Commons ChamberOnline abuse and hate towards women is completely unacceptable, and no one should have to experience threats to their safety or abuse online—and even offline. Under our groundbreaking online safety legislation, companies will need to take swift and effective action not only on illegal content, but on legal but harmful content, including abuse and hate speech.
Involuntary celibate groups—incel groups, as they are known—are increasingly on the rise. This online community understands society to be hierarchised along the lines of sexual attractiveness, and these misogynists blame women for their own lack of status and for forcing them into involuntary celibacy. The harbouring of hate and resentment towards women has manifested itself in a spate of deadly terrorist attacks across the Atlantic, with at least two cases of terrorism here in the UK motivated by incel ideas. Will the Minister commit to having discussions with the Home Secretary to identify, and proscribe where necessary, any forms of this deadly misogynist hate group? Moreover, as most of this hate occurs online, can the Minister tell us what steps the online harms Bill will take to end this online abuse against women, when it will be introduced and when its measures will take effect?
I pay tribute to the hon. Lady for the work that she is doing to call out online abuse. She is absolutely right: there is no place for this sort of behaviour online. The online harms Bill will make much clearer the links between what online companies say they do and what they actually do, and women will be better supported to report abuse and should expect to receive appropriate, swift action from the platform. In addition, we have sponsored the Law Commission review on harmful online communications, looking at whether the law needs to be tightened around this issue; that will be reporting back shortly.
My right hon. Friend is absolutely right to draw attention to this issue. As part of its review of harmful online communications, the Law Commission is considering offences around the sharing of intimate images, including things like cyber-flashing, which she mentioned, and is looking to identify whether there are any gaps in existing legislation. It will publish the results of the review very shortly, and we will consider them all very carefully.

Commons ChamberThere has been a worrying rise in the amount of abuse, harassment and intimidation online, and women are often disproportionately targeted by such abuse. It is completely unacceptable and, in fact, impacts individuals’ rights to participate online. We set out robust measures to deal with this in the online harms White Paper and will be publishing a full Government response to this later in the year.
I am glad that the Minister recognises this point. Almost one in two women report experiencing online abuse since the start of covid-19. However, the Government have delayed the draft of the online harms Bill until, I understand, the end of 2021. Legislation is clearly needed now, so when will the Government bring the Bill forward?
I am afraid that the hon. Gentleman is misinformed. We are absolutely committed to making the UK the safest place to go online. The online harms White Paper will set out how we are going to make world-leading legislation. We intend to publish that before the end of the year and the legislation to follow at the very beginning of next year.
Appropriately, a question on sport as I sprint to the Dispatch Box.
We remain committed to supporting our young, female and disabled Olympic and Paralympic athletes through this very difficult period. We continue to work with UK Sport to ensure that athletes are assisted and supported in their preparation for the Tokyo games and beyond to Paris 2024.
Does the Minister agree that this kind of investment will establish role models, which will encourage people to get active in their own communities?
I welcome the hon. Gentleman to his new role as the spokesperson on digital, culture, media and sport. He asks his question on a very appropriate day as today is National Fitness Day. He is absolutely right: if you can see it, you can be it. We want to inspire the next generation of young people to get physically fit and active not only for their own physical health, but for the mental health and well-being that it brings.

Commons Chamber1. What steps the Crown Prosecution Service has taken in the last two years to ensure that prosecutors are able to prosecute stalking and harassment cases more effectively.
The Crown Prosecution Service has taken a number of steps recently to ensure that that can happen. A joint police and CPS protocol on stalking was launched in September last year, and CPS legal guidance was revised to reflect that development. In addition, prosecutors have been given training on the new stalking offences.
Can my hon. and learned Friend confirm that stalking and harassment online is taken as seriously as other forms of such behaviour?
Yes, I can confirm that. Recent changes in the law that were introduced by the Criminal Justice and Courts Act 2015 will make it easier to prosecute those serious cases by extending the time limits on summary-only communications offences, and by allowing cases covered by section 1 of the Malicious Communications Act 1988 to be dealt with in the Crown court.

Commons ChamberI will look carefully at what the hon. Gentleman has said. The Stormont House agreement includes a set of measures and proposals to try to deal with the issues of the past in a fair and accountable way—perhaps this is one such issue that could be dealt with in that way.
Q13. In Gosport we have a proud history of supporting the armed forces, and the recent £420 million contract to service the Chinook helicopter fleet will help local companies such as Vector Aerospace to preserve those links. With that in mind, will the Prime Minister reassure the House of his commitment to defence spending, the defence industry, defence procurement and defence jobs?
I can certainly make that commitment. We have said that the £160 billion equipment programme over the next decade is fully protected and will grow in real terms, and I have recently been to Portsmouth to see for myself the new docks that are being put in to welcome the Queen Elizabeth aircraft carrier, and the massive investment that will go into Portsmouth for ship servicing. My hon. Friend’s constituency will benefit from the Chinook contract—a new order of Chinooks pumping money into our defence industry and leading to the training of apprentices, jobs and livelihoods for many years to come.

