I am delighted to be able to speak in support of the Government this evening, because this Bill is of great importance to my constituents, many of whom work in our financial sector, and also to the capital city, of which my constituency is a part.

Since I contributed to the earlier stages of the Bill, I have had the opportunity to hear from UK Finance, Zurich, Lloyds, the London Chamber of Commerce and Industry, the Property Institute and Just Group and many others, and they have reflected back to me the broad and strong support of the financial sector, which is the jewel in our industrial crown, for the measures that the Bill envisages. The key thing from the perspective of my constituents is that the Bill seeks to right-size regulation in the United Kingdom to reflect the fact that the risks and the challenges that the sector faces change over time. Just as we need to manage the risk from competitors, through the measures on competitiveness, we also need to ensure that we have a financial sector that enables all of our citizens to access the broadest possible range of financial services.

I have listened carefully to the points made about financial inclusion, for example, which are very important in the context of our financial sector. We need to ensure—and I think this Bill does—an appropriate balance between products that are pricing in a degree of risk, but that enable people to build their creditworthiness and their participation in the benefits that the financial sector can bring in their lives, with a recognition that there are risks to constituents, in particular from the development of new products, which the Bill seeks to address through better regulation in areas such as crypto investments.

Briefly, on new clause 27, although I have sympathy with the points that have been made by a number of Members, this strikes me as an example of where there is a significant risk of unintended consequences. As Ministers have heard, there is a need for due process for those who feel that they have been wronged by the decisions of a provider to be able to seek a remedy for that, but we do not want to get into the kind of situation that we have seen in the past, where an obligation to provide a universal service sees significant numbers of providers—useful providers—exiting the market because they are not prepared to accept the risks that come with that. My view is that the Government are finding about the right balance.

Let me turn now to the issues around the Financial Conduct Authority and the regulators. There will be a new chair of the FCA from 21 February next year. I wish to bring to the attention of the House and of Ministers that the strong view of my constituents and many in the sector is that we need to see a greater degree of rigour in the enforcement action that the FCA in particular is able to take. It is a matter not of new powers, but of making sure that they are operating effectively.

In respect of access to cash, I would like to thank Ministers. Certainly, in my constituency, we have seen really significant efforts by financial institutions to ensure that every high street has at least one free-to-use cashpoint, and, thus far, the feedback from business owners is very good.

In conclusion, I strongly support the Government’s position. I am not afraid to say if I think things are going wrong, but, in this case, it is clear to me that the Bill is beneficial to my constituents as business owners, as employees in the sector, and as consumers of the sector’s product, and it is beneficial to the taxpayers of the United Kingdom.

I rise in support of new clause 17. The Bill is central to the Government’s commitment to long-term economic sustainability while also ensuring that our banking system is fair and provides reasonable protections for the vulnerable, including continued access to cash. Now that we are outside the EU, it is vital that we take this opportunity to build an even more agile and an even more muscular internationally facing financial centre. To do that, we need regulation that is designed to unlock growth, that will attract international investment into the UK, and that will also attract the best talent into our financial services sector, while not forgetting our equally important duty to level up financial services across the UK, including continued access to cash, to which I wish to turn straight away.

I welcome the wording of the Bill about providing “reasonable” access to cash. I appreciate that the Government have a balancing act to perform, given a fast-moving sector, changing consumer patterns and the need to provide protections. It is a balance that the Government have provided with this “reasonable” access to cash.

I wish to place on record that in picturesque Leigh-on-Sea, a part of wonderful Southend West, we have lost every single one of our high street banks over the past four years. In a constituency such as Southend West, where over one fifth of the population are over 65 and more than 6% are over 80—significantly more than the national average—local banking services are vital. Senior citizens in Southend West do not want to bank online, they do not want to bank on an app, and they should not have to. That is why I am working with fantastic organisations such as LINK and OneBanx to set up a local banking hub.

