Commons ChamberI thank the Secretary of State for early sight of his statement.
“Augar is the epitaph for Theresa May’s government…slow, wrong-headed, indecisive and, above all, failing in its central objective, to help level up Britain.”
This is not my verdict, but that of the Secretary of State’s Conservative predecessor; nor is it a reflection on the panel and all the recommendations it has put forward; it is a reflection on the Government on this Government.
Let us start with the obvious point: the Prime Minister has welcomed the report, but is powerless to implement it. Never have I seen a sight so pitiful as the Prime Minister lobbying her own Government. Are there any recommendations in the report that the Secretary of State has the power to adopt now or ever, or will every decision be deferred until the spending review or, perhaps more accurately, until the Conservative party has a new leader and presumably a new Chancellor?
As it stands, the Government have now wasted two years on a review to reach the blindingly obvious conclusion that, as the Prime Minister now admits, abolishing maintenance grants was a huge mistake. If only she could have done something about it. Can the Secretary of State at least assure the House that he wants them restored, and guarantee a decision in time for the next cohort of students? The review also proposes extending more maintenance support to lifelong learning across the board—a point that we would echo. Can he guarantee to consider that, and can he tell us whether it would apply to part-time students?
Decisions need to be made on funding. The outgoing Prime Minister promised that austerity is over, but there is every danger it will continue in tertiary education. Presumably, the Secretary of State accepts that a cash freeze in funding for universities means a real-terms cut. Is the tokenistic fee cut pushed by the Prime Minister not the worst of both worlds, as institutions will have their hands tied on funding while students will still be graduating with tens of thousands of pounds of debt? Is there any guarantee that universities will not simply be left to bear the burden of a cut to fees that mostly helps higher-earning, mostly male graduates at the expense of middle earners? Can he assure us that any such proposal will have an equality impact assessment?
Does the Secretary of State really want graduates to spend 40 years—almost all their working life—paying off their student debt? Is that what we want for our young people? What is the Secretary of State doing about interest rates that have increased, under his Government’s watch, to over 6% a year?
What are the implications for the devolved nations? How have they been considered? The Secretary of State spoke about the value of degrees. How will that value be assessed? How does he value, for example, courses that lead to vital public sector jobs that are, frankly, underpaid? Does our society as a whole not benefit from all of us having access to learning? Adult education is vital to our economy and society. Who will decide which courses qualify, and how far will the new funding go given the terrible toll of cuts to adult education since 2010?
The review, rightly, acknowledges as a central point the need to reinvest in further education and to integrate the whole system. Does the Secretary of State accept that the base rate funding cut to further education and funding 18-year-olds at a lower rate than 17-year-olds were both crucial mistakes? Underlying all those issues is the threat that instead of investing in the whole system, the Government will play universities and colleges off against each other—the very opposite of the collaboration and integration that is needed. Can the Secretary of State guarantee that he would not rob Peter to pay Paul by transferring resources, but would instead secure proper investment in both sectors? The report is a missed opportunity to re-examine the failures of the past decade’s free market experiment in education. Can the Secretary of State give us any reassurance that yet more college closures are not on the way?
There is much in the Augar review that is welcome, but its shortcomings go back to the limits that the Government placed upon it. The aspirations that both the panel and the Secretary of State expressed for our education system will always come up against the cold hard limits of the austerity that the Prime Minister once promised was over. Instead, it is the Prime Minister who is over.
I thank the hon. Lady for her questions. She asked a number of times whether I would guarantee to consider x, y or z, and I do absolutely guarantee to consider everything in the report. We will come forward with the conclusion of the review at the end of the year, at the spending review. That has always been the plan.
The hon. Lady asked about timing. If she cares to compare the timing of this review of post-18 education and its financing with that of the Diamond review in Wales, under the Labour Government there, she will find that it compares favourably. Regarding the devolved nations, I confirm that if there are any spending implications in the proposals we make at the conclusion of the review, and given that education is a devolved matter, funding for the devolved nations would apply in the normal way, including through the Barnett formula.
The hon. Lady asked me to commit to not playing off further education and higher education. I give her that absolute commitment. That principle is at the heart of the independent panel’s report: both routes of higher learning are essential for widening social mobility, for letting young people fulfil their full potential, and indeed for enabling our economy and our society to fulfil theirs.
We should not lose sight of the fact that we have a successful system in place, particularly for the financing of higher education. The hon. Lady and her Front-Bench colleagues constantly complain about it, but since the 2012 reforms, resource per student has increased dramatically, the living costs support available to disadvantaged students has risen to its highest ever level, more young people are going to university than ever before, and more young people from disadvantaged backgrounds are going to university than ever before.
Look at the record of the Opposition. Labour vowed to cancel student debt and to make university free, sometimes appearing to forget that there is no such thing as free. We want a well funded higher education and further education sector in this country, and there are only two types of people who can pay for that: the people who benefit from it and the people who do not. Having made that vow, Labour backtracked on its pledge on student debt. No one will ever trust the Leader of the Opposition again on student fees. People know that talk is cheap, but paying the price of broken promises is not.

Commons ChamberI thank the Secretary of State for advance sight of his statement. I also thank Edward Timpson and everyone who contributed to the report.
No headteacher or school leader wants to exclude pupils, and this should be a power used as a last resort. As the report highlights, it is often the most vulnerable children who are excluded, and we must ensure that the right support is there. For some time I have urged the Secretary of State to match Labour’s proposals and ensure that there is proper responsibility for pupils who leave school rolls, and I am glad he has said he will accept that, along with all the review’s other recommendations.
I know there will be further consultation, but does the Secretary of State have a proposed approach to how and, critically, when schools will be accountable for the outcomes of excluded pupils? It took well over a year and several delays before today’s publication. Further consultation, however necessary it may be, cannot become an excuse for more foot dragging, so when will the consultation conclude and implementation begin?
I am also concerned that the report is limited only to permanently excluded children. Is there accountability for pupils who leave school rolls outside formal permanent exclusion? If not, surely there is a risk not only that this measure will fail to tackle off-rolling, but that it will make the perverse incentives that lead to it even worse, not better. I welcome the Secretary of State’s statement that the practice is unacceptable, unlawful and will be subject to a promised crackdown, but can he tell us how that will be achieved? What sanctions will be available to deter or prevent off-rolling?
The Secretary of State refers to Ofsted, but multi-academy trusts are not inspected, many schools go a decade with no inspection and Ofsted has suffered a 52% real-terms cut to its budget. Can it really tackle off-rolling under those constraints? His commitment to extend support for alternative provision is welcome, but will any additional funding be provided? What concrete measures will we see? The latest wave of free schools included just two that specialise in alternative provision, so how can he address the lack of services in some areas without allowing other schools to be built? Nor did he mention unregistered and unregulated alternative providers. Does he plan to take any further steps to enforce standards?
