Nitrous oxide levels have been falling, but I recognise that it is not happening quickly enough. The previous Labour Government signed us up to achieve deadlines by 2010, and failed spectacularly. We are continuing to invest in this area and will continue to do so and work with devolved Administrations on specific issues in other areas.

My hon. Friend is correct: holiday hunger is a scourge on this country. In a former life, I was a child protection social worker, and families used to say to me that school time was the only time their children could be guaranteed a healthy meal. They dreaded holidays. My colleagues and I often had to do shops for those families to feed them.
I congratulate the hon. Lady on securing this debate. She started off by giving the Government a very hard time. I am not a spokesman for the Conservatives but, in 1996—20 years ago—the United Nations decided that it would eradicate food insecurity. What has it done since then?
Unfortunately, I am not here to speak on behalf of the United Nations, but all the statistics show that the situation has got worse in the United Kingdom since 2010. Prior to that, we had the odd soup kitchen, and food banks were unheard of. Now, we can hear people in every street in every constituency talking about food banks and people who are going hungry.
Food insecurity has a terrible impact on households. Parents are unable to afford to feed their children nutritionally balanced meals, as my hon. Friend the Member for Stoke-on-Trent North (Ruth Smeeth) said, which breeds a sense of shame, stress, anxiety and social isolation. Severely food-insecure adults and children go whole days without eating in this day and age, simply because they lack money. People are living on the bread line—in fact, many are living below it. Recent research from the Joseph Rowntree Foundation shows that people are going from just being hungry—as if that was not bad enough—to living in destitution. They lack clothing, toiletries and heating, and for many homelessness is becoming a reality.
Recently, a woman called my constituency office in desperate need of help after having problems with her benefits. She had no money for gas or electricity, and no food to feed herself and her four young children, all of whom are under 10 years of age. She was alone and unable to leave her home to get to the nearest food bank, which in any case was closed. Even if she had been able to leave her home, she did not have the necessary funds for public transport. In the end, my staff contacted one of the many food bank volunteers in Shields and managed to get food delivered to her and her children. If they had not been able to pick up and deliver that food, that family would have endured the further pain of starvation.
That is one of the everyday experiences that are being documented in food banks, GP offices, classrooms and charities across the country. I am sure that all my colleagues hear similar stories day in and day out from their constituents. When the all-party group on hunger, of which I am a member, travelled the country in 2014, we found that the overriding reason why people visited food banks was the Government’s punitive welfare regime and incessant use of sanctions. The recent debacle with Concentrix shows that the Government’s response to those who are most in need has not changed: they are simply not bothered about them.
All those personal tragedies point to a permanent scarring of life chances. Demonstrable links can be found between food insecurity and educational performance. Children’s intellectual and physical development is damaged by each episode of food insecurity that they experience. The physical and mental health impacts of food insecurity affect the entire economy. Evidence from Canada suggests that the healthcare costs of people who have experienced episodes of severe food insecurity are 121% higher. For those reasons, there is growing consensus among not only Members of Parliament but academics and civil society organisations that the Government should initiate a programme of regular and robust monitoring of food insecurity prevalence so that we can establish precisely the magnitude of the problem, identify which groups are at the greatest risk and properly target resources at prevention.
The hon. Lady is absolutely right. I hope that the Committee’s inquiry will address labelling, which we also talked about last night. We often have products that are near their sell-by dates, and my wife is very strict about them, but I am perhaps not so strict. I feel that the sell-by date may not necessarily mean that the product is not edible, and I therefore challenge myself to eat it. Whether that is right or wrong, it has not affected me in any way. It is not the reason why my hair fell out, and it is not the reason for many other things.
I am sure that my hon. Friend will agree that there needs to be some process whereby when supermarkets reject certain foods, such as vegetables, because they are not the right shape, size or whatever, they are put on the shelves at a reduced price rather than put into anaerobic digesters. I know that some supermarkets are doing that, but more could be done.
The knowledge that my hon. Friend brings to this debate is enormous. He has been in business for many years and he knows the system. Again, those words could be used in the inquiry, which he will be directly involved in as a member of the Environment, Food and Rural Affairs Committee.
