Commons ChamberThe household support fund is intended to support a wide range of households in need, including pensioner households. There has been no ringfencing of funding for specific groups since October 2022, meaning that local authorities have the flexibility to support pensioners who are just above the pension credit threshold. In the 2023-24 financial year, 26% of household support funding went towards meeting energy costs.
I welcome the Government’s decision to provide more than £1 billion in new funding for the household support fund, extending it all the way through next year, and to give much more notice to the local authorities that deliver it. The funding is so important not just to countless vulnerable residents, but to great local organisations, such as the Need Project food banks in my constituency. How will the Department work with local authorities to make the most of the notice and to ensure the funding goes as far as possible?
My hon. Friend is absolutely right. As a former local authority leader, I know that above all else, certainty will allow councils to design and deliver sustainable plans for local welfare assistance. The Government’s commitment to funding the HSF until March 2026 offers that certainty and time to plan with greater confidence. To that end, we will confirm individual allocations for the forthcoming one-year extension to the HSF as soon as possible, and ahead of the scheme beginning on 1 April.

Commons ChamberMy hon. Friend raises a very important point. This is not just about urging people to come forward and claim. We are writing to pensioners on housing benefit for the first time ever, and I am determined to bring forward the merger of housing benefit and pension credit, which the former Government delayed for years. I very much agree about the need to bring together social prescribing with help from the household support fund and other areas to make sure pensioners get all the help they need, and about the need to work with frontline NHS staff, as we are also doing, to make sure that the poorest who may be stuck at home with chronic conditions also know what they are entitled to.
It is clear that one of the drivers of pensioner poverty is the sheer number of pensioners eligible for pension credit who have been left not claiming it for successive years by the previous Government. I welcome the Secretary of State’s zeal for making sure that we put that right, but how can we as Members from across the House work with her Department to make sure that there are no unnecessary barriers for those who are eligible and in need of pension credit to claiming it this winter?
I would urge all hon. Members in this House to work with their local councils, as I am doing, to make sure that those on housing benefit and other pensioners know what they are entitled to, and to make sure that their councils know that the household support fund—the £421 million we have set aside this year, despite all the problems we face—is also available to those pensioners just above the pension credit level.

Commons ChamberThe hon. Lady raises an extremely important point: the prevalence of mental health conditions in our country has grown. There are many reasons for that—I know the Labour Party like to say it is all about the NHS, but it is about many other things, not least social media among young people. There are many causes. The consultation will look at exactly the question she quite rightly raises. She mentioned the NHS talking therapies; I think that, particularly for some less severe mental health conditions, combined with work, they can make a real difference. I was very pleased when my right hon. Friend the Chancellor brought in 400,000 more of those talking therapies at his last fiscal event.
Back in 2018, a bad concussion left me out of work for several months. Over time, I became deeply depressed, worried and anxious that I would never get back to full-time work at all. I was lucky that my employer was able to find and to pay for me to get the support I needed to get back to work, and I am lucky enough to be here today. However, for many across the country that simply is not the reality they face. Why are the Government not focusing on making sure everyone has the support they need to get back into work, rather than falling back into the kind of political posturing that will only add to the stress and anxiety that thousands already feel?
If I may say so, first, I am very pleased that the hon. Gentleman is now fit and well and I am sorry he went through the difficult time that he describes. We are doing a huge amount; he may or may not be familiar with universal support, which is there not only to place the kind of people he has described into work, but, critically, to stay with them for a period of up to 12 months to make sure they have the support to hold that job down. We know that work is good for those with mental health conditions. I have already referred to WorkWell, which brings together those who have mental health challenges and work coaches who are able to see how work can fit within their recovery programme. We are very much doing those things. If he would like to see me at some point after this statement, I would be happy to sit down with him and talk him through some of the other approaches we are taking.

Commons ChamberI thank my hon. Friend for raising this issue. The challenging fiscal environment means that we need to prioritise resources and ensure that support is targeted effectively to maximise impact for citizens. I chair a cross-Government group with the Department for Levelling Up, Housing and Communities on quality issues and other matters, such as subsidy loss, which she raises. We will continue to review and monitor the concerns that she and other local authorities have raised. However, I point to the local housing allowance uplift, which is a central focus for me.
We treat all claimants individually, recognising the differing needs of health conditions and disabilities, and the impact on claimants’ daily lives. The length of time for an assessment is not included in the contract between the DWP and providers, but I can confirm that the average time for 2023 was 63 minutes.
I was heartbroken to hear the experience of a constituent who had to go through an enhanced medical assessment for PIP. A bowel cancer survivor with severe arthritis, she was made to stay on a phone call for over three hours to be assessed. That meant that, due to her needs, she had to suffer the indignity of soiling herself just to complete the assessment. How on earth can that be okay? I would like to understand what steps are being taken to reduce the times of these assessments and to hear what can be done to ensure they are finally undertaken with basic human compassion.
I thank the hon. Gentleman for raising a distressing case. The DWP is committed to assessing people as quickly as possible. I am happy to look into that particular situation to see why, in this case, the support the claimant was entitled to did not come promptly. Prioritising the reduction of processing times to maximise the number of assessments completed without affecting quality is key, but I am very happy to take that case away.

Commons ChamberAs the hon. Lady will know, the number of those in child poverty has decreased by 400,000 since 2010. We do not yet have a decision on the household support fund, to which she refers, but I point her to the very significant uplift in the local housing allowance, which will give 1.6 million people £800 a year more on average, thereby taking many of them out of poverty.
From unanswered emails to unreturned calls, it has been heartbreaking to hear from so many vulnerable constituents who are in a state of limbo and distress, and trying to chase up personal independence payments. When will Ministers ensure that people can get the support that they need in a timely and straightforward manner?
If the hon. Gentleman has specific examples, I would be keen to hear from him and to look into them.
