The Green Paper will face reality square on. It will set out a very full set of clear policies, it will be frank about what they entail and we will listen to people’s views in response. The money that the hon. Gentleman refers to as having been forgone, will probably have been forgone as a result of the judicial review the week before last, which was because of the previous Government’s failures in consultation.

The Government keep the rates of benefits, state pensions and statutory pay under regular review. My hon. Friend will be aware that the Secretary of State for Work and Pensions announced to Parliament on 30 October that, subject to parliamentary approval, parental pay will increase in line with the consumer prices index at the rate of 1.7% from April 2025.

The Government’s upcoming review of parental leave entitlement is really important as the UK currently has among the worst paternity leave in Europe. Recent research by the Joseph Rowntree Foundation highlighted not just the growth benefit of greater paternity leave entitlements but the benefit to workforce involvement, so will the Minister meet me and campaigners from the Dad Shift to ensure we are making the most of the opportunity to get people back into work?

We value the vital role that fathers and partners play in caring for children and in supporting their partners. We recognise that parental leave and pay entitlements, such as paid paternity leave, play a key role in their ability to do that. My hon. Friend is right to cite the planned parental leave review. That is being led by colleagues in the Department for Business and Trade, and I will write to them on his behalf to suggest a meeting.

Before this Government were elected, we said that we would change this country, and we will. To get change done, any Government have to stand on firm foundations, which is why, as we have just heard from the Chief Secretary to the Treasury, we promised to be responsible with the public’s money. We know that every penny counts in this mission, because if we fail to protect the public purse, we fail to protect the purses of the public. Family finances can never withstand fantasy economics.

That was supposed to be the whole point of the welfare cap. It was designed to help better control public spending, counting the cost of the rising price of failure. I will come to some of the failures we are now seeing and the people thrown on the scrapheap as a result of the failure of 14 years of economic policy, particularly on the labour market.

The welfare cap was intended to ensure that the cost of important parts of the social security system, such as universal credit—though not counting those actively looking for work—the personal independence payment and pension credit, remains predictable and affordable. Only the state pension and benefits for unemployed households were excluded.

What was the result of a decade of Conservative welfare caps? Repeated breaches of the cap, with ever higher limits. The latest cap is now on course to be breached by an £8.6 billion overspend. This is not tolerable, given the state of our economy and the public finances.

Worse still, there is the human cost for every single person who could be enjoying the benefits of work but has been denied the choices and chances they deserve. I regularly meet people in that position. There is the young person who has not recovered from the dreadful legacy of the pandemic—not in college, not starting their first job, barely even able to go out with friends, and bearing the burden of the mental health crisis that our young people face. I believe the pandemic generation was completely let down.

There are our older relatives who have been pushed out of work before their time with hip or knee pain. The NHS is just not able to help them at the moment, and they are not even getting advice about how to make ends meet. That is the legacy we inherited, and it is not good enough for anybody. It is also the legacy of low growth, the higher cost of living and high inactivity, with employment and social security systems ill equipped to meet the requirements of an older, sicker nation. That is the Conservative party’s record.

Unfortunately, this breach—forecast as far back as March 2023 but ignored—is now wholly unavoidable in this fiscal year, given the scale of failure we have inherited. We will not duck the difficult decisions needed to restore economic stability, and we will deal with the failure we see before us.

Before I say how we will do that, I want to reflect on exactly how we ended up in this situation. The sad truth is that, in way too many parts of the country, too many people are denied the opportunity to have a good job so that they can support themselves and put a roof over their family’s heads.

The benefits bill only reflects that failure, with 2.8 million people locked out of the workforce due to poor health, and 3.4 million more working-age people reporting a long-term health condition than 10 years ago. We have large numbers of people turning up to a social security system that is not geared up to meet what has become the greatest unemployment challenge of a generation.

My hon. Friend is doing a compelling job of setting out the damning state of the welfare system we inherited when we took charge. Does she agree that investment in the NHS, so that people finally have the healthcare support they need, is fundamental to making sure they can get back to work, contribute as they would like and build a secure future for themselves and their family?

The NHS is the bedrock that ensures people can thrive and contribute to society, economically and in every other way. We also need to ensure that the health support people get is the right support. At the moment, we are not doing enough on occupational therapies and other things that provide health support tailored to people’s work. We will have more to say about that in the near future, I am sure.

