I reassure my hon. Friend that there has been progress. Five countries now meet the 2% target, up from three in 2014; 10 countries now meet the 20% pledge on major equipment and research; and the cuts to defence spending overall have been halted. I am sure, though, that everyone would agree with the sentiment he expressed: we cannot reiterate too often that we hope everyone will reach the 2% pledge soon.

Last month, the International Institute for Strategic Studies concluded that the Government have in fact missed the 2% NATO defence spending target, and that they would have missed it by even more had they not included budgetary headings such as pensions, which do not contribute to our defence capabilities and were not included when Labour was in government. Is it not time that we went back to the criteria used for defence spending when the Labour party was in power so that we may give our armed forces the resources they need?

Well, honestly, I wonder whether the hon. Gentleman has read the Defence Committee’s report, which

“commends the UK Government’s commitment to UK defence and finds that its accounting criteria fall firmly within existing NATO guidelines”—

as does NATO itself. It would be worrying if we were to follow his party leader, who wants to see cuts to defence spending, the abandonment of our NATO allies and the scrapping of the nuclear deterrent.

Moving on to subsection (8), any regulations to amend the schedule would have to comply with the affirmative procedure and be approved by a resolution of each House. Finally, the purpose of new schedule 1 is to list all the awards protected by the Bill, divided into two parts: gallantry awards and campaign awards. Part 1 of the schedule lists the gallantry awards that are covered, while part 2 lists the campaign awards. I hope that the Bill gets to Third Reading. I thank the Ministry of Defence for its assistance, both at ministerial and official level, in ensuring that the Bill is tidy, presentable and will, I believe, provide a valuable deterrent to people who wish to mimic those who have served our country so valiantly.

It is a pleasure, Ms Ryan, to serve under your chairship for the first time. I congratulate—dare I call him my hon. Friend? —the Member for Dartford, and I agree wholeheartedly with his amendments. They tidy up and deal with some of the criticisms that were made on the Floor of the House when the Bill was first debated last year. I am delighted to place on record that Her Majesty’s official Opposition fully support the Bill, because we firmly believe that anyone impersonating a veteran by wearing medals they have not earned should face legal sanctions. The practice of impersonating veterans or serving soldiers causes real and serious offence to our forces community, as has been pointed out by all Members who have intervened today, and of course by the promoter of the Bill himself. It is right that we recognise this and punish these military imposters, in the same way as it is currently an offence to impersonate a service member by wearing a forces uniform.

The law as it currently stands does not go far enough, as we know. Military imposters can be prosecuted for fraud, as the hon. Member for Dartford has pointed out, but this requires them to have fraudulently obtained a benefit. The fact of wearing a medal that has not been earned is not currently an offence. As the Defence Committee said:

“The protections sought in the Bill are necessary to safeguard the integrity of the military honours system, to reflect the justifiably strong public condemnation of the deceitful use of military honours, and to ensure that legitimate recipients of these distinguished awards should not have to endure the intrusion of imposters”.

That backs up what the hon. Gentleman said about ensuring the integrity of the system. Such sanctions are common in other legal systems around the world, as the hon. Gentleman pointed out, and the lack of similar protection in the UK is exceptional, according to the Defence Committee.

Of course it is right that we allow relatives to honour fallen veterans by wearing medals and the hon. Member for Dartford has made adequate provision for that. Indeed, every Remembrance Sunday I wear my father’s medals, of course on the other breast. The Bill contains that important protection and we are very pleased to support it fully.

I thank the hon. Member for Dartford for all his work in bringing the Bill here today. I also thank the Clerks, who have been extremely patient with me, in the same way that the Ministry of Defence has clearly been very supportive of the hon. Gentleman. I know that he has done a significant amount of work to bring the Bill here today and that he has done that without the benefit of a third party campaign group or a charity, which I think is worth noting.

