Commons ChamberTransport in London is devolved to the Mayor of London. Since 2020, the Government have given TfL £6.6 billion of funding to support transport services. It is the responsibility of the Greater London Authority to hold the Mayor and Transport for London to account. The Department is in regular contact with TfL and monitors its finances in accordance with the terms of our funding settlement letters.
Clearly, the £6.6 billion to subsidise TfL came with strings attached, including raising fares in line with the rest of England. No sooner did the last instalment of the money arrive than the Mayor managed to find £30 million to pay off the National Union of Rail, Maritime and Transport Workers, which threatened strike action, storing up problems for the next negotiations. He then found £120 million so that he does not have to raise fares in line with the rest of England. He has now come up with a crazy policy of reduced fares on Fridays, without having talked to anyone before introducing it. Will my right hon. Friend have a meeting with the Labour Mayor of London and ensure the money provided by the Department is used for the benefit of Londoners?
My hon. Friend is right: it is important that the money is used for the benefit of Londoners. We have provided very significant support, as I have set out, but it has not stopped the Mayor of London from putting up taxes on the poorest motorists, with the extension of his ultra low emission zone scheme to outer London. Rather than my having a meeting with him, the best way to hold the Mayor of London to account is for voters in London to vote for Susan Hall and kick him out.
The proposed west London orbital network could enable trains to run from Hendon to Hounslow and take millions of passengers off the underground, and will be a boon to all people in west London. Has my hon. Friend had a look at the proposal, and will he give it the green light?
We have had a presentation on the plan, and I would be very happy to meet my hon. Friend to update him. It is a matter of interest, and I like to see such proposals brought forward—although, of course, we have to balance them with ensuring that the taxpayer is not at extra risk.

Commons ChamberThe newly established transport employment and skills taskforce is already taking steps to identify and address the shortage of skills and jobs across the transport sector that we face now, and it is thinking about how we tackle this for the future. We are supporting new HGV driver training through apprenticeships and we are working with the Department for Work and Pensions to support jobseekers to become HGV drivers. We want to make sure that we grow this pool. This is a challenge not only in the UK, but across the world, and we want to make sure that we are at the front end of bringing these new young people into this industry.
Well, this is not remotely intimidating!
The longer-term settlement agreed with the Mayor in August sets a framework for Government funding until March 2024 and gives certainty on transport in London. It is based on commitments made by the Mayor during previous agreements and it is now down to the Mayor and Transport for London to deliver. Progress under the most recent funding settlement will be regularly monitored to ensure fairness to the national taxpayer.

May I also commemorate the tragedy that took place 70 years ago last weekend at Harrow & Wealdstone station, in my constituency? A number of events were held in Harrow to commemorate that event, and I thank the Minister of State, Department for Transport, the hon. Member for Torbay (Kevin Foster) for mentioning it.
On the long-term settlement for TfL, the Mayor has committed £500 million-worth of savings, but thus far we have heard nothing about what savings are to be made, and it appears that no progress has been made. Will the Under-Secretary commit to holding the Mayor to account and making sure that those savings are resolved before that funding is provided to TfL?
The long-term funding settlement does not include a condition that requires the Mayor to make or report on specific savings targets. It is for the Mayor and TfL to deliver within the funding outlined in the settlement, which provides security until March 2024 and is, I remind my hon. Friend, the fifth package of support the Government have provided to TfL for covid recovery. I remind the House that TfL was originally set up to be independent of central Government in terms of its income and spend. The current settlement returns to that model as a whole, and it is for the London Mayor to decide how he controls his costs and looks for efficiencies within TfL. We will continue to monitor his progress to ensure that taxpayers’ money is used fairly to support London’s commuters.
The hon. Member will know that the Government have taken a variety of actions and considered very carefully the position in relation to P&O. He talks about the Insolvency Service and, obviously, this is a matter for it.
With a daily charge of £12.50, I can understand why my hon. Friend’s residents are concerned. I remind him that the Mayor’s powers do not allow for revenue-raising schemes in their own right, but only those that deliver policy outcomes such as those relating to air quality and/or congestion. The consultation, which has been run by the Mayor, is now closed and we are expecting a response this year. I understand that my hon. Friend may have concerns about how responses have been considered as part of that consultation, and I would support him in directing them directly to the Mayor, Sadiq Khan.

