Commons ChamberI hear what the hon. Gentleman says, but it is palpable nonsense. We can have whatever standards we want in our own country, but if we are allowing those standards to be undermined by cheap imports that are made to different standards, we are essentially saying to our producers or our farmers, “You can keep our standards and you can go out of business.” Frankly, every other country in the world negotiates trade agreements in the interests of that country, but at the moment this country seems to be negotiating trade agreements in order to prove a political point, and that political point is that Brexit works. Frankly, I think that we should be putting our country’s interests first and foremost, rather than petty point-scoring. This is very dangerous behaviour.
Will the right hon. Lady give way on the petty point-scoring point?
The hon. Gentleman is an expert at it, and I will of course give way.
I defer to the right hon. Lady’s knowledge of that. May I ask her directly whether she will go further, beyond the petty point-scoring, and tell us whether the Labour party supports joining this partnership or not?

It is a great pleasure to follow the Chairman of the International Trade Committee, the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil). I serve on that Committee and I look forward to scrutinising the detail of this, both in private and in public sessions, with him. It is also a great pleasure to follow my right hon. Friend the Member for North Somerset (Dr Fox), who set out his vision and made some important points, which Members on both sides of this Chamber should reflect on, about the developing world and how we can help it through trade and liberalisation. His point struck home about how hollow the international aid debate is when we do not help our partners and fellow democracies around the world on the back of trade.
It is important again to look at the strategic context for this CPTPP. I am proud to have got that out in one go, as I have been practising—the International Trade Committee helps with that. The context is a £9 trillion market. In 2030, it will represent 65% of the middle-class consumers of the world, in places where meat consumption and meat imports are going up, which is important for a rural constituency such as mine. The demand for the fifth quarter—I will not go into details about that part of the carcass, which we do not consume and do not want in this country—is over there.
I am struck by the fact that this partnership will be good for the premium products that the farmers in my constituency produce—the dairy, Welsh lamb and beef. The demand and consumption is increasing in the part of the world we are talking about, not decreasing as it is in the European markets, and that is where we need this country to be. This is where I would like Ministers, including my right hon. Friend the Minister for Trade Policy, who will be responding to this debate, to be focusing for our agricultural communities. It is worth again stressing the strategic context of this deal; these are the growing markets where we want to be sat around the table. This is where I want Welsh lamb to be promoted very vigorously by Her Majesty’s Government. This is where we want Scottish whisky to be promoted and sold. This is the access we want.
I will discuss that with the Chairman in many debates, no doubt. However, my last 30 seconds are coming to an end, so all I will do is wish the Front-Bench team well in progressing this partnership. My Welsh farmers want access to this market. I wish him well in scrutinising it as it goes forward.

Commons ChamberI absolutely refute the hon. Gentleman’s suggestion that Scottish farmers are not going to benefit from this deal. This is a key stepping stone to CPTPP. By 2030, CPTPP countries will be eating 25% of the world’s meat, and I want to make sure they are eating Scottish beef and Scottish lamb. Of course we are absolutely committed to our net zero target. The Australians are committed to a net zero target, and we will make sure those targets are achieved.
I thank my right hon. Friend for engaging with the International Trade Committee, and I look forward to scrutinising the legal text. Welsh beef, Welsh lamb, Welsh dairy, Welsh cheese and Welsh agriproducts are wanted around the world, and my farmers and I are confident that this trade deal and access to CPTPP will benefit them. There are scaremongers bleating on the other side, in an echo of the former Brexit debates, so will my right hon. Friend reassure me and my farmers that they are at the heart of our trade policy, not an afterthought?
Farming is absolutely at the heart of our trade policy. That is why we have worked to get the US market open to British beef. Yesterday we announced that British poultry will now be going into Japan for the first time. There are huge opportunities in these markets, which generally have higher prices than here in the United Kingdom, and that is where the future of global Britain lies. This is about supporting our farmers with their fantastic products, getting them out into world markets and learning from others with ideas and innovation, not closing ourselves off to the future, which is what the Opposition seem to be advocating.

Commons ChamberNot only are Her Majesty’s Government one of the biggest donors of aid around the world, including to Yemen, but as was set out in the Secretary of State’s written statement, we have devised a clear and revised methodology to make sure we will only license such products if they are consistent with the consolidated criteria.
We want to sell more British food around the world and help farmers make the most of our trade deals with 66 nations, plus the EU. We launched the Open Doors campaign, which will help our farmers to export to the world’s fastest growing markets.
