Commons ChamberWe are absolutely committed to repealing section 21—there is no question about that. As I have said, the numbers for those in temporary accommodation are disappointing but we do have a very holistic approach: building more housing, building more affordable homes, and enabling local authorities to go out and build and purchase temporary accommodation.
We are transforming communities the length and breadth of our United Kingdom through our £4.8 billion levelling-up fund, improving transport, regenerating high streets and rebuilding pride in place.
I thank my hon. Friend for his answer, and I am delighted that we have recently been able to bring £78 million of investment to Clacton. Freeports will be a major contributor towards levelling up, and in my view levelling up also means better transport infrastructure, but not enough is getting through to bus services in my patch. Will he support my campaign outlining that Freeport East in Essex needs to show its social value in Clacton by helping to improve connectivity for everyone across the Tendring district, including for buses?
I am more than happy to meet my hon. Friend to discuss his campaign. Buses are the most popular form of public transport in our country. They are an essential element of our national transport system, playing a vital part in levelling up. I am grateful to my hon. Friend for acknowledging the huge amount of levelling-up funding going into Clacton and am keen to work with him to see how we can help people in Jaywick as well.

It is an honour to serve under your chairmanship, Sir Christopher. I am grateful to the hon. Member for Glasgow North East (Anne McLaughlin) for securing the debate.
I support the general notion of levelling up and am pleased that Clacton has won its most recent bid. It is set to receive £20 million, and my hon. Friend the Minister is well aware of how grateful I am. However, it has to be said that it is richly deserved, given the years of headlines we have seen about the decline of coastal towns. In short, we are too often overlooked. Furthermore, in my constituency is the most deprived ward anywhere in the UK—not a thing to be proud of, and something that must be addressed.
That levelling-up money very much chimes with my long-standing push in this place that it is unfair for the east of England to be treated in an homogeneous way. Yes, the home counties are rich, but not all their constituent parts are. Clacton has some areas of deprivation that easily exceed those anywhere else in the nation. We need to sort that out, so there is much further work to do and further bids that need winning.
From an infrastructure point of view, the district of Tendring is divided physically. My hon. Friend the Member for Harwich and North Essex (Sir Bernard Jenkin) and I—in Clacton—share the peninsular on which Tendring sits, but regular travel from his constituency to mine is difficult, to say the least. All roads lead to Colchester and not across the area. We have a new freeport coming at Harwich, with all its accompanying benefits, which is great news, but we need access from Clacton urgently. They need us and we need them.
The Essex County Council transport bid for levelling-up funding failed, as did the Tendring District Council high street funding bid. Improving Clacton town centre with the £20 million is a fantastic start, and we are grateful, but there is so much further to go. Transport infrastructure for Tendring has to be the long-term strategic goal.
If we see continued coastal decline in places such as Clacton, which is in one of our new, shiny freeport areas, the whole freeport agenda might well be seen as a busted flush. I am very happy to invite my hon. Friend the Minister to Clacton to see how poorly connected my town is to one of our new and much-anticipated economic engines. I would be happy to drive her around and show her exactly how the land lies. Further funding here will mean the difference between hitherto unimagined regeneration and an historic flop.
Finally, while this is not a Department for Transport debate, may I quietly mention the work at the Haughley and Ely railway junctions? The Department for Transport will likely be scouting around for significant savings, and as chairman of the great eastern main line taskforce, I am unaware of a project in the nation that would deliver so much for such relatively little. I would urge my hon. Friend the Minister to talk to colleagues in the Department for Transport about how levelling-up bids could bolster capital plans that are now stuck in the mud in my area.

I thank the hon. Member for that intervention, and I greatly enjoy working with him on the APPG. He is correct to raise those issues. I will comment on the rail issues in passing a little later, but they are vital to the east of England and to the whole UK.
I will comment in a little more detail on the five issues where there is low confidence and on what needs to be done so that we can get on course to deliver the 2030 targets. I anticipate that colleagues will home in on areas and issues that are important to them and their constituents. I should add that each of the issues warrants a debate of its own, and I am conscious that I will only scratch the surface of each mission.
Earlier this month the Government published the results of round 2 of the levelling-up fund. In the two rounds that have taken place so far, there have been 12 awards in the east of England, with a total value of £252.5 million. In both rounds we secured the fourth lowest amount of funding in the UK. Although, on an allocation per head basis, the situation has improved significantly, from £14 per head in the first round to £26 per head in the second, the east of England remains the region with the third lowest funding over both rounds.
It would be wrong to judge levelling up solely on the basis of those grants, but there is a worry that there is a lack of understanding in Whitehall of the challenges faced by many people in the east of England and of the exciting opportunities available in the region. With the right policies and support, the Government can help unlock these opportunities, which will benefit not just our region but the whole United Kingdom.