Commons ChamberThe hon. Gentleman is, of course, right on the figures. When we came into office there were only three pits left and none of the 170 he mentioned had been reopened, although there was a long period of Labour government during which that could have happened if the economics had been as he describes them. We have been actively involved in the case of these three pits; we have no wish to see a sudden closure and mass redundancies, and we continue to talk to potential commercial parties about it.
Businesses in my region really welcome proposals in the Small Business, Enterprise and Employment Bill on prompt payment. However, £46 billion is currently owed to businesses in the UK—that is an increase of £10 billion on last year’s figure—so as the Bill goes forward will Ministers consider making the code even tougher and broadening it to more companies?
The hon. Lady is right to say that, particularly given the overall problems with access to finance for small and medium-sized companies, the issue of late payment is crucial and that this is happening on a massive scale. We will, in the course of this Bill, be making it much more transparent how larger companies, in particular, make their payments—we will be helping small companies in that way. I am happy to look at how we can strengthen the code, and indeed we are talking to the Institute of Credit Management about how we can do that.

Commons ChamberI was listening to the exchanges before I came in for Prime Minister’s questions, and it seems to me that a concerted lobbying campaign is being run by the trade unions, who have mysteriously managed to convince Member of Parliament after Member of Parliament on the Opposition Benches to raise this problem. We all know what is going on—they do not want the trade unions brought within the law; they want the trade unions to go on spending millions after millions trying to alter an election campaign, rather than having them properly controlled by the law. That is what the lobbying Bill is about.
Q4. The UK economy is set to benefit from around £50 million by hosting the epic Clipper round the world yacht race, which kicked off this week. Will the Prime Minister come to Gosport to see for himself one of the UK’s top marine and sailing hubs, and personally congratulate Clipper Ventures, which is literally flying the flag for Britain’s tourism, trade and watersports?
My hon. Friend is absolutely right. I have seen a model of this incredible vessel and I join her in welcoming the fantastic contribution that Clipper Ventures makes to the British economy. It was great to see the race leave London for the first time, and even better to see that the flotilla was led by a British boat and superbly supported by the great campaign. I will certainly take into account my hon. Friend’s kind invitation to come to Gosport, and I wish Sir Robin Knox-Johnston well, and all those taking part.

Commons ChamberIt is under this Government that we have given over 20 million people paying the basic rate of tax, particularly those on low incomes, a significant tax break so that they keep more of the money they earn. It is under this Government that we are taking close to 3 million people out of income tax altogether by raising the starting point at which it is paid to £10,000. It is under this Government that for the first time ever, from this September, two-year-old toddlers from the poorest families will get 15 hours free pre-school support. Relative child poverty is now at its lowest level since the mid-1980s, and the proportion of children living in relative poverty was lower in the past two years under this Government than it was in the last two years under the hon. Gentleman’s Government.
Gosport schools receive pupil premium funding, particularly because there are so many children from armed forces families. Does the Deputy Prime Minister agree that that underlines the Government’s commitment to education as one of the keys to improving life chances?