It is well documented that the food produced by our farmers is world class and demand around the world is increasing. Can my right hon. Friend build on the success of her FTAs, especially with Japan, in opening up markets for Welsh lamb and beef, including the United States? There was success with the United States on beef, and hopefully there will be on lamb. Can she update us in particular on the United States and Japan?
Welsh farmers export £144 million of lamb and beef around the world, and the recent opening of the US market to beef and the Japanese market to lamb will boost the figures further. Last month, I visited Kepak, which is already shipping beef to the US from farms across Wales, including in my hon. Friend’s constituency.

Commons ChamberThis deal is worth at least £15 billion in extra trade, not including the trade that was already increasing between our two nations, and there are significant benefits for Wales, including the recognition of Welsh lamb as a protected geographical indicator as well as more opportunities for manufacturing industries.
I cannot help but stand up when I hear the words “Welsh lamb”. It is a wonderful GI that I know the Secretary of State is working to protect. On Japanese business, Wales saw Japanese trade increase in 2018 by £250 million. That is a 25% increase, and this deal will solidify that. I normally work with the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) and welcome what he has to say, but I think that this deal really is terrific for the Welsh economy.
We had a major success in 2019 when we gained access for British lamb into the Japanese market, and, of course, one of the products that is flowing into Japan is our fantastic Welsh lamb.
This agreement is not just about economics, but about our close relationship with Japan and the Japanese. Together we are helping to set the standard for trade in the 21st century. That does not come as a surprise, because our relationship with Japan is deep and long standing. Way back in 1613, King James I concluded the UK’s first trade agreement with Japan. Under Queen Victoria, a treaty of peace, friendship and commerce was signed in 1858. We see that friendship endure under Japan’s current Emperor Naruhito, who has written fondly of his time studying at Oxford. We continue to benefit from Japanese commerce after Margaret Thatcher opened the door to new investment from companies such as Nissan, supporting local jobs and communities.
As a member of the Select Committee on International Trade, I will try to keep my comments brief. [Hon. Members: “Hear, hear!”] Thank you for that. My hon. Friend the Member for Wyre Forest (Mark Garnier) summed up the thanks the Committee wishes to give the Front-Bench team for the access given. It is interesting to see the CRaG—Constitutional Reform and Governance Act 2010—process in action, given that this debate had been asked for. The fears we heard from Opposition Members about the inadequacy of the CRaG process are clearly not being met in this trade debate. The report was interesting; we looked at those documents and discussed this process with other members of the Committee. We have fed back to the Front-Bench team about areas of possible improvement, but I wish to reinforce our thanks for the openness we saw.
It is a pleasure to follow the right hon. Member for Warley (John Spellar) and his talk about trade links and trade lines. I echo the tribute paid to both embassies for the work they put in behind the scenes and in front of the scenes on this trade deal. I was also reminiscing, as a Welsh Member, about how terrific the Japanese were in hosting the rugby world cup, and their match against England was one to remember.
As chair of the all-party group on international trade and investment, I completely agree with the comments made by my right hon. Friend the Member for North Somerset (Dr Fox) on liberalisation. This is an important milestone as we emerge from the tentacles of the European Union and set out on to the open stage with our own trade deals. It sets again an independent trading story of this island nation, and I certainly want to see that greater liberalisation. He espoused it far better than I can, so I will move on.
The hon. Member for Leeds North West (Alex Sobel) is not in his place, but he accused us of plagiarising the EU treaty and of lowering standards. I say gently that we can either have copied the EU treaty or be doing something differently, but I am not sure that both lines of attack work in the same paragraph.
As a rural Member of Parliament, I wish to reflect on the agricultural nature of these trade deals. I know that my local farmers will particularly take heart from the tone of this continuity extra trade deal. They will be looking at what they can achieve through this sector. The hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) touched on the potential for Wales, and trade between Wales and Japan has been growing at a terrific rate. Two companies in my constituency, Nidec and Invertek, are thriving under new Japanese ownership, and I can only see these bonds strengthening.
Before the hon. Gentleman gets too excited, I am sure he will agree that most Welsh farmers this evening will be looking at the cut of nearly a third in agriculture support that they now face as a result of today’s comprehensive spending review. That is a far bigger issue than the Japan-UK trade deal.
