Tewskesbury is characterised by its waterways, and most commonly known for its propensity to flood. It floods because, from north to south, the western boundary is the River Severn, and the River Avon also flows into Tewkesbury town. Tributary waterways course across the constituency. I will return to flooding shortly.
According to The Guardian, among other sources, the River Avon is one of the worst-polluted rivers in England. There were 6,573 sewage spills in 2023, registering the River Avon as the third most-polluted river in England. In the same year, sewage was released into the River Severn for more than 30,000 hours across 3,057 spills, registering the Severn as another of the worst-polluted in England and Wales.
Since the general election, I have been working with Tewkesbury Friends of the Earth and Safe Avon, two dedicated groups of local environmental campaigners. In November 2024, I joined both groups at the Abbey mill in Tewkesbury to draw water samples from the River Avon. The samples we recovered tested consistently with the findings they have been recording since June 2023: they contained very high nitrate pollution and high phosphate pollution. Such levels of those pollutants stimulate algae growth, which absorbs the oxygen in the water and suffocates wildlife.
The pollution levels are also dangerous to people. Please take a moment to consider what it is like for thousands of my residents whose kitchens, dining rooms and living rooms are swamped with this filth on an annual basis. Severn Trent Water’s chief executive officer was paid £3.2 million last year, while my residents’ water bills are due to rise by 40%. To add insult to injury, the Environment Agency awarded Severn Trent its highest grade for environmental performance. That, in and of itself, is a scandal.
The Liberal Democrats want to stop overseas shareholders drawing money out of private water companies that are already struggling to stay solvent. Rather than nationalise these companies, we want to see them turned into public benefit companies. I call on the Government to prevent CEOs from drawing huge bonuses while this scandal continues, and to fine them according to the mass of sewage discharged.
My constituency is the beautiful, historic town of Shrewsbury, and we are famously surrounded by what we affectionately call “the loop”—the River Severn. In the past, we enjoyed the benefits of having such a beautiful, natural resource flowing through our town centre; it is fabulous for tourists and other people who enjoy walking along its banks.
However, after the last 14 years of illegal sewage dumping by Severn Trent Water, to which the last Government turned a blind eye, we have been left with a toxic, filthy river that poses a health risk to my residents. Our abundant wildlife has declined, our annual fishing contest has been cancelled and infection rates of diseases such as E. coli are on the rise among wild swimmers, paddle boarders and rowers. That affects our tourism industry and local businesses, as well as the quality of life for our local residents.
The huge volume of sewage dumped in our river by Severn Trent Water arrived not just through the 32 sewage outflows in our town centre, but, far more worryingly, through manholes on the pavement of our river paths. Sewage outflows are monitored, but manholes are not. Families, schoolchildren and dogwalkers have to wade through human excrement, sanitary products and wet wipes.
This disgraceful state of affairs is completely untenable and must be tackled urgently, so I wholeheartedly welcome the Water (Special Measures) Bill, which this Labour Government have brought so quickly to the table. It will ensure the increased accountability of private water companies so that they step up in their responsibilities to invest in the infrastructure that will better manage the sewage, rather than allowing it to pollute our watercourses.
In Shrewsbury, as in most constituencies, much of the scrutiny work is carried out by my local volunteer campaign group Up Sewage Creek—a brilliant group with a brilliant name. It recently raised its own funds to purchase more water testing kits so it can prove the impact of the overflowing manholes, which, as I said, are not already monitored. Many of my campaigners have become so frustrated that they are now pushing for nationalisation, and I understand their frustration.
Will the hon. Lady join me in celebrating the activities of local campaigners who do so much to bring this scandal to light?
As I was saying, many of my campaigners have lost all confidence in those water companies. Although I understand their strong feelings, especially given that Severn Trent Water has given out large bonuses and is about to increase our bills by 46%, I also recognise that the Water (Special Measures) Bill will do exactly that: it will put the water companies into special measures. It puts them on notice by scrutinising them and pushing them into corrective action with transparent governance scrutiny.
I would go further still, so my message to the water companies is that this is their last chance saloon. All eyes are on them, and the water commission will look at alternative governance mechanisms. Both for my wildlife and the health of my residents, time is running out.

Commons ChamberI will address the water review in a moment. I am pleased that the Government are finally looking at this issue in detail, and crucially, as the hon. Member says, consulting, which is so important.
As I said, I have lost count of the constituents who have told me that they have stopped swimming or surfing in our oceans for fear of getting sick from the contaminated water. Imagine the immense effect of that on our tourist industry in Cornwall and the south-west, which has been the envy of the country. Sewage spills are wrecking not only our health but vital local businesses. Surfers Against Sewage has reported large increases in reports of people getting ill after entering the water. In the year to September 2022, there were 720 reports, double the number in the previous year. By September 2023, the number had rocketed to 1,924. It was with a certain amount of trepidation that I went surfing at Summerleaze beach in Bude just days before the election—not just because my right hon. Friend the Member for Kingston and Surbiton (Ed Davey) was standing next to me in a wetsuit and I wondered what stunt awaited me, but because there were visible signs of a sewage dump from earlier that day.
