I absolutely agree. Indeed, that hostility to women’s voices being heard at all is one of the things that has come out of the #PayMeToo data. The fact that someone is powerful and has the money to silence someone else does not mean that that person’s voice should not be heard. I will support any of the measures on non-disclosure agreements that I know the Select Committee on Women and Equalities is looking at, not just about sexual harassment but about harassment in the workplace, because it is clear from the data we are getting that women do not feel able to come forward and do not feel protected. Indeed, when we see the BBC—a major public employer—trying to silence women, what message does that send to women who want to talk about equal pay?

We can learn lessons from our competitors. We can learn from Iceland, which has brought in some very serious fines to make sure that there is enforcement of equal pay. It is no good having legislation if there are no real teeth to enforce it. In Germany, employees can now get the details of six of their colleagues’ pay so that they can do a direct comparison, which has had a big impact on changing conversations about the worth of women in the workplace.

However, I am also here to say to the Minister that time is up for asking nicely, because we have been asking nicely for some time for these issues around pay and progression to be dealt with, and the pace of change is glacial. When our competitors in Germany, Belgium, France, and elsewhere across the EU—even in California, for Christ’s sake, which is hardly a bastion of socialist public policy—are introducing quotas and recognising that pushing those quotas helps push the pipeline, the question for us is, “Why do we want to be left behind as a nation?” Left behind we will be, because even if we can struggle to get a few more women on boards to meet that target for 2020, we are not doing anything about that pipeline. We are not doing anything fundamental to ensure that the talent that exists on the shop floor that is currently underpaid is being picked up and fast-tracked. That would help change the country.

That matters because of the economic impact of failing to pick up that talent. It matters when we hear companies saying that when it comes to promoting women, “Most women don’t want the hassle or pressure of sitting on a board.” Of course, we know that women do not deal well with pressure, obviously. They say, “All the good women have already been snapped up. That’s why you can’t find them,” or, “We already have one woman, so that’s enough, surely.” Of course, all women can be represented by one woman on a board. They say, “Shareholders just aren’t interested in this issue.” Frankly, if shareholders are not interested, they are not watching the world or their bottom line.

A global analysis of more than 2,000 companies showed that companies with women in at least 30% of leadership positions had profits that were on average 15% higher. If shareholders are not pushing for and demanding change, clearly they do not want to make any money, but that is what is happening now. We can keep asking nicely and trying to improve the data, but even if we improve the data there is that comfort with having a gender pay gap that means our economy is going to be held back, and that needs to change.

We should be asking about part-time work and whether we need to lower the threshold, at least from 250 to 100 employees. We should hold to account those companies that try to avoid putting in their partnership data, and we should get the data on black and ethnic minority employment and disability within our workplace. But we should also make a commitment that we will act, and acting means doing what our competitors are doing. It means setting some clear targets and having consequences for those firms that fail to act.

We know that next April we might see data that is a little bit better. After all, they will have had a year to try to figure out how to game the system, but gaming the system does not get the economic benefit. Let us stop apologising for wanting to close the gender pay gap and start demanding that we do, because this country cannot afford not to. What will the Minister do to ensure that the data we get next year is better, clearer and more diverse? What does she think is the appropriate timescale to keep asking nicely? Will she commit to when we might bring in quotas if we do not see change? She will find friends and champions across the House if she does. I also know that if she does not, Britain will not get the productive workers it needs. Blaming women for the problem will not help our economy. Helping ensure that every firm, every public sector organisation and every charitable organisation makes the best use of its staff will give this country the brighter future that the Prime Minister claims she wants. We want more than one woman at the top; we want many. That is what Britain deserves.

I will say a bit more about maternity and paternity pay later, but we absolutely must ensure that it is equally possible for men to take time off work when they become new dads, and that there is a more equal sharing of childcare responsibilities between mums and dads. One reason why that is not happening is that there are financial barriers to doing so.

