That this House calls on the Government to provide compensation to people who have been affected by the construction of HS2.
I have called this debate on High Speed 2 compensation as I am concerned about how my constituents in Stafford are still being treated by HS2 Ltd, and I wish to raise their serious complaints directly with the Rail Minister and to hear what he is going to do to address them.
Since the Prime Minister made the decision to cancel phase 2 of the HS2 rail project from Birmingham to Manchester, many people, including constituents of mine, have been left in limbo, with no information about what is happening with their properties or land. This issue affects numerous constituencies and I thank the many colleagues from across the House who are here to support this important debate today, including many neighbours in Staffordshire such as my hon. Friend the Member for Lichfield (Michael Fabricant), my right hon. Friend the Member for South Staffordshire (Sir Gavin Williamson) and my hon. Friend the Member for Stone (Sir William Cash).
Today I am calling for all outstanding HS2 compensation claims to be resolved. I will set out a number of examples in my constituency that demonstrate that the issue of HS2 compensation is still a long way from being concluded and must be dealt with by the Government. Let me start by thanking the constituents who have contacted me, sharing their stories and highlighting how HS2 is deeply affecting them. Several other constituents who previously asked me to raise their case have now asked me not to mention them by name today. I am outraged to discover they have been intimidated by HS2 to do this. In one surgery appointment I was told that a constituent was told, “It would not be good for you to get your MP involved, as that would be bad for your case.” This is completely unacceptable behaviour by HS2 Ltd and I want to call it out today.
I declare an interest, not in this case but as a farmer because I understand that HS2 has been contacted by some in the National Farmers Union on this matter. Does the hon. Member agree that to demand land from farmers and not to compensate them quickly and effectively can never be acceptable, and that if a farmer can show loss of earnings, they should receive compensation for that? I understand they currently do not.
The hon. Member is absolutely right, and if he bears with me, I will specifically come on to compensation to farmers and the points the NFU has raised.

Let me make some progress and I will give way in a few minutes.
I want all those seeking compensation to know that they have not been forgotten. I am speaking up for them all today, to ensure their views are heard at the highest levels of Government. Since being elected as the Member for Stafford, I have raised the issue of HS2 compensation six times in this House—six times—and I have still not had all of my outstanding local claims resolved. That is not acceptable when HS2’s behaviour towards my residents has been shocking. In addition, I have contacted numerous relevant Ministers and spent hundreds of hours working on the issue, visiting affected constituents and advocating for them.
My first piece of casework as a new MP involved a constituent who experienced the most awful mental health crisis because of the stress of the compensation process. I thank my right hon. Friend the Member for Pendle (Andrew Stephenson), who as a Rail Minister worked constructively with me on that case. I appreciate, too, that the new Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), has also met me recently to discuss these issues.
When the Prime Minister announced back in October last year that the phase 2 of HS2 north of Birmingham would be cancelled, I welcomed it as I have long believed that HS2 is a folly. In November the Prime Minister stated that
“we are committed to fair treatment for people affected by the changes”.—[Official Report, 15 November 2023; Vol. 740, c. 642.]
While I applaud the Prime Minister’s sentiments, there should absolutely be fair treatment for all those affected by the changes, so today I ask the Minister to ensure that HS2 Ltd pays compensation fairly. That is the crucial question made even more pressing in light of the Secretary of State’s comments back in November when he said he thinks that those affected by HS2
“have been properly compensated according to the law”.
I am sorry to say that that is not the case. I will go into more detail about why there has not been proper compensation in several instances.
When the HS2 route was announced over a decade ago, the value of property and land along the route immediately dropped. The land and properties had become blighted, and we had to set up a very complex compensation system. Those going through the process were advised to hire private agents to assist them through the negotiating process, but I have heard from numerous people that the complexity of the process has meant that they were offered far smaller sums in compensation than the property was worth because of HS2. This process is not only complex but also extremely slow and I am now being told those living along the cancelled phase 2 route who wish to repurchase their property are doing so at a far higher price. This is clearly unacceptable. Why on earth should we be penalising residents who have already been forced to sell their property and land due to the Government building a railway line through their homes?
