The hon. Gentleman makes the point that Northern Ireland is naturally a more compact, smaller community. Recycling works quite well in Wales, where again there are fewer authorities, which can come together better. Given its size and the number of its authorities, England is more difficult. Somehow or other, the Government must send down an edict to local authorities to pull them together. Some local authorities will have long-term contracts that will take a while to get out of, but the Government must pull them together, because what we recycle and how we do it here in London is totally different from what we do on the farm back in Somerset, for instance.
I give way to the hon. Gentleman, who is on the Select Committee.
During our inquiry, witnesses regularly made the point that kerbside collections and all the legislation can be in place, but if the general public do not take part, stiff penalties in some shape or form are required to force them to. Otherwise, we will have a major problem—more so than now.
I agree, and I intended to refer to the report picking up on that point, so I thank my hon. Friend for the intervention. First, therefore, let us get that issue properly sorted out and the information communicated clearly, so that we have practical measures to deal with items described as compostable and biodegradable.
We need to support the innovation of alternatives. A number of organisations have come into this place in the last year or two, as we have talked more and more about alternatives to plastics, and demonstrated what they have produced—we heard about seaweed earlier. We need to find a way whereby Government can really encourage that research and development.
I refer back to what the Chairman of the Select Committee, the hon. Member for Tiverton and Honiton (Neil Parish), said: we have to get the system right. But supermarkets, of course, are sometimes governed by public health in what they should do, so it is a multi-agency decision on all of this. There needs to be a partnership, as the hon. Member for St Ives (Derek Thomas) has said, to try to relieve the difficulty that we have with plastic, but this is a multi-agency situation.
I agree, and I welcome that intervention. It is true that there will be some single-use plastic that we cannot avoid. If we go into a hospital, we will find items that are wrapped for what are obviously good reasons. I will name-check now if I am permitted to, Mr Stringer. There is a large outlet—retailer—in my constituency called Thornes. It sells a lot of fruit and veg and all sorts of other items. It decided, very early after the Government launched their 25-year environment strategy in January 2018, that it would not use single-use plastic, and it has moved away from it, including for its fruit and veg. That outlet certainly compares in size to a small supermarket, so if it can do it, it must be possible for supermarkets to take greater measures than they already do. But I accept that we need real leadership from Government, and urgently.
I have two or three more asks. We need legislation—I hope that we will do this through the Environment Bill—to ban unnecessary single-use plastic. That is the only way we will get businesses to really respond and urgently develop the alternatives. We also need legislation to ensure that all remaining plastic that is necessary—my hon. Friend the Member for Tiverton and Honiton was right to say that there is necessary plastic—can be recycled. We still purchase plastics and products that cannot be recycled, and that just needs to come to an end.

Commons ChamberI entirely take the hon. Gentleman’s point, but this applies solely to Northern Ireland. Obviously, it applies under different legislation, but the instrument applies specifically to Northern Ireland in the event of a no-deal exit from the European Union.
The subject of seed potatoes has been raised with businesses in my constituency, which have been told that if there is no deal they cannot export them to the Republic of Ireland.
That is indeed the case. Seed potato production in Northern Ireland is less important than it used to be, but 318 hectares of certified seed are still grown there by about 50 growers. Of the 4,000 tonnes marketed, 2,000 were marketed in the Republic, 1,000 were marketed in Northern Ireland, and 1,000 were exported to countries including Egypt, Morocco and the Canary islands. In the event of a no-deal scenario, 2,000 tonnes will be lost. The main varieties grown for the southern market, including Kerr’s Pink, Maris Piper and British Queen, are not generally in demand in the UK market, and in the event of no deal an adjustment will therefore be necessary. Growers may wish to switch to new varieties such as Miranda and Opal.
The hon. Gentleman makes another very valid point. That is why it is so important that we get this piece of legislation through to enable the current situation to continue.
Northern Ireland people are keen to support the crisps produced locally in Northern Ireland. If I may, I will also just touch on Comber new potatoes. They are renowned throughout Northern Ireland, which grows the variety Maris Piper in the main. They are a protected designation of potato, and I gather that they are grown in the constituency of the hon. Member for Strangford (Jim Shannon). That is another important part of the Northern Ireland potato market.
The Minister talks about protected species, and my hon. Friend the Member for Strangford (Jim Shannon) is also a protected species. However, on seed potato, my hon. Friend the Member for North Antrim (Ian Paisley) mentioned Wilson’s Country in my constituency. It will lose £60,000 per week if it cannot export seed potatoes to the Republic of Ireland.
That explains why it is so important that we get a deal across the line. Indeed, having had at least three or four opportunities to vote for that deal, we certainly need to see an orderly way forward.
Let me just comment on the point about the hon. Member for Strangford (Jim Shannon) needing some sort of protection. I do not think he needs any protection at all. My experience of him in this Chamber is that he can very much stand up for himself and indeed for his constituents, who are involved in not only the agricultural industry but the fishing industry in a very important way.

