It is my honour to have what might be the last debate in this parliamentary year, and I thank Mr Speaker for granting it.

Over half the population expect to have periods most months from roughly their early teens until some point in their 40s or 50s. If you are lucky, you know when to expect your period and what it will be like. You can have the pads, tampons or whatever you use ready to hand. If you are lucky, you can afford to buy supplies or have supportive parents to ensure that you do. If you are lucky as a young person, particularly when you have your first period, you will have someone supportive who you can trust to go to with all your questions.

But that is not true for everyone, particularly for too many school students, and this debate is about them. They need to have access to free menstrual supplies that are easily accessible when they need them, so that they do not miss school either through embarrassment or because they are not prepared to spend the rest of their day relying on toilet paper in their underpants.

I would like to start by thanking Members who attended the inaugural meeting of the all-party parliamentary group on period equality on 1 December. I was pleased to be elected as chair, and I thank the Father of the House, the hon. Member for Worthing West (Sir Peter Bottomley), as well as my hon. Friends the Members for Oldham East and Saddleworth (Debbie Abrahams) and for Luton South (Rachel Hopkins), who all agreed to be officers of the APPG.

I pay tribute to the amazing work done in this place on the issue of period poverty by my friend, the former Member for Dewsbury, Paula Sherriff. In considering the Government’s free period products scheme, I would like to pay tribute to those who have got us and the Government to where we are. There have there been so many activists, but I pay particular tribute to the charity Free Periods, including its founder, Amika George, and Gemma and Hannah, who have been campaigning tirelessly on this issue. I would also like to thank all the other groups across the country, often local and community-based groups. Yeliz Kazim, the lead volunteer with Hounslow Red Box project, worked tirelessly to ensure that schools and others local centres across the borough of Hounslow had access to period products from 2017 until last year when the Government scheme came in.

I congratulate my hon. Friend on securing such an important debate. Several campaigns were started some years ago, before the schemes from the Governments in Scotland and Wales, and indeed the UK Government, came in, and they included one called Wings Cymru in my constituency, which was led by several of my constituents. One who springs to mind is Ceri Reeves, who collected sanitary products and distributed them around schools. Wings Cymru became such a large organisation that it started to distribute them around the further education colleges as well. Those community campaigns—in Wings Cymru’s case, all women—have been out there collecting, delivering and ensuring that young women and girls have that security to be able to carry on their education, and it is those organisations and people who have made the difference, and who have made Ministers listen and ensured that we have the funding to support them.

My hon. Friend gives a brilliant description of a project in his constituency, and I know there are many others across the UK that, like the Hounslow Red Box scheme and Wings Cymru, are run by volunteers. They raise money, buy period products and deliver them in their distinctive red boxes, often with valuable and informative health leaflets. Hounslow Red Box also included clean new pants, tights and deodorant.

The right hon. Gentleman, a former Health Minister, raises an important point. We want to make sure that the training material is available—we are allocating £6 million in the relevant financial year to prepare and produce essential resources—and that training, both online and face to face, is available so that our teachers are well equipped to teach this subject properly.

The Minister may be aware that on Monday the all-party group on social media and young people’s mental health and wellbeing, which I co-chair, published its report, “#NewFilters: to manage the impact of social media on young people’s mental health and wellbeing”. The report makes recommendations on improving digital education. Will he consider looking at the report and meeting me and the hon. Member for Hazel Grove (Mr Wragg), the co-chair, to discuss the recommendations and see if they could be implemented across the English education system? I will be doing the same with Welsh and Scottish Education Ministers.

Yes, and my right hon. Friend the Secretary of State has just told me that he and I would be keen to meet the hon. Gentleman and the other members of the all-party group to discuss these really important issues. The guidance refers to the importance of teaching children about the importance of rationing time spent online, given that it detracts from other aspects of life, such as sleeping, friends, talking to parents and doing homework.

I acknowledge the significant input we had from external organisations and educational professionals, from the tens of thousands of individuals who contributed to the call for evidence and public consultation, and indeed from right hon. and hon. Members on both sides of the House who contributed constructively.

I beg to move,

That this House has considered the costs and benefits of free childcare.

It is a pleasure to serve under your chairmanship, Mr Davies. I probably ought to declare that I am father to 14-month-old Ophelia and expectant father to another child, which is on its way, so I have a vested interest in this topic. Somewhat ironically, a number of colleagues asked me to express their disappointment at not being able to make the debate, given that this is half-term week. This week was supposed to be a parliamentary recess, but the Government cancelled it, so the debate was drawn for a time when lots of colleagues have to look after their children.

The motion refers to free childcare. Clearly there is no such thing, given that someone will always have to pay—parents directly, the state or a bit of both—but the premise of my argument is that childcare that is fully funded by the state should be seen as a redistributive investment rather than a cost. Such an investment could create a more productive, more equal and happier country due to the contribution that fully paid childcare can make to the economy, the impact it can have on tackling class and gender inequality, and what it can do for family happiness.

It is worth summarising where we are today. I think it is fair to say that most parents, if not all, would say the childcare system is far too confusing. Someone with a two-year-old child can get 15 hours of childcare per week if they receive certain benefits or have a child with disabilities, or if the child is looked after by the local council, but parents who do not fit into those categories have to fund the equivalent childcare or not be in work to look after their children. For children aged three or four, parents can get 15 hours of childcare per week until reception class for up to 38 weeks each year, and an additional 15 hours per week can be claimed by a single parent in work, a couple of parents earning less than £100,000 a year—that is, of course, a generous income bracket—and those in some other technical situations.

