I beg to move,

That this House has considered e-petition 235053 relating to relationship and sex education.

It is a pleasure to serve under your chairmanship, Mrs Moon.

It is often said that the British have a funny relationship to sex; we certainly have a very strange relationship to sex education, sometimes. We live in a society where explicit imagery, pornography and material that demeans and degrades women is available at a few clicks of a mouse, yet there are still some who resist teaching our children the facts about not only their own bodies, but emotions, relationships and all the things they need to keep them safe while they are young and to enable them to form healthy relationships as they get older.

I wondered why that was, so before the debate I had a look at some of the material circulating about these proposals. I must say that some of it misinterprets what the Government are proposing and is designed, I think, to alarm parents. The petition itself is not specific. It refers to

“certain sexual and relational concepts”—

I think that was designed to avoid the rules about material that is offensive to certain groups—and suggests that some of the material produced for children does “more harm than good”.

Let me say that there is absolutely no evidence for that whatever—zilch. In fact, the research that has been done, mostly in America, shows that young people who receive good relationships and sex education are less likely to form early sexual relationships, less likely to have an unwanted pregnancy, less likely to get pregnant early and less likely to get a sexually transmitted disease. For me, that is a whole series of wins.

However, we do not need to look far to find a great deal of propaganda directed at parents about this. I found on YouTube a programme called “The Makinations”, in which a presenter introduces a lady who he says is a teacher, and she presents a number of books that she says are available in schools. They then go on to object to those books. For instance, they object to one that I presume is intended to talk to young children about differences, which says that girls can have long or short hair; I am guilty of that. They also talk about gay people “posing”—their word, not mine—as parents, and about “state-sanctioned child abuse” and even “graphic cartoon porn”.

I found that chilling, but not for the reasons the authors intended. If stuff such as this is being directed at parents, I am not surprised that they become alarmed. Honestly, the fact is that it was vile and homophobic, but it was also not true. I speak in this debate not only as a parent, but as someone who used to be a teacher—in fact, two of us here, myself and my hon. Friend the Member for Wythenshawe and Sale East (Mike Kane), have taught sex education in school, although in my case it was some time ago. Schools do not use books about a penguin with two daddies—the first penguin in the zoo with two daddies—with all children. They use them when children ask questions, or with children who might have two parents of the same sex, just as they would use a book about a single-parent family with a child who came from a single-parent family.

The hon. Lady is making some excellent points. I remember my mum telling me how frustrating it was, as a single parent, when she went to the bookshop to find some books about single parents and there was only one book about a little boy with a single mum and about building a bed. One book—and I was born in 1983. We have come a long way, but does she not agree that inclusive education on sexuality and all kinds of families is vital?

I do, and I will come to that later in my remarks. Those of us who are long in the tooth will remember the controversy over a book called “Jenny Lives with Eric and Martin” in the 1980s. That book was available to teachers to use as necessary; it was not used routinely in schools.

It is important to say what is and is not being proposed by the Government. The Children and Social Work Act 2017 requires all maintained primary schools to teach relationships education, and all maintained secondary schools to teach relationships and sex education. Importantly, it qualifies that with the words “age-appropriate”, because teachers know that we cannot teach children concepts that their mind cannot grapple with. They simply do not take it in. Learning how children’s brains develop is part of a teacher’s training. We would be wasting our time trying to teach them things they cannot possibly understand at a young age.

Following the 2017 Act, the Government put out a call for evidence on the teaching of RSE and personal, social, health and economic education, and then issued draft guidelines last year. I have not yet seen the final guidelines—well, I have seen them, but they are under an embargo until the Secretary of State has finished his statement to the House. I will come on to that in a minute.

The core issue is the freedom of individuals and families to make decisions about what the appropriate teaching for their youngsters is. There is an irony that, on the one hand, parents can withdraw their youngster from education totally and teach them at home, but when it comes to this one particular aspect of education the right to opt out is severely curtailed. That strikes me as very odd, especially for something so sensitive.

Many parents have written to me expressing concerns, and have expressed them in briefings that I have been given, that the state is taking away from them the responsibility that they believe ultimately rests with them. Parents may well decide that the relationships education that their children are receiving in school is appropriate; however, if they decide that it is not something that they want their youngster to be taught, the right to withdraw has been taken away from them.

It is also significant that most of the publicity surrounding this matter has been about lesbian, bisexual and gay relationships; when interviewed on Radio 4, the Ofsted chief inspector zoned in on that aspect. For some parents, those are not the kind of relationships that they want their children to be taught about by a stranger. If they are going to talk about those things, parents want the ability to teach their youngsters about that themselves. At least they would have control over what was taught in that instance.

No, I will not.

It is important that the state should not have a monopoly on such issues when it comes to the teaching of youngsters. I thought it significant that many Members who have talked about the importance of the regulations and expressed opposition to opt-outs are the very people who would, in many other instances, continually quote human rights obligations.

In a whole range of international rulings, including some by the European Court of Human Rights, and in international human rights law—I do not want to quote specific legislation or rulings—time and again the emphasis is that parents should ultimately have the right to know and decide what is taught to their youngsters, and should be able, where it is contrary to their beliefs, to exercise their right not to have their youngsters subjected to that kind of teaching. They should be the people who ultimately decide what values and beliefs are instilled in their children. It is significant that that aspect seems to have been missing from most of the speeches in this debate.

My final point is that the current rules either place a big burden on teachers or give far too many rights to headteachers. Nowhere are “exceptional circumstances” defined, so headteachers who particularly want their schools to push certain lifestyles in relationships education could refuse to allow parents to opt their children out. They may regard such parents as bigots, as people with funny views, as fundamentalists or as orthodox, which they do not like.

We have to remember that the secular trend in education can be quite aggressive at times: it gives headteachers who want to push an agenda a huge ability to say, “No, you cannot remove your children, whether you like it or not, because I want them to hear this.” On the other hand, the rules may place a burden on teachers and headteachers, because they will be left to make judgments without any specific guidelines or criteria. If headteachers are given no guidance, schools will inevitably make different decisions. I believe that that will put pressure on headteachers.

For all those reasons—individual freedom, the right for families to decide what they want their youngsters to be taught, and the ability for parents rather than teachers to make the final decision in the absence of clear guidelines—I believe that the only answer is to give parents the right to opt out in all circumstances where they decide, “This is not the kind of education that I want for my children.” I do not believe that children will be disadvantaged by that.

There are plenty of other, probably more effective ways for schools to deal with issues such as domestic violence or homophobic bullying. Having pastoral care, making sure that teachers know what is happening in the classroom and the playground—those are the ways to deal with it. I do not believe that the regulations will be a panacea or that they will deal with many of the issues that hon. Members have raised today.

It is a pleasure to serve under your chairship, Sir David, and to have sat through the wide range of contributions to the debate—that is probably the only way I can describe them. Although I appreciate that this is a contentious issue, it is not a difficult one. The petition is about potential rights, but at the heart of the issue are children’s rights and, unfortunately, some of the speakers have forgotten that.

As far as I am aware, I am the only member of the LGBT community to speak in the debate. I am a lesbian, and I started primary school in Scotland during the year that section 28 came into force. This year, my four-and-a-half-year-old niece will start school in Scotland, during the first year that inclusive education is introduced. That is a source of great pride for me. However, as the hon. Member for Walthamstow (Stella Creasy) mentioned —unfortunately she is no longer in her place—the kind of bullying that I and some of my friends and colleagues experienced, and that is still experienced in schools, happens because of a fundamental lack of education, understanding and tolerance. I absolutely respect the rights of religious communities and of parents, but if they want an inclusive society—each religious group wants to be not just tolerated, but accepted— surely the best way to do that is for our children to be properly educated in their schools about the range of families, religions and people in our society.

The issue is of course devolved and I take on board the points made by a number of hon. Members about the implementation and the stress and concern that that has caused in some communities. That is regrettable. None of us is perfect—no Government or party—but from a Scottish perspective, the majority of parents in Scotland want schools to teach RSE: 92% in 2016 according to an independent poll for the PSHE Association. I want to highlight that Scottish perspective.

As has been said, nearly half of LGBT pupils—45%—are bullied for being LGBT. I am sure that some hon. Members will be aware of the work of Laura Bates, the founder of the Everyday Sexism Project, and writer of many an excellent column and book, most recently “Misogynation”, which I would suggest all hon. Members add to their reading lists. In her work, she recalls how young women described it as normal to be groped or sexually assaulted while wearing their school uniforms, and the shock that she experienced about the level of misconception and myth surrounding ideas about sexual relationships among young people.

A number of hon. Members have made the point about tracking the number of children in each school who are being taken out of RSE, and having discussions with their parents about how and what they are teaching their children is a sensible idea. I understand that some parents will have concerns about that, but surely a responsible parent with nothing to hide who has taken their child out of RSE should have no concerns about whether or not a school wants to support them in that decision. So many vulnerable children are being taken out of RSE. Are they not the ones who need that education and support? That goes to the heart of the matter.

Laura Bates also highlights the phenomenon of online harm, which I am conscious of as the SNP spokesperson on the Digital, Culture, Media and Sport Committee. Although I only managed to catch part of the Secretary of State’s speech before I came to this debate, Laura Bates points out how drastically outdated the UK Government’s current guidelines are: it is 19 years since they were last updated. In Scotland, we updated ours in 2014 and they are about to be updated again. One in 25 primary-aged children are sent a naked image by an adult according to research by the National Society for the Prevention of Cruelty to Children.

Educators have the responsibility to teach young people not only about sex and relationships, but about related issues, such as consent, conducting respectful relationships and the nature of unsafe relationships and abuse. I appreciate that in some quarters my view may not be popular, but it can only be damaging for a parent to take a child out of that vital education if they are not trained to an appropriate level and have the appropriate knowledge to prepare their child for what they will face. The hon. Member for Warrington North (Helen Jones), who spoke so powerfully in her speech, rightly said that although parents may be able to control what their children have on their phones or on the home computer—that is debateable and today there was a concerning article in The Times about the app TikTok, which asks children to strip—they have no control over what other children will show and put in front of their children.

It is only right and sensible, therefore, that any Government put the duty of care and safety of children first, and ensure that that education is holistic and informative. If children are not provided with that education, they will clearly be left exposed. As for the existing guidance for teaching relationships education or RSE, I think it is fair to say that repeal of a piece of legislation, or changing it, does not take away the problem. When we repealed section 28, we put nothing in its place. Children are still subjected to bullying, and not just to that.

LGBT young people, in particular in the trans community, have staggering rates of self-harm—80% or 90%. At the moment, a difficult and damaging debate is raging about trans rights. In reality—I think the hon. Member for Birmingham, Ladywood (Shabana Mahmood) made reference to this and gave her views—while the adults all argue about definitions and rights, children are much further ahead of them. When I talk to my local LGBT group, the Glitter Cannons, I find that some of those young people are much better informed than most of the adults I know. The reality is that those discussions and that education are taking place outside schools.

In Scotland, our LGBT education will be world leading. I pay tribute to the Time for Inclusive Education campaign, Stonewall, LGBT Youth Scotland and my colleagues in the Scottish Government, in particular John Swinney and Christina McKelvie, who were bold and brave and brought that policy forward. They consulted widely, although I know that people still have concerns, which we must work constructively on, as I hope and know the Minister will on the concerns expressed by Members about the legislation in England and Wales. In Scotland, however, our world-leading LGBT education policy will have no exemptions or opt-outs. It will embed LGBTI-inclusive education across the curriculum and subjects, which the Scottish Government believe to be a world first.

