Commons ChamberI will take no lectures from the hon. Lady on how to support the north economically, or indeed, in transport terms. I am delighted that she lives in a world of alternate reality—neither the Secretary of State nor I have received Mr Oakervee’s report. She clearly knows more than I do, or maybe she is making it up. [Interruption.]
I take the performance of the railway very seriously and think that trains should run on time, which is why I have changed the industry’s performance standard from trains being five or even 10 minutes late to their being on time to the minute.
Commuters in west Oxfordshire have long been frustrated by reliability problems on the Cotswold line. What support can Ministers offer me and the Cotswold line promotion group? The group is campaigning for further redoubling on the line, which will not only improve reliability but will give us scope to increase the services available.
I congratulate my hon. Friend on his tireless campaigning for improvements on the Cotswold line. The line will benefit very soon from the Great Western Railway timetable change in December, which will offer shorter journey times and more frequent services to key locations. Moreover, services from North Cotswold via Oxford and London will be restructured to deliver more, and more consistent, services. So I feel that my hon. Friend’s campaign is making progress.

Commons ChamberI think the hon. Gentleman is referring to the Morecambe Bay cycle way. The Government recognise the benefits of such schemes, which may be able to provide opportunities to increase active travel and significant benefit to the local economy, as well as to health and the environment. We have recently provided more than £20 million of support to Sustrans, to improve stretches of the national cycle network. I would be very happy to meet the hon. Gentleman if he wishes, but the reality is that we are putting considerable investment into cycling across the country.
I have seen the benefits of active travel and have been using the A44 cycle path from Woodstock to Oxford, but I want to see the same in other areas of my constituency, not least Eynsham, to alleviate, among other things, the congestion on the A40. Will the Minister meet me to discuss how that strategy might help the B4044 community path?
I know that my hon. Friend is an avid cyclist and he sets an example of active travel that is beneficial both to the environment and to health. I would be very happy to meet him to discuss the route he has in mind.

That this House has considered Government support for active travel and local walking and cycling infrastructure plans.
It is an honour to serve under your chairmanship, Mr Bailey. I am delighted to have been granted this important debate on active travel, and I am particularly pleased to see so many Members from both sides of the House present to take part in it. I declare at the outset that I am a long-standing member of Cycling UK and a member of the all-party parliamentary cycling group. I also sit on the Transport Committee, and I am delighted to see our Chair, the hon. Member for Nottingham South (Lilian Greenwood), present. We are currently preparing a report on active travel, and although I am not speaking on behalf of the Committee this morning, I suspect there will be strong agreement.
I have been a keen cyclist for many years for leisure reasons, but in recent years I have noticed a gradual but significant change in the way in which cycling is viewed in this country. No longer are we cycling and walking just as a way of getting from A to B. Increasingly, cycling is seen as a crucial element of our approach to not just transport and alleviating congestion, but town planning, public health, obesity, mental wellbeing, air quality, the environment and, of course, climate change. The range of benefits that active travel provides forms the basis of the debate and of my reasons for urging the Government, through the Minister—it is very good to see him in his place—to do more to promote cycling and walking in our cities, towns and villages.
My hon. Friend mentioned town planning. There is a crucial point on which the Government could be helpful. His constituency is very similar to mine: it has a lot of footpaths going across what is basically agricultural land. Does he agree that the Government should insist that, when development takes place, those footpaths are not allowed to be extinguished, so that we keep the network that allows us to walk and cycle?
I am grateful to my hon. Friend and neighbour for making that point. He is right. Those of us who are lawyers know that expunging a footpath is, rightly, one of the hardest things to do in the law. Footpaths are protected, and I agree that they must remain so when new developments are built, to ensure that our latticework of footpaths continues to exist. I would extend that to bridleways as well, which similarly have an historical provenance. I ask the House to bear in mind that, although we tend to think of cycling and walking in the context of the strategy I mentioned, horse riders in areas such as mine and my hon. Friend’s are also vulnerable, and ought to be thought about in the context of active travel as well.
The hon. Gentleman is making an excellent case. On planning, he will be aware that the bidding process for the housing infrastructure fund is quite unclear on whether cycling infrastructure will be funded or is just viewed as a cost. Does he agree that, ultimately, that infrastructure should be viewed as something that adds to the attractiveness of schemes, and should be favoured within them?
I could not agree more—the hon. Lady makes an excellent point. The housing infrastructure fund is an important part of Government funding, and I would like cycle paths to be included. I am conscious that a great many Members wish to speak, but if time allows I will mention the B4044 community path from Eynsham in my constituency to Botley, which, although not in her constituency, is in the county she represents.
I have supported the path from Eynsham for many years; in fact, one of the first events I attended as a Member of Parliament was when I cycled along it on a cold winter’s morning, accompanied by many others in yellow jackets. As it stands, it is quite a dangerous little lane to cycle on, but the potential is enormous for Eynsham, and even for going as far as Witney—there is a cycle path along the A40, which I used only this weekend when I went out to stretch my legs. Increased housing growth will be unlocked, facilitated and made sustainable by the use of cycling paths, so I could not agree more with the hon. Lady.
We also have a lot of urban footpaths and ginnels. Would it not make sense to have funds for signposting, so that people know how to get away from the main routes and use the often hidden, beautiful routes to get from A to B? Often it is the lack of signposting that prevents people from using all those opportunities.