I would not want to be told off by you, Madam Deputy Speaker, as often happens to me in these debates. I will not make accusations about anything that will get me in trouble with you, but if Members look at the detail of the funding supplied by the UK Government and topped up from the EU to the Welsh Government direct, they will see that the Welsh Government and the Farmers Union of Wales need to be very careful with their accusations. We will take that aside after this debate. I wish to focus on the growth of that trade, which has been terrific. It was £250 million in 2018 and we are talking about a 25% increase year on year. Our relationship and that of our companies with Japan is growing. It is hugely welcome, and it is reinforced by this trade deal.
I will finish by commenting on the GIs. It is brilliant to see not just the greatest lamb product in the world, Welsh lamb, recognised in these trade deals, but also the Anglesey sea salt, the Conwy mussels, the west Wales salmon and, of course, the plums from the Vale of Clwyd. They will be going through the normal process, of course, but it is great to see this on the face of these agreements. It is incredibly encouraging. On deals such as these, Opposition Members were incredibly sceptical that we could ever get anything on a par with the EU deal. Their attacks have moved on, and we now have something that is superior. I have no doubt that these deals will continue.

Commons ChamberI will give way in a moment. Our amendments attempt to rectify the Bill’s serious shortcomings and the lack of accountability. We were promised a modern framework for international trade negotiations in the Queen’s Speech. The Bill was supposed to be the opportunity to deliver that framework. It does not. The Bill gives Ministers powers to make changes to retained EU law upstairs in a Committee of 17 MPs after a maximum debate of 90 minutes. These powers are retained for up to 10 years. That is quite some grab by the Executive—and it is far from the whole story, either.
The final text of an agreement depends on the Government granting debates to the Opposition during a 21-day period: something that did not always happen in the last Parliament. It relies on the Opposition using their limited opportunities to determine the agenda for such a debate. The Government should be holding the debate and a vote in both Houses as a matter of course. New clause 4 is an opportunity to address some of the democratic deficit in the Bill.
Only half of the 40 agreements covered by the Bill have been signed. We are told by the Minister that they have already been scrutinised by the European Union. But these are not the simple matters of continuity that the Minister would have us believe. Only three out of 20 existing mutual recognition agreements have been signed with Switzerland, our third largest non-EU trading partner. South Korea has only signed a temporary agreement and wants to start again, and a number of the remaining 20 are going to be completely new. Japan—new agreement; Turkey, our 10th largest non-EU trading partner is in a customs arrangement with the EU and is waiting for the UK to sign a free trade agreement with the EU. Canada is in no hurry to negotiate at all. As I said, these are far from being simple matters of continuity, which is why they need proper scrutiny.

I am a member of the International Trade Committee, which of course has cross-party membership; I wonder why the hon. Gentleman cheapens that Committee by saying that there is no scrutiny. I welcome the involvement from the Government to date. I ask the hon. Gentleman directly: prior to the CRAG protocol Act, how many trade deals did this place vote on while the power rested in Brussels?
As the hon. Gentleman knows from being on the International Trade Committee, CRAG was part of the process that we had as EU members. I will come to that in more detail a bit later.
I am happy to accept that as a fact, but does the hon. Gentleman accept that the unwillingness of this Government to put their objectives into the Bill is causing massive concern? Thousands of people are writing to the Minister to say that they are deeply, deeply concerned, so why not put them in the Bill? Unless they are there, we are not going to take them seriously. [Interruption.] I am sorry; I just do not think that people are going to believe warm words; they want such things in the Bill.
We need to be listening to those people who are contacting the Minister. That includes, as we have heard before, not just the National Farmers Union, but many other organisations and many people from civil society. We also need to be listening to the science.
I want to end by speaking to the issue of climate change and the fact that all our policy arrangements going forward need to be aligned to the essential fact of not exceeding the threshold of 1.5°. This year, 2020, is on course to be the warmest ever. Aligning trade policy with environmental and climate objectives is not just something that would be good to do; it would be reckless and perilous to do anything else. Despite the hype of a brave new post-Brexit world, this Trade Bill perpetuates the status quo. It is totally unfit for purpose from the point of view of standards; democratic scrutiny; secret courts that can also undermine values of the kind we want enshrined in trade Bills going forward.
It gives me great pleasure to rise in this debate and I welcome the fact that the Minister sailed the Bill through Committee unamended. I say to the hon. Member for Brighton, Pavilion (Caroline Lucas) that the rhetoric, facts and a couple of other statements that she made simply all mix together and I am afraid that I agree fundamentally with my hon. Friend the Member for Witney (Robert Courts). The fact that she wants something in the Bill that is already the law of the land gives excellent credence to what rhetoric is.