We talk about religious tolerance and freedom, but every religion has a spectrum. I am always minded to mention Vicky Beeching, who is a champion of inclusion and diversity in the Christian faith. She is a lesbian but also identifies as an evangelical Christian. When she came out a few years ago, before I came out, I had a discussion with her at an event about her experience. She faced a huge backlash and huge persecution, but she pressed on. Vicky’s book, “Undivided”, is absolutely worth the read—another one for Members to add to their reading list—and in it she talked about the reading and interpretation of the Bible and religious texts, and how certain communities can, for their own ends, interpret texts in a certain way. As we move on, as society progresses and evolves, people read those texts in different ways. I am not about to preach to any religion about how to look at its texts, but it is interesting that someone such as Vicky from the Christian community can talk from a scholarly and theological perspective about the Christian faith and how some in that faith have interpreted what the Bible says about LGBT people. It is vital to ensure that in our schools and societies, we recognise how society has moved on.

Pornography has become a huge issue, as many Members said, affecting young people’s sense of self and issues that they will come up against regarding consent. Not only in pornography but in advertising in general how our bodies are portrayed—how we should look, how women should look—is hugely damaging. If we do not teach our children how to interpret that and how to have meaningful, consensual and well-developed relationships, we are setting them up for spectacular failure. Some might argue that it is not for us legislators to interfere, but I absolutely take very seriously my responsibilities as an elected parliamentarian to ensure that children, wherever they are, are properly educated and prepared.

I am sure that the Minister will respond to the concerns expressed by some, and I take on board some concerns expressed by my own constituents, but I am also conscious of what the hon. Member for Brighton, Pavilion (Caroline Lucas) said: that there seems to be quite a lot of misinformation. The petition states:

“We have grave concerns about…about certain sexual and relational concepts”,

but it does not go into specifics. A lot of misinformation has seeped out into the public domain, and it is important that we counter it.

An incredible wealth of literature is out there to counter some of the narratives about sex, relationships and consent. I pay tribute to Lucy-Anne Holmes, the founder of the No More Page 3 campaign—it is a shame that the hon. Member for Brighton, Pavilion is no longer present, because she famously wore that T-shirt in the Chamber. Lucy-Anne Holmes did a huge amount for feminism, not only when she and her feminist colleagues managed to get rid of topless women on page 3, but in her work since then. She has just brought out a book, “Don’t Hold My Head Down”, which is a memoir about sex—another one for Members to add to their reading list. It talks about her journey into self-love and empowerment through sex, and about what healthy sex and relationships should and could look like.

When I read that book, it was almost like going on a journey through my own experiences. The reality is that so many of our young people are growing up in abusive relationships because they experience them at home or see them on television and in other media, and they do not understand what should be respectful and consensual. We must absolutely give them the best start in life by having inclusive education and doing everything we can to ensure that they are supported, can have fulfilling lives and, above all, are safe and protected.

Members for Henley (John Howell), for Congleton (Fiona Bruce), for Bolton West (Chris Green), for Brighton, Pavilion (Caroline Lucas), for East Antrim (Sammy Wilson), for Strangford (Jim Shannon) and for Livingston (Hannah Bardell), my hon. Friends the Members for Birmingham, Ladywood (Shabana Mahmood), for Walthamstow (Stella Creasy), for Bradford West (Naz Shah), for Oldham East and Saddleworth (Debbie Abrahams) and for Poplar and Limehouse (Jim Fitzpatrick), and my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne). Everyone made excellent speeches.

The Government are right to be doing what they are doing. The common good is the maximum utility for the most number of people, but always with a preferential option for those who cannot go along with the decisions. My hon. Friend the Member for Birmingham, Ladywood whetted my appetite regarding the culture wars today, but we must be careful not to engage in them. Government should and have a right to govern and bring forward guidance on this matter.

I also thank my hon. Friend the Member for Warrington North (Helen Jones), a woman with stunning oratory. She has absolutely brought due diligence to her work on the Petitions Committee and to introducing the debate today. She made powerful points that opened the debate up. I look forward to her soaring oratory when she winds up.

I just mentioned the common good; interestingly, the same concept exists in Judaism—tikkun olam—and in Islamic social thought, but we need to think about what that is. The hon. Member for East Antrim was right—I agreed with him—about one thing. As a school teacher myself, I used to rail against politicians in this place who thought that the answer to every social problem in our country was to get it on the school curriculum. It is not. Parents are the primary educators and we should remember that. The hon. Members for East Antrim and for Strangford might be on one side and the hon. Member for Livingston and my hon. Friend the Member for Poplar and Limehouse slightly on the other side, but I think there was a great degree of consensus in the debate.

A champion of RSE was my hon. Friend the Member for Rotherham (Sarah Champion), who got it included in the Children and Social Work Act 2017. Deciding what is in the national curriculum in social work Acts or amendments to them is not the proper way forward, or what I would want if I was in government, but she championed it, she won and here we are today. It is a shame that we did not have the guidance that would have informed this debate, and that the Secretary of State was on his feet in the main Chamber at the same time, but these are the circumstances in which we find ourselves. Proposals made by the Secretary of State at the time, the right hon. Member for Putney (Justine Greening), included making elements of PHSE mandatory in all schools and making new subjects—relationships education and relationships and sex education—mandatory at primary and secondary level respectively.

In the past, RSE was seen as an add-on, taught for an hour every fortnight by someone whose job it was not, or by an outside agency brought in to tick a particular box. That was backed up by the evidence of the Department for Education’s own data, which showed that time spent teaching PHSE fell 32% between 2011 and 2015. As a former PHSE co-ordinator I attribute some of that fall to my coming to Parliament.

High-quality relationships and sex education helps to create safe school communities where pupils can grow, learn and develop positive, healthy behaviour for life. Inadequate RSE leaves pupils vulnerable to abuse or exploitation, without an understanding of how to negotiate risky situations or where to go to for help. Statutory RSE needs to be part of the overall teacher training programme, and any qualified teachers whose role includes teaching it must be appropriately equipped and resourced. It needs to be done sensitively.

I taught year 5, including the sex education programme, for a number of years. There was a really well-developed policy through the Standing Advisory Council for Religious Education, local religious organisations and the local education authority. There was a sense of subsidiarity in how it was done in local areas. We lose that slightly through the multi-academy trust system, as my right hon. Friend the Member for Birmingham, Hodge Hill, pointed out. The policy was overseen by the headteacher, we held consultation meetings with all the parents of that class, we did one-to-ones, and we had an accelerated learning programme where objectives were clearly marked out and outcomes noted. It was done late into the term, when I had established good relationships with each child. It was overseen by a parent governor—Mrs Rocca in my case, who was also the school’s secretary—who would sit in on some of the lessons if the headteacher did not.

I would present myself at the school gates at the end of every day of those lessons, to ensure parents could interact with me. At the end of the lesson, when we had reached the objectives, the children could place a question into the pot and we would have an open, honest and constructive conversation about the questions they had. It was done really well at my school; I taught it well, but it was down to really strong leadership from the headteacher.

The Minister needs to outline what budget and resources his Department has identified to support schools, such as the school where I taught, so that teachers can deliver RSE effectively. The Government’s draft guidance clearly sets out the rights of parents and carers to withdraw pupils from sex education, but not relationships education. It also notes that the role of parents in the development of their children’s understanding of relationships is vital—they are the primary educators—and that all schools should work closely with parents when planning and delivering these subjects, to ensure all children and young people receive age-appropriate RSE. The Minister will probably touch upon whether it will be the same for LEA schools as for free schools and academies. We know there are differences in how the national curriculum is delivered.

For primary schools, the draft guidance states that headteachers will automatically grant a request to withdraw a pupil from any sex education that is not part of the science curriculum. For secondary schools, parents will still have a right to request to withdraw children from all sex education delivered as part of statutory RSE, and the request will be granted in all but exceptional circumstances. That will apply up until three terms before a child turns 16, at which point a child will be able to opt in to sex education if they so choose. The guidance is also clear that as primary educators, parents must be consulted on their school’s curriculum for relationships and relationships and sex education.

Children need to be taught what a coercive relationship is, whether violent or sexual. The Government have done remarkable work and I commend the Prime Minister —I rarely say that—on her work to combat human trafficking and the problems it creates. Children need to be taught what is appropriate and what is not when they meet people.

There is a danger that without a clearer steer from Government there will be big variations in what schools deem consultation with parents to be. That was the key message of the eloquent speech from my right hon. Friend the Member for Birmingham, Hodge Hill, about the issues at Parkfield. Will the Minister indicate what guidance and support will be available for primary schools to engage with parents on the RSE curriculum?

Views expressed through the consultation are helping to shape the final regulations and guidance, and the Department for Education expects to lay the regulations in spring 2019, alongside final draft guidance. We are expecting schools to be ready to deliver the statutory RSE curriculum in September, so there is not much time for consultation with parents and appropriate training and resources for teachers. Will the Minister outline the consideration he has given to the ability of schools to deliver within those timescales?

RSE is sensitive and can be emotive. Our priority has to be to keep our children healthy and safe. Like many in this Chamber, I believe that age-appropriate RSE should be a statutory subject in schools in order to teach children about mutual respect and the importance of healthy relationships. Its role does not end there. Greater Manchester Police are increasingly worried about child exploitation, but they are more worried about criminal child exploitation. Last year, just short of 10,000 children were off-rolled in years 9 and 10. The state had no idea where those children were. I have criticised the Minister about that, because it makes our young people hugely vulnerable.

The hon. Gentleman makes a particularly pertinent point. The rise in the development of apps and threats to children online are so quick that many parents cannot keep up. Parents who take their children out of school will not have the information to give them the help and support they will need.

I am sympathetic to that argument, but schools are increasingly off-rolling children and they are not being taught. The key vulnerability is in the home, but there are children outside who are not in school, which is a breeding ground for criminals who want to exploit children. I congratulate the hon. Lady on her powerful personal testimony.

Children must know their rights if they are to exercise them throughout their lives. Relationships and sex education is most effective when it sits as part of a whole-school approach embedded across the curriculum with well-trained staff, with an option for those with religious beliefs to have an input in that system. The Government must ensure schools have the resources to deliver that.

I was grateful to Unison and the British Association of Social Workers for the briefings they sent me in advance of the debate. I understand that the survey reported in the Unison briefing represents some challenges for the profession and its working environment. I will always be found looking to Government to provide more resources for vulnerable people. I would say on behalf of the Government—although I am sure the Minister can defend the Government perfectly well without me—that, according to the Library, since 2014-15 the money that has gone into children’s social work has gone up by 2% in real terms. We can always look for more, but I am glad that it is moving in the right direction.

I congratulate the hon. Gentleman on securing the debate. I had not intended to be here but I found myself with a little extra time, so I am glad to contribute. As he rightly said, many people do not come into contact with social workers, but I grew up with a mother who was a social worker in Muirhouse in Edinburgh—some may know it as the area on which the film “Trainspotting” was based—during the heroin explosion and HIV crisis in the ’80s. She went on to be a social work manager and lecture at university. So, I grew up with a great sense of social justice and the very difficult but ultimately rewarding job that social workers do. I strongly agree with the hon. Gentleman. It is important not least because of the health and equality issues that are raised, which he will know in his capacity as chair of the all-party group on HIV/AIDS. I will come on to CHOGM shortly.

There is another world, too. I am talking about a world in which 75 countries criminalise same-sex activity between consenting adults. That covers 2.9 billion people. Some 40% of the world’s population live in these jurisdictions, which means that more than 400 million people live under laws that punish same-sex activity, and punish it with the death penalty. Our all-party group was keen to secure this debate now because of the events in a number of countries last month, during the conference recess. What happened was a matter of grave concern.

