I thank my hon. Friend, who is nearly my constituency neighbour. He is absolutely right to pay tribute to Hayling Island RNLI lifeboat and the coastguard rescue team based in his constituency. It is important to realise, as I will discuss later in my speech, that although the RNLI does an amazing job, there are independent lifeboat stations around the country. They particularly struggled with fundraising during covid. Fundraising for independent lifeboats is wholly voluntary; it is done by members of the public in our constituencies.

The crews of independent lifeboats across the country do profound work. Volunteer-run, community-funded rescue services provide an essential lifeline to coastal communities. As of March 2024, there are approximately 80 independent lifeboats around the UK, many of which are represented by the National Independent Lifeboat Association—a fantastic organisation founded by the former Member of Parliament for Totnes, Anthony Mangnall, who was a champion for his local area and for independent lifeboats across the whole UK. NILA has done extraordinary work to increase public awareness of these profound organisations. However, that work remains an uphill battle. They lack resources in comparison with the RNLI, and there is still a long way to go.

The majority of the public assume that all lifeboats and water safety services fall under the remit of the RNLI, meaning that independent lifeboats lack recognition, which impacts funding, recruitment and inclusion in search and rescue provisions in the UK. NILA has a probational seat on the UK Search and Rescue Operators Group, which is a fantastic achievement and a testament to NILA’s dedication to saving lives at sea. It is a positive and practical step to bring greater support for independent lifeboats. However, a permanent position would allow independent lifeboats a stronger strategic voice in national planning. It would mean that when national standards, such as the rescue boat code, are revised, NILA can ensure that the standards also work for independent lifeboats. A permanent position in the search and rescue frameworks would increase recognition and representation for independent lifeboats and for the immense work that the volunteers do.

I welcome the Minister to her place, and ask her what discussions are taking place to ensure that NILA has a permanent position on the UKSAR Operator Group. Does she agree that a permanent position is a necessary step to shape policy and ultimately save more lives? She can answer that question in this debate if she wants—that would show her calibre—but if she cannot, will she commit to write to me and NILA, clearly communicating an answer, after this debate?

I thank the hon. Member for securing this important debate on independent lifeboats and their support. In my own constituency of Hastings and Rye, we have the Pett Level independent rescue boat, which does amazing work saving lives at sea all year round. They are all volunteers and all the money they raise comes from public donations. Will the hon. Member join me in paying tribute to them, as well as our local RNLI in Hastings and Rye harbours?

I could not have put it better myself, and of course I pay tribute to the organisations that the hon. Lady set out. It is good that she has an RNLI lifeboat and an independent lifeboat working in lockstep in her constituency, to ensure that her constituents are protected. I know a bit about that independent lifeboat because her predecessor, alongside Anthony Mangnall and myself, was involved in setting up NILA—although Anthony did most of the work. I absolutely pay tribute to those organisations, and it is a credit to her constituents that she is here today to share in this debate.

At this opportune moment, I would like to commend the Hamble lifeboat, which provides a vital service in my constituency. Operating in some of the most challenging marine conditions, Hamble lifeboat has been the cornerstone of rescue operations, saving lives since 1968. The Solent presents intense challenges as it is one of the busiest waterways globally, accommodating cruise ships, freight vessels, naval ships and smaller boats, while also witnessing double tides and a few sand bars, which means that rescue operations are far more likely to encounter complications.

The River Hamble also offers its own unique challenges due to extremely fast tides and obstacles. In both 2023 and 2024, Hamble lifeboat was the busiest independent lifeboat in the UK, responding to more than 230 call-outs. They work they do is tremendous, and I am honoured to be their voice in this debate. However, the recognition of independent lifeboats touches on one of the many challenges that these organisations face: they are funded entirely through local donations, grants and the power of community, as the Member for Hastings and Rye (Helena Dollimore) mentioned.

I am proud that, under the last Conservative Government, the rescue boat grant fund donated £5.7 million to more than 100 charities around the UK, including Hamble lifeboat, which as I mentioned is a fantastic independent lifeboat in my constituency. Sadly, the fund finished in 2020—and before Government Members shout at me about that, that decision was made by the last Government and I deeply regret it.

Many independent lifeboats have felt the financial pressures ripple through their organisations. The grant provided a lifeline of support to independent lifeboats, helping to upgrade equipment and allowing for quicker and safer launches in emergencies. Many independent lifeboats depend on community funding, which can take years to build up, in order to replace old and outdated boats.

For example, Hamble lifeboat operates two vessels, which together cost around £90,000 a year to maintain. Both are past their expected life service, having been in operation since 1997, but replacing them is estimated to cost around £1 million. It would take a small community, such as the people of Hamble village, years to raise such a sum, despite the amazing fundraising job those people do. That places significant pressure on the reliability of current boats and raises real concerns about operational resilience in future coastal emergencies.

My local lifeboat is just one example of the financial constraints that independent lifeboats face. I am sure we will hear from other Members from across the House about the difficulties that their independent lifeboats endure. Government funding would make a major difference, including by helping to upgrade vessels, crew equipment and communication devices, which are all vital to saving lives at sea. Volunteers risk a lot on these life-saving missions, so it is important that they are equipped with the appropriate gear to do their jobs.