Down here in London, there may be a view that East Anglia is a comfortably-off region where levelling up does not apply. That is wrong, as we have relatively low levels of pay and there are deep pockets of deprivation in coastal communities such as Lowestoft, which I represent, in rural areas and in our larger cities and towns, such as Norwich and Ipswich.
Does my hon. Friend agree that some coastal regions around the country suffer from pockets of deprivation that are unrecognised because the central hinterland looks wealthy?
My hon. Friend raises a good point. I am mindful of the fact that Jaywick, which is in his constituency, is statistically the most deprived area in the east of England. As he rightly says, pockets of deprivation can be hidden, because there are often areas of wealth within a few miles of them that camouflage that deprivation.
The east of England is an economic success story, and it is one of only three regions that are net contributors to the Exchequer. With the right policies and the necessary initiatives, we can significantly reduce poverty and create what, in effect, would be a global powerhouse, with specialist skills and expertise in such sectors as low-carbon energy, agritech, life sciences and sustainable fishing. Despite the drawbacks, a good start has been made locally in Waveney, and much of Lowestoft resembles a building site at present, with work well under way on the Gull Wing bridge—the long-awaited and much-needed third crossing of the port, which divides the town—as well as on the construction of permanent flood defences.
At this stage it is appropriate to pause and to recall that this evening is the 70th anniversary of the 1953 storm surge that hit our coast so cruelly, causing death, destruction and, ultimately, the demise of the beach village in Lowestoft. Today the region remains extremely vulnerable to rising sea levels and the threat of climate change, but the drive towards net zero presents our economy with significant opportunities, which we must grasp. In Lowestoft, work is also getting under way on the various towns fund projects designed to regenerate the town centre and the surrounds. These projects, together with the flood defence scheme and the new bridge, currently represent a public investment in the town of in excess of £220 million.
Due to inflation, the shortage of raw materials and supply chain challenges, delivering such construction projects is not easy at present, and I commend the project managers at Suffolk County Council, Coastal Partnership East and East Suffolk Council for their hard work. Our task locally is to ensure that the developments act as a catalyst for private sector investment and that they fit in with and complement the overall economic strategy for the region.
I will now briefly touch on the five missions where there is low confidence of meeting the 2030 targets.

As was mentioned, it is just a year since our last debate on levelling up the east of England. I am happy to say that my local authority has been successful in its bid to receive £20 million for the much-needed rejuvenation of Clacton town centre. It was a fantastic result and I want to thank the Minister. One does not always anticipate a great phone call, but it was a great one to receive. I also want to thank the leader of Tendring District Council, Neil Stock, the chief executive officer, Ian Davidson, and all the other officers who backed them to achieve that result.
We mentioned Jaywick earlier. Seventy years ago today, 37 people lost their lives in that very small village, of the 307 across the east of England. Although the local council is making great efforts to improve that particular area with flood-proof homes and building a brand new market area, it is still served by one very poor road. It is one of the areas in my constituency that needs investment.
We are not an urban city down in Clacton, like Chelmsford or Colchester. We are multiple communities spread across a rural landscape. We have two railway lines that come into Walton and Clacton, with an hourly service that takes 90 minutes to cover the 69 miles to reach London. I have always said that is not acceptable in this day and age. It is certainly not appealing to commuters and is a great barrier to levelling up my patch. There is the unfair and flippant view, about which we heard earlier from my hon. Friend the Member for Waveney, that the east of England is just universally wealthy. We know that it is not. Try telling that to pockets of my constituency, which have deprivation issues that outstrip anywhere in Scotland or Wales. That is just a fact.
The roads are a core part of that and some are in a very poor state. They are the only way to get from one end of my constituency to the other. If we throw in some roadworks, which we recently had in Kirby Cross, it is somehow quicker to get to London than it is to cross the 14 miles of my constituency. That is ridiculous. We must invest in my constituency’s roads, which means affordable homes and sustainable jobs, if they can be built in the right places. We currently lag behind urban neighbours. We talk about how future rail such as High Speed 2 will change the world. What about the old-fashioned, crumbling roads that are holding back areas such as Clacton?
The east of England has been granted a fantastic and brilliant opportunity with Freeport East. That will help enormously with the global powerhouse that my hon. Friend the Member for Waveney mentioned earlier. It will create jobs and provide long-term income for the area. We need to utilise it, and I can think of no better way than by investing in transport infrastructure, so jobs in the freeport can be accessed from areas such as Jaywick, which is the most deprived ward in the country. This is our opportunity not to gloss over the situation. It is a better chance than any for the Government to show their long-term ambitions for levelling up and really improve the lives of my constituents. My plea to the Minister is that she should not think the job is done following the latest round of investment. Instead, I urge her to work with colleagues in the Department for Transport and the Department for Work and Pensions, to maximise the benefits of levelling up in tucked-away coastal communities such as mine in Clacton.
