Commons ChamberI am grateful to my hon. Friend for raising this case, and pleased that Mariam Ibrahim and her family have now been released. They are currently staying at the US embassy in Khartoum. The British embassy in Khartoum continues to follow the case closely and is in close contact with the defence team. We continue to raise our concerns about this case and the broader human rights situation in Sudan with the Sudanese authorities, including with a recent delegation of Sudanese female MPs whom I met. We will continue to work bilaterally and in international forums such as the UN to tackle violence and all forms of discrimination against women.
Ministers are right to draw attention to the appalling sexual violence faced by women and girls in conflict, but we also have responsibilities when women seek sanctuary in the UK. Will the Minister set out what action is being taken following the serious allegations and concerns about operations at Yarl’s Wood detention centre?
The hon. Lady is right, and it is important and extremely welcome that the Government set up last month’s global summit. Those who seek asylum in the UK need to be offered protection, and the Government are committed to making our asylum system more gender sensitive. We have made significant progress, including putting in place new enhanced guidance supported by high-quality training for all decision makers. Women who seek asylum can request a female interviewing officer and interpreter. They can also bring a friend with them to interviews to provide emotional support if needed.

Commons ChamberThe hon. Gentleman raises an important point. There is a heroic army of grandparents out there providing that much-needed support within families to ensure that those really struggling with the cost of living crisis can still be in work, but unfortunately some people do not have that luxury. There are an awful lot of people who cannot rely on that support and who find the current cost of child care too prohibitive to go to work or find that, despite working all hours, they cannot put food on the table.
While it is right to recognise that families will decide on the best ways of making arrangements and that grandparents and other family carers have an important role, do not children from the most disadvantaged backgrounds benefit the most from having access to formal child care, whether in a nursery or with a childminder? That gives them the best start in life and we need to do more to target families from the most disadvantaged backgrounds so that they can access child care.
My hon. Friend raises an important point. There is a multitude of reasons why we should support parents and enable those who want to work to do so, one of which is the benefits for children of being in that child care setting. That is why Labour has made one of our key pledges—and we call on the Government to take it up in this Budget—to extend the free child care that is available for three to four-year-olds. We call on the Government not to wait until 2015, but to do it now and to pay for it through the increase in the bank levy that we have suggested and which the Government should take up—or at least they should certainly undertake the review we are calling for today to look at the viability of that in this year’s Budget.
The hon. Member for Suffolk Coastal (Dr Coffey) is right: we have discussed these matters at length before. Quality is important, and although the number of childminders has fallen in the past, if we want children to be properly looked after in a child care setting, we must ensure that setting is of the highest possible quality. Unfortunately, some childminders were not able to provide that high-quality care and did not want to continue. We are talking about the most vulnerable children who need high-quality care. Childminders who felt that they were not able to offer that any more and did not want to go through the Ofsted registration process might have been one reason behind that fall in numbers.
My hon. Friend makes a powerful and heartfelt point and she touches on an important issue. We are talking about the quantity of child care that is available and the cost of that child care, but we must always factor in quality too.
I should point out to the hon. Gentleman that it would be wrong not to acknowledge the great strides forward that were made in child care in the 13 years of the Labour Government. For the first time, child care was taken seriously as a matter for Government. In the past, it had been regarded as a private family matter, but it is not; it allows women to play a full role in the economy. Perhaps he could acknowledge that in those 13 years many good things happened that supported women back into work and allowed children to take up these places.
I am a generous person, I hope, and I recognise that there were benefits, but we have to look at the history. Let us go back to 1990, when the then Chancellor, John Major, introduced the policy that meant employees would not be taxed on the benefits they received from using a nursery or play scheme provided by an employer. Perhaps the hon. Lady would like to intervene to recognise the benefits of his proposal. He set in train a process to allow more affordable child care by ensuring that the tax system recognised the need to give benefits, in particular, to women who need to be out and working and to have affordable, accessible child care.
I will make a brief contribution and put on record just how much progress was made under the previous Labour Government. Child care was previously regarded as something for families to deal with on their own. When Labour came to power in 1997, there was no guarantee that children had access to a nursery place. In many areas, nursery school provision was such that there simply were not the places available even when children wanted them. We should also remember the Sure Start children centres and all the work that went into them. It is important to acknowledge that a major transition was made. The fact that we are debating child care here today shows just how much progress we have made.
