I do indeed. My hon. Friend can look forward to those extra services for his constituency, along with the others to which I have referred. We are talking, basically, about an increase of some 33% of services across the board, with 75 new destinations being served as a result of this morning’s announcement.
Unlike the currently successful and profitable publicly owned service on the east coast main line, the previous two private operators failed—a point raised by my hon. Friends. What guarantee can the Secretary of State give that this latest franchise will not be third time unlucky?
Let me simply point out that a number of things have changed. The hon. Gentleman refers to franchises that were left by the last Government. Issues have been changed by this Government, and all the other franchises on the railways are currently running to the budgets that we have required of them. Some of them are subsidy receiving, but most are premium payments.

It is always a pleasure to serve under your chairmanship, Mr Bone. I congratulate my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) on securing this important debate on the future provision of the east coast main line rail service. She mentioned that she is a regular user of the East Coast service to London King’s Cross, and I travel regularly on the service from Edinburgh Waverley. We are both aware, as I am sure are many other hon. Members, of the benefits provided by the service to Scotland, the north-east of England, Yorkshire and beyond.
I note that, like me, my hon. Friend appreciates the general reliability, frequency, excellent customer service and value for money the service provides to all passengers. As a state-owned operator, the ethos of putting the customer first and ensuring the most effective and efficient use of public resources is the company’s prime objective. Private companies can be just as good, of course, but their foremost loyalty is to their shareholders and any profits not reinvested go on share dividends, often to already wealthy people.
The difference with East Coast being a subsidiary of Directly Operated Railways, a holding company owned by the Department for Transport, is that its surpluses are paid back to the Exchequer. As my hon. Friend has already mentioned, £800 million has been returned to the taxpayer since 2009. Moreover, East Coast has invested some £40 million in infrastructure and asset improvements in that period.
East Coast also has the best punctuality on the line since the service was privatised, and all passenger surveys and polling indicates that the overwhelming majority of people are satisfied with East Coast and wish it to remain in public ownership. So why are the Conservative-led coalition Government, supported by their compliant fellow travellers in the Liberal Democrats, intent on re-privatising what is evidently a most successful, lucrative and popular public service? Has re-privatisation been proposed for the right financial and service reasons, or is there another, perhaps more partisan, explanation? From the evidence available, it is apparent that that privatisation is born of ideology, not necessity.
Indeed, in answer to a parliamentary question in April, the previous Minister with responsibility for railways, the right hon. Member for Chelmsford (Mr Burns), implied that investment in the east coast main line’s infrastructure is not dependent on re-privatising passenger operations:
“Funding for the 2014-19 upgrade of the east coast main line will be delivered through the Office of Rail Regulation approving a £240 million increase in the value of Network Rail’s regulatory access base. Network Rail may then borrow up to this amount to fund the upgrade works.”—[Official Report, 15 April 2013; Vol. 561, c. 2W.]
For the sake of clarity, it would be helpful if the new Minister with responsibility for railways stated whether any elements of replacing and upgrading the electrification on the east coast main line are dependent on the transfer of the operation of passenger services to the private sector. Similarly, it would be useful if he explained how that investment will be delivered more swiftly if privatisation takes place. Finally, will he provide details of the increased investment, over and above the taxpayers’ money being put into the line, that would be delivered as a result of privatisation?
The past, current and planned public investment in the east coast main line has been and continues to be highly effective. If further investment is required, however, it could easily be provided by public means, given that the service returns far more to the Exchequer than it receives in subsidy. Furthermore, given the thoroughly negative history of private involvement in the east coast main line, it is highly probable that, if the East Coast service is privatised, taxpayers will be left to pick up the tab, as we have seen in so many other botched franchise deals, including, not least, on the west coast main line.
The British taxpayer has funded the east coast main line service successfully since November 2009, following 12 years of declining profits and eventual failure under Great North Eastern Railway and National Express. The service became hugely profitable almost immediately after re-nationalisation and has returned its soaring profits to the Exchequer every year, with the estimated total returned by the end of this financial year in excess of £800 million.
It is unfathomable that the coalition Government’s response to that success, which came about so quickly after years of failed management by the private sector, is to decide that this is a good time to give the private sector not just a second, but a third chance. It is appalling that the Minister and his Department are so eager to overlook the clear demonstration of the high quality of our public rail service management, the dedication of train staff and the co-operation of rail unions.