I have a constituent called Siân Froggatt, and she had a compulsory purchase order made against part of her farm, involving land that is the only way she can access her farm. Three times she has petitioned HS2 to buy it back, but it says no, and the land will now go on to the open market. How can that be right—I hope the Minister will address this—when the railway line will not even be going alongside? She is willing to pay back the money for her land that was compulsorily taken off her.
My hon. Friend makes an extremely important point, and I agree with everything he said. I will give an example from a constituent of mine in a similar situation. Andrew Collier is a farmer in Stafford farming 650 acres. HS2 purchased just over half his land, and some of that land was earmarked for utilities. The land was taken before harvest time, and he asked HS2 Ltd for permission to harvest his crop. HS2 said it would allow him to do that, so the crop was harvested, but then HS2 Ltd gave the crop to someone else and did not pay him for it. Mr Collier applied for compensation, hoping that it would swiftly arrive. Of course, that did not happen.
Instead, Mr Collier waited for two and a half years for HS2 to compensate him. I emphasise that to the Minister. Even now, he is still owed hundreds of thousands of pounds to cover two years of lost harvests and other outstanding claims. He tells me that two members of his family who worked on the farm have now had to leave, because the remaining farmland is too little for them to work on. Due to the compulsory purchase of his land and the long delays in receiving compensation, he told me in his surgery appointment that his farm is now no longer financially viable. Compounding those issues, his sacrifice is now seemingly in vain, because HS2 phase 2 has been cancelled and the land is lying fallow.
That example is why this debate today is so important for raising this issue. There is a fundamental lack of transparency and fairness in this entire process, and I believe it is causing real harm to my constituents. How HS2 Ltd deals with compensation appears to be completely divorced from practical realities on the ground.
Another example is a local golf club, the course of which is in the middle of the countryside in my constituency. Club members were devastated when they heard that the HS2 route would cut straight through the middle of it. What is to happen now? Similarly, my constituents Jean and Trevor Tabernor own a farm. HS2’s route meant that their farm would be spared, but their farmhouse was demolished. Their new farmhouse is nearly completed, and they have been seeking the last instalment of money to finish the work. As we all would expect, that needs to be finalised as soon as possible so that they can complete the construction of their home. However, they are facing delays, and now that the line has been cancelled, HS2 is trying to place restrictive clauses on them “in perpetuity”, just for my constituents to receive what they are owed. Those clauses are clearly so that HS2 can maximise the value of its assets. HS2 Ltd is literally the only thing standing between them and their new home. Again, I ask the Minister: what will happen to resolve that? It is affecting people’s lives and we simply cannot wait any longer for an answer.
I turn to businesses affected and, in particular, how unsuitable the compensation process is for farmers. In our recent meeting, my hon. Friend the Minister recognised that there are specific issues relating to farmers. I note that in his response to my hon. Friend the Member for Buckingham (Greg Smith), he publicly stated that
“of the land that HS2 has, about 81% has been let back out to be able to be utilised…I want to make sure that we can better understand from the farming community what can be done with the land that is no longer needed”.
I thank the Minister for those words. I know he has met the National Farmers Union, as indeed have I in Staffordshire, and others to better understand these issues.
The point that I wish to make is that if unused land is not preserved in its state on the day before farming ended, it will start slowly to deteriorate. For cropland in particular, that means that the land being returned to farmers will have to be rehabilitated, currently at the farmer’s expense. When we consider farmland, it is clear that the compensation process is causing major financial issues by depriving farmers of the land that they farm and their ability to forward plan.
I also have examples of constituents who had not yet reached an agreement with HS2 Ltd when the Prime Minister made his announcement. May I ask the Government not to forget about those residents, who also need to have their compensation resolved?
On how HS2 Ltd proposes to dispose of phase 2 land, following the cancellation of phase 2 it has consistently told residents and business owners that it must act to ensure value for money for taxpayers. As a Conservative, I support that in principle, but value for money in this context appears to mean short-changing those from whom it has purchased land and property. The issue with the proposal is simple: HS2 Ltd is focusing purely on ensuring that it receives the highest price for the land and the properties it has compulsorily purchased, but there appears to have been little thought given to those whose lands have been taken off them and wish to have them back. The NFU has highlighted the issue and is calling for a simpler and cheaper process for returning land; I very much support that.
