules and a crackdown on cattle movement, and increased TB testing, will take place from 1 January 2013, with restrictions on farms where a TB case is identified, but I support Mark Jones, a vet and executive director of the Humane Society International UK, who has said that Ministers should wait and assess the impact of tighter biosecurity measures. As has been said, in Wales, bovine TB has fallen since the badger cull was stopped in Wales and tighter measures were introduced. He says:

“There is some evidence…that TB in cattle is coming down. There needs to be time to see if there has been an impact, before going ahead with a massacre of badgers…It is cattle, not badgers, that are the main transmitters of bovine TB so it is utterly outrageous for badgers to pay the price for farmers’ failure to abide by proper biosecurity measures.”

I could not end on a better note than that.

I speak in an effort to unite the House, because the Opposition share the concern for farmers. I have a dairy farmer in my constituency, and my constituency contains a mix of urban and rural areas. I have spoken to that dairy farmer, and we both understand the impact of bovine TB on farmers and their business.

Having said that, most organisations in the UK have united in opposition to the badger cull, while the e-petition against it has been signed by 142,000 people. Even some who live and work in the countryside are not convinced that it will do what it is meant to do. Quite simply, free shooting of badgers in the dark is just that—a shot in the dark to control bovine TB. Independent scientific studies have shown that culling would be of little help and probably make the situation worse in some areas.

I was brought up in the hon. Gentleman’s constituency. Does he think that the attitude of his farmer or, indeed, his own attitude would be different if there was bovine TB in Scotland, which there is not? There are precious few badgers, too?

I would like to think that farmers in my area would not be convinced.

There is no accurate way of knowing how many badgers there are in an area, so how would we know when a cull had reached its quota of 70%? The culls are non-selective and would equally destroy healthy local badger populations. It is not possible to take out diseased badgers only. The research that the Government cherry-pick to try to justify their onslaught on badgers shows that even in TB hot spots most badgers are not infected. Licensed culling risks increasing cattle TB rather than reducing it. Imminent pilot culls are too slight to measure impacts before wider roll-outs of culling, and badger culling risks becoming a costly distraction from nationwide TB control. Vaccination is now possible for both cattle and badgers, and should be implemented as soon as possible, as it has been in Wales.

It has a lot to do with it, frankly. Killing animals that do not carry the disease is simply wrong.

There is a significant body of scientific evidence on the efficacy of culling, both supporting and rejecting the idea. The majority conclusion, however, is that a cull could be not only ineffective, but potentially counter-productive in controlling the disease, by increasing the number of infected badgers and cattle through the perturbation effect. That was highlighted by the research carried out by the independent scientific group in the randomised badger culling trial, which published its results in 2007 and warned against the results of badger culls. Dr Rosie Woodroffe, who was referred to earlier, is a former member of the ISG on cattle TB. She said earlier this month that

“all… evidence shows that culling badgers increases the proportion of badgers that have TB”.

As the Government have now admitted, there is also great unpredictability surrounding the logistical element of the cull. Using so-called shooting, it is unknown how many badgers will be destroyed or whether the shooters will have managed to fulfil their quota. The longer-term consequences on local ecosystems—such as an increase in fox populations—are not entirely foreseeable. The cost of the cull seems to be increasingly complex, but there is a general consensus that it is a bad deal for taxpayers.

As Professor McInerney, emeritus professor of agricultural policy at the university of Exeter—right in the heart of the worst bovine TB-affected area—said,

“You pay about £1.5 million to get the disease avoidance worth about £900,000.”

It seems that not enough research has been done into the most cost-effective way to carry out a cull, but also that spending money on an ineffective cull would be a disastrous step in the battle to control TB. If the Government were to redirect those resources into further research and the development of alternative options, such as a vaccination, they would get far better value for taxpayers.

Let me turn to public opinion. It is obvious to most that the vast majority of the public are against the cull, as is evident from the e-petition. The Government seem to have lost sight of public interest and have developed the cull, which seems to be attractive only to understandably desperate farmers. It seems unfair to present those farmers with a quick fix that has no hope of a sustainable or successful future and to entice them with it. The responsible thing to do would be to back down from the cull altogether and explore the alternatives, to which I will now turn.