Let me ask the Secretary of State the obvious question that this review poses but fails to answer. Schools and all the other services that support the most vulnerable children are facing the worst cuts in a generation. The Secretary of State and the review dance around the impact of those cuts, but it is no good holding schools to account for obligations they do not have the resources to meet. Does he not accept that pupils are at greater risk of exclusion when support staff have been lost as a result of funding cuts? How can we implement early intervention when the very services that provide it are being stripped away? What guarantee can he give that the next spending review will give those schools and services the funding they need and deserve?
The aims of this review are shared on both sides of the House, as the Secretary of State mentions. I welcome the steps that have been taken, including the adoption of some of Labour’s proposals, but this cannot fall on schools alone. He mentions that a third of excluded pupils are known to children’s social services, so how can we consider this issue without considering the massive cuts? He talks about knife crime, yet safer schools officers and youth workers are being withdrawn as funding for them is squeezed, too.
Too often, our schools have been left to pick up the pieces as services—from mental health provision to social care, from the police to youth services—have been dramatically scaled back, while austerity has hit hardest those least able to cope. This report found that excluded children were more likely to be those already disadvantaged by class, income, and special educational needs and disability, with certain ethnic minority groups at even higher risk. As the Government’s own Social Mobility Commission found last week, in the past few years half a million more children have been growing up in poverty, social mobility has been “stagnant” and inequality has been “deeply entrenched”. The Prime Minister promised that austerity was over. A generation of children cannot afford to keep waiting for that promise to be met.
I thank the hon. Lady for her questions. I agree with her, of course, that we need the education system to be resourced to have good outcomes for every child, with every child being able to live up to their full ability. I also agree with her about the links between different public agencies and, indeed, the whole of our society in helping to support some of these children.
The hon. Lady asks about improving and funding alternative provision. The high needs budget has risen significantly in the past few years. The proportion of that which has gone to AP has stayed broadly the same. As she will know, the cost-per-place in AP is considerably higher than it is in mainstream. The quality of AP is also typically higher. We know from Ofsted reports that we have a percentage in the mid-80s for the number of AP settings being rated as good or outstanding.
I wish to take this opportunity to pay tribute to the amazing people who run some of these AP settings and the staff who work in them. The key to continued improvement in AP is getting more high-quality people to want to work there, which is a theme we will have to come back to again and again.
The hon. Lady asks whether we have a proposed approach on accountability. She will not be surprised to hear that we have talked about a number of potential approaches. Obviously, I think that some have more potential than others, but I am also conscious that there is a big risk of unintended consequences when we change anything to do with the system in education—she will have seen that. We need to get this right, which is why I have committed to working closely with the sector to make sure we co-design the system.
The hon. Lady also asks about off-rolling and whether schools would be held to account for off-rolled pupils. Off-rolling is not legal. It should not be happening, and we need to make sure it does not happen. Some people say that there are shades of grey and it is not always clear what is allowable and what is not, so we will tighten up the guidance to make sure that there is far less room for interpretation and it is clear when it is allowable for a child to be moved out of school and when it is not. Through Ofsted, and the new framework, a spotlight will be shone on cases where it is believed that off-rolling may be taking place.
The hon. Lady talks about the gap between Ofsted inspections. Of course a number of different triggers can lead to an Ofsted inspection happening more quickly, and it is right that Ofsted has that range available to it.
I agree with the hon. Lady that every child deserves an excellent education that fosters ambition and helps them to make the very most of their potential, whether they are in mainstream or AP. If they move from one to the other, what happens at that moment might make the biggest single difference to the entire rest of their lives.

Commons ChamberThe national funding formula allocates £287 million nationally in growth funding and local authorities also have the ability to top-slice their wider schools block funding if necessary to supplement growth funding. In 2018-19, Essex has been allocated £6.8 million in growth funding through the national funding formula growth factor, but we will, as my hon. Friend requests, make a strong case at the spending review for the right education funding for all areas.
From some of the answers from Ministers today, anyone would think they had not been in government for nearly a decade.
School places are really important for parents, but often at this time of the year many of them find it is not they who choose the school their sons and daughters will go to but the school that chooses which pupils to accept. Can I remind Ministers of the pledges they made before the last general election? Parents in Essex and across the country were promised a review of school admissions in the Conservative party manifesto. Will the Minister keep to that promise?
What I will tell the hon. Lady is that last year—which is the latest for which we have figures— 97.7% of families achieved one of their top three primary school choices, 91% achieved their first choice of primary school, and 93.8% achieved one of their top three choices of secondary school. In 2010, when we came to office, just 66% of pupils attended a good or outstanding school; today the figure is 86%.
I congratulate my hon. Friend on continuing to press the case for the funding that further education needs. We are reviewing the sustainability of further education ahead of the spending review. I also pay tribute to my hon. Friend for her particular work on apprenticeships.
Last week, we heard that 55 staff at the University of Winchester are facing redundancy as a result of the Treasury’s pensions bill, and the University of Cumbria is considering leaving the teachers’ pension scheme altogether. Will the Minister rethink before that trickle becomes a flood?
The Department had a consultation that also looked at the teachers’ pension scheme for further education, schools and independent schools. Obviously, there is only so much money to go around. We need to ensure that organisations such as further education colleges, which have no choice but to offer the teachers’ pension scheme, are protected.
I understand that this is unwelcome news for universities that are having to face increased bills, but in terms of ensuring that universities are financially sustainable, recent reports have shown that the universities sector is in good health. We need to ensure that universities work with the Office for Students, which is clear that when it comes to universities’ registration plans, financial sustainability is key and is marked down for five years. We want to work with universities to make sure they can offer the best experience to students.
I am sure those watching will say that the Minister’s response of “unwelcome news” is just not good enough.
One of the most important things in the education sector is the early years provision. Will the Education Secretary confirm that funding for Sure Start has fallen yet again? It is down by another 12% on his watch. Now that the Prime Minister has announced and promised an end to austerity, can the Education Secretary tell us when the cuts will stop for our tots?
This Government are spending £3.5 billion on early years entitlement, and we are absolutely committed to ensuring that pupils get the best start in life as early as possible. The hon. Lady hits on the crux of the issue: to ensure that we have an education system that is sustainable and works for everyone, we need to make sure that all parts of the Department for Education are properly financed.
The hon. Lady’s commitment on the teachers’ pension scheme has to compete with other commitments within the education system. We will have an urgent question later about EU student finance, and I see in the papers that she has stated she would give free tuition fees to EU students. The point here is that money for EU students comes out of the pockets of Sure Start. The issue she has to address is where the money is coming from in the Department for Education for all her unfunded announcements. It is simply not acceptable for her to stand at the Dispatch Box and make commitments that will only disappoint people in the long term.