Rather than continue with this charade, the Minister should focus his efforts on sorting out the debacle of the west coast main line and other, similar franchise fiascos. It is ill-advised for the Government to create an issue out of nothing and to waste resources trying to solve a problem that does not exist, when they struggle to deal with real problems and real issues, often of their own making. I can conclude only that political dogma is driving this agenda, which I hope will ultimately be derailed.
The question I was going to put has already been asked by my hon. Friend the Member for Edinburgh North and Leith (Mark Lazarowicz), but given the discussion earlier about the public view on this issue, does the hon. Gentleman not accept that the overwhelming majority of the public, including passengers, oppose privatisation? Is he aware that the Government have actually consulted on the issue?
I am, and I am happy to accept that the majority of people in his constituency, and the passengers who use the rail station he uses, might, like him, not want to see any changes to the level of services they enjoy. However, some of us, in seats that do not receive such a regular service, might feel differently, and that might be where the ideological difference is.
The hon. Lady cannot argue that we are rushing it through when she has just said that we are keeping to the original timetable. The then Secretary of State, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) announced a timetable and we had already started the consultation prior to the west coast refranchising process being stopped, so it is nonsense to argue that this is rushed.
I am grateful to the Minister for giving way. I appreciate that time is running out. Will he confirm what public consultation there has been with passengers and passenger groups, and what the outcome was?
We followed the absolutely standard procedures. We had a public consultation between June and September 2012, and there will be further consultation when the ITT has been finalised. The Government are putting in place the refranchising process that will deliver the best partner to deliver the best benefit for all customers on the east coast main line. That is the way forward.

“I do not believe that it would be in the public interest for us to have a nationalised train operating company indefinitely…because of our recent experience on rail franchising”.—[Official Report, House of Lords, 1 July 2009; Vol. 712, c. 232.]
Rail franchising has led to the biggest growth in rail usage in this country that we have ever seen—up from 750 million to 1.5 billion passenger journeys. I want that improvement to continue, and that is why huge investment is going into the east coast main line.
12. The publicly run east coast main line franchise will have returned £800 million to the taxpayer by the end of this financial year, and all its profits are reinvested in the service. Why are the coalition Government privatising this successful public operator, given that the previous two private operators failed?
As I pointed out to the right hon. Member for Stirling (Mrs McGuire), I am following the policies that have taken the rail industry from 750 million to 1.5 billion passenger journeys. I am happy to speak for the passengers and for all the people who work on the railways; it seems as though Labour Members are happy to speak just for the union barons. They can speak for the barons; I will speak for the workers, the consumers and the people who use our railways.

Commons ChamberI firmly support the delivery of a new north-south rail line, because faster journeys will bring the constituent parts of our island closer together.
As a Scottish MP, my views on HS2 as it affects and, indeed, benefits Scotland, are coloured by the area I represent. The announcement of plans to extend the high-speed rail network north of Birmingham is welcome news, but it is right that all parts of the country, including of course Scotland, should benefit from such a significant expansion of the country’s transport infrastructure. As it stands, the plan takes high-speed rail only halfway from London to Scotland, so there is a real necessity to extend the network further north to Edinburgh and Glasgow. These better services would provide benefits to the Scottish economy of about £3 billion, as businesses in the cities would be able to operate more efficiently, increasing their productivity while accessing new markets and labour pools. Firms throughout the UK would be able to look to Scotland for business opportunities that distance and congestion had previously made less attractive. Tourism on both sides of the border would be boosted as the UK was opened up to faster, more convenient travel. Scotland’s strong engineering base might also benefit from the employment opportunities that the planning and construction of High Speed 2 will provide.
Importantly for Scotland, bringing Edinburgh and Glasgow closer to London, as well as to the cities of the midlands and the north of England, would undoubtedly boost growth across all of its major conurbations. It would also open up the opportunity for through trains to run from Scotland to Paris and Brussels.
The argument is reinforced by reports that estimate that the regional economic benefits of high-speed rail for central Scotland would be about £20 billion over a 60 year period, which compares with £5.4 billion for the west midlands. Studies reiterate that the most cost-effective option for a rail route between London and Scotland is a new high-speed route that connects London, Birmingham, Manchester, Liverpool, Glasgow and Edinburgh. Such a network would be expected to deliver up to £50 billion of business benefits alone. That would be felt greatly in Scotland and the north of England, as well as in the south.