I recognise that Government Members want to deal with this issue. It is just unfortunate that the measures they are talking about will not come into force until after the general election, if they were to be re-elected. That is disappointing because families in my constituency need help now.
Families across the country are facing a reduction in the number of places at the same time as costs are rising. Those of us with children know just how difficult it can be to find child care that meets the needs of families now. As has been pointed out, we in this House are very fortunate in having the luxury of being in well-paid jobs that allow us to make choices, but for many of my constituents who work shifts or who are on zero-hours contracts or have insecure employment those choices simply are not available.
We have had an interesting discussion about the role of informal child care, with some useful points being made on both sides. Many families, mine included, rely on grandparents and other friends and family to help out, and they provide invaluable support and play a very useful role. I do not in any way denigrate that support, but children from the most disadvantaged backgrounds benefit the most from having access to high-quality formal child care.
When I visit nurseries and primary schools in my constituency, it becomes clear just how important for their development it is that children are given the best start in life and have access to early years child care. That enables their vocabulary to develop and gives them access to a whole range of different experiences that sometimes are not available in the home for one reason or another, whether it be poverty, domestic violence or mental health.
We have a long way to go on this issue. Labour’s policies are on the right lines. This is a sensible new clause, and I hope the Government will take action now to help families, rather than waiting until later. Families need action now.
It is a pleasure to serve under your chairmanship, Mr Amess, and I thank all Members who have spoken in this debate. After a rather partisan opening speech, the debate improved and we had a genuine discussion of views, which will no doubt carry on throughout the Committee stage of the Finance Bill. We will also be able to discuss child care measures in greater detail later in the year.
I take on board the comment of the hon. Member for Hackney South and Shoreditch (Meg Hillier) that there is a certain irony in the fact that all of us in the Chamber debating this matter today have children yet we are discussing this rather than spending time with them. If my son were here at the Dispatch Box, he would be very opinionated and have plenty to say on the subject of what I get up to, and I suspect that applies to the children of other Members.
New clause 1 asks the Government to conduct a review of the affordability of child care, but while Opposition Members are proposing yet another review, this Government are taking action, and have taken action, to address the rising costs of child care faced by families.
Before I address the Opposition new clause, let me briefly set out this Government’s approach to supporting parents with their child care costs. As the hon. Member for Hackney South and Shoreditch said, we on this side of the House believe in the importance of flexibility. We do not want to prescribe any further the number of hours that families should have. We want there to be full flexibility, and that is one of the advantages of the tax-free child care provisions this Government are suggesting. Parents and families will be able to build up credits in accounts and will then be able to spend them in the way that suits them best.

Commons ChamberI am grateful for the opportunity to speak in this debate. I want to begin by focusing my remarks on the north-east economy: the challenges that we face and why my constituents will struggle to recognise the picture presented earlier by the Chief Secretary to the Treasury as he set out the measures in the Finance Bill.
The need to secure a stronger, more balanced economic recovery is pressing. My continued concern is that, unless the Government are willing to act to address the imbalance, the north-east will continue to be left behind. The north-east economy has many strengths and is an asset for the United Kingdom. We are one of the leading export regions in the UK, and in 2011, 2012 and 2013 we were the only English region to achieve a positive balance of trade.
A large contributor to that surplus is Nissan. Its plant on Wearside is one of the world’s most productive, producing a car every 60 seconds. Nissan’s continued success and the skill and determination of the work force are sources of immense pride to us all. We have long been a region with an identity rooted in manufacturing and engineering, and with Nissan, Hitachi and many others we will show just what we can achieve. For that reason, I welcome the measures on investment allowances in the Bill. However, it is a U-turn from previous cuts to allowances and, for all his refusal to acknowledge it, the Chief Secretary must accept that it was a mistake to have made those cuts in the first place. None the less, the measures are to be welcomed.