Of course, vaccinating cattle is the obvious solution to the problem. However, until we can develop a test that can distinguish between vaccinated and infected cattle, there is no hope of getting EU law changed, although some people contend that there has been a major breakthrough even in this area—an argument that others will no doubt pick up. In the meantime, we could start a badger vaccination programme. We have been vaccinating badgers since 2010, and there have been positive results. Research published by Dr Mark Chambers in 2010, using evidence gained in a field trial, showed a 73.8% reduction in positive serological test results in badgers. Just as in humans, when enough of the population is vaccinated, prevalence of the disease reduces.

According to the Gloucestershire wildlife trust, vaccinating badgers costs £51 per hectare, but that cost could be lowered. Getting groups to combine their operations with nearby areas and to share fridges, traps and other costly items drastically cuts the costs, making vaccination not only a more ethical option, but cheaper than culling. The money saved from not carrying out the cull should be used to fund the development of an oral vaccine for badgers. We know that oral vaccination is a much more practical solution, and the sooner one is developed, the better.

The Welsh Government’s TB eradication programme is something that we should monitor closely and consider adopting for England. The programme has combined badger vaccination with stricter cattle controls and improved biosecurity and has had some success.

The hon. Gentleman is absolutely right to say that, until we get a grip on this, these horrendous slaughter figures will continue at an horrendous cost and cause horrendous damage to famers’ livelihoods and their families. That is clear, but we have to respect the science. The NFU told me this morning that it cannot achieve the 70% and, if we agree with the science, which states that if we cull less than 70% we provoke perturbation, I have to respect that advice. The hon. Gentleman is from Northern Ireland, so he knows perfectly well the value of a cull. The four counties trial showed a 96% reduction in Donegal. There is no question but that bearing down on wildlife and cattle will eradicate the disease eventually.

Farmers across North Wiltshire will be disappointed about the delay—although they will understand it—but so will true wildlife lovers. Will the Secretary of State confirm that even if a workable badger vaccine was available—there probably is not—it would have no effect whatsoever on badgers that are ill? In other words the hundreds of badgers that are ill, underground and dying in agony would not be affected even if a vaccine was available.

My hon. Friend’s constituents will be as disappointed as mine about this delay and postponement. There is actually an injectable badger vaccine, which was licensed in March last year, but everybody needs to consider the practicality. We have an enormously increased badger population. It is certainly 250,000 to 300,000. An injectable vaccine requires injecting every badger every year and, as I have said on cattle vaccine, it is not possible to cure an animal that is already diseased so, with the deepest respect to the Welsh Government, I am doubtful of the value of that process.

I congratulate the hon. Gentleman on securing this important debate. He says that it has taken us two years to produce new measures to tackle this scourge, but, while it is true that the previous Government introduced a consultation right at the end of their time in office, nothing was done in the preceding 13 years, so it is ungenerous to suggest that we have taken too long.

The hon. Gentleman has made an interesting point about the fact that the Act has not worked because irresponsible people have ignored it, and that those who continue to breed dangerous dogs are outside the law. Why would action by the Government have any effect whatever on those thugs and criminals who are ignoring the law?

I welcome the Government’s guidelines to crack down on such people, who are completely outside the law. To respond to the hon. Member for Ealing Central and Acton (Angie Bray), yes, we had 13 years, but two years is too long and the Government have a responsibility. We are where we are.

On average, 12 postal workers are attacked by dogs every day. Many do not return to their job because of the physical and psychological effects of the attack. Even Members of this House have been victims of dog attacks. When I came in with a big bandage on my hand, a number of people told me that they knew of party workers who had been chased or bitten by dogs. Everybody I spoke to had some experience on the doorstep of being chased by dogs, although I do not know whether the dogs were Tory or Labour. A recent RSPCA survey underlined that fact and found that more than half of MPs had been bitten or chased by dogs while delivering leaflets over the past five years, while almost 80% of Members have seen one of their constituency team bitten or chased. Perhaps it is unsurprising that, according to the same survey, more than half of MPs believe that the current dog legislation is ineffective.