The Government have made some tough but fair decisions to restore economic stability and tackle inflation. To achieve long-term, sustainable growth, we need to grip inflation, balance the books and get debt falling as a share of GDP. But even with the changes outlined in the autumn statement, which will take effect through this Finance Bill, the UK tax system remains competitive, with a lower tax burden than Germany’s, France’s and Italy’s and the lowest headline rate of corporation tax in the G7. Of course, the UK also has the lowest unemployment rate for almost 50 years.

The hon. Member for Ealing North (James Murray) referred to the Office for Budget Responsibility, which expects the package to reduce peak inflation and unemployment. It also notes that GDP will be 1% higher due to these measures. The Bank of England expects the package to help tackle inflation and keep interest rates lower for borrowers and mortgage holders. All that is vital to ensure sustained public service support and investment in the years ahead, and it is on those two issues that I would like to focus my comments briefly this afternoon.

On public services, the Chancellor’s proposals will increase taxpayer funding for the NHS and schools by an extra £11 billion over the next two years. Looking in more detail, the additional £7.7 billion for health and social care in the next two years means that, despite the challenging economic circumstances, the Government are providing £2 billion to £3 billion in additional funding for the NHS in each of the next two years to bring down ambulance waiting times, tackle the covid backlog and improve access to GPs. The Chancellor is also providing £2.8 billion next year and £4.7 billion the year after for adult social care, which will double the number of people leaving hospitals on time and into care by 2024, addressing unmet needs and boosting low pay in the sector. I call that a compassionate series of policies.

I am pleased that the chief executive of NHS England has said that the extra funding that the Chancellor is making available for the NHS is

“sufficient funding for the NHS to fulfil its key priorities”

and

“shows the government has been serious about its commitment to prioritise the NHS.”

The £4 billion in additional funding for schools will increase the schools budget by £2 billion this year and £2 billion next year. That will mean that the Government have fulfilled their pledge to restore per-pupil funding to record levels, with real-terms per-pupil funding rising at least to 2010 levels, which is more than Labour has pledged to give schools.

The Chancellor’s proposals maintain public capital investment at record levels, delivering more than £600 billion of investment over the next five years. Contrary to the remarks by the hon. Member for Leicester East (Claudia Webbe), the Government remain committed to key national infrastructure projects, such as high-speed rail, Northern Powerhouse Rail and Sizewell C. I am pleased that the £1.7 billion levelling-up fund is protected, particularly as I have seen in my own constituency of Clwyd South the unfolding benefits of our successful £13.3 million levelling-up fund bid; it is benefiting numerous projects along the Dee valley.

The Finance Bill also ensures that research and development funding is protected and reformed. It reconfirms the Government’s ambitions on research and innovation by recommitting to increasing publicly funded research and development to £20 billion by 2024-25.

Does my hon. Friend agree that every pound invested in the private sector in research and development returns 25% back every year forever, and that every pound spent by the Government on research and development is met by a 20% increase in research and development in the private sector? Does he agree that this is a down payment on high-paid jobs and growth for the future?

I could not agree more with my hon. Friend. Indeed, it goes to the point made by the hon. Member for Warwick and Leamington (Matt Western) about productivity. It is through such investments in research and development and supporting major capital projects that we can drive up productivity over the coming years.

As a Welsh MP, I am particularly keen to strengthen the Union of the United Kingdom, and I welcome the £3.4 billion of additional funding for the devolved nations. There is an extra £1.5 billion for Scotland, £1.2 billion for Wales and £650 million for the Northern Ireland Executive. I am also pleased to see that the Government have announced funding for the feasibility study for the A75 in Scotland, the advanced technology research centre in Wales and a global trade and investment event in Northern Ireland. Making sure that the whole United Kingdom can grow and increase its productivity is a central theme of this Finance Bill and the autumn statement.

In conclusion, the Bill has my full support. It shows that we do not have to choose between a strong economy or good public services—with a Conservative Government, you get both.

It is a pleasure to follow the hon. Member for Streatham (Bell Ribeiro-Addy), even though on this occasion I do not agree with anything she said. But it was a very passionate speech.

