With Iran testing missiles, Russia plotting coups and North Korea murdering dissidents, does the Foreign Secretary agree that now is the time to renew western resolve and leadership, which has sometimes been lacking during the past eight years?
I completely agree. One of the interesting phenomena of the global reaction to the new US President is how much it is at variance with some of the commentary I have heard from the Opposition Benches this morning. When I go around the world, I find that many people in foreign ministries and other Governments are hopeful that they will see American leadership again where it has been lacking. They are particularly encouraged by the role of the United Kingdom in helping to transmit and improve American policy.

Commons ChamberI am grateful for that question because it is important for the House to keep in mind the importance of the sanctions. The support for sanctions against Russia—for instance, over Ukraine—is not as strong as it should be in other parts of the European Union, and the UK is in the lead in keeping the pressure on.
The short answer is that my enthusiasm is nothing compared with the enthusiasm of our friends on the other side of the Atlantic. We will get a good deal, but it has to be a good deal for the UK as well.

Commons ChamberMy hon. Friend is entirely right. In fact, the decision acknowledges that the competence conferred by member states on the Union can be modified only by a revision of the treaties following the agreement of all member states. Although the commitment to ever closer union is stated to be symbolic, the reality is that competences have been transferred from the sovereign nations of Europe—Britain included—to the EU and its institutions. The extent of that transfer is very great indeed, as other hon. Members have pointed out.
The institutions of the EU have become ever more powerful. So powerful are they that even the proposal to limit benefits to EU migrants and the new rules on child benefit, set out in the draft decision itself, would, it seems, be vulnerable even if agreed by all Heads of Government and Heads of State. Today’s newspapers report that Members of the European Parliament will have the right to veto all the proposed reforms, including the so-called emergency brake.
Does the right hon. Gentleman not agree that if we are unable to secure substantive reform now, when the Union’s second largest member, and its fifth largest economy, is threatening to walk away, the chances of our ever getting substantive change that we can be comfortable with are nil?
I agree entirely with the hon. Gentleman. That is the direction of travel that the European Union is hellbent on pursuing.
A document circulated in the European Parliament asserts:
“The European Parliament will defend the fundamental principles and objectives of the EU and will be cautious of setting dangerous precedents which could undermine such principles and objectives.”
The issue of parliamentary sovereignty could not be thrown into any sharper relief.
Nor do the “red card” proposals protect British parliamentary sovereignty. They require reasoned opinions to be submitted within 12 weeks of transmission of a draft EU law, and they require more than 55% of the votes allocated to national Parliaments. That is another attempted exercise in so-called pooled sovereignty.

Commons ChamberMy right hon. Friend makes a powerful point. We have a single market for goods, and it is working pretty well, but the single market for services is woefully underdeveloped, despite the fact that in every European economy, it will be the services sectors from which the new jobs and the new growth will come. We need to seek determined action in that area.
The Prime Minister has paid the usual lip service to the EU’s crisis of competitiveness, but, rather like what happened under his predecessor, Tony Blair, 15 years ago, nothing has changed. The Minister’s own officials are growing weary of initiatives that fail to tackle Euro-sclerosis. What exactly is going to be different this time? Will the Minister spell out the details of the plans that will magically make the EU more competitive?
If there is one thing that does not change, it is the nature of the hon. Gentleman’s interventions on this subject. The Prime Minister, the Chancellor, the Business Secretary and I have spoken frequently on the agenda on competitiveness, and I would be happy to send the hon. Gentleman a sheaf of speeches if he would like me to. Broadly, this is about three things. It is about cutting the cost of unnecessary red tape and regulation on all businesses, particularly on small and medium-sized enterprises. It is about deepening the single market, particularly in digital and in services, where it is underdeveloped at the moment. And it is about forging ambitious new trade agreements with other countries and other regions of the world, for their benefit and ours. These are the opportunities that British business has urged us to take, and this Government are determined not to follow but to lead on these matters in the European debate.

Commons ChamberThe Prime Minister set out in a number of publications and speeches the key areas in which we need to make change. I do not know whether the hon. Gentleman has ever engaged in a process of negotiation, but if I were to produce a piece of paper with our red lines and bottom lines on it, we would be shot; our negotiating position would be destroyed. We do not intend to proceed in that way.