Commons ChamberFirst, may I thank the Minister for his opening remarks and the tone in which he made them and for the interventions he took and ask Members to be respectful of others who want to contribute to the debate by not intervening too much?
The issue we are speaking about today is a fundamental human right, and it is absolutely right that we discuss it on the Floor of the House. The world that our children face has changed beyond recognition since our own childhoods, and it is already far too long since we last updated the guidance on sex and relationship education. The use and reach of technology has grown at an unprecedented pace and our society has changed, too, in many ways for the better, and I welcome the Minister’s opening remarks in particular around online safety and mental health and wellbeing.
The Equality Act 2010 and equal marriage have both been passed by this House under Governments of different parties, and I hope we have led as well as reflected the changes that have happened in social attitudes. Today, we have the chance to do so again, and I am glad that this has been taken forward over many years on a cross-party basis, reflecting a consensus that cannot simply be thrown away when Governments change.
I am grateful to my hon. Friends the Members for Rotherham (Sarah Champion), for Birmingham, Yardley (Jess Phillips) and for Walthamstow (Stella Creasy) as well as many others, and I must also pay tribute to my hon. Friend the Member for South Shields (Mrs Lewell-Buck) who I was sad to lose from our Front Bench and who made a positive impact not least on shaping the Children and Social Work Act 2017, which legislated for universal SRE. There are many Government Members, too, who have made these reforms possible. In particular, let me acknowledge the roles played by the right hon. Member for Basingstoke (Mrs Miller) as Chair of the Women and Equalities Committee and the former Secretary of State the right hon. Member for Putney (Justine Greening), who was instrumental in bringing these changes forward.
Reform is necessary and I hope that the cross-party agreement will be reflected by all Members of this House, because it is clear this week that we must send an unequivocal message. There is a moral obligation on us to show political leadership in updating these regulations. We must ensure that every child in England today learns about healthy relationships when growing up, but it is absolutely essential that they learn about their own identities. On this point, I hope that the Minister will explain what the guidance means when it says that it “expects” all children to be taught about LGBT issues.
My hon. Friend is making a very strong speech, and she rightly mentioned mental health and the wellbeing of young people. Does she agree that all the more reason why we need LGBT+ inclusive education and SRE is because the mental health particularly of young LGBT people and especially trans young people is often at great risk?
My hon. Friend is right, and the statistics lay bare the devastating lifelong impacts if we cannot ensure every child is celebrated for who they are, which I am sure is what we all want across the House.
One of the most moving days of my life was when my youngest son George told me, his father and his brother that he was gay. I will never forget the look of relief on George’s face when he told us, and we had a family hug. Today, I would like us to think about all those LGBT children and young people out there who do not have a family to hug them. So I ask that there is a guaranteed requirement that every child will be taught about LGBT issues—or is there a risk that some LGBT children in particular, like my George, will miss out on this part of their education?
I welcome my hon. Friend’s powerful intervention, which shows the whole House that there is an obligation on us all to ensure that support is available. I also pay tribute to the Government for bringing forward these regulations. There is no opt-out from the Equality Act 2010, and we have to ensure that all schools understand the obligations and that we work with society and do not push back from the gains that we have made over the years and decades. We must support society and our young people, who actually lead the way a lot of the time on these issues. We must listen to them and show them that we love and respect them for who they are and that we will help them to grow.
Does my hon. Friend agree that it is often not the wider society but young people who lead the way and that this House can help to frame the discussion that will take place in the wider communities? These regulations are really important in ensuring that we frame the debate in a positive way rather than in a negative one, which is in danger of happening in some corners of this country.
I absolutely agree with my hon. Friend. Far be it from me to say that this House can sometimes be prehistoric when it comes to moving forward, but I do believe that young people challenge us, as we saw with the recent climate change strikes. We have to listen to young people, as they often show us that we can be a more tolerant, more equal, more loving and more respectful society.
LGBT issues are not something that can be detached from the society in which our young people are growing up and to which they are exposed. LGBT people will be their friends, their families, their teachers and of course some of the children being taught. They must know that, throughout their education, they will get the support that they need. Teaching LGBT awareness does not make someone any more or less LGBT, but it does teach people the facts and dispel the myths, to ensure that our young people feel loved and valued for who they are. For all the positive social change that has been achieved, nearly half of all LGBT young people are bullied in school for their sexuality, and half of them do not tell anyone about it. More than three in five lesbian, gay and bisexual young people have self-harmed, and the figure rises to more than four in five among trans students. Perhaps most devastating of all is the fact that one in five lesbian, gay and bisexual students have tried to take their own lives, as have more than two in five trans people.
We agree on the need for these reforms, but we must ensure that they are properly implemented. The Minister has said that there will be a £6 million budget for school support, training and resources, but if that were to be spread across all of England’s 23,000-plus schools, it would amount to about £254 per school. Does he really believe that schools will have the resources they need to deliver this curriculum? Perhaps he will tell us later how this funding will be distributed, and how many schools can expect to get it in the first year. Also, will every teacher who requests training in the new subject be able to access it? If not, how many does he believe will have received such training by September 2019 and 2020? Does he believe that this funding is enough to ensure that the new curriculum is available to all pupils, including those with special educational needs and disabilities, in all mainstream and special schools?
Will the Minister tell the House what steps he will be taking to monitor the implementation of the new curriculum, and in particular, how he will ensure that every child gets the education that they are entitled to? Will he also tell us what support will be given to the teachers who are delivering it? We have already seen the challenges now facing some schools in delivering similar subjects. What action will he take to monitor how the new curriculum is being implemented? What action will be taken if schools are not delivering it?
I am a member of the generation that had to deal with section 28, and we do not want to go back to that. What words of reassurance does my hon. Friend think we need to hear from the Government tonight for those parents who are concerned about sending their child to school and finding that their child and their family relationship, because they have two mums or two dads, is suddenly being judged or excluded from the curriculum?
My hon. Friend makes an important point but, without putting words in his mouth, some of the Minister’s opening remarks were absolutely right. Most people would support relationships education when they understand what it is about. We have made great progress, and I honestly think this is a tolerant, supportive and loving society. Some would not accept it, but we cannot row back from the advances we have collectively made together. I hope that the whole House will send that message across all our communities and say that this is what we want: healthy, resilient young people who will be happy into adulthood.