We need extra capacity on north-south routes sooner rather than later and all northern cities must be able to link into those routes. It is apparent that that might not be fully realised. I understand that the HS2 technical director has described the construction of the UK’s high-speed rail network as the work of generations. It will be many years before England and Scotland are connected in this way. Public opinion demands that the high-speed network be extended north of the border. Concerns have also been expressed about the lack of information about funding, costs, routes and the location of terminal stations.
To sum up, the Scottish end of the UK’s high-speed network should be built as soon as possible so that we can have the immediate benefit of a high-speed line between Edinburgh and Glasgow. I call on the Minister to commit to a concrete timetable for extending high-speed rail to Scotland. Not only would high-speed rail boost the Scottish economy and support thousands of jobs in Scotland and throughout the UK, but it would give us a once-in-a-generation opportunity to reshape the economic geography of the whole country.

I congratulate those hon. Members who are sponsoring the motion on their success in getting the Backbench Business Committee to agree to its being debated today, and particularly congratulate my hon. Friend the Member for Edinburgh East (Sheila Gilmore), the lead sponsor. The whole House will be aware of her tenacity on this issue, and I commend her on her opening remarks. As she mentioned, she is a regular user of the east coast main line service from Edinburgh Waverley to London King’s Cross, as I am. So we have both been made aware at first hand, as I am sure other hon. Members have, of the benefits of the service to Scotland, the north-east of England, Yorkshire and beyond. I am sure that, like me, she appreciates the general reliability, frequency, excellent customer service and value for money the service provides to its passengers.

Will the hon. Gentleman say why the preceding Labour Government’s policy was to reprivatise this service?
We will hear shortly from the Labour Front-Bench spokesperson on what our policy is on this matter, but I know what it is and I concur with it: retaining this service in public ownership.
As I have just mentioned, we will hear from our Front Bencher on this shortly. My own view is that this should be for an indefinite period, but the clear blue water between us and the Government on this issue is that we support a successful public service, whereas the Liberal Democrats are as one with the Conservatives in supporting the privatisation of this service. We have to question the reason why. Has this been proposed for the right financial and service reasons, or is there another, perhaps more partisan, explanation?
I wish to raise a relatively straightforward issue of fact. In an answer to a recent parliamentary question, the Minister of State said that investment in the east coast main line’s infrastructure is not dependent on reprivatising passenger operations. He said:
“Funding for the 2014-19 upgrade of the east coast main line will be delivered through the Office of Rail Regulation approving a £240 million increase in the value of Network Rail’s regulatory access base. Network Rail may then borrow up to this amount to fund the upgrade works.”—[Official Report, 15 April 2013; Vol. 561, c. 2W.]
However, he has since asserted otherwise on a number of occasions. For example, at the Transport Committee meeting on 24 April he said:
“What I think is important, looking to the future, is how you make the needed and important investment in the East Coast Main Line to bring it up to scratch. You will be as aware as I am that part of the electrification is very antiquated and needs to be replaced and upgraded because it is causing significant problems to the quality of service. I do not believe that keeping the East Coast Main Line in public ownership is the most effective and swiftest way of getting that investment. I believe that returning the East Coast Main Line to a franchise operation offers the best opportunity to move forward. In addition, the Government and the rail industry, through Network Rail, are continuing to invest in the East Coast Main Line, but we need to accelerate that and increase it.”
Then, at Transport questions on 25 April, the Minister stated that
“yes, there will be taxpayers’ money involved in investing in the east coast main line, but, more importantly, the involvement of the private sector means that we can increase, over and above the taxpayers’ money, the money that can be invested in enhancing and improving the service for passengers.”—[Official Report, 25 April 2013; Vol. 561, c. 995.]
Despite a number of hon. Members raising this with the Minister in the debate a fortnight ago, he failed to address this point in his reply. Therefore I would be grateful if he could now state once and for all whether any elements of replacing and upgrading the electrification on the east coast main line are dependent on the transfer of the operation of passenger services to the private sector. Similarly, it would be helpful if he could explain how this investment will be delivered more swiftly if reprivatisation takes place. Finally, can he provide more detail of the increased investment, over and above the taxpayers’ money being put into the line, that would be delivered as a result of privatisation?
My hon. Friend is making an excellent case to keep the line in the public sector and at the very least to allow a public company to bid for it. Does he agree that as the Minister has made it clear that the planned infrastructure upgrade work on the east coast main line between 2014 and 2019 will be borne by Network Rail, that answers the question?
Indeed. I am trying to expose the inconsistency in what the Minister has been saying. Unless he can explain his position when he speaks later, it remains unclear why all this private investment has been deemed necessary at all.