As part of the process, most property and landowners who had their land compulsorily purchased will be offered the right of first refusal under the Crichel Down rules. However, the value of the lands now will naturally be higher than when it was blighted, and they will also be higher because land and property prices have increased in general. Farmers in particular, and all those affected, tell me that they are having to buy back their own land at a far higher cost. That is unfair. I would like the Minister to look at that again. If the right to first refusal is not taken, what will happen to that land and property? Someone will purchase it and, particularly with farmland, there is an additional danger that developers and land bankers might be keen to buy it, which would completely transform the make-up of former rural communities.
There has been a serious lack of transparency from HS2 throughout all this. I was shocked to read recently that the chief executive of HS2 Ltd revealed that the cost of phase 1 has already increased by £10 billion to £66.6 billion—what a horrific waste of taxpayer money.
Finally, I raise the importance of the Handsacre link, which would bring HS2-compatible trains to Stafford. It was advertised as the reward for the people of Stafford for enduring so many years of issues associated with the project. It would ensure that phase 1 is completed, and a lot of the works required to construct it are under way. I raised the rail link previously, in April last year, when I was assured by the Secretary of State for Transport that the works would continue to progress, but I hear rumours that it is to be cancelled. That would be not only a betrayal of my constituents and a waste of the time and resources put into the construction that has already been completed, but—this is a key point—a breach of the legislation that specifies that it must be built. Will the Minister reassure my constituents that the Handsacre rail link will be completed?
This debate is important because my constituents are still living in uncertainty. The processes surrounding HS2 compensation are flawed, and HS2 Ltd continues to behave disgracefully. Finally, may I invite my hon. Friend the Minister to visit me in Stafford to talk directly to my constituents and see at first hand how the delays and the lack of fair payments is affecting them, and ask him to commit today to doing something about that? HS2 compensation must finally be resolved.
The hon. Gentleman just said that Labour would do it. Just to be clear, can I confirm that Labour is now saying it will bring back HS2 if it wins the next election?
I refer to the answer I gave to the right hon. Member for South Staffordshire; that remains our position. Labour has launched an independent expert review of transport infrastructure headed by industry leader Jürgen Maier, originally of Siemens, to learn the lessons from this shambles and to ensure that we deliver transport infrastructure faster and more effectively, so that communities are not taken for a ride with nothing to show for it, as has been the case here.
In this debate we have heard just a few of the many examples of people’s lives being impacted by this Conservative HS2 scandal. It is clear that communities are still paying the price for the delays of the past decade and the chaos of the past few months.
First, I thank the Minister for listening to the extraordinary examples we have heard this afternoon of how HS2 has behaved to our constituents.

I welcome what the Minister has said, that he will visit my constituency to meet affected residents, and in particular that he will write to all of us who have spoken in the debate to provide clear answers on the individual cases we have raised. It is very clear from this debate that there is still considerable uncertainty over HS2, and I welcome the fact that the Government are going to look again at resolving all outstanding compensation claims.

Commons ChamberAs I have outlined, the Government will update the House, as we have done consistently, on HS2. The hon. Gentleman should reflect on what is already being delivered, with 350 construction sites already across the country and thousands of jobs. There is a huge amount of transport investment going on, and it is not all about rail. Greater Manchester has received more than £1 billion of city region sustainable transport settlement, which includes potential rail investment.
HS2 is behaving outrageously by not paying my Stafford constituents on time. It is unacceptable that affected residents are paying outstanding bills on behalf of HS2—for their agents’ fees, for example—in order to have representation. Will the Secretary of State for Transport please write to me to clarify that HS2 will treat all my residents fairly, and that we expect compensation claims to be paid in a timely manner?

Commons ChamberI am sure that the hon. Gentleman meant to begin his question by congratulating the Government on the zero-emission vehicle mandate and our new investments in the local electric vehicle infrastructure scheme. The effect of that, of course, is precisely to create the further investment that will itself drive private sector demand for apprenticeships. We are certainly working as hard as we can on our side, along with the transport employment and skills taskforce, to ensure that we meet this increased demand.
In February this year I set out our commitment to reforming the railways. Last month I was pleased to be able to visit Derby and announce its success in being named as the location of the headquarters of Great British Railways. We will publish our response to the rail reform legislation consultation before the summer recess. Meanwhile, we are continuing to deliver rail reform, including the roll-out of pay-as-you-go technology across the network, simplifying industry processes and developing the long-term strategy for rail.