Commons ChamberI am grateful for the opportunity to contribute to the debate, although regretfully it is to express my opposition to the Bill. It is a pleasure to follow many of my hon. Friends who, despite their considerable loyalty to the Government, feel compelled to reject this piece of political vandalism. They have eloquently outlined the numerous faults in this ill-conceived Bill and I shall add briefly to their arguments.
The Bill contains rushed, illogical and poorly constructed proposals which bring no discernible benefit to Parliament or to the nation. I am struck by the arrogance of the Bill’s proponents who, neglecting the relative brevity of their place in the long history of Parliament, seek to force through a Bill with unknown consequences for the future governance of this country. Constitutional change stands apart from other legislative Acts, and to seek to limit the time spent debating such significant and irreversible change is an insult to this Parliament, and could be seen as an attempt by the Bill’s proponents to force through what they must know to be at best unjustified, and at worst indefensible, change.
Surely the supporters of the Bill have recognised the weaknesses of the arguments that they advance. They must acknowledge, for instance, as already mentioned on many occasions today, the fallacy of suggesting that senators elected for a single 15-year term, with no chance of re-election and no chance of entry to the Commons or of deselection, will be accountable to the electorate. Even hon. Members who passionately support the creation of a fully elected House of Lords must see that for the half-baked illogical muddle that it is, creating powerful and in reality unaccountable senators cloaked by the illusion of accountability.
In the light of the Bill’s multiple flaws, one has to wonder what motivates support for this reform. It would be of little credit to hon. Members, for instance, if a Bill of such scale and magnitude were to pass simply as some grubby trade-off for boundary reform. I hope Members across the House will act not on short-term interests, but with a mind to the enduring consequences of reform, for I strongly doubt that in years to come the creation of an expensive, unaccountable and constitutionally unbalanced House of senators will be seen as much of a legacy for this Parliament, and it is certainly one with which I would not wish to have my name associated.
I want to talk about what I believe would be lost if the Bill succeeds. I remember that one of the first events that I hosted in Parliament was as the newly elected Chair of the Navy group of the all-party group for the armed forces. Coming from a Navy family and a Navy constituency, I thought I was quite safe in my knowledge of the subject, until I realised that at that dinner I would be joined by three former Secretaries of State for Defence, two past Chiefs of the Defence Staff and a former First Sea Lord. I believe that 17 Lords previously held one or more of these roles and bring an incomparable level of knowledge and experience of our armed forces to the upper House.
That pattern is replicated throughout the Lords, with experts from medicine, law, diplomacy, MI5 and MI6, charities, business, the arts and many other fields. They bring an unparalleled wealth of expertise and experience, and as the Mayor of London said, despite what might be described as their more mature exterior, they bring a depth of wisdom that allows them to see even the most minor flaws in the legislation which it is, after all, their job to scrutinise line by line.
My hon. Friend is making an incredibly powerful point about the difference between this place and the other place—that in the other place, in order to win the vote, one has to win the argument. That is not always the case in this Chamber.
My hon. Friend makes an excellent point. After speaking to many Members of the House of Lords, I know that most would not dream of putting themselves forward for election. After, in many cases, a lifetime of experience, working their way to reach the very top of their chosen field, why would they submit themselves to what is, in effect, a popularity contest? They will not, and their experience and knowledge will be irrevocably lost.
It is a great sadness to me that there seems to be a generation of MPs who have never worked in anything other than politics, yet who now presume to sweep aside people with decades of hard-earned experience in their chosen field, to replace them with party political favourites. As a Conservative and as a reformer, I acknowledge that the House of Lords is in need of change to cut down the size, to weed out the cheats and criminals, and to introduce a more independent process of selection, but all that can be done without recourse to this ill-conceived, unwelcome and damaging reform Bill. It is therefore with a heavy heart that I urge hon. Members to vote against the Government and to reject the Bill.

Commons ChamberGift aid and all matters relating to tax are a Treasury matter. My hon. Friend will be aware that gift aid is under constant review, and in the 2011 Budget some welcome initiatives were brought in to make gift aid easier to claim for small charities and small donations.
8. What recent assessment he has made of the work of the behavioural insights team.
The team is headed by a steering board which is chaired by the Cabinet Secretary. In September 2011 the team published an annual update of its first year, and a two-year sunset review will be conducted by the board in summer 2012.
What financial saving does the Minister estimate has so far been made by this initiative?
The team does some very interesting work on encouraging behaviour to change in cost-effective ways. If my hon. Friend looks at the annual report, she will see some good examples. For instance, by slightly changing the wording in letters sent out by Her Majesty’s Revenue and Customs to self-assessment taxpayers who owed money, the team increased payment rates from 68% to 83%, which is estimated to lead to savings of £30 million a year in administrative and court costs if rolled out across the country.
T7. What assessment has the Minister made of last year’s National Citizen Service pilots?

Commons ChamberLet me take the hon. Lady’s question in two halves. She is entirely right about the scandal of the PIP implants. The Government have made it absolutely clear that we will offer every one of those women a free consultation and ensure that we do everything we can on the NHS to help them. It is an absolute scandal, and the private clinics that carried out those operations should feel the maximum pressure to undo the harm that they have done.
On the issue of greater competition and choice within the NHS, I think the hon. Lady should listen to past Labour politicians who have themselves said that actually, greater choice, greater competition and the involvement of the private sector can help to raise standards in our NHS system. That is why we should support it.
Q10. The threat to shipbuilding jobs at Portsmouth dockyard places a question mark over not only 1,500 livelihoods at BAE Systems but 32,000 jobs in the wider regional supply chain. I know that the Prime Minister shares my concerns about that, but will he commit to do all he can to protect that site, where they have been building warships for more than 500 years?
My hon. Friend is absolutely right to speak up for Portsmouth, for her constituents and for shipbuilding. BAE Systems has not approached the Government with any proposal to rationalise shipbuilding in the UK. As far as I am aware, no decisions have yet been taken by the company. On this Government’s commitment to the Royal Navy, we are building the new frigates, the global combat ship and the hunter-killer submarines. We have plans for replacing Trident, and plans for aircraft carriers are well under way. That is a major punch for the Royal Navy, which I strongly support.