The regulations require the Secretary of State to review the guidance from time to time, but I am sure the Minister agrees that, with the pace of change in modern society, we will need to do so regularly. Will he confirm that he will look again at the guidance at least every few years? The option for young people to opt back in to SRE is an important one, and it is right that the guidance acknowledges the voice of young people in such decisions about their education, but can the Minister explain why the opt-in begins only from three terms before turning 16? As it stands, even in secondary schools, children will not have the right to opt in. Given that the curriculum will always be age appropriate, does he believe this age cut-off and the opt-out are genuinely necessary? Will he look again at these issues once the new guidance has bedded in?
The guidance has specific provisions requiring schools to take the religious background of all their pupils into account in teaching SRE. This flexibility can be useful, although we must be clear that there can be no opting out of the Equality Act 2010 and that all schools must teach the law on these issues so their pupils understand it. I hope that the Minister will echo that point.
As the Minister said, schools, particularly faith schools, remain able to teach distinctive faith perspectives on these issues. However, I know there are still concerns in some faith communities and, of course, we want to ensure our education system is inclusive in the widest possible sense. For example, I recently met representatives of the orthodox Jewish community, which has particular concerns not just about the curriculum but about Ofsted that I hope can be addressed.
For this to succeed, we must take parents from all our communities and all backgrounds with us. As the Minister stated, concerns that arise are often based on misunderstandings of what is being taught, and good parental engagement can avoid that. I hope that the Government will support schools on that, but I also hope that the Government are prepared to investigate and intervene, where necessary, to ensure that schools are following the Equality Act and that the Minister will come back to update the House.
We are concerned that the Government’s structural reforms to the school system have made it more difficult for parents to have their concerns heard at a school level. The shift to academies and the removal of parent governors can lead to the perception that decisions are made by managers in academy trusts that are remote from local schools and communities. That damages the relationship between parents and schools, and it works against early and effective engagement.
The new guidance requires schools to discuss the new curriculum with parents, and it suggests an open dialogue on this subject. I believe that it is best left to schools to work in their own communities, but there must be support from the Government. If this House passes the guidance today, as I hope it will, we are asking teachers and schools to deliver that curriculum. We must give them political leadership and support in doing so. I hope that the message will be made loud and clear, not just by the Minister today, but by the Secretary of State as well.
It is rare, at a time when we are so divided, to see those on this side of the House in agreement with the Government, but that is the case today. I hope that we can agree this measure without dissent and make it clear to the whole country that it represents the will of the whole House. Of course, as shadow Education Secretary, I believe that there is room to improve the guidance and that a Labour Government will do so, but we can take a giant step forward today by passing these regulations. They are badly needed to ensure that every child grows up safe and happy. It is our absolute duty as Members of this House to make that happen. This may be the only time that I say this from this Despatch Box, but I, too, commend this motion to the House.

Commons ChamberWe would like to see those young people who have an interest in climate change becoming the engineers and scientists of the future, particularly the young women among them. It is important that people who care passionately about these subjects should use that passion to take up careers that will make a real difference to our climate.
In the past few days, research has exposed one of the devastating impacts of cuts to the curriculum in schools and sixth forms: music provision has fallen by over a fifth in five years, with schools in the most deprived areas suffering the worst. That was among the concerns raised by 7,000 headteachers last week, but the Secretary of State refused to meet them. Let me make it clear that I would happily meet those headteachers any time. The question is: will the Education Secretary now agree to do the same?
Yes, we have invested £500 million in music and the arts. To put that into context, the hon. Lady should be aware that the Secretary of State met headteachers on Thursday, Friday and Saturday. He did not meet any on Sunday, but I am sure that he will meet more headteachers this week, so there has been no snub from the Secretary of State. He meets headteachers all the time—[Interruption.] From a sedentary position, the hon. Lady suggests that the Secretary of State refuses to meet headteachers, but that is not the case. That is not an honest representation of the Secretary of State that I know—[Interruption.]
I commend Peartree Way maintained nursery school. Maintained nursery schools do a brilliant job because they cater for the most disadvantaged children in our communities. That is why we have provided the additional £24 million that has been mentioned many times today. What happens next obviously depends on the spending review. We are working with the sector, which I want to thank for its hard work in allowing us to understand the additional costs so that we can put our best foot forward in the spending review.
It is great to see the pupils in the Gallery who have been listening throughout Question Time.
In the Government’s vast backlog of Brexit legislation, they recently slipped out regulations that allow them to withdraw the UK from the European University Institute. Legal experts say that that is completely unnecessary and academics warn that it will be deeply damaging. Will the Secretary of State publish the legal advice and allow a debate on the Floor of the House—or, better still, withdraw the proposal and think again?

As the Secretary of State said, the work of many colleagues across the House has led to today’s announcement, and I pay tribute to my hon. Friends the Members for South Shields (Mrs Lewell-Buck) and for Brent Central (Dawn Butler), as well as my hon. Friends the Members for Rotherham (Sarah Champion), for Walthamstow (Stella Creasy) and for Birmingham, Yardley (Jess Phillips), who did so much from the Back Benches. It is only fair to note also, as the Secretary of State did, the contribution of the right hon. Member for Basingstoke (Mrs Miller), and the right hon. Member for Putney (Justine Greening) for her initial commitment to these changes.
There are a number of questions that I hope the Secretary of State can address. He said there would be a £6 million budget to support schools. With over 23,000 schools in England, this amounts to about £250 per school; is he confident that this is enough, and how will it be distributed? Will training be available to every teacher who requests it, and how many teachers will receive it over the next two school years? Is this new Treasury funding or money diverted from existing education budgets?
On the guidance itself, giving children a voice in this part of their education is hugely important, and I welcome the Secretary of State’s recognition of that vital point. However, can he explain why, since the curriculum will always be age-appropriate, he will not allow children to opt in at a younger age? He referred to “exceptional circumstances” in which the opt-out will not be allowed; can he tell the House what such circumstances might be?
The Secretary of State will know the horrifying figures on bullying and mental health problems that affect young LGBT people. Addressing these issues in the curriculum would be a milestone in ensuring that they and others can grow up understanding more and living in a safer environment. At his last statement, I told the Secretary of State that these issues must not be an annexe to the rest of the curriculum, so I am glad that the draft guidance says they must be fully incorporated into the curriculum and not taught separately. However, paragraph 37 of the guidance says this only has to be taught
“at the point at which schools consider it appropriate.”
I know the Secretary of State’s Department has said it expects all pupils to be taught LGBT content, but how will he address the risk that some might be excluded?
Paragraph 21 of the guidance allows schools to “teach about faith perspectives”, and schools with a “religious character” to teach a
“distinctive faith perspective on relationships”,
and it says that
“balanced debate may take place about issues that are seen as contentious.”
