My hon. Friend is absolutely right. Deterrence has to be at the heart of our approach, whether domestically in terms of making it harder to live and work illegally in the United Kingdom, or internationally with the work we are doing upstream. The Rwanda policy is a critical part of that. The Home Secretary, the Prime Minister and I meet every week to ensure we are ready to operationalise the policy as soon as we have the ability to do so. We will await the judgment of the court. Of course, we hope it will uphold the very strong judgment we received from the High Court earlier in the year.

The Government’s failing asylum seeker policy also impacts on local areas in the UK where large numbers of asylum seekers are accommodated. The Government promised not to increase the number of asylum seekers in the north-east, but the Minister told me in a letter this week that that would not stop a large barge being sited on the Tees. Is Teesside getting hundreds or thousands more asylum seekers, yes or no?

I am surprised by the hon. Gentleman’s approach because he voted against every measure we brought forward to tackle this challenge. As a result, more people will come to the United Kingdom illegally on small boats. I suspect he cannot even bring himself to call these individuals illegal migrants. We are taking the tough steps we need to tackle this issue. We are also looking at new ways to accommodate people. Barges and vessels are options being pursued by the Irish, the Belgians, the Dutch and the SNP in Scotland.

Let me highlight the statistics, which are correct. Seventy five per cent of those strip searched are 16 to 17-year-olds. Yes, they are still children, but I have added that information to show some balance. Very, very few eight-year-olds, with respect, have been strip searched, and that has to be in exceptional circumstances. However, I do take the report very seriously, and there will be a proper consideration of what can be done. There is always room for change. I, too, was concerned to read some of the facts in the report. The work that was done is very much valued, and I welcome it, because any criticism of the police is an opportunity to do better. We on the Conservative Benches are committed to do better rather than to grandstand on the issue of ages. I remind Members that 75% of those strip searched are over the age of 16 and 17. The Opposition must get a sense of proportion. Mistakes have been made. When the police act unlawfully we must step in, but we also need to allow the police to do their job lawfully.

I am not surprised that the Minister is struggling this afternoon as she tries to defend the indefensible. Instead of doing that, can she tell us how she will ensure that children are protected from what could be termed child abuse? Did she really suggest that body cameras could be used during strip searches?

It is child abuse when criminal gangs are allowed to use children to carry weapons and drugs. That is child abuse. As safeguarding Minister, I wish to save each and every one of those children. There will be times when the police have to do their job. As I have said previously, in about half of searches, something is found. There are occasions when the police go beyond their lawful powers, and they need to be called out when they do. The Government will seriously look at the recommendation to review PACE codes C and A, but any change will be based on the evidence, not on a blanket view that this should be outlawed or not. We on the Conservative Benches believe in doing things proportionately and carefully based on the evidence.

The matter is now urgent and we need to move quickly. That is why we have brought the Bill forward today. We hope to proceed with a swift timetable in Parliament. I urge all Members of Parliament to support this Bill; we must scrutinise it effectively, but we want to get on and get the powers on to the statute book and deliver them in material terms as soon as possible.

Every week I have more asylum seekers asking for my help to progress their claims. Some have waited for up to a year; most have waited several. They are left languishing at home, awaiting an appointment or a decision and are desperate to get on with their lives; many are now blighted with mental and other illnesses. Is this latest stunt by the Home Secretary not yet another attempt to direct attention away from her failure to deal with the escalating backlog, which has grown constantly for years on end?

The challenges the hon. Gentleman describes that are faced by asylum seekers are exactly why he should support the Bill. We want to reduce the number of people coming here illegally. We want to reduce the number of people waiting for a decision in the asylum backlog. Only by supporting this Bill will we be able to support the genuine asylum seekers in this country.

The hon. Member is completely right. We have seen changing patterns of crime as criminals make the most of new technology, and the problem is that the police have not been equipped to keep up. That, ultimately, is the responsibility of the Government, so it is no use Ministers or Conservative Back Benchers blaming the police for the situation that the Home Office has put our police forces in and the fact that they have been unable to keep up with changing crime and the changing pressures on them.