That is an excellent point. In rural areas such as mine, there are often such signposts. One of the joys of living in the country is that people can set out on those routes. I recommend to everyone the wonderful Ordnance Survey maps, which record everything down almost to the inch. However, in those areas where signposts are missing, I urge local authorities to look at installing them, because they make it much easier for those who wish to use footpaths.
We talk about infrastructure in urban areas, but one of the big complaints I receive is about infrastructure in rural areas. We are trying to encourage more children to cycle to school. It is not an easy problem to solve, but surely we should spend some money on infrastructure in rural areas to help children to get to school.
That is an excellent point. Again, I entirely agree. I represent a largely rural area, although it has significant market towns. Given the obesity crisis in this country and how we would like children, in particular, to build exercise into their day-to-day life, it is better if infrastructure is in place that allows them to get to and from school easily, quickly and safely. Again, I am conscious of how many people wish to speak, but if I have time I will mention a cycle path on the A44 that is off the road and therefore entirely safe for people going from Oxford up to Woodstock. Confidence is increased if parents know that their children are going to and from school on a path that is off the road.
My hon. Friend is being incredibly generous in giving way, and I congratulate him on securing the debate. Most of the funding the Government make available for infrastructure investment is through the ambitious cities programme, which means that rural areas such as Cornwall and many others cannot access funding for cycling infrastructure. Will he join me in pressing the Minister, as we approach the comprehensive spending review, to enable us to build on the huge success of the ambitious cities programme with an ambitious towns programme?
One of the main points of my speech is that I would like the comprehensive spending review to ensure that active travel is built into our infrastructure plans for the future, for urban areas, towns and, of course, rural areas such as those that many of us represent.
I will deal quickly with some of the benefits of active travel, though I suspect the House will not need a great deal of persuading. Active travel is not only safe, convenient and attractive, but a cost-effective way of delivering the benefits we would all like to see. Cycling and walking are healthy, enjoyable and flexible ways of making a local journey, or a longer journey in combination with a car or a train, and enable us to take cars off the road wherever possible. For wider society, active travel is clean, safe and attractive. It reduces the environmental costs, such as the congestion that I spoke of, reducing air pollution and greenhouse gas emissions.
Investment in active travel is also cost-effective for the taxpayer, which I am sure the Minister is aware of and will celebrate. The Department for Transport estimates that investment in cycling and walking yields on average £5.50 of benefits for every £1 invested. That is a significantly higher benefit-to-cost ratio than many large road and rail schemes, which tend to have benefit-to-cost ratios of between £1.50 to £1 and £2 to £1.
I am a keen walker. Does the hon. Gentleman agree that some of the biggest benefits for those who cycle and walk are the personal health benefits, particularly in today’s climate of childhood and adult obesity? The active travel that he suggests, and which the Government will hopefully promote, will actively target obesity among young people and adults.
I could not agree more. The health benefits are some of the most important. I started my speech by saying that there are many benefits, and health benefits—both physical and mental—are pre-eminent among them. I am sure we all realise that, as people who do jobs that are sometimes slightly stressful and sedentary as well. Speaking as a keen hiker and cyclist, there is nothing quite like getting on a bike or putting on hiking boots at the weekend and shaking off some of the stress. It certainly kills a number of birds with one stone.
I am delighted that the Government recognised the benefits of active travel with the adoption of the cycling and walking investment strategy in 2017, which set out their ambition to make cycling and walking the natural choice for shorter journeys, or as part of longer journeys, by 2040. It sets out aims and targets for 2025, including doubling cycling activity from the 0.8 billion cycle stages made in 2013 to 1.6 billion in 2025. I understand that the Government have commissioned research into how the strategy’s aims for 2025 can be met and that the research, when published later this year, is likely to suggest that significant additional investment in cycling and walking will be needed to meet the targets.
I completely concur with the hon. Gentleman. Eastbourne is a town that has been built up over many years. We have a wonderful cycling group called Bespoke, which I and the council very much support. We want to put in more cycling infrastructure, but the challenge is simply lack of funds. Towns such as Eastbourne will need Government funding to do what they really want to do in support of cycling. Does the hon. Gentleman agree?
The hon. Gentleman makes a valuable point, which is very much in line with my points. Investment in cycling and walking in England has trebled since 2010. We spent roughly £2 per person annually in 2010; the figure is now around £7.50. That is a significant increase, but it is still some way behind the world’s most cycle-friendly countries. The Dutch, for example, invest around £26 per person annually in cycling and have been doing so for around 40 years. That is probably the crux of the hon. Gentleman’s point, and it may explain why 26% of trips are cycled in the Netherlands, compared with less than 2% in Britain. We are looking to address that strategic funding over the months and years ahead, but that will not happen overnight. Realistically, it may not even happen by 2025, but we need to start moving in the right direction. I ask the Government to use the forthcoming spending review period to increase investment in active travel. No doubt the Minister will address that point in due course.
It is not just a matter of central Government funding. When I was at the Bar and working in the centre of Oxford, I used to travel from where I live in Bladon, near Woodstock, down the A44, which, as I mentioned, has a wonderful, almost completely off-road cycle path. I was struck by the fact that it was not as well used as it ought to have been. A lot of the difficulty is in what happens at the other end. I make no criticism of where I used to work, but the difficulty arises when a cyclist gets off their bike. In my case, working at the Bar, if I needed to go to court or to meet clients, I needed to be in a presentable state. That is not easy if there are no adequate changing facilities at the other end. Some organisations provide those facilities, which is wonderful—I know that Oxfordshire County Council does—but we need to see more investment in the public and the private sectors. Once cycling facilities are in, that is all well and good, but people also need the facilities at the other end so that they can make themselves fit and ready for the working day.