The Secretary of State will know there are concerns, particularly in the Jewish and Muslim communities, about both his Department and Ofsted, and I am sure we both want our education system to reflect the diversity of our country and provide the opportunity to learn more about it. But can he also be absolutely clear that his guidance does not permit teaching that could be hostile or damaging to LGBT young people in particular?
I welcome the Secretary of State’s words on health education and on the importance of mental health, but can he assure us that he does not intend simply to shift the burden of diagnosis on to teachers, and that greater provision of professional health services will be available? For example, has he considered matching our commitment to ensuring that access to a counselling service is available in every secondary school? I am glad that he has addressed the issue of menstruation, but that would surely be complemented by concrete steps such as those we have proposed to tackle period poverty in schools. Can he tell us whether subjects such as the menopause are also included?
The Secretary of State’s commitment on online safety is also welcome, but is he pushing for firmer action aimed at the giant businesses that profit from social media without taking any proper responsibility? I welcome the inclusion of education on female genital mutilation in the curriculum, but girls are at risk of FGM when they are very young, so can he explain why this issue will not be included in the primary curriculum and tell us what other steps he is taking to tackle it? I believe that we are all better off through understanding the issues that we each face, and I hope that the whole House can work together to make this a reality for the next generation.
The hon. Lady has raised a number of issues, but I should like to start by thanking her for the collaborative and co-operative cross-party way in which she and her colleagues have addressed this matter. We want the subjects to help young people be healthy, happy and safe, and the building blocks start in primary school—particularly those dealing with healthy family relationships and friendships. At secondary level, this moves on to thinking about young people as potential partners and parents and therefore covers content on intimate relationships, sex, online harms and more complex mental health content. She asked about our wider approach on mental health, and she will know of our commitment—my right hon. Friend the Health Secretary is sitting next to me—to ensuring that support teams are rolled out across the country to work with schools, and to ensuring that there is a designated mental health lead to look at mental health first aid. Overall, the recognition that we all have of mental health is higher now than it is ever been.
The hon. Lady asked about LGBT content. Schools should address that, as they do other subjects, in an age-appropriate way. Schools, teachers and headteachers know their cohorts of children better than anyone, alongside their parents. We expect this education to happen, at least in secondary schools, so that by the time someone finishes school they have covered that content, but it could happen in primary school as well. Of course, it should not be hostile to any group, and we need schools to be sensitive to the different kinds of families that children might come into contact with. That is partly about LGBT people, but it is also about other types of family. For example, children might be growing up with foster parents, grandparents or single parents, and schools need to be sensitive to whatever the set-up might be. The hon. Lady also asked specifically about LGBT bullying. That is of course a matter of great concern, and we know from surveys that LGBT-related bullying is quite prevalent. As she will know, we are funding four anti-bullying organisations, and the Government Equalities Office is also working with organisations on transphobic and biphobic bullying.
There is a parental right to request the withdrawal of their child from sex education, but we have carefully balanced that with the right of the child as they get older and become competent to make their own decisions. I think that we have struck the right balance there. The hon. Lady asked about exceptional circumstances. It is difficult to codify exactly what those exceptional circumstances could be—by definition, because they are exceptional—but the guidance sets out how headteachers should go about discussing these matters with parents. That is good practice, and they should honour that right to request withdrawal until three terms before the child reaches the age of 16. More broadly, we encourage schools to work with parents, and there is an obligation to consult parents on the content of these subjects and to publish that consultation on the internet. The hon. Lady asked specifically about faith groups, and it is correct to say that in the guidance we set out that the core content must be covered, but beyond that faith-based schools can reflect the teachings and traditions of their faith to help to build on that.
Overall, we need the right resourcing and support to help schools to deliver this properly, which is why we have budget available to do that. That will cover both online and face-to-face training, but of course we will continue to look at this as the programme gets rolled out to make sure that we have absolutely the right support in place.

Commons ChamberI work closely with Universities UK and with Universities UK International and its director, Vivienne Stern, to allay their concerns. When it comes to the Government’s guarantee, all successful bids that have been approved by the European Commission will be guaranteed funding.
When the House comes to vote again on a deal that will protect Erasmus students not only under the withdrawal agreement but under the political declaration, perhaps the hon. Lady could say to Universities UK that she will now vote for a deal that will protect all Erasmus students.
I, too, welcome the fact that half the questions and half the time today have been spent on further education, and I also welcome the new higher education Minister to his place. I believe he is a scholar of Tudor England, which I suspect will serve him well considering how long higher education Ministers last in this Government—it is about the same as Henry VIII’s wives.
Will the Minister confirm that figures show there are 36,000 academics from other EU countries working in UK higher education, nearly one in five of the total academic workforce? Given the damage that a disastrous no-deal Brexit would clearly do to the sector, will he promise the House today that he will never be part of a Government who allow that to happen?
I pay tribute to the school for its work and I would be happy to meet my right hon. Friend to discuss the matter further. There was some extra funding for high needs in the package of measures that we put forward in December; I also committed to looking at some of the wider issues, including the way funding works structurally, to ensure that the resourcing for those needs is fairly spread among schools. I will also address some of the training and development issues that I mentioned in response to my hon. Friend the Member for Mid Norfolk (George Freeman).
Does the Secretary of State agree with today’s call from the Children’s Commissioner for new powers to deal with the alarming number of pupils falling off schools rolls? May I politely suggest to him that he implement Labour’s proposal to ensure that schools are accountable for the results of pupils who leave their rolls until they find a new permanent place?
There are a number of interrelated issues in the subject that the hon. Lady has rightly raised and that the Children’s Commissioner was talking about today. I am, of course, concerned whenever there is off-rolling, which is not legal. These things must be done properly. I am also concerned about the extent to which we may not know how some children are being educated, and so on. That being said, there are children who are being home educated brilliantly by amazingly dedicated parents, and we have to acknowledge and respect that. As the hon. Lady will know, a review of exclusions is under way. We will report back on that in due course, as well as on some of the wider issues.

(Urgent Question): To ask the Secretary of State for Education if he will make a statement on the teacher recruitment and retention strategy.
Last year, we recruited more than 34,500 trainee teachers into the profession—more than 2,000 more than the year before—but the growing number of pupils means that we need even more teachers at a time when we have the most competitive labour market on record. Today, the Government launched the teacher recruitment and retention strategy, outlining our priorities ahead of the spending review. First, we are creating the right climate so headteachers can establish the right culture in their schools. Secondly, we are transforming the support for early career teachers. Thirdly, we are building a career structure that remains attractive as teachers’ lives and careers progress. Fourthly, we are making it easier for great people to become teachers.
At the heart of the strategy is the early career framework. Developed with teachers, headteachers, academics and experts, and endorsed by the Education Endowment Foundation, it underpins what all new teachers will be entitled to be trained in at the start of their career, in line with the best available evidence. The early career framework will underpin the fully funded two-year package of structured support for all early career teachers, including additional time off-timetable for teachers in their second year and fully funded mental health training.