In Azerbaijan, during the last two weeks of September, organised police raids led to mass arrests of perceived gay and bi men as well as trans women in the capital, Baku. The authorities claim that the arrests were made as part of a crackdown on prostitution, but activists and the victims’ lawyers claim that LGBT people were specifically targeted. While in detention, victims report being subjected to beatings, electric shock torture, forced medical examinations and other degrading treatment and ill-treatment. The majority of the detainees were charged with disobeying police orders, which is an administrative offence, and sentenced to between five and 20 days in custody. The country’s own Ministry of Internal Affairs stated that 83 people were detained in total.

The ambassador of the Republic of Azerbaijan noted that we were calling this debate and wrote to me this week. Let me quote what he says:

“I can reassure you that this was not a concerted effort to crack down on the LGBT community, but rather a police action to stop solicitation of sexual services in downtown Baku following complaints from local residents. It may be that some within the local police force acted over-zealously and exceeded their mandate. As soon as the appropriate authorities were made aware of this the police operation was stopped and all those detained were released.

I would like to reiterate that the Azerbaijani constitution guarantees all forms of freedom of expression. Same-sex sexual activity for both men and women has been decriminalised in Azerbaijan since September 1st 2000.”

That does not deal properly with the situation. Local groups have reported that, since the initial raids, the authorities continue to intimidate and harass people whom they perceive to be LGBT. It is very important that this House, and I hope the Government, send a very clear message to the Azerbaijani Government that that kind of oppression is unacceptable in the eyes of the global community.

This House heard an urgent question earlier this year about the terrible situation in Chechnya, with arbitrary arrests and the illegal detention and torture of LGBT people. That continues to take place as part of a wider crackdown on human rights, despite the protests that have been made to the Russian authorities.

In Egypt, more than 50 people have been arrested in response to the flying of rainbow flags at a pop concert in Cairo on 22 September. That act alone resulted in arrests. The victims stand accused of debauchery, inciting debauchery, promoting sexual deviance and belonging to a banned group—charges that carry up to 15 years in prison. Many have already been sentenced. Victims report being subject to beatings, sexual harassment and forced anal examinations while in detention.

Although same-sex conduct is not explicitly prohibited in Egypt, the Egyptian Parliament is now debating criminalising homosexuality with a proposed punishment of up to 15 years in prison. What are Her Majesty’s Government saying to the Egyptian authorities and Government about this terrible abuse of gay people for committing what we in this country would regard as no crime at all, but simply the freedom of expression of flying a flag? I was struck by a message sent to me by a young gay man living in Egypt who attended that concert. He said:

“I can hear those consistent steps. Coming closer. Fear. Is it happening? Fear. Are they coming for me?...This has been the most common stream of thoughts during the past weeks in Cairo. The thought of being arrested would not leave my mind ever since the recent escalation of the state in its crackdown on the LGBTQs in Egypt. Fear that has, more or less, accompanied me for a life time as a gay man in Egypt. It is heartbreaking to wake up everyday to a new chapter of fighting for your right to exist, just to be.”

These are not isolated cases. Attacks on freedom of expression and association of LGBT people are wide- spread in other countries. State action, in turn, licenses discrimination at best, violence at worse and a climate of fear under which LGBT people have to live.

In June 2013, the Russia Duma unanimously adopted, and President Putin signed, a nationwide law banning the distribution of propaganda for non-traditional sexual relations—often the excuse for measures that discriminate against LGBT people. Since the introduction of that Russian law, 14 countries have considered similar legislation in eastern Europe, central Asia and Africa.

Nigeria’s Same Sex Marriage (Prohibition) Act 2013 criminalises the formation, operation and support of gay clubs, societies and organisations, with sentences of up to 10 years’ imprisonment. Uganda’s Parliament passed a similar act—the Anti-Homosexuality Act 2014 —which would have prohibited the promotion of homosexuality by individuals and organisations, incurring penalties of up to seven years’ imprisonment. That has now been revoked, but Uganda’s Pride had to be cancelled this year as a consequence of the actions of the state and the police, who were absolutely determined that that expression should not take place.

It is sometimes suggested that the UK may be guilty of some kind of neo-colonialism by seeking to impose our views on countries in the same way as we did in the past. It is true that 40 of the 53 member states of the Commonwealth criminalised same-sex activity using legislation inherited from the British empire. I would argue that our history gives us a special responsibility to atone for the measures that we introduced, and to act. That view is shared by the Prime Minister, who—I am delighted to say—said last week at the PinkNews awards that, on the world stage, the Government are

“standing up for LGBT rights, and challenging at the highest level those governments which allow or inflict discrimination or abuse. The anti-LGBT laws which remain in some Commonwealth countries are a legacy of Britain’s Colonial past, so the UK government has a special responsibility to help change hearts and minds. We will ensure these important issues are discussed at the Commonwealth Heads of Government Meeting, which we are hosting in London next April.”

That is immensely welcome.

Only this week, the Commonwealth Equality Network of activists and non-governmental organisations is meeting in Malta to discuss how to reverse the oppression of gay people in too many Commonwealth countries. The stand that the Prime Minister has taken and the Government will take at CHOGM next year is very important. After all, what many of these countries are doing is in breach of the Commonwealth charter itself. Indeed, outside the Commonwealth, every country has signed up to the United Nations declaration of human rights—rights that guarantee liberty, freedom of expression and freedom from torture and oppression. That is why it is so important that we continue to support campaigns run by United Nations institutions, such as the Free & Equal campaign, as well as other multinational initiatives, such as the Equal Rights Coalition, which was launched last year with UK Government support. It now incorporates 29 Governments, who co-operate and share information, but it needs the continuing and active support of the UK Government.

I would argue that the UK Government, who have done a great deal in this area, can do much more, and I welcome the Prime Minister’s commitment to a high-level challenge. The all-party parliamentary group produced a report last year and made a number of specific recommendations on what the Government could do. First, they could adopt a cross-departmental strategy to ensure that all parts of the Government are co-ordinated and take the necessary steps, so that they can take a stance and promote the values that we in this country think are important. There are multiple actors—the Department for International Development, the Foreign Office, the Department of Health and the Home Office—and it is important that they are co-ordinated. I welcome the presence here of the Minister for Equalities, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb); he is a Minister in a domestic UK Department, but I nevertheless recognise his cross-cutting responsibility for these issues, and that co-ordination is important.

Secondly—this is perhaps one of the most important things of all—there is the funding that can be provided for LGBT activist groups on the ground. These are vulnerable, fragile groups, which are run by very brave activists in countries across sub-Saharan Africa, in Russia and in other countries that we have discussed and will discuss. They need support, and the support they can be given—yes, by private individuals and foundations, but also by the British Government—is immensely important. It is important that those funding streams that can be directed through British high commissions and embassies are maintained.

Thirdly, we should ensure that safe routes are given to people who flee persecution—particularly when they are applying for asylum—in the way that was done in countries such as Canada and other European countries in relation to the LGBT people who were so egregiously persecuted in Chechnya.

On the point about funding, does he agree that it is great to see so many corporate organisations supporting the Big Pride celebrations across the UK and globally, but they, too, need to think about how they can direct some of that funding and support to local groups across the UK and the world?

I thank the hon. Lady. I was coming to that point, but she has made it very effectively for me.

I will draw my remarks to a conclusion because others wish to get in. My central point is that we see terrible abuses of LGBT people globally, but change can be effected, and we should not be despondent about that. In Uganda, partly because of the influence of the World Bank, which was considering granting an important loan to the country, the President was prevailed on not to implement the law the Parliament had passed, which would have oppressed gay people. In Belize, a legal challenge has resulted in protection for LGBT people. In Mozambique, legislation has effected the same thing. We can effect change.

The United Kingdom has a really important role. We are still the fifth largest economy in the world. We have a global reach. We have important historic ties across the world, not least through the Commonwealth. We have one of the largest aid budgets in the world and the massive opportunity to exercise soft power and influence. In Cairo, the crackdown on gay people began when they flew the rainbow flag, and the flying of the rainbow flag over our own Parliament and our own Government buildings sends an important signal about an attachment to freedom and a belief in liberty and equality. We should not underestimate the fact that taking such a stance is not trite and not trivial. It matters. It matters in the eyes of the communities and activists who are looking for our support in other countries. People will be watching this debate, and they want to know that this House supports these communities on a cross-party basis and that the British Government supports them. We are talking about thousands of activists and millions of people. Let freedom ring for them!

It is a pleasure to follow the hon. Member for Ochil and South Perthshire (Luke Graham); we always welcome allies in these debates, and we have heard a number of powerful speeches. The right hon. Member for Arundel and South Downs (Nick Herbert) has done an excellent job, as does the all-party group, in bringing forward and raising the voices of those around the world who cannot speak for themselves.

Let us consider the following:

“gay people are born into and belong to every society in the world. They are all ages, all races, all faiths; they are doctors and teachers, farmers and bankers, soldiers and athletes; and whether we know it, or whether we acknowledge it, they are our family, our friends and our neighbours.

Being gay is not a Western invention; it is a human reality.”

Those are the excellent words of Hillary Rodham Clinton —words to which I have returned on many occasions in recent years.

As someone who took until I was 32 to come to terms with my own sexuality, I spent a lot of my early life hiding from myself, my feelings and my emotions, and from the truth of who I am and who I love. But I never, ever had to hide from the state or the police, or out of fear of being persecuted or killed. Sadly, as we have heard, that is the experience of many LGBT people around the globe in places such as Mauritania, Saudi Arabia, Iran and Afghanistan. In those countries, in 2017, being LGBT is punishable by death. It is therefore vital that we shine a light, as we have with many powerful speeches today, on those people who are being persecuted and who cannot speak for themselves.

As we know, the gay men in Chechnya who were unable to hide have been beaten, tortured or killed, and the stories that have emerged have sickened us all. There has been cross-party condemnation of those acts. It is good that international pressure has led to investigations, but questions remain about President Putin’s commitment to stopping these heinous crimes, and as The Guardian reported in May:

“Rights activists worry that Chechen authorities will do everything to obstruct the federal investigation into the allegations.”

The UK Government must continue to put pressure on Russia, and any future trade deals during or after Brexit must not be traded against human rights.

I am very proud that the UK and Scotland have come so far. Scotland is now recognised as one of the most progressive countries in the world on LGBT rights. As the hon. Member for Ribble Valley (Mr Evans) pointed out, the SNP is now the gayest party in this Parliament. I was proud to bring those numbers up and to be the most recent Member to come out. I am also proud that our leader in Scotland, Nicola Sturgeon, was one of the first leaders to take part in a Pride event and to speak at Glasgow Pride earlier this year. It is not a competition, though, although it was interesting to hear that a person now has to be gay to become a Conservative candidate—that is most definitely progress!

Like other Members, I pay tribute to Jordan Daly and Liam Stevenson from the Time for Inclusive Education campaign. They came to Parliament recently, and I was glad to co-host an event with the hon. Member for Rutherglen and Hamilton West (Gerard Killen) that they attended. They told us Jordan’s story, which is so powerful, and they have done so much to put pressure on the Scottish Government and on other Governments around the world. TIE has been recognised by the UN as a leading light—another example of how we are leading the world.

There are so many charities and organisations that we could recognise, but I want to draw particular attention to Stonewall and the Kaleidoscope Trust, which do important work not only here in the UK but around the world. A friend of mine who was openly gay at secondary school—something I was frankly too terrified to be—told me recently that had it not been for the support she had from Stonewall, she may not have survived. Stonewall was quite simply a lifeline that saved her life.