The automotive industry continues to show great strength, providing high-skilled jobs and investment. However, it is important to acknowledge that, particularly over the past decade, growth has come about through active Government involvement, by working with Nissan and the work force there. Over the past decade Nissan has rightly enjoyed many accolades. At times, sadly, jobs were lost at the plant, but we now enjoy the largest work force there on record, which is of course to be welcomed.
My hon. Friend mentions the automobile industry. I am sure she would appreciate that the previous Labour Government did a lot to encourage Tata to invest in Jaguar Land Rover, which is one reason why we are starting to get great success in the manufacturing industries, including in her region.
I agree entirely with my hon. Friend’s point. I was about to come on to look at the Labour Government’s record on the automotive industry and on industrial strategy. It is simply not right to begin looking at the sector only from 2010. A lot of work went in, over a long period of time, with the work force and the trade unions as well as through Government, to make sure there were the right skills and the investment needed for the industry to compete in the future. The Labour Government took that seriously; I hope this Government will take that forward.
I agree with my hon. Friend about the long-term strategy that was put in place. Also, when help was needed at a crucial time in the downturn, the vehicle scrappage scheme helped work forces not only at Nissan but in the constituency of my hon. Friend the Member for Coventry South (Mr Cunningham). It may have been a short-term stimulus, as the hon. Member for Cities of London and Westminster (Mark Field) said, but it certainly helped at that time.
My hon. Friend makes the point that I was just about to come to, about the car scrappage scheme. There was also the enterprise finance guarantee. During the downturn that was crucial in keeping people in work and keeping the plant productive. My hon. Friend has no doubt visited Nissan and will know that it is crucial for a plant to keep staff numbers up, to be able to compete and to attract contracts. Nissan is very competitive internally, and Nissan in Sunderland continues to have to compete with plants in Europe and across the world. It is crucial to maintain core staffing levels so that when contracts come up internally, we can bid for them in Sunderland. The car scrappage scheme was crucial in making sure that we kept people in work at the plant and in the supply chain.
Ministers cannot afford to be complacent about the degree of success we have been enjoying and about ensuring that it is maintained. Continued success is not inevitable. A constant concern that is raised with me is that talk of Britain leaving the European Union and all that would follow from it creates massive risk and uncertainty about investment in Nissan. Nissan has rightly warned against that and Government Members should be mindful of the fact that continuing to engage in a Back-Bench debate about the future of Britain in the EU could have damaging consequences for areas such as mine, which rely so heavily on our ability to export to Europe.
A report published just yesterday outlined that the north-east and the midlands would be hardest hit by Britain leaving the European Union. That is no doubt linked to the automotive industry in both regions and our ability to export to that single market.
I concur with my hon. Friend, but it is not just the automotive industry in the north-east that would be affected. Investment in Komatsu, which employs a lot of people in my constituency, and the new, welcome investment in Hitachi would also be affected. The chemical industry on the Tees also relies heavily on European markets.
That is absolutely the case. One of the ways in which Sunderland has diversified its economy has been to move towards software. The number of new small software firm start-ups is among the highest in the UK. Many of them are looking to expand into and open offices in Europe and I have no doubt that they do not find helpful the constant discussion we are having about Britain’s role in Europe. They want to expand what they export and their role in Europe by opening offices there. They do not want to have a pointless debate about Britain’s role; they just want to get on, create jobs, invest in our region and continue to diversify our economy. I have no doubt that my hon. Friend, like me, will recognise the fact that there was a big shift in the north-east economy in the 1980s and ’90s. We have transformed our industries, although that has not been entirely of our own choosing—we had to transform them. In fact, given the transition that had to take place, we have been remarkably successful. The fact that the software sector in Sunderland continues to grow, including in Rainton Bridge in my constituency, shows what we are capable of in the north-east, but we need the Government to work with us to achieve it.
On the point about companies investing in this country, I am sure my hon. Friend will agree that a lot of companies, such as Nissan and Jaguar Land Rover, initially invested in this country because we are in Europe. If the Government continue to undermine that confidence, they will create some major problems in the west midlands and, as she has indicated, in the north-east.
We should not underestimate the scale of the challenge that companies such as Nissan face. It is incredibly productive and has a wonderful work force, and the Qashqai, which is produced on Wearside, was recently voted car of the year. There is so much good news in terms of Nissan and other big companies in the north-east. However, companies such as Nissan require long-term stability and the ability to make decisions about where investment will come from in the years ahead. The prospect of an in/out referendum hanging over our heads until 2017 and the constant discussion about it are simply not helpful when it comes to jobs and investment in the north-east.