I acknowledge the work that the Government are doing to tackle the gender pay gap. For instance, last year it was made mandatory for companies with 250 or more employees to report their gender pay gap. There was some speculation at the time as to the difference that would make, and that companies would not bother to comply. I imagine the Minister will confirm this, but my understanding is that there was 100% compliance and that companies did report it, even if it often did not reflect very well on them. That reporting is making a difference. I checked on what my previous employer was doing, because its reporting did not make it look that great. It did a whole report about the actions it was going to try to take to close the gender pay gap on the back of that reporting. If companies across the country are all doing that, that will make a difference. Now that we have had large companies do that, I am keen to see smaller companies do the same.

The headline point is that it makes good economic sense to close the gender pay gap. It makes sense for companies. We know that companies with greater gender equality do better. They perform better for their shareholders, it is good for their reputation and it helps them attract better candidates. When companies are struggling to recruit for the skills they want, clearly they need to ensure that they attract good women as well as good men. Greater gender equality also makes economic sense for the whole country. If we fail to make the most of the capabilities of women, we are failing to make the most of half the country’s workforce.

It is not just about women, however. Making things better for women has knock-on benefits for men, too. I know lots of dads who wish they had been able to spend more time with their children in the early years. Shared parental leave was introduced by the Conservative-led Government in 2014 to enable dads to do exactly that, but as Members have alluded to, there are barriers to men’s taking up paternity leave. There is more to be done to ensure much more equal taking up of maternity and paternity leave, to help dads play that greater role in their children’s early years and mums to keep their careers going.

I welcome the fact that the Government are looking at placing the onus on companies to assess whether a job could be done flexibly, and to make that clear when advertising it, rather than just relying on people—particularly women, but men too—coming forward asking for their job to be flexible. Anecdotally, I have heard that it is men who come across particular barriers when asking for a job to be flexible. We need to address that, too. I would also like to see greater transparency from large companies in publishing their parental leave and pay policies, so that they are absolutely clear to potential job candidates. There is a whole question around maternity discrimination, which we know is illegal, but is still pervasive. Too many women are forced out of work, whether that is having to take maternity leave early because they are pregnant, being made redundant while on maternity leave, or one way or another finding that they are unable to return to the workplace after having children.

Just to sum up, bearing in mind the time, I urge the Government to keep on pushing to close the gender pay gap. I urge them to keep pushing employers, business, the public sector and Parliament itself to do better.

Perhaps I can help my hon. Friend and the hon. Member for Hackney North and Stoke Newington (Ms Abbott). The case that the hon. Lady raised was not a Prevent case; it was not referred to Prevent and it did not involve Prevent officers, either council officers or police officers. It had nothing to do with Prevent. The Guardian sought to report it as if it was a Prevent case, but it did not bother checking the facts. Therein lies part of the issue; people are happy to report things that might have taken place in another part of the education environment and had nothing to do with Prevent.

I thank the Minister for his intervention. What is important about what he said is that although the incident was not referred under the Prevent mechanism, the same actions were taken. The teachers concerned would have been trained in Prevent and alert to this whole issue. Although they did not formally trigger the Prevent mechanism, they still called the police about an issue that might otherwise have been to do with extremism. It is important to bear that in mind.

From what I have seen, when schools look for signs of extremism, they do not really know what they are looking for. They often come up with suggestions for things that might be grounds for referral that have no possible connection at all to extremism. I have sat in governors’ meetings where teachers who want to comply have openly discussed scenarios such as a child coming into school and saying that he has been on a Fathers 4 Justice march or a march to protest against badger culls. To me, Prevent is certainly not intended to tackle that. There is no indication that that type of activity would lead to extremist or terrorist behaviour. It is greatly concerning that people are sitting around in schools thinking, “What possible scenarios can we come up with?”

