“We want to end this double taxation”.

Of course we do, but that is not the same as a near-term pledge; it is a longer-term aspiration—[Interruption.] We have been quite upfront, quite unlike—[Interruption.] If she would care to hear me out, it is quite unlike the £28 billion firm commitment that her party made, and subsequently U-turned on, which was nothing short of fiscally reckless, and would have led to increases in interest rates, inflation, unemployment, and so on.

T2. I extend my gratitude to the Minister for Disabled People, Health and Work for recently holding a menopause roundtable that was particularly focused on employment in tourism and hospitality, and to Gatwick airport for hosting it. What steps will the menopause employment champion take next?

I am delighted about the regional roundtables, including in the leisure and hospitality sector, oil and gas, and education, among others. They are informing the sector work of the menopause employment champion, and her one-year report is now available, showcasing a variety of stakeholders’ perspectives, and outcomes for women who need support.

We have massively increased the number of people working on that at the moment. We are undertaking work against scams, we are prioritising cases in which the recipient is alive, and we will try to get that done by the end of the year. I am accelerating that as much as I can. I am very aware that it is a problem.

T7. This month has seen the uplifting of pensions and benefits by 10.1%, but what more is the Department doing to ensure that people in my constituency and around the country get the maximum that they are entitled to and, therefore, take up pension credit?

I thank my hon. Friend for all that he is doing to encourage pension credit take-up in Crawley. The Government have undertaken a sustained communications campaign to raise awareness of pension credit and promote its take-up. The latest stats release at the start of the year shows a substantial rise in the number of claims.

I expect that the hon. Lady’s constituent is receiving the caring element of universal credit, rather than carer’s allowance specifically, which is a slightly separate approach. Universal credit is a dynamic benefit. It reflects the fact that when a person is working more, they receive less support from other taxpayers, and—just as happened at the beginning of the covid pandemic—when taxpayers are working less, they immediately started receiving more. That is the success of universal credit, and we will continue to encourage people to get into work.

14. How many people have been auto-enrolled in workplace pensions in Crawley constituency since 2012.

Some 35,000 people have been automatically enrolled into a workplace pension in the Crawley constituency since 2012. We thank the 1,690 employers who have declared compliance with their enrolment duties. Some 10.7 million people across the country are now saving into a workplace pension.

I am grateful to receive those figures from the Minister, and I congratulate the Government on the record numbers of people auto-enrolled into workplace pensions, both in my Crawley constituency and across the country. Will he also pay tribute to some of the pension providers, such as B&CE, the People’s Pension, which is headquartered in Crawley?

I know the People’s Pension very well, and have met its staff many times. I have had the great privilege of coming to Crawley and meeting the team behind such a great organisation. It is a much-valued employer that is doing great work in making pensions accessible to the working population, both in Crawley and all across the country. That matters, because we used to have 26% of young people and 40% of women saving for a pension, and those figures are now well above 80% across the country.

This year, we will spend more than £129 billion on the state pension and benefits for pensioners in Great Britain, including, as I said, £5 billion on pension credit for the vulnerable. Pensioners can also benefit from wider Government support with energy costs on top of the warm home discount, the winter fuel payment and cold weather support.

I have. Literally hundreds of pounds a month can become available in the form of support for housing, council tax, the TV licence for the over-75s, NHS dental, warm home discounts and many other things—as I am setting out in my hon. Friend’s local paper. I am delighted to say that in so many different ways we are making the case that pension credit and the support is out there for our local residents.

We are absolutely working across Government; we also have our enhanced DWP youth offer, which is a programme of 13 weeks of intensive support to address key barriers and drive positive outcomes, including kickstart. I know that, as we speak, job offers are being made in my hon. Friend’s constituency and in his jobcentre. Crucially, we have also recruited 150 youth employability coaches who specialise in supporting young people with significant complex needs, to help them into work.

My hon. Friend is a doughty champion for Crawley. It is fantastic news that 35,000 people have been automatically enrolled into a workplace pension in the Crawley constituency as a whole. That is also thanks to the 1,600 employers who have supported them in their auto-enrolment duties.

Those are very impressive statistics that prove that this Government’s policy of auto-enrolment has been a great success. Will the Minister join me in paying tribute to auto-enrolment pension providers such as B&CE—The People’s Pension—which is based in my Crawley constituency?

I was delighted to meet The People’s Pension with my hon. Friend a couple of years ago and see the fantastic work that it does. It has more than 5 million members and is one of the largest providers in this important market. I am sure that we will continue to work with it as we expand automatic enrolment, take it to the first £1 earned and lower the entitlement age as we bring forward the 2017 automatic enrolment changes.