17. Are there any circumstances in which, if the Foreign Secretary fails to secure agreement for real reform from our counterparts, he will join the out campaign—or is he in at any price?
I am very much with the Prime Minister when he says that we are confident that we will succeed in this negotiation, but that if our partners in Europe do not accommodate Britain’s requirements, he will rule nothing out.

Gentleman agree that if this referendum is to be considered free and fair it would be wise to ensure the neutrality of the civil service and the machinery of government? Would he look sympathetically at any amendments to try to enshrine in the legislation an appropriate period of purdah?
We would be very happy to look at all amendments that come forward during consideration of the Bill on the Floor of the House. We have some amendments that we will table. I shall come to those in a moment. I agree with the Foreign Secretary in this respect: once the Government eventually reach a view, they are entitled to explain it to the British people. Indeed, they will have to explain their view to some of the members of the Cabinet. Therefore, it is reasonable to ensure that the Government are able to do that.
As someone who has been involved in campaigning for a referendum on this subject for many years—alongside colleagues from both sides of the House—it gives me great pleasure to speak in this Second Reading debate. As others have said, it is indeed a great day for this country.
We are all conscious of the astonishing flip-flopping, reversals and clarifications that have accompanied the Bill, although we have to accept that it is right for the Labour party, the Lib Dems and others to change their minds about it—or at any rate for the people to have changed their minds for them. I very much welcome their change of mind.
The Democratic Unionist party has been a strong and consistent defender of the people’s right to have their say on our relationship with the EU. Speaking for the only party that has been consistent and united on this matter in the House during the last Parliament and beyond—the only party that has consistently called for a referendum on the UK’s membership of the EU, dating all the way back to the troubles over Maastricht—I am glad that it is almost upon us. Our long-held position has been vindicated. No one can seriously argue or reasonably maintain that the people should any longer be denied the right to express their democratic will on this subject.
We need to settle this matter for a generation, and whatever the result we will respect the will of the people of the United Kingdom, but that will does need to be expressed. Unfortunately, successive Government back-tracking and broken promises have been the hallmark of efforts to deny the people of the UK a referendum. Labour refused to give a referendum on the Lisbon treaty, and in 2010 the cast-iron guarantee given by the Prime Minister was not delivered on. As I said, therefore, it is long past time the British people had their voice heard. That was clear as we went round knocking on doors during the general election. No one under the age of 57 in the United Kingdom has had any say on our relationship with the European Union apart from politicians and diplomats. The impact of the EU is vast, but the ordinary people feel that they have not given any authority for the decisions to be made by people they do not elect.
I do not want to stray into discussing the merits or otherwise of the UK’s membership of the EU today. The Bill before us is about how the people will decide on that matter, so it is to the Bill that we must address ourselves. Unfortunately, there are already a number of grave defects looming. Let us take the timing of the referendum. With polls as important as the three devolved contests and the Greater London Authority elections in the offing, in our view there can be no question of the EU referendum being held on the same day. Yet far from there being a commitment on that, the Bill specifically allows for that possibility. I can envisage no circumstances in which my party would support the EU referendum being held either before the devolved polls or on the same day as any other ballot.
I hope that other Opposition parties, in their haste to abandon previous opposition to the referendum, do not neglect their duty on that front. I am reassured to some extent by what has been said on the Opposition Front Bench today, because to allow the vote to go ahead on the same day as those polls, contrary to the advice of the Electoral Commission and others, would taint the referendum at source, and that would fail utterly to give the clarity on this issue that we all want.
There are other matters that are disguised to make them look technical, but which are so wrong and so misplaced that they also risk vitiating the very point of this Bill: settling the matter of our membership of the EU one way or another. There is no point in the Government unduly influencing the referendum, because that will simply land them another one, and sooner than they think. If the people believe that the referendum is not fairly held and if they are not allowed fairly to have their say, the demand will grow soon afterwards for another say on this issue. Let us take the spending caps. Why on earth are the Government contemplating a regime that could allow one side to so significantly outspend the other? Why not simply provide an equal spending cap? Why are foreign companies with offices registered in the UK suddenly allowed to participate in the poll? Does the Minister not see what polluting the poll at source will risk doing to its outcome?