On top of that, we also have childcare vouchers, tax-free childcare, working tax credits and universal credit. Childcare vouchers are claimed through work, but the Government are phasing them out. Tax-free childcare involves a prepayment top-up by the Government, with parents using an online system to make payments to registered childcare providers, but is only for those who do not receive childcare vouchers. People on low pay can claim universal credit or working tax credits, but doing so means they cannot claim tax-free childcare.

All those schemes rely on someone receiving a regular income from employment, creating difficulties for those who rely on commission—one of my constituents, who is an estate agent, found it very difficult to evidence her income to fit into some of those categories—who are in flexible work or who are self-employed. I recognise that the Government have made welcome changes to tax-free childcare for those in self-employment, but those difficulties come up frequently in my constituency surgeries. That is especially true for tax-free childcare, which has been mired in IT problems since its launch. Parents now have to take the time—every three months, I think—to log in, register their children and make payments into the system, and must find a childcare provider that is able to receive money through the system.

There were significant problems, which have now been fixed, for people with children with disabilities. Those people get a 40% top-up rather than a 20% top-up, but that was not calculated properly on the system. Constituents in well-paid jobs told me they were having to think about selling their car in order to pay for their childcare and stay in work. That just cannot be right. Not only is the system too confusing but parents do not use it because it is too much hassle. Only last week, we heard that only one in 14 eligible families claim their tax-free childcare. The system is too hard to use—it is too confusing—and parents are not using it.

All that is in the context that childcare is an enormous cost in the family budget. In 2014, which I appreciate is now some time ago, the Family and Childcare Trust conducted research into the cost of childcare across the country and concluded that, on average, families pay about £10,000 a year. That cost will now be higher, because of welcome changes such as having to pay the living wage and other costs faced by childcare providers.

Even with families paying such large costs, however, the system is still not sustainable. Childcare providers tell me that they cannot afford to make ends meet without applying additional costs to families, on top of the core costs of childcare. A Twitter follower of mine made the point that, under Government-funded childcare, and obviously with the right ratio of staff to children, her childcare business receives only £3.84 per hour per child. She says she is on the brink of closure. We have a system that is too complicated, that parents are not fully using, that is not sustainably funded and that is bringing the childcare system to the brink of closure.

My hon. Friend is making an eloquent speech on the realities that parents face. I congratulate him on his wonderful news. The situation in Wales is different, and I may come back to that in a later intervention.

I have anecdotal evidence that, in order to reduce the pressure on family budgets, lots of my friends who are our age and who have children find it more cost-effective to work part time or to rely on elderly relatives—not just grandparents but great-grandparents in some cases—for childcare. Does my hon. Friend agree that, in the long term, regardless of which Administration lead on childcare, that is simply not sustainable?

I agree with my hon. Friend and thank him for his intervention. It has been shown that parents—especially mums, as I will come on to in a moment—often go from working full time to part time and do not return to full-time work until their children are in primary education. They are out of the labour market for years when they may wish to be in it. That is a systemic issue associated with the pressures of childcare.

I am not moaning about looking after children; I enjoy looking after my children. However, the fact of the matter is that I also want to contribute and to have a career, as does my wife. We should not have to live in a system where having a career is a trade-off between one and the other; where the childcare system is not fit for purpose; and where our way of life does not allow us fully to contribute to the success of the economy. The system is ripe for reform, not only so that we can help families or spend taxpayers’ money more efficiently but to create a country in which we can all be happier and more productive.

Moving on to the economy, OECD research shows that moving to a culture in which men and women are able to share parental duties, without mum or dad trading off who looks after the child, and therefore creating equal participation in the labour market, would increase GDP by about 10% by 2030. Under their current policies the Government seem to be in the mood to surrender GDP growth in the coming years, so reform of the childcare system may be a welcome contribution to increasing GDP.

This issue is particularly relevant to parents of children with disabilities, who find the system even harder and more expensive. I am proud that the Flamingo Chicks charity in my constituency teaches ballet to children with disabilities because there was no such provision. It not only provides excellent services for young people in Bristol and across the country—it is a growing organisation—but does research, too. I hosted the charity in Westminster a few weeks ago, when it launched research showing that only one in 10 dads feels able to tell their employer that their child has a disability. They fear telling their employer because they think that it might impact on their career. How sad is that? People ought to be able to tell their employer that they need to claim their right to flexitime or childcare leave in order to care for their children. In order to maintain their career, they should not feel pressured into having to put their job first and hiding the fact that they have children who need to be looked after. That is entirely incorrect.

I am also pleased that several Bristol businesses have signed up to the new Flamingo Chicks employers’ charter, under which employers should proactively encourage their staff to take flexitime, if required, to look after their children—whether they are disabled or otherwise—and which encourages policies to support staff in playing a more positive and proactive role in looking after their families without it having an impact on their career.

If more parents are in work, it has the obvious benefit of more people paying tax, which, which is welcome and helps to fund systems such as these. That is especially true for in respect of properly funded childcare providers. If we have a sustainable, fully funded childcare provider system across the country, we will create lots of reasonably well paid jobs that people value. Creating a public service we can be proud of will help us to rebalance the regional economies, invest in the next generation and help families to do better today.

Some have suggested that fully funded childcare could increase economic productivity because it would give parents more flexibility around their working days and around the way in which they take time off work to care for their children. That means that we would get more output from them at work, because they would not have to take so much time off at short notice or reduce their hours to fit what the current childcare facilities provide.