The cycling and walking strategy also encourages local authorities to develop what are called local cycling and walking infrastructure plans for high-quality cycling and walking networks and then to prioritise schemes to deliver them. The Government have supported 46 councils so far to develop their local infrastructure plans, but there is no dedicated funding stream to help them to do so. Without that, local authorities may not be able to plan and develop comprehensive cycling and walking networks with any confidence. I ask the Department for Transport to work with the Treasury at the spending review to develop a dedicated funding stream to enable local authorities to implement ambitious local cycling and walking infrastructure plans.
That appeal is part of the joined-up thinking that we hear so much about in the House and that we would like to see more of. I ask the Minister to press for greater joined-up thinking to ensure that all Departments are pulling in the same direction. I make that appeal with particular passion, because of the B4044 community path I alluded to earlier. I want to mention it in a little more detail, and I have raised it repeatedly with the Minister’s predecessor and the Secretary of State.
The B4044 is a key route between Eynsham, which will experience significant housing growth in the coming years, and Oxford. The path is the brainchild of Bike Safe, a passionate group of local cyclists who are campaigning for high-quality, safe, local cycle infrastructure. I commend the group’s passion and drive, and will never forget my visit to the project in its early stages. The group has done very well in giving it such a high profile. I ask the Minister to work with Oxfordshire County Council to explore what can be done to deliver this crucial project at the earliest possible opportunity, either through the housing infrastructure fund or as a stand-alone project.
I also want to mention the Hanborough pedestrian bridge in the context of integrated transport networks. It is all very well having great train services, roads that are quick and easy, and cycle paths, but they must link up. We need people to be able to get on their bikes and get to the train station. They may want to get on a bus to get to the train station. When they get there, they want the trains to be regular and reliable. We need to ensure that the journey from home to workplace can be undertaken on public transport and in an integrated fashion.
The Hanborough pedestrian bridge is a good example, and I fully support it. It has been energetically and admirably pursued by Hanborough Parish Council and will provide safer access for pedestrians and cyclists seeking to get to Hanborough station, which is vital to my constituency because it serves not just the villages of Long Hanborough and Church Hanborough, but also Witney and wider West Oxfordshire. People need to be able to get on the cycle path and the footpath safely at that narrow pinch point over the bridge, and they also need to be able to leave their bike at the train station if there is not enough space to take it on the train.
It is also vital that the schemes we are discussing are safe for all users—I think particularly of those who are visually impaired or who have other restrictions on their travel. Any infrastructure that is put in ought to cater for all users in the community, including the vulnerable.
I welcome the Government’s ambition to promote active travel, but I want to see further action to ensure that the encouraging words are joined by decisive action that will enable the targets of the cycling and walking investment strategy to be met and then enable us to go further still. That will require three things, which I look forward to hearing the Minister address in his remarks.
First, the Government should use the forthcoming spending review period to increase investment in active travel, with an eye to meeting, and if possible exceeding, the aims and targets of the cycling and walking investment strategy. Secondly, I ask the Department for Transport to work with the Treasury to develop a dedicated funding stream that will enable local authorities to implement ambitious local cycling and walking infrastructure plans to develop world-class local active travel networks. Thirdly, the Department for Transport should work across Departments, particularly with the Ministry of Housing, Communities and Local Government, to ensure that its ambitions for active travel are supported and not undermined by other Departments. That way we can have an integrated strategy within Government to provide us with an integrated transport strategy in West Oxfordshire and all our constituencies.

I will not go through everything that everyone has said, but there are a few points I would like to emphasise. One of the great joys of these debates is that, no matter how many points we think we have covered when writing a speech, there are always some that we have not, and other hon. Members always come along and raise them. The hon. Member for Bath (Wera Hobhouse) and my hon. Friend the Member for Winchester (Steve Brine) made an excellent point about school travel plans: cycling must be safe for a 12-year-old. I know how passionately my hon. Friend feels about that, having known for many years of his drive to promote environmental and active travel agendas in his city.
Dedicated cycle lanes were another issue that my hon. Friend raised, as did the hon. Member for Portsmouth South and my hon. Friend the Member for Bolton West (Chris Green). There is no point having a cycle lane if it is not safe and it conflicts with traffic. The hon. Members for Stroud (Dr Drew) and for Nottingham South (Lilian Greenwood) rightly mentioned unsafe road surfaces. I will also put in a big plug for electric bikes and technology, as the hon. Member for Cambridge (Daniel Zeichner) and my hon. Friend the Member for South West Bedfordshire (Andrew Selous) did.
The hon. Members for Barnsley Central (Dan Jarvis) and my hon. Friend the Member for South West Bedfordshire mentioned enjoyment and health, as did the hon. Member for Brentford and Isleworth (Ruth Cadbury), who also mentioned the daily mile. Of course, it is the fun and exercise that are so important, and we should not lose sight of that.
I agree entirely with the point made by the hon. Member for Strangford (Jim Shannon) about routine. I also very much agree with the hon. Member for Halifax (Holly Lynch) and others on the importance of reusing old railway lines; I wish we did more of that in our countryside. Of course, an integrated transport—

Commons ChamberI think the hon. Lady is absolutely right, and I very much salute her support for disabled people. She can have a word with the Secretary of State and, on her side, the shadow Secretary of State on the issue of disabilities. Walking is a very important part of the same issue. We are in the process of working very hard on a pavement parking review—it is coming towards the end of its work—and we are also working on the question of micro-mobility and how we regulate that. Both those issues are going to bear very closely on the question of how we think about enforcement against cyclists and other users of pavements who make life difficult for walkers.