Does my hon. Friend agree that part of the reason why we have such a difficulty with bullying over LGBTI issues in schools throughout the United Kingdom is the legacy of the section 28 legislation, which made it very difficult for teachers to deal with these issues? Will she add to the list of those to whom she pays tribute the Labour Government in Scotland who, with SNP support, repealed that legislation in 2000, and the politicians and activists who fought for so many years against that pernicious legislation? I remember going on a march against it in Manchester in 1987. Will my hon. Friend pay tribute not to me, but to the people who fought that legislation?

Yes. I absolutely agree with my hon. and learned Friend. There is a great sense of consensus in the Chamber today. It is important that we pay tribute to those who came before us, including those in that Labour Government in Scotland, as well as to what the Conservative UK Government are doing now. The Minister for Women and Equalities is doing a lot of work on education and LGBT matters. It is so important that we all speak up and that we work together. We may disagree on many, many issues, but there will be areas of agreement.

There are some chinks of light internationally in the battle for LGBT rights. Countries such as Australia are finally catching up and having a public survey or plebiscite on equal marriage. I should declare an interest as the partner of an Australian citizen. It saddens me that she does not have the same rights at home in Australia as she has here in Scotland and the UK.

I also pay tribute to the Minister for Europe and the Americas, the right hon. Member for Rutland and Melton (Sir Alan Duncan), who is not in his place now but was earlier, and who took part, along with other Members, in a programme I made with the BBC’s “Victoria Derbyshire” programme about politicians and their experiences of coming out. I might not always agree with him, but I respect the position he took recently on LGBT rights when he addressed the Chicago Council on Global Affairs. He said that,

“the UK is committed to promoting and protecting the rights of women and girls and of LGBT people everywhere, and to building a wider international consensus around efforts to advance equality and justice. That includes here in the US, because this is another area on which the UK government and the US Administration do not see entirely eye to eye. We have made clear that we oppose all discrimination, including within the Armed Forces.”

The hon. Member for Ochil and South Perthshire referred to President Trump’s abhorrent stance on transgender people in the army. The restoration of the military ban on transgender people is just another regressive and divisive step that he has made, and it is good to see the UK Government standing up to it. Perhaps President Trump could take inspiration from former President Jimmy Carter, who famously said:

“America did not invent human rights. In a very real sense human rights invented America”.

The hon. Member for Reigate (Crispin Blunt) asked an important question about PrEP. I am sure he will join me in congratulating the SNP Government in Scotland on having made PrEP free on the NHS in Scotland. We would be happy to share our experience and hope that his Government will come forward with similar plans as soon as possible. He previously asked a question about which British embassies flew the rainbow flag on Pride day and International Day against Homophobia, Transphobia and Biphobia, and got the following response:

“The promotion and protection of LGBT rights is a UK foreign policy priority”

but

“no…records are kept”.

I am sure he will agree that if we are to promote LGBT rights, we should be tracking the progress of our embassies and missions around the world. I am sure it is a policy priority for them all.

Progress has been made, however, and there are other chinks of light, including in Taiwan and Malta. The latter has become the first European country to ban conversion therapy—something we will all find utterly abhorrent.

In conclusion, someone at Pride in London spoke powerfully before the march about how across the UK we must continue to have lists and celebrate our LGBT leaders and to march for those who cannot march. Most importantly, we must set the best possible example to the rest of the world and make sure that no one is persecuted just for loving the person they love.

We will consult on the content of relationships and sex education shortly, but we want to ensure that it is LGBT-inclusive.

We announced in July that the Government also want to consult on reforming the Gender Recognition Act to ensure that we are providing the best possible support for transgender people. We know that many trans people now find the focus on medical checks in the gender recognition process very intrusive and stigmatising. In July, the Government launched a national LGBT survey, to help us to understand the experiences of all LGBT people in the UK. The survey closed earlier this month and the response we received was unprecedented, with well over 100,000 responses. That makes it one of the largest surveys of its kind in the world. The survey will be hugely important in policy development on LGBT issues.

One area of focus for the all-party group was LGBT asylum seekers, an issue also raised by the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald). We are focusing on building an inclusive society. An important element of that is ensuring that Britain is a safe haven for those who may be experiencing persecution and abuse because they are LGBT. We must ensure that LGBT people seeking to escape extreme discrimination are safe in this country while their claims are processed. In September last year, the Government introduced the “adult at risk” concept into decision making on immigration. This concept acts on the assumption that vulnerable people who may be at risk of particular harm in detention should not be detained. That builds on the existing legal framework already in place. We have worked closely with organisations such as Stonewall, the UK Lesbian & Gay Immigration Group and the UN High Commission for Refugees to develop guidance and training for staff in detention centres. We continue to liaise with these groups to consider what further improvements can be made.

As a world leader on LGBT equality, this country has a moral duty to work to improve the lives of LGBT people living in other countries. Sadly, homosexuality is still illegal in 72 countries and punishable by death in eight. The Government remain committed to working with like-minded countries and with the Equal Rights Coalition, of which the UK is a founding member, to stand up for LGBT rights internationally. At the very highest levels of government, we are challenging those who inflict or allow discrimination against LGBT people. We urge those countries that continue to criminalise same-sex relations to take steps towards decriminalisation, and we urge all countries to ensure that they have legislation that protects LGBT people from all forms of discrimination.

My right hon. Friend the Member for Arundel and South Downs raised the issue of funding of local LGBT groups internationally. We have committed over £1.6 million from the Magna Carta Fund for Human Rights and Democracy to projects working to promote and protect LGBT rights. That includes about £350,000 for the UN Free & Equal campaign. Last year, the UK supported the establishment of the UN’s first ever independent expert on sexual orientation and gender identity, and we vigorously defended his mandate when it was challenged by other states. We truly regret the resignation of the independent expert due to ill health and commend Professor Muntarbhorn for his work. It is vital that a successor be found quickly to continue this important work. We will continue to support that mandate.

My hon. Friends the Members for Ribble Valley (Mr Evans) and for Eastleigh (Mims Davies) raised the issue of rainbow flags. We are proud to fly the rainbow flag on our buildings both at home and abroad for key events in the LGBT calendar, such as Pride. We work closely with our heads of mission around the world to ensure that flags are flown. We will continue to do so. I hope the flag will be flown in as many countries as possible.

Will my hon. Friend join me in welcoming the fact that youth unemployment is at its lowest level in Scotland for nearly 20 years? At 8%—7% in my constituency—it is one of the lowest rates across the EU and is significantly lower than across the UK.

I thank my hon. Friend. In Scotland, we tailor courses to meet the needs of our economy, meaning that we have jobs for our young people to go into.

Our free tuition policy benefits 120,000 undergraduate students every year, saving them from accruing the massive debt seen in other parts of the UK. Even taking into consideration my previous comments about tertiary education, the number of students from Scotland’s most deprived areas entering university has increased by 19% in just two years. We are clearly ahead in supporting those young people to ensure that they remain in education and do not drop out, which we have heard about from several hon. Members.

This debate is also about the kind of nation that we want to build. Scotland values free access to higher education and so do many young people across these islands. We saw that in the general election both through their interaction and in the results. Many young people came out to vote against damaging Tory policies.

I beg to move,

That this House has considered the barriers for women in standing for Parliament.

Sir Roger, it is a pleasure to serve under your chairmanship and lead this debate this afternoon. Last week, I was in this Chamber discussing transparency at the BBC and expressing my disappointment at the large gender pay gap. I hope today that we can have a similarly productive conversation about the barriers facing women coming into politics.

As the 380th woman ever to be elected to this place and as the chair of the all-party parliamentary group on women in Parliament, I am grateful to have secured this important debate and I am also very grateful to all the hon. Members who are here today for attending this debate, on a subject that I know we are all passionate about—getting more women into politics and interested in politics, and encouraging women to put themselves forward for election to become a Member of this House or, as importantly, to get involved at a local level.

I recognise that that is not a simple task. Let me sell the job: “It has long hours. You will be open to abuse, sexism and jeering. The pressures and responsibilities of doing the job for constituents are immense. You won’t see your family as much as you’d like. In fact,”—as has been the case this week—“you might see your sleeping bag or sofa a little bit more, because the hours for this role can run rather late. Indeed, you don’t know how pregnancy, maternity or even caring responsibilities will fit around the job—you can’t find that on the Independent Parliamentary Standards Authority website.”

The hon. Lady is making a great speech and I congratulate her on bringing this issue to the House. Does she agree that, in some respects, it was great to see no fewer than three babies in the Lobby last night? However, whether it is men or women who have had babies in recent weeks, they should not have to come into this place with their children and be breastfeeding or going through the Lobby. We should have a system, either proxy or digital, whereby people can vote remotely.

I absolutely agree that it was most wonderful to see those children, because my children—several other MPs have said the same to me—would never have been that well-behaved. Clearly those children have had some experience of this place. If the demographics are changing, we must consider how we can work differently.

On paper, and in reality, the job that I have described does not sound all that appealing. However, we know the pros that come with our position: the wonderful opportunities to stand up for what is right, on issues that matter to us and to our constituents, and the fact that we are able to do something about what we care about. There is a platform to speak in this historic place. Nobody here, among all these talented colleagues, could fail to want to engage and use this opportunity for their constituents. We have a wonderful responsibility to marry the good and the bad, to demonstrate why what we do is worthwhile and to encourage fresh talent to join us—even if they are only seven months or even seven weeks old.

I am delighted to have served on the Women and Equalities Committee previously, under the chairmanship of my right hon. Friend the Member for Basingstoke (Mrs Miller), who is here today. I hope to join the Welsh Affairs Committee, having lived and worked in Wales for a number of years, and that is the magic of this place. Members can use their position and experience to do something that will really make a difference—luckily, I might, apparently, be making up the female numbers, although that was of course not my intention.

Coming from a woman returner who freely admitted last night that she never reveals her age—I totally agree. It is my experience that has brought me here. I do not quite know where I fit in when it comes to maturity, but it does not matter; it is the mix that matters and the fact that we are all welcome here. Indeed, confidence in returning to work at any level, in any job, is so key for females.

We need to talk about the measures that the Women and Equalities Committee came up with, which address how the Government and political parties must and can increase female representation. I am sure that we all look forward to hearing the Minister’s comments later, but the paper that we have seen outlines the opportunities that the Government and political parties have—and, frankly, should be taking—to increase the number of women being put forward for election. That is the starting point; indeed, they are more likely to be elected if they are on the ballot. What is the old adage? “If you’re not on the ballot, you can’t win”—but just be careful: if you are on the ballot, you do not know who you are going to get. Funny, that. I look forward to hearing Members’ thoughts on that issue during the debate.

All of us, whether male or female Members of Parliament, have our individual stories about how we came to be here. For us, it was a little luck, or indeed a lot of luck; for others, it is a matter of “Try, try, try and try again”. Being an MP, of course, is a job like no other, in terms of the challenge in pursuing the goal of reaching Parliament. At the same time, it is really important for political parties, MPs, the Government and for us all as individuals to look at why so few women MPs overall have been elected. What can we do to improve the situation overall?

In 1918, the first woman, Constance Markievicz of Sinn Féin, was elected to this place, and we look forward to celebrating the centenary of that event in 2018. The following year, Nancy Astor was the first woman to take her seat in the House of Commons Chamber. Since then, 487 women in total have been elected to Parliament. That is something to celebrate, but it is also worth remembering that we have only just exceeded the number of men who were elected to the Commons in just one election in 2015.