I welcome the Government’s commitment to railway reform, but the Secretary of State will know from my recent meeting with the Rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), that my constituency is heavily impacted by the construction of HS2. We have always been promised that the Handsacre link will bring economic benefits to Stafford, but given the recent push to find savings in this project, concerns have been raised that the link will be scrapped. Will my right hon. Friend confirm that it will indeed go ahead?
My hon. Friend never misses an opportunity to raise her constituents’ concerns about HS2, both with me and with the Rail Minister, thus doing the job that she was elected to do extremely well. Our priority is to deliver the opening stage of HS2 on schedule and to ensure that high-speed services from Old Oak Common to Birmingham Curzon Street begin between 2029 and 2033, but I have made it clear that phase 1 construction works north of Birmingham from Delta Junction to Fradley—including works at Handsacre—will continue to progress.

That this House has considered the matter of increasing capacity and other improvements to the A5 in the midlands.
It is a pleasure to serve under your chairmanship, Mr Hosie, on an important day here in Westminster, and to be able to highlight a vital issue for residents and businesses in my constituency and in the broader west midlands region. By way of introduction, the A5 is one of the UK’s oldest roads and a strategic route operated by National Highways. It connects London to north Wales and runs through large parts of central England, and I wish to focus on that part of the road.
For many years, various groups have been involved in campaigning about the state of the road, including colleagues from neighbouring constituencies, many of whom are present today; leaders of our local councils; businesses, both large and small, throughout the west midlands; and Midlands Connect, which researches, develops and progresses transport projects to provide the best social, economic and environmental benefits to the midlands. We also have an overarching group called the A5 Transport Partnership.
In recent years, all those groups have been lobbying central Government for funding to improve the strategic 53-mile corridor of the A5 running from the M1 at junction 18 in Warwickshire—close to and then bordering my constituency—all the way through to the M5 at junction 12 in Staffordshire. That strategic corridor through the west midlands not only connects the M1 and the M6, but intersects the M42 and the M69.
Those motorways in the centre of England are four of the country’s busiest motorways, and the A5 corridor is home to almost 3 million people, supporting 1.3 million jobs and serving several large cities and towns, such as Tamworth, Nuneaton, Cannock and Hinckley, as well as my constituency of Rugby. It also supports major employment sites including Magna Park and the MIRA enterprise zone.
Given its strategic importance at the centre of England, this section of the A5 sits at the heart of what is known as the logistics golden triangle, around the districts of Rugby, Daventry, Harborough, Hinckley and Bosworth. With that golden triangle, the corridor creates £22 billion in gross value added annually, which is approximately 10% of the total GVA of the area covered by Midlands Connect, the organisation entrusted by central Government to help identify research on the most important transport investments.
I intend to show that, with the improvements we all believe to be necessary, this corridor of the A5 has the potential to provide an alternative route to our existing congested motorways, while simultaneously supporting housing and employment growth.
I thank my hon. Friend for highlighting the importance of the A5 to residents and businesses in Staffordshire and across the midlands. Having campaigned with my neighbour, my right hon. Friend the Member for South Staffordshire (Sir Gavin Williamson), and with the Government against the building of the West Midlands Interchange, which is at the A5 roundabout near Gailey in Staffordshire, does my hon. Friend agree that it is important that we protect our environment and our green belt, as well as tackle congestion on the A5 and other Staffordshire roads?
My hon. Friend is right. The environmental benefits are important, but I want to focus on the one that we would achieve by having less congestion, with car engines running for less time, and on the efficiencies and economies that can be provided to our local area as a consequence of a more efficient and effective A5.
Let me turn to the growth that is forecast for the area around the A5. Local councils within the corridor anticipate that, over the next 15 to 20 years, their local plans will bring forward 103,00 new homes, 16,000 new jobs and a further 524 hectares of employment land, which need a road. By investing in the A5 and improving its performance and resilience, we believe that the central Government have the opportunity to unlock the growth aspirations and priorities of the region.

