It is of course absolutely true that, with salaries increasing, more people are being encouraged to come into the sector. That means that there may be an impact overall where people are paid more in different professions. We have seen an increase in the number of drivers coming in—I know this from the DVSA booking figures—which shows that there is a solution on the horizon. My hon. Friend is also right to question whether the Army could deliver some of the goods and services. At the moment, that is not being considered. Of course, the Government as a whole keep a very close eye on this issue and have contingency plans in place, but it is absolutely not something that at the moment the Government are looking at.
Empty supermarket shelves, increasing prices of building materials and shortages of blood tests and flu jabs are an indication of a very serious set of crises. We are 90,000 short of drivers in this country, which is more than twice the figure in the other countries that the Secretary of State mentioned. According to a constituent of mine, only eight tests were available at the Switch Island testing centre in my constituency last week. Taking short cuts that undermine safety cannot possibly be the answer to this crisis. There is a problem right now. Lorry drivers need it sorting out, consumers need it sorting out and businesses need it sorting out, as does the country. What is the answer—here, now, today—to this shortage?
Again, there seems to be some misunderstanding. First, the tests are still required for HGV drivers. We are not compromising safety; the tests are just taking place in a different place. For example, there is the C+E test, which is for articulated plus rigid. These used to have to be done separately, and we are just combining the tests so that people do not first have to have done the C test before they do the E test. It does not reduce safety at all, and it is widely welcomed by the sector. Similarly, the hon. Member for Weaver Vale (Mike Amesbury), who is leaving the Chamber, said that we are increasing drivers’ hours. We are not increasing drivers’ hours. There is a lot of misunderstanding. The measures we are putting in place now will provide immediate additional capacity. They already have—we already have 50% more tests available—and they will bring up another 50,000 per annum. We are doing this today.

Commons ChamberMy right hon. Friend makes an important point. We are getting on with delivering record amounts of investment in our rail infrastructure, particularly across the north, with the TransPennine route upgrade. We announced £589 million for that investment, joining Manchester, Leeds and other great cities across the north of England. That will be the biggest investment in the conventional rail network. Of course, at the same time we are also making progress with major infrastructure projects such as high-speed rail; last week we concluded the parliamentary passage of the High Speed Rail (West Midlands - Crewe) Bill, taking the railway line from the west midlands through to Crewe.
The Department is increasing rail freight at the port of Liverpool by enhancing the Bootle branch line. This will double capacity from one to two freight paths per hour each way, and will be completed later this year.
Moving freight off the roads and on to rail is crucial if we are to cut carbon emissions. The changes that the Minister announced will be a very small contribution because the Government are planning a new road from the port of Liverpool through the Rimrose valley into my constituency, which will have precisely the opposite effect and increase emissions. Earlier, the Secretary of State told us that transport decarbonisation is at the heart of his plans. Do Ministers want to play their part in meeting Government targets or not? If they do, will they think again, look at the report produced by Arup for Sefton Council on alternatives to road from the port of Liverpool, and invest properly in rail freight?
Doubling capacity on the Bootle branch line is expected to meet forecast demand for the foreseeable future. Recent forecasts, unconstrained by limits on infrastructure capacity, indicate demand for 40 trains per day in each direction by 2043. Two paths per hour in each direction of course provides capacity for 48 freight trains per day. However, the nature of some freight requirements, particularly for shorter movements and smaller loads, means that road transport can sometimes be more economically efficient.