Then we have the wording of the question, as chosen by the Government. We on these Benches have no fear of saying no. It is a proud and honourable tradition; it is one, moreover, that has had very little harmful effect on the result of referendums, certainly if we look at what happens in other Westminster-model countries. Our phrase during the Belfast agreement referendum was “It’s right to say no”, and sometimes it is. As a result of that, we have delivered a much better way forward. The question could be “Leave or stay?” or “Remain or depart?”, or any other formula along those lines. Ignoring the clear advice of the Electoral Commission against a bald “Yes or no?” question is wrong in our opinion, and the Government’s behaviour in getting the question in the Bill over the line this evening has been discouraging.
I cannot help but agree with those Members who have already publicly voiced their scepticism about why the Government do not intend to observe purdah over the referendum or why they will not provide in the legislation for a requirement on the European Commission or its many arm’s length satellites to observe it here likewise.
There will have to be changes to the Bill in Committee if it is going to be acceptable, certainly to us. This is not yet the place to criticise the specifics of the Prime Minister’s negotiations, whatever they turn out to be. We on these Benches wish him well in his attempts to renegotiate our relationship with Europe. We wish him well in conveying to European leaders the frustration and strong feeling across the United Kingdom on this issue. We support him in his attempts to re-evaluate and reform our relations with Europe, and I hope he succeeds.
The right hon. Gentleman has been a voice of consistency and reason on this issue for a long time. Will he look sympathetically at any amendment that seeks to enshrine in the Bill that period of purdah, which he recognises is a prerequisite for a free and fair referendum?
Yes, we certainly will. I detect across both sides of the House a desire to come together on some of the changes that have been referred to, such as purdah and the timing of the referendum date. I think there is room for people of goodwill to get together to ensure that we have a fair referendum that fairly addresses the concerns of the people, and that the decision made is reached on a fair basis.
In our view, the Prime Minister must deliver real and tangible changes to the European project and address the concerns that the people of the United Kingdom have with an ever-encroaching Europe, based on ever- closer political union. He must deliver substantial change in those areas that most concern people, including the issue of those coming to this country from other parts of the European Union. The previous speaker, the right hon. Member for Chesham and Amersham (Mrs Gillan), talked about areas such as Northern Ireland, Scotland and so on being featherbedded. When we have the debate, we will be able to show that the fishermen of County Down in Northern Ireland do not regard themselves as featherbedded. They have been put out of their work and their traditional activities by the EU. Given the extent of our contribution to the EU budget—far more than we get out—they will not recognise themselves as featherbedded.
May I start by congratulating you, Madam Deputy Speaker, on taking the Chair? It is well deserved. May I also congratulate those new Members who have made their maiden speeches today? They have caused many of us to cast our minds back to our own maiden speeches.
I rise as a Member of the Labour party, which did not want a referendum. I did not think that a referendum was necessary, and it is my view that we are better off in the European Union, with its current faults, if there are any. Indeed, whatever future circumstances arise, I think it is inconceivable that the UK could leave the European Union. I am happy with the status quo.
The reality, however, is that we lost the general election, there is now a Conservative majority and a referendum will go ahead, whether we like it or not. This is not, therefore, a policy change that has been brought about because we have suddenly had a change of mind, but a recognition of reality: there is going to be a referendum, whether we like it or not, so the best thing we can do is take part in it and do our best to ensure that Great Britain, or the UK, stays in the European Union.
The reason for the referendum has nothing to do with the high-minded argument that, “It’s about time we had a decision.” Some of the speeches made by Government Members have been beyond credibility. They seem to be suffering from collective amnesia and to have forgotten that the Prime Minister was dragged kicking and screaming into having a referendum because many of his own Back Benchers were talking about making a pact with the UK Independence party so that UKIP candidates did not stand against Conservative candidates. Some of those Back Benchers—one of them is here today—chose to jump ship and join UKIP, and the Prime Minister was scared to death of seeing his own party falling apart before his very eyes. No Government Member has mentioned that simple fact.