Commons ChamberI do remember my hon. Friend’s time as our party’s spokesman on post offices. Indeed, I was the Minister with responsibility for the Post Office at one point in history, so I well appreciate how important post offices are to our rural communities. It is important that they win business, but they have to compete for that business. They have done so very successfully in this case.

The Government have no plans to reinstate national targets. The strategic framework for road safety sets out measures that we intend to take to continue to reduce casualties. Those include making forecasts of the casualty numbers that we might expect to see through to 2030 if our measures, and the actions of local authorities, are successful.
With the numbers killed and seriously injured on Britain’s roads increasing for the first time in 17 years, will the Secretary of State think again about the decision to axe national targets on reducing deaths and serious injuries, which helped to focus efforts across Government, local government and the agencies?
I will never take safety lightly; it must always be uppermost in the mind of the Secretary of State for Transport. The United Kingdom has a very good record. In 1979, the number of people killed on the roads was 6,352. In 2011, the number was 1,901. That is still far too many, but the country has been heading in the right direction.

I thank the right hon. Lady for her intervention. It would certainly be an interesting prospect if we were to be placed at the forefront of this. I agree that the connection with the debate about air travel and airports is also important. We should have a very clear, unified transport policy, not only for transport reasons but for environmental reasons, yet at times it feels as though there is a disconnect there. When it comes to people’s travel from Scotland, I am sure that if we did achieve high-speed rail in the near, not the very distant, future, we would see a huge transfer of both business and leisure travel to rail. That would be highly beneficial.
If there is to be a study, I have some questions for the Minister. Who is carrying out the study that we were told is to take place? Is it HS2 Ltd, the Department, or another external organisation? When are we likely to get a report with the information? That is important, especially in terms of timing, because it will determine whether the additional sections of line to Edinburgh and Glasgow could be incorporated in phase 2 of the project. Phase 2 is the part that involves the building of the Y network from Birmingham to Leeds and to Manchester. Broadening the scope of phase 2 would be critical in ensuring that the benefits of High Speed 2 are realised sooner rather than later. The alternative is that what I have described becomes phase 3, which would be very disappointing.
The estimated completion date of phase 1 is 2026. For the existing phase 2, it is 2033-34. If building to Scotland were to be a completely separate phase, on that sort of time scale we would not see the network reach Scotland until well into the 2040s. From our perspective, and in terms of growing the Scottish economy, that would be extremely disappointing.
We know that the Secretary of State intends to publish plans for the route between Birmingham and Manchester and Leeds by the end of this year. A recent written answer revealed that the Minister wants to bring forward consultation on phase 2 from 2014 to 2013. I warmly welcome all that, but I argue that the plans to build to Scotland should be published and consulted on, so that, at the very least, that section of the route can be included in the hybrid Bill for phase 2. I acknowledge that planning is likely to be at a fairly early stage, but there some key issues about the route to Scotland on which I hope that the Minister will be able to give us some reply, or at least an undertaking that he and his Department will examine that.
One issue is whether building to Scotland would involve two separate lines—one from Manchester to Glasgow on the west coast and one from Leeds to Edinburgh—or one line, probably from Manchester, that would split into a further Y in southern Scotland and link to both Edinburgh and Glasgow. That is already in place for certain rail journeys, and has been for a long time, as anyone who travels north or south on the sleeper will know. That mechanism enables Edinburgh and Glasgow to link to not only London on conventional-speed rail, but many other parts of the country, and it is a big boon for many people who travel that way.
Will the stations in the existing phase 2 be through-stations or terminuses, as planned for Birmingham? I would argue that through-stations are vastly preferable, because each service to and from Scotland could call at stations on the line, which increases connectivity and reduces the need for additional point-to-point services or people having to change to complete their journey.
At this stage, it is important to acknowledge that regardless of when the high-speed network is extended to Edinburgh and Glasgow, passengers in Scotland will benefit as soon as the first phase of the project is complete. Sometimes, the impression is given that high-speed rail is irrelevant to us at that stage, but if the line from London to Birmingham is connected to existing lines, it will allow trains to continue beyond Birmingham at conventional speeds, which could cut journey times from Scotland to London by half an hour. I hope that Scotland will be part of phase 2, but even without that or a phase 3, journey times could be down to three and half hours. Such reductions in journey times are critical when we are looking at the best methods of travel. To return to the environmental issue, it is the kind of difference that will make people realise that rail is by far the better way to travel. It will also fit in with our business needs, because travel will still be from city centre to city centre.