We know that crime varies across the country. My right hon. Friend will share my horror that knife crime in north-east England has increased by 104%, from 1,077 incidents in 2015 to 2,203 last year. That is hundreds more lives impacted by the Government’s failure to get on top of serious crime in our region. We had some so-called extra money in Cleveland but still have hundreds fewer police officers than we did in 2010. Does she agree that a long-term, sustainable plan—

I could not have put it better myself. My hon. Friend makes the point very powerfully. This is about empowering our police and crime commissioners around the country so that they can hold chief constables to account. We know that Labour is more interested in gimmicks and political correctness, rather than common sense, back-to-basics policing, and getting the basics right for people in our communities.

Of course there is more to do and we will keep fighting. Since I became Home Secretary, I have ensured that all forces are committed to attending every residential burglary. I have introduced legislation for tackling disruptive protests, and I have begun a package of work to improve police efficiency, with new counting rules, focusing the police away from non-crime hate incidents. I have introduced new disciplinary processes, plans for better vetting, support for non-degree entry routes, and the clear, hold, build strategy to take on serious and organised crime. I am reviewing the police’s approach to equality and diversity. It is clear for everybody to see—[Interruption.] Labour Members can carp from the sidelines all they like, but they have no plan whatsoever to help the law-abiding majority, while this Government are getting on with the job of delivering common-sense policing.

I believe in the police. I am in awe of their everyday bravery, and I am grateful for their sacrifice. But I want them to focus on getting the basics right. That means the highest professional standards and a relentless focus on cutting crime, with no politically correct distractions. It means common-sense policing.

The Home Secretary mentioned disciplinary issues in the police, and police and crime commissioners. Last week the other place debated the lack of action to progress the disciplinary case against former Chief Constable Mike Veale for alleged gross misconduct. The Government say that the issue lies with the PCC, and the PCC says that his hands are tied. Which is it, and what is the Foreign Secretary going to do about it?

When it comes to decisions and investigations by the Independent Office for Police Conduct, that is an independent process in which I cannot intervene. What it comes down to is empowering chief constables to be able properly to discipline those police officers who fall short. That is why I am engaging in a programme of work to ensure that they have greater powers to take the right action to root out the poor officers in their ranks.

It is essential that the police work to win back public confidence and serve the law-abiding majority. We need visible, responsive policing treating victims with respect and care. That is why I called for the police to turn up to every single burglary—it makes a difference to victims and to the investigation. It is also right that all forces have now committed that officers will visit every victim after a crime such as domestic burglary. People should expect nothing less.

It is indeed. I welcome the Minister to her new role. She and I have shared time on Bill Committees, and it is good to be debating these issues again with her. I congratulate the right hon. Member for Tunbridge Wells (Greg Clark) on achieving Government support for his Bill. I very much welcome the people from his constituency who are in the Gallery, and who perhaps played a part in helping him to introduce the Bill. Seeing as they are in the Gallery, I reference a television programme called “God Rot Tunbridge Wells!”, which tells the story of Handel’s life. The honourable people in the Gallery and the right hon. Member may like to watch that programme, because they will see that I play a starring role in it. That is something to look out for.

I also pay tribute to Plan International UK for all the amazing work it has done in its “Crime Not Compliment” campaign, launched in 2020 to call on the Government to finally make public sexual harassment a crime. My hon. Friend the Member for Walthamstow (Stella Creasy) has named a large number of organisations this morning that have been working in this space, and my tribute goes out to them, as well.

That we have such behaviour in our society is bad enough, and the statistics in Plan International’s report, “Everything is Racialised on top” make for stark reading. Its work shows that, while 75% of white girls have suffered public sexual harassment, that figure rises to 82% for black, black Caribbean and black British girls, and 88% for mixed race girls. The Bill today does not go quite as far as Plan International would like. It would like a law that criminalises all forms of public sexual harassment and comprehensively closes the legal gaps surrounding this behaviour, but the Bill is a welcome first step in the right direction, and Labour is pleased to support it. That will be of no surprise to the Government, as we tabled many amendments to address sex-based harassment in public when the Police, Crime, Sentencing and Courts Act 2022 was in Committee last summer. Sadly, the Government voted those ideas down.

We were in the same position last week, with the Offenders (Day of Release from Detention) Bill, to which my hon. Friend the Member for Bolton South East (Yasmin Qureshi) spoke. We tabled a specific amendment to the same Bill, and I am pleased that prisoners will not now be released on Fridays, when many of the services they need are closing down.