Commons ChamberYes, I am aware that a number of stakeholders are not aware of that deadline. I would be happy to meet my right hon. Friend to discuss that. One of the public goods that we could deliver through the Agriculture Bill is better public access, which could include bridleways to join up existing paths so that not as many horses have to use the roads.
Looking at farming policy, the Government announced recently that they would allow farming produce into Northern Ireland from the Republic of Ireland tariff free. What is the Minister’s opinion on the European Union reciprocating that?
By not only announcing our tariff regime for other borders but making it clear that we do not wish to have a hard border across the island of Ireland, we hope that the Republic of Ireland will show a similarly flexible view and that the European Union will not impose any restrictions that the Irish Government would not wish to follow.

The right hon. Gentleman is absolutely right. Bringing all those things together is key for rural communities. We need to encourage young people. I will quickly speak about sons and daughters taking over farms. In my constituency we have been fortunate over the years that that has happened. Some sons and daughters do not want to take farms on, but the ones who have are still there, so we have seen a progression of farmers’ sons or daughters taking over. Farming communities are not employees of the land, but caretakers of the land for future generations. I read in Shooting Times magazine that the wildlife of today is not ours to dispose of as we want. We hold it in trust for those who come after. That is a fact. That is what we do, and the right hon. Gentleman is absolutely right.
Unless we recognise the dual role of farmers as food producers and conservationists, we risk turning farmers into environmental contractors, which we do not want to do. We want them to have an incentive to continue farming. A farmer does not farm to become rich—that is the case in my neck of the woods, anyway. A farmer farms because it is in his blood and it is his calling. I recently highlighted an important point in my local press, and I want to make the point here before the debate ends. The latest figures show that some farmers, especially younger farmers in my constituency, have had very high levels of depression. Strangford has a large rural community and many farmers have handed over the reins of their farms to their sons and daughters, but there are levels of EU bureaucracy—I do not want to bring in the dreaded Brexit word again—and red tape that have almost strangled the farmers, and they are sick to the back teeth of it. They understand that regulations are necessary to bring food up to standard, but they do not need all of the extra paperwork that goes with it.
I thank my hon. Friend for giving way and I also express an interest as a landowner. He knows that the uptake in the agricultural colleges in Northern Ireland has increased. There is an enthusiasm for the land from our young people and they need help to drive it forward.
My hon. Friend is absolutely right. I have seen a great interest in farming in my community. The sons and daughters want to take the farms over and are doing so. I have written to the permanent secretary of DAERA—the Department of Agriculture, Environment and Rural Affairs—in Northern Ireland to express concern about the mental health of young farmers and the levels of stress and depression among them. We cannot ignore such big issues. We need to address them.
The hon. Member for Gordon referred to rewilding, but it is not suitable everywhere. It is not just about wolves and beavers and all the other wildlife; home-grown mink and foxes need to be controlled, although others might not agree with that. Farmers are not nature’s enemies; they are caretakers. That is the starting point. When we listen to the knowledge and expertise that has seen successful seasonal farming for thousands of years in the wonderful soil of the United Kingdom of Great Britain and Northern Ireland, that is the starting point. We must ensure that the current different payments for farmers in less favoured areas under the CAP regime continue, under the principle that upland farmers require greater financial support. The hon. Gentleman referred to that as well.
To conclude, nature has a wonderfully delicate balance set in place by God Almighty. It is up to us to retain that balance as best we can, and we can do that only by working together.

Commons ChamberI welcome the work of the Dogs Trust to highlight the abhorrent issue of puppy smuggling, and I thank it for its support for a ban on third-party sales. The Department is working in close collaboration with the Dogs Trust to tackle puppy smuggling. Our comprehensive approach to this issue encompasses international engagement, enforcement, public communications and tighter regulation. Looking to the future, leaving the EU will open up new approaches to managing our pet travel arrangements.
We all know the welfare of puppies is vital, but will the Minister enlighten us on what his Department is planning to do when it comes to stricter penalties for those who abuse puppies?
There are strict penalties available already, but we will be strengthening sentences for real attempts at animal cruelty from six months to five years. We are just waiting for the right time and legislative vehicle to do that. I know that in Northern Ireland there are already strong standards in place.

