Commons ChamberWe set our rates based on a survey of more than 9,000 providers, in order to get those right. Last year we saw a 13,000 increase in the number of staff in the sector and a 15,000 increase in the number of places. We work with every local authority to make sure that they have sufficient places, and I am confident that the hon. Gentleman’s area will have that too.
Gloucestershire County Council cares about our childcare businesses and listens to my calls to make sure that monthly payments are going to childminders. As we have heard, the Chancellor is putting in another slug of money—£500 million—but local childminders are telling me that things such as the proposed date of payment mean that they are still out of pocket and still cannot pay their staff. Therefore, all the work is not being felt on the ground. Will the Minister meet GCC and I to iron out some of these mechanical issues at local authority level, so that everybody can benefit from what the Government are doing?
I thank my hon. Friend for continuing to champion this sector. She is absolutely right about the importance of paying on a monthly basis, which we encourage all local authorities to do. We will be saying more about that in the coming weeks, and I will be happy to meet her to discuss this further.

Commons ChamberThe hon. Gentleman has made an important point, and he is entirely right. We have heard from great organisations such as Dingley’s Promise that providers have not given places to children with special educational needs, and the team and I are looking into that to ensure that it is not the case.
Parents asked for support with childcare and the Treasury and the Government have delivered it, but the system does need to be simplified. I have been following the analysis of the codes, and receiving the codes, by Pregnant Then Screwed, which announced today that a fix had been found and thanked the Department. It would be helpful to hear a little more about that. Will my hon. Friend meet, for instance, the New Deal for Parents group, which is looking for long-term simplifications? Will he also tell us how he is working through the different local authority areas to show that there will be places available now and also in September, because so many parents are looking forward to that?
My hon. Friend has been campaigning on this issue since she arrived in this place. The tax-free childcare code issue was a specific issue caused by parents needing to reconfirm their eligibility every three months to prove that they were still eligible. If they did that quite late last year, they were concerned that they might not be able to get the place they needed in time for the 31 March deadline. As my hon. Friend says, Pregnant Then Screwed has fixed that issue. I would be happy to meet the groups that she mentioned. On the sufficiency of places, we are in monthly contact with local authorities to ensure that they have sufficient places, and only a very small number are reporting any concerns at this point.

Commons ChamberThe Government announced earlier this year transformative reforms to childcare to benefit children, parents and the economy. By 2027-28, we expect to spend in excess of £8 billion every year on free childcare hours and early education, representing the single largest investment in childcare in England ever.
Last week the Department for Business and Trade published its response to its consultation on flexible working, making clear that this Government are committed to changes to legislation that will enable more flexible working. Together with our expansion of childcare, that will ensure parents have more choice over how, when and where they work.
Welcome back, Mr Speaker.
The Early Education and Childcare Coalition has found that 57% of nursery staff and 38% of childminders are considering leaving the early years sector in the next 12 months, and Stroud businesses say the same thing. That absolutely cannot happen. They are a skilled and amazing workforce, whom parents trust with the most precious things, and the Government have backed the industry as integral to the growth strategy. What evidence does my hon. Friend have that the UK is retaining nursery staff and childminders, and what can we be doing to ensure the new system is successful?
I thank my hon. Friend for her work championing the early years workforce and join her in the tributes she pays to them. The total number of paid early years staff has remained stable in recent years, and between 2021 and 2022 the number of staff increased by 2%, or 5,900 people. We will publish updated statistics in the coming weeks.