By the time the new system is fully in place, we anticipate investing at least an additional £130 million every year to support the delivery in full of the early career framework. This will be a substantial investment, befitting the most significant change to the teaching profession since it became a graduate-only profession. In addition, the recruitment and retention strategy outlines how the Government will create the right climate for headteachers to establish supportive cultures in their schools in which unnecessary workload is driven down. This includes consulting on replacing the floor and coasting standards, with Ofsted’s “requires improvement” as the sole trigger for an offer of support.
The recruitment and retention strategy, including the early career framework, has been developed closely with the sector. Its publication marks a crucial milestone for the profession, as well as the start of a conversation between the Government and the profession about how best to deliver on the promise of this strategy.
The publication of this strategy is a credit to the school leaders, teachers and trade unions who have campaigned for years on this issue. Any serious attempt to tackle the workforce crisis, however overdue, is welcome, but today’s words must be matched by actions. Perhaps the Minister could start by acknowledging the scale of the problem. He has missed his targets six years running, and teacher numbers are declining as pupil numbers are increasing. Can he confirm that between 2016 and 2017 the number of full-time equivalent teachers in our classrooms fell by over 5,000?
The Minister mentioned the £180 million of funding, but at least £42 million of it was announced back in December 2017. How much is new money? The framework talks about
“at least an additional £130 million pounds a year”.
Is that new funding from the Treasury, or is it being taken from other education spending, and if so, where from? Has the Treasury committed to this funding in the upcoming spending review, and does the “at least” mean that more money will be available if needed?
The concept of the new framework is welcome and long overdue, but can the Minister guarantee that every new teacher will be able to benefit from it? Specifically, will academies also be required to offer the additional time off-timetable for newly qualified teachers in their second year? For many schools, timetabling makes part-time work challenging. Where will they find the additional staff needed to make job shares work? Has he made any assessment of the number of teachers this could keep in or bring back into the profession?
On initial teacher training, how will the Minister ensure that smaller teacher training providers, such as school-centred providers, will not lose places? He pledged a review of teaching schools. What issues will this address and how will it be carried out? The strategy suggests that their functions will be taken on by multi-academy trusts. Will other schools be excluded? Will the strategy offer something for more experienced teachers? His most recent pay deal means that 250,000 teachers—the majority, in fact—are facing another real-terms pay cut. Can he confirm that today’s strategy does nothing to stop continued real-terms pay cuts in our schools? Surely he can acknowledge that teachers need more than the offer of part-time work.
Finally, the teaching workforce crisis cannot be separated from the years of cuts to pay and education budgets. Our teachers do invaluable work every day raising our next generation, and I thank them all. I hope that the Government will start valuing them with more than just warm words.
I do not really know how to react to the hon. Lady’s tone. This is a very effective recruitment and retention strategy, which has the support of the sector, and I should have thought that she would want to support it as well. The concept and structure of the strategy were driven by my right hon. Friend the Secretary of State, and the details were developed by officials and by me in close consultation with the profession, the teachers’ unions and academics. I do not regard that as a matter for criticism.
The hon. Lady asks whether the £130 million is new money. It reflects what we think schools will need to support a 5% timetable reduction for early-years career teachers, for mental health training and time and for the training programme. The Government are clear that they are committed to that funding, and it is new funding. It does not include the £42 million teacher development premium.
The hon. Lady asks about more experienced teachers. As she will see when she has a chance to read the strategy, it includes support for non-leadership career pathways for teachers who want to remain in the classroom. There will be a teacher development national professional qualification to enable them to enhance their careers without necessarily taking on leadership positions. We shall be announcing a procurement tender for initial teacher training providers and others.
The principal challenge that we face in teacher recruitment is the fact that we have a strong economy, with record numbers of jobs and the lowest unemployment since the 1970s. We are competing with other professions, such as commerce and industry, for the best graduates in our economy. A strong economy is not a challenge likely to face any Labour Government. Whenever Labour is in office, it damages the public finances, damages the economy and destroys jobs, whereas the Conservatives repair our economy, take a balanced approach to the public finances and create jobs—millions of jobs.

Commons ChamberOf course, we need all those European languages, as well as Mandarin and other languages, to be taught in our secondary schools. Since 2010, there has been an increase from 40% of the cohort taking a GCSE in a foreign language to 46% this year. However, we need to go further, which is why we have the target of 90% studying the EBacc combination of GCSEs by 2025.
Non, nee and nein are among the European words the Prime Minister has learned this week, but a generation of children is being denied the same opportunity, with nearly 20,000 fewer hours of modern languages taught in secondary schools now compared with 2010. The decline is particularly stark in German and French. Will the Minister commit today to reversing that trend, or is it only the Prime Minister who is being taught a lesson?
I must say, it is rich for Opposition Members to criticise the reduction in modern foreign language teaching. It was their Government—the Labour Government, in 2004—who downgraded the importance of foreign languages, and we are trying to reverse that. We have increased the proportion of young people studying a foreign language from 40% in 2010 to 46% this year, and we want to go further.
The first three T-levels—digital and construction in particular—are on track for teaching from 2020, and we have recently announced seven more for introduction in 2021. This is the way we build skills—by making sure that pre-16 and post-16 education gives young people the drive, desire and ambition to succeed at whatever level. The industry is a critical component of T-levels, and this will be an ideal opportunity for local employers to build local skills.
Over the weekend, the former Universities Minister, the hon. Member for East Surrey (Mr Gyimah), suggested that the Prime Minister was not acting in the national interest. On that theme, the hon. Member for Orpington (Joseph Johnson) has said:
“I was in strong disagreement with keeping foreign students in the immigration cap. The sooner it is dropped, the better.”
I am glad that he agrees with us on that. We have been told to expect the immigration White Paper later this week. Can the Secretary of State tell us whether it will finally take students out of the migration target, allowing the Government to find at least one policy that the majority of this House and indeed the country can support?
I fear that the hon. Lady is mistaken. Our higher education sector rightly attracts students from around the world, thanks to its great quality, and we want to grow the number of students coming to our universities. There is no limit on the number of students who can come to our universities. I think she is referring to the statistical measurement, which is an international measurement that defines people who come to this country for more than 12 months as being in the immigration statistics, but of course, when they leave again, they count as minus 1 in those statistics.