I was elected in 2015, as one of the 191 women elected in that year. That was hailed at the time as a momentous step forward for the representation of women in our Parliament, given that there was a jump of almost a third compared with the number of women MPs in 2010. In June, we witnessed a further leap forward, with that number increasing to 208—sadly, on our side we lost some of our fantastic female colleagues, which was a disappointment to us all.

Our progress must be welcomed, and I am grateful to all of those who have put so much effort into supporting women in politics, certainly in our party. Some of our male colleagues have been active in movements such as Women2Win—I see some of them here in the Chamber today—as well as the Conservative Women’s Organisation, which offers a kind of soft landing within the party. I applaud the female and male Conservative MPs who are mentoring and supporting our future Conservative MPs and councillors. Their work is absolutely making a difference; we see that in the numbers.

In the light of that progress, I remain mindful—it is easy to lose sight of this—that although women make up half the population, they make up less than a third of the MPs in this place. We must not rest on our laurels, because there is so much more to be done. As MPs, we need to challenge and change the public perception of our role as MPs to make it more attractive for women to join us.

Coming from a family with no political links and no political passion, there was a time when the thought of becoming an MP would have seemed somewhat out of reach or rather unsuitable, but after two years in this place, I have realised that my assumptions of what makes an appropriate parliamentarian have changed. Actually, women are very much suited to decision-making processes. We urgently need to reach out into our communities and tear down the perceived barriers to this and other jobs. Where women can rise to the top, we need to ensure that our would-be colleagues feel that that is achievable for them.

Sadly, it takes a huge amount of courage these days for women to stand to be MPs, because we are often scrutinised through a different lens from our male colleagues. Interest in our personal lives, how we raise our children and how we look—what we wear, what our shoes look like and so on—is still interesting to people. We have not quite gone beyond that. Over the pond, a presidential candidate and former Secretary of State—we know who we are talking about—was branded a “nasty woman” during the presidential election. When a boy or a man asserts himself and considers himself a leader, that is okay, but we are still in the realm of women being seen as bossy when they want to be leaders. That issue was bravely addressed by the shadow Home Secretary when she spoke out about the sexist and racist abuse she received through social media. Sadly, we know that she is not an isolated example. As was revealed back in January this year, almost two thirds of respondents to a BBC survey on the mistreatment of female MPs said that they had received sexist comments from fellow workers and fellow MPs.

I chose to cut my hair and have a political haircut to look more like a politician. I got here and decided to throw that book out the window. I have certainly looked at parliamentary procedures and processes and how we actually do things, and I know, having spoken to former trailblazing women MPs, that there was a certain look and style that we were supposed to conform to in order to fit in. I am delighted that we all know that we do not have to do that anymore. When we put ourselves out there to stand up for our communities, we feel incredibly vulnerable about how we look and what we do. New MPs enter a whole new world where inflection and inference is under a level of public scrutiny that cannot be believed. Every single word we utter—I have already been speaking for some time—will never go away. Hansard has a lot to answer for. We have to be ready for that scrutiny, whether we are male or female.

Not only is there pressure for women to be here, but we need to be extraordinarily effective, both at home and at work. We all have to be superwomen now. It is not only that we as MPs have to look perfect and be perfect; there is a danger in all society that those participating and putting themselves in the public eye have to do everything brilliantly. I have heard that from some of our new female MPs. They have the pressure of not mucking up, not drawing attention to themselves once they get here—it is really difficult—and matching our experienced male colleagues. It is about justifying our female presence here and messing up the status quo in Westminster. All parliamentarians have the responsibility to demonstrate that the Westminster bubble is broader, more welcoming and better than it is perceived to be. It is more inclusive and the outdated notions are on their way out, and we have a part to play in that.

Dare I point out the obvious? We have a female Prime Minister. We also have a female Home Secretary. The Leader of the House is female. The Secretaries of State for Education, for Digital, Culture, Media and Sport and for International Development are all of the so-called fairer sex, but frankly they are just powerful women. In my party, we acknowledge that diversity in the Opposition and other parties is extremely strong. We should not be navel-gazing about whether we are getting things right; public perception of what it is to be a woman making a decision must be tackled, whether it is here or in any top job. Through that, we can ensure that hidden female talent, whether it is political or in any other role, is found, supported, mentored and encouraged, so that we all feel that we can stand for election.

I am really proud of the women in Parliament all-party parliamentary group and in particular the mentoring scheme we are developing with Lloyds Banking Group. That scheme gives insights into getting those top jobs to young women across the country. That includes not only the realities of being an MP, but the opportunities that exist in the workplace, and I am delighted to be bringing the scheme forward. There are so many all-party parliamentary groups focused on female, family, health and community issues, and I am proud of all the work that has been done by men and women on those groups.

The women and enterprise all-party group, led by my hon. Friend the Member for North Warwickshire (Craig Tracey), is to be applauded, as is the work on baby loss done by my hon. Friend the Member for Colchester (Will Quince) alongside my hon. Friend the Member for Eddisbury (Antoinette Sandbach). We are working on a cross-party basis—male and female—championing heart-breaking and difficult causes. Having more women here in Parliament gives us the opportunity as parliamentarians to champion and tackle those difficult and often unspoken challenges. It was shocking and poignant to hear that, until International Men’s Day last year, this House had simply not discussed or understood male suicide. We should be out in our communities highlighting and explaining that work to our constituents. I applaud the fact I have been given the opportunity to have this debate.

There should be a focus on specifically promoting this job to women who have never considered standing for election, as we heard from my hon. Friend the Member for North Warwickshire. As the Women and Equalities Committee report made clear, we cannot take it for granted that the number of women MPs will just carry on increasing. We are meant to push to be world leaders in women’s representation, so we need to be working closer to home. If we do not agree on targets, why are we so afraid of setting goals?

I started my journey into politics as a non-political local parish councillor, co-opted in after complaining about the local play facilities. Then I was elected on to a town and district council. Now I have the honour of serving the constituency of Eastleigh as its first female MP; some of the previous male incumbents had some complications, so my constituents turned to a woman.

Given my personal experience, I am so delighted to be here as an advocate for local government and an access point to politics and to Parliament, but efforts must be made to develop the pipeline of female councillors so that they can learn the challenges of local government and be able to enter a political career at a less intimidating point. Councils are less political and are community-led—surely a more attractive place for someone to be, if they find they have time on their hands. Women must be welcomed into parties. They must be given the opportunity to stand for winnable seats and have a realistic route to political success. I welcome the fact that in 2017, my party actively looked to field women as candidates in 50% of the retirement seats, which were winnable.

If we cannot set targets or goals, how on earth can we get people to fill out the application forms? I spent four years toying with the opportunity to become a candidate to be a Member of Parliament. The timing was not right for my career; I felt I needed time to gather my experiences and personal confidence before taking the plunge. Carers and women returners will know that—this resonates beyond politics—as men and women we must support our loved ones on their next employment step. We all have a lot to give.

Incidentally, one of the recommendations in the Women and Equalities Committee report called on the Government to take action by supporting all-women shortlists. I must say I am not massively in favour of such shortlists, even though I ended up on one myself. I must admit that the last man standing stepped down due to life-changing issues, so I was called in. On reflection, I am not totally certain that I would have wished to have been the token female candidate, added to the list for diversity’s sake. After all that dithering on my application form, I was finally there to be counted.

Does the hon. Lady agree that all-female shortlists should be a temporary measure, until we strike the right gender balance? Of course, nobody wants to be on an all-female shortlist, but has anybody in this House who has been elected from one ever had that thrown back at them? To be fair to the media, I do not believe that they have.

I absolutely agree—once someone is here and doing the job, how the heck does it matter how they got here? Perhaps we do need to have a good look at that. I am not a fan of all-female shortlists, but if we want to make change happen, perhaps we have to be bold. We do not want to fill the Chamber with women just because they are women; we want all our Members of Parliament, from whatever party, to bring experience and ability to the table.

My speaking notes are telling me to move on to motherhood—I was going to call that “the elephant in the room”, but I am not sure that is terribly flattering. I want to talk about balancing politics with motherhood. I am really grateful to those, both in the room and elsewhere on the parliamentary estate, who help me juggle my commitments. I know that everyone here with caring responsibilities feels exactly the same. Our duties in Westminster and to our constituents are very much helped by the support that we get from our families. None of us takes that at all for granted. I have had a wealth of support from colleagues, staff and my team. In fact, when I stopped bringing out my baby buggy when leafleting, people were really upset—they had nothing to put their bags on.

I am also really proud, now that I have got here, to think about how we make it easier for those with caring responsibilities. I am delighted to be on Mr Speaker’s exciting diversity committee, which seeks to make a parliamentary career more appealing for everybody, not just the typical parliamentary stock. I thank Mr Speaker for his attention to making this House more accessible. Incidentally, I look forward to chairing the upcoming roundtable with the all-party parliamentary group on women in Parliament on flexible working practices and the impact of technology on women in the workplace. All our colleagues are benefiting from technology and we need to look at how it works in this place.

My experience of being a mum and juggling many metaphorical and literal balls comes in very handy as we dash around speaking and, more importantly, listening on behalf of our constituents, on issues from education to animal welfare. An ability to flip and change is really useful in this place, not to mention the practice that we, as parents, have at diplomacy. There is nothing wrong with using the constructive, supportive attitude that can come from caring for small children or loved ones to help us participate in parliamentary life. I am still very much on a learning curve, but I hope that those diplomatic skills will continue to hold me in good stead.

Those qualities and experiences are what make Members of Parliament returning to the House from maternity or parental leave really important. I hope that many women will take the advantage that motherhood can give them career-wise, both in and outside politics. A male friend of mine once said to me, “Do you know what? Don’t take it for granted. You’ve got a chance to reassess your life and look at what suits you. Many men don’t often feel that they’ve got that opportunity.”

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate the hon. Member for Eastleigh (Mims Davies) on securing the debate today. She gave a fantastic speech. It is great to be in a debate where there is so much consensus on women’s role in this place and in society.

In the words of Emmeline Pankhurst,

“We are here, not because we are law-breakers; we are here in our efforts to become law-makers.”

Emmeline Pankhurst made those comments when she was tried for trying to break into Parliament. We are lucky that none of us here today, women or men, had to break in. We are just across the Hall from the cupboard where Emily Wilding Davison hid on the night of the census. Unfortunately, there is no public face to that memorial; you have to be a Member to get in there. Something about this building and our surroundings are in some ways exclusionary and difficult to penetrate. We have to think about the kind of Parliament and the kind of building we are in. In more modern Parliaments, in places such as Scotland, Wales and Northern Ireland, there is a seat for every Member and they can vote by simply pushing a button. The fact that they do not have to queue up for 20 minutes makes it more modern, open and attractive.

I am proud of what Scotland has achieved in terms of gender balance. We have one of only a handful of gender-balanced Cabinets in Scotland and we have our first female First Minister. We also had up until recently three female leaders leading the Scottish National party, the Conservatives and Labour, although sadly Kezia Dugdale has recently moved on. There is a huge amount to be said also for our predecessors and the giants on whose shoulders I and my SNP colleagues stand. Winnie Ewing was elected to this place 50 years ago and she is the only parliamentarian to have sat in the European Parliament, the House of Commons and the Scottish Parliament.

I was inspired to stand by my mother, who stood in 2010 in my Livingston constituency. Sadly, she was defeated by a man, but I got the pleasure of standing against him five years later and beating him, so I succeeded where she had failed. My opposite numbers in my constituency, Fiona Hyslop MSP and Angela Constance MSP, are both women. Neither of them came from shortlists. West Lothian and Livingston have had a proud tradition of producing female parliamentarians. I will not give away all of our secrets, but it has been about having an open and inclusive process, encouraging women from the grassroots up, and particularly encouraging young women.