The Minister may wish to refer to some studies, including that from the Institute for Fiscal Studies, that say that there is little connection between childcare policies and parents in work. Of course, some parents will choose to stay at home and care for their children, and it is absolutely their right to do so, but surely we would not wish to miss the prospect of increasing GDP, tax returns and productivity. Surely we should aim to help those who want to be in work to lead more productive and meaningful, less discriminatory and happier lives. Not that long ago, the Government started to measure happiness—I think it was under Prime Minister Cameron. I do not know whether they still do so, but it would be interesting to see the statistics.

Moving on to gender and class, we should not shy away from the fact that the childcare system facilitates discrimination in the workplace and the education system. Gender inequality is obvious, isn’t it? The Government admitted that in testimony for the Treasury Committee’s excellent report on childcare of March last year. In that inquiry, the Chief Secretary to the Treasury said that women having children end up on the “mummy track”—that well-known phrase—doing less skilled work than they are perfectly able to do, for a salary that is less than they are worth.

The Institute for Fiscal Studies, in its report on wage progression and the gender wage gap, said that by the time a woman’s first child is 20, she will have lost on average three whole years’ worth of salary compared with men, and will have spent the equivalent of 10 years out of work in terms of time lost, loss of progression and lack of career development. Those are enormous numbers; it is an enormous impact. Even in our increasingly modern society, it is disproportionately applied to women and mums.

In my view, we should talk more about class inequality. The childcare system has a really important role to play here, too. The Sutton Trust and others have shown that, by the time children leave secondary school, the attainment gap in terms of education, training and skills, means that children from disadvantaged backgrounds have lost nearly two years’ worth of schooling, compared with those from more advantaged backgrounds. That has to be unacceptable in our country. We know that the class gap starts from the earliest of ages, with attainment gaps of more than four months of equivalent schooling having been noted at the compulsory education age of five.

I saw that frequently, because I used to be the chair of governors at the primary school that I used to go to in what is now my constituency. Everyone who has been a governor knows that they look at lots of data on progression, attainment, attendance and all that stuff. The primary school is in Lawrence Weston, where I am from, which still has one of the lowest levels of attainment in the country for education, training and skills. When children come into the reception class, the gap between those who are the most prepared for mainstream education and those who are the least is really quite significant. Primary schools like Nova Primary School—it was called Avon Primary School when I was there and it was not an academy—put in enormous effort to try to bring children up to the average by year 6. Primary schools do a really good job, but it takes a huge amount of effort and support from teaching staff and teaching assistants to get them there.

Then, of course, the environment changes in the secondary education system—there are more children and less one-to-one support—and the children who were brought up to the average in year 6 start to fall back again. That is when we get an attainment gap at the end of secondary school of so many years’ equivalent of educational outcome, compared with those from more advantaged backgrounds.

I agree entirely. I am pleased that, in Bristol, we have managed to keep our children’s centres open by coupling them with nursery schools in the majority of cases, and by creating a funding environment that means we have not needed to close them.

We do not need to look far from my constituency, however, to see how many centres have closed around the country under the current Government. I wish that my predecessors in the Labour Government had thought about the scheme sooner, because they introduced it late in their time in government. It was the right thing to do and I hope that we will be able to reintroduce such schemes under a future Labour Government. The evidence is clear: intervention at an earlier age is essential for tackling the inequality gap.

I will touch on maintained nursery schools and the link to childcare.

My hon. Friend talks about the closure of centres across England, but of course things are different in Wales. In my constituency, two new Flying Start centres have opened in the last two years. I was previously a cabinet member for education in a local authority in Wales and we continued to open such Flying Start centres.

All the evidence from Welsh Government analysis and local government analysis shows that early intervention works. It can be clearly shown that, where early intervention takes place around potty training, interaction with adults and early learning, as my hon. Friend the Member for Stockton North (Alex Cunningham) mentioned, it makes a huge difference. Things can be done differently and are being done differently by the Labour-led Welsh Government.

I declare an interest because there are two islands within my constituency—Steel Holm and Flat Holm. One of them officially belongs to Wales, so I class myself as a Bristolian and a Welsh MP. I take great pride in joining my hon. Friend in recognising the achievements of the Labour Government in Wales and I long for such achievements in Westminster too.

One issue with the Sure Start centres was that some data suggested that they were being utilised most by more middle-class families, although the policy intention was to tackle the inequality gap that I have referred to. My argument is that a fully funded childcare system, because it is considered a public service, is not seen as a nanny state or someone trying to intervene to tell people how to parent; it is just available and it is what it is. We could have a more mainstream application of early years intervention in this type of system, which would tackle some of the challenges of the past.

I return to my soapbox on maintained nursery schools, which I and my hon. Friend the Member for Bristol West (Thangam Debbonaire), and other hon. Members, have talked about frequently. We have some excellent maintained nursery schools in Bristol, which have the costs of and are regulated as schools, but which are funded as private childcare providers. Some of the Minister’s colleagues have recently responded about them in the House of Commons.

The evidence from maintained nursery schools clearly shows that putting in the intervention and assistance before mainstream school has a huge impact on bringing those children up to the average when they get to mainstream education, which helps to tackle the inequality gap. We should take that evidence seriously and apply it to our public policy, to show that it could be done not just in cities and regions that still have maintained nursery schools—they do not exist everywhere in the country—but across all the regions and nations.

On happier families, the Resolution Foundation produced an interesting report last week that looked at wellbeing markers for the happiness of families. To no one’s surprise, it concluded that being in meaningful work and having more disposable income generally makes people happier. It specifically showed that an extra £1,000 a year of disposable income can have a measurable impact on the wellbeing and happiness of someone’s family life, especially for those on the lowest incomes. To perhaps no one’s surprise, as income gets towards £100,000 a year, extra disposable income has less of an impact, but it can have an enormous impact for someone on £13,000.