To return to the point made by the hon. Member for Dartford (Gareth Johnson), we often talk about dangerous dogs in the context of being bitten or chased, but the cost of dangerous dogs cannot be underestimated. Last year, police forces in England and Wales spent £3 million kennelling dogs seized under the 1991 Act. My concern is that, after two years of waiting for worthwhile legislation, the Government’s proposals do not go far enough. Frankly, they are a missed opportunity and we must wonder how much of a priority tackling irresponsible dog ownership really is. However, we have to be careful—it is no good blaming the dogs. In many cases it is often not so much problem dogs, but problem owners. Although it is important that we enforce new, more effective legislation, it will only work if a number of steps are taken to influence owners and better educate the public.

As I said, the owners of dogs that are abandoned and demonised need to be held accountable. In Wales, the Welsh Assembly has taken the lead on the microchipping of dogs and is currently consulting on the compulsory microchipping of puppies and on whether the ownership and information about a dog should be recorded on an approved database. The idea is that owners with microchipped dogs will be encouraged to put the welfare of their dog first, as well as to take more responsibility for the animal’s behaviour.

In Northern Ireland, the microchipping of dogs will become a compulsory condition of someone being issued a dog licence. What is more, the compulsory microchipping of all dogs has widespread public support. Not only do groups such as the Dogs Trust, Battersea dogs home and the Chartered Institute of Environmental Health support the measure, but a recent Dogs Trust survey found that 83% of the UK population believe in compulsory microchipping. If the Government want to introduce worthwhile dog legislation, they have to extend microchipping beyond puppies.

I am listening carefully to what the hon. Gentleman has to say. I quite understand that compulsory microchipping might help with stray dogs being rehomed and returned to their owners. However, I cannot imagine what possible connection there is between the compulsory microchipping of dogs and either the Scottie dog that very tragically attacked a child or, indeed, a perfectly normal dog that is microchipped and attacks a canvasser sticking leaflets through a door. What relationship is there between microchipping and controlling these dogs?

To be honest, it is quite simple. We have no way of identifying these dogs. We do not know who owns them. If we have microchipping, we know who the owners are. At the end of the day, when I was bitten through a letterbox—

That is a different case. When I was bitten through a letterbox, I did not know who owned that dog. I could not track that person down. I knocked on the door and there was no answer. Somebody’s dog bit me and I do not know who owns it. If we are going to introduce major measures, we need to know who owns these dogs.

The 2010 consultation did indeed show strong support in principle among the public for compulsory microchipping. We are asking people specific, practical questions about how that should be implemented, our preference being the compulsory microchipping of puppies because of the additional advantage that it tackles irresponsible dog breeding. Yes, it would have been nice to have a little more cross-party support for an issue that is complicated and which, I know, Opposition Members have regularly taken up, to their credit, requesting the Government to do something. Well, we have, and it would be nice to have that welcomed.

Despite the Secretary of State’s well-meaning proposals, does she agree that there is a risk that not one single criminal thug who breeds illegal dogs will go tripping into the vet to have his puppies microchipped, and that her proposals will result in a wonderful database of perfectly legal, decent, middle-class dog owners? It will have no effect whatever on illegal dogs and illegal owners.

Obviously we cannot legislate against every thug. When I visited the RSPCA’s hospital in Harmsworth, what struck me was the consequences of irresponsible dog ownership, both for animals and people. I am very sensitive to the concerns of Opposition Members such as the hon. Member for Liverpool, Wavertree (Luciana Berger), whose constituent John-Paul Massey was lost as a result of a dangerous dog attack. Perhaps my hon. Friend would focus on the fact that it is the suffering of victims that we are trying to address in this package.

The Prime Minister said, not so long ago, that the big society was

“the biggest possible opportunity for churches up and down the country to have a real social mission”.

I have no doubt that he appreciates the potential for churches and church buildings to be open not just for a few hours on a Sunday but throughout the whole week, to provide a basis for real social activity.

8. Historic churches across North Wiltshire, such as those at Castle Combe and Hullavington, will be relieved to hear what my hon. Friend has said, in a tentative way, about the possible increase in VAT to 20% on alterations. Does he agree, however, that replacing VAT exemption with a discretionary grant would not do, because it would not go to all churches? It would go only to those churches chosen by commissioners or other individuals, and lots of churches that currently have the exemption would therefore no longer have it.