Will the Minister confirm that, from the completion of phase 1, through-running trains will go to both Glasgow and Edinburgh? HS2 will be linked to the west coast main line at Lichfield, and traditionally trains on that line serve only Glasgow, not Edinburgh. We are aware that there are capacity constraints on the west coast main line, but it would be frustrating if Edinburgh had to wait for the completion of phase 2 to benefit from through-running trains. We are not only talking about Edinburgh, but the entire east coast; people coming from further north would also be able to make use of such a connection.
I promised my hon. Friend the Member for Glenrothes that I would say a little about the circumstances that would arise should the referendum result in independence. The HS2 project, probably more than any other, encapsulates why we are better together. The Union means that Ministers in Westminster have a responsibility to look out for the interests of people in Scotland alongside those of people in England, Wales and Northern Ireland. That is demonstrated by the decision to facilitate through-running to Scotland from the completion of phase 1 and by the Secretary of State’s stated ambition to drive down journey times further in future. Should Scotland separate from the rest of the UK, it is possible that a benevolent Government in Westminster might retain those commitments, but that is not guaranteed. If Ministers decided that they would not fulfil those commitments, there would be no formal means of redress though, for example, voting against governing parties at the next general election. There would not even be forums such as Westminster Hall where Members representing Scotland could directly raise and debate the issues.
On a purely practical level, I cannot envision the Government of a separate Scotland persuading Ministers in the UK to pay for the hundreds of miles of expensive, high-speed track necessary to link Leeds and Manchester to the Scottish border. I believe that that is the point my hon. Friend wanted to make. UK Ministers would probably expect a Scottish Government to pay for that in addition to what would be required in Scotland—a huge additional expense.
I congratulate my hon. Friend on securing this important debate. She makes a powerful argument for the completion of the line to Edinburgh and Glasgow. On the latter point, does she take the view that an independent Scottish Government would not have the financial resources to ensure that the high-speed rail link continued to Edinburgh and Glasgow?
I think that is an extremely likely scenario. We are often faced with proponents of separation suggesting that nothing will change—we can keep the Queen, the pound and all sorts of things—so they will no doubt tell people that they can keep high-speed rail, but that is most unlikely to happen.
Even if the UK Government decided to build the sections between Manchester and the border, or the Scottish Government decided to pay for them, what would happen if there was a concerted campaign against the route and local people decided that they did not want the line to cross their communities? In such circumstances, why should a UK Government expend the political capital necessary to overcome the objections? We could again find ourselves unable to influence the debate.
I do not expect the Minister to say too much about independence, but I would like answers to the questions on the study, the possible route and through-running to Edinburgh. When will the study report? Will any proposed route be incorporated into the hybrid Bill for phase 2? What is the likely route to Scotland? Will the stations in the current phase 2 be through-stations or not? Will there be through-running trains to both Glasgow and Edinburgh when services start after the completion of phase 1 in 2026?
I welcome many of the Minister’s comments. Forgive me for raising independence again—obviously it is something that those north of the border will be focused on for the next two years in the run-up to the referendum—but does he share our view that, in the event of Scotland becoming independent, HS2 would be in serious jeopardy in relation to the rail links continuing to Edinburgh and Glasgow?
I do not think that the population north of the border will vote for independence, so I hope that that is a hypothetical question. I would say not that HS2 is in serious danger, but that it unnecessarily raises a question mark over something that is not there. That in turn brings an air of uncertainty over HS2, which is also not presently there.
We are working closely with the Scottish Government throughout this year to understand how HS2 might be extended further north. The coalition agreement makes it clear that we want a genuinely national network. We see phases 1 and 2 of the High Speed 2 project as the best way to make progress towards that goal. None the less, there is a real case for examining whether we should go beyond the Y network, as the Secretary of State said at the Conservative party conference last month. The Department is launching a study on ways to get fast journeys further north and to Scotland and to ensure that the north-east benefits, too.
The hon. Member for Edinburgh East asked me a couple of questions about the study and when it would report. The study will involve departmental HS2 officials, who will start a process of work with the Scottish Government and northern English regions better to understand and articulate transport needs north of the Y network. The study will set out a remit for any future work, using as a starting point completion of the Y network. There is likely to be a focus on improvements in capacity and journey time. Once the study is complete early in the new year, we will take stock of the results to ensure that we have a full understanding of the transport needs north of the Y network. We will then have the right base from which we can consider scoping out broad options for bringing high-speed rail further north and to Scotland.