Commons ChamberI think it would be wrong not at least to acknowledge that the delta variant has got to every single country in the world—including Australia, which does not allow its own citizens to come back freely into the country, even with quarantine. By throwing that in, the hon. Gentleman rather weakened the rest of his argument. The Joint Biosecurity Centre is so called because it works with the devolved Administrations. The chief medical officers work together as part of that set up and, as he surely must know, provide us with the same advice to consider.
The hon. Gentleman’s first point was on the furlough scheme, which has been of enormous assistance to aviation everywhere, including in Scotland. The very best help we could give to Scottish aviation workers and others would be to stop curtailing aviation and travel industries in the recovery. Those are not my words. Edinburgh airport said that the Scottish Government’s
“decision to diverge yet again…further”
curtails
“Scotland’s aviation and travel industries in their recovery”.
It leaves travel agents in Scotland, led by LAH Travel’s Linda Hill Miller, saying that it will be a “very bleak winter” in Scotland if the policy does not shift.
I welcome the Secretary of State’s confirmation that Kenya will come off the red list on Wednesday. Does he agree that we must continue to make travel between the UK and Kenya even easier, such as through fewer restrictions for those who are fully vaccinated, to increase trade and boost business between the UK and Kenya?
I pay tribute to the excellent work that my hon. Friend does as trade envoy to Kenya. I am delighted that Kenya has come off the red list. As I mentioned, we will provide details for how countries can onboard themselves to meet our requirements, and I look forward to adding to the list of 50 countries where people who are fully vaccinated will be able to come and go very much more easily. I look forward to working with her on that plan.

Commons ChamberThe case for HS2 before the pandemic hit was made on the basis of the need to expand capacity. I always argued that there was a quicker and cheaper solution for capacity, and that was to digitalise signalling, introduce more short sections of bypass track and improve engineering around the main stations. By those means, we could have got a 25% or so increase in capacity much more quickly at a fraction of the cost, leaving over money to improve local services and the use of the existing railway, and for other purposes.
Now that we have had the pandemic, as we move to the recovery phase, which we hope will be quite soon, we have to accept, as the right hon. Member for Warley (John Spellar) and others have mentioned, that the nature of work and the use of the office will change. We may well find that the intense pressure during the Monday-to-Friday morning and evening peak, as a result of people tending to start work at 9 and tending to leave for home at 5 or half-past 5, will diminish. We may well find that people will want much more flexible use of their railway—that they will not travel every day, and will not necessarily be going at peak hours. One of the big problems that the railways face—capacity on journeys to main towns and cities at peak—will be changed or relieved by that.
We are due, from the Government and the industry representatives that advise them, their interim thoughts on what the shape of the railway and railway demand might look like in two or three years’ time, assuming that all has gone well with vaccination, and that there is a pretty good, robust recovery. We should not assume that it will be recovery to the same work and railway travel patterns that we had before.
I hope that we will make more intelligent use of the railway for freight, because there is still plenty of scope for that if we can get better at single-wagon marshalling, and can make better use of the railway for the relatively longer distances that freight often has to travel to get from ports to all parts of the United Kingdom. That would be a possible use of the capacity that we already have. I dare say that there will also be plenty of promotional schemes for leisure and tourist travel. The fact remains, however, that the use of the railway for work will change very dramatically. I do think this whole project needs appraising in the light of that, and that we are owed a proper plan with the latest forecasts, which must be very different from the forecasts that the Government were using when they first put this proposal to the country and to the House.
I wish to speak to Lords amendment 3, which requires the Secretary of State to consult Staffordshire residents, and Lords amendment 2, regarding the protection of ancient woodlands, in order to represent my constituents who have endured the spectre of HS2 for many years.
From speaking to residents since I have been an MP, I am very aware of the problems that HS2 has caused, and like my predecessor, I have done all I can to assist my constituents in dealing with HS2. I have already visited numerous local groups and business who are being affected, and I have worked with Staffordshire County Council to try to come up with solutions to the disruption that HS2 has caused, and continues to cause. I have also met multiple constituents whose lives have been blighted by dealings with HS2, and have tried my best to improve the situation for them. In September, I presented a petition and stood up for local residents and businesses at the House of Lords Select Committee on the High Speed Rail (West Midlands–Crewe) Bill.