It is a pleasure to serve under your chairmanship, Mr Davies. I begin by congratulating my hon. Friend the Member for Waveney (Peter Aldous) on securing the debate. I pay tribute to him and to the hon. Member for Cambridge (Daniel Zeichner) for their leadership of the important all-party parliamentary group. It is a pleasure to follow my hon. Friend the Member for Clacton (Giles Watling). I am very fond of Clacton. I have been a resident of the east of England for nearly 17 years, and I know my hon. Friend’s constituency well. We campaigned on a by-election together, with good long-term results.
It is important to say that the contributions so far have included some serious issues that need to be addressed, which I say as the Member of Parliament for Witham for just over 12 years. My hon. Friend the Member for Clacton is the chairman of GEML, which for the benefit of Hansard is the Great Eastern Main Line taskforce. I co-set that up nearly 10 years ago: GEML was all about getting infrastructure investment into that main line. We have been successful, though I will touch on some elements that have not materialised. There are important areas, highlighted by my hon. Friend the Member for Waveney, that speak to lamentable actions across Government and the low confidence that my hon. Friend touched on. I want to speak specifically about those.
First and foremost, infrastructure clearly covers road and rail. That has frankly become a joke in the overall way that Whitehall has failed to integrate. That is not to do with the Minister’s Department; it is a failure of the Whitehall system to work across Departments and integrate funding. Basically, securing investment in our infrastructure is one example of how we can support levelling up. It is a statement of the obvious.
We have new rolling stock on our line—part of the GEML taskforce—for a very good reason. A decade ago, I and colleagues across that network went to the Treasury and the then Chancellor of the Exchequer, the former Member for Tatton, and put forward a business case. Some of us are capable of putting together presentations and business cases. We put that forward in conjunction with Network Rail and it secured £600 million, linked to a nine-year franchise that was very much about delivering rolling stock, improvements on productivity, performance and so on. We achieved that, but it is only one example.
The failure to secure funding for Ely junction and Haughley junction was not the fault of the taskforce but of Whitehall, and its lack of integration. Those sites are not in my constituency, but they are east of England infrastructure projects that would unlock the economic potential not just of the east, but of the nation. It is interesting that, at a time when HS2 is again being vilified for a range or reasons, such as being over budget and not on time, we have to stick the course with infrastructure projects.
The problem is that the Armitt process has not been published. That is the funding mechanism, which sits in the Department for Transport, for securing these major infrastructure projects. The other problem, as we have already heard, is that the east of England is a net contributor. Our main line has been subsidising the rail network for the rest of the country for decades. That money goes to the Treasury. The revenue base sits with Treasury, and the Department for Transport is deprived of the funding stream to help with the financial pipeline of rail investment.
Does my right hon. Friend not believe that the investment in Haughley and Ely is relatively low? We are not asking for a lot of money. It would unblock the blockage; it would take the cork out of the bottle of the entire east-west connection.
My hon. Friend, the chair of the GEML rail taskforce, has hit the nail on the head: this speaks to a fundamental failure in Whitehall, and my hon. Friend the Member for Waveney repeatedly highlighted that. This is the core message that has to be taken away, and that is just on rail. Of course, rail supports economic growth. The west Anglia line is another classic case. With four trains an hour to Stansted airport, it feels like “Mission Impossible” right now. Some proper work needs to be undertaken, and the Government need to support that. We have been successful in getting Emirates into Stansted. We want to get other international airlines, as my hon. Friend said, including from India.
On roads, I have again secured funding, as a Member of Parliament, for feasibility studies on the A12 and A120, but yet again we are going round the merry-go-round of not getting the commitment from central Government to proceed with those schemes. Quite frankly, that is down to inadequacies with National Highways, which fails to operate in a transparent way, to engage with local community or the county council, which has responsibility for the strategic road network, or to engage with the Department for Transport, so we are not getting the road upgrades we need in the county. Those road networks are the economic arteries of the east of England.

I thank my hon. Friend for that intervention. Of course, he is right: one of the challenges we face is that, if we do not invest in those communities, there will be a brain drain from the region. It is for that reason that we need to invest in those regions. In that way, we will level up, and get rid of that migration from the region.