With the disappointing news in the last couple of days that Oxfordshire County Council has had to remove the B4044 cycle path from its housing infrastructure fund bid, first, will the Minister comment on what he is doing to work across Departments, particularly with the Ministry of Housing, Communities and Local Government, to provide cycling as a way of helping with new housing; and, secondly, will he commit to working with me and Oxfordshire County Council to provide the B4044 bid as a stand-alone bid, so that we can get the cycle path we need?
I am happy to look at that. I met Oxford City Council, including its cycling champion and the leader of the council, just recently on these issues. Let me make one other point, which is that the advent of e-bikes—the Department is supporting them, and further news about them has been given this week—will also open up further housing opportunities around the country in a way that can only be good both for housing and for future personal health.
I am acutely aware of the service levels of all our rail franchises throughout the country. I am also aware that 2018 was a difficult year and that some of the problems have continued. At the same time, it is fair to point out that we are seeing a service that is delivering more passengers and more services, at record levels of safety. In respect of the individual services that the hon. Gentleman tried to use, if he drops me a line I will look into them, take the matter up with the rail franchise and find out why the services were cancelled.
We must make the most of all the transport links that we already have. The Cotswold line is in urgent need of further upgrades, including further redoubling, to help with reliability and capacity. Will the Minister meet me so that I can make the case to him?

Commons ChamberI am grateful for the hon. Gentleman’s intervention. I will deal with that point later, but no, I do not.
If the expressway is routed round the north of Oxford, there is likely to be a negative effect on the already heavily congested road network around Kidlington, Yarnton and Begbroke. Some investment is already planned to try to improve congestion on the A40, as was mentioned earlier this week, but probably not enough to cope with the existing problem, let alone the additional housing developments already planned. As far as I am aware, the potential impact of the expressway has not yet been looked at in relation to that.
The route will also run close to several important ecological sites. My constituent Judy, who lives in Kidlington and is an ecological consultant and wildlife expert, says:
“I have studied and loved the wildlife areas in the path of the Expressway, especially Cothill Fen, Wytham Woods and Oxford Meadows for many years. All these wildlife areas of national and international importance are potentially at risk of damage from the Expressway. Either by direct damage”—
which is obvious—
“or by damaging effects of air pollution from increased traffic or things like hydrology change, noise or light pollution. These areas are our irreplaceable natural heritage and need to be preserved intact for future generations.”
It is worth noting that Wytham Woods is one of the most studied woodland areas in the world.
If the expressway utilises the A34 west of Oxford, that is likely to lead to homes being demolished, a worsening of the already poor air quality around Botley, and impact on the Commonwealth war graves that are close to local schools—the Minister knows that well, because we had a walkabout and he saw it for himself. The expressway will also—indeed, it already does—impact on house prices. While shopping at the butchers recently, I met a gentleman who was concerned that the spectre of the expressway was having a negative effect on his ability to sell his house, and he desperately wanted to move. In our meeting, the Minister and Highways England seemed sympathetic to those arguments, not least because demolishing so many houses in an area that needs more houses, not fewer, seems nonsensical, and would be extremely expensive.
The hon. Lady mentions environmental factors, which I agree are important. Does she agree that the impact on the environment could be minimised and mitigated if we use existing roads, and upgrade and utilise existing sections, rather than routes that involve virgin grassland?
I do not rule out the use of existing roads, but where the proposed route would impact on a community as directly as it would in Botley, it should be ruled out. Again I ask the Minister to do that today, because that particular section is horrific, and if we do not rule it out, the wider impacts felt not only there but in other nearby communities could be massive. Sophie from Abingdon contacted me on that point. She strongly opposes the plan because of air pollution in the Wootton area. Jane from Botley repeats concerns about what will happen to schools and says:
“I regularly walk on Westminster Way which runs parallel to the A34 and frequently find the fumes so strong that I have to cover my face and change my route.”
As an asthmatic she sometimes finds that she cannot even walk near the A34 as it is now.
Villages, including South Hinksey and Wytham, currently have direct access to the A34, and residents in those communities are worried about what will happen to that access. South Hinksey is already dealing with the start of the Oxford flood alleviation scheme, which will cause chaos to access to the village. The expressway could be an even bigger scheme, and I wonder whether that has been taken into account.
On the final option, if the expressway is routed to the south of Oxford it will have to go through the green belt, bringing a large amount of additional traffic to an already congested Oxford ring road and the A34 south of Oxford. That stretch of the A34 is already at capacity and has regular gridlocks. Any incident on the A34, however minor, leads to a rapid build-up of traffic, and long tailbacks result in commuters using local towns and villages as rat runs just to get out. We should not make that problem worse in the long run by including an expressway.
I would love the Department to focus on delivering the long-awaited A34 safety review, and I would be extraordinarily grateful for an update on that project, which has been promised for months. I also believe that long-promised and overdue investment in upgrading the Lodge Hill junction must be finished before we can assess how to handle extra traffic on the A34. Will the Minister keep pushing the county council to press on with that project, because there have been yet more delays?