This is exactly the budget we needed to deal with the global economic turmoil we are facing. It was mature, balanced, considered and, above all, deeply compassionate. As the Chancellor said himself, to be British is to be compassionate and this is a compassionate Conservative Government. I have sat here amazed to hear all the comments from those on the Opposition Benches telling us we have failed to make the right choices, telling us we have been uncompassionate and telling us that this budget is full of an unwavering commitment to look after people at the top. I do not know where you have been. Can I just remind you, this is the budget—[Interruption.]

I remind Opposition Members that this budget is bringing in the largest ever increase to the national living wage—as we have heard, £1,600 on average for millions and millions of workers. These are not people at the top of the tree.

My hon. Friend is making a very passionate speech. On the living wage, the Labour party will not commit to not raising taxes on low-end workers. How much would Labour’s tax bombshell take from those on the living wage? Clearly, we have got one incoming; we can see it over there. What is her estimate, if Labour does raise taxes on people at the lower end of the tax spectrum?

I very much hope we are not going to see tax rises. On the Government Benches, we are absolutely committed to protecting hard-working people, but at the moment we have heard no clarity—my hon. Friend is absolutely right—from the Opposition. There has to be a doubt that under their policy, taxes will go up on hard-working people.

The second point is that we have heard a lot about benefits not going up in line with inflation—another extraordinary comment. I remind Opposition Members that the OBR forecast that UK inflation will be 9.1% this year, going down to 7.4% next year. So, on the contrary, rather than our uprating of benefits not being enough, our uprating of benefits to inflation at over 10% is generous. Again, that is helping the most vulnerable.

Thirdly, we are keeping energy bills down for every single household across the country. Fourthly, on top of that, we are offering direct support for 8 million low-income households to the tune of £900 per household. Then, of course, we come to the triple lock. When the Conservatives came into coalition Government in 2010, pensioner poverty was a real issue. It was one of the legacies we were left to sort out. Since then, over the last 12 years, which we are harangued about regularly, we have protected pensioners. We brought in the triple lock and we have now restored it—the biggest ever cash rise for every single recipient of state pension ever next April. But more than that, for the poorest pensioners, pension credit will go up and be linked to inflation. Again, there will be £1,470 for a pensioner couple and another £960 for a single pensioner. That is before we get to more funding for the NHS and schools. People would think that we were not funding our NHS at all when, in fact, we are increasing the spending on the NHS to £166 billion, the highest amount ever.

My hon. Friend is making a fantastic speech about the extra £4.4 billion going into schools over the next two years, but she should add that the Department for Education secured a successful spending review 2021, which included an additional £7 billion over the spending review period. We have more than £10 billion extra going into education, and we have been congratulated on that by many in the sector and by the Institute for Fiscal Studies, for example.

My hon. Friend makes a very good point. I am extremely grateful to the Chancellor for listening to all those in the sector, and my hon. Friend is a fantastic advocate for schools in his constituency.

My question is this: if we have failed to make the right choices, which of all those compassionate choices do Opposition Members not like? What would their response have been if we had not made them? I think we all know: there would have been absolute outrage and we would have been roundly accused of being uncompassionate. I will take no lectures from Opposition Members about this not being a compassionate statement.

At the heart of the autumn statement is a commitment to economic stability, tackling inflation and growth. There are many paths to prosperity, but they all begin with economic stability. Without economic stability, Southend’s brilliant life sciences sector, with our globally leading companies such as Olympus KeyMed and ESSLAB, cannot innovate and expand. Without economic stability, Southend’s fantastic exporters such as Ipeco and Borough plating cannot conquer new markets. Without economic stability, Southend’s wonderful entrepreneurs, such as Tapp’d Cocktails and Adventure Island, cannot flourish. And without economic stability, Southend’s world-famous, 1,000-year-old cockle industry, based in Old Leigh, cannot invest in new plant and equipment. Economic stability is a down-payment on creating lasting economic growth, which we need if we are going to get the tax take to tackle inequality, improve our public services and provide opportunities for everyone in our society.