As I have said, the east of England is one of three net contributing regions to UK plc, and it should be emphasised that investment and support in our region will not only deliver levelling up but add to national prosperity. Much of the hidden deprivation is focused in coastal areas such as Lowestoft, where traditional industries such as fishing and manufacturing have declined over the past 40 years, although there is hope that fishing can play an important role in economic recovery through the Renaissance of the East Anglian Fisheries initiative. Kirkley, in Lowestoft, is the 26th most deprived ward in the country, and 10 of Lowestoft’s neighbourhoods fall within the 10% most deprived wards nationally. A 2019 study found that more than 12,000 people in Lowestoft and the rural area immediately to its north are affected by income deprivation. Some 20% of households in Lowestoft live on absolutely or relatively low incomes, and 21% of adults in the town have health issues that affect their activity, diminishing their participation in society, limiting their job opportunities and contributing to wellbeing issues. Finally, although 68% of adults in the town are economically active, 15.7% are in receipt of universal credit. That reflects the low-skilled and temporary nature of employment opportunities currently available.
It is also important to highlight one particular opportunity and one particular challenge in the east of England. The opportunity is presented by the UK’s net zero target, with East Anglia right at the forefront of the Government’s plans. Half of the UK’s offshore wind fleet will be anchored off our coast. There is the proposed Sizewell C nuclear power station, and there is the potential to retrofit the gas infrastructure, both in the southern North sea and on land via the Bacton gas terminal. Some 30% of the UK’s low-carbon electricity will in due course come through Suffolk alone. There is potential to completely transform the economy of the whole of coastal East Anglia, where many deep pockets of deprivation are found. To make the most of the opportunity from which the whole of the UK will benefit, the Government need to provide the necessary seedcorn funding. If that is done, we are not just talking about levelling up; we can provide a global exemplar as to how decarbonisation can be delivered to benefit local people and local communities.
A particular challenge that the region’s councils face is adult social care, because the east of England has a relatively elderly population. Following the comprehensive spending review and the provisional local government funding settlement, there is a real worry that one year of funding certainty is not enough. Councils need at least three years of certainty so that they can plan effectively and deliver services efficiently. There is a need for increased long-term funding for councils to close the funding gap that, by the end of 2022-23 for the east of England councils, will be in the order of £240 million. There is concern that the adult social care funding that has been provided is not enough and might not even cover the planned capital on care costs and changes to means testing. Councils face significant financial pressures owing to the rising costs of care, workforce pressures and national insurance uplifts.
I have highlighted the challenges that Lowestoft faces, but I should point out that the Government have responded positively and are currently making a significant investment in the town. Construction of the Gull Wing bridge and the Lowestoft flood defence scheme are well under way, and Lowestoft has secured a towns deal. Work on the projects is due to start later this year.
Does my hon. Friend agree that although we have infrastructure projects such as the bridge and so forth, when we talk about the anti-car debate in some of the towns, we must remember that some of our leafier suburbs do not benefit and we need transport infrastructure to keep our economy alive?
My hon. Friend is right that transport infrastructure is vital, and I will come on to that shortly.
Further afield from Lowestoft, the region will benefit from two freeports at Felixstowe and Harwich, as well as the Thames freeport. However, while we await the detail of the Government’s levelling-up proposals, there are some early warning signs that the needs of local communities in East Anglia might be overlooked, and there is a worry that we will not be able to realise the full potential of those projects for the benefit of local people and local businesses.
With regard to funding allocated in the comprehensive spending review, the east of England received the second lowest per capita spend of any region at £92 per head. Only London received less. The UK average is £184 per person, and in Yorkshire and the Humber the provision is £359 per head. In the first round of the levelling-up fund, the east of England secured £87 million. That is £13.88 per capita compared with a national average of £23.91 and £41.72 per capita in the east midlands.
There is also concern about the prioritisation of both the levelling-up fund and the community renewal fund. As I have mentioned, Lowestoft has deep pockets of deprivation, yet it is neither a priority 1 area for the levelling-up fund, nor a priority place in the community renewal fund. It is essential that that inequity is put right ahead of the next round of the levelling-up fund and the introduction of the UK shared prosperity fund.
There is also a worry that, notwithstanding opportunities in the east of England in such sectors as low carbon, agri-tech and life sciences, the Government are actively seeking to discourage Government spending on research and development in the east of England. In the Budget Red Book, the east of England is coupled with London and the south-east, which are very different from much of the region, as an area from which Government spending on R&D will be diverted and where it will be discouraged.