The reason we are here today has more to do with holding together the Conservative party in the run-up to the last general election, and the next two years will also be spent trying to hold it together, to the detriment of all the other issues of state that this Government should be dealing with. That puts today’s debate about the referendum in context.
Does the hon. Gentleman imagine that his party may have done better had it actually allowed voters the choice that other parties gave them?
I think we may have done slightly better, but I do not think it would have greatly affected the measure of our defeat—let me put it that way.
Conservatives for Britain, which now has up to 60 members, neglects Britain’s interests in remaining in the European Union. Our place in Europe is about Britain being an outward-looking nation that sees the way in which the world is developing and that recognises globalisation and the opportunity offered by the 21st century and the modern economy. It is not an inward-looking Britain, which is what is suggested when some Members hark back to the days when we had an empire and then a commonwealth. Some Government Members give the impression that they still wish we had that empire, and some do not seem to have realised that the second world war is over and that the Germans are no longer the enemy. In my constituency, for example, we are working with the Germans to build military aircraft to fight other possible future foes. I come from a constituency that spent 100 years building aircraft to fight Germany, but now we build aircraft with the Germans to fight potential enemies elsewhere.
What is happening in the world is that nations are coming together and deciding that it is better to work as closely together as possible. Britain is not the little but extremely powerful nation it once was; it is a less powerful nation working with a much more powerful bloc of European countries—now 28 countries, with more than 500 million people—that can now take on, economically and politically, the likes of the United States and can start to compete with massive developing nations, such as China, India, Russia and Brazil. This is a new world for the 21st century. For Conservative Members still looking back at the loss of empire and our past relationship with European countries, we are a world away from that. They should sit down and think about that.
I have no problem whatever with ever-closer union. The more we can do to enhance our effectiveness through working with European partners on legislation that affects all of us, the better. People say that we could manage on our own, but we would not manage as well. People say that the European Union is not as strong as it was in the past and has a lesser share of trade. Perhaps it has, but it still has far more trade, business and clout than we ever had in the past or ever will have on our own. We must look at superpowers such as the United States and China, as well as the emerging powers I have mentioned.
I genuinely believe that the referendum will be won by the yes camp. By our staying within the European Union, we will see a Europe emerging that is not a united states of Europe, but a unique Europe that will ensure Britain has stability, a voice and a bright economic future and that Britain counts on the world stage in the way it will not if we leave. This debate is a very historic occasion: we will soon have a referendum on our future. I look forward to the debates during the referendum, even though I did not think that it would be necessary and I think it is a shame to spend two years fighting on an issue that I see as a no-brainer.

Commons ChamberI applaud my hon. Friend the Member for Bromley and Chislehurst (Robert Neill) for bringing forward the Bill, and I pay tribute to my hon. Friend the Member for Stockton South (James Wharton), whose first draft of the Bill paved the way. Having spent years calling for a referendum on our EU membership, I have little more to say than what I have already said and what has been said here today. The case in favour of an in/out referendum is overwhelming. The party of Keir Hardie ought to see that. As UKIP’s first elected Member of Parliament I can say that UKIP MPs can always be counted on to support an EU referendum. UKIP MPs are both willing and able to vote for an in/out referendum.
We should also acknowledge the role played in all of this by my hon. Friend the Member for Bury North (Mr Nuttall). I note that almost three years ago to the day, 111 MPs on both sides of the House defied their Whips and voted for an in/out referendum. It was a Division that he masterfully oversaw. Those 111 MPs did so in defiance of their own party Whip; in defiance of their Front Benches. They did so despite the advice of the pet pundits. I am delighted to see that the Whips, and even the right hon. Member for Ashford (Damian Green), have changed their tune and now back what my hon. Friend the Member for Bury North pioneered. Those on one Front Bench are now on side.
On the issue of sides and changing them, several months ago the hon. Gentleman said that the only way to secure a referendum was to vote Conservative. Why has he changed his mind? Was he telling an untruth then, or is he telling an untruth now?
The reason I changed my mind was because I came to realise that the promises on Europe of the Administration that the hon. Gentleman defends have all the credibility of a Greek Government bond, and like a Greek Government bond they can be redeemed only on the say so of a German Chancellor. Because I now see that, and many of my former colleagues now see that too, I recognise that the promises are literally incredible. Now that I have realised that, I have done something about it. I leave it to the hon. Gentleman to resolve that dilemma for himself.