Commons ChamberOn the Union connectivity report, as I am sure the hon. Lady is aware, in response to Sir Peter Hendy’s review which was published last year, we have set aside development funding for projects to improve UK-wide connectivity. We are engaging with the Welsh Government and other stakeholders before issuing a formal response to that review. I am more than happy to meet her.
After providing £5 billion to support Transport for London through the pandemic to date, we continue to discuss a potential longer-term funding settlement to provide TfL with financial certainty while ensuring fairness to national taxpayers.
My hon. Friend may be aware that the do-nothing Mayor of London has announced consultations on hammering hard-pressed motorists yet again, with an extension of the congestion charge, an outer London charge, a pay-per-mile charge and an expansion of the ultra low emission zone. Will my hon. Friend rule out funding those schemes, and will he penalise the Mayor of London if he goes ahead with them?
Decisions on road charging are of course for the Mayor of London alone to take, but I agree with my hon. Friend that the Mayor must not punish people who need to use their cars, especially at a time when people are struggling with the cost of living.
Once again I am being tempted, but I am not going to show any favouritism, except to say that everyone will just have to wait.
Will my hon. Friend join me in condemning the threatened strike action by the National Union of Rail, Maritime and Transport Workers at Green Park and Euston on 3 June, when many people from across the country will be wanting to celebrate the Queen’s jubilee?
It is always regrettable when we hear about disruption, because it is the passengers who really suffer from the distress and disruption caused. I just flag once again that it is this Government who have earmarked more than £16 billion of funding for passenger services since the start of the pandemic. That is equivalent to about £600 a household. This taxpayer-funded life support was the right thing to do, but it is important that we now get the right balance between what is right for passengers and what is right for the taxpayer.

Commons ChamberYes, I do join the hon. Member in congratulating them. That came after I wrote to all the ports and asked them not to allow in Russian ships and Russian-connected ships. I should point out that this is the only country in the world to have a Russian-connected ban at our ports, and we look forward to other countries joining our lead, just as Minister Kubakov explained.
I congratulate my right hon. Friend on refusing the Mayor of London’s decision to remove the car park at Cockfosters station. Can it be a precedent, so that we can encourage motorists to park at stations and then use the London underground network to get into the centre of London? Will my right hon. Friend use that as a means to stop car parks being removed at termini throughout London?
My hon. Friend will have seen my action with regard to Cockfosters station. The plan would have removed all but 12 car parking spaces, and while I am keen to get people using active travel and all forms of travel, the idea that only 12 cars a day would turn up was ludicrous. It would just have meant other cars parking on the streets and inconveniencing residents. I encourage the Mayor of London to come forward with better plans than that.

Commons ChamberI thank the hon. Member for his interest in this important issue. We are already doing much on the transport network to improve safety, particularly for women and girls—for example, the rail to refuge scheme helps four people a day. We have also recently undertaken a review with our transport champions to look specifically at the safety of women and girls. I would be happy to meet him to understand how those proposals align with the recommendations from our champions.
It is for the Mayor to take decisions about how to balance the TfL budget. We are committed to supporting the system and have done so with hard cash—£4.5 billion and counting.
As my right hon. Friend knows, the current deal expires very soon. The Mayor was due to provide ways that he would balance the budget; I understand that he has not done so yet. Could my right hon. Friend confirm that in any arrangements that he makes with the Mayor of London, we will exclude the outer London charge for people driving into the London area and stop the Mayor introducing road pricing in London unless the whole country goes ahead with it?
My hon. Friend is a terrific champion of a fair settlement. It is the easiest thing in the world for someone to propose a tax that people other than their own residents pay, which is exactly what the Mayor has been pursuing with the boundary tax. It is not fair; we will oppose it—no taxation without representation.

Commons ChamberI welcome the hon. Gentleman’s enthusiasm for this agenda and his work on logistics and clean air. As far as I am aware, this is already the world’s most ambitious plan to decarbonise the transport economy. He will be pleased to hear that I will say more about experimentation with things like hydrogen trucks and electrifying trucks, not just with internal batteries but potentially with overhead wires.
I hope he will agree that rather than coming here today to spring an announcement on the HGV sector, it is absolutely right that we make it clear we have a plan and that we then consult on it. That is why Logistics UK, which is far and away the largest haulier logistics representative organisation in the UK, has said that the plan gives
“confidence and clarity on the steps…on the pathway to net zero”.
I warmly welcome my right hon. Friend’s statement. Will he go further on what we will do to ensure a sustainable maritime fleet, for example by ensuring that around our coastal communities there is opportunity for plug-in processes for boats and ships, particularly for fishing around our coastal waters? In the long-term, will he look at alternative fuels that can power the long-distance fleets?
That is very much at the forefront of our mind; I thank my hon. Friend for his comments and for welcoming the statement. We already have plans in place to challenge stakeholders to agree a course to zero in maritime by 2050. The UK has a very rich maritime history. The International Maritime Organisation is based in London, although it is a UN organisation, and we have been working closely with it on developing the shipping route to zero. We look forward to a lot more developments in the area, and I look forward to working with my hon. Friend on them.