It is not clear whether dealing with the many potential impacts of the expressway has been fully costed, or whether those impacts will be left as problems for local communities to sort out after it has been completed. Many of my constituents argue that the value-for-money and environmental impact of the expressway scheme as a whole should be tested actively against other options. Sophie, again, said:
“I would like to see a plan to reduce congestion in the area, as I feel it is at an all-time high. I would like to see this plan focus on public transport improvements, particularly rail transport and cycle infrastructure.”
We know that that is happening to an extent, but it could be so much more if we reinvested that money.
As we know, the expressway follows a route similar to east-west rail. However, as plans for the expressway have been worked up, the plans for east-west rail have been downgraded. In particular, plans for electrification have been dropped. A growing list of other rail schemes in and linking to Oxfordshire have been delayed or not delivered—the electrification of the line between Didcot and Oxford has been delayed; Oxford commuters look with envy at the quieter, more comfortable trains serving Didcot and Reading; and plans for the expansion of the very overcrowded Oxford station have taken years to make progress.
With the right approach, not only could the capacity and quality of rail travel be improved, but much better facilities could be provided for cyclists, as has already happened in Cambridge. Other rail projects, which would cost much less than the expressway, include reopening the station at Grove, on which there is cross-party endeavour; introducing passenger trains through to Cowley; and upgrading facilities at Radley and Culham. All those projects could tie in better with the local cycling network. I am grateful to the Minister for debating with me in the House on a previous occasion the recent report by Andrew Gilligan, which sets out a clear and coherent strategy for investment that could transform Oxford and surrounding communities by making them cycle-friendly. All those things together would cost a tiny fraction of the expressway.
Crucially, there is a huge amount of peer-reviewed evidence showing that when Governments choose to invest money in additional road capacity, although in the short term there may well be an alleviation effect, the long-term impact is more traffic, more pollution and higher carbon dioxide emissions, at a time when we should be bearing down on all those things. However, when Governments choose to invest in public transport, the result is the opposite. At the very least, the Government should have given equal consideration to all the other approaches first before making this decision. If they are looking to achieve the best long-term value for taxpayers’ money and are committed to switching from the car to other forms of transport, this is their chance.
In conclusion, I share my residents’ deep concern that this Conservative Government are forcing an expressway on our area without fully consulting people about their premise. I am sorry to say that, to add insult to injury, Conservative MPs in Oxfordshire have lobbied the Minister to use the existing road, and I am concerned that that includes Botley. I would love clarification that that was not part of the lobbying effort and that Members did not ask for Botley to be bulldozed. If that were the case, I would let the Minister know, and, as I am sure he is aware, I will not let that or any other part of the scheme drop.

Commons ChamberThe hon. Lady raises two very important issues. I will meet her to see what I can do to help out. She is right that if bus services are being changed, there needs to be communication with not only the traffic commissioner, but the local community. I am more than happy to sit down with her to see what is happening.
When can we expect a full Government response on the sections 19 and 22 permits?
Those are two very important permits, and I know that they have previously caused some anxiety in the sector. Of course, we carried out a consultation. I want to make sure that we respond appropriately, which is why we will take our time to make sure we get it absolutely right. Commons ChamberI am delighted to see the Minister in his place again as I bring the matter of West Oxfordshire’s roads before the House. I am delighted to have the opportunity to raise the issue of congestion on the A40, which is of enormous significance for those who travel on the road daily.
The A40 is one of the main trunk roads of this country and the main trunk road that travels through my constituency. Congestion is a particular concern between Witney and Oxford. There is a very good reason for my constituents’ concern over the congestion that they face, many on a daily basis. It is not just from the major market towns of Witney, Carterton and Eynsham, but from the surrounding villages. Between 23,000 and 32,000 vehicles currently use the section between Witney and Oxford each day, which is above the road’s capacity. During school term times, the average journey speed on the A40 between Cassington and Wolvercote in peak time is 17 mph, while on the worst days it can be as low as 10 mph.
The Oxfordshire strategic traffic model forecasts an increase in highway demand on the A40 between Witney and Oxford of between 70 and 140 movements per peak hour by 2031. Without improvements, that will lead to an even greater overcapacity on the road and increase the severity of the congestion that my constituents already suffer from. Peak journey times between Witney and Oxford could increase by about 15 minutes.
I have spoken of the major towns, but equally people living in towns and villages further afield, who may not even use the A40, are suffering the ill effects of the congestion on that road. For example, in Bladon, which is the village in which I live, we suffer from excessive traffic, particularly HGVs, which rat-run through our village on the A4095 to escape the congestion on the A40. Businesses across West Oxfordshire are shackled by the logjams on the A40 and I have lost count of the number of businesses that have said to me over the past two years that they could expand were it not for the barrier that the A40 presents because of the congestion on it.
The A40 is costing jobs and revenue. Because of the difficulties for people travelling in and out of West Oxfordshire, it is making recruitment for our NHS and our schools very difficult. The plain truth is that West Oxfordshire will never and can never reach its full potential until the congestion on the A40 is addressed.
Back in 2002, my predecessor remarked in this House that
“In west Oxfordshire, we have some of the best and brightest businesses in the country, but the gridlock on our main road is like a hand pressed against their windpipes. Business in west Oxfordshire must be allowed to breathe.”—[Official Report, 12 June 2002; Vol. 386, c.308WH.]
