Commons ChamberStates such as California and Texas are super-economies: if they were nations, they would be the seventh and eighth largest economies in the world. We hope that Texas will be in the first eight deals that we sign. In addition to the potential for their economies and ours, this is also about bringing together smart people, money and ideas to solve problems that we are all grappling with. Texas in particular is doing a huge amount on fintech blockchain; the synergy between what it is doing and the innovation in the City of London could be really special.
Small businesses in my constituency wanting to export to the European Union tell me that they have to fill in customs declarations of up to 70 pages. Why are the Government putting such barriers in the way of small business exports?
It is not at all the intention of the Government to put barriers in place; this Government are about knocking down barriers to export and unleashing the potential of small businesses across the United Kingdom to make the most of the opportunities not just in the European Union but in the rest of the world, as we have heard from Government Members.

Commons ChamberThe deal will, in essence, underwrite digital and data flows between the UK and Japan, so there will be no requirements such as data localisation and we will uphold the principles of net neutrality and enable the free flow of data. It will mean that brilliant companies, such as those in my hon. Friend’s constituency, will be able to sell their products into Japan without hinderance.
Further to the question from the hon. Member for Stirling (Alyn Smith), if the FT article is correct, the Government have, in this deal, signed up to more restrictive conditions on state aid than those being negotiated with the European Union. Will the Secretary of State confirm that the negotiations with the EU are all about deterring it from reaching a deal so that it will walk away, and we can then blame it for no deal and not take the hit that would otherwise be aimed at the Government?

Commons ChamberWe will use our new FTAs precisely to support the priority asks of UK small and microbusinesses that export goods and services around the world, including increased transparency on rules and regulations; international co-operation to support SMEs; and the securing of FTAs that benefit the whole UK economy, not just the largest players.
The reality is that those on the left of politics are always intolerant of anyone who does not agree with them but are prepared to defend anything from their own friends, such as the right hon. Member for Hayes and Harlington (John McDonnell). When is the hon. Gentleman going to condemn the right hon. Gentleman’s call to lynch one of my female colleagues?

Commons ChamberI thank my hon. Friend for her kind comments and her recognition of just how important this sector is in her constituency, in mine, and across the country.
I endorse the congratulations to the hon. Lady on standing up for this important sector. She is talking about the financial value, which is considerable. Is there not also a cultural value of projecting British values and the notion of being British right across the world as we welcome visitors and then they go back to their home countries?
The hon. Gentleman is so right to add that distinction. While this does provide a boost for our economy, it also enriches, on several different levels, our outreach into the wider world, and the experience of people living here who come into the presence of others from around the world. It is hugely important. The statistics I mentioned are obviously very key to this debate, but so is the significant soft power that he refers to.
Then, of course, there was lockdown. From March this year, English UK strongly recommended that all its members close the doors of their centres to support the national effort to keep people safe, and they did so.

Commons ChamberI discussed that with Trade Ministers when I visited New Zealand, Japan and Australia. They are all very interested in the UK’s joining, and I want to progress that alongside the bilateral discussions that we are having with the countries. It will give us access to 11 fast-growing markets in Asia, so it is a massively exciting opportunity.
Will Ministers assure us that, in their desperation to sign any trade deal to justify their Brexit policy, they will not give a green light, or a nod and a wink, to President Bolsonaro to continue the destruction of the Amazon rain forest?
As my right hon. Friend the Secretary of State alluded to some moments ago, I visited Brazil recently. In addition to conversations about trade, we discussed with the Brazilian Government how the United Kingdom can assist them in their move to a low-carbon, greener energy production model. We have spent over £150 million of climate finance in forest programmes across Brazil, and I was delighted, in the light of my recent visit, that the Prime Minister announced a further £10 million to help the Brazilian authorities in forestation and deforestation.