Commons ChamberI know the hon. Gentleman has met a number of bus Ministers to discuss the fatal accident in Coventry in 2015. I offer my deepest condolences for this terrible tragedy. Collection of data could be considered within the national bus strategy. I, or one of my colleagues, would be happy to meet him to discuss that further.
With your permission, Mr Speaker, I would like to say a few words about an issue that I know a lot of Members have been concerned about: smart motorways. I announced last year that the Department would carry out an evidence stock-take to gather the facts about the safety or otherwise of smart motorways and make recommendations. I have listened to friends and families affected, and I have looked hard at the evidence. Today, I am publishing a report into the findings. Alongside that report, I am launching an 18-point action plan to raise the bar on smart motorway safety. Overall, the evidence shows that in most ways smart motorways are as safe or safer than conventional ones, but they are not in every way. I have therefore developed new measures to further improve safety.
I pay tribute to Edmund King of the Automobile Association and the families of those who have lost loved ones, including Meera Naran who is here today watching our proceedings. I also want to thank other campaigners, in particular my right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning), the hon. Member for Rotherham (Sarah Champion), and my hon. Friends the Members for Chatham and Aylesford (Tracey Crouch) and for Harborough (Neil O'Brien). Their work to help to ensure our motorways are as safe as they can possibly be is, I think, something the whole House will welcome. I have laid copies of the report in the Library and a written statement will be laid later today.
I thank the Secretary of State for those comments on smart motorways. The new plan for a northern powerhouse between Manchester and Leeds has been announced every year since 2014. Why would anybody think it will be any different this year? If Northern Powerhouse Rail is to be a success, it has to go right across the north, so why is there is nothing about the Liverpool to Manchester part of the route, which is the easiest part to deliver? As the Prime Minister was fond of saying during the election, it is oven ready.
I share the hon. Gentleman’s frustration. I have a consultation virtually ready to go. I am working with Transport for the North to get that signed off across various different parties up there. I will be expressing the hon. Member’s concern to them to get on with that. I agree that Manchester to Leeds is part of it, but getting on with the bit to Liverpool, out to Hull and all the rest is also important.

I would caution that the cases are not as similar as some might think. I am not going to offer a running commentary, but the Department works hard in collaboration with the CAA to monitor all airlines that operate from this country.
Of course the Government should intervene to safeguard people’s livelihoods and the economy around the country, but on a day on which we have heard about yet another increase in global ocean temperatures, when we know that parts of Australia are burning to a crisp, and when the Government are on target to hit net zero in 2099, not 2050, is it right that a subsidy that supports profitable and successful airlines should encourage and increase air travel, not result in the reductions that are essential if we are to address our commitments to reducing the effects of climate change?
The hon. Gentleman may have heard my answers, but I will try again. I am working hard with the Minister of State, Department for Transport, my hon. Friend the Member for Mid Norfolk, to make the UK a global leader in reducing aviation emissions. The hon. Gentleman may want to wait and see our proposals when they are introduced.

Lady makes an excellent point—I have a railway station in my constituency that is in desperate need of disability access—and that is why we have launched the Access for All programme. We will be looking to make sure that all those stations with the most urgent access challenges are sorted in the right order.
Buses are a very important part of transport infrastructure, and my constituents will benefit enormously from the announcement by the metro Mayor of the Liverpool city region, Steve Rotheram, of a new metrocard. When will we improve bus service integration across the country by ensuring that we have a single smartcard, not different cards in different parts of the country?
I note the omission of thanks for the major package of investment in bus infrastructure, and I simply make the point that the Mayor has those powers. I am leading the Department’s work on smart ticketing, and we are keen to see Transport for the North and the Mayor lead that programme so people in that area can have integrated ticketing.

Commons ChamberI am very pleased to pay tribute to the employers in the hon. Lady’s constituency that are providing or offering employment. She is not the first Member this afternoon who has suggested that others are stepping in to offer employment. I would also be very happy to ask my right hon. Friend the Business Secretary to set up that meeting.
Those of my constituents who have lost their jobs tell me that the airline was indeed profitable, so why did the Government not intervene to ensure that the airline and any other parts of the business that were profitable—along with the jobs in those businesses—could have been saved?
I am interested to hear that the hon. Gentleman’s constituents say that, because the accounts clearly show that the company lost £1.5 billion within a six-month period alone, and then issued a further profits warning. There is obviously a lot of detangling of the business to be done. As the hon. Gentleman will understand, the Government are not in the business of running a travel company, but we do want to ensure that whatever went wrong here is properly investigated and we will certainly ensure that that happens.