More and more public sector workers are being trained in how to report under the Prevent duty, but that does not make me feel any more comfortable. I believe that some 600,000 people are now trained to refer people under Prevent for the purposes of re-education and religious guidance. That does not give me confidence at all; it actually makes me feel more concerned. We should not, as a matter of course, have people sitting and waiting to spot signs when, if there had been grounds to report them, their own good judgment may have kicked in and enabled some less intrusive, less authoritarian approach to be taken to deal with the issue.

Thank you, Sir David. May I start by congratulating you warmly on your knighthood and the House authorities on their efficiency in changing your nameplate so quickly? I will be very brief. I can say quite honestly that I agree with every single speech given this afternoon, not because it was a bit like all our yesterdays—the Home Affairs Committee, of which I am a former member, did an inquiry into counter-terrorism—but because each came with particular knowledge of this area. Passion has been shown because we want to keep our country secure, protect our children and ensure that the Government’s strategy works.

The hon. Member for Telford (Lucy Allan) deserves special praise for bringing this matter before the House. We really need more than an hour and a half to discuss it. She says that we need a strategy, but the problem with the strategy we have at the moment is that the people we need to work with feel they are on the outside. The issue is one of trust.

I want briefly to say three things. First, as the hon. Member for Gower (Byron Davies) said, my local chief constable, Simon Cole, who is the national Prevent lead for the National Police Chiefs Council, has said that Prevent is fundamental to the success of our strategy against terrorism. We want the strategy to work, and we have to ensure that it works. We have to ensure that communities are involved with it, and it has to be a partnership. That means listening to what the young people in Bradford said, acknowledging what we found in Glasgow when we went up there and listening to the questions from the hon. Member for Kingston and Surbiton (James Berry) to his local university vice-chancellor when he came before our Select Committee. It is important that we work with communities.

Secondly, our Committee suggested that we should change the name of Prevent and call it Engage, because Prevent sounds very harsh. We need to rebrand this mechanism, so that we can engage with communities. Otherwise, they feel that Whitehall is imposing a certain course of action on them. Finally, the internet was the most important form of radicalisation that we discovered during our inquiry. Unless we tackle that, and unless the internet companies are prepared to work with Government, we will not deal with this issue.

There are problems. The Government should acknowledge them and work to ensure that they are dealt with, but more than anything, the message from this House must be, “Please work with communities. Put them at the forefront of our fight against terrorism.”

I offer you belated congratulations, Sir David, on your knighthood. I am conscious that we are short on time and that everyone is keen to hear what the Minister has to say, so I will whizz through some of the points that I have found interesting in today’s debate.

I congratulate the hon. Member for Telford (Lucy Allan) on securing the debate, to the obvious agitation of the Government Front Benchers, which in my view makes it even more commendable. She was right to mention at the outset that the strategy appears to be driving a wedge between authority and community. She said that perception is very important—a point that other Members have corroborated. Perception may be everything in this instance. I have heard her talk before about her personal experience as a governor of a school. She made the point that there is peer pressure and that people are incentivised and cajoled to make referrals. That is a very dangerous situation.

I was struck by some of the comments of the hon. Member for Bolton South East (Yasmin Qureshi), particularly about the accusation that if someone criticises Prevent, they somehow do not care about safety. She made that point well with reference to what happened on 7/7. In response to an intervention on her about the strategy not achieving anything, I will say this: evidence is one thing, but how many communities and people do we marginalise to stop one kid being radicalised? I think that was the point she was making.

The hon. Member for Gower (Byron Davies), who brings a wealth of experience as a former member of the police force, was right to say that this is about taking time to build relationships. Perhaps that is where Prevent has gone wrong; we have put the cart before the horse, and we should have built those relationships before we started asking this community or any community to put people through the referral process.

My hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald), on whom I made an untimely intervention, was right to recognise that everyone wants to prevent terrorism. That is common ground, and it should be noted by the Minister. My hon. Friend gave a more than adequate summary of the position in Scotland, so he has saved me from detailing that.