I had a large number of questions when I came in here today and to the hon. Gentleman’s credit he has answered them with no problem. That is incredibly helpful. A number remain, but it is interesting to see this process going through. It is a privilege to speak, on behalf of my party, for the armed forces and veterans. The spirit of the Bill is very much in tune with its views on supporting our armed forces and veterans communities and on ensuring that they appreciate that we are absolutely behind them and the work that they do. He and I have discussed that the Bill would not have been my main or first priority in terms of the armed forces and veterans activity, but I appreciate that he is bringing it here for all the right reasons.

I entirely agree with the hon. Gentleman that people should not wear medals that they are not entitled to wear. If somebody is seeking to deceive by using or wearing a medal, that is clearly unacceptable. I am less convinced by his concern about people lacking or losing confidence in our armed forces because of the people who deceive in that way. I believe it is a small number of people and I do not think that it has that effect. However, I think that the sentiment is well placed.

The hon. Gentleman spoke interestingly about people who wear medals and turn up at commemorations, perhaps those of family members, and that is important. We must not let that be caught by the Bill. In my little area, a number of people attend Remembrance Day wearing family medals. It is important to them to be able to do that. It is important to have clarity in ensuring that those people are not covered by the scope of the Bill. A number of people here will march with their own medals, but there are those of us who march alongside our local veterans. I have the privilege every year of marching alongside the Association of Jewish Ex-Servicemen and Women and alongside Brigadier Monty Cowen. The respect that we would be showing to people, such as him, who have been through incredibly difficult situations is what has brought the hon. Gentleman here today.

That brings me on to the issue of the national defence medal. Having discussed that with Ms Ryan, I have agreed that I am not going to pursue that in any detailed way here because I understand that that is not within the scope of the Bill. I appreciate her considering the amendment. It was not selected on this occasion, but that consideration is very helpful. My concern, which flows from that, is that all our veterans show valour. I wonder whether we might be looking slightly through the wrong lens here because everybody who goes into our armed services is, by definition, showing valour.

It would be useful if the hon. Gentleman clarified a small number of points for me. He spoke about people accidentally and unintentionally deceiving. It would be interesting to hear a bit more about how that could happen; I am not entirely sure how it would happen. He spoke about the “offence against society”. If that is a turn of phrase he is using, that is fine. If it is something more, I do not understand it and it would be useful to have his clarification.

I would also like clarification on the extent to which this would apply in Scotland in particular. The hon. Gentleman spoke about the appropriate court in Scotland. It would be useful to know what that means exactly. Does the Bill require a legislative consent motion from the devolved Governments? Does it require legislation in Scotland, for instance? Is it compatible with the differences in law that exist in the constituent countries of the United Kingdom in its current form? It would be particularly helpful if those questions were answered. Again, I thank the hon. Gentleman for all his work thus far.

I draw the hon. Lady’s attention to my previous answer about how we welcomed the Saudi Government’s commitment. We do not routinely hold records of other nations’ use, storage or location of UK-manufactured equipment, particularly items that were supplied decades ago under previous Governments.

As the Minister knows, there are serious allegations that both sides in the conflict in Yemen have broken international humanitarian law. Those claims are particularly worrying to us in this country because we now know that United Kingdom-supplied cluster munitions have been used in Yemen. What action are the Government taking to push for a full, independent, United Nations-led investigation into the alleged violations of international law in Yemen?

We do not oppose calls for an international independent investigation into these incidents but, first and foremost, we want the coalition to investigate allegations of breaches of international humanitarian law attributed to those groups and for the investigations to be thorough and conclusive.

As I indicated, there have been two phone calls with the Prime Minister. The incoming President has not yet taken office, and his nominees for the different offices have yet to be confirmed, but there is a clear understanding between us and the United States Administration of the importance of NATO not simply to us here but to the United States itself.

My colleagues and I on Labour’s defence team recently returned from a briefing visit to NATO in Brussels and to SHAPE—Supreme Headquarters Allied Powers Europe—in Mons, where we were told about plans to ensure the security of the Baltic states and, of course, about our armed forces’ leading role in helping to defend Estonia. May I press the Secretary of State further on what assessment he and his Department have made of the impact that President-elect Trump’s policies may have on the ability of NATO to implement article 5, should that ever be necessary?