One of the reasons that I want things in the Bill is that they might otherwise be changed through statutory instruments, which might not even see the sides of this Chamber. We want them in the Bill so we can have the debate here in this Chamber.
The hon. Lady, I know, understands the process of this House probably better than me, and a statutory instrument sailing through this place without a vote on the Floor would mean a dereliction of duty by those on the Opposition Benches. I know as well as she does that it would be easy to facilitate such a vote. Not only that, but those on the Treasury Bench have been absolutely clear.
In the short time I have, I want to echo my right hon. Friend the Member for Chipping Barnet (Theresa Villiers), with whose thoughtful contribution at the start of the debate I agreed very much. I also pay tribute to my hon. Friend the Member for Tiverton and Honiton (Neil Parish), the Chair of the Environment, Food and Rural Affairs Committee. I think he is the grandfather of the commission we now have for trade and agriculture, although I do not want to age him. My hon. Friend did more to engage me with my farmers than the National Farmers Union has done in a decade. I suspect that was done in 10 minutes amending the last Bill, rather than what the NFU tried to do in an ongoing dialogue.
I dare not disagree with my parliamentary neighbour. I very much welcome the commission and I say to those on the Treasury Bench that it is welcomed by my farmers and my agricultural community. The membership of that commission gives a certain amount of comfort to the farmers I engage with daily in representing one of the largest agricultural communities in this country.
I want to focus for a second on what my hon. Friend the Member for Witney said around the subject of chlorinated chicken, which has become a lightning rod, a focus stone. I re-emphasise that there is an import ban in place; there is a law of the land in place that that cannot be imported into this country, and it would be an incredibly brave Government, Treasury Bench and Chief Whip who ever brought that issue to this House.
It seems to be Opposition Members, over and over again, who are trying to charge the whole debate emotionally with that product, despite the full knowledge that it is illegal to import it into this country. That brings shame on them for trying to whip the issue in such a fashion.
The horsemeat scandal revealed significant vulnerabilities in the traceability of our food supply chain. Given that pork and horsemeat found their way into what was meant to be beef, does the hon. Gentleman not accept that we risk a similar scandal in future if additional protections for consumers against chlorine-washed chicken and hormone-fed beef are not written into the Bill?
I have won the argument on chlorinated chicken and we have moved on to another product. I say to the hon. Lady that working with the Government, as I am with the Secretaries of State for both DEFRA and International Trade, on traceability, accountability and labelling, is the right thing to be doing—not making cheap political points in what is one of the most essential debates and Bills for this country right now.
I was trying to get to a point about the scrutiny in this place. As a member of the International Trade Committee, I commend our illustrious SNP Chair, who has brought real teeth and scrutiny to the process. The willingness of the Secretary of State and our negotiators to brief the Committee in private session has been extremely welcome.
The fact is that we have the CRAG procedure, which has been talked about at length—I see some Members starting to smile on the Opposition Benches. It would be an Opposition who really could not use the process to full advantage who could not bring a vote against any kind of trade deal that came forward. For anything to be able to be snuck through, there would have to be a complete dereliction of the Opposition’s duties—never mind the Back Benchers on the Government side, who will hold our Government to account, as is our job.
Having spoken to the Minister on the Treasury Bench at length on these issues, I feel safe in the knowledge that the trade deals that we are doing will be welcomed in my farming and agricultural community. The deals will open up not just markets that that community wants, such as lamb to the United States of America—the second largest importer of that meat in the world. They are already opening up the beef market, which has been lying dormant for so many decades and they will enable the import of products of a reasonable standard. Consumers in my constituency and across the United Kingdom can take huge comfort from the import bans in place in the law, which will not be removed.
I know that there is a time limit and that other Members want to speak. I commend the Treasury Bench for their engagement with our farming community, with me and with the International Trade Committee. I commend the Bill unamended.
It is a pleasure to follow my constituency neighbour, the hon. Member for Montgomeryshire (Craig Williams). I begin on a point of consensus, for I fear that we might diverge a little as I proceed.