Helping parents to be in work and providing fully funded childcare could have an impact on the average cost of £10,000 a year for working families [Interruption.]. One of the consequences of reading a speech from an iPad, Mr Davies, is that pressing the wrong place on the screen returns the speech to the start, rather than staying where I was speaking from. Reducing the amount of disposable income that working families spend on childcare, especially those on the lowest incomes, would have a measurable impact on their wellbeing and happiness. In many situations, parents are having to trade off between each other’s jobs, after-work arrangements, work trips, having to look after children, who does the school run and all those things. We could make a difference not only to family life planning, but to their income.

I do not have any evidence for this, and I would be interested in the Minister’s view, but surely fully funded childcare is an investment in the country. If we allow parents to work, reduce the amount of disposable income they spend on childcare, give them more money to spend on the high street or elsewhere in the market, allow them to pay taxes and VAT on the products they buy and fund properly paid childcare providers which then pay their own income tax through their workers in a fully funded childcare system, that money will not just go into a black hole, but will create a system that could help us achieve public policy priorities on gender, class, economic productivity and all the issues I have raised today. It seems an obvious thing for the Government to want to look at and reform, because it will mean something to so many people across the country, while also stimulating all those important factors.

In conclusion, it is clear that the current childcare system is too complicated, does not work and is not sustainable. When we speak to anyone involved, that is what they say. Parents are not aware which system is most relevant to them. It is very confusing. People might think they are on a better scheme with childcare vouchers, which are easily done through work, and they are being told that is coming to an end and they should consider tax-free childcare, but then the IT system does not work and they cannot calculate which scheme is better. If someone is about to be or has already been pushed on to universal credit, they are told they cannot get tax-free childcare, even though they may have been able to get childcare vouchers if they were on working tax credits. It just does not work.

As a consequence, the Treasury has been saving money. The budget allocation for tax-free childcare alone—that is just one aspect of this complicated service—went from £800 million to £37 million. The Treasury has made a saving of hundreds of millions of pounds. Where has that money gone? Why is it not being invested back into reforming childcare systems? The fact of the matter is that while the Treasury is clawing back this money and spending it on God knows what—ship companies with no ships, or whatever it might be—childcare providers are having to charge parents on top of the already expensive price of childcare, whether it is for food, activities or private hours outside of the hours provided by the system.

We see that time and again. Whether it is policing, council services or childcare, the Government cut the funding to public services and those who provide for our constituents, and then push those costs on to hard-pressed families, whether it is through increased council tax to pay for the police funding that the Government have cut or to cover their cuts to the core grants to councils, or passing on more costs to parents from the attempt to save money on childcare systems. Enough really is enough.

We should be aiming for a fully funded childcare system, with qualified and decently paid childcare professionals. It is an investment in our future. It will break down gender and class inequalities and will help foster happier and healthier families right across our country. I do not see why it is even a debate. I hope that the Minister will set out today what he will do to make it a reality.

I am grateful to my hon. Friend for adding that example from his caseload. I could tell many a story of people I worked with in Sure Start centres across the country who had similar tales to tell about having that stigma-free, confidential safe space in which their children could be cared for, but with other services wrapped around it. That was transformative for women’s lives, and it grieves me greatly to see them gone.

I have several questions for the Minister. I believe he is an honourable gentleman who wants the best for children and families across the country. I have asked Treasury Ministers and other Children’s Ministers—not this Minister—about funding for early years, and I have not really got satisfaction. There is a tendency for each to refer me to the other side. I raised early years childcare funding two weeks ago on the Floor of the House when the Education Committee presented its report on the subject.

I will ask the Minister a few questions. First, what will his Department do about the exclusion and complexity of the current system, particularly for women and lone parents, that other hon. Members have described? Secondly, what will he do about the difficulties for lone parents in getting childcare and its impact on their getting training and job interviews? That is critical for getting lone parents, who are often skilled but unable to work owing to childcare problems, back into employment. Thirdly, has his Department carried out a gender impact assessment of the current childcare system? Fourthly, has his Department assessed the impact of the system specifically on low-income families? Fifthly, has his Department had time to review the Select Committee report? It is not all about funding; there are related issues.

I plead with the Minister to consider what has been said today. The impact on families of high quality childcare that is free or affordable at the point of delivery is immense.

As ever, my hon. Friend champions the people of Bristol West and those in our society who most need help and are most vulnerable. Does she agree that the Department for Education could learn from what is happening in Wales? The Welsh Government announced yesterday a 30-hour offer and investment in 150 new or redeveloped childcare centres, to ensure that all working families benefit. It will not be based on income but on genuine need, which will be met via Government intervention. That shows the difference that a forward-thinking and progressive Labour Government can make.

I applaud the Welsh Government and I look forward to seeing the impact of that, which may have lessons for the UK Government.

I believe that, like the Labour party, the UK Government want to champion people getting into work. We are the Labour party—the clue is in the name—but the Tory party also says that it wants people to be in good quality jobs and to be able to do those jobs without constantly worrying about what is going on at home or about childcare, or about not being able to make it to childcare. I have heard that as a Whip, when people I am whipping say to me that they need to leave before a vote otherwise they will not be able to pick their child up from childcare. That is manageable as a Member of Parliament—just.

I urge the Minister to answer my questions and those of other hon. Members, and to recognise the economic and social value of free childcare to the entire country.