I hope I have made it clear to the House that we share those concerns. That is why we are pushing for full exemption. The listed places of worship scheme is welcome, but it is very volatile and uncertain at the moment because people are never quite clear how much they will receive back under the scheme.

My hon. Friend is giving us a most interesting tour d’horizon of problems in rural areas. None the less, he has not touched for the moment on one important area—local government finance. Does he agree that the Government’s forthcoming review of local government finance across England should enable us to change the situation—to correct the anomaly whereby the Government spend about £200 per head in rural areas and about £400 per head in urban areas? Surely that is wrong and the forthcoming review of local government finance and, incidentally, of health finance as well should correct that anomaly.

My hon. Friend is spot-on. He also highlights some of the difficulties that arise from the definitions of rural and urban. In the past, not just the previous Government but probably the Government before them struggled to get a proper definition that enables that anomaly to be ironed out.

We probably all agree, on both sides of the House, that rural people are entrepreneurial, innovative and, above all, patient. They feel that they perform well despite government, rather than because of it. That does not necessarily apply specifically to the current Government. It is just a general feeling on the part of rural people that they have the skill and determination to overcome the obstacles that sometimes the Government inadvertently put in their path.

Rural people are unquestionably the key to economic regeneration and job creation in rural areas. There is the statistic, which some people might say is trite, that if every small or medium-sized enterprise in Wales hired just one person, there would be no unemployment in Wales at all. That is the raw statistic. Of course it is simplistic, but we are not talking about anything that is out of the reach of most people who have aspirations for their business. Such people epitomise the strivers politicians from all quarters always talk about. We refer to them as if they were our friends. They are the people who are there to bring the country out of recession, and that, indeed, is what they are doing. Sometimes, however, I question whether we quite recognise the additional challenges people in rural areas face in running their businesses.

As the shadow Minister will recall, we used to accuse Labour of doing things to, rather than for, the countryside. That is the nub of my opening remarks, from which my questions arise. I hope the Minister will be able to describe to us how he will be part of a re-energisation of rural communities. I hope he will remind rural communities not only of the fact that the Government are on their side, but of how they are on their side.

I hope the Minister will also be able to tell us about the Government’s plans for broadband and mobile phone coverage in not only rural areas, but isolated rural areas. If the Government’s plans for 95% of the country go ahead, as I hope they will, the few people left in the furthest retreats of rural Britain—the other 5%—will, through a fairly obvious logic, be put at a further disadvantage.

Briefly, there are GP surgeries in my area that dispense, and that has been a vital part of the service to the population. It does not take two or three hours to travel to a pharmacy, but it is highly inconvenient, especially when bus services are so patchy.

I want to refer to housing, and to mention that we have many unfit houses in Wales. However, the repair and renovation of housing is subject to VAT, and I think that that is wrong. VAT is charged on repair and renovation, but it is not charged in the same way on new build. Plaid Cymru has repeatedly called for a tax cut. It might surprise some hon. Members to hear that a usually left-of-centre party has called for tax cuts, but that is a particularly useful one. It is a matter of equality between people, such as a young couple renovating their first house—adding a kitchen and bathroom to the back of a pre-1919 terraced house, and being charged VAT for it—and someone retiring, say, from the City to the home counties, and building a retirement home, free of VAT.

Does the hon. Gentleman agree that some particularly unfortunate small print in the Budget was about VAT on the restoration of historic churches and houses? Because of that, it will be necessary to do away with the restoration of the church at Castle Combe in my constituency.

The hon. Gentleman makes a fine point. I had a hugely confusing conversation with the Welsh Government, some time ago, about historic and listed buildings being free of VAT. The conclusion, after 20 minutes of discussion, was agreement that they were free of VAT—but only for new build. Given that we were talking about historic and listed properties, the idea of building them anew seemed somewhat peculiar to me, to say the least.