A huge number of people are turning to a social security system that is not geared up to meet the huge employment challenge. At the moment, social security cannot cope. Hon. Members may ask themselves how on earth we got to this place, after 14 years of so-called benefits crackdowns by the Conservatives. Well, I invite everybody to look at their record. When universal credit was introduced 12 years ago, the Government of the day made all sorts of promises. They said it would

“break the cycle of benefit dependency”

and offer

“greater incentives to find a job”.

The former Secretary of State for Work and Pensions, the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith), said that universal credit

“will ensure that work always pays and is seen to pay”,

but what have we seen since? A disastrous series of wrong-headed choices that have achieved precisely the opposite effect.

New data, which we are publishing today for the first time, shows the extent of the effects of universal credit on incapacity benefits. There has been increase of 800,000 people receiving incapacity benefits between 2018 and 2023. Around 10% of that increase is because of the rising state pension age and another 10% because of the way changes were made in the move from employment support allowance and other benefits to universal credit, a situation that should have been foreseen and planned for by the previous Government. That leaves an increase of over 500,000 people, to which I will now turn. The Conservatives need to take a long hard look at the changes they made to universal credit.

We must consider how people transitioned between the “looking for work” group in the universal credit health journey, where they are told that they have limited capacity to do any work or work-related activity, to “actively looking for work”. How did people move between being told they cannot work and being told to actively look for work? People moving between those two groups used to receive a top-up to their benefits, but that was removed in 2017, creating a hard barrier between those categorised as incapable for work and those looking for work. In addition, there was a four-year freeze to the rates of universal credit in the late 2010s, except the highest tier of health-related benefits. As a result, the income of those trying to find work was squeezed, and the barrier between those on universal credit actively looking for work and those who had been told that they were unable to work was hardened.

We have seen a steady rise in the number of people on the highest tier of health benefits, where there are no requirements to look for work or to get any help to make the steps on that journey, and no support to find jobs when many people actually want to work. All the while, there have been more and more conditions and box ticking in a system that has failed.

Social security was designed to smooth people’s incomes over time and to take account of life events that could happen to any of us, but the result of all the changes is that either by design or mismanagement—probably both—the previous Government created a social security system that segregated people away from work and forgot about them. There was no helping back to work, and only the promise that they would be left alone.

The Office for Budget Responsibility has said that

“the wider benefits system—in particular the conditionality and generosity associated with incapacity benefits relative to other parts of the system—has affected incapacity benefits flows over time”.

Unfortunately, that situation, created by the last Government, is far from the only problem, because social security will only ever function where the Government take their wider duties seriously.

I understand the point that the hon. Lady is making, but requests for a significant uplifting of benefits come with a price tag and I heard no suggestions as to how that would be paid for. On support for parents, the Government committed in their manifesto to review parental leave to ensure that it best supports working families. Further details of that review will be announced in due course.

Recent damning statistics highlighted that just 2% of parents made use of shared parental leave in the past year, with uptake skewed towards the highest earners. Given the importance of breaking down barriers to equal parenting for employment, will the Minister ensure that he works with the Department for Business and Trade as part of the upcoming review to ensure that enhanced parental leave is considered, including strengthening paternity leave entitlements?

My hon. Friend is correct to highlight not just the importance and benefits of shared parental leave, but the disparity between those who make use of it. I will, of course, maintain dialogue with the Department for Business and Trade as we go through that review, but I would also welcome a discussion with my hon. Friend about his ambitions and ideas for how we could take that forward.

The household support fund is intended to support a wide range of households in need, including pensioner households. There has been no ringfencing of funding for specific groups since October 2022, meaning that local authorities have the flexibility to support pensioners who are just above the pension credit threshold. In the 2023-24 financial year, 26% of household support funding went towards meeting energy costs.

I welcome the Government’s decision to provide more than £1 billion in new funding for the household support fund, extending it all the way through next year, and to give much more notice to the local authorities that deliver it. The funding is so important not just to countless vulnerable residents, but to great local organisations, such as the Need Project food banks in my constituency. How will the Department work with local authorities to make the most of the notice and to ensure the funding goes as far as possible?

My hon. Friend is absolutely right. As a former local authority leader, I know that above all else, certainty will allow councils to design and deliver sustainable plans for local welfare assistance. The Government’s commitment to funding the HSF until March 2026 offers that certainty and time to plan with greater confidence. To that end, we will confirm individual allocations for the forthcoming one-year extension to the HSF as soon as possible, and ahead of the scheme beginning on 1 April.