No debate on the east of England would be complete without highlighting the region’s infrastructure deficiencies in traditional modes of transport—road, rail and bus—and digital connectivity. In many ways, we are a victim of our own geography, which in other respects is one of the region’s unique selling points—a relatively dispersed population with relatively small urban centres, and a network of market towns and villages interspersed with attractive countryside—which serves not only as the breadbasket of the UK but as the home to many flourishing rural businesses. If that infrastructure, both old and new, is not upgraded, I fear that the region will not realise its full economic potential and it may be difficult for it to continue to be a net contributor to the Treasury’s coffers.
I will highlight five compelling reasons why we need to upgrade the region’s connectivity. First, the east of England, with 13 ports, including two freeports and four airports—Stansted, Luton, Southend and Norwich—is the UK’s international gateway. If we do not have good road and rail networks from these access points, through and out of the region, it is not just East Anglia that suffers—there will be a negative knock-on impact for the whole UK. Half of the UK’s containerised goods are moved through the region; 70% go to the north of England and support businesses and communities right across the UK. Air freight is critical to maintaining and growing the UK’s ability to trade globally. Stansted is the only London airport with the capacity and infrastructure to support increased demand for cargo aviation over the next 10 to 15 years.
East Anglia’s road and rail network is crucial to the smooth movement of these essential supplies coming into the UK, whether by sea or by air. Poor connections lead to slow, unreliable journeys adding delay and cost, which ultimately the consumer ends up paying for. For this reason, roads such as the A12, A14, A120 and A47 urgently need to be upgraded.
Secondly, linked to this, our railways need to be improved, to accelerate the shift of freight off the roads and improve services to London, to which many of the region’s residents commute. The upgrades at Haughley junction and Ely junction are long overdue. Thirdly, improved transport infrastructure is needed to tackle those pockets of coastal deprivation to which I have referred. Many of these communities have poor transport links without dual carriageway connectivity and with low-frequency train services.
I strongly agree with the need for more housing that people can afford, hence the increase in the level of house building from the record lows that we saw in the last couple of decades.
What does levelling up mean in practice? First, it means infrastructure, on which, again, I strongly support everything that my hon. Friend the Member for Waveney said. The improvement to the A14 shows that, in the east of England, we can do it—on time and under budget. That is a magnificent improvement scheme. The A11 needs continued improvement, as do the Fiveways junction and the A1307. The Ely junction scheme has been mentioned. We need to continue the railway from Cambridge to the coast and make sure that, on the Norwich to Cambridge and Ipswich to Cambridge lines, some trains continue directly all the way through to London.
I am not an expert on the A12, but I am sure that it is a wonderful road, and I am sure that my hon. Friend thinks it needs improving.
We also need support for enterprise, such as the very successful EpiCentre, in Haverhill, which benefits from being close to Cambridge but is much cheaper than Cambridge. A brilliant company called CodiKoat, for instance, is revolutionising antimicrobial and antiviral coatings. This expansion is necessary.
Finally, in addition to all those points, will the Minister address the need for devolution? Through devolution, we can help to level up. In Suffolk, there is support from the county council, the district councils and all the MPs. That devolution should include the devolution of health, because there is no greater levelling up than in health. By combining health and social care in a devolution deal, we can improve people’s lives as well as their economic prospects. That is what levelling up is all about.
It is an honour to serve under your chairmanship, Ms McVey. I would like to thank the hon. Member behind me—pantomime season is over—my hon. Friend the Member for Waveney (Peter Aldous), for securing this incredibly important debate. Yes, the A12 is incredibly important. It is the road that comes to our area—it goes all the way up through Essex—and it is probably one of the worst roads in Britain. I therefore make the plea to whoever is listening that we need that road upgraded, and soon.
We think of the east of England as having wonderful rolling countryside and an incredibly powerful economy, and it does have a powerful economy, as we have heard today. We had this report, “Achieving Sustainable and Inclusive Growth: The East of England Offer”, which was our offer to Government and made the case that some of the most deprived areas in the country are in the east of England. That is despite the fact that Essex, my county, is an economic powerhouse.
Understandably, the Treasury thinks that the east can take care of itself. It can, to a great extent, but we all have issues in our own areas. As we have heard, the east of England received the lowest per capita spend of any region—£92 per person. It is clear that the east of England is not being levelled up as many other areas of the country are. Within the east, we have coastal areas that have intense issues, so if the east is not being levelled up fairly, the coastal areas within the east are suffering even more. The “east” is a deceptive catch-all term for that rich and leafy region.
The east not homogenous. We have far from common levels of wealth. In my constituency of Clacton, Jaywick is consistently and regularly, on many indices, the most deprived ward in the country. That not something I am proud of, and it is not something any of us can be proud of. My local council, Tendring District Council, is working hard and making great strides by purchasing land and building flood-proof houses. However, this problem has been stuck in the mud for so long, and we keep missing out on funding.