If we are going to drive up future economic growth and productivity, we must ensure that the UK economy is the most innovative in the world. The Chancellor was right to point out that in Britain we have a national genius for innovation, but we must invest in and encourage it. That is why I particularly welcome the Chancellor’s commitment to investing in research and development. The increase of more than a third is the largest in R&D spending ever. We know that every pound invested in R&D returns 25% every year forever, and that for every pound spent by Government on research and development, private sector R&D output rises by 20p a year in perpetuity. In other words, the more we invest in R&D, the more we create the high-paid, high-skilled jobs of the future.

If anyone is in any doubt about the importance of research and development in this country, they can consider covid. It is because 25% of the world’s top 100 prescription medicines were discovered and developed in the UK that those companies were able to use their expertise to create our world-beating coronavirus vaccine, assisted—I am proud to say—by using products developed in Southend West by Olympus KeyMed. The increase in research and development spending will allow our companies to develop new, transformative ideas, to innovate and to flourish. I would welcome a meeting with the Chancellor to explore how Southend West’s businesses can benefit from the new spending.

As well as being a fantastic example of a British city that has world-class innovation and is home to 3,700 businesses, Southend has an inspirational University of Essex campus. As the Chancellor has said, we must leverage the opportunities that Brexit has offered and build on our strengths; Southend is the perfect location for one of the new cluster-style investment zones based around universities. We are situated at the gateway to the Thames, an area with huge potential for economic development. It has the potential to double its economy and create 1,300 new jobs over the next 25 years. The new city of Southend is ideally placed to be a world-leading life sciences hub, with businesses and the University of Essex working together.

I welcome the Chancellor’s ongoing commitment to levelling up the country. I particularly welcome his commitment that funds will be forthcoming for the levelling-up projects that have been bid for, because in Southend we are set to benefit from £20 million of levelling-up money, a large portion of which is going towards upgrading the port of Old Leigh in my constituency. That will help our cockle industry, which is one of the oldest and already one of the greenest in the world, but we want to go further.

We are coming to the end of a 30-year licensing cycle, so it is now time to plan for the next 1,000 years of Leigh’s cockle industry. We need a new state-of-the-art processing centre so that our cockles do not need to be taken all over the place. Cockles landed in Old Leigh need to be processed in Old Leigh. I welcome the Chancellor’s commitment on LUF2 money. May I put in an early bid for levelling-up funds to come to Old Leigh and finish the job by creating a clean, green industry fit for the next 1,000 years of shellfish fishing?

Levelling up is not just about businesses, but about our public services. I welcome the Chancellor’s commitment to increase the core schools budget by £2.3 billion in each of the next two years, which will benefit all 29 of Southend West’s wonderful schools. I also welcome the £3.3 billion of extra funding for our NHS in both of the next two years, which raises our NHS spending to the highest amount ever. It cannot be said that the NHS is not being looked after or that it is not safe on our watch; it plainly is, although of course there are stresses. Our doctors and nurses in Southend are doing an absolutely wonderful job and are innovating because of the pressure on A&E.

We now have the new ambulance handover unit that I and other south Essex MPs have campaigned so hard for, but I would like to press the Chancellor on one area. He has mentioned his commitment to the capital spending programme for hospitals. Ever since I was elected, as many hon. Members know, I have been pushing for the capital promised to us in 2017 to be forthcoming. Some £51 million was promised for essential renovations at Southend University Hospital. We need £7 million of enabling funding to move on to the next stage. I have been calling for that funding in every place I have managed to get into, and I do so again. I would like to meet the Chancellor at the earliest possible moment and make a plan for the delivery of that long-awaited essential funding.

I would like to finish by congratulating the Chancellor on his outstanding autumn statement, which will deliver economic stability. As the Prime Minister said in his Mais lecture earlier this year, we need an economy

“where businesses are investing more; where people of all ages are supported to learn; and, most importantly, where ideas and innovation constantly transform our lives.”