I am sure that the hon. Gentleman will agree with me that trade is an important part of the Welsh economy. It was worth £17.5 billion in 2019 alone. While the Government pursue trade deals across the world to explore new opportunities, the hon. Gentleman will also agree with me, I think, that they should not squander the opportunities on our doorstep. Although Wales is a proud global partner, we cannot escape the fact that at present more than 60% of Welsh exports are destined for our friends—and, hopefully, our continued close trading partners—in the European Union. I hope that negotiations with the EU will conclude without there being new barriers to that trade or additional costs for our businesses.
I am certain, however, that the UK’s approach to trade with other members of the global community must champion the interests of each of the UK nations—an objective far more likely to be realised successfully if all four Governments of the UK play a role in formulating trade mandates and scrutinising negotiations as well as ratifying agreements.
I commend the remarks of the hon. Member for Dundee East (Stewart Hosie), who eloquently detailed the Bill’s deficiencies in this regard; I add only that the Government should guarantee the democratic rights of the devolved Administrations in the Bill as well as offering legal protections to our public services and strengthening some of the safeguards when it comes to parliamentary scrutiny of standards.
Unfortunately, as it stands, the Bill in my opinion denies the role that the Welsh Parliament has in articulating Wales’s interests. That is why Plaid Cymru has tabled new clause 18, to ensure that all four nations must consent to any trade deal struck in their name. We will also be supporting new clause 4, in addition to the amendments tabled by the hon. Member for Dundee East, which would ensure not only that that deficiency is addressed, but that UK parliamentary oversight is strengthened.

Commons ChamberAs we seek to recover from coronavirus, it is incredibly important that we protect and expand our exports, which represent 31% of the UK economy and include vital industries such as the steel industry, the car industry and the food and drink industry. We must find new markets for those exports and link to fast-growing parts of the world. We must also protect against protectionism. One of the benefits of signing free trade agreements is avoiding tariffs on our goods and services, and CPTPP represents 13% of the global economy—16% if we add the UK—and includes fast-growing parts of the world. At a time when we are seeking to revive the economy, this is exactly the type of agreement we should be joining. In parallel, of course, we are negotiating with the EU to secure a good agreement with it. It is not an either/or; we need to be trading with all the world.
Montgomeryshire has many Japanese-owned manufacturing businesses and the UK’s largest livestock market ready to ship Welsh lamb across the world at the drop of a hat. I welcome my right hon. Friend’s statement. Given that Japan accounts for nearly half of the GDP of this partnership, what outreach have we done with our close economic friends and allies, what are the Japanese Government saying about our accession, and what support can we rely on from our allies to help us accede to this great partnership?
Japan is a very important partner of the UK, and we are separately negotiating our bilateral trade agreement, but when I spoke to Minister Motegi, who is responsible for negotiating on Japan’s behalf, he was very clear that he supported the UK’s accession to CPTPP. We are also pursuing accession with Australia and New Zealand. These bilateral partnerships are a way of accessing that wider arrangement in Asia- Pacific. My hon. Friend is right—there are huge export opportunities for Britain into Japan and huge investment opportunities for British firms into Japan and for Japanese firms into the UK.

Commons ChamberIt is a great privilege to take part in this debate. This Bill and this policy area will be one of the most important for my rural constituency of Montgomeryshire. Trade with the outside world and continuing trade with the EU is incredibly important to my agricultural community, as it is to other services and to manufacturing goods.
At the outset, I would like to welcome the 20 continuity trade agreements we have already rolled over. I would very much welcome an update from the Minister on the remaining, with an honest assessment of trade treaties, perhaps with Canada and other countries. I would also like to take this opportunity to pay tribute to David Frost, Sir Tim Barrow and the Parliamentary Office of Science and Technology in Brussels for their continuing work. People talk about a lack of scrutiny, but it took me less than 20 seconds to check the update on that particular treaty, check the draft legal texts that are published on the website and read the most recent correspondence from David Frost to his counterparts. I cannot see a treaty being dealt with in so much light as that one currently is.
I want to focus my contribution on agriculture under the scope of the Bill and on trade policy going forward. We have not done trade policy directly as a Parliament, as a Government or as a country for some 40 years. We devolved or evolved or passed that power over to the European Union. Any Member or person in the United Kingdom who wants to hold up the European Union as a body one would want to replicate in terms of scrutiny obviously has not been participating in public discourse over the past five years.