Supermarket chains are taking steps to enable products that are close to their sell-by dates to be given to community groups and directed to those in need. That is a great idea, which I welcome and I hope is carried out further afield. In the home, we need to be a wee bit more careful about the food we use, how we use it—from freezer to fridge—and its shelf life. Those are all important issues for us to look at. However, there is currently no routine measurement of food insecurity in the United Kingdom, and an absence of regular data collection means that the true magnitude of the problem remains hidden. Perhaps the Minister could give us some idea of how data are gathered, collated and then used to address this issue.
The hon. Member for South Shields referred to food banks. I do a lot of work with my local food bank. When I first began that interaction, I was shocked by the level of need in my constituency and the range of people who were struggling. The first Trussell Trust food bank in Northern Ireland was in my constituency, so I have particular knowledge of food banks. I do not see them as necessarily negative; they have positive effects, in that they bring people, churches and Government bodies together with one focus: to help those who need help now. Food banks have a positive role to play in our society. I always think of the Simon slogan, “One in three of us are just one pay cheque away from homelessness.” The issue is real for a great many of us: there but for the grace of God would any of us be too. It is not enough simply to be thankful that we are not in that scenario. It is up to us to ensure that families in the United Kingdom are safe and secure in knowing where their next week’s food will come from.
Just last Saturday morning, I had the privilege of helping out in Tesco with the food bank team, who handed out lists to people to let them know what many people will need over the Christmas period. I was not surprised by the level of giving, as I know the compassion of the people in my constituency is hard to equal—as indeed is that of many others. I was encouraged by the inherent goodness of the women who rushed around with their children tagging along behind them and still took the time to grab handfuls of items for the food bank. They asked what items the team wanted and put them in their trolleys. There were also men who put items in their trolleys and gave financial contributions. I was also most encouraged by the number of young people who did their best to help out. Children said, “Mum, we need to help—what can we do?”
It is wonderful that the community steps in, and I cannot speak highly enough of the food bank, the Trussell Trust and, in my area, the Thriving Life church, which was behind that initiative, and which has a wonderful compassion centre designed to help others out. The churches across the whole of my constituency, and in Ards in particular, came together to stand in the breach in the truest and best ecumenical sense. We in this place as well have an obligation to assess the need and meet it.
Through the food bank, I have had the ability to give vouchers to people I am helping who have had their benefits stopped. We know clearly what the issues are, and I am reliably informed that the advice centre in Newtownards is one of the first stops for a great many people whenever they are looking for vouchers to help them because they have literally no money. With the recent tax credits palaver, I have even had staff members —I am blessed with good staff—put their own money on to electricity cards to see people through the weekend. That is my staff, other staff, churches—good people coming together to do their best. However, that should not have to happen. We have a responsibility to ensure that help is at hand for those whose benefits are called into question instead of them being left with nothing to feed their children with. Our churches and people come together in the very best sense.
In my own area of Newtownards, the food bank provided 2,230 three-day emergency crisis food parcels last year. That was in one town. We have many food bank outreaches in Comber, Kircubbin, Ballynahinch and Saintfield, and churches and individual bodies are stepping outside what they normally do to help directly. I see a community full of compassion that is moved to help those who are less well off. That has got to be great news.
Especially at this time of year, as we approach Christmas, many families will again be on the breadline. Some of the major companies in my area will make contributions—I have a local butcher who gives turkeys. We do our best to come together through the Trussell Trust food bank and the Thriving Life church in Newtownards. In 2015-16, the Trussell Trust food bank network provided—these are incredible figures—1,109,309 three-day emergency food supplies and support to UK people in crisis. Those enormous figures give us an idea of the magnitude of what it does. Of those, more than 400,000 went to children. Again, I underline the clear need of children in poverty. We are here today to make a plea for those people.
There is food insecurity in the UK—that much is clear. What we are doing to address it is not so clear. I look to the Minister, who I am confident will give us the answers we need, to outline the steps that will be urgently taken to ensure that we fulfil our obligations and responsibilities not only to our constituents but to all constituents across this great nation of the United Kingdom of Great Britain and Northern Ireland.