Commons ChamberNow we come to the easiest part of the United Kingdom to resolve when it comes to agri-food. I dare not tread into the issue of Brexit. Reference was made earlier to a red line in the Irish Sea, but I assure Members that that will never happen as far as the Democratic Unionist party is concerned. We are part of the United Kingdom, and that is how it will remain.
I refer the House to my entry in the Register of Members’ Financial Interests. I have been involved in the agri-food sector for about 43 years—I know that that is hard to believe—from working as a primary producer to working in retail and production and processing.
I think that we are about to experience dramatic changes throughout the industry. These are exciting times. When I speak to farmers and industry representatives, they acknowledge that. They know that there will probably be some trying times, but they are excited by the opportunities that we will have after we have left the European Union.
I welcome the opportunity to debate a Bill that will have an impact on every farmer and farm business throughout the United Kingdom, whether it keeps sheep on the Antrim hills or grows wheat in East Anglia. Given that the UK is leaving the EU and the common agricultural policy, it is vital that a new domestic British agricultural policy is introduced. I welcome the regional flexibilities that are proposed for the different regions of the UK. I believe that there should be a variation in the new policy for each of those regions, provided that those variations do not produce competition in the internal market.
I note the name of the Bill, and I hope that agriculture will remain the central theme in any future policy. The Prime Minister is on record as saying— on three occasions, I think—when I put questions to her that agriculture would not be a poor cousin or the sacrificial lamb in any negotiations with Europe. We will hold the Prime Minister’s feet to the fire, along with those of the Secretary of State and the farming Minister. Agriculture must remain at the top of the agenda.
In Northern Ireland, we employ some 120,000 or 125,000 people in the agri-food sector. There is huge concern in the industry, and of course in the farming community, about EU casual workers. We need to address that during the Bill’s Committee stage, or perhaps it can be dealt with by the Environment, Food and Rural Affairs Committee. There is a massive shortage of workers in the agri-food sector. A few weeks ago, along with the Chairman of the Committee, I met representatives of the industry, who emphasised that they were reaching crisis point, because the sector did not have enough workers to deal with production. The Government need to deal with that issue.
Food production that involves sustainable but profitable farming is essential. As has already been mentioned, those who are in the black at the bank can do many things. Given the changes that are coming, we must encourage farm production. It has already been mentioned that the Bill needs to give more emphasis to the incentive for farmers to grow and produce food. The incentive is there, but it needs to be made clearer that farmers will be encouraged to produce good food.
In Northern Ireland we have for many years had the Albert Heijn supermarkets in Holland insisting on coming to buy their meat in Northern Ireland because of how it is reared and because husbandry and animal welfare is maintained. That applies right across the whole of the United Kingdom. Across the whole UK, we produce the best food produce to be found anywhere in the European Union. That is a fact, and our standards and our animal welfare must be maintained. It is vital that we do that.
I have talked about opportunities. I believe there are opportunities, but the Government must take the issue of the workforce in the agri-food sector more seriously. Some companies in Northern Ireland are 60% dependent on people from other countries. We must get that situation right in some shape or form, and hopefully we will resolve it.
I want the Bill to allow for a UK-wide approach on matters that affect the whole UK. My party believes there should be an overarching policy across the UK to deal with such issues as marketing standards and crisis fund management. It is important that we do such things collectively.
Ultimately, the effectiveness of this Bill will depend on the trade policy that is implemented. Let us be clear: trade legislation or a Pacific trade deal that views agriculture as a sacrificial lamb for the importation of lower quality and standards than those in UK production will not be accepted. The British public will not accept that. We have a standard and a reputation not just across the whole European Union, but further afield, such as in South Africa and in those other countries that buy our chicken product because we cannot market it anywhere else. Our standard must be maintained. I am sure the farming Minister is aware of that—he has been told about it often enough when he has given evidence to the EFRA Committee.
As the granddaughter of a Fermanagh cattle farmer, I agree with the hon. Gentleman wholeheartedly about the fantastic standards and great tradition of farming in Northern Ireland. Does he agree that it is imperative for the future of farming and agriculture across the UK that the Government avoid a no-deal Brexit, which would put World Trade Organisation tariffs of 30% on our lamb and beef and drive most of the beef and cattle and lamb producers in this country out of business? That must be avoided at all costs.
I thank the hon. Lady for her intervention, but the Prime Minister has said that we have to get the right deal—that is important. I do not think that anyone here wants to go towards WTO, but we must get the right deal. I spoke to the lamb industry a few weeks ago, and, if we go to WTO for that industry—the Minister will know this because he has been told often enough—and tariffs of 14% or 15% are introduced, that would decimate the Northern Ireland lamb industry overnight, given that we export 90% of our lamb. Having said that, we need to get the right deal. Unfortunately, however, the EU keeps sticking in its heels at present, which is nonsense, especially in terms of the border of Northern Ireland, the movement of cattle and so forth, free trade within Northern Ireland, and the soft or hard border. That is all nonsense, because the situation will remain as it is and has been for many years. There is no reason to change that. No one wants to see us going towards WTO, but we must get the right deal. If the right deal is not there, we will have major problems with our industry and employment, and the sector will be decimated. We therefore have to get the right deal and I know the Minister is well aware of that.