The United States itself will be leading one of the four forward battalions next year. It will be leading the battalion in Poland, and we will be adding a company of our own troops to that battalion. We, as the hon. Gentleman said, will be leading in Estonia, and Canada and Germany will be leading in the other two countries. We have absolutely no evidence at the moment that the United States is going to alter its position on that; on the contrary, I have been over the Atlantic twice in the past three weeks, and from my discussions with the US military and with Senators and Congressmen who take an interest in defence, I have every reason to believe that the United States will confirm its commitment to the alliance.

I agree with you, Madam Deputy Speaker, that no one could ever denigrate the hon. and gallant Member for Beckenham (Bob Stewart) for his service and the medals that he has been awarded. An appropriate punishment for anyone contravening this Bill, should it become law, might be the polishing of those medals, or any other medals.

My hon. Friend—I hope he will allow me to call him that—the hon. Member for Dartford (Gareth Johnson) summed up the Bill for me and the Labour party when he said that it was to tackle the stealing of valour from genuine heroes. We in the Labour party support that wholeheartedly. We support the Bill because we firmly believe that anyone impersonating a veteran by wearing medals that they have not earned should face legal sanctions, whether that be spud-bashing, community service, medal polishing or, in extreme cases, serving a prison sentence, as he pointed out.

It is right that we recognise the real offence that wearing unearned medals causes to the community of armed forces personnel, and that we therefore impose the appropriate punishment on these military imposters, in the same way that we punish the offence of impersonating a service member by wearing a forces uniform. The law as it stands does not go far enough. Military imposters can be prosecuted for fraud, as the hon. Member for Shipley (Philip Davies) pointed out, but we think that it should be an offence to wear a medal that has not been earned. For all sorts of reasons, as mentioned, that is currently not an offence.

It is right, however, that we allow relatives to honour veterans by wearing medals on the right breast, as the hon. and gallant Member for Beckenham pointed out. I hope that the House will allow me to recount a brief story. Back in 1998, not long after I was first elected to the House, the Lord Mayor of Leeds, the late Councillor Linda Middleton, asked me why I was not wearing my late father’s medals at the Remembrance Sunday parade in Leeds city centre. I was not aware that this was even possible, but she said, “If you wear them on your right breast, everybody will know that you are not claiming them as yours but are respecting your late father, who earned them.” So, every single year, including two Sundays ago, I put on my suit and coat and I wear those medals proudly on the right-hand side, including the one that I am proudest he earned, the French Resistance medal—he fought in occupied France.

My good friend makes a valid point, but there is something else: when relatives wear those medals, the person who won them lives again, in their memory and ours. That is terribly important, particularly for those killed in action.

I thank the hon. and gallant Gentleman for that point. My father died in 1998, far too long ago, unfortunately, at a relatively early age; it seems a relatively early age to me now that I am over 60, because he was not long past 60 when he passed away. The hon. and gallant Gentleman is absolutely right that in wearing the medals, I am honouring my father’s memory and gallantry. Looking around at the Remembrance parade in the centre of my city of Leeds, I see so many relatives of deceased soldiers, including those who died in battle, proudly wearing those medals. I look at them, and I know that they have not earned them, but they are not pretending that they have. I am pleased that the hon. Member for Dartford has made that point so clearly in his Bill. That is one of the reasons why Opposition Members support the Bill wholeheartedly.

The last Labour Government were mentioned, as was the Army Act 1955 and the Air Force Act 1955, which were repealed when the Armed Forces Act 2006 passed into law. That repeal has meant that for the past 10 years, falsely wearing and misrepresenting military medals has not been an offence. The last Labour Government have a strong record of support for our armed forces, as all Members would acknowledge. We paved the way for the armed forces covenant, which the coalition Government passed into law. We were the first Government to recognise that the forces community should receive priority access to health services. Again, those services have been developed since by both the coalition Government and the current Conservative Government.