What we see now in the Scottish Youth Parliament and in the UK Youth Parliament is many more young people and many more women engaged in politics and interested in standing. That is something we should all be proud of, but we have a duty in how we speak to each other in the Chamber and how we conduct our public discourse. It is very important to remember that and to do all we can to encourage more women into Parliament.

I was honoured when I was asked to be co-chairman of Women2Win—and pleased, because I recognise that gender equality in this place is the responsibility of men as much as women.

I have three points to make. First, I am conscious that role models matter. I know because I am the proud owner, with my wife, of a pair of five-year-old twins, a girl and a boy. Pleasingly, our young daughter has been given all sorts of role models by books such as “Winnie Finn, Worm Farmer”, “Rosie Revere, Engineer”, “Ada Twist, Scientist” and “Fantastically Great Women Who Changed the World”. One day, while describing a picture with a spacecraft in it, I referred to the spaceman being inside. I realised that we were making progress when she said to me, “Daddy, how do you know it’s a man?”

On the flip side, the responsibility of men was made clear to me when my son argued with my wife about whether there could be female bus drivers, because he had never seen one. These things matter. That is why the education programme in this place—getting schoolchildren in to talk to them about what MPs do and who they are—is so important.

Does the hon. Gentleman agree that gender stereotyping is, in many respects, reinforced in children’s early years by toys and books? My mum, who was a single parent, could find only one book with a single parent in it.

The hon. Lady is absolutely right; there is certainly not enough literature and so on for young people, but the situation is better than it used to be. I recommend “Princess Smartypants” for young girls who want a good combination.

It was a real shock to come here after 16 years in London government, where politicians do not actually get a lot of abuse, and realise how much abuse female MPs take compared with male MPs. I am with the hon. Member for Rhondda (Chris Bryant) about getting rid of anonymity online. Women generally—not just female MPs or female journalists—get enormous amounts of abuse online compared with men, and we need to think carefully about anonymity.

I also want to mention what we project in this building. It is often said that women are put off coming here by the atmosphere: the aggression, the confrontation—all the stuff that appears in the media. In fact, 90% of our work in this place is not like that. The real picture, in Committee, in debates such as this one and elsewhere, is much more consensual and less aggressive.

I wholeheartedly agree. I am sure that everyone agrees that this place has a negative impact on many people’s family life and work-life balance. I do not intend to cry and play a tiny fiddle on behalf of MPs, but if we cannot get it right here, how do we expect anyone to get it right elsewhere? Whether the lack of women is due to family, childcare, caring responsibilities, society, the media, our parties and their structures or our inability to challenge, we need mechanisms to get women here. I am sorry, but that is just where we are. Until we do not need them, that is what we will do. We should push for more.

I am inspired by the hon. Member for Eastleigh. I have the privilege of sitting on the Women and Equalities Committee with the right hon. Member for Basingstoke (Mrs Miller), and it is a privilege to work with the right hon. and learned Member for Camberwell and Peckham (Ms Harman), who has inspired me for a great many years, and with my hon. Friend the Member for Livingston (Hannah Bardell), to name but a few, but this place must change and action must happen. If we are to inspire the next generation of daughters and women to get here, we need to change the structure of this place, through proxy votes and by tackling attitudes and changing its unpredictability. The ridiculous need to grandstand, act macho, hold the Floor, filibuster, waste everyone’s time and ruin a lot of people’s lives is not the way to operate a business and it is not efficient.

How will the Minister ensure that this Government tackle the barriers to women standing for Parliament? Will she ensure that making this Parliament more family friendly is her priority? Will she ensure that there is a way to tackle party structures and the attitudes of this place so that women can get here in the first place and that opportunity is not just our privilege?

I know that the hon. Gentleman disagrees with me, but I will continue to say that Telford is indeed the birthplace of the industrial revolution. We have our foundries, ironmasters such as Abraham Darby, the invention of the inclined plane, the Ironbridge—I could go on, but we are here to talk about skills. Over the years, through innovation and the indomitable Telford spirit, we have been able to overcome obstacles and find solutions to many problems. As a result of that innovation and spirit, Telford has become a dynamic, vibrant centre of the modern industrial revolution. From polymers and plastics to the high-tech automotive supply chain and advanced manufacturing, high-skilled, high-paid jobs are on offer to Telford’s young people.

Some years ago, I addressed sixth-form students at Abraham Darby Academy, which is in Madeley in my constituency, and said that university is not for everyone, that many graduates feel ill-equipped for the world of work on graduation and that some find themselves highly in debt in low-paid jobs. There was a bit of shuffling and an awkward silence and the teachers looked at each other and at the floor, and it became clear that almost all the students were being actively encouraged to go to university, which is what they planned to do. At that stage, however, they did not have the choice that is now being offered to students. We now have a clear-cut quality alternative for students who want to spend their post-16 years preparing for the world of work, which has to be a good thing. We have to ensure that the young people of Telford have the right skills and the work-readiness abilities to take full advantage of the opportunities presented by the high-skilled, high-tech jobs that are now coming to Telford.

Employers in Telford frequently talk to me about the skills gap being a major challenge, and the Budget’s measures on technical training will address that. Telford already has some fantastic organisations that are working hard to upskill our young people. Juniper Training and the Telford College of Arts and Technology do fantastic things on work readiness and skilling young people up with technical skills. Equally important, however, is the skills training offered by primary schools in Telford. We may be doing something unique, so I want to tell the House about it because it is a model that other primary schools should look to follow.

At Dawley C of E Primary Academy, which I visited recently, every single child uses technology in the classroom in amazingly innovative and advanced ways. Children are acquiring skills that will equip them for the jobs of the future. I got to see 7-year-olds using 3D printing and computer-aided design to make flowerpots and benches for an outdoor area as if it were second nature. The school is giving children the skills to thrive in the Britain of tomorrow—skills for success in a modern economy. Pupils from Newdale Primary and Nursery School visited me in Parliament today, and one young boy told me all about how they are learning to code. Many schools do that, but we need to build on the technical skills that children learn at a young age. It is fantastic that we can build on that with a complete overhaul of 16-to-19 provision to create a workforce of tomorrow for jobs that have not even been created yet, which is vital for a vibrant economy and for our global competitiveness.

I say “Well done” to Dawley C of E Primary Academy and to Richard Smith from Amazing ICT, who goes around all the primary schools in Telford helping pupils to discover technology at the youngest possible age. They are giving students the skills they need to thrive in the modern economy and equipping them for the jobs of tomorrow. A particular “well done” goes to the Secretary of State for Education for introducing that transformative approach to skills. As with the new T-levels and the technical education routes, we are helping children to do what they wish to do, and we are boosting UK productivity and UK competitiveness in a post-Brexit world.

I welcome many of the Budget’s other measures, too. I particularly want to mention the measures for women, including the £5 million for the centenary of votes for women in 1918, as it is important that we mark that incredible milestone. I welcome the £5 million for returners and the £20 million for the victims of domestic violence, and I am glad to see those important measures.

I also welcome that funding, but does the hon. Lady share my dismay that, on the same page as her Government talk about giving support to victims of domestic violence, they refuse to get rid of the repugnant rape clause?

I am glad that the hon. Lady, like me, welcomes the money for victims of domestic violence. It is extremely important that the Government continue to recognise those victims, and I believe our Prime Minister is 100% behind doing exactly that.

I welcome the Budget, and I specifically welcome the Secretary of State’s commitment to social mobility. I know that my constituents in Telford will benefit from the measures that she has set out.

As the Scottish National party’s spokesperson on business, energy and industrial strategy, may I too admonish my hon. Friend the Member for West Dunbartonshire (Martin Docherty-Hughes) for missing Business questions this morning? Nevertheless, I agree wholeheartedly with what he says on whisky duty, national insurance and WASPI women. I will come on to talk about national insurance contributions in a moment.

The Budget was dressed up as something a little bit different and a little bit bland. It really was bland, but parts of it did not ring true. The Chancellor seemed to think he could demonstrate that Tory austerity has not been felt most keenly by those who do not have the means to bear it. That may be true if we look at it in a very narrow sense—the top 10% of earners, when all things are taken into consideration, have borne a slightly greater share—but the lowest three deciles have borne a similar percentage decline in their income as a result of the Government’s policies. It may be easy to say that those in the top decile have taken the greatest hit, but the reality is that a 1% or 2% fall in income will mean considerably more to those in the bottom three deciles than it will for those in the top 10%.

The Chancellor said in his Budget speech:

“As a result of the changes we have made since 2010, the top 1% of income tax payers now pay 27% of all income tax”.—[Official Report, 8 March 2017; Vol. 622, c. 813.]

He wears that as a badge of pride, but that is not an indication of a fair society. It is the very opposite and it demonstrates that we live in an incredibly unfair society where 27% of income tax is being paid by 1% of the population. That is because they earn, unjustifiably, more than the rest of the population. That is not a badge of honour; that should be a badge of shame for this Government.

We have heard talk about how the Government want to use technical education and reforms in the Budget to put entrepreneurship and technical skills at the heart of the British economy, yet the single key announcement in the Budget was the change to national insurance contributions for the self-employed. They are the entrepreneurs. They are the folks with the technical skills we need in our economy. As we have heard from Member after Member today, those people do not enjoy the same benefits and protections enjoyed by those of us who are employed. That is why they deserve a differential in terms of their national insurance contributions. To dress this up as anything other than a naked tax grab is entirely disingenuous. This will not help our economy and it is coming at precisely the worst time. It must not just be stopped, but cancelled entirely.

The most disappointing aspect of the Budget for me was the utter silence on the energy challenges we as a country face. Next to nothing was said on renewables. There was nothing on how we decarbonise our economy. There was nothing on how we tap the massive potential in Scotland, particularly in our rural communities. There was nothing on how we can get contracts for difference for our island communities or how we tap the massive potential of our tidal streams. We heard nothing on the implementation of carbon capture and storage, which we will need if we are going to be able to afford, in both a financial and technical sense, to meet the carbon budgets we as a Parliament agreed.

The privatisation of the Green Investment Bank is pushing ahead at precisely the wrong time. As part of this, I hope that the Government will reflect on the challenges they face and cancel that sale.

Oil and gas has raised its head as an issue, given the changing dynamic in Scottish political debate. In 2014, the then Prime Minister promised Scotland a £200 billion oil bonanza if we voted no. He told us that the industry relied on the broad shoulders of this United Kingdom. Well, those shoulders have barely shrugged in defence of the 65,000 people, many of them in my constituency, who have lost their jobs while the Government have been asleep at the wheel.

I and my party will take no lectures from folks over there on the oil and gas industry. We have seen an absolute dereliction of duty; the Government have been asleep at the wheel. This Budget provided an opportunity to right that wrong, but what did the Government do? Did they come forward with the exploration incentives that the industry needs? No, they did not. They simply reheated a previous commitment from the last Budget and said that they would set up a discussion group. Frankly, that is not good enough. When people are losing their jobs, it is not enough to sit down and have a chat over a cup of tea. An independent Scotland would undoubtedly have acted; it would have acted swiftly and decisively to save these people’s jobs.

Last week, the Chancellor delivered his Budget on International Women’s Day, a day when women, and men, across the world celebrated women and their contribution to society, and highlighted how important it is to have an inclusive, gender-balanced workplace. I cannot think of a better day for the Chancellor to show how much we value the contribution that women make to the economy. Instead, he used his Budget to continue the hard Tory austerity policies that disproportionately affect women, men and their families across the country.