I hope that my hon. Friend will be reassured to know that in 2020 the UK will be negotiating as an independent coastal state. [Interruption.] The negotiations in 2019 will take place on the basis that we will be consulted and that our science will be part of the process by which arrangements are reached, and of course the good faith provisions and other arrangements and guarantees I discussed earlier will be there to safeguard UK interests for that limited 12-month period.
The quotas for 2020 will now be set by the EU after some consultation with the British Government. Now that the ball has been handed back to the EU, what guarantees can the Secretary of State give to the industry that he will get the ball back?
My hon. Friend reasserts the vital point that were the EU for any reason in 2019 to behave contrary to our long-term interests, it would also be contrary to its long-term interests. I agree that the opportunities available to us after the transition deal are critical and that we must secure them. That has meant accepting a sub-optimal outcome in the deal, but it is only for an additional 12 months, and we must keep our eyes on the prize.

Commons ChamberWe do care about people going hungry. We have a number of initiatives to support food banks and ensure that food is redistributed. We are also reforming and improving the benefits system to help people back into work, which is obviously the best option.
The Minister will be aware of the concern expressed by Northern Ireland farmers and other food producers about cross-border trade. Does the Minister agree that we need an arrangement that will accommodate everyone?
I very much agree with the hon. Gentleman. I met him and a number of others yesterday to discuss the particular challenges of the Northern Ireland border, and I can reassure him that the Government are fully apprised of that concern.

Actually, the question I am posing to the Minister is about whether it is a reserved matter. Whether it is a matter for the Scottish Government or the UK Government, I want to see an end to live exports, because of the suffering that they cause.
It would be very helpful to hear from the Minister when he expects the consultation to be published. I very much hope that it will come out in time for the outcome potentially to be included in the forthcoming Bill on farming, to which the Government are committed. I accept that it is probably too late for a provision on live exports to be in the Bill when it is first presented to Parliament, but I hope it is not too late for the outcome of the consultation on restricting live exports possibly to be added to the Bill through amendment at a later stage. I appeal to the Minister to move forward with the consultation, with a view to ensuring that it is published and completed in time to enable the Government, if they so choose, to add provisions banning live exports to the agriculture Bill before it finishes its passage through Parliament.
I have listened to the debate intensely, but I still have not got an answer on the issue of a trade deal between Northern Ireland and the Republic, to which live animals can be exported, and which is a member of the European Union. How do we control where animals go from there? We have absolutely no jurisdiction over that. We have to be consistent if we want to bring in something, and it is not consistent to say, “Once it goes to the Republic of Ireland, it is not our business.”
There are still risks that the rules we put in place will not be enforced, but that is a reason to make sure that we do everything we can to ensure that they are enforced properly. If we bring in the ban that is advocated in my ten-minute rule Bill, exporting from north to south in Northern Ireland with a view to onward export to other jurisdictions would be unlawful. Obviously, it would be very important to seek to ensure that that aspect of the new legislation was enforced. Just because there are potential difficulties in enforcing some aspects of a ban does not mean that we should throw up our hands and say, “It’s impossible—we can’t do this.” The case has been strongly made for a ban, and we need to look very carefully at how we can make sure that we enforce it as effectively as possible.

As always, my hon. Friend brings a new dimension to the debate. If I am honest, that is something I had not thought about, but I applaud the idea, which is excellent. I hope that the Minister will take the point on board.
As hon. Members will be aware, the relevant law has mainly been decided by the European Union, so our withdrawal gives us the opportunity to tailor the rules to the needs of the United Kingdom. I firmly believe that withdrawal must not mean going back on the progress made during our EU membership.
I too refer hon. Members to my entry in the Register of Members’ Financial Interests. I do not disagree with anything that the hon. Gentleman has put forward, but how are we to motivate consumers, who are driven by price and not always by concerns about the country of origin?
I have some sympathy with what the hon. Gentleman says, but I will remind him about a supermarket founded in Yorkshire that has put a levy on its milk and gives that money back to the farmer. The consumers pay slightly more for their milk but know that the extra goes directly back to farmers. I will not name the supermarket, but that item has been its fastest growing product. That shows that when consumers have knowledge, because of proper labelling, they are prepared to buy British.