Let me respond briefly to some of the points raised in the debate. The hon. Member for Dartford made it clear that family members must continue to be able to wear medals that belonged to their relatives, in honour of those relatives. He stressed that there was no intention in the Bill to stop that practice. The hon. Member for South Thanet (Craig Mackinlay) said that fraud legislation had never been used to prosecute dishonest medal wearers, and that the Bill would have a deterrent effect on those who sought fraudulently to wear those medals. He pointed to legislation in Australia and the United States, and made the point that this Bill was long overdue in this country.

The hon. Member for Shipley had a lot to say about the Bill, and he was not entirely happy with it. He pointed to the typical tradition of private Members’ Bills having worthy sentiments, but amounting, in his view, to gesture politics. He said that the idea was admirable, but the Bill was not necessary or helpful. That point was echoed to some extent on Radio 4’s “Today” programme this morning, when a military officer said that he felt that this House could do more useful things for veterans. That, however, is to misunderstand the purpose and effect of private Members’ Bills. If we started tackling something genuinely controversial or more heavyweight in this forum and setting, it is doubtful whether it would see the light of day. I thoroughly support and defend the fact that this private Member’s Bill will do what the hon. Member for Dartford intends it to do.

The Defence Committee produced an excellent report, dated 22 November, on this subject, and I commend the Chairman, the right hon. Member for New Forest East (Dr Lewis), on producing it. Let me briefly quote from it:

“The protections sought in the Bill are necessary to safeguard the integrity of the military honours system, to reflect the justifiably strong public condemnation of the deceitful use of military honours, and to ensure that legitimate recipients of these distinguished awards should not have to endure the intrusion of imposters…Such sanctions are common in other legal systems around the world and the lack of similar protection in the UK is exceptional.”

The Committee stressed the importance of clarity when framing new criminal offences—a point made eloquently and at some length by the hon. Member for Shipley. It recommended that the awards covered by the Bill be listed in a schedule, or an authoritative external list.

Finally, let me quote my hon. Friend the Member for Llanelli (Nia Griffith)—I hope that I have pronounced her constituency correctly—who is our shadow Defence Secretary and who responded to the Defence Committee’s report on the Awards for Valour (Protection) Bill. What she said sums up the Opposition’s view:

“It is absolutely disgraceful that anyone would seek to impersonate a veteran by wearing medals that they have not earned, and it is right that the law should prosecute these fraudsters who could well be marching side by side with our ex-service personnel at veterans’ parades…Seeing these charlatans who pose as real ex-soldiers causes great offence to the veterans’ community and it is time to put a stop to this abuse once and for all. Labour supports the bill to criminalise this practice and I hope that the Government sees sense and helps bring this into law.”

I hope that we can agree to Second Reading today, and that the Government will enable this excellent Bill to become law very soon.

Of course, we have unique challenges in Northern Ireland, but I am pleased to report that we estimate that 93% of covenant issues are being enforced in Northern Ireland. Clearly, we need to do better, and that is going to be my focus for the year.

While there are many examples of good practice across the United Kingdom, it is clear that not everyone in the forces community is experiencing the benefits of the covenant. A recent report by the Local Government Association found that nearly 40% of those who served in the armed forces felt that their service left them disadvantaged. What are the Government doing to ensure that the covenant becomes a reality for every serviceman and woman across the country?

I welcome the hon. Gentleman to his post, and I encourage him to look at the last four covenant reports, which detail the progress we have made over the last four years. However, his point is well made, and it is precisely why, earlier this year, I commissioned the Forces in Minds Trust to do a review so that we can ensure that best practice from the various local authorities across the United Kingdom is shared.

What assurances has the Secretary of State given to our NATO ally Estonia after a recent report by the US army-linked RAND Corporation showed that the current mismatch of forces in the Baltic region could result in Estonia being overrun by Russian troops within 36 hours in the event of an invasion?

I appreciate that the hon. Gentleman comes new to these matters, but he may have heard me announce three weeks ago that we are sending 800 British troops to Estonia next year, backed up by French and Danish companies. There will be similar battalions in each of the Baltic states from next year, along with a battalion in Poland, which is all part of NATO’s measures to assure and help to deter any possible aggression.