I wonder when the damascene conversion came about, because in The Daily Telegraph in April 2014 the hon. Gentleman said:
“In order to exit the EU, we need David Cameron to be Prime Minister in 2017—the year when we will get the In/Out referendum, our chance to vote to leave the EU.”
So obviously it was between April and sometime recently.
I am grateful to my hon. Friend for once again pointing out that when the facts change, I change my mind. I wonder what she does. When the leader of my party announced at Bloomberg that he was serious and wanted change, no one cheered more loudly or tweeted more joyously than I did. But I came to realise, as many of my former colleagues and those sitting next to the hon. Lady on those Government Benches now realise, it was merely smoke and mirrors. He was not serious about change. The game plan was to secure the illusion of a new deal in the hope that voters would vote to stay in. It is all about not changing. Once I realised that, I did something about it.
I would like to make a little progress. I intended making a two-minute speech and I have given way twice.
Parliament needs to assert itself over the Executive and is doing so. The sort of mandarins who advise the Prime Minister on the sofas in Downing street might not fancy an EU referendum. This House must assert itself over and above them. I am delighted to back the Bill.

Commons ChamberWhat chance does my right hon. Friend think there is of a marked improvement in Anglo-Iranian relations and, besides the enormous nuclear question, what issues must be settled for this important rapprochement to begin to happen?
My hon. Friend is right to say that this is an enormous issue and that until it is resolved it is an impediment to relations of the sort that we want to see. But we also want to see a wider change in the foreign policy of Iran, which has created great difficulties for the region through the Iranians’ involvement in Syria, Lebanon and other parts of the middle east. We would like them to work much more constructively with their various neighbours, including those in the Gulf, and we would like to see a marked improvement in their appalling human rights record.

Commons ChamberNo, the hon. Gentleman has had a bite of the cherry already, so I will make some progress.
It is good that the Commission has focused on continuing negotiations on the transatlantic trade and investment partnership. The Government estimate that the benefits of that deal to this country could be worth up to £10 billion a year, or more than £380 for every household. Frankly, I would like to have seen even greater priority and emphasis in the work programme for that potentially transformative deal. I would also like other ongoing negotiations to have been mentioned, such as those on an EU-Japan free trade agreement, which we estimate could be worth £5 billion a year for the United Kingdom.
The Government also welcome the objectives of the telecoms package and the other measures in the work programme that would contribute towards the completion of the digital single market. For the EU to remain competitive, the single market needs to keep pace with developments in the digital economy. The digital economy is not only helping to connect, inform and entertain us, but driving innovation and growth across our economies.
The Minister talks about the need to deepen and complete the single market. At the same time he complains about excessive regulation. Does he not recognise that much of the excessive regulation has been brought in under the auspices of a single market, and that by extending and deepening it, he greatly expands the scope for excessive regulation, which produces economic stagnation?
I understand my hon. Friend’s argument, but—if I may say so—I think that he oversells his case. It is true that we can have European regulation, just as we can at national level, that is overly prescriptive, overly complicated and far too costly as far as business is concerned. Therefore, one of the tests that we have in mind when judging Commission proposals is whether in the first place the introduction of a single regulatory regime to govern a European single market would produce a net benefit for business, compared with the 28 different national regimes that would be eliminated as a consequence of a single European regulatory framework. Also, Ministers in this Government have argued repeatedly that we think the Commission could make more use of the principle of mutual recognition, which after all was made clear in the jurisprudence of the European Court of Justice some decades ago in the Cassis de Dijon case, rather than relying all the time on the detailed harmonisation of national arrangements, which can easily lead one into the sort of overly complicated system that my hon. Friend fears.
The hon. Gentleman is absolutely right and perhaps I should have been more enthusiastic about his intervention. It is not just Norway that has a problem. A number of countries find themselves outside the EU with very little influence on what EU regulations are approved, and they often still have to accept 75% to 90% of them
I always regard the hon. Gentleman as my friend. Does he not agree that Norway does two and a half times more trade per capita with the EU from outside than we do from within, and that Switzerland does four and a half times more trade per capita from outside the EU than we manage from within? It is, therefore, perfectly possible to trade more freely with Europe from outside the EU than it is from within.