I congratulate the hon. Lady on securing this debate. Is she saying that there is a reluctance in equine slaughter facilities to put in CCTV? I know that in the red meat sector, although it is not compulsory, some have voluntarily done so. Is there is a reluctance in slaughter plants to do that?
The issue is that it is not compulsory; that is particularly pertinent in relation to horse behaviour and the behaviour of horse owners. CCTV is not necessarily present—its use is voluntary—in every slaughterhouse. It appears to have reached a certain point and be going no further—a plateau.

I beg to move,
That this House has considered global biodiversity.
A number of colleagues have applied to speak in this debate, but unfortunately they cannot all be here today to take part. In particular, Zac Goldsmith—I think we can refer to him by name at this stage—is unable to be with us today. However, since he originally applied to speak in the debate, I thought it would be nice to record that. I am also grateful to colleagues who have signed early-day motion 624 on global biodiversity to support this debate today. If other colleagues have not yet had the opportunity to sign that early-day motion, I would be grateful if they did so.
The catalyst for this debate was new research, conducted by the World Wildlife Fund and the Zoological Society of London, that shows that the global wildlife population fell by more than half between 1970 and 2012. According to the report, global populations of fish, birds, mammals, amphibians and reptiles have declined by 58% since 1970. Within that figure, the fish population declined by 36% and mammals by 38%, but the biggest decline, at 81%, was in the amphibians population, which shows how vulnerable they are to the challenges that we face, not least climate change, which further threatens their habitat.
The facts suggest that we face a global biodiversity crisis: without urgent action, by 2020, these vertebrate populations will have declined by 67% since 1970. The international community has agreed that by 2020 declines in biodiversity should have been halted. Frankly, these things do not compute—the international community is way off target when it comes to meeting its commitments.
When I was Environment Secretary, I had the great privilege of representing the UK at the United Nations conference on biodiversity loss in Nagoya, Japan, in 2010. It took place just after the climate change talks in Copenhagen had failed, after which people were very pessimistic—they did not think that a UN agreement would be achieved in this area. However, to everyone’s surprise, we did it. The agreement achieved in Nagoya states that we should take effective and urgent action to halt the loss of habitats and species in order to ensure that by 2020 our natural environment would be resilient and continue to provide the essential environmental services that we otherwise take for granted. To that end, a series of targets was agreed to, known as the Aichi targets.
The reality is that most of our planet’s biodiversity is not in developed nations such as ours, where we have already destroyed many natural habitats, but in the most remote and least developed areas of our planet. So the big challenge is how to protect these vulnerable areas and their endangered species, while trying to regenerate our own natural capital and lost species.
I congratulate the right hon. Lady on securing this very important debate. She has mentioned the agreement. In the recent Paris discussions on climate control, not all countries signed up and not all of them turned up. What more can be done to influence those countries that are causing some of the major difficulties that we have?
We have clearly made some progress in the climate change talks, and climate change is one of the things that definitely threatens, or aggravates the loss of species. There has been a significant breakthrough between some of the big players over climate change. For a long period, large countries such as America and China just would not engage, so we have made some progress on that issue, but, as the hon. Gentleman suggests, we need the rest to be as good as the best. I am sure that the Minister heard what the hon. Gentleman would like the UK Government to be doing to encourage that to happen.
In fact, 90% of the biodiversity on UK territory is situated in our overseas territories, precisely because they are less heavily developed. The Government made the groundbreaking decision to create the largest marine reserve in the world around the Pitcairn Islands and are on their way to doing the same for Ascension Island, South Georgia, St Helena and Tristan da Cunha, in a blue belt strategy around the world’s oceans. If all those are achieved, the area offering some form of protection will be greater than the size of India. That would make a significant contribution to Aichi target 11, which is on marine protected areas.
That points to the clear value of helping less developed parts of the world to protect vital species. Frankly, the cure to some disease that is currently a scourge of human society could be deep in the Amazon jungle. We have every interest in helping the poorest.

The hon. Lady is ahead of me. I am just coming to that point.