As always, it is a pleasure to serve under your chairmanship, Mr Rosindell. I thank Members for bearing with me; I know they will all get the chance to say their piece. I apologise to the Minister for having to leave. I have had to stand in at the last minute for my hon. Friend the Member for Caerphilly (Wayne David), who has been taken ill, and I need to catch a particular train to get back to my party meeting this evening.

Like my friend—I hope he does not mind my calling him that—the hon. Member for Stafford (Jeremy Lefroy), with whom I served on the International Development Committee for three years, I feel a personal connection to the subject of Lariam. Unlike him I have never had malaria, but had I contracted it I would no longer be standing here, because it is fatal to patients who have no spleen—mine was removed some 20 years ago. I really feel very concerned about malarial areas. The hon. Gentleman knows how difficult it is for people who do not have a spleen to go to them because of the risks involved. Even the prophylaxes that he mentioned are not 100% effective, so even places where there is a tiny risk of contracting malaria are too dangerous. The Foreign Office advises all its asplenic personnel not to visit those areas at all. His personal experience has informed us greatly about the effects of Lariam, and the fact that he has taken it himself and knows exactly what its side effects can be has brought the issue to life for many of us.

I also pay tribute to my hon. Friend the Member for Bridgend (Mrs Moon), because she has pursued and pursued this. I am so glad that the Chair of the Defence Committee, the right hon. Member for New Forest East (Dr Lewis), and the rest of the Committee agreed that the issue of Lariam was so important and wrote this splendid and well written report with all the evidence that they accumulated. I congratulate them and their staff on it.

I feel huge sympathy with the 25% to 35% of Army personnel who have been affected by taking Lariam. My hon. Friend the Member for Bridgend mentioned that geographical location was a consideration when prescribing Lariam, and the hon. Member for Stafford underlined that with his point about the resistance that is now growing in south-east Asia. My hon. Friend the Member for Bridgend also said something very important that is contained in the report: military deployment is very different from tourism. While it is unpleasant to suffer the side effects as a tourist, it is dangerous if not worse for military personnel who suffer them on military duties.

The biggest scandal of all that has been revealed in the contributions to this debate, many from former serving personnel such as the hon. Member for Plymouth, Moor View (Johnny Mercer), is that there seems to have been no duty of care from the Army. The right hon. Member for New Forest East said that just five minutes’ assessment may be sufficient to ensure that individual Army personnel have the right prescription and are not forced to take Lariam when it is wholly inappropriate for their needs.

My apologies for that. I obviously did not write my notes correctly. I am sorry if I misquoted the right hon. Gentleman.

As we discussed in the previous debate, we have a duty to ensure that people who put their lives on the line for the defence of this country, like hon. Members in this Chamber who have done so, do so in the knowledge that those who ask them to do it and who send them to dangerous places are looking after their interests.

We know that Lariam is the brand name of mefloquine and that it is used to treat malaria. It is most commonly administered as a prophylaxis, but the history of side effects, the evidence we have received and the evidence in the Defence Committee’s report make it clear that it is not necessarily the most appropriate prophylactic medication. I am glad we have made it clear that we do not blame the manufacturer, Roche, for the misuse of its drug. It is clearly an issue for the Army itself and we want the Army to get it right. That is why the Committee’s report was written in the first place. I myself have taken chloroquine and proguanil; I suffered some side effects, but nothing like those that have been recorded for Lariam.

We know that many countries’ military forces have used Lariam in the past, but that it is becoming increasingly uncommon because of its side effects. Some 17,000 British military personnel were prescribed Lariam between April 2007 and March 2015, and the reports of those side effects meant that many of them have discarded their Lariam tablets instead of using them. That makes them far more susceptible to malaria, which is extremely dangerous—as the hon. Member for Stafford said, it has killed 438,000 people in the last 12 months.

The summary of the Defence Committee report says:

“The evidence we received highlighted some severe examples of the possible side-effects of Lariam in a military setting. While they may be in the minority, we do not believe that the risk and severity of these side-effects are acceptable for our military personnel on operations overseas.”