I realise that we are short of time, so my plea is: treat coastal areas as the data tells us—they are, in fact, in need of funding, as are many northern towns—and do not just lump us in with the richer parts of the east. When we talk about levelling up, it is vital that we talk about levelling up sideways, as well as up and down.

Commons ChamberIt is a great pleasure to speak on this important issue once again. Colleagues may remember that I introduced a private Member’s Bill to regulate the use of sonic anti-loitering devices in 2018. In my view, unregulated, these things can be a menace. They are discriminatory, painful to some, and can cause suffering to children, babies and animals. I find it amazing that some in civilised Britain even consider them to be a useful adjunct to policing—that is the stuff of totalitarian regimes. We police by consent, not by fear and pain.
I will not simply regurgitate my earlier speech now, but I would like to remind the House of some key points. Sonic anti-loitering devices, also known as mosquitos or teenager repellents, target young people with a pulsing sound. My daughters tell me it is like a prolonged beep, akin to tinnitus. Some devices emit ultrasound specifically to achieve that effect. There are no firm figures for how many of these devices there are nationally, although the manufacturers claim to have sold thousands. In 2010, the Council of Europe found that this device was “degrading and discriminatory” to youngsters and should be banned because it “violates legislation prohibiting torture.” Academics also contest that these devices contravene several pieces of UK legislation regarding antisocial behaviour and discrimination. Despite the assertion of manufacturers, there are reports that people as old as 40 can hear these devices, and those who use them neglect their impact on very young children, babies, and animals, all of whom will struggle to communicate any distress caused. Likewise, they ignore the impact on those with pre-existing conditions that make them especially sensitive, such as autism. Many children with these conditions cannot avoid long-term exposure, because they might live next door to somebody who has one of these devices, or their school might be close to one. They could equally struggle to communicate any distress.
There is a lack of research on the harm caused by these devices, especially the effects of ultrasound and the impact on those who cannot even hear them. Some 40% of young people regularly come across these devices, but 75% of young people said that they would just put up with the irritating noise and go where they want, when they want and do what they want anyway. These devices will not necessarily stop those who want to commit antisocial behaviour, but they will harm innocent young people in public spaces.
Finally, these devices have been banned on all council buildings in Sheffield, Kent, Edinburgh and Dublin on safety grounds, so as it stands I still believe that we do not know enough about them to be confident that they are indeed safe, and therefore we must control their use. Moreover, these potentially dangerous devices are not wholly successful in preventing antisocial behaviour, as they do not stop those intending to do harm from entering a certain public space if they are so minded. Even if these devices were effective against ASB in a certain location, we would just be moving criminals and their urge to cause damage somewhere else.
Consequently, I believe that these devices are not a solution for antisocial behaviour. They succeed only in causing distress to young people who cannot avoid them, but who have a right to use the public spaces where they are often located. There are plenty of examples of innocent young people feeling unable to use railway and bus stations, shops, schools, and spaces in their own town centres—all places where these devices have been installed, and all places that young people are entitled to visit safely.
Indeed, there are reports from a Scottish survey that 41% of young respondents experienced health effects or discomfort after encountering a device, and I highly doubt whether any of them were engaged in any sort of antisocial behaviour at the time. According to those respondents, discomfort included headaches, migraines, ear problems, tinnitus, dizziness, nausea, anxiety and/or panic. We have not even touched on the potential effect on wildlife and animal habitats, both of which can be equally affected.
However, despite my clear opposition to these devices, I am not seeking an outright ban, as I understand that there are circumstances where they could legitimately be used, such as warehouses, business premises, railway lines, industrial estates and electricity pylons—places where nobody should be in the first place. Also, there is a strong case for using them to deter animals around food stores and such. If the owners of such locations wish to use these devices, they should be able to do so, but they must be used responsibly, with proper oversight. That is why, in my private Member’s Bill, I argued that the use of these devices should be regulated, with a necessary licence obtained by the local authority before use.
In short, I do not argue that these devices should be better regulated just because they are ineffective; their use should be better regulated because they are also discriminatory and potentially hazardous to health, with a particularly acute impact on the most vulnerable. Moreover, I do not believe that it is fair for members of the public of any age to be exposed to these devices without adequate control. There are too many stories of families suffering because these devices have been installed nearby, and they have no effective power of redress under current legislation.
After bringing forward this proposal, I was grateful to the then Minister for Small Business, Consumers and Corporate Responsibility, my hon. Friend the Member for Rochester and Strood (Kelly Tolhurst), for engaging with me on the issue. In her letter she sent to me on 21 April 2019, she set out how she had asked officials in the Office for Product Safety and Standards to consider the evidence against these devices. I was disappointed by its conclusion that they do not present a safety risk, and I maintain that that position is based on insufficient evidence. We just do not know enough about these devices to know either way, because the research just is not there. The only safe approach is to be cautious.