In 2014 the UK Government’s inability to bring the disease under control resulted in a cost to UK taxpayers of almost £100 million, with additional costs to farmers estimated to run to tens of millions of pounds annually. There is also a significant human cost. Bovine TB causes misery for farmers. I suspect that many Members here today will have heard stories of farms effectively being closed because of the disease, farmers being made bankrupt and, sadly, some farmers even taking their own lives, such is the impact on businesses of the failure to address the disease effectively.
If the UK Government do not begin to manage the rising incidence of this disease in England, there will be not only an increase in the number of beef and dairy herds affected, but further geographical spread and a consequent spiralling cost to UK taxpayers over the next decade of potentially £1 billion. That figure comes from the Department for Environment, Food and Rural Affairs.
I congratulate the hon. Gentleman, who is a colleague on the EFRA Committee, on securing this debate. It has been suggested that one way of solving the problem is to have more frequent cattle testing. How will that resolve the problem and eradicate the disease?
The hon. Gentleman flags up an important point, which again I will come to. We agree that this is a crisis that must be dealt with now. It affects mainly English cattle farmers, and their families and their communities, and the impact cannot be overstated. If the disease continues to increase unchecked in England, it will begin to threaten herds in other nations that are currently free of the disease, such as Scotland. I want to avoid that happening.
Inexplicably, some people hypothesise that the rising incidence of bovine TB in England is attributable to badgers. I say “inexplicably” because research shows that even in remote areas of England where bovine TB is rampant, 86% of badgers are clear of the disease, with just 1.6% of the badger population considered capable of transmitting it. The role of badgers in the transmission of bovine TB to cattle is controversial.
Badger culling was conducted under a number of schemes throughout the 1970s, 1980s and 1990s. These included at different times the use of snaring, gassing, cage-trapping and shooting. Many thousands of badgers were killed prior to the introduction of the Protection of Badgers Act 1992. However, no effort was made to evaluate empirically the effectiveness of badger culls relative to reducing bovine TB incidence in cattle until the Natural Environment Research Council initiated the randomised badger culling trial in 1998.

Yes, I agree with my hon. Friend. Also, given that dog fighting is a gateway to serious organised crime, collaboration across the EU is required.
Further to that point, my Assembly colleagues in Northern Ireland are trying to secure the implementation of a register of those who are found guilty of this heinous crime. They should be forced to sign it—not that that would be a massive deterrent, but it would add to what has already been agreed.
I thank the hon. Gentleman; that is one thing that I am calling for. I congratulate the Northern Ireland Assembly on taking the matter forward.
Analysis of court reports by Middlesex University suggests that there were fewer than 40 convictions for dog fighting between 2008 and 2014. Given that we know that a dog fight happens every day, there is clearly something not quite right about our ability to detect and prosecute. Mike Flynn, of the SSPCA, has told me that the last conviction in Scotland was three years ago. Once again we need to ensure that we can tackle the issue appropriately and take things forward consensually with best-practice evidence from the many organisations that contribute.
Project Bloodline asserts that it must be accepted that dog fighting remains a major criminal issue in the UK, both in itself and as a gateway crime. Vital work undertaken in the area must be resourced and collaborative. It is recommended that a taskforce be set up to ensure that there will be action to tackle dog fighting through a national dog-fighting plan. That plan would be pinned on three key areas: prevention, understanding and prosecution.
Community working groups can assist with the education of people and communities that are vulnerable to dog fighting. The public require increased awareness and education about the signs to look for, to aid in prevention and detection. There is a need for increased awareness about reporting through, for example, the League Against Cruel Sports’ animal crimewatch line, which should be further publicised.
Details of individuals who have been banned from keeping dogs should be held by statutory agencies on a national register. Those people should not be allowed to keep animals, and their activities should be monitored. Local environmental auditing of hotspots should be undertaken by a multi-agency taskforce, to identify and remove environmental factors that enable people to engage in dog fighting. We must ensure that, where possible, dogs used for fighting, whose lives have been utterly miserable and full of pain and suffering, and bait animals such as Cupcake, survive and are rehabilitated. Dog licensing should be considered. Reports on dog fighting as a gateway crime indicate that it must be treated seriously and that there should be intelligence crossover between agencies and across countries.