The hon. Lady makes a fair point. I am a pragmatist. I accept that schools in Stafford will receive less than schools in London, Birmingham or Stoke-on-Trent, but it should not be that much less. I accept that there are variations across the country that need to be taken into account, and that we cannot have an absolute hard and fast rule, but I also recognise the problems the Government face, because 650 MPs will be claiming to have special circumstances. We need to have some rules somewhere, but we also need some flexibility. Given that we all pay tax and national insurance at the same rate, certainly in England, it seems similar to the situation with healthcare. By the way, the discrepancies in healthcare are much, much greater— my clinical commissioning group has a discrepancy of £400 per head compared with some of the highest-funded CCGs in the country, and that is on a much lower level per head than education, so the percentage discrepancy is much greater. There should not be huge discrepancies in funding for public services. There will be discrepancies, but they must be modest and moderate.

I recognise the additional pressures that teachers and schools currently face, and I want to mention areas other than finance, because it is not all about money. The pressures include, for instance, the pressure of social media both on teachers and on students and pupils in schools and colleges. Teachers are sometimes anonymously attacked through social media, and they have to put up with stuff that we in this House are perhaps used to, but that they should not have to put up with in any way, shape or form.

I am glad that some schools in my constituency have taken to banning smartphones, and I think that ban should be universal in schools. President Macron, whom the Secretary of State for Environment, Food and Rural Affairs quoted in French earlier this morning, has a very good policy in which he proposes to ban smartphones from primary and middle schools in France. I think all schools should consider such a ban.

The hon. Gentleman might be aware that in recent weeks I have been leading an inquiry with the hon. Member for Hazel Grove (Mr Wragg) into social media and its impact on young people’s mental health. One of the things coming out of that inquiry is that many teachers have no training on how to use social media and on how young people interact with it. Parents and outside social groups also do not understand it. Does the hon. Member for Stafford (Jeremy Lefroy) agree there is a need for teacher training programmes, whether in Wales, Scotland, England or Northern Ireland, to focus on giving some sort of lessons in how trainee teachers can use social media for good, and how they can tackle some of the problems that social media causes in schools, too?

I entirely agree with the hon. Gentleman. He is absolutely right. Some of us here could do with training in the use of social media, because some of the things that colleagues on both sides of the House—I will not mention any names—tweet or say on social media are, frankly, outrageous and do not improve the quality of debate, but that is just my personal opinion. I would like us all to be a bit more positive. If teachers want to look for training, they should not look to the House of Commons to learn how to use social media unless we improve our own standards. I would welcome the approach he suggests, and perhaps the Minister for Apprenticeships and Skills could address that in her response.

Funding for 16 to 19 education has been particularly squeezed over the past few years. My right hon. Friend the Member for Harlow (Robert Halfon), the Chair of the Select Committee on Education, said in a letter to the Chancellor of the Exchequer a couple of months ago:

“It cannot be right that a funding ‘dip’ exists for students between the ages of 16 and 18, only to rise again in higher education. Successive governments have failed to give further education the recognition it deserves for the role”

it plays in addressing our problem with productivity—or words to that effect. He is absolutely right.

Young people of 16 to 19 are moving into the next stage of their life, and it is vital that there is no let-up in preparing them for an incredibly challenging, demanding world. The world is full of opportunities, but people need to have the skills and the background to take up those opportunities.

It is really great that all my best points are being taken. The Government say they are concerned about social mobility, but school uniform costs affect parents’ choices about which school they send their children to, irrespective of where they come not in the 11-plus selection but in the selection of schools. I thank my hon. Friend for that immensely important point.

I am a Welsh MP, and these issues are devolved to the Welsh Government. There is a different way of doing it. I urge my hon. Friend the shadow Minister and the Minister to look at what the Welsh Government are doing on school uniform grants. In Wales, a £1.7 million fund is available for children on free school meals. Parents can apply for a £125 grant, which can be spent not just on school uniforms but on sports kits, school trips and technologies. There are better ways of delivering, particularly for the least well-off children. If they are on free school meals, their parents can apply for that grant, which is worth up to £125. It is for reception children and children aged 11 who are going into year 7, so it is across the age range. I am sure my right hon. Friend would agree that there are better and different ways of supporting the least well off.

That is a particularly good one, isn’t it, Minister? The Prime Minister has told us that austerity is coming to an end, so she will want ideas about how to bring it to an end. Copying a proven model—we are not making up something that may not work—seems an admirable way to advance.

I am going to conclude, because the spokesman on our side—if I can still refer to him like that—has quite a bit to say, and we all wish to quiz the Minister. We have heard about the huge cost and about how arbitrary the 14-year cut-off point is. Will the Minister tell us when it was last reviewed? One person wrote on Facebook:

“Our son is 14, going into year 10, 6ft 4, size 12 feet, 48 inch chest!”

He has to have men’s shirts with very long arms so he can feel part of his school. It is very important that we get promises about improving the situation, not just for some but for all. There is a really important issue behind many of our contributions: we should be able to buy uniforms in many shops. For the many, not the few shops—that is what the policy should be.

The Minister should think about how he will lead us in approaching the Prime Minister. I say that in all seriousness, because we actually want to help him with this deadly serious topic. We want to help him with the instructions he will give to schools about, for example, costing their uniforms every year, getting supplies from standard suppliers, and the absurdity of the price for a games kit. If people want a uniform to be distinct, they should pick a colour that is commonly available and different from other school uniforms, rather than one that is available only from a single supplier.

I am really grateful to the Members who have turned up to the debate. We have been surprised by the number of letters, emails and phone calls that we have received. We have clearly just been through a horrendous period for parents, and I hope that they will not have to face that for another year.