When the Minister responds to the debate—I apologise that I will not be present to hear him—will he care to tell us about the handing out of Lariam to military personnel in future in the light of the report and the evidence contained within it?

In preparing for this debate, I sought the advice of a specialist—he has asked not to be named—who works at the London School of Hygiene & Tropical Medicine. His view was quite interesting. He made the point that Lariam is a cheaper medication than some antimalarials, and that it is very effective. That could be one reason why the MOD is maintaining its support for Lariam in the face of media controversy, the Defence Committee report and, of course, resistance from many military personnel. The specialist said that it is a good drug. He even gave it to his spouse when they went to west Africa a few years ago. He reported that she had had the most vivid and crazy dreams. Like most drugs, it is not good for some people, but it is good for others.

One thing in favour of Lariam is that it is administered once a week. Many other antimalarials are administered once a day. For someone in a military setting who is in a conflict situation, or who has been deployed in a remote area, it being a once-a-week drug will have a huge benefit for those administering it and those having to take it. A once-a-week dosage also increases the chances of compliance and of people actually taking the medication when they need to take it.

The specialist I mentioned noted that the number of tests on the effects of Lariam on Army personnel were small and were not done in an adequately controlled situation. I do not know whether my hon. Friend the Member for Bridgend would agree with that, given the evidence taken by the Select Committee, but there needs to be far more testing. There needs to be a much greater database of evidence to prove conclusively that so many people will not tolerate Lariam and that it should perhaps be replaced by other drugs, depending on geolocation and the individual assessment of military personnel.

Is my hon. Friend aware that there have been episodes in which serving personnel have murdered individuals, and in which they have deliberately carried out inappropriate acts, all because they were under the influence of Lariam? That is part of the record that the Committee looked at.

Yes, I was aware of that, but I am not aware of the details. I have heard anecdotal evidence, but it is important to hear about the actual cases and evidence.

I know that other Members wish to speak, and of course the Minister must respond, so I shall conclude. Paragraph 97 in the conclusion of the Defence Committee report states:

“The Ministry of Defence has a duty of care to protect military personnel on operations overseas. It includes ensuring that they are adequately inoculated against disease. This will never be without the risk of detrimental side-effects, and we understand that the MoD must balance those risks against the health of our Armed Forces. However, in the case of malaria, we conclude that the MoD’s current policy has got that balance wrong.”

I hope the Minister addresses that point in his response.

It is a pleasure, as always, to serve under your chairmanship, Mr Bone. We have had an extraordinary debate this afternoon here in Westminster Hall. I want to add my congratulations from the Opposition Front Bench position to the right hon. Member for New Forest East (Dr Lewis), who chairs the Defence Committee, and to all the members and staff of his Committee, on producing an excellent report. So far, nine right hon. and hon. Members have spoken about it, plus two Front-Bench spokespersons, and the Minister will speak in a few minutes.

The Chairman of the Committee made it clear at the beginning that what we spend as a percentage of our gross domestic product on defence has radically altered since I was born in 1955, a year after the hon. Member for North Wiltshire (Mr Gray). [Interruption.] Yes, I appreciate he looks considerably younger than I do. When we were born in the ’50s, it was just 10 years after the most momentous world war and the destruction of so many lives and properties throughout this country and the world. Our entire country was effectively one armed force to defend ourselves from the aggression we faced at the time. It was logical, therefore, that we should have scaled down the percentage that we spent. However, one of the themes that has come through clearly during the debate this afternoon, is that it is not about the crude percentage, but about how we spend it and the value for money we get. Speaker after speaker has made that point and I am sure the Minister will underline it when he sums up at the end.

We have heard some very good contributions. My hon. Friend the Member for Bridgend (Mrs Moon) is well known for her hard work on the Defence Committee and for her knowledge of defence. She questioned, yet again, the criteria of the calculation that was amended so that the Government were assisted in reaching that 2%. As many other right hon. and hon. Members have mentioned, including pensions is perhaps a slightly dodgy calculation when trying to make up that 2%. I would welcome the Minister’s view on the inclusion of pensions in the overall percentage. My hon. Friend made the point that the UK’s credibility is being damaged by the way in which we make up the 2% that NATO demands.