I did not agree with much of what the hon. Member for Kingston and Surbiton (James Berry) said, but there was one point I agreed with. Everybody wants to prevent terrorism, and he asked a valid question: what would we replace Prevent with? Clearly the perception is that things are not working and that something needs to be done, but it is not wise to leave a vacuum.

The hon. Member for Bradford West (Naz Shah) corroborated the point about perception. If we are going to prevent communities—I do not single out any particular one—from being radicalised, perception is everything. That is an important point. The right hon. Member for Leicester East (Keith Vaz), who of course brings a wealth of knowledge as he led the Select Committee inquiry on this issue, pinpointed trust. That is key. The people we need to influence feel that they are on the outside. I was interested in his idea of rebranding Prevent as Engage. I do not know whether that would work, but I certainly agree with the principle that this is more about engagement than sniping on kids and marginalising them.

Some hon. Members alluded to the distinction between non-violent extremism and violent extremism. I am from the west coast of Scotland. Scotland has a history, unfortunately, of sectarianism. In Scotland, if you ask someone which school they go to, it has nothing to do with education. If you ask someone which team they support, it has nothing to do with football. We understand these dynamics. Perhaps that is why we have a more wide-ranging approach to this issue. We recognise that various communities are susceptible to radicalisation and do not try to single out any particular one.

You are looking at me keenly, Sir David, so I will wind up. In Scotland, this is a reserved matter, with the roll-out of Prevent being undertaken by the Scottish Parliament. We put engagement and fostering relations with communities at the heart of what we do, which involves simple things like discussions with people before they are put in the referral process and engagement with various communities to ensure that they are on board. If we foster that relationship, perhaps communities will come to us with information before we have to start knocking on doors. If the referral process were from the bottom up, it would work a lot better and would not marginalise the very people who we need to help us prevent terrorism.

Before we begin, I should warn Members that the case mentioned in the petition is currently before the courts. The House of Commons has agreed in its resolution on matters sub judice that cases that are active before the courts should not be referred to in debate. This is to avoid any possibility of what we say prejudicing a fair trial or impeding a successful prosecution. I therefore ask all Members to avoid any reference to that particular case.

I beg to move,

That this House has considered e-petition 168678 relating to the status of police dogs and horses.

Sadly, it is not unusual to read reports in the press of police animals being seriously injured or killed, or having to be put down as a result of injuries sustained during their duties. Understandably, there is much concern among the public about animal welfare generally, but this issue hits at the very heart of compassion for animals and our responsibility to those we put in harm’s way for the benefit of society.

I should make it clear that this petition relates to a specific case that is currently progressing through the legal system. I shall of course follow your guidance, Mr Crausby, and make no direct reference to that case. In a broader sense, the petition asks that police animals be given enhanced legal protection and refers to legislation that was introduced in the United States. That legislation gives animals the status of police officers, but it is unlikely that that would be considered in this country, so I will concentrate on legal recognition for service animals injured while doing their duty to help to keep us safe.

At present, there is no specific offence or penalty relating to causing harm or death to a police animal.

I am grateful to my hon. Friend for his intervention. I did not speak specifically to the British Transport police, but he makes a very salient point. It is very important that we recognise the vital job that these animals do. If they were not there to help us, the police officers would have a much more difficult job. It is also worth registering the fact that it takes a lot of effort, time and money to train the animals to do their specific jobs. By recognising their status in law, we would also be recognising the contribution they make and how much we as a society have invested in them in the first place, so it is a very credible point, and I am happy to move the motion.

I agree with the hon. Lady, but as my hon. Friend the Member for Dartford (Gareth Johnson) said, a monetary value is placed on the damage. It has to be shown to be worth £5,000, so even with a police officer’s body camera, it would have to be demonstrated that the kicking and punching caused £5,000-worth of damage for the case to be eligible to go to the Crown court to seek the maximum sentence. To me the situation seems inappropriate, and that is because the dog is treated the same as this table and these chairs. That is unfortunate.