The most recent unemployment figures reveal that the north-east still has the highest unemployment rate in the country, standing at 9.5%. It is clear that the recovery has yet to deliver fully for my area. The picture of youth unemployment is even more troubling. Across the three parliamentary constituencies covering Sunderland, nearly 2,500 young people aged 18 to 24 have been out of work for more than 12 months. In my constituency, that represents an increase of 1,650% in four years.
Our region has seen in the past the economic and social damage caused by long-term unemployment, destroying communities and draining hope from countless good people and their families. Ministers, however, appear to be complacent about the scale of the problem. They should act now and implement Labour’s plan for a jobs guarantee for all young people who have been out of work for more than a year, because it is clear that the Youth Contract and the Work programme are failing. This Bill is another missed opportunity to tackle the scourge of youth unemployment and long-term unemployment in constituencies such as mine.
I speak to many people in my constituency who are desperate to work and who are applying for job after job and getting nowhere. They do not even hear anything or get an interview—they make no progress. It is hard to underestimate the despair that that causes among young people who are without hope for the future and not sure where things will take them. One man who came to my constituency surgery last week told me that he faces the prospect of getting up and looking for work every day, but he has been doing it for too many years now. He is desperate to work and has a lot to offer, but it is a highly competitive jobs market in which lots of highly skilled people who have lost their jobs in the public sector are able to compete and are chasing too few jobs. The Government must address the matter urgently.
Does my hon. Friend recall, like I do, that when the Government introduced their Work programme, they said that it would be the best ever employment service and that it was meant to help long-term unemployed people? Does she agree that that group does not seem to have received the necessary help?
Like my hon. Friend, a lot of the correspondence I receive and what people who visit my surgery tell me is that the Work programme is not delivering. They are not getting the help they need from it and they are not getting back to work. In an area such as mine, where long-term unemployment and youth unemployment remain a major concern, it is simply scandalous that the Government are not taking the action necessary to get people back to work. These people are desperate to work and they want to work.
The situation is not a great deal better for those in work. They are struggling to make ends meet with the rising cost of child care, ever-increasing energy bills and falling wages. Parliamentary questions have revealed that, since 2010, men living and working in my area have suffered a 10% cut in real-terms pay—in other words, a cut of £49 a week. Women have seen a drop in their wages, too—they now receive £26 less a week.
I recently visited the Loaves and Fishes food and bank in Easington lane in my constituency. It opened last September and is one of many new food banks that have, unfortunately, opened in Sunderland. Of course, I pay tribute to the volunteers and local community who are coming together to take action. We have always been an area that comes together and responds to need. The compassion and drive of the volunteers is evident, but so too is their sadness—sadness that these food banks need to exist at all. I am proud of their dedicated service, but it is a source of immense regret that local people are increasingly being forced to turn to food banks to survive, including many people in work, as the volunteers told me.
One of the biggest barriers that parents—particularly mothers—face is accessing child care when returning to work. Affordable and accessible child care will support our economy to grow, allow parents to work and give many children the best start in life, particularly those from the most disadvantaged backgrounds. The Bill’s measures, however, will not even kick in until the next Parliament. They do nothing to help parents now. They also help fewer people than previously announced and come after £15 billion-worth of cuts to support for children and families.
When in government, we did much to address that problem. In fact, we were the first Government to accept that, rather than child care being a private family matter, the Government had a role to play in ensuring that places were available. We devoted particular attention to supporting single parents back to work, which was welcomed in my constituency and did much to encourage people back into work.
Just like then, we now also have clear plans to help parents with 25 hours a week free child care for working parents of three and four-year-olds. That will be of real help to parents, who need action now. It is disappointing that the Government measures offer no help to parents struggling to work and pay for child care.
In the north-east, we need a Government who work with us, recognising both the potential and the opportunities that exist, as well as the challenges we face. My constituents, like so many working people across the country, need a Government who are on their side, tackling the issues of falling wages, getting our young people back to work and taking action now to help parents struggling with child care costs.