I thank the hon. Member for raising that point. We have been improving guidance and sharing best practice with employers. We have also made changes to statutory sick pay for those who are either self-isolating or sick to remove the four-day wait. It is disappointing to hear how that specific employer has treated their hard-working employee.

  What support is the Department for Work and Pensions providing to those who have unfortunately been made unemployed in aviation communities, which have of course been particularly negatively impacted by the covid-19 pandemic?

My hon. Friend knows the pain of the impact on the aviation sector, as do I in my nearby constituency. The DWP has a range of support for individuals who have been employed in this sector and are affected. The DWP rapid response service provides key help and advice for employers and their employees if they are facing redundancy. Our work coaches provide claimants with individual personalised support, utilising our plan for jobs, which includes SWAP—the sector-based work academy programme—for those currently displaced by the impact on the aviation sector. That can help to build confidence and transfer their very wide-ranging skills into other opportunities for the short or the longer term. As already set out, this is part of the menu of support that people could benefit from, including universal credit, new style ESA and support provided through local authorities or, if they qualify, £500 through the test and trace scheme. But on the wider point, through “Health is everyone’s business”, we have covered a range of measures to look at reforming SSP. We will publish those findings shortly, but they will look at things such as the rate, the structure and the lower earnings threshold, as well as actually dealing with the issue that people are either 100% fit or 100% sick without any phased return to work, which is something we are determined to change.

The covid-19 pandemic has presented some stark economic challenges for Crawley affecting people of all ages. What support has the Department for Work and Pensions put in place to help workers get back into work across my constituency?

In addition to the excellent work already being done at the Crawley youth hub in the town hall and the existing Jobcentre Plus, I am pleased that, as part of the DWP estates expansion and renewal programme, we will shortly open a new jobcentre at Forest Gate and a DWP response hub at Gatwick airport. As well as generating valuable employment opportunities, this will ensure that we can provide the support that individuals of all ages need in and around Crawley.

We think this is the right thing to do. It is fair to taxpayers, some of whom are on very low incomes, to ensure that the support that we provide under universal credit is for two children so that people who are on benefits have the same choices to make as people on low incomes in thinking about whether to have a third child. On the other point that the hon. Lady raised, I am carefully considering what action needs to be taken.

T5. I am pleased that employment levels in Crawley are above the national average, but what further support can be provided to get more people into work so that they can realise their full potential and that of our economy?

I thank my hon. Friend for the enormous amount of work that he does in supporting employers so that they can create jobs. He is right. We need to make sure that the jobs market is very strong, and that is why we make support available through universal credit, with one-to-one interaction.

My hon. Friend makes a very good point. As I have said, the customer satisfaction ratings are high, and the assessments themselves consistently meet our quality target, which is over 90%. I am pleased to say, however, that our plans for the video recording of the assessments are going very well, and the live testing trial will start later this month.

13. What estimate the Government have made of the number of people paying into workplace pensions.

Nearly 10 million people are enrolled in a workplace pension thanks to the success of automatic enrolment. In the Crawley constituency, approximately 48,000 eligible jobholders have been automatically enrolled, and thanks are due to the 1,600 employers who have fulfilled their duties locally.

Will my hon. Friend join me in paying tribute to Crawley-headquartered B&CE and its People’s Pension for playing such an important role in that roll-out of pensions?

It was a delight to visit The People’s Pension with my hon. Friend, to see the hundreds of local staff who are doing such a fantastic job and the work that the company is doing as a great local employer, to receive a Crawley Town football shirt—I must confess that I have not yet worn it—and to support a great local business.

T9. I am very grateful to Crawley DWP staff, who successfully helped with the transition to universal credit in June. Will my right hon. Friend update the House on the support available to claimants who are transferring?

I congratulate my hon. Friend on his work with the jobcentre in Crawley to ensure that claimants get the best benefits. We have had some changes from the Budget, as he will be aware, and will bring forward more details of regulations to help to deliver those outcomes as soon as possible.

Again, the hon. Gentleman raises a good point. As he will be aware, I am working with Opposition Members and with the Work and Pensions Committee to make sure that money from Motability—the charity or its operations—is being spent correctly and, most importantly, on disabled people. A report is being produced at this very minute.

T6. I put on record my thanks to Department for Work and Pensions staff in Crawley for the roll-out of universal credit, which has gone so well over the past month. There is just one case in which there has been a difficulty, and I am grateful to my right hon. Friend the Secretary of State for her commitment to pursue that. Is not that an example of how MPs working with their local DWP departments can make a positive difference?