While I am glad that the Government are finally taking action on all these issues we were debating a year and a half ago, the chaos at the heart of Government means that these important reforms are still being delayed time and again. It is simply not good enough, and our constituents deserve better.

I turn to the content of the Bill. We all know that public sexual harassment can have a real and serious impact on those who experience it. It can seriously impact how safe and confident women feel in public places, and it is mostly women who are victims of this abuse at the hands of mostly male perpetrators. However, as has been mentioned, it is also important that male victims are included, and we are glad that the Bill makes such provision.

As we have already heard, sexual harassment in the streets can be a precursor to even more serious kinds of discrimination and violence against women and girls. As Laura Bates, the founder of the Everyday Sexism Project, puts it:

“As a society, the normalisation of sexual harassment in public spaces plays a huge part in creating a gendered power imbalance and ingraining derogatory attitudes and behaviours towards women. What starts in public spaces doesn’t stay there. It plays into discrimination against women in the workplace and abuse in the home. If we say street harassment doesn’t matter, we’re designating women’s bodies public property. And that has a huge knock-on impact.”

As we know, the call for evidence for the Government’s tackling violence against women and girls strategy received 180,000 responses. I wonder how many women out there would have liked to contribute, but did not know that they actually had that opportunity. I suspect that, if they all had known, it could have run into millions of people sharing their stories. However, the fact that there were 180,000 responses is testament to the extent of the problem. Those who have bravely spoken up have contributed to some distressing, although sadly not surprising, findings. One in two women and one in six men felt unsafe walking alone after dark on a quiet street near their home. Some 45% of women and 18% of men felt unsafe walking alone after dark in a busy place. One in two women aged between 16 and 34 had experienced one form of harassment in the previous 12 months, with 38% of women aged between 16 and 34 having experienced catcalls, whistles, unwanted sexual comments or jokes, and 25% of women felt they were being followed in the street.

Last year, research by UN Women UK found that only 4% of women who had suffered sexual harassment reported the crime, and only 45% believed that reporting the crime would make any difference. Among those who did not report the crime to the police were people who had been groped, followed and coerced into sexual activity. It is deeply distressing that women do not feel they can put faith in our justice system when it comes to such abuses. The figures underline the urgency of the need for concrete action from the Government beyond the provisions of this Bill, as so much more needs to be done.

I am encouraged that in this debate there is cross-party consensus that enough is enough. We need to make sure that women and girls can trust the justice system to address these harms in the knowledge that this type of behaviour will be treated with the severity it truly deserves. If we demonstrate how seriously we take such behaviour, the perpetrators on our streets will know their abuses will not be tolerated. The Opposition agree that public sex-based harassment is a crime, not a compliment.

The Minister talked about the money spent on many initiatives throughout the country, and that spend is welcome. She also referred to the fact that many young boys now recognise that the behaviour of some of their peers is far from acceptable, and I agree. It is wonderful that education in schools is perhaps now catching up and boys are getting the right message about how they should treat girls. More importantly, it is tremendously good news that some of them are prepared to stand up and defend women and young girls in their own classroom.

We need changes in the law to ensure that women and young girls can feel safe. The House needs to do so much more to ensure that they feel safer in public spaces. The Government missed golden opportunities to do so in the Police, Crime, Sentencing and Courts Act, but I am glad that today we can at least take another step in the right direction. We will support the Bill.

We take into account all those considerations in formulating the policy, and we need to consider other factors as well. We need to ensure that we draw on our domestic workforce as much as we can, and that we do not always reach for foreign labour. We also need to ensure that those coming to the country comply with the scheme. As I said, that is broadly correct, but there are a significant minority who do not, including several hundred who claim asylum each year. That is rightly a concern for the Home Office and we need to consider that when choosing the ultimate number of individuals to participate in the scheme. I know that the hon. Member will appreciate that.

There are just 16 days to Christmas and the National Farmers Union is reporting that food will be left rotting in the fields and that poultry cannot be slaughtered. What innovative extra things can the Minister do to get that food on the shelves and to help keep rising prices down for struggling families?