Commons ChamberI join in the praise of my hon. Friend the Member for Worcester (Mr Walker) and his Committee’s comprehensive report. We have 30 to 40 years’ worth of evidence about the benefits of early intervention and improving the first 1,001 days of a child’s life. The report adds to that evidence base.
All too often, we have a debate focused on getting mums and dads back into work, when actually the early years should always be about families. We should never forget that for some children, good early years care—being able to go to a nursery—is a lifeline. It is a chance to escape a violent home, to learn, to have some routine and to eat regularly. I had quite a chaotic home life myself and know all too well how that can affect people. The report’s focus on the quality of early years and childhood care is imperative, as is the focus on making sure that parents have parental choice, which is something we should all strive to achieve.
On parents, let us be honest: we love our kids but they are hard graft. This morning, I said to my daughter that she needed to drink her water like mummy, and she looked me square in the eyes and said, “But I don’t want to be like you.” Then my baby threw her Weetabix at me and snotted down my top—and that is before I came to this mad place to deal with thousands of emails.
Parents are quite literally on the edge because having little children is hard work, but add in mortgage-level childcare costs, the daily juggle, things going wrong—my mother-in-law has broken both her ankles—and finding childcare and it all adds up to quite a lot of pressure. The transition to parenthood is excruciatingly tough on relationships. We should not forget that it is one of the few life stages in which relationships are likely to break down, causing family breakdown.
I did a comprehensive report with Onward, which gave evidence to the Select Committee, and in our recommendations we focused on families and talked about reducing complexity, as there are currently eight childcare schemes; front-loading child benefits; sharing parental leave; subsidising support in training; and really focusing on the whole family existence and what we know about the weird and wonderful lives of families.
One of my girlfriends who is currently in the trenches with a new baby sent me an article about the South Korean Government, who are basically subsidising mortgage rates—people get lower mortgage rates if they have children—because they are trying to deal with their low birth rate. Governments all around the world are trying to think creatively.
For the first time we have a Government in which the Prime Minister and the Chancellor of the Exchequer have put the early years at the heart of a growth agenda. I take issue with the remarks of the hon. Member for Stockton North (Alex Cunningham). The Labour party does not have a plan; it talks about having a review and about talking a bit more. I put it to Opposition Members that they have in the Committee’s work a review and all the details.
We give the workforce the most precious things in our lives, yet they feel undervalued and underpaid. There is a litany of recommendations in the report. I look forward to the Minister’s comments on the recruitment campaign. We must stop calling the hours “free”; they need to be funded or subsidised. The early years premium, for example, is £376 per annum, and £1,400 for primary schools. We need to see tax changes on business rates and VAT. I could go on and on, Madam Deputy Speaker, but I will not.

Commons ChamberYes, I can confirm that those that have been identified as having RAAC—there are two types: critical and non-critical condition—will have had action. We changed the action for the non-critical. Those that may be waiting are those with suspected RAAC, for which we will be doing surveys in the next two weeks. I am not sure whether the hon. Lady has a school in mind, but it could be in either of those categories.
The information that I have from my right hon. Friend the Secretary of State is that there are no confirmed cases of RAAC in Stroud schools, but three schools are taking surveys as a precautionary measure, and those surveys will be accelerated. Will she take this opportunity to reassure parents and schools? If they listen to the media or to those on the Opposition Front Bench, they will think that every school in the country is crumbling, which is absolutely not the case. Will she also talk to the Department about ensuring that headteachers get information ahead of the public and the media, because we know that that has not always happened, and it is important to families?
My hon. Friend makes an excellent point. To put the scale into context, there are 22,500 schools in the country and 156 have been confirmed with RAAC. Of those that are suspected, which will go through the survey process, probably a third or less will be confirmed with RAAC. So it is important that we put that into context. We have taken tough decisions and the right action. The vast majority of parents, teachers and children will not be impacted by RAAC in our schools.

Commons ChamberMy hon. Friend is right. Labour has flip-flopped on fees, with several different policies in that area. We are fully committed to building up our university higher education sector and we continue to do that. It is admired across the world, but it is most important that every degree is a quality degree that leads to good outcomes.
The Secretary of State is right: the Labour party has not just flip-flopped on its position on tuition fees, but is now coming across as not wanting parents and young people to have the best possible information about their options. I am working with the think-tank Policy Exchange on reforming the apprenticeship levy. As it has identified, if the public sector apprenticeship target of 2.8% was met in all areas, we could create 25,000 additional apprenticeships. Will my right hon. Friend look at that and at whether we can change the procurement contract rules, because we will need these new opportunities as we go forward?
As my hon. Friend knows, I fully support giving more and more people access to apprenticeships. We are currently spending 99.6% of the budget, which does not leave much room for further flexibilities over and above what we have already introduced. The Labour party’s policy of halving the apprenticeship levy will result only in fewer opportunities: it is a terrible policy and they should flip that policy, because it is a flop.