The League Against Cruel Sports and the RSPCA have called for changes to how dog fighting is tackled, including increases in penalties, which we have discussed. The RSPCA welcomed a statement made in 2015 by the Department for Environment, Food and Rural Affairs that the Government recognise the seriousness of fighting offences and are looking at legislative opportunities to increase maximum penalties. We need a review of the Dangerous Dogs Act 1991, and I request an inquiry by the Government. I will also write to the Scottish Government on that matter.
The League Against Cruel Sports recommends that dog fighting should be recorded as a specific offence. We need to improve data quality and assess the scale of the problem and the resources that we require. It does not consider that the existing offence of animal fighting should be changed entirely, but it does believe that some modification should be considered. The penalties should be brought in line with those in other EU countries, to achieve consistency—if there is now something on which we can achieve consistency across the EU. Penalties are two years in France and three years in Germany and the Czech Republic. The recommendation is two years, which would be consistent with Law Commission reports on other animal offences.
Politicians need to continue to raise awareness of dog fighting, assert our view that it is unacceptable in the UK, and promote the steps that are required to address such a heinous crime.

The agri-food sector employs about 100,000 people across the whole of the industry, and the dairy sector makes up a lot of that figure. When I speak to farmers, they tell me that there are a number of things that they have no control over. They had no say on the Russian ban, and they had no control over the quotas being done away with or the fluctuations of the euro.
Everyone knew that when the quota system went there would be a free-for-all and production would go up. The production of milk in Northern Ireland has increased by 4% this year, even though prices are falling. On Monday, I spoke to farmers who have been told that they will be paid 16p a litre for milk in May and that it will go down to 15p in June. That is crazy.
We have heard today of the pressure on farmers. Hon. Members have talked about meetings they have had with farmers who have shed tears. I have experienced the same thing. Farmers do not know how they are going to pay their next bill or how they are going to fend for their families. We have also heard about the issues of mental health and stress, about which I have written to DEFRA. Something for the farming community needs to be put into the UK mental health strategy.
The dairy sector is a vital industry, and it needs help. We can talk about retailers and new cheese factories, but that takes time. Something needs to be done now to alleviate the difficulties and problems that the dairy sector faces. In Northern Ireland, there is talk of a voluntary reduction of milk production. Whether that happens is a matter for the farmers and the processors. France and a number of other countries are in favour of a reduction, but the problem is that the tap cannot just be turned on and off in milk production. More help is needed, and we look to the Government to ease the difficulties and problems.

Commons ChamberWe are providing £6 million to help small businesses as a result of this winter’s floods. The issue my hon. Friend raises with regard to leaseholders is important. Ministers will be very willing to meet him to discuss it.
On the defence programmes and the victims of flooding, will the Secretary of State confirm whether her Department is making an application to the EU solidarity fund to draw down funds for victims and businesses?
We have not ruled out an application to the EU solidarity fund. We have until the end of February to apply. We need to find out the total cost of the floods before a potential application is made. Our priority has been to make sure we get funding to affected homes and businesses as soon as possible. In fact, for the floods that took place on 26 December, funding was with local authorities on 29 December. Our priority has been making sure we make £200 million available to fix the damage and help communities to get back on their feet.

It is good to speak in this debate, and I may now have a few extra minutes available. As a new member of the Environment, Food and Rural Affairs Committee, like the hon. Member for South Down (Ms Ritchie), I have a lot of terminology to use. Despite the fact that I have been in the agri-food industry for some 35 years—if it comes to beef, lamb or pork I could probably hold my own—in relation to fisheries I am dependent on my Northern Ireland colleagues to keep me right on much of the terminology.
In recent days, I strayed into the hon. Lady’s constituency to visit one of the ports in Kilkeel. It was an interesting visit. Although some of the facts shocked me, I was greatly encouraged by the vibrancy and positive attitude of many who were employed around the harbour. I met trawler owners, fishermen, marine engineers and boat builders, all of whom see a future for themselves with the industry. The blue, marine-based economy of Kilkeel is developing, and it is an honour to give them some level of recognition today. I heard about the challenges that are of great interest to the fishermen, and the rising barriers that are being faced in the industry.