Let me give another quick example from the survey:

“Drink driver decamped following”—

a road traffic collision.

“Dog tracked and located offender in bushes. Offender decided to kick dog numerous times and was duly bitten on the leg and pulled from bushes. Arrested and charged with drink-drive and traffic offences only.”

We are a nation of animal lovers, but our laws do not really protect all animals when they are put at risk of serious harm in the course of their duty. Our laws are also behind other countries, as the hon. Member for Halifax mentioned. The Bill that became the US Federal Law Enforcement Animal Protection Act 2000 was introduced in response to the fact that eight police dogs were killed in the States between 1998 and 1999. Before that, as in the UK, the animals were regarded as a piece of equipment such as a computer, and offenders were prosecuted for property damage. The Act includes any animal that is employed by a federal agency.

The American law states:

“Whoever willfully and maliciously harms any police animal, or attempts or conspires to do so, shall be fined under this title and imprisoned not more than 1 year. If the offense permanently disables or disfigures the animal, or causes serious bodily injury or the death of the animal, the maximum term of imprisonment shall be 10 years…In this section, the term ‘police animal’ means a dog or horse employed by a Federal agency (whether in the executive, legislative, or judicial branch) for the principal purpose of aiding in the detection of criminal activity, enforcement of laws, or apprehension of criminal offenders.”

I am sorry that the incident that inspired the petition took place in my constituency, but I am proud to stand alongside the campaigners to support a change in the law so that these amazing animals are treated as more than a broken window when they are hurt in the course of their duty.

It is a pleasure to serve under your chairmanship, Mr Crausby. I thank my hon. Friend the Member for Northampton South (David Mackintosh) for sponsoring the debate, and I thank all Members who have contributed on an issue that is close to many of our hearts.

As my hon. Friend the Member for Stevenage (Stephen McPartland) said, I am a dog lover. I have two dogs, and I never thought I would see the names of Oz and Buzz in Hansard, but they will be in there now—my followers on Instagram and Twitter will know who Oz and Buzz are. The hon. Member for West Ham (Lyn Brown) is right that our pets are part of our family. I am a hardcore dog lover. My current dogs are both Labradors, but I have also experienced the joy of being a basset hound owner, which got a lot easier when I realised that bassets do not have owners—they have staff. Life got a lot easier after Bertie and I worked that out.

I will slightly reverse how these debates normally work. I will address some of the issues, but I will outline the journey of travel as I see it and what I think we can and should be doing, before touching on the challenge of doing that and outlining where we are. As we have a couple of hours, I will leave time for my hon. Friend the Member for Northampton South to respond, should he wish.

The petition response outlines the current position. As I will outline over the next few minutes, this afternoon’s conversation has highlighted some of the challenges in how we address the situation and just how far we want to go. I have huge sympathy for those who are trying to do something, but this is not the simplest thing in the world. I will explain exactly why in a moment.

Before I come to that, I congratulate and thank the campaigners, whom I met last week to discuss some of the issues. They have been conducting the “Finn’s Law” campaign in a positive, constructive way to get to a result, and they understand the mechanisms within which we work. They also appreciate, as do a large number of people in the police force—I met the Hertfordshire police and crime commissioner this morning to discuss this issue, as Finn is a member of that force—that the available sentencing powers, if used correctly, are as severe as we see elsewhere. The powers are not as severe as we would like, but it is about how they come across, whether they are used and the context in which they are used. I will return to that point.

I express my horror and disgust at the attack on PC Wardell and police dog Finn in Stevenage in October. Without touching on the case, I will say that the photographs taken of Finn after the operation are deeply distressing. I understand the public outrage that has followed the media coverage of the attack and its aftermath. That response is entirely human and expectable. The extent of the public support not just for Finn but more widely is clear.