Commons ChamberThe state pension age reform is focused on maintaining the right balance between sustainability of the state pension and fairness between generations in the face of demographic change. Without equalisation, women would be expected to spend an average of more than 40% of their adult lives receiving the state pension.
That is exactly why we have continued to deliver the triple lock. We recently announced a £3 billion uprating, and 80% of women reaching state pension age before 2030 will be better off by an average of £550 a year under the new arrangements.
Do the Government accept that the DWP’s communication strategy was well below standard, and many women found out about changes in their pensions only a year—or even a few months—before those changes were made?
That, too, is an issue that has been debated extensively in a number of Parliaments, and it has been encountered by Governments of all political persuasions. On our watch, we redoubled efforts to ensure that there was the maximum amount of communication so that people could make informed decisions.

Commons ChamberAs my hon. Friend will know, the Government have outlined to the House the progress that new free trade deals will make, and consultations on four potential deals were in the public realm from July to October. Those potential deals include the US, Australia, New Zealand and the comprehensive and progressive agreement for trans-Pacific partnership, and we are currently in the process of analysing the extensive responses that we received.
Order. There is a certain amount of gesticulation from a sedentary position. I do not know whether the hon. Member for Airdrie and Shotts (Neil Gray) is signalling that the hon. Member for Lanark and Hamilton East (Angela Crawley) wanted to come in on Question 2. I am sorry if she has been inconvenienced, but she needed to bob on Question 2, not Question 3. But never mind; she has made her point with considerable force and alacrity, and it is on the record. I would call her again, but she is entitled to only one. However, she has made her point very clearly, and we are extremely grateful.
The Government are committed to transforming their approach to domestic abuse, and that includes improving the response of employers to this devastating crime. We have therefore awarded £1 million to the charity Hestia for its “Tools for the Job” pilot project, which will help employers to improve their HR policies on domestic abuse and will fund specialist employment domestic violence advocates. We are also working closely with the employers initiative, which does similar work.
Victims of domestic abuse and violence tell us that a short period of leave from work while they manage to sort out the difficulties in their lives would be helpful. Will the Minister agree to meet employers and trade unions to discuss the possibility of introducing paid leave for victims of domestic violence?
Very much so. I keep pointing out to employers that having policies that can help to identify and support victims of domestic abuse in their workforces makes not only good moral sense but good business sense. I should be delighted to meet the hon. Gentleman, and employers and trade unions, to discuss what more we can do to help.