That this House notes the Institute for Fiscal Studies’ finding that education spending as a share of national income has fallen from 5.8 per cent to 4.3 per cent since 2010, including funding cuts of over two thirds to Sure Start, of nearly a tenth to schools, of over a fifth to sixth forms, and of £3 billion to further and adult education; further notes the Prime Minister’s statement that austerity is over; endorses the Secretary of State for Education’s recent demand for billions more funding and welcomes his comments that there is a strong case for investment in the spending review but notes that the recent Budget provided only small capital projects; offers its full support to the Secretary of State for Education in persuading the Chancellor of the Exchequer that education urgently needs new investment; and calls on the Government to end austerity, not with little extras but by reversing all cuts to education funding.
I apologise in advance if my throat gets a little hoarse; I seem to have caught the Commons cold that we all have at the moment.
I have shadowed three Education Secretaries, but in the last year it has sometimes felt like two in one. There is the Education Secretary who pledged to do more to support teachers and to end the meddling, acknowledged that funding was tight and said that he was trying to squeeze more funding from No. 11. Then there is the Education Secretary who defends austerity, denies the cuts and spends his time and energy making absurd allegations about our policies, rather than fixing his own.
And then we got to Budget day and the Chancellor’s “little extras”. In the Secretary of State’s recent interview, he visibly winced when asked about those words. Perhaps he can tell us his reaction to the Chancellor’s comments at the Treasury Select Committee, where he said:
“I am sure that for anybody who feels it is not worth having, there will be plenty of other schools that will be willing to receive the cheque on their behalf.”
He has said that schools could buy
“a couple of whiteboards, or some laptop computers or something”.
That is incredible—he has taken billions of pounds from our schools, and now he offers them a whiteboard. As my hon. Friend the Member for Dewsbury (Paula Sherriff) put it,
“what use is a whiteboard if there is no teacher to use it?”—[Official Report, 31 October 2018; Vol. 648, c. 912.]
No doubt, if we did face Brexit food shortages, his solution would be, “Let them eat cake!”
It is all very well the Education Secretary cringing at the Chancellor—believe me, we all do, and not just at his jokes—but he has to live up to the promises that he has made since. Just a week after the Budget, he demanded billions more in the spending review, saying there was a “special case” for investment in education. If that is the Education Secretary who turns up today, then our motion offers him the full support of the House, and I hope that Conservative Members will join us in the Lobby and demand that Downing Street makes good on the promise that austerity is over.
However, it was the other Education Secretary who turned up at questions yesterday. He thought he was there to ask questions of the Opposition. It is remarkable. Let us look at what is happening in education in this country. Sure Start centres are closing, children’s services are overspending, nurseries are on the brink, schools are begging for donations, teachers are leaving in droves and universities are facing bankruptcy—and what is the Education Secretary’s top priority? The Labour party. I am of course flattered, and if he wants to swap places I can assure him that we are ready.
It is beyond belief that Ministers spend their time and energy desperately smearing and scaremongering about our policy, when the Government’s policy is in tatters—shredded by their own cuts. Let me point out that last week’s annual academy accounts show the sector running with an operating deficit of over £2 billion, the net financial position in decline and a record number of trusts going bust. The real threat to those schools, their pupils and their staff is not accountability, but austerity. Unfortunately, the Education Secretary was in denial yesterday. He has said that school funding is at a record high, yet school spending is £1.7 billion lower in real terms than it was five years ago.
I hope my hon. Friend will not forget the crisis we have across the country in special educational needs funding. In Staffordshire, the county council passes on the bare minimum provided by the Government, which is not enough. It has just announced a consultation that represents a real threat to the future of special schools, and to the excellent education and great staff in our county.
My hon. Friend is of course absolutely right to talk about pupils with special educational needs, because the funding for them has been frozen and local authorities are facing significant funding demands. It is not fair that the children who need such support the most are being failed by this Government.
Schools across the board—whether they are academies or local authority-supported schools—are asked to find the first £6,000 of special educational needs funding from their own budgets. Will the hon. Lady ask the Secretary of State where he thinks schools have this money lying around?
The hon. Lady makes a crucial and important point. As I have said, I really think the Secretary of State needs to listen more to headteachers and to teachers across the board, up and down England, who are desperately trying to ensure that the funding is available to support all children. Under the previous Labour Government, every child mattered; under this Government, segregation matters.
The Secretary of State was asked by my hon. Friend the Member for West Lancashire (Rosie Cooper) if pupil funding was set to fall in real terms, and he simply said, “No”. The Institute for Fiscal Studies has found that per pupil spending will be falling again next year, so I give him the opportunity now to provide this House with the guarantee he once gave that not a single school will lose a single penny in per pupil funding. Unfortunately, his Government’s guarantees on funding have a habit of unravelling. The Secretary of State seemed bemused by my idea of segregation, and I understand why: the Secretary of State of course dropped the education Bill that would have brought in more grammar schools, but the Government are trying to do that themselves through the back door. The Government said that they would fully fund the pay settlement for teachers, but then offered less than the pay review body, for the first time in its 28-year history.
My hon. Friend raises a very interesting point. The Government are not prepared to fund in full the recommended increase to teacher pay. They are leaving that to the schools to find, which is a further cut in school budgets. That means that schools cannot deal with special needs or assist pupils with special language needs in particular. Schools cannot employ those teachers any more—that is the mess the Government have left.
I thank my hon. Friend for his intervention. Of course, one of the myths that keeps being spread by the Government and Conservative Members is that record funding is going into schools, but they do not talk about the record level of costs on schools, which means that schools are facing real-terms financial pressures, and the Government have done nothing to support schools in that regard.
Despite the Secretary of State’s concerns four months ago, he has left 250,000 teachers—most of the teaching workforce—facing a real-terms pay cut. Meanwhile, teaching assistant wages are pennies above the minimum, even as so many of them have had to dip into their own pockets for basic school supplies. Austerity is not over for teachers or their support staff.
I have visited more than 30 schools in my constituency where teachers are leaving and it is very difficult for the schools to replace them. In a recent survey the National Education Union found that 81% of teachers have considered leaving the profession. Does my hon. Friend agree that it is clear across our constituencies that austerity is far from over?
I absolutely agree with my hon. Friend. The Government have, of course, failed to meet their teacher recruitment targets for the past five years and teachers now face a real crisis. The Department for Education told us that the teachers pay grant would cover the cost of the pay rise, but that does not include the first £250 million needed to give staff a 1% pay rise, and the Secretary of State’s own Ministers have admitted that not every school will get the funding it needs through the grant. Will the Secretary of State tell us how many schools are not getting enough to meet the cost? Austerity is not over for our schools.
A few moments ago the hon. Lady said that record levels of funding were going into our schools. Does she accept that that is a fact?
No. The hon. Gentleman misunderstands what has been said. What I said was that his Government have said that record funding is going into schools, but by not recognising the record costs and additional pupils in our schools they have created a deficit and schools face a real-terms cut. I suggest that the hon. Gentleman look not at my figures but at those of the IFS, which will show him that schools have faced significant cuts, and we know the impact they have.