I believe that this autumn statement sets the UK on a course to delivering just that.

The hon. Gentleman is absolutely right to say how important the levelling up programme is. The economic growth we have had since 2010 means we are able to invest in capital projects today. The levelling up round 2 fund will be protected and possibly increased from the £1.7 billion invested in levelling up round 1. We are absolutely committed to connecting areas like Gateshead into the national economy, which means that wealth spreads.

I congratulate the Chancellor on how skilfully he has handled the toughest budget for 40 years, and thank him for listening to representations which I have made to him directly to protect pensioners and increase school funding for Southend schools. Can he confirm that as a result of restoring the triple lock, all 18,000 pensioners in Southend West will get not only continued help with their energy bills but the biggest cash increase ever in their pensions next April?

I can. My hon. Friend advocates formidably for pensioners and other constituents in Southend. The inflationary increase in the state pension is worth on average £860. There will also be a £300 payment to pensioners next year to help with cost of living pressures and for an average house a £500 reduction in their fuel bill at today’s prices. She can tell her constituents that that package shows a Conservative Government who care about our most vulnerable citizens.

I, too, congratulate the hon. Member for Preston (Sir Mark Hendrick) on introducing this important Bill. Having been elected in February, I have not yet had the pleasure of presenting a Bill to the House, but I hope to be successful in the ballot soon.

This is indeed, as colleagues have said, a very worthwhile Bill, and I am delighted that there is cross-party support for it. Of course, this issue has been raised in the House on a number of occasions and, like others, I read with great interest the speech by my hon. Friend the Member for Wycombe (Mr Baker) in his Westminster Hall debate last year. He spoke on the subject extremely eloquently, and I hope that the House will allow me the liberty of quoting a small part of his speech:

“A free society—one based on a market economy—really must have within it a place for co-operatives”.—[Official Report, 14 December 2021; Vol. 705, c. 249WH.]

How right he was. Co-operatives, mutuals and friendly societies are a wonderful resource embedded at the heart of our communities. They expand opportunity, wealth and aspiration throughout our great nation. They are democratically owned and controlled by their members, with profits reinvested in the organisations or among their memberships.

As has been mentioned, the co-operative economy is diverse, resilient and growing. At the last count, there were more than 7,000 co-operative businesses in the UK, with a combined annual turnover of almost £40 billion in 2021. Importantly, that has grown from £38 billion in 2019, and I am assured by the wonderful resource that is the Commons Library that the figure will grow again next year.

Co-operatives, mutuals and friendly societies trade in sectors as diverse as agriculture, renewable energy, retrofitting, the creative industries, manufacturing, distribution, wholesale, retail and finance. In 2020, the turnover of the co-operative economy grew by £1.1 billion. Of course, most co-operatives in the UK are consumer-owned, but in recent years we have seen a marked growth in community ownership, worker co-operatives and freelancer co-operatives. Many of the UK’s largest co-operatives comprise other businesses such as farmers’ co-operatives.

We must not forget what a powerful employment sector the co-operative movement is. Last year, it employed more than a quarter of a million people in the UK. It may surprise the House that that is more than the whole population of the new, sparkling city that is Southend, which I am sure the whole House agrees is the greatest city in the country and fully deserves to be the UK’s 2029 city of culture.

It is interesting to look at international comparisons as the UK co-operative economy is relatively small and growing more slowly than others. Co-operatives account for only 2% of our GDP, whereas the figure in New Zealand is 20%, in the Netherlands and in France, 18%, and in Finland, 14%. Less than 1% of UK businesses are co-operatives. In Germany, the co-operative economy is four times bigger than that in the UK. France’s is six times larger, and South Korea’s is 12 times larger. It is much the same story in insurance, where an estimated 11% of the UK market is provided by mutuals, compared with 47% in Germany and a whopping 52% in France. Perhaps the co-operative model is underused and something of a best-kept secret in our society and economy.