We know that women are affected twice as hard by this Government’s dangerous obsession with austerity. It is clear that Tory austerity is gendered because cuts to public sector jobs and an increase in temporary and zero-hours contracts affect women the most. Women make up the majority of workers living in poverty, with many juggling two or three low-paid, part-time jobs as they try to make ends meet. Where is the help that they so desperately need to scramble from just about managing to being able to provide for their families without the fear and stress of ever-shrinking household budgets?

The Chancellor started his speech by talking about preparing for a “brighter future”, but I have to ask him and his colleagues: in what parallel universe is the future bright for the 300,000 children who will be forced into poverty as a result of his refusal and that of his colleagues to stop the cuts to the work allowance? That is despite a report from the Resolution Foundation only this month warning that the Tory Government’s tax and social security policies would

“drive the biggest rise in inequality”

since Thatcher. I grew up in a single-mother family under Thatcher and it strikes me that, sadly, not much has changed.

It is both sad and ironic that, on the same page of the Budget document, the Government give money to tackle domestic abuse—a welcome move—yet refuse to take action on the punitive two-child limit and to scrap the repugnant rape clause. As the Chancellor spoke about this “brighter future”, hundreds of WASPI campaigners, including women from my Livingston constituency, protested outside Parliament—and still he failed resolutely to outline a single measure to tackle state pension inequality. Those women worked hard for their bright future, and this Tory Government are extinguishing it.

The cuts that have been announced will mean that Scotland’s day-to-day budget will be a massive £1 billion worse off. By 2020, Scotland will be £2.5 billion worse off in real terms. The IFS forecasts that austerity could last until the middle of the next decade, meaning that Scottish households and public services could ultimately face 15 years of UK Government austerity.

A separate report from the IFS this month projected that child poverty would increase to 30% by 2021-22, and said that this is

“entirely explained by the direct impact of tax and benefit reforms”.

Let us not forget that only a few months after the Tory Government came to power, they scrapped child poverty targets, and that came just before child tax credit cuts. What a shameful way to start their time in government. This Government and this Chancellor had a chance to reverse that, and he did nothing.

I ask the Government to tell us why they brought forward nothing to reverse the punitive cuts that will hit mid-low income families? Why has the Chancellor done literally nothing to protect millions of children from the prospect of poverty? The Resolution Foundation found that the poorest quarter of working-age households will be between about 5% and 15% worse off, and says that this

“is the worst period of household income growth for the poorest half of households since records began in the mid-1960s”—

and that is before the swingeing cuts that are due to hit, and before Brexit.

The Chancellor told us that his Budget

“continues the task of getting Britain back to living within its means.”—[Official Report, 8 March 2017; Vol. 622, c. 809.]

I am sure that there are thousands of families across the country who would love to have the means within which to live, but they do not, and they are simply struggling, every day, because of the punitive measures of this Government.

What would the Chancellor tell lone parents on universal credit, who will on average lose £2,380 a year? The End Child Poverty coalition has said:

“The impact of the benefit freeze, in the context of rapid price rises, has a dramatic effect on family incomes. Families on a low income simply cannot afford to pay the increased prices”

that will result from this Government’s policies.

A hard Tory Brexit remains the major threat to Scotland and our economy. Brexiteers will claim that revised figures on debt, GDP and borrowing show that the negative effect of Brexit has been exaggerated, but it has not happened yet. The Office for Budget Responsibility has said that there has been no structural improvement in the public finances and forecasts for the next five years remain virtually unchanged. The impact of a hard Brexit is yet to be felt.

Amidst the utter chaos of a hard Tory Brexit, the change for entrepreneurs and the self-employed is going to be devastating. The SNP wholeheartedly believes in flexible labour markets, but that flexibility must be guarded against vulnerability. Some self-employed workers in the UK, particularly those on low incomes, do not enjoy the same guarantees as other people, as we have heard.

This Budget was an opportunity to do the right thing to support women and low- income families, to boost business and to put an end to austerity, yet it is nothing more than an opportunity lost by this Government. This Government might see a “bright future”, but it looks more to me like the dark clouds of a perfect storm for the rest of us. Winter is coming, and Scotland is headed in a different direction—it will, I think, be a new dawn for us.

I am interested in that, and it takes me to my next point. Legislation is crucial, and to be fair, with our support, the Government have brought it forward. We can argue about whether it should have come sooner, but we support it. The lack of enforcement is a problem, though, and I am disappointed about it. The Government recognise that there may be an issue with enforcement, because a review mechanism is included in regulation 16. They say they will carry out a review of the regulations and publish a report, which must look at whether the objectives have been achieved and so on. However, that report must be produced before the end of a “period of five years.”

The Minister may want to address this point in her closing remarks, but does she really think that we ought to wait five years before we see whether we are achieving our objectives, or does she believe, as I do, that five years is too long? We should say today that, although the regulations specify five years, we will look at the first published results and see whether something needs to be changed. Certainly after the publication of two sets of results it will be clear whether the objectives have been reached. It is important that she addresses that point.

May I say that it is a privilege to speak in a debate such as this? I do not mean this in any way as a flippant remark, but it is really important that men speak in these debates and demand better treatment of women and their rights, not just as something we ought to give them but as something that they should have as of right. That is important, and I know that colleagues on the Committee will have no issue with that.

I say this as a criticism of my own gender: we should be louder in speaking up on these issues. I will not digress from the subject the Committee is considering, but on domestic violence, sexual violence and other such issues, men should be louder in demanding the proper treatment and the proper rights for women in our society.

I thought it was good—other people may disagree—that there were an estimated 20,000 men on the “Women Against Trump” march in London at the weekend. I am sure there were many in other cities, too, and I think it was a good thing.

It is a pleasure to serve under your chairmanship, Sir David, and I congratulate the hon. Gentleman on a passionate speech. I was on that march, and I marched alongside many men. I have to draw his attention to one particular placard that struck me, which read, “Men of quality do not fear equality”. Does he agree that that is a statement that all men should operate under?

Men of quality do not fear equality—of course, I absolutely agree. It should not be a rare occurrence that I and other men turn up and speak in debates such as this. We should be make continual demands to support women across the country—and across parties—in trying to achieve more.

Labour has a proud record in trying to tackle inequality and promoting women’s rights; my hon. Friend the Member for Rotherham drew attention to some of our achievements. We recognise that the regulations are an important step forward and we are pleased that the Government have finally come forward with them, but we will continue to highlight the issue and demand better for women in society.

I point out to the Minister something that I found interesting. When the House of Commons Library assessed and analysed the impact of savings to the Treasury over the past few years, it found that 86% of the impact of tax and benefit changes had been on women. Whatever the rights and wrongs of austerity and the economic policies that the Government are pursuing, that cannot be right. I say to the Minister, given her wider ministerial responsibilities, that that is not a political point; it is just a point that women in general—and men such as myself who support what women are campaigning for and trying to achieve—would say needs to be made.

Finally, I say to the Government that we are pleased that the regulations are being introduced. I am pleased about it as a man and as a member of a modern society. However, we must all try to inject a bit more urgency into this process, so that we are not here in a few years’ time debating why the pay gap has only gone down by half a percentage point rather than being eliminated, as it really should be.

On the point about listed public authorities, is she aware that in Scotland we have reduced the threshold for reporting from those with more than 150 employees to those with more than 20 employees? Does she foresee her Government working with the Scottish Government on the success of that, and perhaps lowering the threshold for the rest of the UK as well?

I speak as someone who ran a small business for 20 years before I came into Parliament, so I look at it from a different perspective. I do not want to be part of a Government that is crippling, penalising or over-bureaucratising small and medium-size enterprises. Although I am interested in what the Scottish Government have done and will keep it under review, I personally think that the regulations are the best place to start. As I will go on to explain, we want to take business with us at every stage. This is not a punitive measure on business; it is good for business. Making sure that a business encourages the growth, prosperity and development of every single one of its talented workforce is not only the right thing to do but brings massive future economic potential for this country.

The Young Women’s Trust found that 84% of surveyed women aged 16 to 30 would consider an employer’s gender pay gap when applying for a job, and 80% would compare employers’ gender pay gap data when looking for work. Of the employers and business organisations that responded to our first consultation, 82% agreed that the publication of gender pay gap information would encourage them and other employers to take action to close the gap. We can see that bringing business with us on this and convincing them of the merits of it has been one of the key successes of our how we have gone about our policy so far.

The right hon. Lady is absolutely right that there is an awfully long way to go in the recognition of trans people’s rights. Education is an important part of that. On that issue and others, the Committee discussed the need for adequate, high quality, universal, age-appropriate sex and relationship education in all our schools.

We have seen some progress in trans equality over the past few years. Trans and non-binary characters are actually being played by trans and non-binary actors.

The hon. Lady is making a powerful and heartfelt speech. Does she agree that a challenge facing the LGBT community is having people from all parts of our community, particularly the transgender community, represented in the media and getting proper coverage? The Press Gallery is sadly quite empty today, but we need the media to be better educated so that they can properly represent the transgender community.

The hon. Lady is absolutely right. We must congratulate those media organisations that are doing this. With Laverne Cox playing Sophia in “Orange Is the New Black” and Riley Carter Millington acting as Kyle in “EastEnders”—the first trans actor to play a transgender character in British soap history—things are moving in the right direction. Trans people are becoming more visible and that is something to be celebrated.

If we look at America, however, any advances made in trans equality there have been threatened by state legislatures introducing bathroom Bills, which have been described as a solution in search of a problem. Such Bills are malicious, misinformed and directly threaten transgender people. The election of Donald Trump does not fill me with much joy for the future rights of transgender people in the US. A bathroom Bill would never be passed here in the UK, but we must keep an eye on the situation abroad and ensure that the British public are well informed so that harmful attitudes do not form here.

It is time for the law and our public services to catch up. On education, the Committee recommended:

“More needs to be done to ensure that gender-variant young people and their families get sufficient support at school. Schools must understand their responsibilities under the Equality Act.”

A survey this year in further and higher education found that bullying and harassment of trans students and staff appear to be commonplace. Furthermore, with nearly half of non-binary gendered respondents to the survey reporting that they are considering dropping out of their course and three quarters stating that they did not find their place of learning supportive, it is clear that we have to do more.

I am hugely grateful for the opportunity to take part in this debate. I am also grateful to all the right hon. and hon. Members who brought this issue to the House and to all those who have spoken. As the right hon. Member for Basingstoke (Mrs Miller) identified, this is an historic moment: we are standing here today raising an issue that is very important to equality and to transgender people across the UK and, indeed, the world.

According to the International Bar Association LGBTI law committee:

“Trans persons are arguably the most marginalised constituent within the Lesbian, Gay, Bisexual and Transgender…society. While considerable media attention has focused on the global debate for marriage equality, trans-specific issues are often largely not considered.”

That reinforces the importance of ensuring that gender identity is a protected characteristic under the Equality Act 2010.

The contributions on both sides of the House have been incredible. My hon. Friend the Member for Lanark and Hamilton East (Angela Crawley) has been an incredible champion for equalities: she has worked tirelessly with other members of the Women and Equalities Committee, she hosts regular briefings for the SNP group and she sheds light on the various issues. We are all busy people, and it is very important that we work with our colleagues on both sides of the House to understand them, and she does an incredible job of helping us to do that.

The hon. Member for Brentford and Isleworth (Ruth Cadbury) talked about gender equality training, which is also important. My hon. Friend the Member for Glasgow North West (Carol Monaghan) mentioned that she was a teacher, and it is important that teachers, doctors and practitioners across society have the proper information so that they can support transgender people who come forward, in whatever context that may be.