The scheme exists for exactly that purpose. At the danger of repeating myself, having a quota of 40,000 has proved to be approximately what the industry requires. The other thing that Opposition Members could do to ensure that food gets to our tables this Christmas is to have a word with their union paymasters, because Border Force officials, sadly, are going on strike over the Christmas period, which will have a significant impact on the operation of our ports and airports.

Coming back to the summer fires, that period included the busiest day for firefighters since world war two. That brings home the important role and work that firefighters do. How do the Government expect them to cope with future heatwaves without addressing the serious concerns this crisis raised about how stretched the workforce is?

In less foreseeable moments of crisis, fire services are the first responders there to protect the public. Following the 2017 Manchester Arena terrorist attacks, we were told that some fire and rescue services would be “unprepared” to respond effectively if a tragic event like that happened again. If such an event happened at one of the big arenas in our region—heaven forbid—how could we be assured that lives would be protected given this funding crisis?

I thank my hon. Friend for giving way and I apologise for being a couple of minutes late for her speech. Teesside is served by the Cleveland Fire Brigade. Teesside is one of Europe’s biggest fire risks, yet the formula that determines its income does not take any of that into consideration. Does she agree that risk should be examined as an important factor in determining funding?

My hon. Friend makes a valid point, which I will come on to. My chief fire officer told me that Cleveland is the worst in the country in terms of the fairness of that funding formula.

On a community level, these cuts will have consequences. Last Friday, I visited Barmston Village Primary School in my constituency. With no prompting from me whatsoever, two young boys told me separate stories of their family cars being damaged in an arson attack and one young girl told me about a time when she had to knock on a neighbour’s door to tell them that something was burning on their property. What is more, all the children were upset about the damage caused to the play equipment in the local park by the big kids—they mean teenagers—setting fire to it.

In previous years, fire services have come out to schools and done talks with the children, especially the older children—the big kids—in the secondary schools, explaining the danger of arson and what to do if they see a fire. However, with preventative measures being cut first, it is becoming even more difficult for fire and rescue services to provide that important community outreach. That will also have consequences.

The Government promised to level up areas like Sunderland, but I fail to see how those promises can continue to be made when basic public services are being starved of cash and millions of working people are facing the fastest fall in their pay in years. That is why the chief fire officer and Tyne and Wear Fire and Rescue Service have called for the fire funding formula to be revised, so it once again takes into account deprivation as a risk factor, which my hon. Friend the Member for Stockton North (Alex Cunningham) mentioned is so problematic in Cleveland. That was the case under the last Labour Government and it was changed after 2010 by the current Government.

The change would help local authorities like mine and all of ours that cannot raise huge amounts of funding through council tax to keep our services running. I do not want to go into all the reasons why, but that is a well-known fact. What is becoming ever more clear is that service bosses and frontline workers are on the same page: the service must protect the public, but it equally needs to protect its own staff.

The lack of funding has led to the Fire Brigades Union rejecting an unfunded 5% pay rise put forward by national employers. To be clear, that 5% is unfunded, meaning that fire and rescue services have to find an extra 5% from their existing budget to pay for it—I have already said how stretched their budgets currently are. It puts our chief fire officers across the north-east and across the country, who just want the very best for firefighters, in an incredibly difficult position. They do extremely important work. They just want the funds to properly reward their staff with fair pay for the very important work they do.

If industrial action does take place, there has been talk of the Home Office drafting in soldiers to replace striking staff and then asking these strapped-for-cash fire services to pay £4,000 per week per soldier to train and employ them. No one wants to see a strike. It is now up to the Government to get around the table with the FBU and resolve this dispute. The Government must now make sincere efforts to ensure that fire and rescue staff can continue to provide safe services, which means ensuring that fire services get the support they need and doing everything they can to ensure that fire services get a decent deal. It is clear for all to see how the Government have shamefully cut fire services for more than a decade and how the cuts now risk the safety of our communities in the north-east.

I hope that if I ever attend another Westminster Hall debate on fire services in the north-east, it is under a Labour Government and we are able to properly address some of these issues. How would we do that? We will have grown the economy, provided high-quality public services and ensured that workers have better pay and conditions. That day cannot come soon enough for our communities in the north-east.