I hope that the Bill might go some way to bringing our laws up to date so that it is easier for co-operatives, mutuals and friendly societies to attract the investment they need to grow and thrive. At the moment, that is not as easy as it could—and perhaps should—be. The sector faces challenges not faced by other sections of the financial market such as banks and other companies. The Bill seeks to solve some of those challenges, and I commend the hon. Member for Preston on the excellent, thoughtful way in which it seeks to do that.

The Bill seeks to provide His Majesty’s Treasury with the power to create regulations to allow co-operatives, mutual insurers and friendly societies to choose to adopt legal restrictions on the use of their assets. As I understand it—I am sure hon. Members will correct me if I am wrong—the intention is that where the members of a society choose to adopt the legal restrictions, the use of their assets would be limited to specific purposes in line with the objectives of the mutual society, and the use of those assets for any other purposes would lead to legal recourse.

The Bill seems sensible to me, and I believe that it would have a direct, positive impact on my constituency of Southend West. At the heart of my constituency, on Leigh Broadway, we have the Co-op store, which is obviously the UK’s most famous co-operative. The Co-op manages to raise tens of thousands of pounds for local charities every year. I am sure that many Members know that Co-op members can choose from three local charities each month, and the money raised is split among the charities according to how many votes each charity receives. These charities are chosen by the members and this is a brilliant way to raise money.

Money is raised in a variety of ways, including the traditional raffle prize. This month, the wonderful Leigh Broadway Co-op is having a raffle for an excellent-looking hamper full of Halloween goodies, and raffle tickets are just £1 a strip. The proceeds will be donated to the absolutely brilliant Lady McAdden Breast Cancer Trust charity, located in Leigh-on-Sea in my wonderful constituency of Southend West. The Lady McAdden trust has been nominated by members of the Co-op as one of their October charities, and there could not be a better charity to support in October, which we all know is Breast Cancer Awareness Month.

I am a huge supporter of the Lady McAdden trust, and earlier this year I opened its new breast cancer screening centre in Elmsleigh Drive in my constituency, which has been the home of the charity since April 2022. A couple of weeks ago I attended its event at the Leigh community centre, and the refreshments were all provided by the fantastic Leigh Broadway Co-op.

The Co-op is also doing a lot to eliminate food waste and to ensure that the most vulnerable in our society are helped and protected. Thanks to Co-op members, an astonishing £100 million has been raised to support local communities across the UK.

Turning to mutuals, many bank branches have closed over recent years in Southend West, but the Nationwide, a mutual on Leigh Broadway, lives on. We all know that bank branches are a very important resource, especially for communities with an elderly population. The elderly are not always able to go online, and they rely on mutuals such as the Nationwide both by visiting branches to deposit money or pay in cheques and for financial advice.

I am so proud that the Nationwide in Leigh-on-Sea has a dedicated cost of living expert, who is helping the most vulnerable members of our society navigate the challenges caused by the cost of living crisis. The branch is also going out of its way to ensure that people who are not as tech savvy as some of the rest of us, particularly the elderly, are supported. Next week, it is holding a “tea and tech” event, which will teach people how to use online banking and apps to manage their money. Digital exclusion is a huge problem in our modern society, and it is really encouraging that our co-operatives, mutuals and friendly societies have recognised this and are doing all they can to help.

Co-operatives, mutuals and friendly societies have so much to give to our society. They play a hugely important role in our communities, and it is also hugely important that we ensure that there is diversity in the financial services sector and that we ensure that mutuals are able to raise the capital they need more easily without the need for demutualisation.

I am pleased to be able to support the Bill, and I am very grateful to the hon. Member for Preston for giving us the opportunity to debate this important issue.

No, I think I have been relatively generous in taking interventions from the Opposition. I will make some progress, because I am sure that many people would like to speak. As the House knows, we will publish the medium-term fiscal plan, which will be fully reported on by the OBR and will set out our approach to fiscal responsibility: the variable that we can control in Government to help to reduce rates of interest going forward. We remain committed to pursuing growth as the driver of prosperity for all.