It is pleasure to serve under your chairmanship, Ms Buck, as I have many times. I congratulate the hon. Member for Paisley and Renfrewshire North (Gavin Newlands) on securing this debate. Two weeks ago today, I made a speech on the Floor of the House explaining what happened to me. I was bullied to the point where I was hospitalised after a violent attack. I spent seven years from the ages of 10 to 17 being physically and mentally assaulted on a fairly regular basis in school. That ranged from being kicked down flights of stairs to being held against my will and left to mess myself, if you will pardon the expression, Ms Buck, on the side of a school football pitch as a 14-year-old. I suffered enormously with my mental health. That started at the age of 14 when I had what would be considered to be a breakdown and continued until the age of 17 or 18 when I left school. University became my salvation and a place of great relief—not everybody I went through academic life with was a bully.

I have spoken at conferences, on the radio and on television about the experiences I faced in school, but the reason I spoke about it two weeks ago was to try to highlight that there is life beyond being bullied. We have heard from hon. Members who have been bullied and about the work of my hon. Friend the Member for York Central (Rachael Maskell) on bullying in the workplace. I am firmly of the view that if someone is bullied in school, they move on—there is lots of evidence to confirm this, but I know as someone who was bullied—to struggle in terms of relationships. That is not just in physical relationships but in the workplace and in friendships; we are naturally fearful of a joke—not something deemed to be bullying, simply something that can be humorous. Over the seven years that I was bullied, even when people were just trying to have an element of friendship with me, it became too complicated and difficult to keep that friendship going.

As my hon. Friend the Member for York Central said about going into the workplace, if people are bullies and they have never been challenged by anyone speaking out, they do not understand that that sort of behaviour is unacceptable. It is not acceptable in schools but it is certainly not acceptable in the workplace. Since I made that speech, adults have emailed me saying, “I was never bullied in school, but I am now being bullied in the workplace. I do not know where to go or how to tackle it.” Obviously, I agree with my hon. Friend the Member for York Central about joining a trade union, but there is a real lack of understanding in the workplace that what to one person might seem to be a joke or a bit of light humour can actually be quite cold and calculated. That can cause all sorts of hurt in the workplace and indeed at home when people are having to deal with what has been said.

It is also deeply alarming how many young people from Scotland, Northern Ireland, England and Wales have contacted me to say, “Thank you for speaking out. This is happening to me.” People have emailed me to say that they have been sexually assaulted in school but the school is not dealing with it. After I said in a Radio 5 Live interview that I was frequently kicked under the school desk until my shins bled, young people in school emailed me to say that that happens to them once or twice in a month.

These things are horrific, and we need far more positive action from the Government and schools. Third sector organisations are fantastic and do amazing work, and I offer praise to the Minister, too, but this issue is not just the UK Government’s responsibility; we also need to work with the Scottish Government, the Welsh Government and the Northern Ireland Executive. I plead that we look at best practice for tackling bullying within institutions. I have had emails—the vast majority from people not in my constituency, but in other parts of Wales and large swathes of England—asking “Can you help?”, “Will you come and speak to my school?” or “Will you engage with our charity?” I will try to fulfil all those requests, but bullying has no borders; I have no doubt that the Minister understands that. No boundary between Scotland and England, or between England and Wales, affects how bullying works in schools.

The hon. Member for East Renfrewshire (Paul Masterton) described best practice in his council, and I have been told about schools in north Wales that are using Scandinavian models to tackle bullying. We must examine best practice from the UK, Europe and beyond to tackle the scourge of bullying. As I have said before, when offences are committed we do not tackle them enough through the law, nor do we give enough support and defence to young people being bullied. I am eager for cross-party working, not just through the all-party group, but through commissioning work from Ministers in the UK, Welsh and Scottish Governments, as well as in the Northern Ireland Executive once it is reconstituted and agreements are reached. We need cross-party working that engages with young people so that schools and Ministers understand what young people face every day.

The underlying theme of the emails I have received from young people has been that when they approach teachers, they are told that bullying is simply a part of life. I am not suggesting that that happens with matters as serious as sexual assault, but I have read emails from young people that say, “I tried to talk to a teacher, and they said ‘Oh, it’s simply part of growing up.’” These things are not part of growing up. As the hon. Member for East Renfrewshire said, suicide rates have increased among young people, particularly those who have been bullied. Bullying has social and mental health consequences for young people.

I praise the third sector. My constituency has a wonderful organisation called Stand Against Bullying; I march with its members every year. They did not know when I was marching with them that I had been bullied, so they were quite surprised to hear about my experiences. I know of many other organisations in the voluntary sector that also do amazing work.

We need more than just school bullying policies that no one checks. We need recording and reporting of what is happening to young people. I know I cannot insist on this to the Minister, but I hope we can work across Administrations to tackle bullying, examine best practice and learn from each other. Too many children are committing suicide, and too many children are in fear of going to school. I used to invent all sorts of reasons not to go to school until I became very unwell at the age of 14. We must do more to tackle the scourge of bullying.

I have compassion for bullies. They, too, need to be offered our support, because something deeply troubling must be happening if a young person thinks they can be abusive about sexual orientation or anything else. I was bullied for allegedly being gay, although I am not, and for being fat. I was bullied because I was simply the lowest common denominator for a group of boys and girls who felt that that those were suitable things to attack me for.

Bullying has no boundaries and no borders, no matter who or what someone is. Unless we tackle it, it becomes a problem in the workplace. As I said two weeks ago, part of the problem the House now faces is that if we do not challenge instances of bullying, people wrongly deem them to be acceptable. I am sure that the Minister will respond positively; I hope he takes my views on board.