In terms of the recent reform of the common fisheries policy, promises of decentralisation have failed to deliver much, albeit we are only two years into a 10-year programme. Industry representatives voiced their growing frustration with the advisory council, and the feeling that they are being disfranchised by the system. Will the Minister give his opinion, if he dares, on how to encourage our most important fishing stakeholders to continue active participation in the advisory council?
During my visit to Kilkeel harbour, I received a presentation about the development of the fishing industry in the 32 years since the creation of the common fisheries policy. It was interesting to see how the industry had changed from a profitable, mixed fisheries approach to one that had been struggling with dependence on a single species—nephrops or prawns. Now, thanks to the leadership shown by the industry, many are trying to turn the corner and redevelop the mixed fisheries model that has been so successful in the past, albeit with little help from the European Union.
On 10 November, the European Commission proposed its fishing opportunities in the Atlantic and in the North sea for 2016. The numbers for the aforementioned stocks were published by the Commission last Thursday and did not make good reading. Depending on how we interpret the Commission’s proposal for area VII prawns, it advocates a 10% or 17% cut for the stock. For Irish sea haddock, the proposal is for a 52% reduction in the next year’s total allowable catch. If the proposals were based on rational arguments they might carry some more credibility, but the fact is that, despite the promises of the reformed common fisheries policy, the Commission continues with its outdated approach to the annual negotiations by turning out numbers that have absolutely no basis in reality.
Will the Minister explain how the Commission justifies a proposed 52% cut in the Irish sea haddock quota when scientists state that, year on year, there has been an increase of some 400% in the number of those fish in the Irish sea? I hope he agrees that Northern Ireland’s fishermen have made tremendous sacrifices over the past few years to comply with EU regulations. The use of highly selective fishing gear, a reduction in the size of the fleet and a range of other measures have combined to reduce fishing effort in the Irish sea by around half.
Fish stocks, including the iconic cod, are showing encouraging signs of recovery. Local fishermen want to return to a mixed fishery form of management—a goal that the Commission claimed to share. However, the annual debacle that surrounds the EU’s December Fisheries Council really calls into question any confidence in the Commission’s ability to effectively remain in control of our fisheries. With that in mind, I ask the Minister to aim to secure a deal for the Irish sea when he goes to Brussels in a few days for the annual quota negotiations. The deal should recognise the socio-economic dominance of the prawn sector and the realistic goal, based upon fisheries science, of re-creating a mixed fishery with haddock at its core.
I would like to take a few minutes briefly to discuss the issue of recruitment and current crew shortages—a subject that has been touched on. When I spoke to a number of people in the Kilkeel harbour area, including in businesses owned by fishermen, it was made clear that there is a major difficulty in recruiting local staff or workers for the boats. I think we have a meeting with the Immigration Minister next Wednesday to discuss trying to get permits to allow some people from outside the EU to come to work on the fishing boats because young people do not believe that there is a future within the industry that can sustain long-term salaries for them.
A company in the Kilkeel area, called Sea Source, has recently run courses for young people and has tried to encourage them. On one occasion, the chief executive met one of the young men who had been on the course. He was working in a car-wash. When he was asked why he was working in a car-wash after getting top marks on the course, he simply said that he did not believe that the industry and life on a fishing boat could sustain his life—marriage, buying a house and even just a full-time salary. Those are issues that we greatly need to address.
I wish the Minister every success over the next few days. I do not envy his job. He has done a sterling job since he became Minister of State and I know that he has the industry at heart, but it is vital that we get a common-sense approach. There is a good future for the industry and the industry will acknowledge that, but there must be a common-sense approach, so that everyone can get a livelihood.

Will the Minister give the House some details of what discussions he has had with supermarkets in relation to food waste, and will he welcome the announcement by KFC who have done a deal with the Salvation Army to help hand out food so it is not wasted?
There have been a number of discussions. I absolutely welcome that move and pay tribute to that work with the Salvation Army. We should also pay tribute to Tesco, which now has a new app running with FareShare, and Morrisons, which has announced it will be putting all the food within the sell-by date over to charitable purposes. This is a really good lead and it is showing that a voluntary approach is working.