Commons ChamberI think I understand my hon. Friend’s intervention, but the Government have been clear for more than a year, since the Lancaster House speech, that our objective is not to seek an EEA-style agreement. Nor is it our objective to seek a CETA-style agreement. It is our objective to seek a deep and comprehensive agreement with the European Union, the like of which, I remind my hon. Friend, who I know studies these matters very carefully, was not modelled in those analyses. That is the most important point.
I am going to make a bit of progress.
I am going to give a few examples of our work around Europe. I promoted the UK’s defence industry in Sweden, visiting Saab, whose new generation Gripen fighter jet could be worth £1.1 billion to UK industry. I and my colleagues engaged with the Polish Government directly on behalf of UK companies to discuss high-value retail opportunities in the Czech Republic—in Czech, I might add, Madam Deputy Speaker. I and my colleagues from DIT and the Department for Exiting the European Union have addressed chambers of commerce right the way across the European Union—in Austria, Hungary and Bulgaria, among many others. I enjoyed making use of my language skills when I gave speeches in German to senior business leaders in Munich, Düsseldorf, Osnabrück, Tegernsee and so on.
DIT’s relationship with Europe does not just extend to export and investment promotion. The vote to leave the EU was not a vote to undermine the EU. It is very important to understand that it is in this country’s interest to have a strong and effective EU. We continue to engage constructively in ongoing EU trade policy, as we currently are a full and equal member of the EU. As the House heard on Monday, we are working closely with our European partners as well as bilaterally to respond to President Trump’s decision to impose tariffs on imported steel and aluminium.
I salute the hon. Gentleman’s courage in bringing that up, but I am actually using his own Government’s figures.
I would like to make a little bit of progress, but I will come to the hon. Members in just a moment.
I am using this Government’s figures. We need to have a real and proper debate about how we plug the gaps in tax and in GDP.
The hon. Gentleman has obviously gone through a methodical process of working out the effect of Brexit on GDP. Has he worked out the effect on GDP of an empty Tory slogan?
Well, we have worked out the impact on the NHS and on education, and that will be devastating to our public services because of the empty promises that each and every one of us will pay for.
Nothing I have seen since the referendum has convinced me that the plan for the UK to leave to EU is anything short of an act of national lunacy. The chaos that we are seeing now—whether over the intractable problems with the Irish border, or over the Government’s unwillingness to put anything on trade and customs issues to a vote in the House—just adds further to that impression.
Part of the problem is the Prime Minister’s inability to stand up to her Brexit extremists. Their letter demanding a hard Brexit had the added effect of reminding her that they have enough names to force a Tory leadership election. For me, that is what this business has been all about right from the start. David Cameron agreed to a referendum because he had failed to stand up to UKIP, so he dumped the Tory party’s Euro-divisions on the rest of the country. Then, as now, it was party before country. But I do not include all Conservative Members in that assessment, as I know that many share my concerns about the crazy rush to a hard Brexit because they know the catastrophic financial and economic effects that it would bring. They must make a stand and not allow their side of the House to be dominated by the minority of European Research Group fanatics who currently make all the running, and I pay tribute to those who have had the courage to do so. My hon. Friend the Member for Streatham (Chuka Umunna) floated the interesting suggestion that there should be a free vote on the final deal—that is quite an intriguing proposition.
Just as I do not believe that there is a majority in the House for a hard Brexit—a nasty Brexit—nor do I believe that such a majority exists in the country. We know that 48.5% of those who voted did not want any Brexit, and I cannot believe that every one of the 51.5% who voted leave did so to make the country worse off as a result of a harsh and nasty Brexit—and make us worse off it will, as every single one of the Government’s own sectoral and regional analyses demonstrates. The very least we must be aiming for is a customs union, as my hon. Friend the Member for Greenwich and Woolwich (Matthew Pennycook), who has led the debate for the Opposition with methodical thoughtfulness and a case based on evidence, has long argued.
On the other side we have no evidence, only vague promises that everything will be just fine post Brexit and that we will simply be able to trade freely with the rest of the world. It is like promising a five-year-old rainbows and unicorns. In his speech just two weeks ago, the Secretary of State for International Trade talked vaguely about exploiting “opportunities of the future”, without really laying out what that meant. At the same time, the Government pin all their hopes on a free trade deal with Trump’s America—the same regime that has sought trade conflict with us in the automotive and aerospace sectors, and now in the steel sector.
There is abundant evidence from industry to contradict the Government’s position. We heard from Ralf Speth of Jaguar Land Rover, who said that without a customs union, JLR would be hit with additional annual costs of £1.1 billion from profits of £1.4 billion. We see PSA raising the spectre of doubt about the future of the Vauxhall plant in Ellesmere Port, which is next door to my constituency. Although I welcome the new investment by Toyota, including in the Deeside engine plant that is also next door to my constituency, the basic fact is that such investment decisions are made two to three years in advance. That decision was already made before the Brexit negotiations. I am more concerned about the words of warning from the Japanese ambassador, after his meeting with the Prime Minister, about Japanese companies having to reassess their investment in a UK without easy access to Europe.
Similarly in aerospace, Airbus needs certainty over a customs union. Flights come in and out of Chester airport several times a day, carrying parts to and from Hamburg and Toulouse. Without sensible customs arrangements, the company’s brilliant, efficient, multinational manufacturing process would be impossible. Aerospace and aviation companies also need regulatory certainty—and quickly. Again, we are already approaching the cliff edge because of long lead times. I have heard Conservative Members making the absurd suggestion that we should simply align ourselves for regulatory purposes with the United States Federal Aviation Administration, which demonstrates that, for those hard-line Brexiteers, this is all about ideology and lining up with a right-wing, Trumpist America, rather than doing what is right and best for British industry, jobs and skills.
I finish with a point that was touched on by my right hon. Friend the Member for Leeds Central (Hilary Benn) regarding our relations with Russia. I am clear that I welcome the Prime Minister’s strong words today on Russia. We must be tough in standing up to Putin’s bullying, but we have to ask why Putin is attacking the UK at this time. There might be some domestic reasons, but he does seem focused on the situation here. He has already meddled in the EU referendum, and I expect more details of that to emerge in the coming months, but he knows that by isolating ourselves from the EU—from our allies who share our values and oppose his—we are weaker than we were.
I strongly support NATO and Britain’s active membership of that great alliance, but the EU is also an alliance of security. When it comes to economic as opposed to—God forbid—military conflict against an aggressor, we should be seeking the support of our allies in the EU. Now is not the time to be walking away and going it alone when we are faced with Russia’s threats. I hope that hon. Members might, in quieter moments, take the time to consider whether, in the light of Putin’s latest aggression and his meddling in our democracy, we need to reassess this whole Brexit mess as something that is not currently in the UK’s national interests. Putin’s tactics are to sow chaos through doubt, discord, confusion and disharmony. Surely even from the point of view of Brexit extremists, all of a sudden there is a greater threat to the UK and the west than the European Union—I hope that they wake up to it.