Commons ChamberAs I am sure everybody knows, I will never get tired of flying the flag for apprenticeships and skills. This Government are investing record levels of funding, with an additional £3.8 billion in skills over this Parliament. That includes an extra £1.6 billion for 16-to-19 education, and increasing investment in apprenticeships to £2.7 billion by 2024-25. That supports our commitment to create a world-leading skills system that is employer-focused, high quality, and fit for the future.
This Government’s schools, colleges and businesses around the country are working hard to show young people that going to university is not the only route to success, and there are now so many study options, which the RHA, the Federation of Small Businesses, and lots of Stroud businesses are talking to me about all the time. What is my right hon. Friend doing to reform the existing apprenticeship levy to work better for small businesses and students?
I thank my hon. Friend, and I am proud of all the work we have done on apprenticeships. We removed the limit on the number of apprentices that small businesses can take on, and we continue to pay 100% of training costs for the smallest employers, and allow levy payers to transfer 25% of their funds to support small and medium-sized enterprises. We spent 99.6% of the apprenticeship budget in 2021-22, which has helped to support 8,940 apprenticeship starts in my hon. Friend’s constituency since 2010. To continue that progress and ensure that everyone knows what apprenticeship opportunities are available, we are working with UCAS so that for the first time ever, young people will be able to use UCAS to search and apply for apprenticeships alongside degrees, making it easier for young people to find the right opportunity for them.

Commons ChamberI absolutely will. It was a joy and a delight to visit Imagination nursery, which does outstanding work, and I congratulate it on its recent grade. I will take my hon. Friend’s point on board.
This is the first time in history that a Prime Minister and Chancellor of the Exchequer have put the early years at the centre of the country’s growth strategy. I note that an International Monetary Fund analyst singled it out in saying that
“supply-side measures, notably the increase in childcare support…should have a positive effect on medium-term growth”,
so that is absolutely welcome.
I cannot thank the Minister enough for visiting BarBar Nursery, Allsorts, and Curious Caterpillars Day Nursery. In our work with Onward, we have called for a national campaign on recruitment. If there is any possibility of that happening this year rather than next, I would like a commitment from the Department that it will get a wriggle on, because that is important.
Will the Minister work with the Local Government Association to have a good look at what different councils are doing, not only with the money flowing down from Government but on how often childminders are paid? I know of childminders who are paid only about three times a year. Not many of us could cope with that type of cashflow.
As always, my hon. Friend makes excellent points on this matter. I will absolutely consider her point about childminders and will ensure that I continue to talk to her. She has been incredibly helpful throughout this process and in securing the funding.

Commons ChamberMy hon. Friend will know that “degree apprenticeships” are my two favourite words in the English language. My hon. Friend’s constituency of Wantage has had 330 extra degree-level apprentices since 2018. We have had over 180,000 starts overall since 2014 and we are investing an additional—an additional —£40 million over the next two years to support degree apprenticeships.
We are transforming careers advice on apprenticeships in our schools and targeting that advice towards disadvantaged students. The Office for Students has asked higher education to increase the proportion of level 4, 5 and degree apprenticeships as part of reforms to wider access. We also increased the care leavers bursary from £1,000 to £3,000, and are providing £1,000 to employers and training providers when they recruit young people. Our determination is to get more young people from disadvantaged backgrounds doing degree apprenticeships and apprenticeships across the board.
During a recent visit to the excellent South Gloucestershire and Stroud College, the Minister and I were quite properly schooled by two smart apprentices, who told us quite bluntly what they thought of the Government communications campaign to encourage apprenticeships and raise awareness of them. They were not hugely impressed and had some ideas themselves. After meeting the Stroud apprentices, will my right hon. Friend consider creating a new national campaign to raise awareness of this really important use of learning?
I had a wonderful visit with my hon. Friend to the excellent South Gloucestershire and Stroud College. She is absolutely right that we need to communicate the good work of apprenticeships and we are doing exactly that. We have a national campaign, Skills for Life, which is all over the national media. As I mentioned in my previous answer, we are also transforming careers advice on apprenticeships to ensure that students and learners have interactions with apprentice organisations to encourage them to do apprenticeships when they leave school. We have also worked with UCAS to ensure that apprenticeships are treated at the same level as when people apply for degrees.

Commons ChamberStroud district families of children with special educational needs are exhausted from battling. Schools raise SEND all the time, so more power to the Minister’s elbow for the welcome systemic changes she is trying to work through. I would like to hear more about the Department’s work with local authorities, because it is the day-to-day experiences that are exhausting many parents, in councils all over the country of all different colours. Getting back to people, managing expectations and giving advice about delays all need to work better, because they are causing additional stress for families who absolutely do not need it.
My hon. Friend is passionate about this area. She is absolutely right, and I have heard from parents in my area and across the country that it is the daily grind of poor communication that can wear them down. We will set out more guidance and training for SEN caseworkers in councils, and better communication standards, to stop that happening to parents.