We heard a very good contribution, as always, from that expert on the Government side, the hon. Member for North Wiltshire. I have known him for many years and have worked on many campaigns with him—we share that in common. He made the point that we cannot compare the percentage spent in 1954 with the percentage spent today because the world is a totally different place. He also made a very important point about accounts: why are they not kept for more than seven years? I find that surprising. Surely the different accounts must be in the records of this place in Hansard from when estimates have been debated and discussed in the decades since 1954.

The hon. Member for Strangford (Jim Shannon), as always, made his contribution to a debate—it seems that every debate I take part in he is there, making important points. He said that the MOD was unable to provide a robust dataset and that, as his mother used to say, it was robbing Peter to pay Paul.

I pay tribute to my hon. Friend the Member for Stoke-on-Trent North (Ruth Smeeth), who made a thoughtful and well written contribution to the debate. We are the fifth largest defence spender in the world, but it is really important that 2% does not remain a maximum of what we spend to keep the realm safe. She said that we need to spend what is required. We on the Labour Front Bench agree.

My hon. Friend the Member for Sedgefield (Phil Wilson) spoke well, as always, being very knowledgeable in these things and being an active member of the Committee. He pointed to the threat from Russia. In my previous role in the foreign affairs team, I was responsible for our connections with NATO, where I went in June. We heard over and over again, from officials in Brussels and in the Supreme Headquarters Allied Powers Europe in Mons, about the increasing threat from Russia as it flexes its muscles in the world, shows us what it is made of, making up for the deficiencies of the President of that country in internal and domestic policy with aggressive foreign policy. It is very clear that that is what dictators look to divert attention.

In bringing my remarks to a conclusion, Mr Bone—[Interruption.] Sorry, Mr Rosindell. Thank you for pointing that out, Minister. In trying to bring together the points that have been made this afternoon, I make it absolutely clear that Labour’s position is to remain an active, important and strategic member of NATO and to keep our defence spending as we need it to be to defend the realm.

Everyone in the armed forces knows the damage that was done during the last Parliament when our defence spending dipped well below that 2%. Many are questioning, as we have this afternoon, what is now included in the calculation that puts us artificially over that 2% to 2.08%. It has not necessarily been achieved as a result of increases in actual defence spending on our armed forces and on the equipment that they need; it has been done by showing and including other expenditures, such as some of the money spent within the Department for International Development. I would welcome the Minister’s comments on that.

As my colleagues have pointed out, the Labour Government comfortably met that 2% target each year. In fact, the lowest percentage of GDP spent in the 13 years that Labour was in power was 2.4%, so the next Labour Government are certainly committed to spending that NATO minimum. Well, that is the calculation that I have been given by my researchers.

As I said, we have the fifth largest defence budget in the world. I am glad to say that defence spending will increase by £5 billion up to 2020-21. That is welcome, but like any competent business purchasing supplies or the resources necessary to make it work, we have to ensure that we get the best possible value for what we buy, and that, as the Chair of the Committee pointed out, we put money into our personnel with adequate, proper and decent training. We all know that without that training, our forces cannot work as a collective whole and cannot work as effectively as possible.

I believe that only Estonia, Turkey, Greece and France spend 2% of GDP or more on defence. There has been anxiety in Washington about the fall in the UK’s defence budget. In the Financial Times recently, the right hon. Member for West Dorset (Sir Oliver Letwin), the former head of policy at No. 10 Downing Street, was reported as saying:

“If we need to get to 2 per cent of GDP, there is a question of whether you can increase overall spending by counting funding of the intelligence agencies as defence spending”.

I would welcome the Minister’s response to that.

The Opposition Front-Bench team believes, like the Government and I think every Member of this Parliament, that the defence of the realm is the No. 1 priority of the Government of the day. We need to spend what is necessary to keep the population of this country safe, but we need to spend it wisely and well.