It is interesting that a series of Norwegian politicians have confirmed their lack of influence over EU regulation, and have pointedly suggested that we do not go down the route—I know the hon. Gentleman is an enthusiastic supporter of this route—of denying ourselves the opportunity to have influence over the detail of the single market.
Does my hon. Friend agree that there is almost nothing in the Commission work programme that seems to correspond with this Government’s stated priority of trying to change and reform the EU fundamentally to our advantage?
Tragically, this particular report makes the Government’s task even more difficult. These are real problems that need to be dealt with very quickly.
The levers of monetary policy within the single currency have been almost completely exhausted: with interest rates at just 0.25%, it seems that the Commission’s only response is a further push for integration. It is as though it were blinkered like a racehorse. It is aiming in only one direction which everyone believes will lead to failure, but its duty is to ensure that jobs for the boys in the European Commission continue to be its prime objective. That problem is caused by the fact that—as we all know—the European Parliament has so little control. The answer is not to give it greater control, but to ensure that control is sent back to sovereign Parliaments where democracy is alive and well, and, I am delighted to say, living in Westminster. At least, I hope that that is what the Government will try to prove.
The proposals for banking union are chaotic, underfunded and unnecessarily complex. How can a single banking union operate in the context of national vetoes? We do not know the answer. Why is there still no agreement on responsibility for the collective costs? We do not know the answer to that either. If the banking union proposals lack credibility, they will not enhance the prospects for growth and prosperity; indeed, they will do the reverse. These proposals were made on the edge of desperation, in an attempt to give some stability to a market that clearly did not believe in a European currency.
We need a different relationship with the European Union as never before, and we need it more urgently than ever before. I call on the Government and the Minister to ensure that we start talking very soon about the red lines of negotiation. That does not mean talking about the details of renegotiation, but it does mean talking about the overall areas in which we need to renegotiate. Sadly, the Government have been immensely silent about that, and I fear that unless they start talking about it before the European elections, it could well rebound on us.
I appeal to the Minister to ensure that we have a proper discussion, so that we can present to the British people a vision of genuine negotiation on issues that genuinely matter to them. That may well enable this Parliament to do one of the greatest services that it has ever done to this country.
Some EU member states have been more generous than others but we must also consider the fact that many have taken in displaced people, whereas the United Kingdom has not yet done that.
The Commission’s work programme places emphasis on the REFIT programme, which should be welcomed, but we must be realistic and recognise the modest series of references in the programme. I want a far bigger emphasis in the work programme on subsidiarity, which I do not think is mentioned as a term. That should be part of our agenda for the European Union’s development in the future. For example, I want us to reopen the debate on the future of EU regional policy, whether the member states should be more involved and whether repatriation should happen. There is also scope for us to reopen the debate on the future free movement of people, especially given the domestic debate. Unfortunately, those issues are not touched on in the work programme.
Those are some ambitions but others relate to the development of the single European market. The programme acknowledges that the internal market in services and the digital economy needs to be developed, but there is no reference to the need to develop an internal market in energy. Although there are good things in the European Commission’s work programme, it does not reflect the priorities that the Government claim, which shows the diminishing influence—in my view, because of the internal politics of the Conservative party—of the British Government on the EU agenda. As we have heard today, the Conservative party is becoming more and more Eurosceptic and as a consequence it is losing allies and supporters in the EU and is less able to negotiate things that are in our national interest. That is the reality.
Linked to that, we are also seeing a diminution of British influence on the ground in the EU institutions. My hon. Friend the Member for Glasgow North East (Mr Bain) referred earlier to a story, which I hope all Members will read, on the front page of the Financial Times, headlined, “City warns UK over loss of EU influence”. One point made by people in the City is that that diminishing influence is resulting in fewer Britons working inside the European Union institutions in Brussels: the British Bankers Association says that there has been a 24% decline over the past seven years. At the moment, Britain accounts for 4.6% of the total number of people employed in the institutions whereas France can claim 9.7% of them. In simple terms, that means that we have fewer people on the ground making the case for Britain’s national interest. That is bad for us.