I appreciate that. Like my hon. Friend the Member for North Thanet (Sir Roger Gale), I have received a huge amount of emails and correspondence on this issue, none of which, I am sorry to say, asked about the welfare of PC Wardell—it was all concerned about Finn, which highlights just how much the public and we care about animals. I am pleased that both are recovering well.

As I said earlier this month, when we twice debated officer safety at length, any kind of assault on a police officer, or on the animals and people who work with them, is completely unacceptable, so I am grateful for this opportunity not only to reiterate that message but to restate my personal commitment to moving forward on this issue.

The particular abilities of dogs make them a vital part of the police team, and indeed the police family. Part of the complication, as one of my hon. Friends mentioned, is that the issue is wider than police dogs. We also have police horses and fire dogs—I met Reqs from Hertfordshire, and he is a fine specimen of a Labrador—and there are other service dogs too. Anyone who thinks it is appropriate, excusable or acceptable to mistreat, abuse or attack a guide dog or a hearing dog also needs to understand the severity of the crime they are committing. If we move forward on this issue, it is important that we encapsulate the kinds of dogs that serve our community and are extensions of the community that they serve.

Dogs provide important support in many areas of our public services. I have met Reqs, a fire and rescue dog, but there are other dogs working within our military or working to keep our borders safe. We often ask such animals to take on dangerous roles that we either would not ask humans to do or that it would simply not be practical for humans to do. These animals play a hugely important part in ensuring our safety and security.

Police dogs, for example, make a fantastic contribution in searches for suspects, vulnerable people and evidence, in specialist searches for drugs, explosives, firearms and bodies, in crime scene work and, of course, in tracking suspects. The pictures of Finn after the attack remind us of the specific dangers faced more widely by police dogs that are working in pursuit and public order situations. They and their handlers show incredible bravery and go about their work with dedication and courage to keep us safe and fight crime. They show remarkable courage and discipline.

Another police dog, PD Ghost of Merseyside police, lost his life last week while carrying out his duties. He was hit by a car in a tragic accident. The media coverage of his illustrious career—chasing and holding dangerous criminals to keep the local community safe—shows just how much we have lost with his passing. I offer my condolences to his handler, PC Dave Bartley, too.

Much of today’s debate has understandably focused on dogs, but it is important to remember that horses are also an important part of the police family. As well as making a contribution to local policing in our rural communities, police horses are often called on to perform their duties in the face of danger, including in serious public order situations. It is hugely upsetting to read stories such as those reported in the media following the million-mask march in London last year, when people looked to bring down a police horse and its rider, which is a cowardly and dangerous act. The images are still clear in my mind of a football match that I attended when I was young: police horses were brought in to ensure safety and security, and some fans decided to throw darts at the police horses. That is simply not acceptable.

On Friday afternoon I saw the preparation for the safety and security of the visitors and spectators at the England-Scotland football match. As my hon. Friend the Member for North Thanet said, the vision of a police horse rider goes beyond anything that somebody at ground level can see. They therefore play an important role in ensuring that the policing is conducted and structured in the right way. More generally, we should all seek to encourage the Police Federation to consider adding a category at the police bravery awards to recognise the bravery shown by police animals.

The language used to describe attacks on police assault animals goes to the core of how we move this debate forward. I absolutely understand that the language used in the charging of assaults can be completely unpalatable. My hon. Friend the Member for Dartford (Gareth Johnson) made that point directly. We do not simply see these brave and important members of our policing family as property. They are more than property. They are a living, breathing thing, but a charge of criminal damage can suggest that they are nothing more than property. I appreciate how that can be upsetting and can seem wrong. I see how for many it can be the crux of the issue, and I agree with them.

The issue is complicated, because it goes more widely than police dogs. None of us thinks of police animals as just equipment. They are an important part of the job, but they are not just equipment. That does not seem to me to convey properly the respect and gratitude that we rightly feel for those animals, for their contribution to law enforcement and public safety more widely. That is why I have written to my ministerial colleagues at the Ministry of Justice and the Department for Environment, Food and Rural Affairs to explore whether we can do more in law to offer appropriate protection to working animals.