My hon. Friend the Member for East Renfrewshire (Kirsten Oswald) spoke passionately about mental health, the diversity of her constituency and our being the sum of many parts. The hon. Member for Ogmore (Chris Elmore) spoke of the worrying figures in the US, and another Member spoke about President-elect Trump. The make-up of his Cabinet, and the views that he and they have expressed, should worry us all, and we should speak out against such views at every turn.

As a modern and allegedly forward-thinking democracy, we simply cannot afford to leave any section of our society forgotten or marginalised. The people of the nations of the UK—whatever their race, gender, religion or sexuality—must be able to play a full part and have a full life in our society.

My hon. Friend is making a very passionate speech. Does she agree that there are sometimes various levels to transgender people? They could have disabilities and also be from black, Asian or minority ethnic communities, and it is incumbent on all of us to make sure all those equality layers are protected.

I could not agree with my hon. Friend more, and she is a doughty champion for equalities. The issue of intersections in our society—how they meet, how they interact with each other and how we support them—is hugely important.

As a relative newcomer to the LGBTI community, I have to say that one reason I am particularly glad we are having this debate is that it is of the utmost importance that we better familiarise ourselves with the language surrounding this topic. I will be honest: I was not wholly familiar with all the language and terminology. As someone who came out relatively recently, I felt there was almost an assumption that people would be totally familiar with all aspects of the LGBTI community and LGBTI life. However, like many, I am on a journey of discovery and learning, and I have to say that, after the research I did today, and having listened to the contributions from both sides of the Chamber, I feel more enlightened, and I hope others do, too.

When I was growing up, there were not enough LGBTI role models for me, and others have spoken about powerful role models, particularly in the trans community. We are now seeing actors and others coming forward—people such as Jack Monroe—and speaking so openly and passionately about their lives. There are also people taking on roles in various soap operas and normalising members of the LGBTI community and representations of them.

I read one of Jack Monroe’s interviews when I was preparing for the debate, and the passion about confusion and experimentation with identity came across. Fox Fisher has also been a fantastic role model, and has made some incredibly pioneering and powerful films about transgender issues and people’s journeys. We should take a moment to congratulate and commend all those in the transgender community who fight on a daily basis, as well as all the charities and other organisations, many of which my hon. Friend the Member for Lanark and Hamilton East mentioned, because they are at the forefront every day of the battle for equality.

Language is very important, because the truth is that correct language is not being normalised in our society and particularly, as has been said, in our media. We should be working towards a day when all our names can be preceded by Mx, because people should not have to choose their identity. For example, whether I, as a woman, am a Ms, a Miss or a Mrs defines my marriage status, which seems ridiculous. Why is it that, on the most mundane forms, we are still required to identify our gender and our marital status? I find it maddeningly unnecessary.

Beyond language, there is a huge amount of work to do, as many have said, on the Gender Recognition Act 2004. It is time to simplify the procedure for the self-declaration of gender and to put an end to the requirement for medical or psychiatric evidence. It is time that we allowed 16 and 17-year-olds access to the same process granted to 18-year-olds and up. It is time to fully and properly recognise trans, including non-binary, people in the Gender Recognition Act.

The LGBT Consortium provided some excellent briefing ahead of today’s debate and crystallised some of the really worrying challenges facing the trans community. It explained:

“When someone applies for a gender recognition certificate they are assessed by a panel…they never meet”.

Imagine someone who has perhaps spent years struggling to work out who they are, facing that panel process to be assigned. They do not meet the panel and, worst of all, there is no appeal. This is not like applying for a job; this is about people’s lives and identities. We must make sure that any process anyone has to go through is properly sensitive to their situation and to the challenges and battles they have had to go through.

The Scottish Government are publicly committed to all those changes to the Gender Recognition Act, and I hope the UK Government will now follow suit, because countries such as Australia, India, Denmark and Nepal are actually ahead of us on this front. They have the option on their passports to place an “X” next to the holder’s gender. Of course, no one’s gender makes them any less or more of a citizen of a country. As my hon. Friend the Member for Lanark and Hamilton East said, the UN’s International Civil Aviation Organisation has an internationally acceptable gender marker for passports.

I thank my hon. Friend for her intervention. She has helped me move my speech along and come to my closing remarks, because I was going to make that point. I hope that the Minister will alight on it.

I want to speak briefly about a recent encounter that I had with a local organisation called Glitter Cannons, a West Lothian LGBT group. I spoke to a young person who had gone through the process of coming out as trans in high school. She spoke movingly about the experience of PE and of which changing room she was going to go into and how that was managed at school. She said that, after some education, her teachers were able to give her good support, but the challenge was incredible.

Our First Minister, Nicola Sturgeon, has pledged to radically reform gender recognition law for transgender people and those of non-binary gender. I hope that if Scotland can do that, the UK can do it as well. At the end of the day, the UK has a long way to go before it treats transgender people properly, with the dignity and equality that they deserve. Mr Deputy Speaker, you and Mr Speaker, who is not in his place, have done a huge amount. I appeal to you and all of those in the House authorities to make this place, though it seems very much in the dark ages at times, as forward-thinking, progressive and open as possible for people across the LGBTI community and beyond. This is not just about dignity and equality, but about doing what is right for all our citizens, whoever they are, so that they can live their lives as they choose, freely and fairly.

It is a great pleasure to take part in this incredibly important debate on transgender equality—indeed, it is the first debate on transgender equality—and I thank my right hon. Friend the Member for Basingstoke (Mrs Miller) for securing it. I put on record my welcome for the passionate and thoughtful contributions of hon. Members from across the House and add my voice to the praise for the Women and Equalities Committee report, which was a really important milestone in Parliament’s consideration of trans rights. I thank the Committee for its thorough and groundbreaking review, and we welcome its recommendations on how we can further tackle trans inequality.

The Prime Minister has made it clear that the Government’s mission is to make Britain a country that works for everyone. We want a society where everyone has a fair chance to go as far as their talent and their hard work will allow. That, of course, includes members of the trans population. We want them to be safe, healthy and free from discrimination, and we want a Britain that works for trans citizens.

I am proud of the UK’s strong legislative framework that protects trans people, but I am aware that progress in the acceptance and recognition of trans people has not kept pace in any way, shape or form with that of the lesbian, gay and bisexual community. I am also aware that transgender people suffer particularly high levels of inequality—from mental health to hate crime, and from bullying in schools to discrimination in employment—and we have heard many hon. Members speak passionately about all those things today. As the hon. Member for Lanark and Hamilton East (Angela Crawley) mentioned, mental health and suicide are big concerns. A young trans person in England today is nearly twice as likely to have attempted suicide, and nearly three times as likely to have self-harmed, as are their non-trans peers. That is utterly unacceptable. It has been said that trans issues are too difficult to tackle and too marginal to take notice of, and that it is too hard to implement change. We say that that is wrong. Trans people deserve dignity, respect and a life without discrimination.

I welcome the words of the hon. Member for Ogmore (Chris Elmore). As he says, we should take this opportunity to celebrate our trans community, especially the brave and inspiring individuals—from within the trans community and outside it—who do so much to fight against the prejudice, discrimination and disadvantage that we have heard about so movingly and passionately from so many hon. Members.

Tackling transgender inequality is a not a new initiative for us, and we continue to be recognised as one of the most progressive countries in Europe for LGBT rights by the International Lesbian, Gay, Bisexual, Trans and Intersex Association. In 2011 we issued the world’s first transgender action plan to address the real and everyday challenges faced by trans people, and the majority of the commitments in the action plan have been completed. We are in the process of collating progress updates, and we will publish a summary next year. Recently we invested £2.8 million to tackle homophobic, biphobic and transphobic bullying in schools that have no measures, or ineffective measures, in place to deal with it. We have also published practical and clear guidance for employers and service providers on how to deal fairly and sensitively with transgender employees and service users. We have absolutely no intention of ending our commitment to tackling transgender inequality.

In July we responded to the Women and Equalities Committee report and set out a further set of ambitious actions. One massive and key commitment was to review the Gender Recognition Act 2004. As my hon. Friend the Member for Bath (Ben Howlett) has said, it was a groundbreaking measure when it was introduced—I think we sometimes forget how groundbreaking it was—but the world has moved on incredibly since then, and it is right that we review how it is working now. We have begun a stakeholder engagement programme to look at how the gender recognition process can be improved, and at the legislative and non-legislative means that we would need to use to do that.

The Committee recommended that we move towards self-declaration of gender. We recognise that, as the hon. Member for Livingston (Hannah Bardell) rightly pointed out, the gender recognition process needs to be quicker, less bureaucratic and definitely less medicalised. However, we want to see more evidence on the case for change to a self-declaration model. A couple of other jurisdictions have just began to implement such a model. We will continue to monitor the implementation of the alternative gender recognition process in other countries, and we will analyse the very good evidence that the Committee published to inform our work.

Yes. Some of the legislation is very new, including that of our friends in the Republic of Ireland. We will keep it under review and we are determined to learn all the lessons of best practice from around the world, as indeed we always have.

My hon. Friend makes an excellent point. This is something that all parents worry about, and social media platforms must take some responsibility for it. This year, we invested almost half a million pounds in the Safer Internet Centre to provide advice on how to keep children safe, and we are developing guidance on cyber-bullying for schools, which will be published shortly.

The Secretary of State may be aware of the closure of the only UK lesbian, gay, bisexual and transgender charity, Broken Rainbow, in August. Sadly, this very much mirrored what happened to Kids Company, with the closure being reported by Patrick Strudwick of BuzzFeed. Will she work with me, him and others who are interested in this to put pressure on the Public Administration and Constitutional Affairs Committee and the Charity Commission to have a full review of this and make sure that LGBT people in this country have access to domestic abuse support?

I am happy to talk to the hon. Lady further about the specific issue she has just raised, which is of concern. Only last night, I was at the PinkNews awards, which celebrates a huge amount of the work that is happening on the ground to push forward on LGBT rights. It is important that this work can continue.

My hon. Friend is absolutely right. With this decision, there are of course short-term challenges, but he highlights the fact that there are also medium and long-term opportunities, one of which is trade. The Department had already thought about that in case the decision went in favour of Brexit. I am pleased that we did that preparatory work and we will now be putting it to use.

Scotland, which voted to remain in the European Union, has secured around £120 million from Horizon 2020, the biggest EU research and innovation programme. Participation in EU research and innovation programmes has enhanced our scientific and business reputation, so what are the Minister and his Department going to do to ensure that similar funding and support options are available post-Brexit?

The hon. Lady may be interested to know that several countries that are not in the European Union are part of research and science collaboration programmes—Israel, for example—so if we choose to do so, it is perfectly possible to continue working with our EU partners on science and research.

The consultation has, of course, now finished. There were concerns, certainly among Government Members, that Opposition Members perhaps had not been as supportive about the future plans for Tata as we would have liked, but, as the hon. Gentleman knows, our doors always remain open to him. He has done great work to ensure that we have a sustainable steel industry in south Wales.

Many workers at BHS, such as those in my constituency, will no doubt have been watching in horror as events unfolded. What further support and assurance can the Minister give to the staff at BHS to support them through this difficult time? Furthermore, I have found—I am sure that other Members have, too—that BHS is not willing to engage with me as a local Member of Parliament. What can she do to ensure that it will engage with Members?

I am quite surprised that BHS will not engage, as the hon. Lady puts it; that is not at all satisfactory. We are working hand in glove with the Department for Work and Pensions to ensure that people are getting the support and opportunities that they need to get jobs. I am pleased that that work continues. In fact, government does continue, notwithstanding last week’s vote.