It is a pleasure to serve under your chairmanship, Sir Gary. I congratulate the hon. Member for Washington and Sunderland West (Mrs Hodgson) on bringing forward this important debate.

Hartlepool is in the Cleveland Fire Authority area, which has already been mentioned. I met recently with representatives of the CFA, including chief fire officer Ian Hayton, to discuss some of the challenges that are unique to our area. I will illustrate some of those to give the Minister some context. We have a high hazard area, as we have already heard. We have an industrial cluster spanning two sides of a large river, with few crossings. We have 15 power stations, one of which is nuclear. We also have a large number of urban conurbations spread over a wide geographical area—again, split by the large river—including areas of severe deprivation.

That deprivation causes issues with arson, as we have already heard. In Cleveland, we have 10 times the national average of deliberate property fires. They are used as a weapon by drug dealers, money lenders and so forth. That creates a huge strain on our resources in Cleveland. Despite all that, my firefighters have a fabulous record, and I have admiration for them all. They still consistently manage the seven-minute response time for house fires, despite the number of full-time firefighters having fallen by 33%. However, as we have already heard, they are severely hampered by disproportionate funding compared with other fire and rescue authorities. It is unclear how long that will be sustainable with inflationary pressures.

I thank the hon. Member and my next-door neighbour for giving way. She will have had the same letter as me from Ian Hayton and the chair of the Cleveland Fire Authority, which tells us that there were 494 full-time firefighters in 2010. There are now 330—a cut of 33%. The chief fire officer and the chair are saying that they cannot keep people safe if they do not get more money through a different formula. Does the hon. Member agree that the Minister needs to make change?

Yes, I believe that change must be made, but after my discussions with Ian and his team—I have met them on a couple of occasions now—I do not believe it is all doom and gloom. They do have solutions. This is not just about cuts and funding. We have to accept that money is tight and scarce in this country. We have just gone through a global pandemic and we are fighting a war. It is all our money; there is only so much of it, and it has to be shared appropriately.

The people who know most about this are those in the fire service themselves. They are the people I spoke with. I am not going to stand here and say that I am an expert on how to fund a fire service; they know where to make positive changes, and where to find answers and solutions to the problems. Will the Minister meet me, along with colleagues from the Cleveland Fire Authority area and representatives of the authority, so that she can have the conversations that I have had with them and discuss their ideas, and we can plan positive ways to secure a safe way forward not just for the people of Hartlepool, but for everyone in the Cleveland Fire Authority area?

It is a pleasure to serve under your chairmanship, Sir Gary. I congratulate my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) on securing this important debate. She made a powerful speech, and she is an incredible champion for her area. We were all struck by her story of the children in Barmston Village Primary School, who all had stories to tell about arson. I was in nearby Horden last year, in the constituency of my hon. Friend the Member for Easington (Grahame Morris), where I met the veteran Sean Ivey, whose house was burned down by kids in the area. I heard about the antisocial behaviour and the epidemic of arson in the area; we must not underestimate the impact that those fires have on local communities.

It is interesting that Members from across the House have said the same things today: we need fairer funding and more funding; we understand the inequalities in how the system is set up—the precept council tax in particular; we need more capital expenditure; and there has been a fall in real terms in the salaries of our firefighters. Throughout the debate we have heard about the cuts over the past 12 years. Although the number of fires has been decreasing over the past few decades, we face significant new dangers. The number of fire service call-outs has increased every year since 2007; the number of fires increased by 3% last year; and global warming is leading to increased wildfires, which hon. Members have referred to—we saw a 200% increase this summer.

I take no satisfaction in agreeing with my other neighbour, the hon. Member for Stockton South (Matt Vickers), who said that Cleveland is the arsonist capital of the country. Does my hon. Friend agree that we need not only a fair funding formula for the fire service, but all the police officers we have lost since 2010 to be rehired?

My hon. Friend makes a good point, as always. Labour will put lots more neighbourhood policing back on to our streets to prevent the kind of antisocial behaviour that leads to arson in his area.

As we face a cold winter, when people will be forced to choose between heating and eating thanks to the Government’s mini-Budget and the huge rises in costs and inflation, we have already heard about people using increasingly desperate means to keep warm. Staffordshire’s fire chief warned of people relying on electrical heaters to dry clothes, burning unsafe materials to keep warm or staying too close to open fires.

