Commons ChamberMy hon. Friend is absolutely right. As I explained a few moments ago, after failing to collect £700 million of fares in various forms and then coming to Government with a request for £1.6 billion, it stands to reason that something has to give. He is absolutely right to mention that it is the Mayor’s decision to extend the remit and the time of the congestion charge, although I have to say that the Mayor left himself with precious few options, having failed to collect that money for all those years.

Friend confirm that the reality is that cancellation fees are a standard aspect of contracts that exist between the Government and private sector suppliers to cover the costs that are legitimately created when a contract occurs? In the event that cancellation takes place, it is perfectly reasonable for those costs to be covered; otherwise people would not contract with the Government.
My hon. Friend makes a very good point. It underlines one of the things that makes the business community much more concerned by a Corbyn Government than by Brexit, because Labour Members not only do not understand business—they hate business and do not believe that the Government should work with business. We hear time and again how dismissive they are of business, and this is just another example.

Commons ChamberI am sure the hon. Lady will welcome the fact that under my stewardship, in the past three months the Department for Transport and our transport system has opened three times more electrified railway than the Labour party did in 13 years in office, so I am not going to take any lessons from the Labour party. We continue a programme of modernisation of our rail network, which includes electrification and extra capacity and gets cars off the roads and people on to the railways.
Will my right hon. Friend the Secretary of State update the House on when he expects Crossrail to start running? What investigation has been carried out into the scandal of its finances and budget and the overspending that has taken place?
The new management team at Crossrail is working through the project and will be advising everybody next month, I think, as to when there will be a target opening date. I do not think that information will come soon enough—I know that Londoners, including those represented by my hon. Friend, are hungry for it—but the scheme will be fantastic for London and the rest of the country when it opens. On the financial performance, the budget is managed by Transport for London, and the London Assembly has done some investigation work. In terms of the Department’s role, TfL and the Mayor came to the Department seeking a loan to help with the delivery of the project, and we were happy to help them. A further £2.1 billion has been made available, and that should be enough to see the project through to completion.

Commons ChamberTfL’s finances are a matter for the Mayor of London, and Crossrail is a 100%-owned subsidiary of TfL. It is becoming clearer how the Mayor’s policies are causing long-term problems with TfL’s finances, but the Government will continue to work with TfL as joint sponsors to oversee Crossrail’s delivery of the new railway as soon as possible.
What discussions has my hon. Friend had with the Mayor of London about the funding that the Department for Transport provides to London for Crossrail?
I know that the conversations involving the Secretary of State are extensive. I have not personally had any yet, as this is day 6, but I intend to pick up on those conversations in order to support my right hon. Friend the Secretary of State.

Commons ChamberIt is important to recognise that the change in technology—the arrival of a new generation of lower noise, lower emission and lower fuel-consuming aircraft—will transform the environment around Heathrow and all our airports. One just has to listen to a Boeing 747 landing at Heathrow compared with, for example, one of the new Airbus or Boeing aeroplanes to realise the huge difference. As the older aeroplanes are phased out, I expect noise at all airports will be reduced, and that is a good thing.
Access for All has delivered step-free, accessible routes at more than 200 stations since it was launched in 2006, and smaller access improvements at over 1,500 stations. To build on that success, we have extended the fund and made a further £300 million available via the inclusive transport strategy.
I thank my hon. Friend for that answer. For disabled people, particularly wheelchair users, having decent access to public transport is the difference between being able to work and get out and being confined to their home. Does she agree that the Mayor of London should match this exciting scheme, so that we can get Transport for London to implement proper access to Stanmore, Canons Park, Queensbury and Harrow & Wealdstone stations in my constituency?
My hon. Friend is right: if the Mayor of London spent as much time fixing the tube station as he did promoting himself at the station, it would be far more accessible. As my hon. Friend is aware, transport in London is devolved to the Mayor and delivered by Transport for London, so it is for the Mayor to determine his accessibility policy and the provision of step-free access at individual stations.

Will my hon. Friend confirm that the offers made to both other competing bids were exactly the same as is now on the table for Heathrow, that there have been no changes to the offer and that Heathrow has not been advantaged as a result?
I am not familiar with any changes of the kind my hon. Friend describes. It is true that the statements of principles were in substantially the same form for all three projects, and that is what we are presently addressing.