Economic recovery must be sustained and balanced, benefiting all regions of the country with economic recovery for all, but this Bill simply does not do enough to address that.
I spend a lot of time at Jobcentre Plus—if the hon. Lady and her colleagues have their way, I am sure I will be spending a lot more time there after May next year—but I do that for a serious reason, which is to talk to people on jobseeker’s allowance. I have heard the Opposition speak about these matters, and one cannot argue with the Office for National Statistics and statistics such as that. However, I wanted to try to get to the bottom of the issue and—I am genuinely not trying to make a party-political point—that has not been my experience in my constituency.

I conclude by referring again to the shadow Chief Secretary to the Treasury, who is not here. He painted a picture of the problem with millionaires getting pay rises and everybody else being increasingly impoverished. Next time he is in my constituency—as I said, he is a regular visitor to Watford—I would very much like to meet him and show him around because real unemployment has halved. Youth unemployment has dropped to pre-recession levels and is falling, and more than 400 new businesses have opened in the past year. I would like him to come with me to Watford high street and meet Alex and Isabella, whom I met last week. They have just opened an independent coffee shop there. Neither of them has any experience in business, but they are operating on the high street, along with other businesses. Those businesses are real, those jobs are real, and with the Budget and the Finance Bill I believe the Government have done everything possible to help the economy so that the experience of Watford high street becomes not the exception but the reality for many people.

Friend rightly says that 50% of the population are female—it would be nice if we saw a few more women in the House of Commons to represent that, but all parties are working on it. She is also right about deregulation. I am sure that she welcomes, as I do, the National Insurance Contributions Bill, which the Exchequer Secretary is taking through the Public Bill Committee at the moment. It will give all small businesses a £2,000 employment allowance so that they can recruit more people.
Is it not concerning that more and more women are being sacked while they are pregnant because they are pregnant, yet this Government are making it harder for those women to challenge rogue employers and to take cases to employment tribunals?
I, like all other hon. Members, would be concerned if any constituent came to me to say that they had been sacked as a result of being pregnant. I would support someone in that position. The research that we have is from 2005. The hon. Lady may have more up-to-date figures, and we are launching a new consultation to look into the rate and scale of the things she has mentioned.

Commons Chamber12. What recent assessment he has made of the effect of fiscal policy on the level of youth unemployment.
The UK labour market is showing some signs of recovery. Youth unemployment, excluding those in full-time education, fell over the last quarter and the number of young people claiming jobseeker’s allowance is lower now than it was in 2010. The Government are committed to supporting long-term unemployed young people, which is why we launched the Youth Contract in 2012 and why we have increased the number of apprenticeships, with over 1 million starts so far.
The Chief Secretary refers to the Youth Contract, but does he not accept the assessment of the Government’s own social mobility adviser that it is having a limited impact on the
“appallingly high levels of youth unemployment”?
I certainly accept that there is a great deal more that we have to do to get people off benefit and into work, but if the hon. Lady looks at the work experience programme within the Youth Contract, she will see that it is having a significant effect on the number of young people getting off benefit and into work, and at one 20th of the cost of the future jobs fund, which I think is good value for money.

Commons ChamberMy hon. Friend will know that the Government commissioned an independent report from Bristol university on the high interest lending industry. That report shows severe consumer detriment and we have already taken action. We announced last week that we will be working on advertising content and placement, and we will be giving extra powers to the Financial Conduct Authority to impose fines and to close down firms in the most significant cases. She may have seen that last week the Office of Fair Trading announced it is investigating a number of firms: it has told a number of payday firms that they have 12 weeks to shape up; otherwise it will take severe action.
T9. Financing delays are holding up the Government’s new schools rebuilding programme. What steps is the Minister taking, together with colleagues in the Department for Education, to secure financing for this scheme and to support our construction industry, which is under real pressure at the moment?
The House will know that the Department for Education has already announced that the first 41 highest priority schools are being funded by direct capital. We will be in a position soon to make a statement about the rest, and we have announced recently additional investment in school places to expand school buildings in areas under pressure. All that adds up to an £18 billion investment programme in schools over the course of this Parliament, which I think is a credit to the Government.