The study will not start with any preconceptions but will be open to all options that offer good value for money to the taxpayer. That may include a full high-speed solution, upgrades to existing infrastructure, or a combination of the two.
The hon. Lady also asked about journeys to Edinburgh, which she of course is interested in given where her constituency is sited. Let me make it clear that as soon as phase 1 is complete, there will be a link on to the west coast main line from the new high-speed line, which will enable services to be run from Glasgow and Edinburgh on the high-speed network using a bifurcation at Carstairs. That is perfectly possible in operational terms as soon as the link to Birmingham is completed in phase 1.
Our plans for HS2 do not mean that we will stop investing in and improving our current transport network. Generally, our investment programme is the biggest since the 19th century. We fully appreciate the need to enhance our network and improve links between England and Scotland. The inter-city express programme will deliver a brand-new fleet of trains for the east coast main line that will start operating in 2018 and offer faster, greener, higher capacity and better quality services well ahead of the Y network being completed. The trains will boost fast-line capacity from Scotland into King’s Cross during peak hours and cut journey times between London and Edinburgh by 12 minutes, with even larger gains for journeys to Dundee, Aberdeen, Perth and Inverness.
A major factor in our decision to press ahead with the IEP was its capacity to enable the continuation of through journeys to and from northerly destinations. On top of that, we have announced a £240 million upgrade of the east coast main line, which will greatly improve journeys between Scotland and England.
On the west coast route, the long-awaited new Pendolino carriages have started serving the Birmingham to Scotland corridor. The route will also benefit from an upgrade to its power systems that will enable more passenger and freight electric trains to operate.
The Manchester to Scotland route is also due to get new trains, with delivery starting in December 2013 and completion by May 2014. On the east coast, a new timetable introduced last May increased the number of through services between Scotland and London—it includes the Flying Scotsman—linking Edinburgh and King’s Cross with a fast service that can bring Scotland’s key business leaders into the heart of London in four hours, arriving before 10 o’clock each day.
We are also investing in stations north of the border. As part of the Department’s sponsored access for all programme, which falls within my portfolio, £41 million has been allocated to making at least 17 stations across the Scottish network accessible to disabled passengers. We are also investing more than £6 million up to 2014 across a wide range of Scottish stations to make smaller access improvements.
In conclusion, fast, reliable connectivity between Scotland, London and the cities of the midlands and the north is a crucial component of a successful economy, and we are investing to bring that about. High-speed rail not only supports thousands of jobs in Scotland and throughout the UK but gives us a once-in-a-generation opportunity to reshape the economic geography of the whole country, by bringing our key cities closer together and helping to bridge an economic divide that has defied solution for decades. This is a national scheme in the national interest being delivered by a national Government.
I warmly welcome the political consensus on HS2 across the three main parties on the basis that it will help to ensure that the planning and construction of this transformational scheme is carried through to completion. Realising the full benefits of high-speed rail for Scotland is crucial to the economic well-being of the whole country, and we will work with our partners in Scotland to achieve that. If there are any outstanding matters that I have not been able to address, I will ensure that my colleague, the Minister of State for Transport, will write to the hon. Lady with the answers.

In view of this fiasco and other potential franchise debacles, will the Government now realise that the game is up and take the west coast main line back fully into public ownership, as is the case with the east coast service?

Commons ChamberIt is a pleasure to speak in this debate in support of the Labour Opposition’s amendment.
With the cost of living remaining the primary concern of most families throughout the country, this Queen’s Speech should have started to address the real day-to-day concerns of squeezed households. Soaring energy bills, the increasing price of food and fuel and big rises in the cost of travel are all hitting households hard, but, as we have seen time and again over the past two years, this out-of-touch Government have missed another opportunity to give some relief to hard-working people.
Those people want to know that the Government are on their side, but the coalition has instead offered more of the same failed approach, demonstrating how utterly clueless it is about the real needs of hard-working families in this recession. It has failed to address the cost of living crisis; it has failed to deliver help for hard-pressed families; and it has failed the crucial test of fairness.