It is a pleasure to serve under your chairmanship, Ms Rees. I join others in congratulating my hon. Friend the Member for Dartford (Gareth Johnson) on initiating a much-needed debate on the proposed outer London tax. I congratulate my hon. Friend the Member for Orpington (Gareth Bacon) on laying out London MPs’ concerns about the impact of any proposed tax being imposed in such a way.
We should be clear about why the tax is being proposed. It is not to clean up the air in London or to make travelling around London any easier—far from it. It has come as a direct result of the Mayor of London’s failure to control TfL’s spending and to balance its books. It is fair to say that TfL’s finances have of course dropped as a result of covid. When TfL’s finances are dependent on fares income, which has fallen by 90%, gaps emerge. It is also fair that the Government have provided grants to enable TfL to continue during the pandemic. As we come out of the pandemic, we will then have to look at what happens going forward.
I and most of my constituents live on the outskirts of London, and we have enjoyed a position whereby waves of immigration have taken place from inner London, to the suburbs and beyond, so families are stretched out across the south-east of England. The reality is that those families want to come together, and not only for family celebrations but for jobs, schooling and other opportunities to get together, and equally for business.
The harsh reality is that over the past few years, businesses in the outer London areas have tended to migrate outside Greater London and set up around the M25. Those businesses have already migrated. If an outer London tax were to be introduced on crossing the Greater London area boundary, the impact would be to encourage even more businesses currently based in outer London to transfer out of London completely. That would have a knock-on effect on business rates income, where business rates continue, and on the number of people coming into London in any case to work. So clearly that would have an impact.
There is another impact. I have Stanmore station in my constituency, which is the terminus of the Jubilee line, and more than 350 vehicles from all over the area use the station car park on a daily basis. Drivers from Bushey, Radlett and other parts of outer London start their journeys into central London from the station. As we know, during the pandemic the view has been that people should work from home where possible, and I predict that in future more people will work from home more often. Preventing people driving to the terminus of the tube network will reduce TfL’s finances still further as we emerge from the pandemic. It is a short-sighted approach. There are, of course, termini outside the Greater London area. The likelihood is that people will drive to those areas in order to get on the tube network and get into central London if they have to, so this is a self-defeating proposition.
We also have those who come to celebrate with their relatives and their religious communities, for example at festival times. They would all be disadvantaged—charged —for the privilege of driving their car into the outskirts of London. All in all, this is a bad idea and one that needs to be roundly defeated.
Of course, the suggestion is that the Mayor of London would love to have the vehicle excise duty retained in London. Just imagine if the west midlands, the north-west of England or any other part of the country said the same thing. Would we then have taxes for London drivers driving outside London, and taxes for those driving into London? It would eventually end up as a cash cow for local authorities. It would not advantage anyone in relation to improving air quality or connectivity.
It is a good idea to have this debate and I hope that the proposal will be dismissed. I hope that the Minister will make it clear in her response that the Government will not allow this tax to be introduced under any circumstances.

Commons ChamberMy hon. Friend makes a very strong case for his constituency. As he correctly points out, the £500 million Restoring Your Railway fund is one of the many ways in which we are intending to level up the country and build back better. The Rail Minister, as chair of the panel, looks forward to reviewing the bid that my hon. Friend has submitted, and I know he would be happy to meet him to discuss the proposals further.
The Government regularly engage with Transport for London on the impacts of covid-19, and—dare I say?—the Mayor’s management of Transport for London.
My right hon. Friend will be well aware that the current Mayor has increased council tax by 30%, brought TfL to the brink of bankruptcy with £12 billion of debt, even before the pandemic struck, and now wants to charge motorists for coming into the outskirts of London. Does he agree that it is time for a fresh start?
I cannot have my hon. Friend be unfair to the London Mayor; we do have to consider that covid has been a part of that. This Government have stumped up £3.4 billion to assist TfL so far, and we are talking to the Mayor and TfL again. But my hon. Friend is absolutely right to say that there was already a £494 million on-year deficit. Now the Mayor, through not having collected or raised the price of fares over the years, is considering a boundary tax to tax people without representation to enter London. It is appalling mismanagement of our rail services.

Commons ChamberI mentioned a few moments ago the example from an airport boss relayed to me this morning where a day zero test failed to pick somebody up whereas a day seven or eight test was able to do that. That shows why a single test on arrival is not the solution, much as it is not the solution to temperature-test somebody on arrival to see whether they have got coronavirus. We need to be more sophisticated than that, and we absolutely will be. I remind the hon. Gentleman that different parts of the devolved Administrations will need to come to their own decisions on it as well.
I agree completely with my right hon. Friend on the need for testing to improve and to increase. Given that in most international travel, someone arrives at the airport sometimes many hours before travelling, will he give consideration, as the science moves forward, to enabling testing to take place before people get on aircraft so that if they are showing signs of symptoms, or they actually have the virus, they are not allowed to travel at all and not allowed to infect people on the plane they were travelling on?
A sort of pre-quarantine is something that other countries are using; my French counterpart is using a 72-hour test before people arrive in France, for example. Again, you need to be certain that somebody has quarantined during that period and be cognisant of the incubation period, which can be up to 14 days with coronavirus, so it is not an entirely straightforward solution, but I do think it is worth additional examination. Again, I look to the scientists to help advise on this, and they are being very forthcoming with that advice.

As I explained a few moments ago, after failing to collect £700 million of fares in various forms and then coming to Government with a request for £1.6 billion, it stands to reason that something has to give. He is absolutely right to mention that it is the Mayor’s decision to extend the remit and the time of the congestion charge, although I have to say that the Mayor left himself with precious few options, having failed to collect that money for all those years.