I absolutely agree with my hon. Friend, and I will go on to mention some job losses that her constituency is facing. The region still, and by a considerable margin, has the highest unemployment rate in the country at 11.3%. The figures published today show that unemployment has increased by 8,000 in the past quarter, to 145,000 in the north-east. The number of people claiming jobseeker’s allowance has increased by 900 on the previous month. In Hartlepool, the number of people unemployed stands at 4,612, a rate of 11.6% and the 30th highest of all the UK constituencies. That jobless figure of 4,612 is more than 10% higher—503 higher—than it was a year ago.
Today’s statistics also show that the number of people who are economically active in the north-east has gone down, from 75.4% to 75.2%, as has the proportion of the adult population in employment, from 66.6% to 66.5%, whereas the national rate for England is 70.8%. On unemployment and economic prospects, the gap between the north-east and the rest of the country is getting wider and should be a huge cause of concern for the Government. From their actions—or rather, the lack of them—and from the priorities we have seen today in their not sending a Minister, I do not get the sense that that is the case at all.
I congratulate my hon. Friend on securing this important debate. Does he share my concern about the rising level of female worklessness in the north-east? Many women have been forced out of work because of Government cuts and cuts to tax credits. My concern is that the evidence shows that stronger economic growth is associated with higher levels of female employment—growth that we desperately need in the north-east and in the wider economy.
My hon. Friend is absolutely right. She has been a strong champion in this regard, both in this House and beforehand, standing up to make sure that women have the rights they require to fulfil a vital economic role. In our region we certainly need female, and part-time, workers.
I want to mention the loss of jobs in recent months. Between June 2010 and December 2011, the latest period for which figures are available, the north-east lost 7,000 manufacturing jobs and 84,000 construction jobs. According to statistics obtained by the TUC, in the north-east nine jobseekers are chasing each job vacancy. In contrast, in Oxfordshire there are just 1.8 jobseekers for every vacancy. It is therefore more than five times more difficult to find work in my constituency than in Oxfordshire. It is not that the people do not want to find employment or are workshy. There are no jobs to fill.
I could mention statistics until I am blue—or red—in the face. Many people will gain some comfort from statistics, large numbers or percentages. However, behind every statistic lies a human story of a person who is made redundant and is worried about how they will pay the bills and put food on the table, or of someone rejected after making their umpteenth job application and fast losing hope and sense of self-worth, or of a parent worried about how their son or daughter will get a job or career without any experience.
Absolutely. My hon. Friend makes an excellent point much more forcefully and directly than I could, and I completely agree with her.
It is up to this Government to learn lessons from those things that worked in terms of regeneration and growth and saw our region prosper in sectors such as exports over the past decade. I find it quite offensive when members of the governing coalition denigrate Labour’s efforts over the past decade, as if that Government produced no overall success.
I did not intend to quote statistics, but I shall put a couple on the record. Based on gross value added per head, the rate of growth in the north-east went from being the lowest of all regions during the 1990s to the second highest during the past decade. Let me also put to bed another myth propagated by the Tory party which claims that our public sector was squeezing out the private sector. That is just not true. As other hon. Members have indicated, in our view the public and private sectors are not mutually exclusive but mutually supportive. Between 2003 and 2008, private sector employment rose by 9.2% in our region, while at the same time public sector employment grew by only 4.1%. Between 1999 and 2007, the number of businesses in the north-east rose by 18.7%—a huge increase that compares favourably with London’s business growth of about 19.6% over the same period.
May I give one example from my constituency to illustrate the link between public sector investment and private sector job creation? A local electrical company, Alex Scullion Electrical Contractors, carried out a lot of work with contracts to renovate social housing, apply the decent homes standard and build new social housing through labour investment. Now, however, times are difficult because that investment has dried up. That company played an important role in securing private sector jobs and supporting apprentices, and there are clear linkages between money that the Government spend and the creation of jobs in the private sector.
Absolutely. That is a terrific point and there are many similar examples. In my constituency, Carillion was involved in infrastructure projects including Building Schools for the Future and hospital building programmes. I did not mention it earlier but that company has announced 130 redundancies.