Labour would have brought forward measures to help families immediately by addressing the cost-of-living crisis, tackling rip-off prices and creating real jobs for young people. In contrast, this hapless Tory-led Government are adding to the financial pressures that families face by cutting working tax credits, forcing middle-income pensioners to pay more tax and condemning more than 1 million young people to life without work, with the unemployment rate for 16 to 24-year-olds in Scotland, where my constituency is based, standing at 94,000, or just over 23%, in the period from January to March. So the Government are piling the financial agony on to families, when families can least afford it, with some decisions, such as the tax cut for millionaires at the expense of middle-income pensioners, rubbing salt into the wounds.
The Institute for Fiscal Studies, in its analysis of the Chancellor’s autumn statement, stated that median-income families would be worse off in 2015 than they were 10 years ago, with soaring energy bills being one of the main contributing factors. That is borne out by the experience of people in my constituency, with the damaging impact of massive year-on-year increases in fuel bills often highlighted as their single biggest financial headache. The cost of a typical annual dual gas and electricity bill is now £1,310—up by nearly 50% in the past four years alone. Under the toxic combination of a Tory Westminster Government and an SNP Scottish Government, more than one in three households in Scotland is estimated to be living in fuel poverty, including a staggering 65% of single pensioner households—12% higher than the UK average. This dire situation led Citizens Advice Scotland to declare last year that Scotland is now in a “shameful crisis” of fuel poverty.
Despite a mild winter, millions of people are now receiving bigger energy bills than they had planned for. Many with fixed or reducing incomes will struggle to meet these rising bills, and that will result in even more households slipping into fuel poverty. With about 80% of households currently paying over the odds for their energy, there is clearly a massive problem in the domestic energy market that requires an urgent response. However, while voluntary sector groups and campaign organisations such as Which?, 38 Degrees, Consumer Focus and Citizens Advice have taken decisive action to try to tackle the fuel poverty crisis and to help desperate energy customers, the Government have done next to nothing to tackle soaring energy prices.
The Big Switch campaign initiated by 38 Degrees and Which? is a particularly welcome initiative aimed at helping as many consumers as possible to achieve savings on their energy bills by negotiating a collective deal with a supplier. Such mass consumer action has the potential to make an important contribution to securing a fairer deal for energy customers, and I am delighted that the Leader of the Opposition has said that Labour will explore doing something similar to support local communities to achieve better deals on their energy needs. This proactive, co-operative approach, working in partnership with local communities, contrasts sharply with the Government’s approach in sitting back and allowing hard-pressed families to suffer.
The baffling array of tariffs, which now stands at over 400, is one of the biggest frustrations for energy consumers, with 70% saying that they are confused about which tariff offers them the best deal on their energy. In a speech last month, the Deputy Prime Minister heralded a move to force the big six to send their customers an annual update on their cheapest tariffs to try to ensure that consumers have the information they need to switch to a better deal. He described that as a landmark decision, but senior energy company managers have revealed that much of what they agreed with the Government is already being done, and uSwitch warned that consumers would not necessarily be made aware of the “best deal overall”. So while the Government’s agreement with the big six may help some consumers to switch to a better deal, many will still find it difficult to find the best deal for them, and it does nothing to tackle the bigger problem of the stranglehold that the big six has on the energy market.
The bottom line is that the market needs a complete overhaul, but this Government are only tinkering at the margins. Labour will stand up for hard-pressed families and pensioners and end the energy rip-off. We would introduce an energy Bill to break up the dominance of the big six energy companies by requiring them to sell power into a pool, allowing new businesses to enter the market, increasing competition, and driving down energy bills for families and businesses. By forcing energy companies to introduce a new simple tariff structure, we would make tariffs fairer and help all energy customers to get a better energy deal.
We would also require the energy companies, by law, to offer over 75-year-olds the lowest rate available. Such a move would enable more than 10,000 over 75-year-olds in West Lothian, for instance, to save as much as £200 on their energy bills, giving real, practical support to those who need it most. That kind of tangible, affordable measure demonstrates how it is still possible to deliver fairness, even when money is short, by offering ways to help families immediately. It is also indicative of how Labour Members would have acted on the priorities of hard-working people had we been writing this Queen’s Speech.

I congratulate my hon. Friend on securing this important debate. I agree that extending high-speed rail to Scotland is central and not peripheral. Indeed, I have made similar comments in the House. It is a UK project, and we are in a United Kingdom, so we have the critical mass to ensure that we can deliver it and that it reaches into Scotland to Edinburgh and Glasgow. Does he share my fear that if we ever faced the prospect of Scotland being separated, this UK project would not happen, and we in Scotland could lose out?
My hon. Friend anticipates part of my argument. I will cover that later.