The fact remains, however, that despite the best efforts of local residents and everyone I have mentioned, HS2 will be extremely disruptive for the people of Staffordshire. Lords amendments 2 and 3 go some way to addressing many of my Stafford constituents’ concerns, so I am very pleased to hear the Minister’s remarks this evening. HS2 construction will also disrupt the A34, the A518, the A51 and the M6 motorway, all of which will potentially cause more traffic for my constituents, which is why amendment 3, requiring consultation with my local residents, is so important. I am also very concerned about the feasibility of construction of the Stone railhead and maintenance base, the increase in heavy goods vehicles and the disruption, which will certainly exacerbate the situation on Staffordshire’s roads. This is another reason why Lords amendment 3 is so vital—it will ensure that local residents are adequately consulted on scheduled works.
Lords amendment 2 reflects the importance of our ancient woodlands. At a time when Britain is leading the way on climate change and hosting COP26, we should not be seen to be cutting down trees, which is counterproductive.
Since my election, I have consistently represented my constituents with regard to HS2, and I remain extremely disappointed by the way they have been treated by HS2. I am grateful to the Minister for meeting me on numerous occasions, and responding on specific constituency places. The way that HS2 has behaved is simply unacceptable, and I am pleased that the Government are supporting the amendments and will consult with my constituents. It is right that they be listened to.
I wish to speak to Lords amendment 3, which I am delighted the Government are supporting. I also wish to outline why it is so important. HS2 will cut straight through Staffordshire, and we cannot be subject to all the pain without any gain. I am pleased that the Government have committed to classic-compatible HS2 services for Stoke-on-Trent—an area where levelling-up is essential. HS2 must truly be transformative.
The economic uplift in Stoke-on-Trent would be significant. It is an area with huge potential that has punched far below its weight. HS2 services must match our economic ambitions for jobs and housing growth. One service an hour terminating in Macclesfield, while extremely welcome, will be insufficient. Our services need to terminate at Manchester. We also want Birmingham HS2 services, to address overcrowding north of Birmingham. That might also resolve the lack of direct services to Liverpool and Manchester airport. Network Rail must undertake work to the classic network to facilitate new HS2 services and additional future local services.
We need better engagement from HS2 with Stoke-on-Trent City Council and local MPs to maximise the potential of HS2 and mitigate the impacts. It is vital that disruption to road and rail during construction be minimised, as recognised by subsection (2)(a) of the new clause inserted by Lords amendment 3. There are significant concerns about construction traffic at junction 15 of the M6, on the A500, and on the A34. Junction 15 is already desperately congested, and is included in Highways England’s road investment strategy 3 pipeline. Additional measures are also needed to mitigate impacts on the A34 and A500, particularly given the intense housing growth in the Hanford and Trentham area.
Improving local transport is vital to unlocking the true benefits of HS2; that is reflected in subsection 2(c) and (d) of the new clause inserted by Lords amendment 3. Public transport in north Staffordshire is inadequate, and the area is heavily car dependant. Around 80% of trips in Stoke-on-Trent are by car, yet around a third of people do not own one. HS2 needs to be plugged into all our communities if we are to deliver the full benefits. The start of that is the Transforming Cities fund, which has £36.4 million for local bus and rail, but we must go further. We need to reopen local stations, including Meir; that is progressing well, due to the Restoring Your Railway fund. There is also the Stoke to Leek line, which connects communities in the city with the Moorlands. We must reopen either Trentham or Wedgwood stations.
The city council has ambitious proposals for a light rail system to connect everything up, but we need a feasibility study that brings that together. I believe HS2 should consider contributing funding to such a study, to ensure that HS2 can be plugged into every part of north Staffordshire. Without investment in local transport, the benefits of HS2 will be severely constrained, and the last few miles could end up taking longer than the rest of the HS2 journey.

Commons ChamberRed diesel has traditionally enjoyed a significant subsidy, which, as the hon. Member rightly points out, was constrained by yesterday’s Budget. The Government are working across the board, with many sectors, including farmers and fishermen, and the consultation will be open to reflecting exactly the concerns she raises about fairground operators and others. I would encourage her to engage in that consultation.
I am sure my hon. Friend was pleased by the £500 million a year—£2.5 billion in total, which is more than the £2 billion promised in our manifesto—to help fill potholes, and I look forward to working with her and other colleagues to ensure their potholes are filled as soon as possible.