Does my hon. Friend agree that the Government’s policy of creating investment zones will boost business and create jobs—for hard-working people in Southend West, I hope, and across the country? It is the essence of financial responsibility, and will put us on the path to long-term growth and long-term financial health.

My hon. Friend the new Member for Southend West makes a very important point. We are absolutely committed to investment zones. I wish her success in her campaign to attract one to Southend-on-Sea. As the Secretary of State for Levelling Up, Housing and Communities has noted, this will be a transformational programme for the whole United Kingdom, and I hope that many Opposition Members get behind it and seek to attract such zones to their own constituencies.

We are continuing to deliver support for families by cutting national insurance, and we will save an average of £330 for 28 million hard-working people. We will deliver reforms to boost housing supply and accelerate infrastructure projects across the country, enabling growth where it is needed the most.

It is, of course, a pleasure to follow the hon. Member for Birmingham, Hall Green (Tahir Ali). He talked a great deal about the need for free prescriptions; I think it must have escaped his notice that the Government have now vaccinated 150 million people with free covid prescriptions.

Listening to the Opposition, one would think that this was a Government who were failing at everything. We have heard nothing but doom and gloom. There has been no recognition that when the whole world was hit by the worst global pandemic for a century, this Government delivered the first approved vaccine roll-out anywhere on the globe. We have heard nothing about the fact that that was followed by the fastest vaccine roll-out in Europe—and at the same time the Government delivered £400 billion of support for businesses, which preserved 14.5 million jobs: that is why unemployment is now at its lowest since 1974.

Will the hon. Lady not acknowledge that it was actually the national health service that delivered the vaccine roll-out?

The national health service was funded and run by those on the Government side of the House. Perhaps the hon. Lady has not noticed that. If the Opposition had been in charge, she would of course be saying that it was they who had rolled out the vaccine.

In fact, it is a little bit worse than that. If Opposition Members had been in charge of the vaccination process, we would not have jabbed nearly as many people, because they would have supported the EU scheme rather than ours.

My hon. Friend is absolutely right. Nor would we have come out of lockdown at the earliest possible moment, which has preserved the economy and jobs. The main point, however, is that we have heard no solutions from the Opposition.

The motion mentions GP and hospital appointments, and that is what I want to talk about today. In the health system, the Government are looking for new, innovative solutions to solve the problems that we are experiencing. Of course there are problems: we have just been through a global pandemic which saw the whole country in lockdown and our hospitals and GPs focused on treating millions of covid patients and on the vaccination programme that I have just been talking about, so inevitably there have been delays to regular and routine appointments.

I thank the hon. Lady for giving way; she is being very generous.

I wonder how much responsibility she thinks the Prime Minister should bear for that situation, given that in the very early stages of the pandemic he was coming in here and gloating about shaking hands with covid patients. That set the scene for the early response from the Government to the pandemic.

I think the hon. Gentleman is missing the entire point that I am making. I am acknowledging that our health service has quite rightly been treating covid patients. Now that the pandemic is over, we are of course looking towards dealing with the backlog.

In Southend West, I, like many Members in other constituencies, receive complaints every week from constituents who are experiencing delays in getting appointments with their GPs. One constituent who wrote to me had suffered a minor head injury and ended up having to call an ambulance and go to the local A&E because they could not get a GP appointment. I have raised the issue of ambulances in the House before. However, we have a Secretary of State who is focusing on the issue and is already making progress. That is why we were able to announce this week that we are set to eliminate two-year waiting lists by July, and that is why, because of our management of the economy, the NHS budget is set to grow by an average of 3.8% every year up to 2024-25. As we have heard, by the end of this Parliament we will be spending £188 billion on the NHS, up from £133 billion. That is an increase of £54 billion—over 40%. That is possible despite the poor financial circumstances that we inherited. This Government have increased investment in the NHS every year since we came into office in 2010.