Does the hon. Gentleman always judge the national interest by whether there are enough jobs for technocrats and officials? Surely the national interest is a little broader than that.
That is a very disappointing and narrow comment. We are looking at opportunities for British people to work abroad and make a real contribution to Britain’s agenda inside the EU. That is in our national interest and the hon. Gentleman ought to recognise that.

Commons ChamberI do not have much more to say, but I need to cover the earlier point and I know this debate is oversubscribed.
We are left with a Prime Minister whose renegotiating position is “If I can’t get what I want; I’ll stop playing and take my ball home”. If he does that, he will be isolated in his negotiations. While this is being played out, the economic uncertainty faced by millions of families up and down the country continues. About 3.5 million jobs rely on the EU, 6,500 of them in Sedgefield, 28,000 in County Durham and 141,000 in the north-east. Companies such as Nissan are big exporters to Europe.
I want to continue.
Hitachi Rail Europe is to build a train-building factory in Newton Aycliffe. It is called “Hitachi Rail Europe” for a reason: it wants to export trains and rolling stock to Europe. I would have thought that it wanted not uncertainty but clarity going forward.
No party is opposed to the principle of a referendum, but I do not believe we should undermine British investment and British jobs for years to come just to satisfy the needs of the Tory party. Offering a referendum in five years’ time when we do not know the question, do not know the result of negotiations and do not know whether those negotiations will be completed in that time is like a general telling his troops “We will launch a surprise attack in five years, but we do not know where and we do not know when.”
Uncertainty is the enemy of investment. I do not believe that this is right, at a time when the economy may fall into a third recession in two and a half years. The Government’s position will not lead to a Great Britain if we continue in this way; indeed, we are going down the road towards achieving nothing more than a little Britain.
I shall do so a little later.
On the one hand, we have those who believe Britain can never again be a nation of power and influence; on the other, we have those of us who have few doubts about the capacity of our country and our people to succeed, our ability to have an influence that exceeds our economic power and our capacity to create a stronger economy in the future.
Some of the pessimists are the traditional Eurosceptics —that is, the UK Independence party and its allies in the Tory party. They still wear the flapping white coats that caused so much harm to the previous Conservative Prime Minister. Those defeatists have been joined today by a new group who are perhaps a bit sensitive to the taint of the past. Those new Eurosceptics—perhaps we should call them neurosceptics—enjoy a much more nuanced and subtle lunacy. Let us stay in the EU, they say, but only if we can act as though we were not part of it, by pulling out of agreement after agreement until there is no meaningful relationship left. Of course, the end game is the same: years of uncertainty and declining influence, which make it more likely to end in a British exit.
The right hon. Gentleman makes a powerful case for remaining in, and I am sure that when the “in” campaign starts it will draw heavily on his powers of advocacy. Is he against allowing the people who voted for him to be an MP having the final say? If so, why does he believe that the political elite alone should decide these points? Why not allow everyone in the country their say?
A year ago, I voted with the Prime Minister of the hon. Gentleman’s party to say that an in/out referendum at that point would be damaging to Britain. Nothing I heard last week made the case that an uncertain referendum in five years’ time is not equally damaging. We never say never, but on the two issues that we are considering today, I think that the Prime Minister was right a year ago and wrong on Wednesday.
My hon. Friend makes my point for me. For me, being in politics is not about standing in this Chamber thinking that we have all the answers; it is about listening to and working with colleagues in town halls in this country and across the European Union to solve the problem together.
Finally, there is no doubt that if we want to get people in Europe working, we need to trade. In my view, we should listen to the President of the United States of America.
I’m afraid I will. The President of the USA said that it would be better for the UK to remain part of the EU. We really have to listen to that. As other people have said, our future must be in Europe, using its strength to negotiate with the great economies of the future—India, China, the United States of America and, hopefully, Africa.
The question is this: are we prepared to negotiate for the good of the people in the UK? What matters more: our own party interests or the dignity of the people we are supposed to represent? Their ability to work, to have money in their pockets and to have a good family life is what matters to me. That is why this debate on Europe could not be more important.