Commons ChamberI am pleased that the Government have finally made a decision on HS2, and I welcome the fact that the uncertainty over the project is now at an end. Many of my constituents who are directly affected disagree with the project but have told me over the last few weeks that the overwhelming feeling now is that if we are going to do it, we should get on with it but do it properly. However, throughout my constituency, compensation claims remain unresolved, house purchases have entered another year of limbo, and farms and local businesses have been left wondering whether they can prevent themselves from becoming insolvent before HS2 will agree to a settlement.
Let me give some specific examples. Mr and Mrs Tabernor have told me that their farmhouse may be demolished, and they have been told by HS2 Ltd that they cannot retire and move to their farm cottage, allowing their son to live in the farmhouse, because that would invalidate their blight notice. They have already been waiting for years for a resolution, and that, in my view, is simply unacceptable. After five years or more of negotiation, Ingestre Park Golf Club is also still waiting for HS2 to come to the table and finally thrash out a reasonable agreement, and that too is not acceptable.
Residents of Hopton, Marston and Yarlet, whose house sales remain in limbo, have told me that they cannot make an offer for a new home because some Stafford estate agents now refuse to deal with anyone selling to HS2. It concerns me that they view HS2 as either too unresponsive or too difficult to deal with: that hardly gives confidence to me or my constituents.
May I tactfully suggest to my hon. Friend—my friend, indeed, whom I congratulate on winning her seat—that this may be the moment of maximum leverage for her to secure a settlement on behalf of her constituents, and that she should send all the details to the Minister and ask him to look at them carefully?
I agree with my hon. Friend, and I shall be doing that.
On a general note, when it comes to negotiating, let me make something clear. When people from HS2 visit the homes of my constituents, say that they are there to listen to their concerns, sit there having a cup of and a biscuit, and then tell them that they are being over-optimistic to expect to be paid the price at which their house or business has been valued and give them the silent treatment when they do not agree, that is not a negotiation; it is a bullying tactic. I was pleased when the Prime Minister, responding to my recent question to him in the Chamber, acknowledged that compensation needed to be paid, and I agree with him that we need an overhaul of HS2 Ltd, which, in my opinion, has managed the project poorly.
I was devastated to learn from so many of my constituents that they had agreed to sell their homes—in some cases, their long-standing family homes, where they had raised their children—for less than the market value, and that their mental health could not cope with the pressure that they felt they were being put under by HS2. If I sound angry, it is because I am. Let me provide some context for that
My very first piece of constituency casework on HS2 involved a member of my team who was counselling, and helping to secure mental health support for, one of my constituents who had told me that he could no longer cope with the pressure he was under. He said that everything was going to the wall because HS2 had refused to finalise negotiations. After lengthy and protracted work in an attempt to reach an agreement to move his family business, he was told by HS2 that it would prefer to “extinguish” the business. If a private company were operating in that way, it would be featured on the BBC’s “Watchdog” programme. HS2 must be held to account for its actions.
Let me be very clear. If my constituents are forced to take the strain of this project, they should also reap the rewards. I am pleased that the Government have finally committed themselves to the Handsacre link, which is vital now that the project is going ahead in Staffordshire.
I fully understand my hon. Friend’s stance on the Handsacre link, but, given that it is in my constituency, does she understand the distress that it is causing people in Armitage with Handsacre?

When people in my constituency say that they are opposed to HS2, it is not because they are nimbys—as some have accused them of being—and I have not met a single resident who has not told me that that they want more investment in the north, and specifically in the west midlands. However, those residents are opposed to being treated as an inconvenience because their homes happen to be in the way of a railway that the Government want to build. They shudder when they hear that savings need to be found, because if past experience is anything to go by, it will not be HS2 salaries that go down; it will be the purchase prices and compensation paid to my constituents. However, I hope I am proved wrong.
Let me be clear: HS2 is going to happen, and if there is a vote tonight, I will reluctantly support the Government, but if HS2 is going to hang over the heads of my constituents, we must get on with it as soon as we can. Our first priority must be to finalise all the negotiations that are taking place and let my constituents get on with their lives. The advert once said “Let the train take the strain”, and I hope it does, because at present the strain that it is putting on my constituents is unacceptable. I support the Government in building national infrastructure, but the lack of adequate compensation for my constituents and the delays by HS2 are simply unacceptable. I am grateful to the Prime Minister for his assurances on compensation, but I would like to ask my hon. Friend the Minister for clarity on when it will be delivered. I also want to ask the Minister and his departmental officials to sit down with me to go through every single outstanding case in Stafford to ensure that my constituents are no longer left in HS2 limbo. They deserve that from the Government.