To add to all those problems, the lessons of Grenfell have not been learned. Shamefully, the Government have implemented only a handful of recommendations from phase 1 of the inquiry: fire regulations are still unclear, sprinklers are still not mandatory, single stairwells are still allowed in blocks of flats, and there is no duty on anyone to develop personal evacuation plans for disabled people—an absolutely shameful reversal of a Government promise. On top of the Grenfell failings, as we move towards the more sustainable building of homes, we are increasingly using timber frames, which risk even more fires, because they are more combustible. Funding our fire service is literally a matter of life and death, not least because of the Government’s woeful record on the economy and post Grenfell.

What an indictment it is that the policies of the past 12 years mean that our firefighters now have lower pay in real terms and that more than 11,000 firefighters have been lost. We have seen a pensions fiasco for firefighters and the police. Fire inspectors have seen some of the largest cuts in numbers—their numbers have fallen by almost one third since 2010, making the job of firefighters even harder. I have heard reports of firefighters using food banks. That is completely unacceptable.

At the height of the pandemic, the Conservative-controlled East Sussex Fire Authority tried to push through sweeping cuts. I was pleased to play a small part in those cuts being dropped. Cornwall’s fire service told me that the Government’s mismanagement of the new contract for our 999 and radio services—called the emergency services network—has put one of its vital centres at risk of closure, while leaving it with an outdated radio system that often breaks down. Will the Minister tell us what on earth she is doing to tackle that extraordinary waste of public money, which is costing each of our fire services literally millions of pounds? It is a shocking example of incompetence in the Home Office.

The Budget showed that, yet again, the Conservatives have loaded the costs on to working people. Our growth will still be the lowest in the G7 and the OECD over the next two years. As pay stagnates and inflation rises, more and more trade unions are balloting about their pay deals. The backdrop to many of the disputes is clear: working people are being hit by the fastest fall in real wages on record, and hammered by the Government’s abject failure to tackle the cost of living emergency.

Strike action is always a last resort, because working people do not want to lose pay, especially in the middle of a cost of living crisis, but they simply feel that they have no choice. I find it extraordinary that the Home Office has written to fire and rescue services to say that they need to pay £4,000 per soldier per week for soldiers to be on stand-by if there is a strike and that local fire services across the country will have to suffer all the costs. Fire services do not want this. One told me that it would go down like “a bucket of sick” with firefighters. I have heard anecdotally that the Army is not keen on it either, because last time this happened, a lot of soldiers were lost to the fire sector, with people joining the fire service. What is the Minister doing and how is she engaging?

I had several meetings about that. The fact of the matter was that we were sending much-needed surplus. I know from my experience—one would need to write to the present Fire Minister about this, as I am assisting him today—that there were many circumstances where even old equipment was streets ahead of what the Ukrainians had. They were extremely grateful, and the firefighters I met were tearful to have our old equipment, so I do not think we need to be so critical. We assisted them greatly and saved many lives. I spoke to people who spent weeks taking that equipment over. It was gratefully received. It was never rejected as being outdated, as far as I am aware.

I want to pay tribute to the firefighters at home who dealt with wildfires. As Fire Minister, I was able to visit scenes that required fire services—even one just outside my constituency, in the constituency of High Peak. In addition, fire and rescue services helped to ensure our public safety while the nation paid its respects to Her Majesty the late Queen Elizabeth II. Those efforts should be celebrated, but we still have further to go.

Along with Grenfell and the Manchester arena inquiries, the inspectorate’s state of fire and rescue reports fired the starting gun for reform. There is a clear and growing case for change. Fires and the reaction to them and other threats are growing and changing. Fire and rescue services, like all other sections of the public sector, need to respond to that. They are usually up for a challenge, and I have every confidence that they will perform well.

In May, the Government published a fire reform White Paper that consulted on our vision for reform, and we aim to publish the response to the consultation in due course. The public are rightly proud of our fire and rescue services, and right hon. and hon. Members have spoken eloquently of their experiences of hearing from professionals and constituents in this regard.