Turning to public sector infrastructure, there has been criticism about Scotland being overdependent on the public sector. Surely a high-speed link to Scotland would enhance the opportunities for the private sector and provide a greater balance within the economy. In essence, if we want to shape the future, we must create it. There is certainly unanimity in Scotland that high-speed rail that reaches the parts that others cannot reach must be a priority—I believe that is called the Heineken factor.
When the Government announced that HS2 would go ahead, a commitment was given to work with the Scottish Government and others on how to improve capacity between north and south. There is overwhelming consensus for HSR in Scotland across the political spectrum, including transport bodies, local, national and multinational businesses, civic society, trade unions and environmental groups. That unity of spirit and purpose stems from clarity about the perceived benefits.
Fundamentally, high-speed rail will bring three dividends to Scotland. First, there is capacity: as well as providing new services for passengers, it will free up space on traditional lines for freight and local passenger trains, reducing delays and congestion. Increased pressure on capacity is already impacting on service reliability and punctuality. Despite the welcome improvements that might be made, there will not be radical improvement on the existing framework. Secondly, high-speed rail would offer huge environmental benefits, because the modal shift from air to rail will dramatically reduce carbon emissions. It would also ensure adequate air slots for planes from the more peripheral parts of the UK, at a time when our airports are experiencing further congestion. In written evidence to the Transport Committee, Transport Scotland and Network Rail stated, significantly, that
“our evidence indicates that the extension of HSR to Scotland would significantly improve the benefit to costs ratio.”
There therefore appear to be huge dividends for the UK as a whole, and a high-speed rail link would also reduce our unhealthy overdependence on oil fuelled transport—a welcome strategic shift that would reduce relative transport costs.
Thirdly, HSR would contribute significantly to stimulating Scotland’s economy and promoting new business growth and regeneration. It would attract inward investment to Scotland, stimulate industry and be a further catalyst to tourism. The central belt contains more than 3.5 million people, a population similar in magnitude to that of the west midlands and Manchester. High-speed connectivity with other major population centres in the UK will be vital to sustain economic activity and promote growth.
Edinburgh is the second most popular destination for tourists from overseas after London, and it hosts a vibrant financial services sector that is the seventh most competitive in Europe. The area is home to a wide array of innovative companies that are investing in research and new technologies such as biotechnology, electronics and renewables. The economy of the Glasgow region accounts for 36% of Scottish exports. Glasgow is the second most popular city in the UK for inward investment, and contains the second largest retail sector. It retains a strong manufacturing base in aerospace, defence and marine industries, and accounts for one in three jobs in the tourism, food and drink and construction sectors.
High-speed rail could play a vital role in making innovative developments in Scotland and ensuring that we champion the business opportunities that we could expect within a new framework. Evidence clearly indicates that the case for high-speed rail in the UK is stronger when Scotland is included. The Scottish Partnership Group, which has representatives from across business, trade unions and the transport industry, reinforces the economic dividends. Iain McMillan from CBI Scotland notes the positive business case for ensuring Scotland’s inclusion in HSR:
“Good transport links and external connectivity to principal markets are vital to Scotland’s economic success. We are encouraged by the report’s focus on ensuring the development of this key infrastructure project, conscious of Scotland’s physical position on the periphery of Europe and the greater consequential need to provide key links to hubs and markets.”
Colin Borland from the Federation of Small Businesses indicates that
“productivity will increase and it will help Scottish businesses to compete.”
Liz Cameron from the Scottish chamber of commerce emphasises that
“we must be beneficiaries, not victims of HSR.”
A host of highly respected companies have added their unqualified support to the extension of HSR to the central belt. They include Dell, Siemens, Barclays and Sistemic, to name but a few. Some 75% of businesses that were recently canvassed were strongly in support of the extension of HS2 to Scotland.
High-speed rail would bring huge economic and environmental benefits to Scotland and the UK, but although there is a strong consensus on the need for HSR, there is, regrettably, huge uncertainty about the future of such a rail link to Scotland. There has been some support for the idea of starting a high-speed link from Scotland at the same time as building from London as a sign of good faith and commitment, but there is a major stumbling block because if Scotland voted for separation, HSR would surely remain on the drawing board. Even if an independent Scotland were to find the resources to finance HSR from Edinburgh or Glasgow to the border, who would pay for the high-speed link from Manchester to Carlisle and beyond? There would be no economic imperative for the UK taxpayer, and no political incentive for UK MPs to extend HS2 beyond Manchester.