It is not just our beaches that bear the brunt of sewage dumping but our rivers. Just today, Natural England confirmed that the River Camel remains in an unfavourable condition, and Cornwall Wildlife Trust cautioned me just this afternoon that our ecosystems and species are in grave danger if we do not urgently put a stop to this.
My constituency is a little further north but still in the south-west. I recently spent an afternoon with some environmental campaigners in Tewkesbury, testing and recording samples from the River Avon for nitrate and phosphate pollution. The amount of pollution was found to be very high in the former and high in the latter, consistent with their findings since June 2023. Does my hon. Friend agree that it is time to put environmental experts on water company boards to hold them to account and ensure that environmental concerns take precedence in the boardroom?
I do agree with my hon. Friend—I am starting to wonder whether hon. Members have seen my speech because I was coming on to that.
How do we end this scandal? Despite the results of the parent company of South West Water, the Pennon Group, for 2023-24 showing that the group’s revenue had increased 10% to £908 million, largely thanks to higher customer bills, very little of that was spent on much-needed infrastructure upgrades. To add insult to injury, the company recently announced that South West Water bills will rise by a staggering 22% by the year 2030. A copy of Pennon Group’s five-year business plan to 2030 seemingly describes the state of our waterways in a parallel universe. On page 27, under the heading “Bathing water quality”, reference is made to
“delivering improvements at bathing and shellfish waters across the region, to maintain our 100% bathing water performance.”
A quick glance at the company’s own WaterFit sewage app shows there to be sewage dumping at multiple beaches across Cornwall and the south-west region today, and quite likely as I speak.

Thank you, Sir Christopher, for chairing this important debate on flood preparedness in Norfolk. I congratulate my hon. Friend the Member for North Norfolk (Steff Aquarone) on securing this debate and on his excellent speech highlighting the many challenges to flood preparedness in Norfolk and across our region. Indeed, I congratulate all hon. Members from Norfolk and our region, and from other places in the country, on their speeches and the points that they have made. I draw Members’ attention to my entry in the Register of Members’ Financial Interests, in which I note that I am a member of East Cambridgeshire district council.
This debate highlights the region’s ongoing struggles with flooding, which are compounded by its low-lying landscapes and extensive waterways, and the impacts of climate change. The area’s rivers, broads and coastline are rightly cherished. When managed well, they mitigate and reduce flooding, but when under-managed they contribute to significant flooding risks. This issue, which has existed for centuries, requires sustained, co-ordinated efforts to prevent further damage, but without adequate long-term funding, local authorities and agencies are unable to implement effective long-term solutions.
Many Members have raised their constituents’ personal experiences, including the substantial financial losses faced by local businesses as a result of flood damage, and the stress facing people at risk of flooding. They have highlighted systemic issues, including the limited funding for agencies, which is allocated on an annual basis, preventing them from planning long-term projects. This debate stresses the need for a number of changes in Government policies, such as moving to multi-year budgets for flood prevention efforts and closer co-ordination between responsible bodies.
The fragmented approach to flood management, with responsibilities spread across various councils and agencies and some private individuals, is another significant barrier. Members have pointed out the inefficiencies and lack of co-ordination, calling for a more unified approach, much like that of the Ministry of Infrastructure and Water Management in the Netherlands. We have even heard that Norfolk county council, despite being the lead flood authority, faces the absurdity of crafting detailed flood prevention plans without the financial backing to implement them.
The difficulties faced by local farmers, who struggle to access flood relief funds because of confusing and restrictive criteria, have also been raised today. Farmers already operating with slim profit margins face further hardships as flooding damages their crops or even prevents planting or harvesting.
Beyond the financial and logistical challenges, the mental health impact of flooding is significant. The constant fear of future flooding takes a toll on residents and on the workers involved in flood management. I share Members’ calls for more holistic support for both flood-affected communities and the people working to mitigate these issues.
As we have heard, the last Conservative Government slashed flood protection plans for homes and failed to invest in flood defences, leaving communities to fend for themselves. The Liberal Democrats are calling on the Government to bring forward £5.2 billion of flood defence spending to ensure that flood defences are built more quickly, and to ringfence funding allocations for flood risk management that works with nature.
It heartens me to hear Members across the House acknowledging the impacts of climate change on flooding in our constituencies. Will my hon. Friend join me in asking that the Government’s national planning policy framework accounts for areas prone to flooding, keeping our remaining floodplains undeveloped?
I agree that we need to make sure that as we are planning and building, we take flood risk into account and ensure that we are properly mitigating it.
In her 2024 autumn Budget, the Chancellor committed £2.4 billion over the next couple of years for flood defences, but she added that significant funding pressures on this Budget meant that it would be necessary to review the plans for 2025-26. It is crucial that this funding is committed in the long term to allow communities to create sustainable flood preparedness plans for years to come.
The Liberal Democrats support the Climate and Nature Bill, which was introduced by my hon. Friend the Member for South Cotswolds (Dr Savage), because it will restore the natural environment through the large-scale restoration of peatland, heathland, native woodland, salt marshes, wetlands and coastal waters. That will absorb carbon, protect against floods, improve water quality and protect habitats. The Liberal Democrats would also implement new planning powers to require sustainable drainage systems to be installed.