He was right and his words remain true today. I do not rise in this debate to complain. I rise to be a voice of optimism and not to speak of the past, but to champion the opportunities and to explain to the Minister—I am very grateful to him for listening—what it is we need for our area. There is, in truth, more optimism now than there has been for decades. Progress is being made. If we are ambitious and bold in the years ahead, we might just be able to get to grips with this issue.
I had the opportunity to be in the hon. Gentleman’s constituency through the armed forces parliamentary scheme. I have witnessed some of the problems he has on the roads in his constituency and I am very aware of the gridlock to which he refers. I am also very aware of the impact on the economic life of farming and the rural community. Does he feel that the changes he is proposing, and hoping that the Minister will respond to, will enable the rural life in his constituency to grow and have the economic life and strength it really needs?
I thank the hon. Gentleman for that excellent intervention. He refers to two points to which I would like to draw attention. The life of rural communities is absolutely essential. I referred to the village in which I live, Bladon. It is a small village. It is one example of many villages which find that they are clogged up in turn because the A40 is so difficult.
Not just villages, but towns such as Cheltenham beyond Witney are affected. The situation at the moment is that the A40 is like a furred up artery. If we could just unclog that artery, it would be good for jobs, businesses, social mobility and all the things we want to see in Gloucestershire as well as Oxfordshire. Does my hon. Friend agree?
I could not agree more and I am very grateful to my hon. Friend for making that point. I tend to talk about the A40 in terms of Witney and West Oxfordshire, but we must not forget that the effects of the congestion on the road spill over into Gloucestershire and his constituency. [Interruption.] And of course I am reminded, from a sedentary position by my hon. Friend the Member for Banbury (Victoria Prentis), that it affects the whole of Oxfordshire, not just West Oxfordshire.
My hon. Friend is making an excellent speech. Does he agree that in Oxfordshire we are really getting behind the Government’s housing programme and going for growth? His area and mine repeatedly top the leader board for the number of new houses built. Does he agree that our road arteries are holding us back?
That is an excellent point. One point overrides all others—if there are to be new homes, the infrastructure must come with them. I will dwell on that a little more later, but my hon. Friend makes her point excellently.
The hon. Member for Strangford (Jim Shannon) referred obliquely to Brize Norton. That is terribly important. The people who work at that Royal Air Force base come not necessarily from Carterton but from further afield—sometimes 50 or 100 miles away—because of the nature of service life. This issue affects the Royal Air Force’s functioning and efficiency, too, and we must address that.
There is no silver bullet for A40 congestion. We will require a combination of schemes from a variety of funding streams to tackle it. I will briefly cover some of the options and funding avenues, and ask for the Minister’s help in securing the funding we need.
First, the park and ride scheme, for which a public consultation has just closed, is Oxfordshire County Council’s most immediate project for A40 improvement. The intended funding stream for that is the Department for Transport’s local growth fund. There are plans to build a park and ride at Eynsham, together with an eastbound bus lane between Eynsham and the Duke’s Cut canal bridge near Wolvercote. Those proposals probably represent the biggest step forward on A40 congestion in a generation. They would bring real change and progress on an issue that affects the day-to-day lives of us all. We would see essential widening of the road and long-needed upgrades to public transport along the route. It would be a significant step—although perhaps not a conclusive one—in the right direction, and I will ask for the Minister’s help in securing funding. However, it may be that those proposals on their own do not offer a final fix and that no aspect of this scheme can be seen in isolation. Work may need to continue—
I am grateful to my hon. Friend for raising this issue. On that theme, does he agree that part of the solution to any road congestion is improving the railways? Some while ago, I got funding for the doubling of the Cotswold line from Moreton to Evesham. Is it not now imperative that we get full doubling right through from Moreton-in-Marsh to Oxford? That would take a significant burden off the A40.
Absolutely—I could not agree more. I am grateful to my hon. Friend for making that point. There are two ways of addressing road congestion: increasing the flow of the road—the furred artery, as my hon. Friend the Member for Cheltenham (Alex Chalk) referred to it—and taking cars off the road wherever possible. My hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown) refers to redoubling the Cotswold line so we can have faster, more reliable and more frequent trains and take as many people off the A40 as possible. I feel particularly strongly about that—it is one of my pet projects—and I will refer to it again a little later.
The second aspect I would like to talk about is the Government’s housing infrastructure fund. One of the biggest causes for optimism at the moment is Oxfordshire County Council’s plan for road upgrades and the strong case it is making for a part of that £5 billion fund. I am delighted that it is making the most of that opportunity with a very strong bid for A40 upgrades, which it will submit later this year and no doubt will be highly competitive. I look forward to continuing to work with Oxfordshire County Council and neighbouring councils, and with the Government, to progress that bid.
The bid will seek to achieve upgrades for four strategic and interdependent road sections, including general roadway widening along critical sections of the A40 to complete the dualling from Witney to Eynsham, new bus lanes, additional cycle path links and—this is another thing I have campaigned for since being elected—a walking path to promote active travel between Eynsham and Oxford. The B4044 community path in particular is something I have campaigned for consistently since being elected. I want to take this opportunity to praise the hard work of campaigners and put on the record my full support for enabling people to cycle as much as possible—to get out of cars and to cycle from Eynsham into the centre of Oxford, as I was lucky enough to be able to do along the excellent A44 path from Bladon to Oxford when I worked in the centre of Oxford, and I am delighted that the B4044 community path is included in Oxfordshire County Council’s plan.