T6.   I recently visited the ghost terminal at Ashford International train station, where five years ago Eurostar, shamefully, ceased to have its services stop. A report last month found that bringing back those international trains to Ashford could benefit our local economy in Sussex and Kent by over £2.5 billion, which would mean more jobs and more visitors for my constituents in Hastings and Rye. Will the Chancellor join me in calling on the train operators and the rail regulator to grasp that opportunity for growth?

I thank my hon. Friend for the work that she is doing to help grow the economy in all parts of the country, including Kent and Sussex. The Government have made significant commitments on the expansion of international rail services, and we are working closely with the German and Swiss Governments on direct links between our countries. Work is under way to understand the prospects for expansion of the number of services on the channel tunnel rail link. I absolutely agree that new opportunities at Ashford and Ebbsfleet have huge potential to help grow the economy, giving more opportunities for people in those communities to access good jobs and other leisure opportunities.

I will do so momentarily.

It started with broken promises. This was a party that said during the run-up to the general election that it had no intention of raising taxes left, right and centre, and yet within a month or two, this Government did precisely that, with devastating consequences: tax rises on businesses that stifle growth. They talked down the economy by confecting a £22 billion black hole that did not exist. What an irony it was that it was they who brought in the Office for Budget Responsibility to decide whether that £22 billion black hole existed and that the OBR said it could not legitimise the claim—the Government were wrong.

What happened with spending and borrowing? It got completely out of control. The combination of passing on price rises because of the national insurance increases, and the extra borrowing and spending, has led to higher inflation. We are an outlier when it comes to inflation.

The hon. Gentleman is entirely right. Of course, if the Government have got into a situation where they are having to scrabble around and look at property taxes, as we are debating this afternoon, than really nothing is safe from the taxman under this Government.

I gently remind the right hon. Member that since this Labour Government came to power, interest rates have been cut five times—a vote of confidence in our Chancellor, fixing the foundations of our economy. That saves the average family on an average tracker mortgage in my constituency over £100 a month. Will he remind me what happened to interest rates when his party was in power?

As the hon. Lady will know, interest rates are one of the key tools in monetary policy and are applied to bring down inflation. While she is right that there have been five reductions in the level of the base rate, there should have been many more. The reason is—the evidence is there—that this Government have stoked inflation. Inflation is still rising. It is at twice the level or thereabouts that it was on the day of the general election. When a Government stoke inflation, we pay the price through higher interest rates, and that is precisely what has been happening.

As the first female Prime Minister said, if they are going after you personally, it means you are winning the argument.

Let me help the hon. Member for Scarborough and Whitby with the second set of calculations that her Chancellor has got so wrong, because the Chancellor’s cockeyed accounting extends to the claim that farmers will be able to transfer £3 million tax-free. That is wrong. Only a few in a specific set of circumstances will be able to claim that magic figure. [Interruption.] There are jeers from Government Members, but that amount is not available to widows, it is not available to people who are single and it is not available to people who own a farm with another relative. Labour’s magic £3 million figure assumes that the surviving spouse lives some sort of monastic existence where they have no personal effects to pass on to their loved ones. As farmers from Sussex have asked, why are widows’ families being targeted?

A family wrote to me about their mother, who is a widow. They have calculated that they face an additional £200,000 tax bill from Labour because their father died before the Budget and so did not know to transfer his allowance.

We know that some Labour Members of Parliament have concerns. The hon. Member for South West Norfolk (Terry Jermy), who represents over 500 farms—I do not know whether he is in his place—has asked for assurances on the accuracy of figures used by the Government. Given the demolition of the Chancellor’s figures by the CAAV and many others, will he vote for the family farms in his constituency or will he toe the party line?

The CAAV’s concern about the figures being peddled by the Government is shared by the Institute for Fiscal Studies, CBI Economics and even the Office for Budget Responsibility. But it is not just about the numbers: Labour Members need to understand the emotional toll of this terrible tax. It is the worry, the distress and the sense of betrayal felt by families that should stop ambitious Labour MPs in their tracks before they parrot without question the figures given to them by their Ministers.

The right hon. Lady talks about the figures. Does she accept that her Government’s record was one of leaving £300 million of the farming budget unspent in the Treasury coffers, not helping farmers?

I thank the hon. Lady sincerely for raising that point, because she has—perhaps unwittingly—identified a contradiction in DEFRA’s own claims. It talks about a £300 million underspend, but last week it was cancelling the very capital grants that farmers around the country have been investing in, saying that it had run out of money. Well, it cannot be both. Perhaps that is yet another example of the cockeyed accounting of the Chancellor and the Environment Secretary.

My hon. Friend is absolutely correct. Farmers are of course price takers, not price setters, and they have always been under great pressure from the retail chain to keep their prices to a minimum, so that we can all enjoy cheaper food. That is a fact of life, and a very difficult challenge.

My colleague on the Select Committee has great expertise on the farming industry. He will therefore know that, for the last 14 years, the record of his party in government has been one of failure for our farming industry, with 12,000 farms closing since 2010 and energy bills skyrocketing because the Conservative party failed to invest in energy independence, hitting our farmers and reducing profitability.

We are going to have to agree to disagree on that point.

Frankly, this is a policy dreamt up by the Treasury on a spreadsheet. There has been no impact assessment, and there is no understanding of its impact on rural communities. This is not just an assault on farmers; it is an attack on the entire agricultural economy. The end result will be less British food, reduced British food security and fewer British jobs. Will the Minister please give our farmers some hope this Christmas, and look at this again?