I thank my parliamentary neighbour for giving way. In Oldham, pupil numbers have increased by nearly 4,000, but there are 100 fewer teachers in those schools to teach the additional pupils.
My hon. Friend and neighbour makes a very important and valid point. We know the impact that cuts have. Frankly, I have heard the heartbreaking stories too many times: schools begging for donations; vital support staff lost; children with special educational needs and disability suffering the most; the school week being cut; and subjects dropped, with sports and the arts the first to go. So austerity is not over for our children, either.
If the picture is so negative, why are almost 2 million more children being taught in schools that are good or outstanding than was the case in 2010?
The hon. Gentleman needs to look at what the Education Policy Institute and its statistics have to say, because that is absolute nonsense. There are more pupils in schools and he does not take into account the fact that a lot of those schools that are rated outstanding have not been inspected, some for up to 10 years. The hon. Gentleman needs to be very careful about how he uses statistics.
Of course, there is one subject in which Ministers do seem to value creativity—statistics. The Education Secretary said yesterday that he did not recall being slapped down by the statistics watchdog four times in the 11 months he has been in office. I have checked with the UK Statistics Authority and I have to admit that he was right—it was actually five times. Let me remind him. At our very first questions, the Secretary of State claimed that per pupil funding was up in real terms. He had to correct the record. He said that every school would receive a cash increase. He had to admit they would not. He claimed that more pupils were in good schools. He has been told to stop repeating that claim. He said that we had leapfrogged up the international tables. The stats watchdog said that was “not correct” and that his most recent claims on school funding were
“presented in such a way as to misrepresent”.
Perhaps he just objected to the phrase “slapped down”. Fair enough. The Times said he was “rebuked”. The Daily Mirror said he was “blasted”. Schools Week said he was “censored”. The BBC said he was “reprimanded”. And the Daily Mail said all four. Perhaps it is time to open one of his centres for maths in his own Department. [Interruption.]

Perhaps it is time to open one of the Secretary of State’s centres for maths in his own Department. Even better, he could stop fiddling the facts and start facing the facts. There is one statement he has made that is entirely accurate: education needs billions of pounds more investment. Just look at the services that serve us at the very start of our lives.
The current projections are that 71 of 73 schools in Lewisham face cuts, losing £8.8 million from 2015 to 2020. That equates to a loss of £257 per pupil. Does my hon. Friend agree that that is appalling?
My hon. Friend makes an important point. Fantastic work is going on in our schools to educate our children, but I am sure hon. Members from across the House cannot go into a school in England today without being told that the cuts have had a detrimental effect on the work they are doing. They are doing tremendously good work, but they are facing real-terms cuts. It is important that the Secretary of State recognises the pressure his Department and the Treasury are placing on our schools.
My hon. Friend has quite rightly concentrated the bulk of her remarks thus far on the crisis in schools funding. Will she spare a word for the devastating situation facing many sixth-form colleges which, according to the IFS, have been hit by a 21% cut in real terms? That needs sorting out too, does it not?
My hon. Friend makes a very important point. I will come on to that, but he is absolutely right to say that adult education and further education have been the most cut and have faced the most severe difficulties since this Government came to power.
I appreciate what the hon. Lady is saying, but she is pointing towards giving schools a lot more funding. How much more would she put in and how would it be funded in terms of parents of pupils paying greater taxes? Surely we should be transparent. Everyone should know.
At the general election, we had costings in our manifesto. The Conservative party made no costings and said nothing about the bung they were going to give the Democratic Unionist party to prop up their Government. We have said quite clearly that we are at a time when we need to invest in our education system. As we leave the European Union, our constituents expect us to invest in the vital skills we need. We said we would pay for that by reversing the big corporation tax cuts that were given away by the Conservatives. We fully costed it: 95% of UK taxpayers would not pay a penny more, but those at the top would pay a little bit extra. [Interruption.] This is a very important point and Members should listen. Businesses up and down the UK say they need the skills for their workforce. We have to provide a world-class education system that will provide the skills our future economy needs to do well.
I will move on, Madam Deputy Speaker, and make a little bit more progress. Education needs that investment. Just look at the services that serve the very start of our lives. Spending on Sure Start has been cut by two thirds—down by more than £1 billion since the Government took office—and over 1,000 Sure Start centres have been lost.
In Norfolk, the Conservative-led county council is proposing the closure and loss of 46 of 53 of our children’s centres— [Interruption.] It is a shame. And we know that 75% of the most vulnerable families in our county use these centres. It is terming this a “service improvement”. Will my hon. Friend join me in telling Norfolk County Council that this is an absolute disgrace?
My hon. Friend makes a really important point. I hope that Members across the House, including Government Front Benchers, recognise that early years are so vital. If we really care about social mobility and want to help every child to reach their full potential, those early years are so, so crucial, yet the loss of those children’s centres and Sure Start centres is so short-sighted that we will be picking up the cost of it for generations to come.
The Government have refused to give assurances to maintained nursery schools, despite the vital role that they play. Just this month, I, along with my hon. Friends the Members for Salford and Eccles (Rebecca Long Bailey) and for Worsley and Eccles South (Barbara Keeley), campaigned to save Salford nurseries. What response did the Salford Mayor get from the Treasury? A letter from the Chief Secretary talking about the NHS. They literally do not even recognise the issue. Perhaps today the Secretary of State can guarantee additional funding when the transitional £55 million ends in 2020 and recognise the valuable work that our maintained nurseries do across England. Perhaps he could use the £600 million returned to the Treasury because parents are not using the tax-free childcare, even as 85% of local authorities take a cut to the funding rate that they receive for the 30 hours of free childcare. Many parents are actually paying more for childcare now, since the so-called free hours were introduced.
The harshest cuts have fallen in the areas that we discuss least in this Chamber. In further and adult education, budgets have been cut by over £3 billion in real terms since 2010. One pound in every four has been cut and we have seen the consequences. The number of adult learners has declined by over 3 million since 2010. Cutting funding for these programmes means cutting people off from a second chance, like the one that I had in my life and which so many of my constituents need, yet there was not a single penny nor a single word about further education in the Budget. Instead, there was the bombshell of £140 million a year of new pension costs from the Treasury, with no guaranteed funding to match.
Last month, we celebrated Love Our Colleges Week, yet they have had neither love nor money from this Government. The spending review offers a chance for the Government to change approach. If the Secretary of State before us today is the one who sincerely wants more investment, he should have no problems voting with us today. But if not, it is time for him to move aside for a Labour Government that will. I commend the motion to the House.