The bid is connected to delivery of the Oxfordshire-Cotswolds garden village, which will see 2,200 new homes built on the A40 corridor. This, along with further developments west of Eynsham and Witney, will put increased demand on the A40, and so the road’s capacity must be enhanced if we are to cope. I look to the Minister for his help in achieving this funding. I have always been clear that transport upgrades—improvements to bus, road and rail—need to happen before, not after, new homes are occupied to ensure that new development does not place an unacceptable burden on existing residents.
These schemes will also assist our area in delivering improved housing choice, affordability for residents and reasonable commuting time to their place of employment. They will attract high-value knowledge businesses to go alongside the leading businesses in West Oxfordshire I have already referred to, further enhancing the dynamism of our area. West Oxfordshire is an economically successful region, but this comes at a price, and that price is increased pressure on our existing infrastructure, less reliable connections and less resilience. The deficiencies in our current transport network must be addressed before we start to think about additional growth.
I fully support Oxford County Council’s efforts. I have no doubt it will submit a compelling bid that I sincerely and passionately hope will be successful, and I urge the Government to accept and support the bid. I am sure the Minister will offer his advice and advocacy to that very end.
In my last two or three points, I will refer to the major road network scheme, which, looking further into the future, I believe offers more promise of further A40 funding. I have campaigned for such a programme to ensure central Government funding for local major roads that fall outside the strategic road network, and I welcome the broad outline of the scheme. Considering the existing strategic road network together with major local authority roads is a welcome step, and providing a dedicated funding stream for the major road network will enable growth and development to be more effectively planned.
I well remember discussing this matter with the Transport Secretary—I am grateful to him for visiting—as we stood near Eynsham. He saw the congestion on the A40 for himself, and this scheme grew out of that visit. I explained how the A40 had been de-trunked in 2002 by the Labour Government and how that resulted in the road falling between the cracks, not receiving the significant central Government investment required to tackle the severe congestion on the road. The major road network proposals offer the potential of local authority-controlled roads being able to access central Government funding while not losing the important local democratic control provided by locally elected councillors.
I have submitted a consultation response on the MRN and was pleased to read the Government’s response published just before Christmas. I am greatly encouraged by it, and the MRN shows great promise, but we now need to see the rhetoric transformed into decisive action, such that we begin to tackle the congestion issues on roads such as the A40.
I ought briefly to mention the Oxford to Cambridge expressway project. I appreciate that it will be some time yet before construction starts, but it demonstrates how much the Government value Oxfordshire and its growth. It is a key area for business growth, and housing growth is expected as well, but if we are to accept, as the Government have done, that Oxfordshire is a key growth area for the UK, of paramount strategic and economic significance, there is no excuse for neglecting our infrastructure needs. It is all well and good building a new expressway but, if we are to deliver the economic growth envisaged, we must address our current infrastructure deficiencies, such as on the A40, which affects Oxfordshire and Gloucestershire, with urgency.
Either the Oxford-Cambridgeshire corridor is a national priority for economic growth, or it is not, and if it is, this must be reflected in the Government’s investment decisions, and those must help and benefit communities throughout the whole of Oxfordshire and Gloucestershire and beyond.
Considerable growth is due to take place in Cheltenham, Gloucester, the Cotswolds and Oxfordshire. Does my hon. Friend agree that if we do not relieve congestion in what is a narrow throat, growth will be inhibited not only in Oxfordshire but in Gloucestershire, and further afield in Wales as well?
That is absolutely true. The focus tends to be on the Witney area, because that is where the A40 approaches the A44 and then joins the strategic network, but let us not forget the serious impact on communities further afield, such as the rural areas mentioned by the hon. Member for Strangford. I am thinking of the rest of Oxfordshire, of Cheltenham, and of rural communities elsewhere in Gloucestershire. This is a narrowing road that happens to reach a pinch point in my constituency, but affects the far wider areas represented by Members who have come to contribute to tonight’s debate.
I have spoken to representatives of businesses in Eagle Tower, in the centre of Cheltenham, which are struggling to recruit people because they cannot persuade them to travel from London. Whether the company is GE Aviation, Spirax-Sarco or GCHQ, better communications mean better recruitment and are better for the local economy.
My hon. Friend is absolutely right, and that problem affects not just Cheltenham but my constituency. It affects Witney, Eynsham, Carterton and the Royal Air Force, which is also struggling to recruit people. Business is suffering, but so are our essential public services. I mentioned that only briefly at the beginning of my speech, but it is a major issue. Recruitment difficulties in the NHS and teaching are also affected by people’s inability to travel quickly in and out of the area where they need to be.
I am grateful to my hon. Friend for mentioning public services. As he knows, because of what is, we hope, the temporary downgrade of Horton General hospital, people from both our constituencies need to gain access to essential public services in Oxford, which is very difficult to reach at times of peak traffic demand.
My hon. Friend is right, and I entirely support her campaign to ensure that our important services are outside the centre of Oxford whenever possible so that that journey is not necessary. However, sometimes it is, and the A40, like other major roads, is sometimes impassable owing to congestion that poses not just an obstacle to business and public services but, in some instances, a safety threat to residents. That is clearly unacceptable.
I want to make a couple of points before, very gratefully, I allow the Minister to respond. I have spent much of the debate discussing the investment that I want to see in direct upgrades on the A40, but we must not forget—I am grateful to my hon. Friend the Member for The Cotswolds for his foreshadowing of the points that I now wish to make—the contribution to be made by West Oxfordshire’s railways in tackling A40 congestion. It is in everyone’s interests for fewer cars to use the A40 whenever possible, but we can see the modal shift that we need only if our railways can offer a feasible, practicable and reliable service as an alternative. If that is to happen, there is an urgent need for the remaining sections of the Cotswold line to be doubled, which would enable more frequent and more reliable trains to travel from Hanborough to Oxford.