It is important that the services are encouraged to put the public first in everything they do. The Government have their part to play in ensuring that we support our fire and rescue services and that they are making the most of the tools and knowledge available to them. The White Paper has set out proposals that achieve that. Firefighters and fire staff do great work and deserve the gratitude and support of us all—I know that everyone present will agree on that.

Let me turn to some of the specific points made in the debate, starting with protection and prevention, to which the hon. Member for Washington and Sunderland West (Mrs Hodgson) referred. The Government recognised that additional capacity was required and have provided an additional £50 million. Since 2019-20, that money has been funded to assist increases in capacity and capability in protection teams, which has delivered an increase in the number of staff.

In Cleveland, the fire and rescue service faces inflationary pressure of £145 million, and there is no chance at all of finding further cuts. Either we put the public and industry at risk or the fire authority goes bust. Which would the Minister prefer?

There are many concerns in this regard. However, I have the utmost faith that local fire and rescue services will be able to work in a way that does not put the public at risk, so I do not accept the hon. Gentleman’s argument.

The Government have delivered an increase in the number of staff working in protection, and an increase in the skills and qualifications of those already there.

The Government have taken a dual approach to tackling serious violence, combining tough enforcement with programmes steering people away from crime. Since 2019, we have invested £170 million in the areas most affected by violence to boost the police response, and we have invested a further £170 million in developing violence reduction units to tackle the root causes of violent crime. These programmes together have been assessed as preventing 49,000 violent offences in their first two years.

I completely agree with my hon. Friend; the Knife Angel and other organisations do fantastic work, and I strongly commend them. It is exactly that kind of initiative that some of the funding streams I mentioned earlier are designed to support.

A couple of weeks ago, I watched film from a security camera in Stockton showing two men; one used a chainsaw to cut through the door of a house while the other set about smashing all the windows in a bid to get to the resident. Who knows what would have happened if they had got in? That is another example of terrifying attacks by dangerous, organised criminals determined to silence our communities as they fight to control their illegal drug businesses on Teesside. The Government love to spin a story about police recruitment, but will Cleveland police ever get back the hundreds of police officers cut since 2010 and the resources needed to protect our communities and catch these criminals?

I also met the chief constable, Mark Webster, just a week ago. The hon. Gentleman mentions resources, and of course Cleveland this year is receiving an extra £7.8 million compared with what it received last year and it has been allocated 239 extra officers as part of the police uplift programme, 197 of whom are already in post.

As I said, Albania is a signatory to the European convention on action against trafficking in human beings. That is the originating international convention, which underlines our modern slavery laws. There is absolutely no reason in law why an Albanian national cannot claim modern slavery protection in Albania.

I do not think that it was unkind of my hon. Friend the Member for Wallasey (Dame Angela Eagle) to remind the Home Secretary that the system that she has rubbished time and again today is a product of 12 years of Tory Government.

Staff who are employed at Manston are extremely anxious about their responsibilities and roles and how law-breaking decisions affect them. Will the Home Secretary assure the House that staff will remain free from personal liability for any illegal decisions taken by others, including Ministers, about extended detention?

I am very proud of this Government’s track record on helping some of the most vulnerable people come to this country from some of the most dangerous parts of the world. Fifty-five thousand visas have been issued under the Ukraine family scheme and there have been 138,000 Ukrainian sponsorship scheme visas. Fifteen thousand individuals were evacuated from Afghanistan under Operation Pitting and 5,000 people have arrived in the year since, and 20,000 people will be resettled under the Afghan citizens resettlement scheme. That is a record of which I am proud.

It is a pleasure to serve under your chairmanship again, Mr Davies, and I will not detain the Committee long. What a Committee it is, littered with former Ministers who will doubtless demonstrate their considerable expertise. In fact, the hon. Member for Huntingdon (Mr Djanogly) has already done so, asking some searching questions of the Minister.

I welcome the Minister to her role. We have been on a couple of Bill Committees together, and I serve notice that I have seen off two of her predecessors, and we politicians just love a hat trick. I do wish her well, though, and she has picked up probably the heaviest bag in the Ministry of Justice with the ongoing crisis in the courts. When she responds to my comments, can she give us a little insight into how she will drive the change needed to deliver timely justice for victims and defendants and secure the much-needed resources to do so?