Commons ChamberI am disappointed that my hon. Friend can no longer support the project, because I know he understands the power of investing in infrastructure and how important this line is to ensure that communities and regions beyond London thrive going forward. I am disappointed that his local Labour-led council is not working proactively with him. I would hope that it is able to petition, when the opportunity arises, and also to put its comments into the design refinement consultation, which is open until 6 September.
Yesterday, Highways England wrote to me to confirm that it is going ahead with the road through Rimrose valley, an area with some of the worst roadside emissions in the country. Why are the Government not proceeding with the option of rail? Putting more freight on rail addresses the urgent need to address the climate emergency. Why are they so complacent about this existential threat to the world?
It is precisely because we want to see more freight on rail that we are spending £48 billion on our railways over the next five years, looking to expand capacity. Of course, one of the things HS2 will do—I absolutely understand the concern of my hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke), and the HS2 Minister and I will look carefully at the issues in his constituency for him—is create extra space for freight on rail. None the less, better road links to our ports, and to the port of Liverpool in particular, are also an essential part of economic development for an area such as Merseyside.

Commons ChamberWe have set out clear plans within Government to reduce emissions across all transport modes. In my own area of responsibility, this includes last year’s “Road to Zero” strategy for road vehicles and, most recently, our future of mobility strategy specifically focused on creating cleaner and greener transport.
Nuclear, solar, tidal, offshore wind, onshore wind: all are forms of renewable energy that have been cut on this Government’s watch. Forty thousand people die prematurely each year as a result of poor air quality, and we all face the threat of climate change. This reckless approach to emissions must stop, so when are the Government going to end their reliance on fossil fuels and make the switch to electric and hydrogen-powered vehicles?
I am grateful for that question, and delighted by Labour’s recently rediscovered interest in emissions. The hon. Gentleman will know that many of the areas that he mentions—I say this as former Energy Minister—have been colossal successes. In the offshore wind industry, for example, the required levels of subsidy have fallen dramatically over time, as have the costs. As I said, we have the “Road to Zero” strategy. We also have the “Aviation 2050” Green Paper and the “Maritime 2050” strategy, all of which are designed to reduce emissions.

Commons ChamberThe people responsible for this have to pay the cost. In terms of the report, I will be absolutely clear that if I need to take action, I will be ready to take action.
Before the timetable changed, Members across the House warned about the problem. On a number of occasions, I have warned about the problems for people travelling from Southport to Manchester. It seems that anyone who knew anything about railways—especially the travelling public—warned Ministers about the shortage of drivers, the delays and the engineering works. Given all the warnings, why did the Secretary of State not delay the implementation of the new timetable? Frankly, given the chaos, why is he still in his job?
One of the things I want the Glaister report to do is identify why the train companies did not tell us that there was a sufficient problem to delay or halt the introduction of the timetable.

Commons ChamberThe A40 is one of the roads that could benefit from the creation of the major roads network. It is precisely designed to deal with those second-tier roads that were detrunked by the last Labour Government and tend to fall through the cracks between decision making in local communities and the national work done on the strategic road network. My expectation is that my hon. Friend and his local authority will be beating a path to my door when that funding is first released. However, I would say that his railway line is getting new trains much sooner than that, which I hope will be a benefit to his constituents.
Ministers say that they want to reduce roadside emissions. The road leading from the port of Liverpool has some of the biggest air quality problems in the country. Will the Secretary of State listen to calls for investment in rail freight as an answer to the problem?
This is precisely why I am so pleased to have started feasibility work on the reopening of the Skipton to Colne railway line, a route that could provide an important link across the Pennines. It is no doubt a matter of real frustration that it takes eight to nine hours for a freight train to travel from the port of Liverpool to the power station at Drax, and it is clear to me that we need additional transpennine capacity. This is one route that could deliver it. I look forward to seeing the conclusions from that study at the end of the year, which I think is the likely timetable.