I will continue to campaign for the reopening of the Cowley branch line for passengers, with a regular shuttle service to Hanborough, but if we improved bus and cycle links to and from Hanborough, we could create a public transport hub in West Oxfordshire, taking cars off the A40 and reducing congestion throughout our area. I want people to be able to leave their cars behind, and to use buses, trains and bikes whenever possible so that there is more room on the roads for those who must use cars. We need to build a truly integrated transport network in West Oxfordshire that will meet the needs of our area and enable residents and businesses to thrive in the years ahead.
For decades, congestion on the A40 has been one of the biggest issues facing West Oxfordshire, and I am determined to tackle it. We are moving in the right direction, with opportunities for investment from a number of central Government funds, so there is more cause for optimism than there has been for decades, but there is still much work to do if we are to deliver the improvements that are needed. Let me stress to the Minister that, as we have heard from everyone who has spoken in the debate, this is not just a matter of minor inconvenience for us; it is a blight on the lives of commuters, and a millstone around the necks of our businesses. It is vital that we work towards, and ultimately achieve, a final fix for the A40, because only then can West Oxfordshire, and the surrounding areas, achieve their full potential.

Commons ChamberAs hon. Members know, there are many widespread and varying estimates of the backlog. The Government are putting in place a comprehensive programme. We have already seen the largest investment in strategic roads for, I think—in real terms, certainly—the last generation or more. I would like to think that the excellent investments that we have made in pothole fixing will continue in the years to come, but the hon. Gentleman will know that these things are ultimately dependent on the spending review to be announced next year.
Ministers and Members of Parliament receive plenty of correspondence on the matter of potholes. The condition of the road also regularly appears among the top concerns in public opinion surveys, and this was a major issue raised by respondents to our recent cycling and walking safety review call for evidence. That is why a further £420 million was made available to highways authorities in England outside London for highway maintenance—to support authorities to keep bridges and other structures safe and open, to help repair potholes or stop them forming, and to undertake further minor highway works where necessary. We will be announcing individual allocations to highways authorities shortly, but I am sure that Members across the House will welcome this funding, which comes in addition to over £6 billion that we are providing to local highway authorities in England outside London between 2015 and 2021, including £296 million for a pothole action fund, which is being allocated to local highway authorities between 2016 and 2021 to help repair potholes.
The Chancellor also announced a further £150 million in the Budget to improve local traffic hotspots such as roundabouts. It is our intention that this funding will help to improve existing local road junctions, to ease congestion bottlenecks and to improve reliability—not only to improve access, but to make sure that these junctions are safer for all road users. Further details will be announced in due course.
Infrastructure is one thing but effective education is another. We are improving training for new drivers to familiarise them with the conditions that they will encounter on the roads. The Driver and Vehicle Standards Agency is developing new materials to improve learners’ awareness of hazards in different weather and lighting conditions. As the House will be aware, new legislation is in force allowing learners on motorways when accompanied by an approved driving instructor. Learner drivers are already gaining experience and we will have a new generation of drivers who are confident in using our motorways.
We are also taking action against the most dangerous kinds of behaviour. Evidence repeatedly shows that the use of mobile phones, and drink and drug driving, give cause for concern. Tackling these dangerous forms of behaviour has long been an element of our road safety strategy.
The Minister rightly draws attention to some of the dangerous behaviours that people display when driving. May I return to the issue of horses? Would he consider asking for the Highway Code to be amended to incorporate the British Horse Society’s “Dead Slow” advice?
The topic has already been raised. As I have pointed out, there is already guidance relating to horse riders in The Highway Code. I am always delighted to take further suggestions from colleagues and will look further at the question that my hon. Friend raises in the light of this debate.

Commons ChamberIt will surprise you, Mr Speaker, to know that I had a very productive meeting with the hon. Gentleman, and his councillors and activists, to understand the pressures he is under as he represents his constituency. There is no denying that HS2 is a large infrastructure project, and we will do everything we can to mitigate the impacts on communities and the environment.
As a regular user of the A44 cycle path, I have seen many of the benefits that cycling can bring. As we look for improvements to the A40 and the Cotswold line to address congestion, does the Minister agree that cycling plays an essential part in an integrated transport network for West Oxfordshire?
Yes, we feel very strongly that for both the strategic network and local roads there is more scope for integration, and much of the investment we are making through both Highways England designated funds and local road investment is designed to support that integration.

Commons ChamberIn those areas where people have had a torrid time we have provided a month’s free travel. We did that on Southern during the worst days of the industrial dispute, because that delivers quicker and much more substantially money into the pocket of people who have suffered. That has been a good approach. It amounts, together with Delay Repay to almost 10% of the annual cost of travel for a season ticket holder, and it gets the money to people quicker.
I warmly welcome the Secretary of State’s review and his statement today. Does he agree that it is critical that the review delivers not just vital improvements on lines such as the Cotswold line in my constituency but the improvements to reliability, stability and accountability that my rail-travelling constituents deserve?
I agree. The problem is that we now have a system that is fragmented but under intense capacity pressures. We need to have a railway that is more joined up, where lines of accountability are clearer and where the response to problems, which will always arise on a busy network, is much more joined up and quicker for passengers.