Commons ChamberThe Taxation (Cross-border Trade) Bill, which had its Second Reading on Monday, provides exactly for the scheme of preferences to be taken across into UK law. I find it extraordinary that the Opposition parties voted against it. They voted against the UK having its own trade preferences scheme for developing countries. That is a disgrace. I very much hope that they will reconsider their position as the Bill passes through the House of Commons.
Mr Speaker, you should see the length of the answers before we get to this stage.
My Department is responsible for UK exports, investment and trade policy. As we begin 2018, the House should note that in 2017 we achieved an all-time record for foreign direct investment. Our exports are up by 14% and employment is at a record level. Yesterday we saw that venture capital coming into tech firms was also at an all-time high, and that is before we consider the improvements in our manufacturing performance.
The Secretary of State does not want to trade under EU rules, under which we have considerable influence, but he is happy to trade under World Trade Organisation rules, under which we do not have very much influence. What does he find objectionable about EU trading rules that he does not find objectionable about the WTO?
That is rather to misunderstand the situation, because the EU itself has to trade under WTO rules and is not exempt from them. We look forward to having our independent seat on the WTO, of which we are a former member, so that we can have a greater say in global trading policy, because as a member of the European Union we have none.

Commons ChamberMy hon. Friend makes an extremely strong point. Over 99% of businesses in this country’s non-financial business economy are small and medium-sized enterprises. Last year we helped over 1,200 Welsh companies, most of which were SMEs, and we ensure that we have regular SME-focused roundtables. We meet SME representative groups and, of course, SMEs can always access our portal, GREAT.gov.uk, which gives important indicators on how to improve their exports.
T2. The Secretary of State wants to leave the EU because he felt it was undemocratic and unaccountable, so why is he happy for the UK to trade under World Trade Organisation rules, given that the WTO is more undemocratic and more unaccountable?

The UK has a proud record of promoting equality, and we have some of the strongest laws in the world to prevent and tackle discrimination. The Government will continue to champion equal rights.
We have seen the recent tangle on abortion policy that the Government got into with the DUP. Women with pre-existing medical conditions, such as uncontrolled epilepsy, who seek abortions need to receive treatment in hospital settings to access back-up medical care if it is required. Will the Minister commit to ensuring that women from Northern Ireland with complex medical needs who cannot be treated in a stand-alone clinic will be able to access funded care in NHS hospitals?
First, I recognise that this whole subject area is incredibly sensitive, and we need to approach it with some care and, indeed, some respect. I had a helpful first meeting with a number of the organisations, including charities, that are involved in this area. We talked about not only the core issues that were discussed in the House last week but some of the more challenging issues that women face when seeking abortion services. I assure the hon. Gentleman that we will consider all those issues very carefully.