I will conclude by returning to the remarks that were made by my friend and colleague, my hon. Friend the Member for Sedgefield. He said that even if all the NATO countries put 2% of their GDP into defence, it would not be enough to protect us from our enemies. There are 100,000 UN peacekeepers in 16 countries because the world is in such turbulence at the moment, so the question I leave the Minister with is this: is 2% of GDP sufficient?

It is the job of the Queen to make decisions on who gets such honours.

In the few minutes available to me, I want to concentrate on the mental health of those members of the armed forces who serve to defend our country. Other hon. Members have spoken with some knowledge of that, especially my hon. Friend the Member for South West Wiltshire (Dr Murrison), whose paper on mental health and combat stress, “Fighting Fit”, has made such a significant contribution in helping us to determine our armed forces covenant and the Armed Forces Act 2011.

There is a great deal of difference, however, between passing legislation and ensuring that recommendations are put into action. For many, serving in the armed services will be one of several careers that they will have. It is important that they do not find themselves handicapped from having other careers and doing other jobs. Some might go into teaching and others might go into security or whatever, but it is important that we ensure they can go into other jobs.

A great deal of publicity was given to the fact that a significant minority of servicemen and women suffer from mental ill health as a result of their experiences. It is important that we ensure they are capable of going into other jobs, but according to research by the excellent Combat Stress, which, as my right hon. Friend the Minister knows, was set up in 1919 and which currently helps 4,600 veterans, suggests that of the 191,000 personnel who served in Iraq and Afghanistan, about 4.6%—about 7,600 people—could develop post-traumatic stress disorder, and that another 37,600 people, or 19.7%, could be battling other debilitating mental health problems, such as depression, mood disorders and anxieties. It can take up to 13 years for mental illness to become apparent. We must not waste any time in finding a solution and putting a strategy in place. I welcome the Government’s changes to the delivery of our health services, but I am keen that there be a strategy to ensure that our general practitioners and other health professionals think through how to handle those mental health issues, especially in a garrison town such as Plymouth.

I agree with everything the hon. Gentleman has said about the incidence of mental ill health and the need for the health service and other bodies to cope with the mental health needs of those in the armed forces. Does he agree, though, that younger people in the armed services suffer more from mental health problems as a result of their involvement in combat after the age of 18? Given that the United Kingdom is the only country in Europe that still recruits soldiers from the age of 16—last year, 17.4% of new recruits were aged 16 and 29.8% were under 18—is it not time to review the age from which we recruit? Should we not recruit over-18s only?

If I may say so, that is a non sequitur. A range of people, from across the board, regularly come into my office suffering from a mental health issue, and it is important that we look after all of them, not just a small number.

In preparing for this debate, I spoke with representatives of Combat Stress, who told me of their concern about the lack of detail in the Government’s approach, and asked for assurances that either health care or other policy areas would cover the mental health of armed forces personnel and veterans. It noted that the stigma surrounding people with mental health conditions, such as post-traumatic stress disorder, was still preventing veterans from seeking help.

Last month, I attended, in the Speaker’s apartments, the launch of Combat Stress’s anti-stigma campaign, which aims to highlight the plight of veterans suffering from mental illnesses owing to the scars of war. I was told that 81% of veterans felt ashamed or embarrassed about their mental ill health, and that their fear of stigma and discrimination meant that more than one in three did not feel able to tell their families or friends about their problems. The other day in Lympstone, I met a Royal Marine who told me of his experience. He went home and told his wife about his problems, but she said, “Don’t talk to me about that. I had to deal with 200 e-mails today. I have a lot on.” He went off to find his mates, but that was not good enough either, so ultimately he had to find his fellow Royal Marines. We need to ensure much better connectivity for those people.

Finally, I am concerned about how the reservists are taken care of. We have in place a very good system under which regular armed services personnel can get a lot of help, but I am told that there are problems for reservists leaving theatre and re-entering their community, and that we do not necessarily do as good a job looking after them. I urge my right hon. Friend to do something about that. Reservists take time off from their normal jobs, and their employers expect them to go straight back again, which they will almost certainly do. However, can we do something about that? If we do not sort this out, we risk creating a ticking time bomb that will need much more resources and attention further down the line.