I will conclude by saying that we have social housing in Wales, as elsewhere. Social housing is extremely valuable, but often it is of the wrong type, and in the wrong place. The ability of social landlords and local authorities to let houses in rural areas has been severely curtailed. In many villages in my area, social housing has been sold. It is not available. The proposed changes in housing benefit are unlikely to help. More people under 35 will be looking for houses in multiple occupation, of which we have few in rural Wales.

All of us abhor the use of wild dogs for criminal purposes, but does the Minister not agree that the law of unintended consequences may apply here, in that perfectly reasonable, sensible, law-abiding dog owners could be scooped up in complex, bureaucratic arrangements while criminals continue to use their dogs for illegal purposes?

I fully understand my hon. Friend’s concern, but I must point out to him that a very large proportion of dogs have already been microchipped on a voluntary basis by responsible owners. We are now trying to draw in that sector of the dog-owning community that has not done that. We are certainly not planning to create a bureaucratic scheme, but he will have to wait for the full announcement.

Ecclesiastical, the insurance company that insures the vast majority of churches, reports that last year alone more than 2,500 churches suffered thefts of lead, and that the cost of the resulting claims was about £4.6 million. Each of those claims represents a loss to a local community and a distraction to parishes from using their resources for local community life.

My hon. Friend may recall that last time we met I raised with him the issue of metal theft from war memorials that happened to be on church property. Since then, I have had meetings with people at the Imperial War museum, who told me that, of the estimated 100,000 war memorials in England today, only 60,000 are recorded. Will my hon. Friend enter into discussions with the Imperial War museum—perhaps in association with the Heritage Lottery Fund—to find not only funding but volunteers, so that we can complete the registration of all 100,000 war memorials?

As we come to the anniversary of the first world war from 2014 to 2018, I am sure that there will be considerable interest in war memorials. In my constituency and elsewhere, parishioners are writing books recording the history of those who took part, and I am sure that the Church would want to co-operate constructively with the Imperial War museum, the War Memorials Trust and any other organisation that sought to ensure that we protect war memorials. The theft of lead from war memorials is a particularly despicable crime.

I am sorry to say that the hon. Lady is misguided in thinking that there is a link between the intensification of dairy farming and the incidence of TB in cattle. There is no evidence of that.

Farmers across North Wiltshire, many of whom have been devastated by TB and have lost their herd some two or three times, will very much welcome the Secretary of State’s announcement today and will hope to be a part of the first 10, or even first two, trials. However, is she not concerned about the talk from Opposition Members about the security surrounding the cull? Is there not a risk that people will be enjoined by them and others to break the law in a way that was suggested by the hon. Member for Newport West (Paul Flynn)? Will she take steps to ensure that the precise location of the cull is not in the public domain so that such actions can be avoided?

I have had very careful conversations with the Home Secretary and with the Association of Chief Police Officers regarding security. Like members of the public, people who are licensed to undertake a cull have every right to expect their safety to be protected. Careful analysis has been undertaken by the police and I respect their expertise and thank them for their assistance.

There are great incentives to be given in the construction of new homes. In terms of the wider debate on development, sustainable development will put the onus on developers to show that the construction of these dwellings will have as minimal an impact as possible on the environment. This will be a real driver towards using water-conserving measures such as greywater schemes, sustainable drainage systems and a whole host of others that we will be bringing forward as this process goes further.

One reason for over-abstraction from rivers such as the source of the Thames and the Malmesbury, the Avon and the Kennet in my constituency is that the law prevents planners from considering water and sewerage availability when agreeing unwanted out-of-town developments and large-scale developments such as those around Swindon. Will the Minister have discussions with his colleagues at the Department for Communities and Local Government to consider whether planning law could be changed to avoid over-abstraction from rivers such as mine?

That is a matter of great concern to me. The River Kennet flows through my constituency, and when I stood in it in Marlborough the other day, it was as dry as the carpet on which I am standing. It is a very real problem, and the projections for population growth across this country in the years to come indicate that we have to address it now. We are setting out in the White Paper a vision that will precisely encompass the concerns so accurately voiced by my hon. Friend. We need to ensure that there is an adequate water supply so that our rivers and taps can continue to flow, and we are trying to link up those two very important requirements.