I welcome much of what is in the Bill, but I seek reassurances on agriculture in particular. We produce high quality produce in this country and we are proud of our exports. We are proud of what our farmers are doing in the current covid-19 crisis to supply our domestic suppliers. I think public discourse on food supply is changing. Public discourse is changing on the robustness and the resilience of our supply networks. We have seen first-hand, through the work of the International Trade Committee, what has happened to some trade deals when national Governments have looked at their domestic supplies of pharmaceuticals and food stuffs during this crisis. We need to be very mindful of that as we put new trade deals in place.
Trade is vital for carcase balancing, the ability to sell cuts that the UK market does not want, and for dealing with demand shocks and seasonal issues. Trade is hugely important to my farmers, but I feel that because this subject has been dealt with in the European Union over the past 40 years there is a lot of misinformation. There is not a great deal of clarity on trade policy or how trade deals are put together. I implore the Minister and the Government to put in place some kind of communication package to explain what it means now that we have these important powers and what it means to be negotiating with the world as UK plc.
Last week there was a conflation of import standards with domestic standards and tariffs. It was hugely complicated and hugely frustrating to deal with that conflation of information. In a domestic Bill dealing with import standards, and sanitary and phytosanitary issues on top of that, we need to be clear with our constituents and our businesses what standards we are talking about and what impact the deals will have on our agricultural communities. I implore the Minister not just to engage with the farming unions—the Farmers’ Union of Wales and the NFU Cymru in my case; and I know the Minister has been on Zoom with them this week—but to build a relationship directly with farming communities, too. The unions of course conduct a great political campaign to promote their members’ views, but we need to engage directly. We must maintain our import standards. I very much welcome the Minister’s public commitments, made at the Dispatch Box, to maintain the bans on chlorine-washed chicken and hormone-injected beef. We must be clear that those import standards are staying and that we have the back of the agricultural community in this country. While we look at the resilience of our supply chains and the great opportunities that new trade deals with the outside world present, we must reassure and earn trust. Minister, I have to report back that, in the agricultural community, mainly because of misinformation and miscommunication, we are looking to you to earn that trust and make us some great deals.

Commons ChamberI visited the Edinburgh festival this summer. It was a fantastic experience, and I loved the big signs of welcome, which were very clear that it was a global festival. The Edinburgh festival existed before the United Kingdom joined the European Union, and I want to make sure that it continues going from strength to strength in its anniversary year next year.
Last week I visited China, along with the largest cultural delegation ever to accompany a Minister from the Department for Culture, Media and Sport abroad. We made key partnerships with Chinese travel companies, the Chinese television sector and the Beijing Winter Olympics, as well as announcing the forthcoming terracotta warriors exhibition in Liverpool.
The BBC royal charter has been approved by Her Majesty in Council, and printed and sealed. I laid copies of the royal charter and associated framework agreement in both Houses today, with an accompanying written statement.
Mr Speaker, I hope you will not mind my promoting the MP4 single—the hon. Member for Cardiff West (Kevin Brennan) is part of the band—that is supporting the Jo Cox Foundation. I hope we all download that single and get it to No. 1 for Christmas.

Friend will be aware that, under its commercial expansion through Project Lightning, Virgin Media is committed to rolling out fibre to 2 million premises across the UK, including in my constituency, thereby helping the Secretary of State to meet her vision of a fibre future. Will she clarify whether the fibre fund will be limited to areas of market failure?
My hon. Friend represents a constituency with 97% superfast coverage, which I am sure he welcomes. He is right to highlight our announcement in the autumn statement of additional funding to boost the UK’s digital infrastructure. We will announce further details about the fund in due course.
My Department is working globally to attract foreign firms to set up or expand their businesses in the UK and to generate new jobs and contribute to national wealth creation. We are promoting the UK as a prime destination for inward investment from across our global network, with dedicated support for investors in 50 overseas markets. With the support of sector specialists, we are ensuring that the UK has the best opportunities to attract higher-quality foreign direct investment.
Latest gross value added figures show that Wales is the fastest growing area outside London, and Cardiff is unabashedly the engine room of the Welsh economy. What positive steps is the Department taking to ensure that Welsh businesses and Cardiff businesses get the help they expect to get?
Let me say that my hon. Friend, given that his constituency is Cardiff North, is the engine-room of the Cardiff economy. The Department for International Trade works for the whole of the UK, but I stress that my right hon. Friend the Secretary of State has already visited Wales, and I am working with the Wales Office to see what more we can do. We also support the Welsh Government by offering them support in posts overseas. We see the opportunities presented by Wales as very exciting.