In Southend West, which I represent, we are leading the way in improving people’s healthcare. Due to the actions of myself and other Essex MPs, we will have an increase of 111 ambulance staff over the coming months and 11 new ambulances will be on our roads by the end of July. Earlier this month, Southend Hospital began an innovative enhanced discharge service. This is a collaboration between the council, the clinical commissioning group and the hospital, and it is helping people to get home when they have been in hospital, and to stay there. It is a brilliant therapy-led assessment service that really puts people at the heart of ongoing care, and I am delighted that the Government are supporting the scheme.

The hon. Lady is talking about the discharge from hospital process that was brought into law through the Health and Care Act 2022. Is she aware that the Government do not even know the clinical outcomes of these people? I have submitted written questions on a number of occasions to ask how many patients who were discharged under the discharge to assess process were readmitted to hospital within 30 days, but the Government do not know. Does she agree that the Government should really have done the work and found that out before going ahead with a process that puts very vulnerable patients at risk?

I suggest that the hon. Lady should be congratulating this Government on delivering a £36 billion package to reform the NHS and social care and on tackling issues that Labour Members have ducked for years.

I want to return to the improvements at my own hospital. Patients are now being welcomed through the doors of a new two-storey outpatients building that is creating space for an extra 200 people every week. This state-of-the-art £1.2 million building includes 14 new consulting rooms, seven offices and a large waiting area. It is initiatives such as these that are leading the fightback against delays and waiting lists at the hospital, as opposed to just talking about them. There are also exciting new plans to build a brand-new £8.6 million entrance at the hospital, improving clinical provision, accessibility and the whole experience of patients, staff and visitors. This building will attract private capital funding. There will be no extra cost to the hospital trust or to the taxpayer. It is exactly this sort of innovation that we are looking for.

I am also pleased that our local GPs are looking at ways to improve their waiting lists. As I have mentioned, waiting lists are a huge problem. Having people waiting in a queue on the phone at 8 o’clock in the morning and being unable to book an appointment is something that none of us wants to see continue. The Pall Mall surgery in my constituency, which I had the pleasure of visiting earlier this week, has introduced a new e-consult scheme. Patients can enter their details online, which are then triaged by a clinician. This allows the surgery to triage 100 patients in the same time that traditional appointments would have taken to triage 15. The point of this is not to deny people who need to see a GP a face-to-face appointment but to ensure that our resources are used to their maximum effect so that the GPs can see as many patients as possible face to face.

Thank you, Mr Deputy Speaker. I come to my final point, which is about the reconfiguration of the accident and emergency department at Southend Hospital. That will deliver crucial improvements, and the Government announced funding for it in 2017. The business case was approved by regulators and by the Treasury in 2019, and only last month the Minister for Health, my hon. Friend the Member for Charnwood (Edward Argar), restated that we would be getting this funding. It would be wrong of me not to use this opportunity to ask, once again, that the Department of Health and Social Care releases this funding to Southend Hospital.

As I said, the Government’s response will be revealed in the legislation. When I visited the hon. Member’s constituency not so long ago, I saw that the use of hubs—banks working together to provide access to cash—is key. There are 72,000 cash access points and 430,000 cashback locations across the UK. A coherent response that addresses the hon. Member’s points will be made in the legislation.

The Government are committed to investing in infrastructure to boost economic growth across the country, and I was delighted to see this at first hand when visiting my hon. Friend’s constituency of Southend West last week, where the local authority has secured £19.9 million from the levelling up fund.

It was a real pleasure to welcome the Minister to the new city of Southend last week. Every station on the C2C line in Southend West is access friendly except for Chalkwell station, where there are 30 steep steps to clamber up and down. What further support or funding can the Minister provide to level up that final station and ensure that it is accessible to all?

My hon. Friend is absolutely right to campaign for better access to stations for disabled people. I am pleased to confirm that Chalkwell is included in the Department for Transport’s £350 million Access for All programme, and that construction will begin to install a new footbridge and lift this autumn.