I thank the right hon. Member for Basingstoke (Mrs Miller) and my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) for securing this debate. It is in sad circumstances, however, in the sense that we are a year on from when the right hon. Lady’s Committee made recommendations to the Government. Clearly, horrible and horrific issues have arisen this week, which makes it even more poignant that we are having this debate today. The issues in schools are the starting point for the systemic problem that we arguably have in this House and across various parts of society. It is not just in this House, but in business, local government and, I would argue, at every level of society.

I know, as I have already said to the Minister, that education is devolved to the National Assembly and is the responsibility of the Welsh Government, but this issue has no borders. It is a matter for the United Kingdom of Great Britain and Northern Ireland, for the European Union and for every country in the world. This violence or this stain, as it were, on our society is unacceptable across the world, and in my opinion, it has no boundaries.

For women in particular, the reality of sexual harassment and violence is first apparent in school. As a former cabinet member for children’s social care and education for four years in Wales, I fought for organisations such as Stonewall Cymru to come in and assess the impact of violence in schools on LGBT bullying and bullying generally, against the will of some teachers in senior leadership roles. To my mind, the academic year issue was quite poignant: I was up against those in certain schools who told me, “Oh, we couldn’t possibly do that until next September”, or “We cannot put in place your policy, Councillor Elmore”—as I was then. I was told time and again, “We cannot fit that into the curriculum because the curriculum plans have been written.” I fought against that for several successive years. Whatever programme I put in place to try to improve outcomes for bullying, assessments or whatever it might be, there was the constant issue of timetabling, with people saying it would not work because they had already written the timetable. That was a true failing of some schools, school leaders and school governors, who lacked the understanding of what was happening at the coalface in some schools across the United Kingdom.

The effects of sexual harassment on mental health and wellbeing are of course huge, and it leaves lasting scars on girls, as well as on some boys, when they later move into the workplace. Those who have committed what in my view are offences think it is acceptable in society to carry on doing so. I speak as someone who was never sexually assaulted in school, but I was horrifically assaulted in school to the point where I was hospitalised several times and received mental health support for what would be considered breakdowns at the ages of 14, 16 and 17. I know all too well the horrors of being attacked for supposedly, as it happens, being a homosexual, which I am not—and if I was, so what? That was the rationale for my being attacked the final time at the age of 17, when I was assaulted and hospitalised, which involved minor reconstruction to part of my face. I was assaulted in a friend’s home by seven school friends, based on the premise that I was—I shall keep this within parliamentary language—a gayer, and therefore deserved to be attacked as a 17-year-old boy.

Research published in “Psychological Science” in 2013 demonstrated that former victims of bullying in schools were more likely to have left school without qualifications and less likely to have friends. Again, this is a systemic issue: girls do not perform less well than boys as long as girls are actually treated fairly within education. It is a huge failure of all society that we have this ongoing problem. The NSPCC mentions abuse survivors. The idea that someone was abused as a child disgusts us. Nevertheless people survive that abuse, but it means that they may then have relationship difficulties and will not understand what it is to be in a loving, caring relationship. If a child understands that abuse is something that simply happens, they may expect it when they marry—perhaps they never marry, but when they form a relationship or whatever.

In the time remaining, I wish to touch briefly on work by the Welsh Government in encouraging schools formally to record cases of abuse. They started that last year, and for the first time in a number of years, schools in Wales are now recording cases to ensure that that is fed into Welsh Government information. The Welsh Government are also instructing schools to mark Safer Internet day, and to explain, for example, “These things can happen to you on social media, or with access to pornography”. Perhaps the Minister could consider those points and learn from the devolved Administrations.

The Welsh Government have also approached Women’s Aid when formulating the guidance that goes to schools. I do not suggest for one minute that it is all perfect and rosy and that the sun is shining—the sun often does shine in the valleys of Wales—but we can learn lessons from the education service in Wales, and we should look at that. Finally, I echo the calls made by the right hon. Member for Basingstoke about social media. As my hon. Friend the Member for North West Durham (Laura Pidcock) said, we must do more to hold social media companies to account—I have spoken about that many times in this Chamber. We must bring them to book, and the law must be changed to improve young people’s lives.

Yes, I certainly do. To see that, we only need see what the OECD said yesterday in its latest report on global education systems. Andreas Schleicher, its eminent director, once again gave a ringing endorsement of the sustainability of our higher education system and pointed out that the way we have been successful in sharing the costs of funding the system between individual students and the general taxpayer has enabled us to meet rising demand for higher education and to lift the student number controls, which have been holding back young people from disadvantaged backgrounds for so long.

I am grateful to the Minister for giving way—he has more courtesy than the Secretary of State. I am not arguing with what he is saying, but I wish briefly to talk about the Welsh system. What the Government are ignoring is the grant system the Welsh Government are introducing. It is a shame the Secretary of State could not have taken my intervention—I think this was something to do with being cowardly and ignoring the statement of what the Welsh Government are doing.

I am grateful to the hon. Gentleman for raising the issue of the Welsh model. Interestingly, it is a Labour Government in Wales who now have the highest tuition fees of any part of the United Kingdom; the Welsh Government will be having fees in the next academic year of almost £9,300, as compared with the £9,250 we are proposing. He mentioned grants, so let us turn to that issue. The cost of mapping over the Welsh system to England would be more than £5 billion, so I challenge Labour Members to say exactly where they are going to find that extra £5 billion, on top of the £12 billion they are already going to be spending to abolish tuition fees and the £100 billion they are going to need to find to wipe off the student debt. So let us perhaps not hear any more about the Welsh model.