Following a further letter to the same Minister arguing that point, she set out the following in her subsequent reply of 8 June 2019. First, in response to my suggestion that such devices infringe on the rights of young people, mirroring an argument put forward by Northumbria University, she asked the Ministry of Justice to reply, as that falls under its remit. Regrettably, with everything that we now know took place in late 2019, I quite understandably did not receive a reply from Justice at that time. I would be grateful if the current Minister would follow up with his colleagues at that Department on that point.
Secondly, I asked the then Minister for further research to be undertaken by the OPSS into these devices. Unfortunately, at the time the office had set out its priorities for research going into early 2020, so of course my request was not approved. I believe that needs to change. We must improve our understanding of such devices, especially when it comes to the effect of ultrasound. Worryingly, as the former Minister said in her first response to me, there is some evidence that ultrasound can cause potential health issues. Although there is insufficient evidence that those potential health risks constitute safety risks, that does not mean that they are not present.
Currently, our knowledge of ultrasound is limited and flawed. We simply do not fully understand its effects and cannot draw any definitive conclusions about its use. As Professor Timothy Leighton set out in September 2019 work on ultrasound,
“whilst there is over fifty years of anecdotal reports of the adverse effects of ultrasound on humans (supplemented by limited laboratory testing), the state of knowledge is insufficient to meet regulatory needs.”
He concludes that
“the priority must be on ensuring that these devices are safe for any humans they may expose. It is not possible to do this with the current data on the adverse effects on humans”.
We simply do not understand ultrasound enough to use it legitimately to support any policy positions, but we are doing just that by allowing the liberal use of devices that emit ultrasound, including anti-loitering sonic devices. We are dealing with a potential harm here, and we must increase our knowledge of these devices and their impacts. We owe that to those who have already been affected inadvertently by these devices, and until we do so we must be cautious and properly oversee the use of them.
We cannot continue to treat this as a case of safe until proven otherwise. Instead, I believe it must be a case of potential harm, used with caution and in controlled conditions. I understand from previous correspondence that
“if further data or research emerges about the safety impact of such devices, then the OPSS will review their assessment.”
I argue that such further research has emerged, some of which I have mentioned, and we need the OPSS to commission further work to increase our understanding of the long-term impact of ultrasound and the impact of exposure to such devices. I hope that the current Minister will consider taking that work forward. I would welcome a meeting with him, perhaps with a representative of the OPSS, to discuss that further. I also ask him to follow up with the Ministry of Justice on the point about children’s rights that I mentioned earlier. I will write to him to set out those requests further, but for now I thank him for listening, and will welcome any comments on these devices that he may have to share with us.

Commons ChamberI enjoyed visiting Stocksbridge just over a year ago with my hon. Friend and was delighted to see its £24.1 million town deal announced by my right hon. Friend the Chancellor at the Budget. I very much look forward to seeing its exciting proposals come to life, including a new visitor centre for a gateway to the Peak district. I recognise the point she makes. She represents many other towns, such as Penistone and Chapeltown. We want to ensure that they, too, can benefit from much needed regeneration funding. That is why bidding is now open for our levelling-up fund, worth £4.8 billion, which will deliver genuine local priorities by putting local support, including that of a Member of Parliament, at the heart of its mission. When I visited Stocksbridge, the birthplace of the modern umbrella, my hon. Friend kindly gave me an umbrella. With the new local town deal and an excellent MP, I am hopeful that the sun will keep shining on her constituency for many years to come.
I thank my right hon. Friend for his earlier answer. Back in 2017, a £200 million funding gap was identified for infrastructure projects in Tendring. As the Secretary of State knows, there is ongoing work to address areas of greatest need, such as roads, hospitals and a personal campaign of mine to upgrade rail services to Clacton and Walton, but our most significant funding gap, as we look to deliver new housing, remains the reported £100 million hole in our adult social care budget. What is my right hon. Friend’s Department doing to address that?
I thank my hon. Friend for his question. This year, local councils will have access to an additional £1 billion for social care, on top of continuing all existing social care funding. He is right to raise the point that new housing requires new social infrastructure as much as it does hard infrastructure, in terms of roads and railways. That is why we are bringing forward the infrastructure levy, which will capture more of the land value uplift and ensure that developers pay a fair share. It is also why we are working with local authorities, including Essex County Council, to ensure that they can access the housing infrastructure fund and our new house building fund to get billions of pounds of investment into their communities.