There is no doubt that the north-east was hard hit by the global downturn of 2008, but the policies of this Government are entrenching a north-south divide. To quote a Nobel prize-winning economist, Paul Krugman:
“The urge to declare our unemployment problem ‘structural’—a supply-side problem of some kind, not solvable by the ‘simplistic Keynesian’ notion of just increasing demand—has been quite something to behold. It’s rapidly entering the category of a zombie idea, which just keeps shambling forward no matter how many times it has been killed.”
The problem is that demand has been depressed. We need to stimulate demand in the economy. Quite simply, communities and areas such as mine throughout the region cannot pull themselves out of the mire without Government support. Targeted support and intervention are what we need.

Commons ChamberI am grateful, Mr Deputy Speaker, for the opportunity to speak in today’s debate on the economy. I intend to focus my remarks on one aspect of Government policy where I feel the clock is being turned back: the role of women in the economy.
Women have been hardest hit by Government policies. In the last quarter alone, 34,000 women gave up work altogether—the fastest rise in women’s worklessness in more than a year, and it now stands at its highest point for more than two decades. More and more women are being forced out of work and back into the home, due to job losses and Government cuts. Cuts to child tax credits mean that, increasingly, work does not pay and families are better off on benefits.
Women of my generation have taken progress for granted. The women who went before us—our mothers and grandmothers—argued for change and made huge strides forward, and that progress was hard won. They fought for their right to be in the workplace, to be properly rewarded when working and for equality, both at work and at home. We imagined that each generation of women would do better than the last, but I fear that is at risk.
As more women are struggling to remain in work, they are losing not just income but independence. Ultimately, this is about independence and how government can support women to make the choices that are right for them and for their families, and not be forced to make choices that are not of their choosing.
Conservative Governments often appear to believe that state action inevitably promotes dependence, but I believe that action by government can encourage independence and gives the individual greater freedom. Economic independence liberates women.
For the individual woman forced out of the workplace, this is a massive personal blow. For the rest of society, it is a loss of talent, knowledge and expertise. In economic terms, it is absurd to lose women’s contribution at this time. Not only are higher unemployment rates increasing the benefits bill and reducing tax revenues, but higher rates of women’s employment are associated with stronger economic growth—growth that we so desperately need.
I welcome the Government’s proposals on flexible or shared parental leave. Labour led the way on this in Government, with improved maternity rights and pay and paid paternity leave for fathers, and this proposal is the logical next step. I have yet to see evidence that it will be bad for business, but it will do little in and of itself to help parents who are currently out of work, and it comes at a time when the Government are cutting child care support and taking more from children than from the banks.
I would like to devote my remaining time to one of the biggest barriers facing women who wish to return to work or remain in work, which is child care. Labour did much to tackle the problem in government. We launched the national child care strategy, which acknowledged that rather than child care being a private family matter the Government had a role in ensuring it was available. That was combined with the creation of more than 3,500 Sure Start children’s centres, many of which are now at risk of closure. We devoted particular attention to supporting single parents back into work as a route out of poverty, which was vital in my constituency.
Child care costs are rising, at a time when wages are static and Government support for child care has been cut. I am concerned that child care will become less affordable as demand drops and women are forced out of the workplace. Affordable and accessible child care is key not just to helping families but to supporting economic growth and, with it, social mobility.
There is also clear evidence that early years child care leads to improved outcomes for children, particularly those from the most deprived backgrounds. It improves access to employment and so reduces child poverty. However, parents from lower-income backgrounds are the least likely to use formal child care. Although it is of course for families to decide what is right for them, the Government need to consider that more closely. Having a child at nursery also gives parents access to a wider support network and opportunities such as training. It can reduce the isolation that many parents experience, particularly lone mothers.
I am pleased that Labour has launched a national child care commission to consider these issues, but I am conscious that it also needs to address the fact that many working parents are struggling not only with working and child care issues but with the need to care for and look after elderly parents and relatives. It must consider both issues together, because parents are often being squeezed at both ends of the scale.
We need an economy that values and recognises the talents of women. It is about not just women’s right to be in the workplace but creating a more equal and just society for everyone. I do not want to be part of a generation of women for whom the clock was turned back, but unless the Government act I fear I will be.