Commons ChamberMy hon. Friend is a strong champion for services on the Cotswold line. We will certainly take into account his advocacy for it.
The Government will publish an inclusive transport strategy later this year. I assure my hon. Friends that I and the Department believe that disabled people should have the same access to transport as anyone else and be able to travel easily, confidently and without extra cost. All train fleets operating passenger services will meet modern accessibility standards by 1 January 2020. Further funding for the Access for All stations programme will be made available for 2019 to 2024.
I thank my hon. Friend for that answer. Clearly, there is a desperate need for a lift at both Stanmore and Canons Park stations. That is the responsibility of the Labour Mayor of London, who has failed to deliver. Also, Harrow and Wealdstone station is in my constituency, and the local authority’s civic centre is part of the “Heart of Harrow” regeneration scheme. The station does not have disabled access or step-free access, even though it has an overground, underground and Network Rail interchange. How can we get suitable access to that station?
My hon. Friend raises a very important point. Transport for London manages transport services in the capital and is responsible for implementing the Mayor of London’s transport strategy, so Stanmore and Canons Park underground stations are his responsibility. I hope he is following today’s proceedings and will deliver for disabled and able-bodied passengers in my hon. Friend’s constituency.
Of course, Harrow and Wealdstone station falls under the Access for All stations programme, and bidding for funding will open shortly. I urge my hon. Friend to get in touch with his local authority, which can work with the transport operating companies and put together the best possible bid to secure funding.
At the time the announcement on electrification was made, we made it clear that we would be looking at a number of schemes to invest in infrastructure and enhancements in Cardiff and Swansea. Those discussions are currently under way.
Before I answer my hon. Friend’s question, it might be appropriate for the whole House to express our thanks to all of the transport workers who were involved in the planning and delivery of a smooth journey to and from Windsor last weekend for the royal wedding. It was a very smooth operation and it went gratifyingly well on what was a fantastic day for the country.
Drivers on the Jubilee and District lines are threatening all-out strikes on 6 and 14 June, bringing misery to literally millions of Londoners. Will my right hon. Friend join me in condemning this action, which will put the passengers and commuters of London in a desperate plight, and call on the Mayor of London to intervene to stop this strike?
In my view, there is never a justification for industrial action causing that degree of disruption to the lives of individual passengers and of other workers. It is not fair on them; it is the wrong thing to do. Disputes should be solved through means other than strike actions on our public transport system. However, I do remember being informed on regular occasions by the Mayor of London, when we had the troubles on Southern, that he would be much better at coping with these things because there would never be a strike on his watch. He has already broken that one, because he has had them already. It looks like he will have some more.

I congratulate my hon. Friend the Member for Wealden (Ms Ghani) on her appointment. Following her review of station accessibility, will she look carefully at the hundreds of applications from residents in my constituency for improvements at Stanmore and Canons Park stations which have not been provided by Transport for London, but will I hope be provided by the Government?

Commons ChamberThis is not being delayed until the new franchise. It will happen very soon. As I explained in my answer to an earlier question, we have received a proposal for new carriages from Southeastern. We have only had it a week and we are looking at it now. We want things to happen as soon as possible.
The long-promised extension of the Metropolitan line from Croxley Green is running into financial difficulties. What assessment has my right hon. Friend made of the project, and what discussions have taken place with the Mayor of London and Transport for London?
The basis of this project was that Hertfordshire County Council and the Department for Transport provided money to TfL for the extension work. The agreement was that TfL would meet any costs above the agreed price, and would retain any funds below the agreed price. That agreement was reached a couple of years ago. Quite a chunk of money has already been spent, including on the acquisition of a train. It is for the Mayor to complete this project, and I have asked him for his plans to do so.

Commons ChamberNo, I am not passing the buck to anyone else. If the hon. Gentleman looks at the plans for improved public transport connectivity around Heathrow, as I described, he will see that Crossrail, HS2, an improved Piccadilly line, the south-west rail access and the western rail access will entail the kind of transformation to access that Heathrow has never seen before. My belief is that, with tight commitments on the airport developers to ensure that they meet their promises, we can deliver this with lower-noise aircraft, a smart compensation package and benefits for the United Kingdom.
The economic case for HS2 is partly built on the fact that we would reduce the number of internal flights within the UK, yet reports suggest a dramatic increase in their number when Heathrow expands. Can my right hon. Friend clarify the position? What commitment is he making to expand regional airports so that they have international flights and people do not have to come to Heathrow?
On that latter point, if my hon. Friend takes a look at what some regional airports have achieved, he will see extraordinary amounts of international connectivity. I went to Bristol airport recently to open its expanded terminal building, which is going to serve more than 100 international destinations. Our regional airports are already a great success story, and this is meeting an additional need, not replacing what they do. The great benefit from HS2 is not only the connectivity it generates, but the capacity it releases. We have such congestion on the rest of our rail network. In his part of the world, HS2 alone will deliver thousands of extra commuter seats into Euston in the morning rush hour, in an area that is already heavily congested, by taking those express trains off the existing route. So the business case for HS2 is much broader.