My constituency of Clacton is all about tourism. Much of it was created for tourism. Hospitality is the cornerstone of our tourism offer, employing thousands of people and delivering hundreds of millions of pounds to the economy. Hospitality businesses—be they bed and breakfasts, hotels, cafés, bars, or pubs—can be found up and down our sunshine coast. In fact, according to the results of my recent covid recovery survey, for which I had a very good response and I thank everyone for responding to it, some 20% of our local businesses are in hospitality. Those businesses are full of hard-working staff who always offer fantastic service and a very warm welcome. They help to make Clacton the wonderful place that it is and I thank them for that.
Throughout the pandemic, it has been incredibly important to me to ensure that those businesses had all the support that we could get for them. The Government have stepped up to the plate over the past 12 months and Tendring District Council has been brilliant at delivering the new funding, alongside its own discretionary schemes. I know that the business rates holiday, the VAT cut extension and the new business loans have particularly benefited, and will continue to benefit, our hospitality businesses. The furlough and the self-employment income support schemes have also helped many individuals. These have been positive interventions and I have no doubt that they will continue until some form of normality is resumed.
Thankfully, with the success of the vaccine roll-out, it looks like we might be back to normality at the end of lockdown. Now we need to ensure that our hospitality businesses are ready to take advantage of the new opportunities that I am sure will come. I think that we will have a massive influx of domestic visitors to the Clacton constituency this year. Our local destinations are already reporting a surge in demand for this summer as staycations are, unsurprisingly, proving popular again. Clacton’s beaches are, I think, the closest to London and the best. No hospitality business can afford to miss out on the opportunities that this influx will present, which is why the new restart grants will be so crucial. They will help our hospitality businesses to open safely—and safety is a key word. Although I welcome this potential influx, I ask that people act responsibly. If tourism businesses spend the money and open safely, people must respect that and act accordingly.
Speaking of support schemes, it is important that the Government’s work to help our arts, culture and sports institutions is recognised. We now have an additional £700 million to help these attractions as they reopen. One last word: please, please, we must get that beer differential to support on-sales, otherwise we might lose pubs again.

Friend for his question, because strengthening transport connectivity is a principal focus for the towns fund and some £173,000 of capacity funding has been made available to his town deal board in Lincoln. Throughout the development of their investment plans, town boards should consider a range of interventions and commit investment to the priorities that drive growth and prosperity for their towns, and that, of course, includes transport.
The Government are committed to giving communities across the United Kingdom, including Clacton, real power and investment to drive growth and unleash their full potential. I am pleased that Clacton has progressed to the business case development stage of the £1 billion future high streets fund and will be bidding for capital funding shortly. The South East local enterprise partnership, which covers Clacton, has received £590 million through the local growth fund to drive regional development.
I thank my hon. Friend for his answer, but I recently asked Cabinet Office Ministers not to overlook coastal communities in the south as we seek to level up between the north and the south. Levelling up is a laudable aim, but we should not overlook places such as Clacton, which, as is well known, has pockets of extreme deprivation. We need real and lasting support there. Can my hon. Friend assure me that the Government’s support for local growth in my area will be the norm rather than a passing fad?

Commons ChamberSince 2010, more than half a million people have been helped into home ownership through Government-backed schemes, including Help to Buy and the right to buy. The recent independent evaluation of the Help to Buy equity loan scheme found that 63% of first-time buyers using it were under 35.
While the lifting of the housing revenue account cap is welcome and will deliver more council-built homes, which will be used to meet the long-standing demand for council housing across the country, we need more private homes. What more can the Government do to help the delivery of that private housing, which will bring prices down and increase the availability for young people?
My hon. Friend has made an important point about the housing revenue account cap and our desire to see more council homes built, but he is right to say that we also want to see a general increase in housing supply. Last year’s figures show that more than 222,000 homes were delivered, the highest number for a decade. As my hon. Friend says, there is more to do, but I should emphasise to him that the number of first-time buyers is at an 11-year high.

He will know, however, that we have consulted on changes to the one-to-one replacement policy and we will be coming forward with a response, and hopefully improvements, soon.
The Government fully support the Parking (Code of Practice) Bill of my right hon. Friend the Member for East Yorkshire (Sir Greg Knight). It will create an independent code of practice for private parking companies and deliver robust accountability, providing a much better deal for motorists.
I was pleased to support and sit on the Committee for the Parking (Code of Practice) Bill, which my right hon. Friend the Member for East Yorkshire so expertly steered through Parliament, but parking scams have been operating in Clacton for many years and it is literally driving my constituents around the bend; they want a solution. When this Bill completes its journey and receives Royal Assent, how quickly can it be implemented?