I appreciate Members’ earlier calls about the Policing and Crime Bill, but I think it unlikely that we will do something in that Bill, partly because the Bill is at Report stage in the House of Lords and is likely to receive Royal Assent at the turn of the year. We need to do some work with the Sentencing Council. I will come to penalties in a moment; the point made about them was fair. There is work to do on ensuring that the penalties—which are severe and match those elsewhere in the world—that are linked to the Criminal Damage Act 1971 apply to animals in a way that is appropriate and correct in language, as well as on ensuring the ability to prosecute.

We must also consider using the law not just for police dogs and horses, but more widely for service and working dogs—that might cover guide dogs and potentially those used by the fire and rescue service and others. It is important that we do that piece of work. Other work is going on—I will come to it in a moment; it touches on some of the points the hon. Member for West Ham made about assessing—that means that we might not be able to put something in the Policing and Crime Bill, but if there is a need for legislative change, I will consider opportunities to do so in 2017.

We now come to the debate in the name of Nick Smith on the conduct and outcome of Operation Jasmine into care home abuse. Although elements of this subject would engage the House’s sub judice resolution, the Speaker has agreed that, because criminal proceedings now appear unlikely to go ahead in the foreseeable future, the resolution should be waived to allow the hon. Gentleman to air his concerns. I am confident that he will exercise due caution in what he says.

The Government’s progress report on tackling child sexual exploitation, published on 3 July by my hon. Friend the Under-Secretary of State for Education, who has responsibility for children and families, makes it clear that the Association of Chief Police Officers and the National Policing Improvement Agency are taking forward proposals for the training of front-line police officers in tackling child sexual exploitation. ACPO intends to do further work in this area.

How will cutting a further 290 front-line Greater Manchester police officers in 2012-13 help what remains of our police force to cut crime?

There has been a 6% fall in crime in Greater Manchester. That shows that the force is able to deal with the necessary spending reductions while continuing to reduce crime. That is a credit to the force, its leadership and its officers. The hon. Gentleman, in common with his Labour colleagues, continues to call for increases in public spending, which is exactly what got us into this mess in the first place.

My hon. Friend makes a very good point. The higher the quality of the initial decision making, the fewer resources of money and people will be needed later. Part of the reason for having the new technology—new ways of applying for visas, for example —is that we will be able to use senior and more experienced staff to take the initial decisions, so that more of them can be got right first time.

Bolton Metropolitan borough division had 527 police officers on 31 March 2010. It is not possible to forecast the position in 2014-15. It is a matter for the chief constable and the police authority to determine the number of police officers and other staff that are deployed to Bolton.

Well, the Minister might be in denial about the numbers in 2014, but the rest of us know that under this Government there will be fewer police officers in Bolton in that year than there are now. After all those years in opposition making a case for having more bobbies on the beat, how can this Government retain any credibility without admitting that fewer police officers will mean more crime?

Perhaps the hon. Gentleman will pay more attention to what the chief constable of the Greater Midlands—[Hon. Members: “Greater Manchester”]—police is saying. I am sorry, I mean the chief constable of the Greater Manchester police. He told The Bolton News that cuts would not affect the front line and went on to say that there was “no reason” why crime should go up. He pointed out to the Home Affairs Committee that some of the force’s headquarters operations had got too big and that some police officer numbers had been kept artificially high. He said that they had lots of police officers doing administrative posts just to hit that number.

I thank the Minister for that reply. Does he believe that the previous Labour Government spent too much on police officers and too little on the European Union budget?

I will not be drawn on the European budget, but I can tell the hon. Gentleman what the previous Government spent too much on—red tape that tied up police officers and wasted police time. When we had a position whereby police officers were spending more time on paperwork than on patrol, we knew that something had gone wrong: it was costly and it reduced police availability.