Let us turn to widening participation, which has been one of the signal achievements of our reforms. Alongside incentivising improvements in teaching, the Government’s policies on student fees have allowed us to lift the student number cap, which is allowing more people than ever to benefit from a university education. The Leader of the Opposition, who has just joined us, stated in July:

“Fewer working-class young people are applying to university.”

I invite him to intervene if he wants to stick by that statement. Apparently, he does not. It was outrageous and false, and it is a disgrace that he has not corrected himself. In 2016, disadvantaged 18-year-olds were 43% more likely to go to university than they were in 2009 and they were 52% more likely to go to a high-tariff university. So his suggestion that young people are being held back if they are from disadvantaged backgrounds is patently untrue. The latest provisional data for 2017 show that the entry rate for disadvantaged 18-year-olds has increased again, to 20%, a new record high—

International Women’s Day is an opportunity to celebrate the amazing achievements of women around the world. I therefore want to begin by marking some of the great accomplishments of women from my constituency of Ogmore. Norah Isaac, who was born in Caerau, was one of the greatest 20th-century Welsh authors and a passionate advocate of the Welsh language. Norah’s accolades include being the first woman ever to be a head teacher of a Welsh medium school, and later, at Trinity College in Carmarthen, establishing the first ever Welsh drama department. Sian Lloyd, from Maesteg, is one the UK’s longest serving weather forecasters, after spending 24 years at ITV Weather. Aside from her meteorology work, Sian is also known for her charitable efforts, including her support for the Prince’s Trust.

The achievements of women have built our world to what it is today, but unfortunately so many women are supressed and limited by a world that still favours men. I want to encourage each and every male Member of Parliament to use the platform that we have been given to highlight that injustice. It is our duty in Parliament to highlight injustices, and one of the greatest injustice that remains in the world today is the barriers preventing women from succeeding.

The situation for women in the UK should embarrass us all. In the workplace, according to the Opportunity Now campaign, for every £1 a man earns, a woman earns 81p. One in 10 women have experienced sexual harassment at work, and over half of tribunals involve some form of sex discrimination against women. There are unfair pressures on women that men simply do not face in day-to-day life. For example, one in five women are carers, and they can face even more significant difficulties balancing work life with other responsibilities.

On a global level, only five countries have gender pay gaps below 10%, and some have a disparity of close to 40%. Internationally, only 1% of land is owned by women, and only a fifth of managers are women, in all walks of life and professions. Progress is being made, but in my opinion the speed is far too slow.

I passionately believe that men must be far more vocal on these injustices. Ultimately, the fight for gender equality should be led by women. However, as allies in the fight, we male Members of Parliament must use the platform that we have been given to highlight the injustices.

I want to focus for a moment on the scale of femicide in the UK. In December I raised in this Chamber the femicide census published by Women’s Aid and nia. The report details the cases of nearly 1,000 women in England and Wales who have been killed by men since 2009, demonstrating the absolute worst product of sexism in the UK. It showed that the majority of women killed by men are murdered by their former or current partner, in what the report says is often “the final act of control” in an abusive relationship. Following the release of those data, Women’s Aid and nia called for long-term funding of specialist domestic abuse and sexual violence services, as well as additional funding for specialist projects for women to exit prostitution. The partnership also called for a specific recognition that post-separation is a significantly heightened risk period for women leaving abusive relationships.

That report and the subsequent recommendations were published on Wednesday 7 December. The following day, in this Chamber, I called on the Government to make a statement on what they will be doing to put a stop to any more women being killed at the hands of men through domestic violence. I am disappointed to say that, 12 weeks later, there has been no public response from the Government on those recommendations—I am happy for the Minister to correct me if that is not the case.

I am pleased by the action being taken by the Welsh Government down the road in Cardiff Bay. The Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015 improved the consistency, quality and join-up of service provision, introduced a needs-based approach to developing strategies that will ensure strong strategic direction and strengthened accountability, and worked to promote the awareness of, and to prevent, protect and support, victims of gender-based violence, domestic abuse and sexual violence. Since the Act became law, the Welsh Government have consistently looked for new ways of tackling domestic violence.

I started my speech by naming two women who are famous for their accomplishments in various fields of expertise. I will end by paying tribute to the many women in my constituency, and probably in every constituency, who frankly are the lifeblood of our communities, be they the women who run the football clubs, the youth clubs, the scouts and the guides, or the business leaders, the managers, the public servants and the entrepreneurs, and all the women who hold public office, in this Chamber and every council and Assembly Chamber across the land. Their leadership is vital, their achievements are many and, frankly, they do a damn sight better job, often with more complex lives, than many of the men I know who do it.

On Tuesday, we launched a consultation on the proposals to widen the support available to people under the Help with Fees scheme, following the completion of the employment tribunal fees review last year. However, it is also important to point out that ACAS has seen the number of people who are able to sort out their differences via mediation go beyond 80,000, and I think a number of people would be much happier going back into the workplace they have come from having sorted out their problems through mediation rather than tribunals.

This week marks the start of LGBT history month, and, of course, we all celebrate the great achievements the LGBT community has given this country. However, hate crime against the LGBT community remains far too high, with Stonewall saying that one in four LGBT people hide their sexual orientation. Will the Minister take urgent action to tackle that, first by increasing the sentences for those who commit hate crimes against LGBT people?

We do have a lot to be proud of, and the UK continues to be recognised as one of the most progressive countries in Europe for LGBT rights, but the hon. Gentleman is absolutely right that we must not rest on our laurels. We must make sure that anybody who attacks anyone on the basis of their sexual orientation is brought to justice. LGBT history month is a fantastic opportunity to celebrate and recognise the contribution that gay, lesbian, bi and trans people have made to British history, British society and British culture.