Thank you, Sir Christopher, for the opportunity to raise the concerns in my constituency. Local buses are a vital lifeline for the people of Stafford and provide a critical link for the most vulnerable individuals in our communities. I recently visited Winchester Court, in Weeping Cross in Stafford, and was dismayed to hear how local residents feel let down by the public transport system. Several elderly ladies explained their plight in great detail: they have to travel by taxi at great expense in order to get to church services, due to the lack of bus services on Sundays. It is a very simple journey for those who can drive, but those who rely on public transport face missing out on important local events. Other residents have raised with me directly the lack of frequent buses into town on busy routes, such as Cannock Road. Lack of access to the local community is leaving people at risk of suffering further problems, such as loneliness, and I am pleased that this Government are working hard to tackle those problems.
A regular and reliable bus service is very important for those of my constituents who live in villages, as those in rural locations rely on public transport to access important services, such as their GP. For example, the 841 bus service goes from Stafford to Hixon, but only on the hour. The last bus back from Stafford to the village is at 5.55 pm, so residents have told me that if they are doing a regular day’s work until 6 pm or would like to attend an evening event in the town, they are unable to do so without their own car. Some of the smaller villages in my constituency, such as Seighford, do not even have a direct bus service into town. That is why the value of rural public transport should not be underestimated.
Staffordshire County Council has managed very well under difficult circumstances, and I appreciate that the council and bus services face a challenging task in deciding which bus routes provide not only the most benefit for the public as a whole, but the best value to operate. Nevertheless, we must strive to provide accessible, affordable and reliable transport for every resident of Stafford: whether young or old, urban or rural, no one should be left behind. It is simply not good enough to leave residents without suitable transport just because running a bus route is not deemed viable.
As I said in my maiden speech,

I would therefore like all parties to consider a middle-of-the-road option and find common ground. There is, in my opinion, an answer to this challenge. In the constituency of my right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley), the Moorlands Connect service, run in conjunction with Staffordshire County Council, is already up and running. Rural residents of north Staffordshire can, for a few pounds, use the service to arrange for transport that caters for everyone, from wheelchair users to commuters with bikes, allowing them to get into local towns and villages. With just one simple phone call, residents can visit local community hubs and have access to the vital services they need. That type of dial-a-ride service model is something that we should consider expanding across Staffordshire.
It is also important to recognise the vital role that public transport and, in particular, buses play in reducing the number of car journeys. It is vital that we all play our part in tackling climate change, and I back the Government’s commitment that the UK will reduce all greenhouse gas emissions to net zero by 2050. I am delighted that the Government are powering ahead with that world-leading agenda by hosting COP 26 in Glasgow later this year. It is therefore a tragedy that my constituents are forced to make so many journeys by car—vital journeys such as travelling to work, doing their weekly food shop or collecting medicine—because they have no other option. That is simply not good enough for rural residents in villages such as the Haywood, Derrington and Brocton. Local residents want to do their bit to tackle climate change without disrupting their daily lives.
The residents of the beautiful county town of Stafford are also concerned about congestion, which has been raised with me time and again when I have knocked on doors across the constituency. The negative impact of unnecessary car journeys on all of my constituents should not be underestimated, from the additional air pollution that is belching out of cars sitting in queues and being inhaled by all of us, to the hours lost every week by people stuck in traffic jams. Those wasted hours are not only reducing productivity across my constituency, but reducing precious family time. People have told me that they miss reading a story to their children before bed. That is time that people do not want to lose stuck in gridlock.
By re-evaluating the public transport offering in Stafford, we have the opportunity to make a real difference to people’s lives. These are the sorts of changes we should be making as modern, compassionate Conservatives. Regular and reliable buses are essential services for commuters and local residents in my constituency, so I urge all parties on a local and national level to investigate and expand upon this north Staffordshire initiative, to ensure we provide bespoke and adaptable transport for all of Stafford’s residents.