In fact, as I believe this is the Minister’s first parliamentary engagement in her new role, I am sure we would all welcome a serious commitment from her to supporting all victims of crime. There has been some serious reservation and concern among parliamentarians at her elevation to this role, given her alleged handling of the assault claims against the former Tory deputy Chief Whip. It has been reported that the Minister asked one of the victims in the aftermath of the assault whether or not he was gay, as if that would have some bearing on the relevant accountability processes that followed.

I accept what you say, Mr Davies; I was just hoping to seek a commitment from the Minister that she will give full support to LGBT+ victims and perhaps apologise for how she dealt with matters previously, but I will move on to the statutory instrument before us today.

Given some of the recent legislation to restrict people in so many ways, it is good to work on something that is positive. The Minister will be pleased to know that Labour supports these provisions, which as she outlined will replace and extend the temporary emergency provisions included in the Coronavirus Act 2020, which allows for certain proceedings to be observed remotely and recorded. Labour firmly believes in the principle of open justice and that the public should have a right to witness proceedings taking place, unless it is in the interests of justice not to do so. However, legal proceedings often cover sensitive and painful topics, and attending court or tribunal can be a difficult experience. For that reason, decisions regarding which types of proceedings should be broadcast should not be taken lightly. These provisions are still novel to our justice system, so it is important that they are monitored and assessed to ensure they have no adverse impact on the privacy of court users and wider justice outcomes.

During the Committee sittings of the Bill that gave birth to these provisions, I expressed concerns about the decision-making process for determining what can and cannot be open for recording and broadcast. I moved an amendment to seek some expert input into that decision-making process, suggesting that the regulations should not be introduced before discussion with the existing senior data governance panel, the SDGP. It was useful when the former Minister before last, the hon. Member for Croydon South (Chris Philp) outlined how it would all work and what he saw as protections. He said:

“It is important to stress that at all times the judge retains control of the proceedings and it is ultimately for the judge in any particular hearing or trial to decide what is appropriate. Nothing in the provisions fetters that important judicial discretion and safeguard over the management of any individual hearing or proceeding.”

The Minister has reiterated some of those comments today.

Later in the Committee, in response to an amendment, the then Minister acknowledged the need for wider consultation when decisions are made in this area:

“Of course, in the formulation of regulations of this nature, informal consultation will take place with a number of bodies, including the SDGP, the judiciary, court practitioners, Her Majesty’s Courts and Tribunals Service and other interested parties.”––[Official Report, Police, Crime, Sentencing and Courts Public Bill Committee, 17 June 2021; c. 629-630.]

I therefore ask the Minister what informal or other consultation took place with the various organisations outlined by her former colleague before the draft regulations came before the Committee today? Is she satisfied that the pledge made by the previous Minister during the Bill Committee has been delivered and that the regulations are as robust as they need to be? Will she also confirm that she is personally satisfied that all the necessary protections are in place, and that witnesses and victims in particular will not suffer additional anxiety nor fear as a result of the regulations?

My right hon. Friend the Member for Walsall South and my hon. Friend the Member for Nottingham South talked about that, and the Minister talked about extra funding being made available. I would like to understand what that extra funding is, and how much money is being brought to the table.

Finally—others have raised this issue as well—will the Minister tell me what measures she plans to put in place to monitor the practical outcomes from the draft regulations and whether she will report to Parliament on their operation? As I said at the outset, we do not oppose the regulations—we see them as a step towards more open justice—but I look forward to the Minister’s response.

As I mentioned earlier, under section 199 of the Police, Crime, Sentencing and Courts Act, it is an offence punishable by a fine of £1,000 and up to two years in prison if found to be a contempt. That is a high level of punishment for any unexpected forward transmission, which would be against the law. The courts take this extremely seriously. The hon. Member will probably recall from newspapers and the media that contempt of court has been dealt with extremely seriously by judges. I have no doubt that this would be dealt with in the same way. I emphasise that the measure is to create more open justice, but in a safe way, where there has been proper evaluation.

I do not have chapter and verse on the consultations, but I am advised that there have been substantive consultation, including at a very high level. The judiciary and the chairmen of tribunals have been very much involved. We have seen from how things worked during coronavirus, it is possible and appropriate to police the arrangements as set out in the draft regulations.