My hon. Friend raises a very important point. This is not just about urging people to come forward and claim. We are writing to pensioners on housing benefit for the first time ever, and I am determined to bring forward the merger of housing benefit and pension credit, which the former Government delayed for years. I very much agree about the need to bring together social prescribing with help from the household support fund and other areas to make sure pensioners get all the help they need, and about the need to work with frontline NHS staff, as we are also doing, to make sure that the poorest who may be stuck at home with chronic conditions also know what they are entitled to.

It is clear that one of the drivers of pensioner poverty is the sheer number of pensioners eligible for pension credit who have been left not claiming it for successive years by the previous Government. I welcome the Secretary of State’s zeal for making sure that we put that right, but how can we as Members from across the House work with her Department to make sure that there are no unnecessary barriers for those who are eligible and in need of pension credit to claiming it this winter?

I would urge all hon. Members in this House to work with their local councils, as I am doing, to make sure that those on housing benefit and other pensioners know what they are entitled to, and to make sure that their councils know that the household support fund—the £421 million we have set aside this year, despite all the problems we face—is also available to those pensioners just above the pension credit level.

The hon. Lady raises an extremely important point: the prevalence of mental health conditions in our country has grown. There are many reasons for that—I know the Labour Party like to say it is all about the NHS, but it is about many other things, not least social media among young people. There are many causes. The consultation will look at exactly the question she quite rightly raises. She mentioned the NHS talking therapies; I think that, particularly for some less severe mental health conditions, combined with work, they can make a real difference. I was very pleased when my right hon. Friend the Chancellor brought in 400,000 more of those talking therapies at his last fiscal event.

Back in 2018, a bad concussion left me out of work for several months. Over time, I became deeply depressed, worried and anxious that I would never get back to full-time work at all. I was lucky that my employer was able to find and to pay for me to get the support I needed to get back to work, and I am lucky enough to be here today. However, for many across the country that simply is not the reality they face. Why are the Government not focusing on making sure everyone has the support they need to get back into work, rather than falling back into the kind of political posturing that will only add to the stress and anxiety that thousands already feel?

If I may say so, first, I am very pleased that the hon. Gentleman is now fit and well and I am sorry he went through the difficult time that he describes. We are doing a huge amount; he may or may not be familiar with universal support, which is there not only to place the kind of people he has described into work, but, critically, to stay with them for a period of up to 12 months to make sure they have the support to hold that job down. We know that work is good for those with mental health conditions. I have already referred to WorkWell, which brings together those who have mental health challenges and work coaches who are able to see how work can fit within their recovery programme. We are very much doing those things. If he would like to see me at some point after this statement, I would be happy to sit down with him and talk him through some of the other approaches we are taking.

I thank my hon. Friend for raising this issue. The challenging fiscal environment means that we need to prioritise resources and ensure that support is targeted effectively to maximise impact for citizens. I chair a cross-Government group with the Department for Levelling Up, Housing and Communities on quality issues and other matters, such as subsidy loss, which she raises. We will continue to review and monitor the concerns that she and other local authorities have raised. However, I point to the local housing allowance uplift, which is a central focus for me.

We treat all claimants individually, recognising the differing needs of health conditions and disabilities, and the impact on claimants’ daily lives. The length of time for an assessment is not included in the contract between the DWP and providers, but I can confirm that the average time for 2023 was 63 minutes.

I was heartbroken to hear the experience of a constituent who had to go through an enhanced medical assessment for PIP. A bowel cancer survivor with severe arthritis, she was made to stay on a phone call for over three hours to be assessed. That meant that, due to her needs, she had to suffer the indignity of soiling herself just to complete the assessment. How on earth can that be okay? I would like to understand what steps are being taken to reduce the times of these assessments and to hear what can be done to ensure they are finally undertaken with basic human compassion.

I thank the hon. Gentleman for raising a distressing case. The DWP is committed to assessing people as quickly as possible. I am happy to look into that particular situation to see why, in this case, the support the claimant was entitled to did not come promptly. Prioritising the reduction of processing times to maximise the number of assessments completed without affecting quality is key, but I am very happy to take that case away.

As the hon. Lady will know, the number of those in child poverty has decreased by 400,000 since 2010. We do not yet have a decision on the household support fund, to which she refers, but I point her to the very significant uplift in the local housing allowance, which will give 1.6 million people £800 a year more on average, thereby taking many of them out of poverty.

From unanswered emails to unreturned calls, it has been heartbreaking to hear from so many vulnerable constituents who are in a state of limbo and distress, and trying to chase up personal independence payments. When will Ministers ensure that people can get the support that they need in a timely and straightforward manner?
